Keep hotel, resort pool waters clean: CHO chief

he City Health Of�ice (CHO) gathered on Tuesday hotels and resorts which operate swimming pools urging them to ensure the waters are always clean.

This amid the efforts of the city government to consolidate efforts with the government and private sector in the campaign against the dreaded poliovirus.

Following the declaration of polio epidemic in the country, the city government of Davao City has promptly taken a step forward in ensuring the safety of Davaoeños from the virus.

As part of its intensive drive, CHO conducted a

polio prevention and control forum at the Grand Menseng Hotel organized to educate hotel and swimming pool operators as well as village chiefs whose jurisdictions are along the river banks and coastal areas.

ompostela Valley province marks another milestone as it successfully hosted the United Nations International Day of Peace of Commemoration with the theme "Tapang at Malasakit para sa Kapayapaan" held at the Provincial Gymnasium in Pantukan over the weekend.

Speaking before an audience from the government and private sectors, Compostela Valley governor Jayvee Tyron Uy expressed his gratitude for granting the province the privilege to host the peace-oriented event for the very �irst time.

"There's a reason why we hosted this event. Aside from our province's history of being brought around armed con�licts, our province also holds one of the strongest movements for

peace," Uy said.

Being the Regional Peace and Order Council (RPOC) 11 chair, Uy said peace is the center of his administration's priorities.

"It is my mission that one day, we will live in a province of peace and development and mutual understanding. And today, we add more certainty to that vision," Uy said.

The governor also shared the province's programs in attaining peace which was highlighted by the Oplan Pagbabago Program that was launched in 2018.

The program, according to Uy, was anchored with the Executive Order 70 of President Rodrigo Duterte which is to end the local communist con�lict.

Villafuerte made the warning to stakeholders that the virus can be transmitted through oral and fecal emissions, and swimming is one of the most common way of acquiring polio virus.

Villafuerte also reiterated her reminder to residents to avoid swimming in the Davao River

until such time it will be declared free from poliovirus. The city government had discouraged the public in swimming in the river and beaches around the city until the waters will be tested free from the virus.

Polio virus, according to Villafuerte, can survive on salt water from two to six days while three to six months on inland or fresh water.

The reemergence of polio in the Philippines should not be traced to the Dengvaxia scare according to Chief Public Attorney Persida Acosta, who was blamed by some sectors for the apparent loss of trust in the government’s immunization programs for standing up for children who died supposedly when they were inoculated with the Dengvaxia vaccine against dengue fever.

“Trolls are out using DOH’s alleged outbreaks,” Acosta posted in Twitter two days after the Department of Health (DOH) con�irmed that a 3-year old girl from Lanao del Sur has contracted the poliovirus.

A day later, another 5-year old boy from Laguna was con�irmed to have contracted the poliovirus, thus raising the level from outbreak to epidemic. This resulted to the delisting of the country as a polio-free nation, which it had since 2000.

Right after the announcement, some “trolls” posted in their social media account blaming Acosta for the resurgence of polio in the country. Others even “congratulated” her for bringing back what was soon to be an extinct virus.

She lambasted her critics that the two reported polio cases should have been immunized when they were 2-6 months old, at most three years ago. “Simple logic,” Acosta tweeted.

Dr. Teodoro Herbosa, former DOH undersecretary told Edge Davao in an interview that “some people are using Dengvaxia to make it like the cause of these outbreaks which clearly it is not.”

Dr. Anthony Leachon, a preventive health education and health reform advocate, echoed Herbosa’s view. “I agree with USec Herbosa. That’s my per-

sonal view too.”

According to Dr. Herbosa, blaming people won’t help at this point. “We need to do catchup supplemental OPV immunizations,” he pointed out. “I believe they plan to do that this October.”

OPV stands for oral polio vaccine. It is one of the two vaccines available to �ight polio. The other is called inactivated poliovirus (IPV), made from “killed” strains of poliovirus. IPV is very safe and effective and cannot cause polio, according to Medical News Today.

OPV, created from weakened poliovirus, is the vaccine choice of many countries, including the Philippines. “When a child is immunized with OPV, the weakened vaccine-virus replicates in the intestine for a limited period, thereby developing immunity by building up antibodies,” WHO explained.

“During this time, the vaccine-virus is also excreted.”

In very rare cases, OPV has been known to revert to a dangerous form of polio called Vaccine Derived Poliovirus (VDPV).

“VDPVs are rare strains of poliovirus that have genetically mutated from the strain contained in OPV,” explained a joint report of World Health Organization (WHO) and United Nations Children’s Fund (UNICEF).

