PRRD OKs P4.1-T 2020 nat’l budget

P

resident Rodrigo R. Duterte has approved the proposed national budget for 2020 worth PHP4.1 trillion, Malacañang said on Tuesday.

Presidential Spokesperson Salvador Panelo said Duterte approved the proposed 2020 cash-based national budget during the Cabinet meeting that started Monday (Aug. 5) night.

The PHP4.1-trillion budget is 12 percent more than this year’s PHP3.7-trillion expenditure program.

Last year, Duterte submitted the proposed PHP3.7-trillion national budget for 2019 to Congress, on the same day he

delivered his third State of the Nation Address (SONA).

However, the government operated on a reenacted budget since January 1 this year after lawmakers failed to pass the bill on time due to a budget impasse in Congress.

Duterte �inally signed the 2019 budget but vetoed several provisions on April 15, 2019.

Malacañang has yet to announce when it will be transmitting the budget

Panelo assured the public that the budget’s biggest slice will be allotted to education, followed by public works, transportation, and health.

Moreover, he said the budget will be spent “wisely to reach a state of vibrant economy that will be felt by the citizenry.”

1,362 displaced by Hanna's waves in Davao City 3 Rotary clubs hold

he Regional Disaster Risk Reduction and Management Council (RDRRMC)-Davao Region reported that 1,362 individuals residing along the eight coastal barangays in Davao City were displaced by huge waves spawned

by Tropical Storm “Hanna” since August 3.

In a report released by RDRRMC-11 on Monday, the agency said 96 houses were completely destroyed and 140 more partially damaged as of Sunday evening.

It said the City Disaster Risk Reduction and Management Of�ice (CDRRMO) and its counterparts in the barangays have responded

to the communities and continued the monitoring activities in affected areas.

Medialdea files another libel rap vs. Ramon Tulfo

xecutive Secretary Salvador Medialdea on Tuesday �iled another libel complaint against newspaper columnist and special envoy for public diplomacy to China Ramon Tulfo.

In his second known libel complaint against the envoy, Medialdea wants Tulfo prosecuted for two counts of libel for two columns the latter had written for the Manila Times in July, which he said contained “unfounded, baseless and malicious allegations” that “gravely injured” his reputation.

The Malacañang of�icial said the �irst column, dated July 20, alleged that he issued a memorandum circular, without President Rodrigo Duterte’s knowledge, ordering government agencies and corporations to support a foundation al-

Medialdea said the article “maliciously implied that I am corrupt and involved in a scandal which I absolutely had no participation in.”

PRRD reminds new government appointees to resist temptation

resident Rodrigo Duterte on Monday reminded new government appointees that they have his full support as long as they resist the temptation to engage in corrupt practices.

During the oath-taking ceremony of newly-appointed of�icials, Duterte mentioned how Filipinos have “long suffered” from both corruption and red tape in the bureaucracy and that it was their job to regain the people’s trust.

“Our people have long suffered from the scourge of corruption and red tape in the bureaucracy. As you assume your respective of�ices, I expect you to help me in the task of regaining our people’s trust in government by pursuing necessary bureaucratic reforms that will enable us to address the needs of those we serve,” Duterte said in his speech.

“Know that you will

always have my complete support as long as you resist any temptation that will taint your character and reputation as public servants,” he added.

Duterte urged the new appointees to cooperate to help institute the necessary reforms so that the government may effectively stamp out criminality, illegal drugs, terrorism and the country’s other ills.

He challenged them to help him steer the course towards lasting peace and greater development.

“Let us carry out our shared duty of building a stronger and more progressive Philippines that we can all leave behind for future generations of Filipinos,” Duterte said.

Piñol apologizes to farmers, fisherfolk for shortcomings

N

ewly appointed Mindanao Development Authority (MinDA) chair Emmanuel “Manny” Piñol apologized to farmers and �isherfolk for his shortcomings as secretary of the Department of Agriculture (DA).

“Pasensya na po sa mga pagkukulang ko (I am sorry for all my shortcomings),” Piñol said in a statement issued hours after the Palace announced his appointment on Monday.

Piñol, who will serve as MinDA chair for six years or until 2025, thanked former colleagues who helped him transform DA’s image as a corrupt agency.

He vowed to work just as hard in his new of�ice.

“I was supposed to take my oath today as the new MinDA secretary but I asked for a short vacation

which my tired body has been craving for,” he said.

The former DA chief replaced Secretary Abul Khayr Alonto who died of heart complications last May 9. Lawyer Nathaniel D. Dalumpines, assistant secretary for Mindanao Concerns, was appointed MinDA of�icer-in-charge last May 20.

