2 Koreans arrested for drugs face deportation

uthorities will work on the deportation of two Korean nationals who were arrested for selling illegal drugs during a joint buy-bust operation here at around 6 p.m. on Thursday.

Police Regional Of�ice (PRO) 11 spokesperson Police Major Jason Baria said on Sunday the police would coordinate with the Bureau of Immigration and the Embassy of The Republic of Korea in Manila for the deportation of the two foreign drug suspects.

“It is part of the process in coordination with Bureau of Immigration and the Korean embassy,” Baria said in a text message.

In a report released by the Police Regional Of�ice 11 on Saturday evening, the suspects were identi�ied as 43-year old Minsoo Park and 37-year old Keven Lee, both residing temporarily in Barangay Sto. Niño, Tugbok District. Both were

he Department of Justice (DOJ) ordered the Securities and Exchanges Commission (SEC) to reply to the counter-af�idavits �iled by the �irm’s of�icials led by founder and president Joel Apolinario in connection with the charges it �iled against the respondents.

Davao City’s coastal areas residents told to evacuate

A

t least 341 individuals were evacuated to safer grounds after strong monsoon waves battered eight coastal barangays in Davao City, leaving 89 houses completely damaged and 104 more partially damaged, data released by the City Disaster Risk Reduction and Management Of�ice (CDRRMO) on Sunday morning showed.

In a phone interview, Alfredo D. Baloran, CDRRMO of�icer-in-charge, said displaced families are currently staying in the evacuation centers, mostly chapels, parks, gymnasiums, and barangay halls.

He said many of affected residents moved out of their houses on Saturday evening while the others evacuated Sunday morning as the big waves came crashing down the shores at high tide.

No one was reported injured.

houses were mostly shanties built along the coasts, many of them owned by illegal settlers whose houses were built above the water.

The CDRRMO listed the affected areas as Purok 8, Block 50, Barangay 21-C; Block 6 and 7, Barangay 22C; Purok 4, Isla Verde, Barangay 23-C; Purok 13, Seaside, Barangay Bago Aplaya; Sabroso Village in Ecoland and St. John, Barangay Bucana; Purok Kalubin-an, Barangay Daliao; Purok Masea, Barangay Duterte; and Purok 1 and Purok 3, San Nicolas, Barangay Matina Aplaya.

Baloran said responders also rescued stubborn residents who refused to heed their call for a preemptive evacuation. The displaced residents were provided hot meals by the City Social Services and Development Of�ice, he said.

The SEC accused the respondents of having violated Sections 8, 26, 28 of Republic Act No. 8799, the Securities Regulation Code (SRC) for selling or offering securities to the public without the necessary license.

have engaged in a Ponzi scheme, a fraudulent transaction prohibited under Section 26 (26.3) of the SRC. Under the scheme, Kapa enticed members to ‘donate’ at least PHP10,000 in exchange for a 30 percent monthly ‘blessing’ or ‘love gift’ for life.

NoCot guv wants stalled airport to operate soon

orth Cotabato Governor Nancy Catamco on Saturday ordered the Technical Working Group (TWG) on the mothballed Central Mindanao Airport (CMA) or the M’lang airport to fast-track the processing of legal documents so the facility could operate soon.

Keen on completing the project to serve its purpose, Catamco met beforehand with the owners of lands where the airport was constructed in Barangay Tawan-Tawan, M’lang, North Cotabato.

The more than a decade-old proposed airport was designed to help farmers speed up the transport of their perishable farm products to other cities and provinces in Central Mindanao and the rest of the country.

One of the problems

identi�ied was the lack of deed of sale for the lands purchased by the provincial government in connection with the project. For this, the lot owners continued to pay real property taxes since these were not fully acquired by the provincial government, the governor said.

The governor subsequently ordered the immediate processing of the legal documents needed so lot owners could be fully paid.

Catamco said the provincial government will have to reimburse the taxes owed to the province of Cotabato since the time it acquired the lands.

Newly-trained militiamen deployed in Cotabato City

eacekeeping in this city got a big boost following the turnover on Saturday of 130 newly-trained paramilitary troops tasked to help in maintaining law and order.

City Mayor Cynthia Guiani-Sayadi welcomed 130 members of the Special Civilian Armed Forces Geographical Unit Active Auxiliary (SCAA) who were turned over by Maj. Gen. Diosdado Carreon, Army’s 6th Infantry Division commander, to the supervision and control of Joint Task Force Kutawato commander, Col. Joel Abregana.

She said the paramilitary troops will be deployed to various villages in the city, especially along border barangays of Maguindanao, to prevent extremists and other lawless elements from entering the city.

Guiani-Sayadi said additional 63 paramilitary troops will join the 6th Infantry Division training camp and will be added to the forces securing the city once they completed the course.

She urged the force multipliers to perform their duties as expected of them.

