avao City’s plan to implement the mass transit system is expected to improve ridership in the city and at the same time adversely impact some sectors specially public transport drivers and operators.
The High Priority Bus System (HPBS) project, which is part of a comprehensive transportation plan of the city government in partnership with the Asian Development Bank (ADB), aims to replace the public utility