William Dar has replaced Piñol as DA secretary.

Piñol said he submitted his courtesy resignation as DA secretary two months ago over differ-

ences with the government’s economic managers on some critical issues, including the passage of Republic Act 11203 or the Rice Import and Export Liberalization Law, making his stay at the agency “untenable.”

He said he would continue his work in agriculture and the economic growth of Mindanao, speci�ically the Bangsamoro Autonomous Region in Muslim Mindanao.

On August 1-2, the Provincial Task Force to End Local Communist Armed Con�lict (PTF-ELCAC), composed of government agencies and provincial government departments, has rolled out another Multi-sectoral and Participatory Barangay Development Workshop and Dialogue in sixteen sub-villages in Barangay Binondo in the municipality of Baganga, which covers mostly ancestral domains of the Mandaya.

The activity, which allowed the residents to list down their communities’ urgent concerns that need the government’s quick interventions, saw villagers

rallying for support to the government’s peace strategy.

Aquino Magno, Chairman of Sitio Mantapay, one of the farthest sub-villages in Barangay Binondo, said that the people in his village have high hopes over the government’s programs to uplift their lives.

“The people here will be happy if the government will really deliver its promises and address our needs.

BPI aims for 40% digital banking adoption rate in Davao in 2019

he Bank of the Philippine Islands (BPI) is aiming to increase the number of users of its digital channels from 31% to 40% by the end of the year, re�lecting the Bank’s push for greater �inancial inclusion in the Davao region.

BPI President and CEO Cezar P. Consing said increasing the proportion of clients using digital channels will spread the bene�its of digitalization to the underserved and unbanked as well as allow the Bank to engage, empower, and enhance client experi-

ence.

“Digital �inancial inclusion captures the essence of what we are trying to do, as we aim to be the most �inancially inclusive of Philippine banks,” said Consing.

“It’s a combination of ‘high tech and high touch’.

It will be ‘high touch’ in the branches where we want to engage clients in real conversations regarding their �inancial matters.

While for every day banking, we want to shift them to high tech, meaning our online facilities and mobile app,” said Mr. Consing.

In Mindanao, many still prefer to visit the branch or carry cash. Bank transfers or deposits and bills payments are two of the most frequent transactions in the branches. These, how-

ever, can be done much more conveniently and securely through the online portal or the mobile app.

Bright future seen for PH capital market

T

he Philippines’ �inancial and capital market, despite being smaller compared to some counterparts in Asia, has a bright future thanks in part to government's continued push for its development.

Earlier, Pru Life UK President and Chief Executive Of�icer Antonio de Rosas said opinions about the “too shallow” equities and bond markets of the Philippines are backed by facts.

He said the domestic capital market “does not really offer enough diversity in terms of managing the risks of clients”, thus, if big fund managers enter the domestic environment, they are immediately faced with limitations.

He said that a USD1 billion investment, while considered very substantial in the country, is but a drop in the bucket by global standards today.

He, however, remains optimistic since the domestic economy continues to post strong growth.

Listed companies have been raising record-high offerings in recent years and investors are hailing this, attributing it to improvement of the domestic economy and risk-taking attitude of domestic investors.

Deputy Governor Chuchi Fonacier told the Philippine News Agency (PNA) that assessing diversity depends “on whether we are referring to institutional or individual/retail investors.”

She explained that “on the institutional side, there are efforts from the government in trying to develop the capital market” and “on the retail side, it's a matter of creating awareness as to the different investment options that are available to individual investors.”

“This is also where �inancial education programs can be of value and where partnerships between the public (government agencies) and private sector can play an important role,” she pointed out.

Asked when she thinks the country’s domestic market will be at par with its counterparts in the region, Fonacier said this “would depend on how effective the roadmap will be implemented.”

She said the government is committed to achieving developments in the capital market.

She added that Finance Secretary Carlos G. Dominguez III even heads the Capital Market Development Council (CMDC), which is tasked to “push for the capital market development framework.”

Also, Dominguez said the CMDC, which is cochaired by the Financial Executives Institute of the Philippines (FINEX), along with other regulatory agencies and market participants have agreed to pursue short-term and medium-term measures within a four-year term ending in 2022.

He said these measures are targeted to “foster depth and liquidity in the Philippine capital to support the �inancing of growth-enhancing and job creating projects of both private and public sectors.”

He noted that Package 4 of the Duterte administration’s Comprehensive Tax Reform Program (CTRP) supports the capital market development.

This particular tax reform package is aimed at redesigning “taxation on �inancial sector intermediation into fairer, simpler and more ef�icient system,” he said.