“You will be there not to protect anyone or anybody but everybody, your loyalty should be to the people and not to any politician or anyone,” she told the militiamen.

Cotabato City, which is the provisional seat of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), is home to about 300,000 inhabitants secured by the 500-strong Army’s Special Forces Battalion, 300 police of�icers and paramilitary troops.

A horticulturist, Dar brie�ly served as Agriculture secretary from 1998 to 1999 under President Joseph Estrada. He was also a director general of the International Crops Research Institute for the Semi-Arid Tropics (ICRISAT), an organization with headquarters in India conducting agricultural research in rural development.

Dela Rosa confident death penalty bill will be approved

enator Ronald de la Rosa on Sunday said his bill proposing death penalty for drug traf�ickers stands a good chance of getting Congress’ approval compared to other bills restoring capital punishment not just for drug-related cases but also for heinous crimes and plunder.

He said the death penalty was rejected by the previous Congress because of sentiments that it was anti-poor.

Interviewed during the Dureza Cup 2019 shooting competition here, Dela Rosa said the death penalty is needed to curb the proliferation of illegal drugs.

He admitted that the

illegal drug trade has continued to thrive despite the administration’s war on drugs which started under his stint as then director general of the Philippine National Police.

“If may death penalty, matatakot pumasok ang mga foreigners,” de la Rosa said.

In one televised debate among senatorial

candidates for the midterm elections last May, de la Rosa said most of the shabu (crystal meth) shipment coming to the Philippines had come from China.

In an interview on Saturday, the governor expressed concern on the increasing number of complainants coming to his of�ice to ask for help.

He said he gave a marching order to the Provincial Prosecutor's Of�ice (PPO) to prioritize cases involving the said investment schemes.

Jubahib stressed the need to �ile charges against the operators for the authorities to issue a warrant of arrest and hold departure order against those involved in said schemes.

“We have invited the operators and of�icials of this investment schemes,

but nobody showed in the of�ice,” he said.

He added that they are closely coordinating with the Philippine National Police, National Bureau of Investigation, and even the Armed Forces of the Philippines to assist the complainants.

“I want to make sure that the victims will get their money. We are hoping to gather more complainants so that we can �ile large scale estafa against these scammers,” he stressed.

The governor reminded the public to refrain from getting involved in investment schemes to avoid being duped.

“I will see to it that these problems will soon be addressed,” Jubahib said.

DOF vows to help BARMM manage finances, budget

inance Secretary Carlos Dominguez III has ordered the creation of a technical working group (TWG) to help the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) manage its �inances and budget.

Dominguez designated Undersecretary Gil Beltran of the Department of Finance (DOF) to help BARMM craft sound policies and revenue-generating measures to ensure its long-term �iscal stability.

The TWG that will assist BARMM will include the DOF, Department of Budget and Management (DBM), Bureau of Customs (BOC), Bureau of Internal Revenue (BIR), Bureau of Local Government Finance (BLGF) and the Commission on Audit (COA).

The DOF co-chairs with the BARMM Minister of Budget, Finance and Management the Intergovernmental Fiscal Policy Board (IFPB) which is designed to address revenue imbalances and �luctuations in the regional �inancial needs and revenue-raising capac-

ity of the BARMM government.

The other IFBP members are the DBM, Department of Trade and Industry, National Economic and Development Authority and other appropriate BARMM ministries.

In a meeting last Friday, Dominguez directed Beltran to also tap the Philippine Tax Academy to help educate BARMM of�icials on �iscal management, �inancial planning and budget-related matters.

Presidential Peace Adviser Carlito Galvez Jr. said in the meeting at the DOF of�ice in Manila that among the challenges faced by the BARMM are the ineffective budget planning and programming system that it inherited, as well as its weak accounting and reportorial capabilities and lack of

oversight and internal auditing safeguards.

“I would like you to meet with them (Bangsamoro Transition Authority (BTA) of�icials) within the month. Present them the plan,” Dominguez was quoted as telling Beltran and the other DOF of�icials at the meeting.

Also present at the meeting were Undersecretary for legal affairs Bayani Agabin, Assistant Secretary Ma. Teresa Habitan, and representatives from COA and the Asian Development Bank (ADB).

In a statement, Dominguez said the ADB can be tapped to provide the technical assistance and capacity building support necessary to help the DOF and BTA in this effort.

He said the DOF can meet once every quarter with Bangsamoro of�icials, with the meeting held alternately in Manila and in BARMM. During the meeting, Galvez mentioned the need to hire lawyers, accountants

and technical personnel to assist BARMM government of�icials in transitioning to an autonomous set up.

Dominguez said the BARMM needs experienced people, such as retired government of�icials who are familiar with budget, revenue and customs processes.