“VDPVs occur on rare occasions in areas with inadequate sanitation; in seriously under-immunized populations an excreted vaccine virus can mutate and cause paralysis. VDPVs, therefore, pose a risk of reintroduction of poliovirus after polio eradication,” the joint report said.

n a move to assure that the Province of Cotabato is free from African Swine Fever (ASF), acting Governor Emmylou "Lala" Talino-Mendoza led the dispersal of 125 piglets to augment livelihood of the Cotabatenos.

Held at the agri-covered court on Tuesday in Amas, Kidapawan City, 125 piglets at starter age (1-1/2 months) were distributed to 125 bene�iciaries coming from various municipalities like Antipas, Roxas, Kidapawan, Magpet, Tulunan, Matalam, Carmen, and Kabacan.

"This is the second time for this month for the swine dispersal. Atong i- plastar ang probinsya sa Cotabato ug naay program sa pagpaseguro nga walay mahitabo diri nga ASF kay kitang tanan kabalo nga naa kita pamaagi nga maseguro nga walay makasulod diri na buhi na baboy, " Mendoza said.

More than 2,000 piglets were already distributed from January to September this year.

An ordinance banning the entry of live hogs and processed products coming from ASF affected countries is set to be approved by the province.

The distribution activity is a continuing program of the province since 2010 that aims to augment and provide livelihood to the Cotabatenos.

The activity was capped with a "budol �ight" dubbed "Lechon festival" with pork Lechon (roasted pork) as main dish.

Meanwhile, the province will construct a quarantine facility worth more than P12 million in Old Bulatukan in Makilala.

Provincial Veterinarian Ru�ino Sorupia said the construction of the said facility is expected to start this year and targeted to be completed next year.

He said the facility will be completed with

Farmers urged to harvest rainwater

Their visit aims to seek the assistance of the military in the biological battle of preventing zoonotic and infectious diseases to enter the region, which might affect the animal industry and the economy as a whole.

“Our �ixed security checkpoints can be used as a point of convergence in carrying out the best interest of the government and of the communities, hence, can accommodate other capabilities and be expanded or converted to a “whole of government” platform like

that of quarantine checkpoint,” Lt. Gen. Santos said.

As of this date, the checkpoints of Task Force Davao under Col. Consolito Yecla have already been expanded into quarantine checkpoints after the City Government of Davao, through the City Veterinary and Agriculture Of�ice (CVAO) deployed quarantine personnel.

They will be assisted by the 65 personnel of Task Force Davao who were also oriented on animal and meat quarantine.

Filipino farmers are urged to harvest rainwater during the wet season so they can use the stored water for during the dry season.

“We are giving high priority on rainwater harvesting as a measure to address water availability,” said Agriculture Secretary William Dar during a recent farmers’ forum in La Trinidad, Benguet.

Dar, who advocates for rainwater harvesting even before he became agri chief, said the country receives about 2,400 millimeters (mm) of rainfall every year which is considered to be one of the world’s highest.

“But we only harvest

six percent of that rainfall,” Dar said in a press statement posted in the agriculture department’s website. “While India has only an average of 700 mm of rain annually but they harvest 60% of that.

he Food and Drug Administration 12 (FDA 12) has continued to monitor and seal the China-manufactured luncheon meat brand Maling in different supermarkets in Cotabato Province.

Nicanora Rabara, FDA 12 regional supervisor, said in Kidapawan City that they conducted monitoring in several supermarkets and discovered Maling products in the display area and warehouses. They conducted inventory and sealed Maling products being displayed and those in the warehouse.

Security Bank issues LTNCD

S

ecurity Bank successfully raised P6.06 billion in its offer of Long-Term Negotiable Certi�icates of Deposit (LTNCD), marking the second time the bank has tapped the debt capital markets this year.

This issuance was driven by solid demand from both retail and institutional investors, resulting in total subscriptions of P6.06 billion, exceeding the original offer of P5 billion, and allowing the Bank to successfully price the LTNCD at 4.00% despite rising interest rates and broader market volatility.

SECB Executive Vice President and Treasurer Raul Pedro remarked: “This issuance has �irmly placed our credit amongst retail investors – the LTNCD gives the investing public the chance

to further express their con�idence in Security Bank’s stability and ability to grow”.

The P6.06 billion drawdown marks the �irst tranche of SECB’s P20 billion approval from the Bangko Sentral ng Pilipinas. The issue date is set to today, September 23, 2019, with March 23, 2025 as maturity date. The LTNCD issuance is part of the Bank’s efforts to diversify its funding sources and support business expansion plans.

