If there is a must-eat when in Davao, it must be tuna. Davao has a number of delectably appetising tuna dishes that will make you love Davao even more.

Marina Tuna (Sasa branch, SM Lanang Premier, Ecoland) prepares its tuna ten ways. Created by restaurateur Domingo Ang, the menu consists of 10 different tuna dishes using 10 different parts of the tuna: tuna bagaybay, tuna belly, tuna kinilaw, tuna sashimi, tuna karekare, tuna panga, tuna tendon, crispy tuna tail, tuna eye soup, and tuna bihod.

Aside from Marina Tuna, Davao is also home to Yellow Fin Seafood Restaurant (Torres, Ecoland)with its coconut milk laden tuna laing and adobong tuna buntot. Another restaurant that will make you love Davao is Ellen’s Tuna Queen (Maa) with its paksiw na buntot ng tuna and pakfry (fried paksiw hence the name).

With a vast ocean as its backdrop, Davao is also home to an oceanwide variety of seafood dishes.

Penong’s Barbeque Seafoods and Grill has a most delectable seafood pinakbet that’s fresh and satisfying. The crunch from the vegetables and delicate taste of seafood pieces is enough to make you clap twice. Cafe Tavera (Tavera street), on the other hand,

Beso (Juna subd.) offers a delicate sizzling oyster dish that’s bursting with flavour combinations.

Davao is durian and durian is Davao. When one visits Davao, durian is always on the itinerary.

And as such, Davao is abundant with anything durian.

Lachi’s is famous for their sans rival and a durian sans rival is just the right addition to their ever sweet menu. In addition to the sans rival, Lachi’s also has a creamy durian cheesecake that pairs well with a cup of coffee.

Speaking of pastries, NCCC bread factory offers mini durian pie that’s sweet but not entirely na-

kaka-umay. Casa Leticia’s Sagay Ilonggo Restaurant also offers durian pie that’s perfect for any day munching. Flan, anyone?

The Durian leche flan at the Taklobo Restaurant (Jack’s Ridge Resort) is also a delightful addition to the city’s growing durian recipes.

Durian ice cream is also a big thing for locals and tourists. Many food establishments offer durian ice cream all year round -- Lola Abon’s, Ice Giants Desserts & Snacks, Crocodile Park, Giardino Gelato (Durian gelato) and Belito’s Vineyard.

Pomelo (pummelo) is another regular fruit in the Davao food scene.

Aside from it being a palate cleanser, the pomelo has come a long way in terms of culinary evolution. Most often used as an experimental flavour (taste), the pomelo has that distinctively bland acid flavour that works well with cold drinks – the pomelo shake, for instance.

Despite the limited dishes with pomelo, Out

of Nowhere Kitchen (Juna Subd., Torres, SM Lanang Premier) added a pomelo dish on their menu that even the tourists are craving for. Their Thai pomelo salad is a combination of flavours that’s very close to Davao. Also, Beso (Juna) has an eclectic pomelo salad of fused Pinoy flavours and ingredients.

If these are not reasons enough to go gaga over Davao food, what could be more inviting?

The fruits of Kadayawan

K

adayawan sa Dabaw came into existence because of the bountiful harvest that happens once a year.

No wonder that during the Kadayawan month, fruits abound in Davao City. Don’t call it Kadayawan if these fruits are not around: durian, mangosteen, marang, lanzones, rambutan, banana and pomelo.

Durian Topping the list is durian, which is native to the Philippines and its neighboring countries, particularly Brunei, Indonesia, and Malaysia. The fruit has been known to the Western world for about 600 years now.

Love it or hate it – there’s no emotion in between. The disagreement is due to its formidable look and overpowering odor. “Its odor is best described as pig-shit, turpentine and onions, garnished with a gym sock,” wrote travel and food writer Richard Sterling. “It can be smelled from yards away.”

While the “king of tropical fruits” is cherished by many who grew up around it, durian is often referred to as “that stinky fruit” by those who are not accustomed to the smell. In his book, Following the Equator, Mark Twain wrote about his durian experience through these words: “It was a most strange fruit, and incomparably delicious to the taste, but not to the smell.”

The late Angelo “Gil” M. Abarico, who served as press secretary of the late Governor Vicente G. Duterte, Davao City Mayor Elias B. Lopez and later Mayor Rodrigo R. Duterte had a classic description of durian. He said it is the fruit which smells like hell but tastes like heaven.

Mayor Lopez, Abarico’s boss would describe durian, half-joking as the “fruit of understanding.” Once you have eaten it, your under will stand. Strengthening the claim that the fruit is an aphrodisiac, like a love drug that can raise eater’s libido.

For those who want to taste durian for the first time, be sure to buy the very best. But how will you know that the durian you are buying is the real thing?

Here’s a tip from the experts: “When picking a durian to buy, look at the stem, if it is dry the durian is probably old. If the stem is cut off, shake the fruit and listen for the seeds knocking around; if you hear something the pulp has probably lost some moisture and therefore not as tasty.”

Tate wrote in his book, Tropical Fruits: “By popular acclaim, the mangosteen is held to be the most delectable of all tropical fruits, and has been proclaimed their queen. There is no doubt about the luxury of its taste. It has won unstinted praise down the ages from all who have encountered it.”

A Westerner, who once traveled to Asia, wrote after eating the fruit: “The pulp melts away in your mouth after the manner of a ripe peach or strawberry; it has a taste which nobody can describe any more than he can tell how a canary sings or a violet smells…”

In an article which appeared in The New York Times, R.W. Apple. Jr. hailed: “No other fruit, for me, is so thrillingly, intoxicatingly luscious, so evocative of the exotic East, with so precise a balance of acid and sugar, as a ripe mangosteen.