Under Republic Act 11054 or the Organic Law for the Bangsamoro Autonomous Region in Muslim Mindanao, the BARMM will receive an annual block grant that will be automatically appropriated under the General Appropriations Act. One year after the effectivity of the BOL, the BARMM government shall receive �ive percent of the net national internal revenue tax collection and the net collection of the Bureau of Customs in the last three �iscal years.

Authorities in Hong Kong and Beijing have signaled a hardening stance with the Chinese military saying it is ready to quell the “intolerable” unrest if requested.

Mindanao’s top college of medicine lists milestones Conclusion

FFICIALS of some medical schools in Manila and other parts of the country come to Davao City to visit and study the facilities of the Davao Medical School Foundation, Inc., now recognized as one of the country’s top medical schools. DMSF is ranked sixth among 52 medical schools of the Philippines.

The benchmarking visits is just one of the facts revealed by of�icials and members of faculty during a press conference marking DMSFI’s 43rd founding anniversary last Friday. The presscon was spearheaded by Dr. Jonathan A. Alegre, DMSFI president, and Dr. Jose Rene L. Lacuesta, chairman of the board.

As it is, DMSFI, a non-profit institution established in 1976, operates three major units –the school, the DMSFI hospital and the Institute of Primary Health Care, whose numerous individual “points of pride” were enumerated by Drs. Alegre and Lacuesta and their respective department heads acting as resource persons in the press brie�ing last Friday.

DMSFI gives priority to providing state of the art learning facilities. DMSFI is the �irst medical school in the country to have a clinical simulation center in OB-Gyn, Surgery, Pedia, and Internal Medicine.

DMSFI ranked 6 as top performing Medical School and ranked 4 as top performing Dental School in the Philippines based on the latest board examination results.

The College of Midwifery is the number one midwifery school in Region XI. The Foundation has also produced several top notchers in Physician, Dental, and Nursing Licensure Examinations.

Learning curve

It is unfortunate that Sunday’s Kadayawan triathlon event was marred by the death of a participant.

Mario Valdevia Marfori reportedly collapsed during the race in an apparent case of cardiac arrest. This is not the first time that a triathlon event in the country has claimed a life. In 2017, Eric Mediovillo died in the 70.3 Ironman race in Cebu. A triathlete also died back in 2002 in the same race in Cebu. Back in 2009, a competitor drowned in the Ironman 70.3 event’s inaugural staging in Camarines Sur after suffering a stroke.

Sunday’s triathlon event of the Kadayawan was even modified at the last minute scrapping the swim stage due to the water conditions.

Triathlon is not an easy sport. It is a very demanding sport owing to the challenges participants had to go through—distance, water current, weather conditions, terrain, among others. Most of all, one’s physical condition

The race’s success was marred by the unfortunate twist. The death of a participant should be a learning experience for local race organizers to ensure that ever participant is 100 percent fit to race. While it is the responsibility of every participant to keep himself ‘raceworthy’, organizers can very well turn to technology to help ascertain raceworthiness of triathletes by checking on app-based fitness monitors which are used by most triathletes, other than the regular physical check ups.

This is just to supplement the medical tests and ensure everyone is in tip top condition to take on the demands of the race.

Triathlon in Davao City is growing and every learning experience should help the sport develop into something that Dabawenyos can be proud of in the same spectrum as the city keeps its peace and order and security in check.

IN EVERYTHING, GIVE THANKS “Cultivate the habit of being grateful for every good thing that comes to you, and to give thanks continuously.” – Ralph Waldo Emerson *** “The words ‘Thank You’ bear fruit immediately,” wrote Fr. Frank Mihalic, a priest and author of inspirational books.

“When we are thanked, our �irst reaction is to go and thank someone else. And in that way, we start a whole chain reaction of thanks.”

Hearing those two words motivate us, right? “What is particularly inspiring is thanks from above: parents thanking children, bosses thanking employees, teachers thanking pupils,” Fr. Mihalic said. “But why is it that giving thanks is automatic to stranger and not to those near?”

Let me tell you a story shared by Bruno Hagspiel: A widow who had spent long days and hours in the factory and at home raising her four children, lay exhausted and emaciated on her deathbed.

Around her stood the four of them, now grownup men and women. The eldest son, in tears, said to her, “Mother, you have always been so good and kind to us. We want to thank you. We’re

so proud of you.”

The mother, for the last time, opened her eyes and asked, “Why have you waited so long to tell me that? You never ever said so before,” she said, turned her head away and died.

So, when was the last time you have said “Thank you”? Was it an hour ago, yesterday, last month, last year? You can’t remember anymore?

Do you ever say the two magic words only to those who has given you a gift or to your boss who has praised you for the job well done? Or, to someone who did good things to you like bringing your heavy load to your car and helping you �ix your troubled engine?

What about those sales ladies, waiters or waitresses, �light attendants, taxi drivers, of�ice workers, security guards, and bus conductors? Have you ever thanked them or completely ignore them since what they are doing are just part of their jobs?