In May this year, the Philippines’ FDA started banning Maling products and has it pulled out and other processed pork meat from the market.

he Department of Environment and Natural Resources-Mines and Geosciences Bureau (DENR-MGB) on Tuesday said it recommends lifting the ban on open pit mining, now that additional corrective measures have been implemented in mining areas.

“First quarter this year during one of the MICC [Mining Industry Coordinating Council] meetings, there was already a resolution to lift the ban on open pit mining,” MGB Director Wilfredo Moncano said in a press conference in Quezon City.

“But since gustong makita ng ibang agencies na member ng MICC ‘yung pagbabago doon sa ating mning industry, gusto nating ipakita to these agencies … that the MGB and the DENR have done something to correct the de�iciencies in the past,” he said.

Among the problems the MICC audit revealed and addressed was the lax in compliance of mining companies to the policy of “maximum disturbed area” or the area that the mining operation must extract and rehabilitate before digging another, Moncano noted.

“Hindi sila dapat magbukas ng bagong area until ‘yung kanilang minina nung una na-rehabilitate at na-restore nila,” the MGB of�icial emphasized.

Mining companies that have earlier been �lagged on compliance have started to comply, the bureau noted.

“Out of the 3,000 hectares of disturbed areas noong una na pinabayaan lang, mga more than 600 hectares na ‘yung nataniman ng puno and tuluy-tuloy ‘yung pagtatanim na ‘yun to recover,” Moncano said.

Another issue the MGB aims to address is the siltation of rivers due to mining activities.

According to the bureau, mining companies are required to restore the

topsoil and subsoil that have been disturbed because these are essential to environmental rehabilitation.

“Topsoil and subsoil are important to re-vegetation and progressive rehabilitation. Before, these would just be eroded in the rain and concentrate in the rivers. Now, we’re cracking down on this policy to make sure we’re protecting the environment more,” Moncano said.

In 2017, former Environment Secretary Gina Lopez banned open pit mining—a policy retained by her predecessor Roy Cimatu.

The MICC previously recommended lifting the ban on open pit mining but President Rodrigo Duterte refused.

Moncano, however, said it has not yet been determined when the MICC would of�icially push for lifting the ban.

The council is cochaired by the DENR and DOF. While open pit mining is often depicted as devastating to the environment, is the safest method of extracting minerals from the surface of the soil, the MGB noted.

“Ito ‘yung parang nagkaroon ng misunderstanding. Actually, open pit is an acceptable and applied method internationally because it is dependent on the type of ore na tinatawag nating applicability ...

‘Yun ‘yung gustong i-clarify, i-address ng DENR,” Mining Technology Division Chief Teodorico Sandoval said.

He emphasized that open pit mining may be applied only to shallow mineral deposits or those that can be extracted up to 300 meters deep.

If the mineral deposits go beyond that limit, underground mining will be employed.

Converge ICT earmarks P12.8B for nationwide expansion

roadband service provider Converge ICT is earmarking $250 million or P12.8 billion to roll out more �iber connections all over the Philippines, the company said Tuesday.

Converge said the amount, which was invested by US-based private equity �irm Warburg Pincus, would enable it to fasttrack the construction of its $1.8-billion nationwide internet backbone.

It also plans to roll out a $70-million domestic submarine cable with 20 landing stations across the Philippines.

"We have been investing heavily on innovations that would move the broadband market forward so we can be on par with our

neighbors," said Dennis Uy, Converge ICT founder and president.

Converge said it expects the Luzon backbone to be completed by the �irst quarter of 2020.

Warburg Pincus has $20 billion invested in Asia, Converge said.

"We are excited about the country’s young, digital-savvy population and its thriving services industries, which have created an outsized need for connectivity and will create explosive growth in the broadband space," said Saurabh Agarwal, managing director, Warburg Pincus.

Converge said it is looking to double its half-a-million subscribers by next year.

Globe: Property developers must now provide for building connectivity

T

he real estate industry is part of an ecosystem crucial to growing the digital economy, but the National Building Code does not require connectivity provisions in property development, Globe Telecom Inc. said Monday.

Globe senior vice president for Network Strategy Manny Estrada said developers must incorporate connectivity in property development.

Real estate developers must realize that connectivity has become a necessity just like electricity and

water, Estrada said during the IR 4.0 Summit, “Winning Together in the Fourth Industrial Revolution.”

“As we prepare our country for Industrial Revolution 4.0, real estate developers can no longer say that connectivity will just follow after the property has been built,” he said.

There is now a need for closer collaboration between telecommunications players and property developers to improve connectivity in the country, according to Globe.