I thought so when I first tasted one half a lifetime ago, and I’ve thought so ever since.”

Mangosteen is usually eaten fresh as dessert. Hold the fruit with the stem-end downward, take a sharp knife and cut around the middle completely through the rind, and lift off the top half, which leaves the fleshy segments exposed in the colorful “cup” – the bottom half of the rind. Lift out the segments by fork.

Marang Some people think marang is the same as that of durian – minus the “smell like hell” distinction. Actually, it is more comparable to “kamansi” (breadfruit) and “langka” (jackfruit). Unlike durian, marang is less controversial. One scribe wrote of its smell as something “like gasoline” but whose taste is a combination of “pears, jackfruit and pineapple.”

Here’s what the scribe actually wrote: “Marang has an odor that will funk up a rom the same way that durian does. The scent is something like gasoline, but don’t let that deter you; the sticky white flesh inside tastes like a fruit crop.”

Wikipedia has another description of its taste: “The taste has hints of a mild creamy, almost juicy banana, and is best when not allowed to ripen thoroughly on the tree.” Most of those who like marang will definitely agree on this.

The fruit is native to Indonesia and was introduced into the country in 1912.

Unlike durian and marang, rambutan has no controversial odor. Its pleasant fragrance comes from numerous volatile organic compounds, including beta-damascenone, vanillin, phenylacetic acid, and cinnamic acid.

There are two types of rambutan being grown in the country and they can be distinguished by their seed. The common rambutan seed and fruit are difficult to separate while the “Maharlika” rambutan fruit separates cleanly from its seed. The second is more popular among consumers.

Lanzones Although a promising fruit, lanzones is one of the most neglected fruit crops. “Lanzones is a very wholesome fruit popular even in areas where it is grown as backyard tree or grown under coconut and other tall trees,” states a technology guide published by the University of Southern Mindanao. “The fruit has a sweet to sub-acid taste and milky juice which contains high nutritional value.”

The sweet juicy flesh contains sucrose, saccharose, fructose and glucose.

The seed and rind is rich in tannin and contain chemical substances that are medicinally and industrially useful. The fresh peeling yielded a volatile oil, a resin, and some reducing acids. The resin is believed to be nontoxic and protective to the stomach against alcohol.

The decoction of bark and leaves is used for dysentery. The powdered bark is used to treat scorpion stings. The bark resin can be used for swellings, and is considered as an anti-spasmodic. Tincture prepared from the dried rind used for diarrhea. The dried fruit skins when burned emit an aromatic smell which repels mosquitoes. It also makes a pleasant room inhalant.

The pomelo is native to Southeast Asia. In Thailand, the fruit is called som-o, and is eaten raw, usually dipped into a salt, sugar and chili pepper mixture. In some parts of the region, it is a popular after lunch snack once it is sprinkled with salt and sliced hot pepper. In rural areas, children often use it as a football.

Pomelo is one fruit which has a lot of uses from the outside to the inside.

While the fruit pulp is the main reason why people buy pomelo, the peel is also very useful and can be turned into marmalade. The peel can also be sued as flavoring.

Pomelo has actually found more uses in the Dabawenyocuisine than what was traditionally practiced. Aside from being consumed raw, the fruits are now used in the preparation of juices and salads.

Known in the science world as Citrus maxima, pomelo is actually one of the top “pasalubong” items from Davao to Cebu, Manila and other parts of the country. Evident of this is the continued existence of at least two dozen fruit stands along Ponciano Street and other parts of the city especially near the

The bananas from a group of cultivars with firmer, starchier fruit are called plantains, and are generally used in cooking rather than eaten raw. The word “banana” is derived from the Arabic word “finger.”

In The Healthy Food Directory, author Michael Van Straten ranks banana near the top because the fruit helps alleviate 14 medical conditions. “The banana is nature’s wonder fruit and the perfect fast food,” hailed Dr. Willie T. Ong in his book, How to Live Longer.

There are several kinds of bananas grown in Davao but the most popular ones are the latundan,lakatan, and saba.

These are mostly grown in the backyard or as a component in an intercropping scheme with minimum care and management.

Cavendish is the export variety grown by commercial banana plantations in nearly 100,000 hectares in Davao and other regions in Mindanao .

21 dead, 4,345 down with dengue in Region 11: DOH

A

total of 21 people died, while 4,345 other residents, mostly children, in the Davao Region were reported to have been afflicted with dengue from January 1 up to last Monday, August 5.

However, the number of dengue cases recorded in Davao so far has not yet breached the epidemic threshold, unlike seven other regions of the country where dengue epidemic has been declared.

This was bared by Dr. Abdullah B. Dumama Jr., Department of Health (DOH) assistant secretary (Asec) for Visayas and Mindanao during last Thursday’s USAPang KALUSUGAN in Davao City.

Asec Dumama said that dengue is not seasonal. It is, in fact, year round.

“The issue on dengue is not seasonal. Buong bansa na po ang affected ng

dengue. Sino ho ba naman ang gustong magkaroon ng ganitong sitwasyon?,” Dumama said. “622 deaths in 2018 is not hype. 622 deaths is real,” he added.

Earlier, Health Secretary Francisco T. Duque III stressed the importance of a declaration of a national epidemic in certain areas to identify the needed localized response.

According to data, seven out of the country’s 17 regions have exceeded the epidemic threshold of dengue.

The regions are: Region IV-A (CALABARZON) with 16,515 cases; MIMAROPA with 4,254; Region V

(Bicol) with 3,470; Region VI (Western Visayas) with 23,330; Region VIII (Eastern Visayas) with 7,199; Region IX (Zamboanga Peninsula) with 12, 317; and Region X (Northern Mindanao) with 11,455 cases.

