By MAYA M. PADILLO ollowing the downfall of several investment schemes such as KAPA, Rigen, ALMAMICO and Ever Arm, the Davao City Anti-Scam Unit (ASU) is now keeping an eye against illegal forex trading in Davao City.

ASU head Simplicio Sagarino told Edge Davao they are monitoring illegal forex trading after their of�ice received a report about such activity. He also said they are ready to �ile charges if there are complainants who will surface.

M Mall’s enduring marketing slogan “We’ve Got It All For You!” will �inally be realized in Caraga Region and Region 9 as SM Supermalls is set to open its branches in Butuan City and Zamboanga City second quarter of next year.

Grace Fornier-Magno, SM Supermalls vice president for advertising in an interview said Butuan City and Zamboanga City are opportunity areas for SM. She said the planned SM mall in Butuan will be a three-storey building while four levels in Zamboanga City.

utting premium on building the necessary public infrastructure and ensuring to enhance accessibility through the creation of roads especially in far-�lung barangays, Governor Nelson Dayanghirang recently led the blessing of the province’s newly acquired �leet of heavy equipment.

The twenty units of brand-new heavy equipment blessed on Thursday, December 12 at the Provincial Capitol include two units of loaders, two units of graders, two units boom trucks, four units four by four trucks, and one unit manlift.

Of�icer In-charge of the Provincial Engineer’s Of�ice, Engr. Ruel Dumadag, said that the new heavy equipment will be utilized primarily for the maintenance of roads. He said this new set of equipment is necessary amid the Governor’s directive to implement the total road rehabilitation of provincial, barangay, and local roads.

Governor Dayanghirang has ordered to prioritize the rehabilitation and maintenance of roads especially on areas that are prone to �looding. By next year, the Provincial Engineer’s Of�ice is set to fully implement its drainage re-

habilitation program which include replacement of damaged and old culverts.

Aside from the construction, the equipment will also be utilized for other purposes such as rescue operations in times of disasters.

The acquisition of the new equipment is part of the P200 million funding sourced out through loan proceeds from the Development Bank of the Philippines (DBP). Aside from the heavy equipment, portion of earmarked budget will be utilized for the improvement of the Provincial Motorpool.

Presidential Spokesperson Salvador Panelo made the statement, in response to the “baseless” and “malicious” Philippine Center for Investigative Journalism’s (PCIJ) claim that the President has yet to release his 2018 SALN. Panelo told PCIJ to directly go to Ombudsman to furnish a copy of the President’s SALN for 2018.

“Accordingly, PCIJ may want to direct its request to the Of�ice of the Ombudsman. The Of�ice of the President, cannot dictate upon the Of�ice of the Ombudsman the course of action it wishes to undertake relative to such request given that the latter is a separate and independent institution that we have no

control of,” Panelo said in a statement.

“We take strong exception to the thoughts bordering to innuendo of a few that the failures of the PCIJ in getting a copy of the President’s SALN can be ascribed to the President’s policy on transparency.

Such accusation is baseless if not malicious,” he added.

The PCIJ, in its report titled “Duterte’s secret SALN: The lie of his FOI (Freedom of Information)” and published on Dec. 11, accused Duterte of being a “most secretive President when it comes to the details of his wealth.”

PCIJ’s Malou Mangahas said in her report that eight months after the April 30 deadline for �iling, Duterte’s SALN for 2018 is still kept as a secret, an indication that the Chief Executive “sticks out as the lie of his own FOI edict.”

Misuari named special economic envoy to OIC

resident Rodrigo Duterte has tapped Moro National Liberation Front (MNLF) founding chair Nur Misuari as the country’s special economic envoy to the Organization of Islamic Cooperation (OIC), a 57-man inter-government organization that serves as the collective voice of the Muslim communities in the world.

Misuari’s appointment was announced when Duterte presided over the �irst meeting of the newly-established government-MNLF Peace Coordinating Committee at the Matina Enclaves in Davao City, the Of�ice of the Pres-

olice said another victim of Friday’s highway accident here has died in the hospital, raising the death toll to seven.

Lt. Col. Rey Egos, Tacurong police chief, said critically injured �ive-year-old boy, Najib Mamusaka, died while undergoing treatment at the St. Louis Hospital some four hours after the 3 a.m. freak accident.

Six of the victims died on the spot, including four kids aboard a tricycle with their mother.

Egos also told reporters that medical Dr. Omar Shariff Acob, driver of Mitsubishi Montero (with temporary plate 130104); and Brent Nicole Cerebo, 20, driver of Toyota Hi-Lux (with plate LHE 754), both admitted that they were under the in�luence of liquor while speeding be-

side each other along the national highway.