House eyes extending 2019 budget’s validity

T

he House of Representatives intends to extend the validity of portions of the 2019 budget, estimated at P3.75 trillion, until December 2020, House Majority Leader and Leyte representative Martin Romualdez said Tuesday.

The priority is to approve a joint resolution extending the validity of the maintenance and other operating expenses (MOOE), and capital outlay, the lawmaker said.

Keeping the P3.757-trillion 2019 budget legally acceptable beyond this year will address the delays in government spending and government programs because of the election ban and the four-month delay in

the passage of the General Appropriations Act (GAA) which was enacted into law only last April.

“We have to ensure that funding requirements of some important national projects under the 2019 GAA will continue until next year. Without the extension, the unused funds will go back to the National Treasury,” Romualdez said in a statement.

“This is the best option

to address the delayed implementation of programs and projects for the delivery of basic services,” he added.

The House Committee on Appropriations chaired

by Davao City Rep. Isidro Ungab will start deliberations on the joint resolution �iled by Antique Representative Loren Legarda, San Juan Juan City Representative Ronaldo Zamora, and Davao Oriental Representative Joel Mayo Almario seeking to extend the shelf life of this year’s national budget.

“If the committee headed by Congressman Ungab will approve the twin joint resolutions, most likely we will consider its second reading approval before we adjourn next week,” Romualdez noted.

he Food and Drug Administration (FDA) is urging local government units (LGUs) and food retail stores to strictly implement the new guidelines for selling alcoholic beverages, taking into consideration the emergence of alcopop— alcoholic drinks in tetrapack and stand-up pouch packaging.

The regulator issued on Tuesday FDA Circular NO. 2019-006, or the “Guidelines in Commercial Display, Selling, Promotion, and Advertising of Alcoholic Benerages and Beverages that Contain Alcohol.”

“The FDA is enjoining all concerned, including local government units having jurisdiction on sari-sari stores, convenience stores, groceries, hypermarkets, supermarkets, and other similar food retailing stores to strictly implement these guidelines,” the FDA said.

In August, Senator Pia Cayetano was alarmed by the presence of alcopop beside the juice section of convenience stores and groceries.

Cayetano called the attention of the Department of Health and FDA on beverages in “doypacks” or stand-up pouch similar to

ordinary juice.

“Food packaging technology and market innovation concerning standup pouch, �lexible, tetra pack, and similar packaging materials are now evolving in both the international and local market,” the FDA said.

For this reason, the FDA sets the following guidelines to protect the consumers, especially children: All alcoholic beverages, regardless of type of packaging, shall only be displayed in designated conspicuous areas in all convenience stores, su-

As reported by Mindanews on Monday, there will be massive polio vaccination all over the city next month after water samples from the Davao River tested positive for poliovirus according to a statement by the Department of Health (DOH)-Davao regional of�ice. Vaccines from DOH’s central of�ice are expected to arrive �irst week of October and will be administered immediately to the communities.

The DOH Davao Center for Health Development (DCHD) regularly conducts environmental surveillance as a supplementary activity for Polio Surveillance and in its latest water sample taken from the waterways in Davao City, the test yielded positive for poliovirus.

Why is polio dangerous? First, it is highly contagious.

Second, it spreads rapidly and can cause paralysis, and on rare occasions, can be fatal. It can be spread when food or drink contaminated by feces with poliovirus is ingested.

Third, there is still no known cure for polio.

However, it can be prevented with three doses of Oral Polio Vaccine and one dose of Inactivated Polio Vaccine.

These vaccines have long been used in the Philippines, proven safe and effective and are given for free in all Health Centers.

Not only should people be avoiding the public waters, extreme caution must also be taken in using swimming pools in private resorts and hotels. Hence, hotels and resorts stakeholders must not take this lightly.

Poliovirus, like any dreaded virus, is like a thief in the night. It strikes when people are most unaware.

IS DEATH PENALTY THE EQUALIZER Maybe, maybe not.

Some of our legislators today are pushing the law that will restore the death penalty on criminals accused and charged of heinous crimes like rape, murder, plunder and other such acts that are out of the ordinary.

One thing that our lawmakers are advised on what they would rather do is to focus their eyes on the laxity of our penal laws and how they are being implemented and applied.

Hard labor, which is supposed to teach a convict some lessons in remorse and recovery, has not been completely and uniformly enforced. Convicts who have the resources go around the harsh provisions of the law and enjoy a luxurious lifestyle even when already behind bars which directly contravene the prison sentence imposed by the court.