Finance of�icials have said that there are about 80 types of taxes for �inancial investments and deposits, among others, in the country and Package 4 of the CTRP is targeted to simplify the taxes and cut these to just around 40.

Dominguez said strategic reforms identi�ied in the blueprint for capital mar-

ket development include the formulation of “new products and services to promote diversi�ication in the debt and equity capital markets, support of market-making activities to increase liquidity in the secondary market, enhanced �inancial market infrastructures to achieve more reliable price discovery process, implement further improvements in regulatory approaches to protect investor interests and integration of technological innovations with current systems and processes to improve market accessibility.”

Innovations on the over-all enhancements of market liquidity, stable government security prices and increased bank and corporate issuances are continuously being achieved with the help of the BSP, Securities and Exchange Commission (SEC), the Department of Finance (DOF) and the Bureau of the Treasury (BTr), he said.

“The launch of BTr’s Retail Treasury Bond online ordering platform promotes �inancial inclusion and taps unserved segment of society as it opened direct participation of retail customers including Overseas Filipinos,” he added.

Inflation eases to 2.4% in July

I

n�lation cooled further in July, holding within monetary authorities' target range for the sixth straight month, and setting the stage for another reduction in interest rates, of�icial data released Tuesday showed.

The consumer price index rose 2.4 in July from 2.7 percent in the previous month, matching the median forecast of 2.4 percent from a Bloomberg poll of economists. The Bangko Sentral ng Pilipinas think tank predicted a 2 to 2.8 percent range.

The July rate was the slowest since January 2017, said National Statistician Claire Dennis Mapa, ahead of the release of

gross domestic product data for the second quarter and a Monetary Board meeting on Thursday.

The July data shows that the deceleration is "intact" with rice prices falling due to a new law that imposes tariffs on the staple and a third straight month of reductions in electricity rates, said ING Bank economist Nicholas Mapa.

The peso's strength also contributed to slower in�lation by making import costs cheaper, Mapa said in a statement.

The BSP could cut interest rates by at least 25 basis points on Thursday to support economic growth, Mapa said.

PH peso 2nd strongest currency in SEA: DOF

T

he Philippine peso was the second-strongest currency against the US dollar among its peers in Southeast Asia, next to the South Korean won as of July 2019, the Department of Finance (DOF) said on Monday.

“As of July 2019, the Philippine peso ranked second among the top currencies in Southeast Asia gaining strength against the US dollar,” the DOF said in its Economic Bulletin.

It appreciated by 2.82% against the dollar in January to July, following the South Korean won which strengthened by 6.65%.

Sumifru bankrolls livelihood program for displaced Compostela workers

A

total of 450 displaced workers of Sumifru Philippines were given a chance to start all over again through the Tulong Pangkabuhayan, a whole-of-nation approach for sustainable’s community development project for displaced workers of Compostela.

Following the mantra “everyone deserves a second chance,” Sumifru Philippines has partnered with the Local Government Unit (LGU) of Compostela and the Provincial Government Unit (PGU) of Compostela Valley to formally launch the program at the heels of the 71st Compostela and 13th Buganihan Festival celebration last August 1.

The launching was presided over by no less than Sumifru Philippines chairman Paul Edmund Cuyegkeng, Compostela Valley Province Governor Jayvee Tyron Uy , Compostela Mayor Lima Bolo, and other stakeholders at the Coco’s Hotel, Compostela, Compostela Valley Province.

The livelihood program was designed by the partner sectors to provide legitimate sources of income for the displaced workers who were involved in the infamous Nagkahiusang mga Mag-uuma sa Suyafa Farms (NAMASUFA)-led workers strike against Sumifru Philippines that transpired in October 2018.

Cuyegkeng, in an interview, said these displaced workers, after all, deserved second chances.

“We want to help these guys. After you solved the problem, a lot of people get left behind and if people get left be-

hind, there’s still this animosity and there will be an imbalance to the community. So we want to bring this people back here so we will have a balance community and no one will be left behind,” the chairman said.

Sumifru Philippines poured in P200,000 budget for the �irst month of the program. The budget is intended for the swine raising, vegetable farming, corn planting and sewing that may be availed by a maximum of 450 displaced workers.

Quali�ied individuals may avail any of the livelihood program.

Those who chose swine raising will be provided with a live swine and its essentials such as food and vitamins. The swine raiser, however, will have to share 50 percent of its revenue back to the program which will be used for its expansion. In short, all the revenue will bene�it another displaced worker.

This goes also with the vegetable and corn planting which seeds will be provided by the Department of Agriculture (DA).

The Department of Labor and Employment (DOLE), on the other hand, vowed P1M for the purchasing of sewing machines.