Like those who have given you something, these people – whatever their status in life – deserve to be thanked. Not only for the services they have rendered to you, but because they are human beings that need to be inspired too.

“Saying ‘Thank you’ helps not only ourselves but also the people who hear it,” wrote Fr. Mihalic. “If we thank people, they don’t forget it. And the next time around, they will be glad to be of help to us. They feel they owe us something.

Thanking people cheer them up; you can see their faces lights up. It makes their work lighter.

They go on doing the same old job, but somehow it seems interesting and easier.”

Most people fail to say thank you because they really don’t know the real meaning of those two words. Or, they may say it but really don’t mean it. Let’s listen to the words of American author Kim Holden (of The Other Side distinction): “I’ve said thank you thousands of times in my life. Most of the time I mean it some degree. There are times when I’ve said it and felt the gratitude behind the words wholeheartedly, but I don’t think I ever understood what those two words truly meant until this very moment.”

There was this 15-year-old boy who was sitting in the front seat of a bus when a very old man came in the door. He looked around for an empty seat. So, the young boy got and gave him his seat. After a while, the boy

asked the old man, “What did you say?”

The sitting passenger replied, “I didn’t say anything.”

At which the boy remarked, “I thought I heard you say, ‘Thank you.’”

The incident reminded me of the words of Ernest Agyemang Yeboah. “Never ever seek for gratefulness from mankind,” he said, “you shall always see ungratefulness. Do what you must do as a solemn duty and that is what you have to do!”

Speaking of ungratefulness, let me share another story. A nurse had been treating a tropical ulcer case with daily morning dressings. The teenager, about 18 years old, had to come along on crutches, the sore was so large and deep. She gave him her best penicillin when it was still a rarity, cleaned away the green puss each day and soon had the new skin growing along the edges.

After a whole month, the nurse told the young lad, “Okay, now, you won’t have to come back anymore. Your sore is head.” Hearing those words, instead of saying “Thank You,” the young man said, “What are you going to give me now for having come back every morning so faithfully?”

Practice makes perfect, so goes a saying. The same is true with telling someone the two words, “Thank You.” In his book, Don’t Sweat the Small Stuff… and It’s All Small Stuff, Richard Carlson wrote: “If you’re anything like me, you probably have many people in your life to feel grateful for: friends, family members, people from your past, teachers, gurus, people from work, someone who gave you a break, as well as countless others. You may want to thank a higher power for the gift of life itself, or for the beauty of nature.”

To thank these people, Carlson said that you have to spend a moment every day thinking of someone to thank. “As you think of people to be grateful for, remember that it can be anyone – someone who allowed you to merge into traf�ic, someone who held the door open for you, or a physician who saved your life.

The point is to gear your attention toward gratitude, preferably �irst thing in the morning.”

To end this column, allow me to quote the words of William Arthur Ward, an often-quoted writer of inspiration maxims: “God gave you a gift of 84,600 seconds today. Have you used one of them to say thank you?” – ###

BURDETT A. CRUMB’S ESTATE Much of the property that’s known as Crumb Estate has long been transferred to the municipality (now city) of Digos after its �ifty-year lease expired.

American Burdett A. Crumb �irst applied for the lease of a tract of land in Digos, then a barrio of Santa Cruz, Davao del Sur, on November 7, 1922, with the Bureau of Lands in the name of Mindanao Plantation Company, a �irm he owned, and Albert N. Boen.

Before the application could be approved, Crumb died on June 29, 1924. It was only on January 12, 1925, that Lease Application No. 2122 was approved and awarded to his heirs. However, on August 12, 1925, the director of lands, with the approval of the secretary of Agriculture and Commerce, cancelled the lease on the issue of sublease. The heirs promptly �iled a case to reconsider cancellation, but this was not archived when war broke out.

On July 30, 1948, after conducting a probe and ocular inspection, the Bureau of Land ruled there was “no suf�icient evidence adduced to prove the subleasing of the land to aliens to justify the de�inite cancellation of the said Lease Applica-

tion No. 2122 of the B.A. Crumb and the disposition of the land covered thereby in favor of other persons.”

It said that it was not legal or just and equitable for the bureau to cancel the application given that certain portions of the land were “more suitable for commercial and residential purposes rather than for agricultural purposes,” stating those lots actually occupied for the above-cited reasons be reinstated and the lease amended to exclude those occupied lots.

However, “squatters occupying portions outside the [occupied lots]” were “ordered to vacate the premises.”

In reinstating the lease to the Crumb heirs, the director of lands, upon investigation and ocular inspection, discovered that the estate administrator, contrary to the claims of the intervenors, did not sublease the property but simply hired Japanese subjects under the pakyaw system ‘to clear and cultivate the land and plant abaca trees and strip them; and that the evidence was not indubitable that their contract was a sublease.”