Instead of repenting and

turning a new leaf, the convicted prisoner is even treated like a king, provided that his family comes across with a “million or more” reasons with corrupt prison of�icials and their minions.

In China, Indonesia and several Arab countries that impose the death penalty on convicted felons, they strictly apply the law to the letter because they want the world to know that their penal laws cannot be relaxed in favor of those who have connections.

In these countries, we realize that they really mean business.

Comparatively, it is sad to note that the Good Conduct Time Allowance Act (RA 10592) enacted during the administration of ex-Pres.

Noynoy Aquino has been discovered to have been abused by smart alecks at the BUCOR and their superiors.

Prisoners who have in�luence and resources can cut

corners and evade living a prisoner’s life. This is because prison of�icials, the guards included, conspire and act in cahoots with the whims and caprices of moneyed inmates who grease their palms with wads of money and other material favors.

If this is the on-going practice, will it matter if the death penalty is unanimously passed in both houses of Congress?

Amending the law that created the BUCOR would be easier to do and reviewing the existing penal laws that should be enforced to the letter, ideally speaking, is more practical and solomonic.

The errors of the GCTA were glaringly revealed during the intensive Senate probe which bared a ma�ia-like operation that favored the rich and moneyed prisoners willing to come across.

Meaning, that regardless if the death penalty were re-

stored, inmates who have networking assets and political in�luence can circumvent the sentence and are even set free ahead without having endured hard labor during his imprisonment.

Assuming the death penalty has been handed down, the convict receiving that sentence should be executed immediately so that his execution will serve notice that the government means business as far as enforcing its penal laws are concerned.

Unfortunately, by the nature of our “democratic” setup, the death sentence will be elevated to the Supreme Court for automatic review.

Pardon me but God knows that it takes a long time before the High Tribunal renders its judgment.

Why not amend extensively the country’s penal laws �irst, including a review of the ef�iciency of the BUCOR, before rushing to pass the res-

toration of the death penalty?

Suddenly I recall Mark Twain who wrote: “The fear of death follows from the fear of life. A man who lives fully is prepared to die at any time.”

I guess if I am not thinking naughtily, this Twain adage should be prominently hung in front of the inmates’ cells on Death Row. Again, our legislators pushing for the restoration of the death penalty might be on a knee-jerk reaction mode.

Realize that enforcement of our penal laws is much too lenient and thus pale in comparison with our neighboring countries in the Asian region.

MUSICAL TRIBUTE TO FILIPINO SEAFARERS Music plays a special role on Filipino seafarers’ life, whether at sea or on land.

A sunset environmental concert dubbed as Harana by the Bay of the Philippine Coast Guard (PCG) symphony band pays homage to the oceans and seas to keep our Filipino seafarers safe in their voyage Harana is part of the celebration of the 24rd National Seafarers Day led by the Apostleship of the Sea (AOS) Philippines and the 20th National Maritime Week.

Harana was an exclusively nocturnal practice which gained popularity in the early part of the Spanish Period that was widely practiced in many parts of the Philippines with a set of protocols, a code of conduct, and speci�ic romantic style of music.

Organized in 2000, the PCG band is composed of both junior and senior ranking non-commissioned of�icers who represented the institution in the different parts of the country, be it for entertainment, advertisement and for keeping the

PCG’s vision, mission and primary functions thru musical entertainment.

It is also an understatement to say that karaoke is a central part of pop culture of Filipinos , including seafarers whether on board or in between contracts.

Karaoke is the clipped compound of Japanese kara (empty) and ōkesutora (orchestra) that is an interactive entertainment in which an amateur singer sings along with recorded music (or a music video) using a microphone.

Karaoke is indeed a favorite past time of Filipino seafarers as one of the coping mechanisms aboard international and domestic shipping vessels to address stress and boredom.

The sea can’t stop the seafarers in mastering the art of vocal mimicry from contagiously belting out songs like the infamous “My Way.” In between contracts, Pinoy seafarers and maritime students converging along Kalaw show their singing prowess through a weekly show organized by

volunteers.

The Boses ng Marino Karaoke Challenge will be included in the Pasiklaban Musicfest of this year’s NSD at the Asian Institute of Maritime Studies, followed by the battle of the bands.

The Philippines is considered as the major supplier of maritime labor globally as it is estimated that there is one Filipino seafarer for every four to �ive complements on board a vessel at any time.

The estimated 337,502 deployed Filipino seafarers in 2018 remitted $6.14 billion or around P318.55 billion. The sea-based sector’s remittance comprise at least 22% of the total dollar remittances of Overseas Filipino Workers (OFWs).