“Fortunately all the government agencies liked it so much. If this is successful and make this work, we can carry all and give all small farmers an opportunity to avail this program,” Cuyegkeng said.

Warnings were also issued on the strong implementation of policies that include prohibitions on smoking, carrying of backpacks/big bags, liquor, making bomb jokes, littering, and sporting firearms, sharp objects.

The authorities also advised merrymakers to remove jacket and sunglasses upon entering inspection areas to easily distinguish suicide bombers and wanted persons as Davao City’s obvious priority is the safety and security of its people.

IS DENGVAXIA REALLY SAFE? With rising dengue cases in the country and even in neighboring countries like Singapore the necessity of deploying a vaccine to arrest the rise in cases is reopened.

Yet despite its necessity, the bene�it of reintroducing the vaccine has raised many questions.

These are honest questions on vaccine safety any parent would have that needs to be asked, after the vaccine’s manufacturer, Sano�i Pasteur, admitted that

it poses higher risks to people without prior dengue infection and that 800,000 children were provided with the vaccine before this ban was put in place.

This turn of events would leave anyone worried over the vaccine’s safety.

The supplier’s admission prompted the DOH to suspend the immunization program while the Food and Drug Administration (FDA) ordered a permanent ban on the use of Dengvaxia.

Other possible anomalies were unearthed after the funds allegedly used without congressional approval, but that’s another part of the story worth a separate column.

It just so happened that a massive immunization drive using taxpayer money, hence that part of the controversy.

What should weigh more in our minds is the effectivity and safety of the vaccine, and other means to protect public health.

A reuters report in June 2018, noted the study on Dengvaxia published in the New England Journal of Medicine, supported the World Health Organization’s recommendation in April 2018 that the Sano�i vaccine should not be used without testing for prior dengue exposure.

The problem is that there are not enough rapid tests to check if someone had a dengue infection. Remember that people react differently to dengue. For

some people, what was a �lu may have been a dengue infection.

Thus, only those with prior infections may be given. This will need to form part of the protocol to be engaged if a dengue vaccine like Dengvaxia will be called upon.

With this, more thorough studies and protocols will be needed and more assurances are therefore required before the decison to allow Dengvaxia to be readministered is made.

ANTONIO V. FIGUEROA FAST BACKWARD

CAMP DOMINGO E. LEONOR Established around 1901, Camp Domingo E. Leonor, just beside the Philippine National Bank along San Pedro Street, was the original headquarters of the Philippine Constabulary, a service command created on Aug. 18, 1901 by the American colonial rule.

Named after Capt. Leonor, the �irst Filipino PC of�icer to head the barracks, the camp used to have a military hospital component situated just across its present location but was eventually phased out following the founding of Davao Mission Hospital (1907) and later the Davao Public Hospital and Mintal Hospital in the late 1910s.

Capt. Leonor served the PC for nearly three decades and was a professional of�icer. In 1918, during the country’s second census under the Americans, he was tapped as auxiliary inspector of the Provincial Advisory Census Board of Agusan under Census District No. 5.

After being detailed in Butuan for years, Capt.

Leonor was reassigned

to Davao. In appreciation, the Chinese community of Butuan, on Dec. 23, 1927, hosted a dinner and dance event in his honor before departing for his new station. The day after, it was the turn of the PC of�icers in Agusan to give a banquet to the outgoing provincial commander who was replaced by a certain Lt. Duque. This was followed by another dance event hosted by the �iscal.

After retiring from the service, Capt. Leonor became a miner. In the January 1938 issue of The American Chamber of Commerce Journey, he was identi�ied as the president of Surigao-based North Mindanao Mining Co., with an authorized capital of P800,000. As a broadminded investor, he introduced in the company operation a new Caterpillar crane to double ore production, with an average of around 2,000 cubic yards.

When the PC was integrated with the Integrated National Police in 1975, the joint command structure retained the use of the camp. Three years later, following the donation of

a six-hectare land by the Aboitiz family, the main camp was moved to Camp Catitipan, later Camp Quintin M. Merecido. Camp Leonor has since become the exclusive hub of city police operations and is of�icially known as Davao City Police Of�ice (DCPO).

On Feb. 25, 1932, George C. Butte, acting American governor-general of the Philippines, signed Proclamation No. 448 creating a reservation in the central area of Davao town.

This edict, though, was amended by Commonwealth President Manuel L. Quezon under Proclamation No. 503, which set aside for PC use three parcels of land, namely lots 433, 457 and 458, from the reservation “for constabulary purposes under the administration of the Chief of the Philippine Constabulary.”