This was supported by the secretary of Agriculture and Natural Resources who stated the late “B.A. Crumb during his

lifetime had really introduced important improvements on the land, has been established in several investigations” which con�irmed the decisions of the Department of Agriculture and Natural Resources and the Of�ice of the President, adding it “would be guilty of abuse of discretion if the lease… would not be renewed. “ The government probers also found out that the appellees were “illegally occupying parts of the [heirs’] leasehold right, [and that] they should be ordered to vacate the respective premises they occupy and restore possession thereof to the appellants.”

In contesting the bureau’s �indings, the affected parties appealed to the secretary of Agriculture and Natural Resources, but were turned down on March 3, 1939. Their motion for reconsideration was also denied on June 21, 1949. They elevated their appeal to the President, but this was similarly rejected on December 2, 1950.

Fortuitously, the heirs, while appeal of the squatters was still heard, applied for a renewal of the lease on January 12, 1950, before it expired. On June 5, 1951, the Agriculture

and Natural Resources secretary, through the recommendation of the director of lands, extended the lease by twenty-�ive years to the frustration of the opposition, who were the appellees.

The renewal was anchored on Section 38 of Commonwealth Act No. 141, which states that leases can cover twenty-�ive years “but may be renewed once for another period of not to exceed twenty-�ive years, in case the lessee shall have made important improvement” at the discretion of the secretary of Agriculture and Commerce.

As a last recourse, the affected parties �iled a case in court, docketed as G.R. No. L-7954, making them the appellees in the charge, which was later the high court on March 31, 1959.

The Crumb heirs were defended by four lawyers, two of them were Leo Medialdea, future Supreme Court justice and father of President Rodrigo Duterte’s executive secretary, and Pedro Quitain, father of the special assistant to the President.

In resolving the issue, the high court ruled to reverse the appeal of the appellees to cancel the lease and ordered them “to vacate the premises

they respectively occupy and restore possession thereof to the [heirs], without special pronouncement as to costs.”

On February 9, 1979, President Ferdinand E. Marcos issued Letter of Instruction (LOI) No. 807 mandating the ministers of Natural Resources and Human Settlements, the director of Bureau of Lands, and the town of Digos, through the mayor, to set aside 800 hectares of the Crumb Estate, as reservation for the expansion of the townsite and for other public purposes.

The LOI also ordered the lands bureau to dispose the estate’s residential lots (under of Republic Act 730) and commercial and industrial lots (under Chapter IX of Public Land Act); to sell a lot each to actually listed occupants and their legal-age children; to each of the heirs of Crumb and their legal-age children; and to each of the 22 defendants in Civil Case No. 344 of the Court of First Instance of Davao and their legal-age children.

On June 9, 2003, President Gloria Macapagal-Arroyo issued Executive Order No. 215, extending the term of implementation of Item No. 3 (A) in the Marcos’ LOI up to 2010.

Mosquitoes have been around since time immemorial. While the dinosaurs had become extinct, these blood-sucking creatures remain. “Few animals on Earth evoke the antipathy that mosquitoes do,” wrote the National Geographic. “Their itchy, irritating bites and nearly ubiquitous presence can ruin a backyard barbecue or a hike in the woods.

“They have an uncanny ability to sense our murderous intentions, taking �light and disappearing milliseconds before a fatal swat. And in our bedrooms, the persistent, whiny hum of their buzzing wings can wake the soundest of sleepers.”

Every year, mosquitoes kill 725,000 people, according to the Geneva-based World Health Organization (WHO). Beating their wings 300 to 500 times a second produces that distinctive whine that novelist D.H. Lawrence penned as a “small, high, hateful bugle” in his ear.

Currently, they are public enemy number one in the Philippines. The reason: they carry the virus the causes dengue, touted to be the world’s most important viral disease transmitted by mosquitoes.

reau of the Department of Health (DOH) has recorded more than 130,000 dengue cases from January 1 up to July 13 this year. Some 561 people died as a result. The �igure has nearly doubled from last year’s record: 67,690 cases with 367 deaths.

The �igure of dengue cases and deaths is staggering. So much so that the health department issued a national dengue alert. The Malacañang has even considering the use of the controversial Dengvaxia vaccines to suppress the “continuously rising cases of dengue in the country.”

“We’re always open to anything that will bene�it the Filipino people,” Presidential spokesperson Salvador Panelo was quoted as saying by reporters in Malacañang. “We’re not closed to any suggestion.”

The dengue spell usually starts during the rainy season. “Dengue usually break out during the rainy season, particularly after a �lood or strong rain,” the DOH said. “This is because pools and puddles of water formed after the rain are ideal breeding places for the mosquitoes that carry the disease.”

Based on the country’s experience with the disease, the peak dengue months are from June to October. These are rainiest months when rainwater accumulates, becoming breeding sites for dengue mosquitoes.