The DOH says Region 11 is still at the Alert Threshold Level and not Epidemic Alert Threshold.

Other regions exceeded the alert threshold level, such as Region I (Ilocos) with 4,396 cases; Region VII (Central Visayas) with 10,728; and BARMM (Bangsamoro Autonomous Region in Muslim Mindanao) with 2,301.

“We acknowledge the fact that DOH alone cannot do it. We need everybody’s help. We need everyone to be involved,” Dumama said.

President declares Aug 12 Feast of Sacrifice holiday

resident Rodrigo R. Duterte yesterday declared August 12, 2019, Monday , a regular holiday throughout the country in observance of Eid’l Adha or the Feast of Sacrifice.

The President released the proclamation to allow Filipino Muslim brother to observe and enjoy the Feast of Sacrifice with their families.

The National Commission on Muslim Filipinos has recommended August 12 to the President as holiday to give the Muslim community enough time to celebrate Eid’l Adha.

The celebration will actually start on August 11th Republic Act 9849 which allows the subsequent Monday to be declared a holiday.

Eid’l Adha is a celebra-

tion of the willingness of Propher Ibrahim to sacrifice his son Ishmael as commanded by Allah which Allah eventually withdraws.

It is also one of the most important holidays our Muslim brothers celebrate.

The celebration lasts for four days where the last day marks the end of the annual pilgrimage of Muslims around the globe to Mecca.

The police and security forces are now implementing stricter security measures around the San Pedro Square after the Sangguniang Panlungsod declared the area a "maximum-security zone" being the site of major events of the city.

Councilor Mabel Acosta, the Chairperson of the Committee on Security, said the declaration was the adoption of a resolution pushed by the Task Force Davao (TFD) during a recent City Peace and Order Council (CPOC) meeting.

“It came out from our CPOC meeting that we should declare San Pedro Square as a maximum security zone since it is

where the big events happen and where the main establishments of the city, such as the city hall, the Sangguniang Panlungsod building, and the San Pedro Church are located,” Acosta said.

In the resolution, the maximum security zone is defined as an area to which access is controlled through an entry point and limited to authorized, appropriately screened personnel and authorized and properly escorted visitors, and monitored 24 hours a day and 7 days a week by peace-keeping forces.

TFD Commander Colonel Consolito Yecla said that under the maximum-security zone, all garbage bins and other containers should be transparent.

Davao Region LGUs launch cleanup drive vs. dengue

everal local government units (LGU) in Davao Region launched a massive cleanup drive amid the increasing cases of dengue.

In Panabo City, Davao del Norte, Mayor Jose Relampagos instructed village officials to conduct the cleanup drive in their respective areas.

Mayor Relampagos said all barangays must rid all possible breeding areas of mosquitoes and maintain clean surroundings.

He also vowed financial

assistance for villages that need help in stamping out dengue, even as he urged residents to start cleanliness in their own homes.

Any resident, he said, may report to the local government village officials who fail to undertake regular cleanup drive.

Meanwhile, Davao City Vice Mayor Sebastian Duterte asked Dabawenyos to rally behind the city government's goal to minimize dengue cases.

fficials of AboitizPower and SM Prime Holdings, Inc. (SM Prime) on Wednesday formalized a three-year retail electricity supply (RES) contract of up to 110 megawatts (MW).

In a briefing, AboitizPower president and chief executive officer Emmanuel Rubio said they agree to provide 50MW on the first year of the tie-up and 30MW each in the second and third year.

He said they have tapped part of the 50MW but declined when this will be fully utilized.

The electricity supply will be for SM Prime facilities in Luzon and Visayas, he said.

"To partner with SM is a motivation for us," he added.

ing and sales Juan Alejandro A. Aboitiz said the RES contract with SM Prime accounts for about 6 to 7 percent of AboitizPower's net sellable capacity of 4,471MW. "We see a lot of value for being partner with SM," he said.

Asked for his outlook on RES shares on total revenue, Aboitiz said it is still small but growing.

He said power load will eventually shift from captive market to open market because people are starting to see the benefit of RES. "I don't think it would slowdown. I think it should continue to grow," he added.

DA chief targets 3-4% agri output up to 2022

ewly appointed Agriculture Secretary William Dar is targeting a 3-4 percent growth in the farming sector until 2022.

This comes amid a decline in agricultural output in the second quarter of the year, which was recorded at -1.27 percent, as compared to 0.12 percent in the same period last year, according to the data released Wednesday by the Philip-

pine Statistics Authority (PSA).

This, in turn, was attributed to the decline in crops production. Increases, however, were recorded for livestock, poultry, and fisheries.

At current prices, the

value of agricultural production amounted to PHP424.6 billion, which is 5.20 percent lower than the previous year’s level.

In the first six months of 2019, agricultural output went down by 0.24 percent.

Crops registered a 5.70 percent drop in production during the second quarter of 2019. It contributed 47.42 percent to the total

agricultural output.

Palay and corn recorded decreases in production by 5.82 percent and 8.73 percent, respectively. Output increases were noted for onion, garlic, mango, tobacco, rubber, eggplant, pineapple and abaca.

An enemy worse than drugs

Senator Ronald dela Rosa could not have put it aptly when he said communist ideology polluting student’s minds is an enemy far worse than illegal drugs.

For one who has waged a bloody battle illegal drugs, the neophyte lawmaker’s description of the menace of communist ideology which has recruited many young students and transformed their innocent minds into radical thinking. In a Senate hearing called for the purpose, five parents narrated their ordeal of having their children transformed into militant activists by Anakbayan. Some of them have not seen their sons and daughters since joining the leftist group.