A big chunk of the excluded property is now occupied by the Active and Retired Armed Forces of the Philippines Landless Association, Inc. (ARAFPLAI).

On Sept. 3, 1947, Pres-

ident Manuel A. Roxas revoked Proclamation No. 448 and opened the reservation to disposition under the Public Land Law, or Commonwealth Act No. 141.

ARAFPLAI occupancy of the lot started in the 1920s when active PC members, mostly members of the 83rd Company, and later retired servicemen started building houses in the reservation. After the war, veterans, Armed Forces of�icers and enlisted also entered the area.

To strengthen their claim of occupancy, the residents organized themselves and registered the group with the Securities and Exchange Commission in 1979 and was later accredited by the Presidential Commission on Urban Poor.

Wanting to support the position of ARAFPLAI, Davao City mayor Rodrigo R. Duterte, in 2004, sought to revoke Proclamation No. 503 by making representation with then President Gloria Macapagal-Arroyo so lands in the reservation would �inally be disposed to actual occupants. The

move, however, did not materialize.

Historically, the most reprehensible incident to stain the camp’s image was the August 13, 1989 hostage crisis that involved convict Felipe Pugoy and Mohammad Nazir Samparani, a dismissed Air Force sergeant was also involved in another criminal event. The two were part of the 16-man prison gang known as the Wild Boys of Dapecol, which had previously escaped from incarceration but were subsequently cornered and recaptured.

The inmates took hostage members of the Joyful Assembly of God, a Protestant sect led by missionary Jacqueline Hamill; she had �ive other companions when the crisis took place. As a result, she and her companions were shot dead while 16 inmates were killed by police action. Hamill, from New South Wales, Australia, held missionary work at the Davao Metropolitan District Command, now DCPO, and was invited to teach inmates at the facility for six months.

YES, IT’S DENGUE SEASON AGAIN!

ix-year-old Lenny was struck with fever one night after two days of rain. But there was something different; she appeared �lushed. She was irritable and had poor appetite although she never complained about food. Sarah, the mother, observed that her daughter’s �lushed skin had some white areas but she just ignored it.

Sarah thought the fever was just ordinary so she did not bring her daughter to her doctor and instead gave her paracetamol, which she believed would help subside the fever. The fever vanished one day only to return the following day. On the seventh day of on-and-off fever, Lenny experienced what most doctors called as “shock.”

“Lenny was breathing rapidly,” Sarah recalled.

“She was restless and her pulse was beating fast. Her skin was cold and clammy and she felt drowsy all the time. She was vomiting and bloods were oozing from her mouth. Before, she completely lost consciousness.”

Sarah brought her daughter to the nearest hospital, some thirty minutes away from home. One of the doctors tried pull Lenny out of shock by replacing the �luids and blood she lost but it was all in vain. The doctor failed to save her.

Lenny died of what is considered as the most widespread mosquito-viral disease in the world. “After a dengue patient has gone into shock,” the doctor who tried to save Lenny explained, “it is just a matter of time before multi-organ failure occurs and death becomes inevitable.”

Dengue fever, a mosquito-borne viral infection, has been known for over 200 years, with the �irst reported cases arising in 1779 and 1780 from a simultaneous outbreak in Cairo, Egypt; Jakarta, Indonesia; and Philadelphia, United States. It has been in the Philippines since the 1950s but until now it has not been able to eradicate the disease.

related, serotypes of virus that causes dengue. All of them are carried by the female Aedes mosquitoes.

“Recovery from infection by one provides lifelong immunity against that particular serotype,” the Geneva-based World Health Organization (WHO) states in its website.

“However, cross-immunity to the other serotypes after recovery is only partial and temporary.

Subsequent infections (secondary infection) by other serotypes increases the risk of developing severe dengue.”

Severe dengue – called dengue hemorrhagic fever (DHF) – is a potentially deadly complication due to plasma leaking, �luid accumulation, respiratory diseases, severe bleeding, or organ impairment.

“For severe dengue, medical care by physicians and nurses experienced with the effects and progression of the disease can save lives – decreasing mortality rates from more than 20% to less than 1%,” the WHO points out. “Maintenance of the patient’s body �luid volume is critical to severe dengue care.”

“Dehydration is the killer (when it comes to dengue,)” declared Dr. Richard T. Mata, a pediatrician who has a clinic in Panabo City in Davao del Norte and a WHO consultant, “low platelet is only secondary.”

Dr. Mata pointed out that even if the platelet continuous to decrease each day for as long as the patient is fully hydrated with dextrose and oral �luids, the patient is safe. “The best indication the patient is fully hydrated is that he keeps on urinating with an interval of one to three hours,” he said. “If the patient does not urinate for than 5 hours, he can be in a brink of either hypotension (low

blood pressure) or kidney failure.”