There are over 2,500 different species of mos-

quitoes throughout the world but only two species can transmit the disease: mainly by Aedes aegypti and, to a lesser extent, A. albopictus. The main carrier also transmits chikungunya, yellow fever, and Zika infection.

Let’s take a closer look on how the main carrier of the virus works. According to the United Nations health agency, the mosquito is well adapted to human settlements, living in and around homes. Only the females are responsible for disease transmission as they need blood to reproduce.

The WHO says the female mosquito bites during the daytime, primarily in the morning and mid-afternoon. It sucks blood every three or four days or sometimes more frequently. “Shortly after a blood meal, females lay their eggs in the inside walls of any container with clean standing water,” the WHO points out.

Each Aedes female can lay up to four batches of eggs – at least 40 eggs per batch – during its life cycles. It takes 7 to 10 days for an egg to develop into an adult. The eggs reportedly can survive for up to a year – even with their breeding grounds go dry under natural conditions.

This means that the eggs can still go on when the breeding sites become �illed with water again.

According to the health department, the breeding sites are those that can accumulate water. These

include tree holes, bamboo stumps, earther jars for water storage, discarded bottles and tins, old rubber tires, rain barrels for collecting rainwater, clogged roof gutters, coconut shells and husks, and bancas and small �ishing boats.

Inside the house or of�ice buildings, the potential sites for the mosquito larvae are uncovered water storage tanks, �lower vases, saucers for ornamental plants, soft drink bottles, and metal and plastic pails for water storage.

Also known as “breakbone” fever, dengue is the Swahili term for “a sudden overtaking by a spirit.”

Like death and taxes, dengue exempts no one: fat or thin, ugly or beautiful, rich or poor, educated and illiterate. Children, who are exposed in open areas while playing, are more prone although adults are not spared.

Dengue fever usually starts suddenly with a high fever, rash, severe headache, pain behind the eyes, and muscle and joint

pain, the WHO says. The severity of the joint pain has given dengue its other name.

Nausea, vomiting, and loss of appetite are common, the WHO says. A rash usually appears 3-4 days after the start of the fever. The illness can last up to 10 days, but complete recovery can take as long as a month. Older children and adults are usually sicker than young children.

Most dengue infections result in relatively mild illness, but some can progress to the deadlier dengue hemorrhagic fever (DHF). With DHF, the WHO states, the blood vessels start to leak and cause bleeding from the nose, mouth, and gums. Bruising can be a sign of bleeding inside the body.

Without prompt treatment, the blood vessels can collapse, causing shock. This is what experts call as dengue shock syndrome. DHF is said to be fatal in about 5% of cases, mostly among children and young adults.

“Children are much more likely to get DHF than adults,” Dr. Allan Schapira, then an of�icial of the WHO Regional Of�ice in Manila, told EDGE Davao. “This is the reason why children are much more at risk of dying. In adults, dengue fever usually does not develop to the severe form.”

Although only the Aedes mosquitoes can transmit the disease, not all are carriers of the dengue virus. Only those that have bitten people infected with dengue are the carriers. Once infected, the WHO says, a mosquito remains infective for life, transmitting the virus to susceptible individuals during probing and blood feeding.

Unlike a rabid individual, an infected person with dengue virus cannot transmit the virus directly into another person. The infected person, however, carries the virus as it is deposited in his bloodstream. He can be a source of dengue virus for about 6 days.

The health department says that a person who gets infected with dengue today and survived may not be assured of immunity later. This is because there are four dengue strains – Types 1, 2, 3 and 4 – that are circulating in the country. you go, ‘you’re bound to pop into a store and see what they have to offer. From the streets (called jalan), ‘it’d be impossible not to satisfy your curiosity from trendy and ethically produced fashion to sustainable food op-

tion, for me, Canggu has it all.

Split into three main areas; Batu Bolong, Berawa, and Pererenan — twelve days was not enough to visit them all. I spent the whole twelve days just in Batu Bolong and Pererenan (but only on Echo Beach). I was walking around from restaurant to restaurant, from the beach to our villa in search of great waves and even greater food.

According to www.saltinourhair.com, Canggu has around more than 311 restaurants and counting. For a small surf town, it says a lot about its food culture! During our stay, ‘we’ve never had a bad meal. ‘We’ve never had the experience of going to a restaurant saying, “’I’m never coming back.” ‘That’s a high standard knowing that the company I was with were foodie people.

ORDINANCE NO. 0703-19 Series of 2019 Be it ordained by the Sangguniang Panlungsod of Davao City in session assembled that: SECTION 1. SHORT TITLE – This Ordinance shall be known as the “PUBLIC SAFETY AND SECURITY ANNOUNCEMENT ORDINANCE OF DAVAO CITY”.