These remittances help spur domestic consumption in the Philippines and a key ingredient in the country’s drive to achieve higher but sustainable growth.

However, away from his family and working on board vessels sailing nonstop for weeks or months the world’s oceans, the Fil-

ipino seafarer is physically, mentally and emotionally stressed.

Constantly exposed to �luctuating temperatures caused by variant weather changes of extreme hot and cold as the ships cross ocean boundaries, the risks of his getting killed, injured or ill are high.

Former president Fidel V. Ramos issued on July 9, 1996 Proclamation No. 828 declaring Aug. 18 as National Seafarers’ Day aimed at giving due recognition to the vital role of Filipino seafarers towards the development of the Philippines as a maritime country. Later, Proclamation No. 1094 was issued in 1997 by President Ramos which moved NSD to every last Sunday of September every year.

The Apostleship of the Sea (AOS) Philippines was tasked to coordinate with the public and private sectors in activities related to the celebration of said event.

This year’s NSD is set on September 29, 2019 with the theme “ Marinong Filipino- Kababaihan: Palakasin sa Industriya!” in line with

2019 World Maritime Day theme ( Empowering Women in the Maritime Community).

The Sunday masses during the NSD all over the country are offered to the Filipino seafarers.

Other weeklong NSD activities nationwide led by AOS include memorial at sea, novenas, oratorical/art /photo contest, �ilm showings, search for the Ten Outstanding Maritime Students of the Philippines (TOMSP) and the grand parade participated in by stakeholders.

DIABETES NOW IN EPIDEMIC PROPORTION

hese days, dengue fever and polio may have hogged the headlines due to the surge of cases and deaths but there’s another epidemic that is attacking Filipinos slowly and no one seems to be paying attention to it.

The Philippines has been identi�ied by the International Diabetes Federation (IDF) as one the 22 countries and territories in Western Paci�ic with a huge number of diabetics. About 6.2% of the total adult population of 60,327,000 have diabetes.

“The Philippines is considered one of the diabetes ‘hot spots’ in Western Paci�ic region, where the disease is already reaching epidemic proportions,” wrote Dr. Rafael R. Castillo in his weekly column in Philippine Daily Inquirer.

In terms of number of diabetics, the Philippines ranks �ifth – after China, Indonesia, Japan and Thailand.

Based on the data from 2013 Philippine Health Statistics, diabetes is the sixth leading cause of death among Filipinos.

Over 6 million people are diagnosed to have diabetes, according to the Philippine Center for Diabetes Education Foundation.

In the past, diabetes was known as a “disease of af�luence” in industrial-

ized countries. But today, it spares no countries.

The Geneva-based World Health Organization (WHO) predicts that by 2030, the number of Filipinos with diabetes will surge to 7.7 million.

The �igure is very alarming. “It is important to educate the people,” Dr. Joven Cuanang, a member of the board of trustees of the University of the East Ramon Magsaysay Memorial Medical Center, Inc., was quoted as saying.

“You can control diabetes,” Dr. Cuanang told Inquirer’s Pocholo Concepcion.

Antonio M. Ajero is a living testament. The editor-in-chief of EDGE Davao could not remember anymore the symptoms but he was diagnosed of suffering from diabetes after the free annual examination that was offered by the University of Mindanao.

He was then the station manager of DXMC, a radio station of the UM Broadcasting Network. This was in 1978.

“The �irst time, I was diagnosed to have a sugar level of 9 plus, I was simply given a list of things – food and drinks – to avoid.

Actually, it was a list for people who have gout,” he recalled.

Ajero followed the “avoid list” and did brisk

walking. The next time he had the annual exam, the numbers were down – chie�ly sugar level and bad cholesterol.

Today, he is healthy as ever. In fact, you cannot tell that he is a diabetic.

“The general idea is trust and obey your diabetologist,” he said of his secret.

These days, he lives on semi-penury – that is, when he is in a situation where he cannot be choosy with his intake simply because there’s nothing else available. “It’s worse now that I am a widower for the last 12 years,” he admitted.

Unknown to many, Ajero follows a healthy proper diet. “I do my best about my intake,” he pointed out. “I think exercise and avoiding risky food are the two best practices that matter to me.”

The Department of Health (DOH) described diabetes as “a chronic disease characterized of high levels of sugar in the blood because of inadequate production and/or production of insulin, the hormone that regulates blood sugar levels.”

Before probing deeper, let’s talk about how insulin works.

Insulin comes from a gland situated behind and below the stomach (pancreas). “The pancreas secretes insulin into the bloodstream,” the

Mayo Clinic states. “The insulin circulates, enabling sugar to enter the cells. Insulin lowers the amount of sugar in the bloodstream.