Dengue and its severe form are a leading cause of childhood hospitalizations in the country. “Approximately 36% of annual dengue infection occur among children aged 1-9 years, and the average age of infection is 12 years,” wrote Dr. Maria Rosario Capeding, of the Research Institute for Tropical Medicine, in Dengue Matters.

There are some news reports stating that some people are suggesting to revive the use of the dengue vaccine called Dengvaxia to counter the rapid growth of dengue cases in the country.

But the WHO advisory stated that Dengvaxia “should not be administered to people who have not previously been infected with dengue virus.” The Malacañang is considering it to those who had been bitten by the virus-carrying mosquitoes.

“If Dengvaxia is proven effective to those who already had dengue in the past, then its application to these individuals will surely cause the decline of the overall number of cases of dengue which plague the residents of this country,” said presidential spokesperon Salvador S. Panelo in a statement.

Still, the best protection against dengue is not to be bitten by the mosquito carrying the virus. According to Dr. Willie T. Ong, there are several things you can about that. “There’s no need to panic (when it comes to dengue) because we have 10 ways to beat dengue,” says the 2007 recipient of the Outstanding Filipino Physician award from the Department of Health.

1. Clean up your backyard. Mosquitoes love to

stay in the dark and damp areas. So, if your garage is littered with boxes and assorted garbage, clean them up or throw them away.

Don’t let them become mosquito havens. Schedule a weekend clean-up day.

2. Empty containers with stagnant water. The dengue-carrying mosquitoes breed in stagnant water. This means that �lower pots, garbage cans, aquariums, unused swimming pools, tires and other piles are potential breeding grounds for mosquitoes.

So, after the rains �ill them with water, throw the water away. Next time, keep these containers closed and upside down. Flower vase should also be replaced weekly.

3. Check your surroundings for stagnant water. Some ornamental plant leaves have this “whorl” or cup-like shape that can hold water. Beautiful to behold but deadly in design.

Turn them over and throw the water away. Upturned coconut shells are also notorious for holding water.

Non-moving rivers, especially in squatter areas, are full of mosquito eggs.

4. Close your doors and windows. Some people open their doors in the morning for a whiff of fresh air. They also believe that mosquitoes would leave the house and go into the sunlight. “But my advice is to keep your doors shut at all times,” he advices. If it’s too stuffy, then place a screen door that keeps the �lies and mosquitoes outside.

5. Spray insecticide regularly. To rid your house of mosquitoes, �lies and cockroaches, spray insecticides every few days. Make sure you spray those dark corners, crevices, and cabinets. You’ll be amazed at the number of pests you’ll �ind dead in the morning.

Just make sure that household members are not exposed to the insecticide as they are not the target. Just spray selected rooms when people are not around.

6. Wear pants, pajamas, long sleeves, and socks.

Mosquitoes are attracted

to your breath as you exhale so they know how to reach you even in the dark.

“I guess they love bare, plump skin, especially the kids who don’t shoo them away and let them suck as much blood as they want,” Dr. Ong believes.

7. Apply insect-repellants or use mosquito nets.

If your kids are going hiking, camping or off to school, you can apply insect-repellants like Off-Lotion. Kids like to play outdoors and are prime targets of these mosquitoes. You can wipe it on selected areas of the clothing like collars, sleeves and pants. Avoid applying lotion on the eyes, mouth or hands.

8. Kill those mosquitoes. When it comes to dengue, it’s either kill or be killed. Instruct everyone to kill as many mosquitoes and �lies as they can. Once you’ve got them trapped in your bathroom, show no mercy. Mosquitoes belong to the forest, not in your home.

9. Involve the whole community. The best way to defeat dengue is if the whole community is aware of the threat. Ask your community leaders to schedule a clean-up day. The danger is in those empty houses and lots, which are excellent breeding places for mosquitoes. Become a volunteer to monitor and clean up your surroundings.

10. Spread the word: Dengue fever is here. You’ll never know where dengue will strike next so better be prepared. Inform your neighborhood.

“We already know our enemy and all we have to

do is follow what the experts have been telling us,” Dr. Ong points out. “If we will do it now, thousands of people will be saved from death.”

Meanwhile, the Department of Science and Technology (DOST) is promoting Ovicidal-Larvidical Trap (OL-Trap), a simple but effective vector control method to lower the population of Aedes mosquitoes, the carrier of dengue virus.

By using OL-Trap, dengue cases can be reduced and transmission of the disease can be controlled.