Some have seen their children change their attitude far from being the obedient and respectful children they have raised.

What made it more ironic is that the growing population of leftist student radicals come from state-run institutions of learning. Meaning to say, the indoctrination begins in the campuses where government funds are used to educate these young students. To put it in a perspective, the government is producing its own enemies.

Indeed, the greatest tool of destruction in communism’s modern arsenal is the public school system.

Author W. Cleon Skousen, in his book The Naked Communist, compiled a list of communist goals. “Get control of the schools. Use them as transmission belts

for socialism and current Communist propaganda. Soften the curriculum. Get control of teachers’ associations. Put the party line in textbooks. Gain control of all student newspapers. Use student riots to foment public protests against programs or organizations which are under Communist attack,” Skousen wrote.

It usually starts with activism where militants are penetrating public schools in which most of the youths from poor families of the country are enrolled.

Thus, these schools have become the favorite venue to propagate communistic ideology. In Skousen’s definition, “transmission belts for socialism and current Communist propaganda.”

The result is that instead of getting real education, the youth are indoctrinated with “social justice” and become activists in communistic causes through militant groups in the campuses, not to discount even some activist teachers. Hence, instead of moral enlightenment and the refinement of their character, students catch a different kind of virus that often festers until it degrades families, homes, and communities. Exactly the same experiences the parents narrated in the Senate.

The reality is that the exposure to campus activism carefully leads the poor students into the quicksand of communism from where most of them never escape. And with no rehabilitation nor treatment for that, it has become a problem even worse than drugs.

HALA! THE TRUMP- CHINA TRADE WAR ESCALATES Last Monday, the People”s Republic of China allowed its currency to slide to its lowest level in more than a decade. Breaking 7 yuan to dollar level will have major impacts and create what economists and analysts call a dev What does this mean?

Was this a response to the raised tarriffs of the US government?

This move of China makes the Chinese yuan hit the 7-yuan-per-dollar level.

Since the currency is devalued versus other currencies, it will cost less for us to buy Chinese products and more expensive for the Chinese to import US products, making

exports to China more expensive.

This tries to offset the losses from the high tarriffs the US imposed on Chinese products which aims to control american purchases of Chinese products. Already, Chinas economic growth is adjusting by going a bit lower.

This explains why many US companies are leaving China. The stuff they made there will now cost much more than, if say, they were made in Vietnam Thailand and the Philippines.

This also explains why there is a slow, yet possibly escalating exodus of both Chinese and American companies which were once based

in China, to these neighboring southeast asian states.

This allows them to escape both the low yuan and high tarriff situations that make their established business uncompetetive and restrict trade.

Trump knows that his country is the biggest customer or buyer of Chinese products, that’s why his government slapped those tarriffs to limit or perhaps stymie the continued growth of the Chinese economy. It creates leverage for the US, and forces China to adjust.

China on the other hand, may have already foreseen such events taking place and have increased trade with

neighbors.

US Presiset Donald Trump is using these tarriff barriers to inflict harm on the chinese economy by cutting their customers out. That however will also have its impact on US businesses using China as a low cost manufacturing base. They will have to spend money to adjust by moving operations.

In the long run, a currency war is not a good thing, however, as everybody will suffer, and will do so only because of policy impositions rather than the actual exchange of currencies. The value of the currency becomes dictated by politics and not actual growth. The measures

are short term and can expose the global economy to shocks.

How will this affect us?

Already a number of Chinese companies are looking to relocate to the Philippines, seeing our country as safe havens for their businesses especially those that trade with with the US or China.

Moving forward, large countries will continue to consolidate their economic positions by looking at themselves and their immediate neighbors. Their ability to create spheres of trade will tell us how well the long term growth will continue.

Watch out for India and Russia and Japans moves.

MUJAHID NAVARRA UNDERSTANDING ISLAM

THE VIRTUES OF THE DAY OF ARAFAH The Day of Arafah is one of the most important dates in the Islamic calendar and it occurs a day before the day of Eidul Adha or the feast of sacrifice. Muslims gather in the plains of Arafah, near Makkah to pray, praise Allah and listen to the sermon on that day at noon.

THE DAY OF THE PERFECTION OF THIS RELIGION Allah said, “This day, I have perfected your religion for you and completed My favors upon you and have chosen Islam as your religion.” Quran 5:3.

For the Muslims, this verse is among the greatest blessings of Allah as he has declared that this religion is finally completed and that nothing more is to be added and subtracted from it.

This verse is one of the last verses of the Quran to be revealed. For Muslims too, it is a day that Prophet Muhammad forewarned the Muslims of his imminent death.

This was revealed during the Prophet Muhammad’s farewell sermon.

Prophet Muhammad’s farewell sermon contained many laws that are to be enforced by the Muslims to protect the rights of the people in their religion, lives, properties, honor, and intellect. Below are excerpts

for the farewell sermon of Prophet Muhammad, “O People, just as you regard this month, this day, this city as sacred, so regard the life and property of every Muslim as a sacred trust.

Return the goods entrusted to you to their rightful owners. Hurt no one so that no one may hurt you. Remember that you will indeed meet your Lord and that He will indeed reckon your deeds. Allah has forbidden you to take usury (interest); therefore, all interest obligations shall henceforth be waived. Your capital, however, is yours to keep.

Beware of Satan, for the safety of your religion.

He has lost all hope that he will ever be able to lead you astray in big things, so beware of following him in small things.

O People, it is true that you have certain rights about your women, but they also have rights over you.