SECTION 2. PURPOSE – The purpose of this Ordinance is to ensure public safety by raising awareness on disaster prevention protocols in order to take a more proactive stance on the matter.

SECTION 3. COVERAGE – This Ordinance shall cover all establishments with a total floor area of the building of at least 2,790 square meters which are:

Medical establishments such as hospitals; laboratories; clinics; nursing homes; birth centers; and residential custodial care centers such as nurseries, home for the aged and the like.

Commercial establishments such as malls; supermarkets; department stores; shopping centers; hardware/construction supplies; showrooms; auction rooms; and the like.

SECTION 4. MANDATORY PUBLIC SAFETY AND SECURITY ANNOUNCEMENT All establishments covered under this Ordinance shall announce in an audible and persuasive manner, through public address systems, speakers, or other audiovisual means, the emergency safety and security protocol of the establishment.

The safety and security protocol shall be announced three (3) times throughout the operational hours of the establishment.

SECTION 5. PENALTY CLAUSE – Owners of establishments who do not comply with the above Ordinance shall be penalized as such:

• 1st Offense – A fine of ₱3,000.00 • 2nd Offense – A fine of ₱5,000.00 and/or imprisonment of three •

months at the discretion of the court 3rd Offense – A fine of ₱5,000.00 and/or imprisonment of six months at the discretion of the court and revocation of business permit.

SECTION 6. REPEALING CLAUSE – Any Ordinance, local issuances or rules inconsistent with the provisions of this Ordinance are hereby repealed or modified, accordingly.

SECTION 7. SEPARABILITY CLAUSE – If, for any reason, any section of this Ordinance is declared unconstitutional or invalid, other sections or provisions hereof which are not affected thereby, shall continue to be in full force and effect.

SECTION 8. EFFECTIVITY CLAUSE – This Ordinance shall take effect fifteen (15) days upon approval, posting and publication in a newspaper of local circulation.

Gumela, Ninofranco top Kadayawan race

leazar Gumela of Davao Metro Shuttle and Gelyn Ninofranco of TriGenerals came out the toughest in their respective categories in the modi�ied 34th Kadayawan Triathlon on Sunday, August 4, at the Villa Jose�ina Resort Village.

Gumela crossed the �inish line at one hour, 56 minutes and 54 seconds to romp away with the Olympic male overall title in the race that was converted into a run-bike-run event after

the organizers cancelled the swim stage due to bad weather.

Closely trailing behind were siblings Jong Sajulga and Andrei Sajulga of Caltex Delo Tribu who checked in at 1:57:14, and 1:57.51, respectively.

Ninofranco, on the other hand, ruled the distaff side of the Olympic-distant race after clocking 2:51:15, outracing her lone rival Ana Palconit of Triad Davao who �inished at 3:05:49.

T

he Invitational Basketball League of the 34th Kadayawan Festival is expected to draw the crowd anew to the Davao City Recreation Center.

The hoopfest organized

by Escandor Cup and Samahang Basketbol ng Pilipinas (SBP) in coordination with the City Government of Davao has been one of the biggest highlights of the month-long celebration.

Like its previous editions, the pocket tournament is expected to pack the 3,000-capacity facility as the four teams that will be battling for the title this year are all capable of snaring the title.

In fact, this event draws more crowd than the popular Philippine Basketball Association (PBA) when staged in Davao City.

Perhaps, it is because of the unconventional concept of the tournament that has nothing do with monkey business and barely the real score of basketball and its bragging rights.

Imagine the country’s top two collegiate tournaments bringing in its top two teams for a four-day action outside its key tournaments?

The other thing that makes it more a must-see event is that, despite its prestige, it is open free for

the public.

enver "The Excitement" Cuello stopped Detnarong Omkrathok of Thailand in the second round to retain his Asia Boxing Federation (ABF) bantamweight title at the Barangay Vergara Covered Court in Mandaluyong City on Saturday evening.

It was Cuello’s �ifth straight and 38th overall victory in 49 �ights while his Thai opponent absorbed his 10th defeat in 13 matches.

Cuello, a 32-year-old �ighter from Iloilo, won his belt via a technical knockout win against Indonesian Jack Amisa in Angono, Rizal on March 8, 2019.

Cuello and Omkrathok fought in an undercard of the “Showdown in Mandaluyong” where Indian-Filipino boxer Prabhjot Singh defeated Edsil Jungco of Iloilo via unanimous decision to win the vacant Philippine Boxing Federation middleweight title.

The 27-year old Singh from Bulacan unleashed barrage of punches that downed Jungco in the 8th round. It was Singh’s 8th win against four losses and

POC SABOTEURS “Anomalous”, “lamentable”, “deplorable,” un-statesmanlike,” “un-patriotic” and many more unpalatable adjectives may be used to describe the current situation prevailing within the premises of the Philippine Olympic Committee.