Developed by DOST-Industrial Technology Development Institute, the OLTrap works by trapping the eggs and larvae of the dengue-carrying mosquitoes in their laying site with active organic solution and killing them in the process before hatching and going to adult stage.

On the other hand, the Asian Development Bank (ADB) once promoted the use of the larvae-eating guppy �ish as biological control against the dengue-carrying mosquitoes.

Known as million �ish, it can eat up to 102 mosquito larvae a day, according to one study. “(The �ish) offers a viable alternative to using chemicals and can reduce the scale of costly emergency response activities to contain epidemics,” said Gerard Servais, health specialist of the Manila-based ADB. “The study we’ve made has shown that the guppy �ish don’t have an impact on the biological quality of the water. It’s safe, even for drinking water.”

NEWEST SEASON OF “THE VOICE KIDS” HITS HIGH RATINGS, BLIND AUDITIONS TREND WORLDWIDE VIEWERS anticipated and tuned in to the return of “The Voice Kids” as its original superstar coaches spinned their red chairs once again for astonishing young artists in its fourth and newest season that debuted last weekend.

Last Saturday, the singing-talent reality program kicked off its blind auditions with Sarah Geronimo, Bamboo, and Lea Salonga.

ORDINANCE NO. 0703-19 Series of 2019 Be it ordained by the Sangguniang Panlungsod of Davao City in session assembled that: SECTION 1. SHORT TITLE – This Ordinance shall be known as the “PUBLIC SAFETY AND SECURITY ANNOUNCEMENT ORDINANCE OF DAVAO CITY”.

SECTION 2. PURPOSE – The purpose of this Ordinance is to ensure public safety by raising awareness on disaster prevention protocols in order to take a more proactive stance on the matter.

SECTION 3. COVERAGE – This Ordinance shall cover all establishments with a total floor area of the building of at least 2,790 square meters which are:

Medical establishments such as hospitals; laboratories; clinics; nursing homes; birth centers; and residential custodial care centers such as nurseries, home for the aged and the like.

Commercial establishments such as malls; supermarkets; department stores; shopping centers; hardware/construction supplies; showrooms; auction rooms; and the like.

SECTION 4. MANDATORY PUBLIC SAFETY AND SECURITY ANNOUNCEMENT All establishments covered under this Ordinance shall announce in an audible and persuasive manner, through public address systems, speakers, or other audiovisual means, the emergency safety and security protocol of the establishment.

The safety and security protocol shall be announced three (3) times throughout the operational hours of the establishment.

SECTION 5. PENALTY CLAUSE – Owners of establishments who do not comply with the above Ordinance shall be penalized as such:

• 1st Offense – A fine of ₱3,000.00 • 2nd Offense – A fine of ₱5,000.00 and/or imprisonment of three months at the discretion of the court

• 3rd Offense – A fine of ₱5,000.00 and/or imprisonment of six months at the discretion of the court and revocation of business permit.

SECTION 6. REPEALING CLAUSE – Any Ordinance, local issuances or rules inconsistent with the provisions of this Ordinance are hereby repealed or modified, accordingly.

SECTION 7. SEPARABILITY CLAUSE – If, for any reason, any section of this Ordinance is declared unconstitutional or invalid, other sections or provisions hereof which are not affected thereby, shall continue to be in full force and effect.

pian, Jann Mari Nayre,” Ledesma said.

Ledesma said the long and extensive training of the national team members largely due to the timely �inancial assistance extended by the PSC is now reaping its dividends in terms of performances abroad.

He said Korean coach Kwon Mi Sook is doing a very good job in the training of national team members.

“Yun ginagawa ni coach, yun dedication niya na makuha natin yun SEAG gold, ramdam ko (I can feel,”) he said.

Ledesma also reported the country’s recent success in table tennis.

“I am very happy to report that we just won the title in Division 3 in the Singapore National Table Tennis League (SNTTL) held last July 27-28 in Sin-

gapore,” said Ledesma, an active player himself.

The Filipino team, which was composed of several national team standouts and expats, won over players from different Asian countries.

Right now, Ledesma said the national team composed of �ive male and �ive female players and two coaches are now in Korea for a two-month and 11day training with various Korean universities.

“Nakatutuwa dahil this is the �irst time na nagkaroon ng ganiting mahabang training ang ating mga table tennis players.

Yun ang pangarap naming (We’re happy because this is the �irst time that we got this long preparation of our players). As a player, I trained in China for almost one month at kulang talaga (and it’s not enough),” said

Ledesma.

“Pagbalik nila sa (When they come back on) Sept.

11, they will be going to Indonesia for the Asian Table Tennis Championship on Sept. 15-22. Tapos balik uli para sa (Then return again to) Indonesia Open on Nov. 13-17,” he added.