As the blood sugar level drops, so does the secretion of insulin from the pancreas.”

In medical parlance, the sugar is called glucose; it is a source of energy for the cells that make up muscles and other tissues.

“Sugar is absorbed into the bloodstream, where it enters cells with the help of insulin,” the Mayo Clinic says. “The liver stores and makes glucose.”

When a persons’ glucose levels are low, such as when he hasn’t eaten in a while, the liver breaks

down stored glycogen into glucose to keep the glucose level within a normal range, the Mayo Clinic says.

Untreated high blood sugar from diabetes can turn deadly. “(Diabetes) destroys many of the organs in our body,” Dr. JM Co, chair of the UERM Department of Medicine, told Concepcion. “It’s the No. 1 cause of blindness, the No. 1 cause of kidney failure that leads to dialysis and transplants. It destroys or blocks the blood vessels in the heart, in the brain, and in the legs, so that the risk of getting a heart attack or stroke, or leg amputation, is much higher than that of a person without diabetes.”

“Screening for diabetes and educating the people on its signs, symptoms, ways to prevent and avoid complications play a great role in addressing this debilitating disease,” the health department says.

Among the most common signs are excessive urination and abnormal thirst. Other symptoms include unusual hunger, rapid loss of weight or excessive weight, nausea and vomiting, blurred vision, drowsiness, itchy skin and skin disorders, cramps or numbness in the limbs, and abdominal pain.

Those who are experiencing any of the above symptoms but do not believe they have diabetes are gambling with their health.

“For those who don’t

know if they’re diabetic or not, it takes a simple blood test to �ind out,” Dr. Castillo wrote. “Screening for diabetes is recommended for everyone 40 years old and older. “(Screening) should be done at a younger age if any of the following is present in the medical history: borderline or pre-diabetes (impaired fasting glucose or impaired glucose tolerance), diabetes during pregnancy or if with babies weighing 8 pounds or heavier, polycystic ovary syndrome, overweight or obesity, waist circumference more than 80 centimeters in females and more than 90 centimeters in males, �irst degree relative with type 2 diabetes, sedentary lifestyle, hypertension, previous history of any vascular diseases including stroke, disease of the heart and leg arteries, schizophrenia, low good cholesterol in the blood, and high blood triglycerides.”

“Diabetes keeps on increasing in prevalence, but we shouldn’t give up the �ight against the disease,” said Health Secretary Francisco Duque. “It may be chronic and incurable, but diabetes can be managed.”

In its website, the health department shares some tips on how a person can control his blood sugar: Diet therapy. Simple sugars like cakes and chocolates must be avoided.

CUSTOMERS using the latest Samsung handsets, including the newly released Samsung Galaxy Note 10 and Note 10+, can soon enjoy a richer call experience as PLDT wireless subsidiary Smart Communications Inc. (Smart) partners with Samsung in rolling out Voice over Long Term Evolution (VoLTE) services, which is initially available to selected subscribers.

Soon, Smart customers can also make VoLTE calls using Samsung smartphones such as the Samsung Galaxy S8 and S8+, Galaxy S9 and S9+, Galaxy S10e, S10 and S10+, and Note 8 and 9. This technology is also available in mid-range Samsung handsets, such as the Samsung Galaxy A series.

FILIPINOS no longer have to go online to get real-time updates on the weather as ABS-CBN TVplus and state weather bureau PAGASA have joined forces to make information freely accessible minus an internet connection using INFOplus.

INFOplus is the new public service feature of TVplus that lets users easily access information like weather bulletins with just a push of the red button on the TVplus remote.

According to ABS-CBN head of access Charles Lim, INFOplus is proof that more Filipinos benefit when the private sector and government agencies work together towards a common goal.

“For the past 65 years, ABS-CBN has always been guided by its mission to be in the service of the Filipino. INFOplus proves that together with you, we can help more Filipinos,” Lim said, addressing the heads of PAGASA and other government agency partners of TVplus.

Lim also added that information that ABS-CBN TVplus will broadcast via INFOplus will reach more Filipinos as there are eight million TVplus boxes present in households and vehicles.

Besides PAGASA (Philippine Atmospheric, Geophysical and Astronomical Services Administration, ABS-CBN TVplus also joined forces with MMDA (Metro Manila Development Authority) for traffic updates and NDRRMC (National Disaster Risk Reduction and Management Council) for essential advisories on earthquakes and other disasters.

acebook on Monday (Paci�ic Daylight Time) said it had made a deal to buy a startup working on ways to command computers or other devices using thought instead of taps, swipes, or keystrokes.