Cerebo and his three companions in the pick-up truck were injured while one of Acob’s three passengers died on the spot.

He was identi�ied as Atong Untong, 29, of President Quirino, Sultan Kudarat.

“They said there were from a party and under the in�luence of liquor before the highway accident,” Egos told reporters.

Acob and Cerebo are con�ined at the Tacurong police detention facility while preparing to amicably settle the matter with the victims’ families through their lawyers.

Duterte entertains boy with leukemia

A

�ive-year-old boy who is battling leukemia received an early Christmas present from no less than President Rodrigo Duterte on Friday.

Duterte greeted cancer-stricken Jacob Wong with a warm smile, as soon as he saw the latter waiting for him at the living area of the President’s home in Davao City, based on a video uploaded on Facebook by the child’s mother, Johanne Bernice.

The President sat beside Jacob on a long, brown couch and gave him a fatherly hug.

Duterte also kissed the child on the forehead twice, a sweet gesture from the President that is rarely shared with the public.

He likewise gifted Jacob with two miniature motorbikes, a “DU30” cap, and

the President’s framed caricature.

“Mabait talaga ang Diyos (God is really good),” the President said in a live video streaming shared by Jacob’s father whose Facebook account name is Rrjw.

“I will do anything for a child,” Duterte added.

Photos from Johanne also showed Duterte �lashing his signature pose with Jacob.

In a Facebook post, Jacob’s mom thanked the President for making her son happy.

Johanne also posted a video of a euphoric Jacob who was seen dancing after meeting Duterte.

Smart takes lead in 4G availability, stays ahead in download speed

LDT wireless subsidiary Smart Communications Inc. (Smart) has taken the lead in providing superior 4G/LTE availability while continuing to deliver much faster LTE download speeds in both rural and urban areas, according to the latest analysis by independent mobile analytics company Opensignal.

The analysis, which is available on Opensignal's website and covered the period Sept. 1 to Nov. 30, 2019, found Smart scoring 70.1% in terms of 4G availability in rural areas (versus Globe's 64.8%) and 82.5% in urban

areas (versus 80.3%).

In previous Opensignal reports in the past two years, Smart had consistently delivered a better download experience but had lagged in availability.

That de�icit had been progressively narrowing as Smart stepped up its LTE and 3G roll out. The latest report shows these efforts has paid off and that Smart has overtaken Globe in terms of availability.

"Splitting by operator, while we found a tremendous difference in 4G Availability — the time users spend connected to 4G —

between rural and urban, we also found notable differences between Smart and Globe in our users’ 4G Availability in both types of area," Opensignal's David Nedescu wrote.

In rural areas, Smart is ahead by 5.3 percentage points, while in urban areas, it was ahead by a "narrower but still signi�icant" 2.2 points.

The analysis also found that Smart is ahead in terms of Download Speed Experience in both rural and urban areas, posting download speeds of 8.8 Mbps (vs

Without a doubt, the one single rock star that could make a difference with his voice in the past decades must be Bono, the frontman of the word-famous U2.

The Irishman has been known to be vocal of social issues, once defending the late South African leader Nelson Mandela. Bono was a member of the Amnesty International and now a board member of Zipline, claiming to be the world’s �irst and only national scale drone delivery service. The company along with the Philippine Red Cross has announced their plans by 2020 to begin making on-demand and emergency blood deliveries by drone across the country during a signing ceremony at the Philippine National Red Cross Headquarters.

Bono’s remarks made during the Zipline press conference made headlines. That was expected.

Given Bono’s background as a vocal social activist, some people in the country must have anticipated things and prepared their ammunitions early. It was a perfect stage to get old message across.

And Bono, with his global appeal and in�luence, was the perfect vehicle.

Like in his Australian swing, Bono’s music was blistering-good, his voice soared as powerful as ever. The music was still there. But the message he picked was obstinately discordant.

Taken away for a political narrative, he sounded falsetto.

THE IRONY OF CHRISTMAS Aside from many other pleasing tags, being the only Christian nation in Asia has been a long-time label the Philippines has enjoyed and cherished.

Of course, this positive labelling has not been diminished over the years even as the country has also been named as one of the most corrupt in this part of the world.

As the season of hope descends at this time for the annual festive celebration of the birth of Jesus, one cannot but be disappointed with the continuing barrage of negative remarks and publicity trained against the present government by sectors known to be eyeing a political comeback.

It just shows that regardless of the season, politics remain a much-desired menu that can be served on the table.