Ledesma said the support of the PSC, headed by Chairman William “Butch” Ranirez, made everything possible.

“Malaking tulong talaga ang PSC kaya nagpapasalamat kami kay Chairman Ramirez at sa iba pang mga commissioners aa kanilang suporta (The PSC is helping us a lot and we would like to thank Chairman Ramirez and other commissioners for their support),” added Ledesma, who used to spend his own money to �inance the training of the players. s Grand Regal Hotel Davao celebrates its 21st Anniversary this year, what better way to jumpstart the celebration by rolling a strike in the lane. The employees whether bowling enthusiasts and �irst-time players donned in different vibrant colors gamely competed against each other.

Though it was intended to be a friendly competition, yet the �irst ellimination rounds proved

to be tough and veteran bowlers already gained notoriety in scores. It evidently showed their colors represent a competitive spirit, and that they mean business in rolling out duckpins for the win.

The employees bowling tournament held at Doverlanes had the players and spectators to have much energy as they did, and the ampli�ied level of excitement stemmed from the long-standing desire

to compete and show who’s got the moves in the lanes.

One of the unique aspects of the sport of bowling is that it doesn’t necessarily require that its participants have great size or other physical gifts.

Rather, consistent with the basic precepts of sports, it is more inclusive and open to both sexes irregardless of age and strength. “ I have gained a whole new perspective in the

sports of bowling and the strategies it entailed. I am still learning leadership, because as a senior on my team it’s my responsibility to keep everyone focused on the things they need to do. And I have also learned that teamwork has a huge effect on the scores, importantly, on the team effort, says Dale Bautista-Front Of�ice Supervisor. Bowling is a cool sport because it provides the same challenges

to anyone who plays it. It levels that playing �ield.

Everyone is faced with the same obstacles, so no matter your size or weight, it’s equal. Its no wonder the millenials got the hang of it, and looked forward for the next GRHD Bowling tournament.

When all the scores were tabulated the Red Team from Housekeeping Department bagged the highest numbers, declaring them the Champion

in the 2019 GRHD Bowling Tournament. The rest of the ranks were; Blue Team (Sales/Marketing &Engineering)- 2nd Place, Green Team (Security & Admin)-3rd Place, Yellow team (Finance)-4th Place.

The games were played July 12 until August 1, 2019 and the Awarding Ceremonies will be done on August 8, 2019 during the 21st Anniversary day August 8, 2019 at Grand Regal Hotel.

With the impending construction of the coastal road, all beaches traced within its target shoreline will be vastly affected, perhaps, disappear.

The local surfers have spoken through their just-concluded Surf in the City "One more ride" held last Sunday, August 4, at the Bonguyan Beach Resort.

On the other hand, the Davao City Local Skimboarders (DCLS) will hold its 5th Local Skimboarding Competition this coming Sunday, August 11 at the Mergrande Ocean Resort.

This might be unfortunately the last for both community but it is not a petition as this considered a sacri�ice for progress of the city.

The sur�ing and skimboarding playgrounds in Davao City will soon be gone but it will mean a less traf�ic

metro.

Saddening for the local enthusiast of the sports, it is widely accepted.

The Surf in the City existed for �ive years and has been the main avenue for local surfers of Davao City including the current Vice Mayor Sebastian "Baste" Duterte.

The DCLS Skimboarding Competition, on the other hand, existed the same span.

Unlike the previous editions, this year is considered the biggest with different communities getting involved including the skateboarding, sur�ing, private companies and government sectors even the LGBT community has expressed their support.

In this last hurrah, the DCLS expects more support as the skimboarding playground of Davao City, just like the sur�ing community, will soon be all just memories.

It is quite similar on how this 20-year old lady bowler de�ied the odds in the masters division of the just-concluded Metro Davao Tenpin Bowlers Association (METBA-Davao) Monthly Finals held at the SM Lanang Premier Bowling Center.

In a �inals where gender is no barrier, Vivienne “Yeyen” Flores proved that the rose is deadlier than the thorns.

Flores stunned defending champion Rene Dalay-

on 170-154, in the stepladder �inals after topping the sixgame elimination series with 1,170 pinfalls to secure a twice-to-beat advantage.

With the win, Flores joins the other monthly winners who will vie for the coveted 2019 Battle of Champions title in December apart from the P7,000 take home pay.

The former national age-group bronze medalist will also lead the METBA-Davao Youth cast in the 1st METBA-DAVAO Kadayawan Open Tenpin Bowling Championships set this coming August 21 to 26.

Meanwhile, Dalayon earlier swept