Remember that you have taken them as your wives only under Allah’s trust and with His permission. If they abide by your right then to them belongs the right to be fed and clothed in kindness. Do treat your women well and be kind to them for they are your partners and committed helpers. And it is your right that they do not

make friends with anyone of whom you do not approve, as well as never to be unchaste.

O People, listen to me in earnest, worship Allah, perform your five daily prayers (salah), fast during the month of Ramadan, and give your wealth in zakat (almsgiving). Perform Hajj if you can afford it.

All mankind is from Adam and Eve, an Arab has no superiority over a non-Arab nor a non-Arab has any superiority over an Arab; also a white has no superiority over black nor does a black have any superiority over a white except by piety and good action.

Learn that every Muslim is a brother to every Muslim and that the Muslims constitute one brotherhood.

Nothing shall be legitimate to a Muslim which belongs to a fellow Muslim unless it was given freely and willingly. Do not, therefore, do injustice to yourselves.

Remember, one day you will appear before Allah and answer for your deeds. So beware, do not stray from the path of righteousness after I am gone.

O People, no prophet or apostle will come after me and no new faith will be born. Reason well, therefore, O People, and under-

stand words which I convey to you. I leave behind me two things, the QURAN and my example, the SUNNAH and if you follow these you will never go astray.”

A DAY OF FESTIVITIES FOR THE PEOPLE IN ARAFAH Prophet Muhammad said, “The Day of Arafah, The Day of Eidul Fitr and the Days of Tashreeq (three days after Eidul Fitr) are all days of festivities for the Muslims.”

The Day of Eidul Fitr is also known as the Feast of Sacrifice, where the Muslims offer the Eid prayer, listen to the sermon and slaughter the animals which are dedicated to Allah as a sacrifice.

IT IS A DAY THAT IS WITNESSED Prophet Muhammad said, “The promised day is the Day of Resurrection and the witnessed day is the Day of Arafah.” Narrated by Imam At Tirmidhi.

FORGIVENESS FOR TWO YEARS OF SINS Prophet Muhammad said, “(Fasting on the Day of Arafah) expiates the sins of the previous year and the coming year.” Narrated by Imam Muslim. This fasting is meant for those who are not attending the Hajj as those in Arafah on this day

are forbidden to fast.

ALLAH TOOK AN OATH FROM THE CHILDREN OF ADAM Prophet Muhammad said, “Allaah took the covenant from the loins of Adam in Na’man, i.e., ‘Arafah. He brought forth from his loins all his offspring and spread them before Him, then He addressed them, and said: ‘Am I not your Lord? They said, ‘Yes, we testify,’ let you should say on the Day of Resurrection: ‘Verily, we have been unaware of this.’ Or lest you should say: ‘It was only our fathers aforetime who took others as partners in worship along with Allah, and we were (merely their) descendants after them; will You then destroy us because of the deeds of men who practiced polytheism and committing crimes and sins, invoking and worshipping others besides Allah?”

Quran7:172-173 – interpretation of the meaning].”

Narrated by Ahmad A DAY OF FORGIVENESS Prophet Muhammad said, “There is no day on which Allah frees more people from the Fire than the Day of ‘Arafah. He comes close and expresses His pride to the angels, saying, ‘What do these people want?’” Narrated by Imam Muslim.

DEFINITION OF TERMS. As used in this ordinance, the following terms shall mean:

Minor – refers to any person below eighteen (18) years old;



Public Conveyances – refers to modes of transportation servicing the General population such as but not limited to elevators, airplanes, ships, jeepneys, buses, taxicabs, trains, light rail transits, tricycles and other similar vehicles;



Public Places – refers to enclosed or confined areas of all hospitals, medical clinics, schools, public transportation terminals, and offices, and buildings such as private and public offices, recreational places, shopping malls, movie houses, hotels, restaurants and the likes;



Smoking – refers to the act of carrying a lighted cigarettes or other tobacco products whether or not it is being inhaled or smoked;



Tobacco – refers to agricultural components derived from tobacco plants, which are processed and use in the manufacturing of cigarettes and other tobacco products;



Tobacco Products – refers to any products that consists of loose tobacco that consists nicotine and intended for use in cigarettes, including any product containing tobacco and intended for smoking, sucking, chewing or snuffing or oral or nasal use, such as cigarettes and cigars;



Electronic Cigarettes (e-cigarettes) – refers to a device that has the shape of a cigarette, cigar or pen and does not contain tobacco. It uses a battery and contains a solution of nicotine, flavouring, and other chemicals, some of which may be harmful;



Workplace – refers to any places used by the people during their employment or work, whether done for compensation or voluntarily, including all attached or associated places commonly used by the workers in the course of their work (e.g. corridors, elevators, stairwells, toilets, lobbies, lounges);



Retailing – refers to the selling of cigarette in stick; and



Wholesale – refers to the selling of cigarette in pack (five sticks or more which is sealed).

AN ORDINANCE PROHIBITING THE AMBULANT VENDORS IN SELLING OF JUNK FOODS AND SUGARY DRINKS TO PREPARATORY, ELEMENTARY AND HIGH SCHOOL STUDENTS INSIDE AND WITHIN ONE (100) HUNDRED METERS RADIUS FROM THE PERIMETER OF PUBLIC AND PRIVATE SCHOOLS IN THE MUNICIPALITY OF COMPOSTELA, COMPOSTELA VALLEY AND PROVIDING PENALTIES FOR VIOLATIONS THEREOF WHEREAS, the Municipality of Compostela, Compostela Valley recognizes the promotion of health and welfare of our children as one of the primary concerns of the Municipality; WHEREAS, children who eats junk food on a regular basis can lead to an increased risk of obesity and chronic diseases later in their adult life, thus, control and limitation of its consumption should start at an early age; WHEREAS, other than merely monitoring, there is an urgent and paramount need to penalize vendors within one hundred (100) meters radius from the perimeter of the school premises who sells junk foods and sugary drinks.