Despite efforts to make

peace, there seems to be no room for peace because the peace that the Messiah left us to savor, nurture and should live with has been broken into pieces by the same people who want to grab power and lead this country anew.

This is the most unsel�ish act that has been in�licted on the Filipino people.

This is most un-Christian, to say the least.

I sorely lament this even as I scour the city terrain, seeing the scores of homeless beggars (with young children in tow) in the streets of Metro Manila panhandling for some alms and food to survive the day.

Mind you, majority of Filipinos are always after their economic bene�it and upliftment. No matter what the government does, for as long as a family has its own wherewithal, one will not hear grumbling.

Today, the grumbling comes not from the mouths of people who have barely two meals a day. The grumbling comes strongly – noisier than usual - from the politically aggrieved lame ducks who fear the long arms of the law are coming near.

They continue to �ind fault regardless of the season.

They continue to �ind fault regardless of the reason.

They continue to �ind fault because that is all they could do: Find fault.

How can you celebrate the Yuletide season if the scenery is not conducive and healthy for your senses to enjoy?

How can anyone make merry if the news headlines you read on the frontpages of broadsheets are alarmingly threatening of destabilization, misfortune and negativity?

How can anyone enjoy

peace if TV news stations uniformly blare out anti-government protests ahead of the good tidings?

Of course, when the �inal reckoning comes, these will all come into a head on collision.

What is important now is that the incumbent leadership maintains the high popular support from the people.

Meaning, if push comes to shove, the sectors squarely opposing and undermining the Duterte administration – including their foreign funders - may have to face strict implementation of the law.

Talks about imposing a nation-wide martial rule have died down.

That is not an easy task to do. The repercussions might be fatal and regretfully remorseful.

The President has mentioned something about a “rev-

olutionary government” which I think might be a temporary cure.

This Christmas season, however ironic the situation might seem to be, is a time for serious re�lection.

This might help. Churchill said: “The whole history of the world is summed up in the fact that, when nations are strong, they are not always just, and when they wish to be just, they are no longer strong.”

I think a national hero said something like this: “People get the government they deserve.”

His statement came to mind recently when I attended the Globe Media Excellence Awards for Mindanao. I was nominated in three categories: twice for News Report of the Year and another for Explanatory/Investigative Story or Documentary of the Year for Print.

I was thinking of winning in the �irst nomination since I had the edge of two nominations. But it was the other nominee won the coveted award. I also failed to get the trophy for the other category.

Two years ago, I was also shortlisted in four categories in the same award-giving body. I also went home empty-handed.

Now, I know what Roger Von Oech was trying to point out when he said, “Remember the two bene�its of failure.

First, if you do fail, you learn what doesn’t work, and second, the failure gives you the opportunity to try a new ap-

proach.”

Idowu Koyenikan, author of Wealth for All: Living a Life of Success at the Edge of Your Ability, said the same thing. “Failure is constructive feedback that tells you to try a different approach to accomplish what you want.”

Instead of sulking, face the truth that it’s not your time yet. Success is out there, waiting for you to work on it. There’s no need for you to stop to reach the ladder of success. You fail but it doesn’t mean you will always be in the bottom. The mistake you have committed should give another way of doing things.

“Each mistake teaches you something new about yourself,” Chris Bradford wrote in The Way of the Sword. “There is no failure, remember, except in no longer trying. It is the courage to continue that counts.”

Being a failure is not forever, just like there is always a sunshine after a storm.

That’s what silver lining is all about. “Successful people have no fear of failure,” Roy T. Bennet wrote in The Light in the Heart. “But unsuccessful people do. Successful people have the resilience to face up to failure – learn the lessons and adapt from it.”

Most successful people started as a failure. Success was not offered to them on

a silver platter. They have to work hard, persevere and before they knew it, they were on the way to the top. That is what Joel Brown, founder of Addicted2Success.com, is trying to point out in his collection of stories about people who experienced failure �irst before attaining success.

Take the case of Harrison Ford, who came to the Philippines when he appeared in Francis Ford Coppola’s Apocalypse Now. When he started his career, some movie executives told him that he simply didn’t have what it takes to be a star.

But he has proven them wrong. The former carpenter is known the world over for his two successful roles: Hans Solo in Star Wars series and Indiana Jones. He also has two Oscar nominations under his belt.

Another Hollywood biggie who came to the Philippines was Oliver Stone. He shot the �ilm Platoon at the height of People Power Revolution.

When it was released, he got himself a Best Director Oscar and the �ilm itself was chosen Best Picture.

The �ilmmaker wrote his �irst novel while attending Yale, a project that caused him to fail out of the university. It was a bad decision since the novel was rejected at �irst.