Just days after being elected the new POC president in special balloting to succeed the resigned Ricky Vargas, Abraham “Bambol” Tolentino, president of the Philippine Cycling Association, is �inding himself steering a wrecked ship that is sailing and �loundering in rough waters.

A Cavite congressman on his third term, Tolentino has immediately called for an emergency meeting among members of the POC board in a bid to remedy and

unify the intensely- divided body just four months to the country’s hosting of the SEA Games.

Unfortunately, his call for such an emergency conference was thumbed down by majority of the board members who belong to the Joey Romasanta camp identi�ied with erstwhile POC head Peping Cojuangco.

Romasanta, a former Gintong Alay chairman appointed by Cory Aquino, is the POC vice president who tried to muscle his way to succeed Vargas but who did not meet the quali�ications and was therefore prevented from occupying the highly coveted throne.

For various reasons, including being tied down to prior commitments and in particular because the notice sent did not meet the

ten-day rule as required, the new POC top gun is now scratching his head looking for ways to patch up what can be described as a politicized sports body.

“I will go to the General Assembly,” Tolentino was quoted as saying, because he will not be able to form a quorum and will be rendered inutile by the Romasanta group’s unwillingness to cooperate.

I hate to think that the POC today has sadly become a political and partisan arena where some pseudo-sports leaders are attempting to embarrass the Duterte administration before member countries of the ASEAN if the Philippine hosting of the SEAG is derailed and stalemated.

These are the handiwork of

saboteurs.

As you can see, after the Yellows and their minions failed so many times in building up their cause to topple PRRD from his perch – from the EJKs, the WPS issue, the illegal drugs smuggling and the Carpio Morales cum Albert del Rosario Hong Kong (mis) adventure - they are now focusing on discombobulating a sector that is supposed to be free from political pollution.

It amazes me how brazen these pseudo-sports leaders can be regardless if their attitude reaches unpatriotic proportions, regardless if the country fails, regardless if we all go to ruins.

Well, these unscrupulous guys belong to the so-called crab mentality club and they are foist-

ing their evil schemes on our athletes, coaches and sports fans alike which we, Filipinos, do not deserve. Not at all, not at all.

They have been unmasked but like in the movies, villains are needed to spice up the cinematic ending and to ful�ill the “and they live happily ever after” quote.

The status quo in Philippine sports must be overhauled by sensible and tactful legislation.

Businessman triathlete dies in Kadayawan Triathlon NEILWIN JOSEPH BRAVO

unday’s Kadayawan Triathlon which was modi�ied to a duathlon race due to bad weather was marred by a tragic death.

41-year old businessman-triathlete Mario Valdivia Marfori, who owns a popular grill and restaurant, collapsed during the transition from the �irst run stage to the bike stage.

His teammate from the South Shore Divers Tri team Jet Mendez told Edge Davao he was about to get onto his bike when he passed out.

“Kalit kaayo, after nya sa �irst run, pagkuha nya bike kalit lang sya natumba, then wala na pag asa (It was so sudden. After he completed the �irst run when he got his bike, he suddenly fell down and that was it),” said Mendez.

“Cancelled ang swim due to bad weather so naging duathlon (The swim stage was cancelled due to bad weather and was converted instead into a duathlon),” he added.

Mendez, who �inished second in the Olympic Sprint male 45-54 age category, was the only other

teammate of Marfori in Sunday’s race.

“Injured ang ibang teammates namin, ang iba walang ensayo kaya kami lang nakaparticipate (Our other teammates were either injured or didn’t have ample training so it was just the two of us who took part from the team),” said Mendez.

He described Marfori’s mood prior to the race as happy and excited as they were setting up their bikes.

Little did Mendez know, his teammate will not make it to his bike.

“It’s sad. I am still in a shock,” he said as he dedicated his second place �inish to his fallen comrade.

Reports said Marfori was still attended to by the race medical team after he had a seizure while putting on his helmet and cleats.

Efforts to revive him were unsuccessful.

Race organizer Stax Sevillano of Tri Right Mindanao issued a statement on Marfori’s death.

“It is with a heavy heart that we announce the untimely passing of one of our

fellow triathletes yesterday, August 4, during our duathlon race. With the help of three doctors and other �irst responders, he was attended to and given immediate care. They were on board the ambulance when the athlete was rushed to the nearest hospital, less than two kilometers away, where the necessary procedures continued. There was constant communication within the team in monitoring the situation. However, the athlete did not recover and passed away,” the statement read.

“We are greatly grieved with this unfortunate incident and we express our deepest condolences to the family of our athlete,” it added.

It was the �irst triathlon death in the country since 2017 when Eric Mediovillo died in the 70.3 Ironman race in Cebu. A triathlete also died back in 2002 in the same race in Cebu. In 2009, a competitor drowned in the Ironman 70.3 event's inaugural staging in Camarines Sur after suffering a stroke.