Enacted by the Sangguniang Bayan of Compostela, Compostela Valley this 21st day of January, 2019.

NOW THEREFORE: Be it ordained by the Sangguniang Bayan of Compostela, Compostela Valley in session assembled that; Section 1. TITLE - This ordinance shall be known as the “MUNICIPALITY OF COMPOSTELA, COMPOSTELA VALLEY ANTI JUNK FOODS AND SUGARY DRINKS ORDINANCE OF 2018”.

Section 2. SCOPE – This ordinance shall cover all private and public preparatory, elementary and high schools in the Municipality of Compostela, Compostela Valley inside and within the one hundred (100) meters radius from its perimeter.

Section 3. DEFINITION OF TERMS – As used in this ordinance, the following terms shall be defined as: a. PREMISES – includes inside and outside of the school within the one hundred (100) meter radius from its perimeter; b. PERIMETER – shall be measured from the fence and/or boundary of the school; c. PREPARATORY SCHOOL – shall include day care, kindergarten, nursery and similar school level; d. JUNK FOODS – foods that are not made of indigenous, natural, and fortified food products which are low in nutritional content and high in calories, salts and fats such as but not limited to “Sitsirya”, instant noodles and those that shall be determined by the Joint Task Force; e. SUGARY DRINKS / BEVERAGES – any liquid substance made for drinking that are carbon – base or with carbon dioxide gas and/or categorized as soft drink, sugar based, synthetic or artificial flavored juices with high sugar content and also include drinks such as but not limited to “palamig”, soda, energy drinks, fruit punches with certified sugars, and those that shall be determined by the Joint Task Force; and f. PROMOTION – any act of giving junk foods and sugary drinks as a mode of promoting, publicity, encouraging the buying of, giving samples, marketing, advertising, sponsoring, and any other of similar nature.

Section 4. PROHIBITED ACT – It is unlawful for any person engaged in selling and promoting any junk food and sugary drinks within one hundred (100) meters radius from the perimeter of public and private schools to all students covered by this ordinance.

Thirty (30) days grace period shall be given to concerned canteen and/or store owners and operators as well as establishment owners engaged in selling food within school premises to prepare and to completely comply with this ordinance.

Section 5. JOINT TASK FORCE – A Joint Task Force is hereby created which shall be composed of the following, to wit: 1. Municipal Health Office as the Lead agency; 2. Philippine National Police – Compostela; 3. Local Economic Enterprises Development and Management Office; 4. Department of Education District Supervisor; 5. Chairperson of the Committee on Health of every barangay; and 6. Chairperson of the Committee on Health, Sangguniang Bayan of Compostela.

Section 6. FUNCTIONS OF THE JOINT TASK FORCE a. They shall be responsible for the monitoring and implementation of this ordinance. b. They shall identify the list of the prohibited junk foods and sugary drinks.

Section 7. IMPLEMENTING RULES AND REGULATIONS – Within sixty (60) days from its approval, the Joint Task Force shall formulate the Implementing Rules and Regulation of this ordinance.

Section 8. PENALTY CLAUSE – Any person found violating the provisions of this ordinance shall be imposed of the following penalty, to wit; a. First Offense – fine of PhP 1,000.00 b. Second Offense – fine of PhP 2,000.00 c. Third Offense – fine of PhP 3,000.00 and shall be a ground for revocation of their existing Business Permit and/or an imprisonment of not less than five (5) days but not than thirty (30) days upon the discretion of the court.

COMPROMISE PENALTY. If the violator voluntarily admits the violation hereof without need for a judicial proceeding, he/she may be collected immediately a fine as compromise penalty, to wit; a) First Offence.........................................A fine of P500.00; b) Second Offence……………………………..A fine of P1,000.00; c) Third and Subsequent Offence………….A fine of P1,500.00 and shall be a ground for revocation of their existing Business Permit or whichever is applicable.

Section 9. REPEALING CLAUSE – All previous ordinance, rules and regulation, or parts thereof which are inconsistent with the foregoing are hereby modified, amended, or repealed accordingly.

Section 10. SEPARABILITY CLAUSE – If any part of the provisions of this ordinance is held unconstitutional or invalid, other parts or provisions thereof which are not affected shall continue to remain in full and effect.

Section 11. EFFECTIVITY CLAUSE – This ordinance shall become effective ten (10) days following the completion of its publication in the local newspaper of General circulation within the Municipality.

SECTION 2. Section 5 of the same ordinance is hereby amended to read as follows: Section 5. PROHIBITED ACTS AND AREAS. The following acts and areas are declared unlawful and prohibited by this ordinance: Smoking in enclosed or partially enclosed public places, workplaces, public conveyances, or other public places, as defined in Section 4 such as: a. Centers of youth activity such as playschools, preparatory schools, elementary schools, secondary schools, colleges and universities, youth hostels and recreational facilities for person under eighteen (18) years old; b. Elevators and stairwells; c. Location in which fire hazards are present, including gas stations and storage areas for flammable liquids, gas, explosive, and combustible materials; d. Within the buildings and premises of public and private hospitals, medical, dental and optical clinics, health centers, nursing homes, dispensaries and laboratories; e. Public conveyances and public facilities including terminals and bus stations, restaurant and conference halls, except for separate smoking areas; f. Food preparation areas; g. Retailing of tobacco products in a school, public playgrounds or other facility frequented by minors or within one hundred (100) meters radius from any point in the perimeter of the enumerated places; h. Selling or distributing tobacco products to minors and purchasing tobacco products from minors; and i. Caught on the act lighting a cigarette (pagsindi).