When it was �inally published

in 1998, no one noticed it.

Stone found himself teaching English in Vietnam, later enlisting himself in the army and �ighting in the war.

The experience led him to write those Vietnam war stories and the rest is history.

Oprah Winfrey may not be that popular as a Hollywood actress (although she earned an Oscar nomination for her �irst screen appearance in The Color Purple) but she is one of the most iconic faces on television.

But only very few know that she had to undergo several career setbacks, including being �ired from her job as a TV anchor in Baltimore because she was “un�it for TV.” Today, she is one of the richest and most successful women in the world – thanks to her TV show.

“There is no such thing as failure,” she said of her let-down experiences during a Harvard commencement speech in 2013. “Failure is just life trying to move us in another direction.”

Let’s talk about writers.

I have known that there are many successful ones who received rejection slips before they became famous. One of them is Stephen King, who was raised in poverty and was tormented by nightmares when he was growing up. His �irst book, Carrie, was rejected

30 times by various publishers.

King was so disappointed that he dumped the book in the trash. But the good thing was: his wife saw it; she retrieved it and urged him to resubmit it. He did and that started his illustrious career.

Carrie was even made into a movie three times: 1976, 2002 and 2013.

I can go on and on and mention other famous people who experienced failure �irst before they became successful in life.

“No man ever achieved worthwhile success who did not, at one time or another, �ind himself with at least one foot hanging well over the brink of failure,” American self-help author Napoleon Hill pointed out.

Perhaps those who want to give up already may �ind consolation from the words of British playwright George Bernard Shaw. “When I was young,” he said, “I observed that nine out of ten things I did were failures. So, I did ten times more work.”

Never give up! Persevere!

“Success is not �inal, failure is not fatal; it is the courage to continue that counts,” British Prime Minister Winston Churchill reminded.

The results of the TRP of the 1996 Final Peace Agreement showed that two commitments have yet to be implemented.

These are the establishment of the Bangsamoro Development Assistance Fund and the and the creation of the Tripartite Implementation Monitoring Committee, the OPAPP said.

Federal gov’t still eyed The OPAPP noted that both parties have also agreed to realize their vision of the government’s shift to a federal set-up.

“Both President Duterte and Misuari have vowed to work closely to change the current structure of the government into federal,” it said.

Duterte assured Misuari and the MNLF leaders that he is not abandoning his promise to push for a federal state.

He also asked for Misuari’s help to convince Congress to pass a measure that will change the current

unitary form to a federal type of government.

“Help me also convince the Moro members of Congress to work on it fast visà-vis the effort on the federal set up,” the President said as he sought Misuari’s help.

“Our allies in Congress have assured me that they will work on it because that is part of my program. In the [presidential] campaign, I said drugs, corruption, and the federal system. I have to comply,” he added.

MNLF to help gov’t stop terrorism Misuari said he and his group would help the government in its efforts to rid Mindanao of threats from terror groups, including the Abu Sayyaf Group that is actively operating in Sulu, the MNLF leader’s bailiwick.

“There is no place for them to go…We can assure the President that the MNLF will fully support the resolution of this problem.

In recent years, the government has been seeking Misuari’s help to free kidnapped victims that are being brought to Sulu.

Galvez said the military and the police can establish a “close coordination” with MNLF forces on the ground, in a bid to catch the terror groups.

The sustained improvement of the PLDT-Smart network has been supported by a stepped-up capital expenditures program estimated at P78.4 billion in 2019, of which P53.4 billion was already spent at the end of September. Somehow, the term Japan surplus is becoming a misnomer because one can end up with a fine china from England or an authentic designer bag or jewelries.

Panelo also noted that the anti-graft body has issued new guidelines on public access to SALN of government of�icials, restricting Duterte to release his SALN. Hence, there is a “mandated procedure” under the law to access the SALNs of public of�icials, the Palace of�icial noted.

avao del Norte - The Provincial Government of Davao del Norte spreads some Christmas cheers with the opening of its Paskuhan sa Kapitolyo 2019 at the Davao del Norte Sports and Tourism Complex.

With the theme, “Christmas Around the World”, enchanting lights display spectacle spreads across the Christmas Village that features favorite landmarks of other countries.

The elaborate life-size yuletide display will run from December 12, 2019 to

January 5, 2020.

The event top bills the 11 entries to the Christmas Village Competition from the different cities and municipalities of the province, alongside the Indigenous Christmas Tree Contest of the various clustered of�ices of the Provincial Capitol.

Governor Edwin Jubahib and 2nd District Congressman Alan Dujali, led the switch-on ceremony, together with Vice Governor Rey Uy and the members of the Sangguniang Panlalawigan, as well as the city and municipal mayors.