CTRL-labs will become part of Facebook Reality Labs with an aim at perfecting the technology and getting it into consumer products, according to Andrew Bosworth, vice president of augmented and virtual reality at the California-based social network.

“We know there are more natural, intuitive ways to interact with devices and technology,” Bosworth said in a post at Facebook announcing the acquisition.

“And we want to build them. The vision for this work is a wristband that lets people control their devices as a natural extension of movement.”

Bosworth explained that the wristband will decode electrical impulses such as those sent to hand muscles telling them to move certain ways, such as clicking a computer mouse or pressing a button.

The wristband will translate impulses into signals a device can comprehend, having thoughts rather than mouse clicks or button presses prompt actions on computers, according to Facebook.

“It captures your intention so you can share a photo with a friend using an imperceptible movement or just by, well, intending to,” Bosworth said.

“Technology like this has the potential to open up new creative possibilities and reimagine 19th century inventions in a 21st century world.”

He spoke of how thought-commanded interactions might dramatically alter how people experience augmented or virtual reality scenarios, which currently feature hand-held controls.

Facebook did not disclose �inancial terms of the deal to buy New Yorkbased CTRL-labs, but uncon�irmed media reports said it paid more than $500 million.

astercard is the latest sponsor for this year's Southeast Asian Games.

Mastercard Philippines country manager Rowell Del Fierro, Mediapro Asia managing director Lars Heidenreich, and Philippine SEA Games Organizing Committee director of support and operations Jojit Alcazar signed the memorandum of agreement that formalized the gold sponsorship at the Shangri-La at the Fort on Monday.

The sponsorship will see Mastercard as the main backer of the SEA Games' of�icial app.

The app will be a goto for details regarding the schedule and the live updates of all the events from Nov. 22Dec. 11.

The app will also enable people to buy tickets and even food inside the arenas.

"Mastercard lends its technical expertise to the Games with the goal of paving the way for the Philippines to be a cash-lite society," said Del Fierro.

PHISGOC chairman Alan Cayetano, who was represented by Alcazar in the formal signing, said in a statement that the committee will look forward for more sponsors to come with two months to go before the start of the SEA Games.

ndre Iguodala will not report to the Memphis Grizzlies' training camp as he and the team continue to work toward his expected exit from the team.

The Daily Memphian �irst reported the story Monday, and ESPN.com con�irmed it.

The Golden State Warriors traded Iguodala and a protected �irst-round draft pick to Memphis on July 7 in exchange for forward Julian Washburn.

Multiple media outlets have reported that the Grizzlies do not intend to buy out the $17.2 million that Iguodala is owed this year in the �inal season of his three-year, $48 million contract, instead looking to �ind another team willing to trade for the threetime NBA champion and 2015 NBA Finals MVP. The 35-year-old veteran will continue to work out separately from the Grizzlies but might remain on their roster into the regular season, according to the Daily Memphian.

Iguodala told NBC Sports Bay Area on Monday regarding his status with Memphis, "We'll see. OK, maybe I shouldn't say we'll see.

Philadelphia made him the ninth overall pick in the 2004 draft out of Arizona, and he played for the 76ers through the 2011-12 season.

eam Apollo Air captured the Team Championship gross title in the prestigious 11th Eaglemasters Golf Championship over the weekend.

Apollo Air, composed of Lloyd Labradpr, Ely Bisera, Alexander Bisera, Jhondie Quibol and Ronel Tagaan, scored an aggregate 425 points in the modi�ied Srtableford system of scoring to take home the premier trophy in the tri-course tournament played at Davao's premier courses Apo Golf and Country Club, Rancho Palos Verdes and South Paci�ic Golf and Country Club.

Team IMG �inished second with 398 while RMC wound up third with 394.

IMG was composed of Masaichi Otake, Mar-

ty Ilagan, Ray Sangil, Gab Macalaguim and Ace Stehmeier. Playing for RMC were Raul Minoza, Vince Lusterio, Julius Langamin, Bonoy Jaraula and Jack Mabaylan.

Awarding the prizes during the glitzy ceremonies were tournament chairman Randy Cadiogan and Eaglemasters president Leo Abellera Magno.

Ronel Tagaan took home the Championship gross crown with 110 points besting runners up Ray Sangil (109), Ely Bisera (108), Alexander Bisera (106) and Masaichi Otake (99).

In the Championship net division, it was Sangil who brought home the title with a net 112, followed by Tagaan (110), Ely Bisera (108) and Mabaylan (108).