SECTION 3. SEPARABILITY CLAUSE. If, for any reason, any section or provision of this ordinance or any part thereof, or the application of such section, provision or portion is declared invalid or unconstitutional, the remainder thereof shall not be affected by such declaration.

SECTION 4. REPEALING CLAUSE. All ordinances, resolutions, orders, issuances or other pertinent laws contradicting this ordinance is hereby repealed or superseded accordingly.

SECTION 5. EFFECTIVITY. This ordinance shall take effect immediately upon its approval.

Bangcasan AN ORDINANCE ENACTING THE ANNUAL CONDUCT OF KASALAN NG BAYAN/MASS MARRIAGE CEREMONY EVERY MONTH OF FEBRUARY IN THE MUNICIPALITY OF COMPOSTELA, COMPOSTELA VALLEY WHEREAS, the 1987 Constitution recognizes the Filipino family as the foundation of the nation and all that the State shall protect and strengthen the family as the basic autonomous social institution; WHEREAS, the Local Government of Compostela, Compostela Valley acknowledges the family as the basic unit of society and plays an important role in development, it recognizes the roles of couple and future parents in shaping the future of the family and it undertakes to uphold that parenting, as a basic responsibility of parents, should be strengthened as well as to reaffirm its commitment to promote the value of family, it shall pursue and implement programs, projects and activities that are responsive to the needs of its constituents especially the couples; WHEREAS, a significant number of unmarried couple in the Municipality of Compostela cohabiting as husband and wife begets children that are considered illegitimate; WHEREAS, to address the long-standing problem of legalizing the union of unmarried couple and legitimizing their children in consideration to their rights, it is necessary for the Local Government Unit of Compostela to enact an ordinance for the Annual Conduct of Kasalan ng Bayan to promote the Family Welfare Program of the Municipality; NOW THEREFORE; Be it ordained by the Sangguniang Bayan of Compostela, Compostela Valley in session assembled that; ARTICLE 1 GENERAL PROVISIONS Section 1. TITLE. This Ordinance shall be known as “ the Annual Conduct of Kasalan ng Bayan in the Municipality of Compostela, Compostela Valley”.

Section 2. GUIDELINES IN THE CONDUCT OF KASALAN NG BAYAN. To carry out the conduct of the Annual Mass Marriage Ceremony for the would–be couples the following guidelines are hereby adopted, to wit: a. The Municipal Civil Registrar’s Office shall undertake in formulating the rules and program among the marriage applicants; b. The Municipal Social Welfare Office and Municipal Health Office shall provide the marriage applicants with complete and accurate information on marriage and relationship, maternal and child health, responsible parenthood, home management, Violence against Women and Children (VAWC) Law and policies on family relations; c. The would-be couple shall undergo the Pre-Marriage Counselling; and d. The would-be couple must fill in the Individual Voluntary Statement Form, a document duly signed by the marriage applicants, and attested to by the Barangay Captain or In-Charge of the barangay declaring their free will to marry each other.

ARTICLE II QUALIFIED APPLICANTS Section 3. Qualified applicants refer to the indigent would-be married couple who cannot afford to pay the processing fees required by the Municipal Civil Registrar’s Office.

Section 4. Those applicants compliant to the requirements specified by Municipal Civil Registrar other than fees.

Section 5. The couple who would like to avail the program requires to coordinate with their respective Punong Barangay to obtain the certification that would make them qualified for its application.

Section 6. Those applicants coming from marginalized areas of the Municipality of Compostela should be prioritized to avail the Mass Marriage Ceremony.

ARTICLE III PAYMENTS, FEES AND DUES Section 7. All fees to be collected due for the processing of Marriage License and other fees required shall be waived in favor of the would-be couple.

Section 8. Only the payment for Certificate of No Marriage (CENOMAR) shall be borne by the would-be couple to be assisted by the Local Civil Registrar’s Office.

ARTICLE IV APPLICATION FOR MARRIAGE REQUIREMENTS Section 9. The following requirements shall be submitted before the Municipal Civil Registrar’s Office: · Certificate of No Marriage from PSA for both contracting parties; · If 18-20 years old, there must be parents’ consent; · If 21-24 years old, there must be parent’s advice; · Family Planning Seminar; · Pre-Marriage Counselling; and · Cedula of the contracting parties.

Section 9.1. For marriage under Art. 34 of the Family Code: · Contracting parties must be 23years old and above, and has been living together as husband and wife for 5 years; · Certificate of No Marriage (CENOMAR) from the PSA for both contracting parties; · Affidavit of the contracting parties; · Affidavit of Two (2) disinterested persons; and · Cedula of the contracting parties.

Section 9.2. ADDENDUM. Birth Certificate of the contracting parties needed for the application of marriage license.

ARTICLE V SOLEMNIZING OFFICER Section 10. The Local Chief Executive shall be the solemnizing officer of the Mass Marriage Ceremony.

ARTICLE VI FINAL PROVISIONS Section 11. APPLICABILITY CLAUSE. Mass marriage ceremony/Kasalan ng Bayan shall commence/ be conducted on February 2020, and on the same month of the succeeding years in the Municipality of Compostela, Compostela Valley.

Section 12. ADMINISTRATIVE PENALTY CLAUSE. All government employee/s who fail to comply with the provisions of this Ordinance shall be penalized in accordance with the Civil Service Rules and Regulations Section 13. REPEALING CLAUSE. All other ordinances, resolutions, memoranda, orders, and other issuances inconsistent with the provision of this Ordinance are hereby repealed.