(HCDC) Crusaders to win the Collegiate Sponsors League Escandor Cup title on Saturday night at the Davao City Recreation Center.

The Sailors survived the Crusaders' early surge to score a tightrope 69-67 triumph and deny the latter a back-to-back championship run.

Both teams will represent Davao Region in the Philippine Collegiate Champions League (PCCL) Mindanao Finals slated February 3-4 in Davao City.

The campaign starts off with a 60-second video feature entitled, “Winner." PHILIPPINES CLINCHES SEA GAMES OVERALL CROWN Congratulations to our national athletes for winning the overall championship in the last SEA Games medal race! After years of languishing in 5th to 7th place in the biennial SouthEast Asian (SEA) Games, the Philippines is �inally lording it over the �ield once again with an eye-popping 149 golds, 117 silvers and 121 bronzes; winning the overall crown with plenty to spare.

Indeed, it was an inspiring, exciting performance for our athletes; humbling critics and exceeding expectations of so many kibitzers - myself included. I had earlier predicted 70 to 90 golds before the Games; and for this, my ‘mea culpa’. I was wrong, I am humbled, I am sorry. To our athletes who made our country proud, my sincerest appreciation, my thanks and my snappy salute! You are all an inspiration to us. You have made us proud once again. No longer are we the sick joke of Southeast Asian sports. For now, it seems we are on the way to erase that losers’ image

that we so mindlessly developed the past decade.

And it was not just our athletes who did great! I wish to salute all the people who joined hands, not just to win in the different sports arenas, but to make the hosting a great success.

Foremost among them would have to be President Digong, whose magnanimity and decisiveness in providing the resources saved the day for us. Digong’s full support for the Games was the most important ingredient in this success, no doubt about it.

With that, of course, the tireless efforts of the Philippine Sports Commission (PSC), particularly Chairman Butch Ramirez, whose timely intercessions averted a disaster waiting to happen for the PHISGOC. Insiders had lamented the painfully slow progress made by the PHISGOC before the PSC stepped in. Everything changed when Butch came in. Decision-making went faster, resources moved straight to the intended activities, even as Butch alternately looked

at 2 major factors in the hosting: the athletes’ training and the venue preparations.

Finally, to the POC President Abraham Tolentino, who was willing to go against the POC ma�ia and bring Philippine sports back to the athletes. Philippine Sports had been on a downtrend during the Peping Cojuangco era. During Ricky Vargas’ brief reign as POC head honcho, this hemorrhage had been stopped, as proven by our respectable �inish in the Asian Games. With Tolentino at the helm, the Peping ma�ia has been held at bay, hopefully for good.

For the record, there is a trend for host countries to dominate the Games. Philippines last hosted in 2005, and we took the overall championship then, with 112 gold medals in 444 events played, for a .25 clip ratio in golds to number of events. Thailand followed in 2007, and it championed with a whopping .384 ratio of golds to events! Resource-constrained Laos hosted in 2009, it

landed a respectable 7th. Indonesia hosted and took the championship in 2011, with a .333 golds-to-events ratio. Myanmar was host in 2013, and it landed a surprising 2nd in the overall standings despite its manpower and resource lack. Tiny Singapore followed in 2015, landing 2nd with a .208 clip despite their lack of manpower. Finally, Malaysia hosted last 2017 �inishing 1st with a dominant .357 golds-to-events clip. This year, we garnered 149 golds out of 530 events played, for a more respectable .281 clip. And we expect Vietnam to follow suit when it hosts the Games in 2021.

This phenomenon is due to 2 factors. First, the fact that hosts can maximize their medal hauls by dropping sports disadvantageous to themselves. The hist can also introduce other sports, often at short notice, thus preventing most other nations from building credible opponents. And second is the homecourt advantage. Playing at home gives

you an advantage in the familiarity of playing conditions, the presence of a strong cheering crowd, etc. (Next week, we analyze how the country was able to amass the gold haul.)

But this is not to say we have not improved. For certainly, our athletes have improved by leaps and bounds during the last two years with the full support of the PSC, and the reforms being slowly implemented now in Philippine Sports. The stench of sports politics during the Peping era is now slowly diminishing, although you can still see it in the sports where his ma�ia continues to control. But that is a story for another time.

So there. Once again, I wish to congratulate our athletes. Job well done! And also our organizers, the guys behind the scenes, the volunteers. Your Bayanihan spirit is truly awesome.

Philippine Sports, it seems, is now on the rebound. Let’s take this momentum to the next year. Let’s move it!!!