Section 14. SEPARABILITY CLAUSE. If for certain reasons some provision of this Ordinance are found to be invalid or unconstitutional, all other provisions hereof not affected shall remain in full force and effect.

Section 15. EFFECTIVITY CLAUSE. This Ordinance shall take effect upon approval, and after due compliance with publication requirements.

Section 1. TITLE. An ordinance creating the Local Governance Performance Management System – Seal of Good Local Governance (LGPMS –SGLG) Technical Working Group and Designating the Composition Thereof for the Municipality of Compostela, Compostela Valley.

Section 2. RATIONALE. a. Local Governance Performance Management System and Seal of Good Local Governance(SGLG) are components of the Performance Oversight, Incentives, Recognition and Awards program of the Department of Interior and Local Government (DILG) for the local governments; b. DILG has scaled up the Seal of Good Housekeeping (SGH) into SGLG to increase readiness of local governments to take on greater challenges in their pursuit of excellence in local governance; c. SGLG is a means of recognizing good performance of the provincial, city, municipal governments, not only in financial housekeeping but also other areas that directly benefit the people such as disaster preparedness, social protection, business friendliness and competitiveness, peace and order and environmental management; d. SGLG Regional Assessment Team (RAT) shall conduct on-site assessment such as the inspection, documents review and interview and thereafter certify data validity after documenting the assessment process; and e. A Technical Working Group shall be created to spearhead the preparation for the SGLG Assessment, ensuring that the Local Government Unit will be able to comply with the requirements needed to be conferred such recognition.

The LGPMS-SGLG Technical Working Group shall have the following functions: a. Prepare an Action Plan that lays down the strategies in order to assist the Local Government Unit of Compostela to meet the requirements for the conferment of the SGLG; b. Integrate coordination for the activities of the staff, consultant, and other local government offices to ensure working relationship; c. Ensure that an accurate information is provided for the accomplishment of the LGU Profile before the RAT’s onsite assessment in the Local Government Unit of Compostela; d. Facilitate the presentation of available documents relative to each assessment area and gather data required as it’s a means of verification; e. Affix signature on the certification page of the Assessment Forms to substantiate the accuracy of the data provided; f.

Meet as often as necessary to discuss the issues and concerns encountered during the preparation of the assessment and provide recommendations to address such; g. All Chairpersons shall submit to the Team Leader for Consolidation of recommendations and shall report the same to the Local Chief Executive; and h. Other tasks shall be performed as required by the Local Chief Executive in order to produce the desired outputs.

Section 5. ADMINISTRATIVE AND OPERATIONAL SUPPORT. Upon the effectivity of this Ordinance, the SGLG Technical Working Group shall be provided with funds for its operational and budgetary requirements.

Section 6. SEPARABILITY CLAUSE. If for any reason, any provision or part of this Ordinance shall be declared not valid, such shall not affect or impair the remaining provisions, sections or parts which shall continue to be in full force and effect.

Section 7. EFFECTIVITY. This Ordinance shall take effect after publication in a newspaper of general circulation.

Increases in production were recorded for yellowfin tuna, roundscad, tiger prawn and tilapia. At current prices, the value of fisheries production amounted to PHP74.7 billion or higher by 9.42 percent this period.

Fisheries output was up by 1.51 percent in the first six months of 2019.

To be able to improve farm output, Dar said he will focus on the implementation of interventions funded by the Rice Competitiveness Enhancement Fund (RCEF) to assist farmers in increasing their produce.

"This will be our focus for the next 100 days.

To correct and accelerate the implementation of the

RCEF," he noted.

The DA chief would also implement "crop diversification strategy" and "pantawid magsasaka program" that will provide assistance to adversely affected rice farmers due to the rice tariffication regime.

Such strategy includes the provision of hybrid rice seeds, distribution of inputs like fertilizers, construction of shallow tube wells, and even direct cash assistance, he said.

“Let’s have a plan to compensate what we lost this wet season. We need a catch-up plan because it is during the dry season when all components of RCEF are expected to be in place,” he added.

Dar said there is also a need to "review and reorient" existing programs and projects of the DA towards increasing productivity, competitiveness and income.

"The President's (Rodrigo Duterte) advocacies (is) to make the country food secure and to bring more development in the countryside by making smallholders farmers and fisherfolk more prosperous. efending Kadayawan champion De La Salle University (DLSU) Green Archers will field its complete University Athletic Association of the Philippines (UAAP) Season 82 roster in its return to Davao City.

The UAAP perennial champion will stake its title in the forthcoming Invitational Basketball League of the 34th Kadayawan Festival which tips off this Sunday, August 11, at the Davao City Recreation Center.

According to the admin of Escandor Cup, the Green Archers have fresh new faces in its cast including four Filipino-American rookies who will make their debut with the souped up DLSU squad.

"First time will be seen in the public," the admin said.

He also divulged that mainstays Aljun Melecio, Andrei Caracut, Encho Serrano, Justine Baltazar, Brandon Bates, and Gabe Capa-

cio are among the prominent names to lead the Davao City-bound Green Archers.

Rookie Francis Gabriel "Ef" Escandor, who was instrumental in helping the Green Archers snare the Araw ng Dabaw title last March, will also suit up to make a fierce line-up.

The 6-3 son of Presidential Adviser on Sports and Samahang Basketbol ng Pilipinas (SBP) Davao regional director Glenn Escandor fits well with the system of DLSU coach Gian Nazario.

However, despite its vast experience and new reinforcements, the Green Archers cannot discard their rivals.

The National University (NU) Bulldogs, and Cebu Schools Athletic Foundation, Inc. (Cesafi)'s University of Visayas (UV) Green Lancers and Southwestern University (SU) Pirates are tough opponents to reckon with.
