House elects Cayetano A fter a lengthy and hotly-contested race to the speakership, the House of Representatives on Monday formally elected Taguig-Pateros Rep. Alan Peter Cayetano as Speaker of the 18th Congress in what turned out to be a drama-free election.

With 297 of 301 House members present, Cayetano was elected with 266 votes.

Cayetano’s election came after weeks of uncertainty.

The drama was broken when his main rivals for the Speakership, presidential son and Davao City 1st District Rep. Paolo “Pulong” Duterte, Marinduque Rep. Lord Allan Velasco and Leyte Rep. Martin Romualdez nominated Cayetano for the post.

In his nomination speech, Duterte �irst manifested that he was against

the term-sharing agreement brokered by his father, President Rodrigo Duterte.

“Mr. Presiding of�icer, before I make a nomination, I would like to manifest a problem. That the term sharing agreement, one between Congressmen Cayetano, Romualdez, Velasco and the President, I am against any term sharing agreement.

he Department of Finance (DOF) announced in a statement on Monday that it has jointly issued with the Department of the Interior and Local Government (DILG) a circular providing the guidelines in setting reasonable rates for regulatory fees and other service charges imposed by local government units (LGUs), as part of ongoing government efforts to improve the ease of doing business in the country.

Joint Memorandum Circular (JMC) 2019-01, signed by Finance Secretary Carlos Dominguez III and Interior and Local Government Secretary Eduardo Año, was issued to ensure that LGU fees do not unduly burden the public but are imposed only to help local governments recover the costs of services they render while making them more business friendly, in compliance with Republic Act 11032 or the Ease of Doing Business and Ef�icient Government Service Delivery (EODB EGSD) Act and as provided under the Local Government Code.

“In order to help LGUs build strong enabling environment for good local governance and serve our constituents fairly, particularly the business sector, we enjoin all LGUs to review, adjust, and/or revise their local revenue ordinances in accordance with the rationalized procedure for setting fees and charges,” the JMC said.

The JMC covers all local chief executives, vice governors, vice mayors, Sanggunian members, punong barangays, regional directors of the DILG and the Bureau of Local Government Finance (BLGF) of the DOF, provincial/city/municipal/barangay treasurers and heads of departments or of�ices in the LGU. It applies to all fees and charges imposed by

LGUs rendering services to the public. These include business permits, mayor’s permits and barangay clearances, toll fees, and billboard fees, among others.

The JMC takes effect immediately.

Under the circular, the DOF, through the BLGF, will issue the guidelines through a Local Fees and Charges (LFC) Toolkit, which comprises the direct �ixed cost (e.g. depreciation of equipment and utilities, such as electricity and water used) and variable costs (e.g. salaries of personnel, cost of supplies and materials) of rendering services.

The DILG is tasked to advocate with the LGUs the importance of using the LFC Toolkit in updating revenue codes and ordinances and to institutionalize a monitoring system to ensure compliance of LGUs with the circular.

LGUs have the option to adjust the fees they impose but these should conform to the variables in the LFC Toolkit used in computing the rates and should, as much as possible, uniform for similar or comparable services and functions offered by other LGUs, the circular said.

“The revised rates shall be imposed through the issuance of an appropriate ordinance and compliance to all legal requirements including the conduct of a public hearing and publications,” the circular states.

The BLGF and the Philippine Tax Academy, in coordination with the DILG, will conduct the training and technical assistance programs for LGU personnel to help them review and set reasonable regulatory fees and charges by using the LFC Toolkit.

he Social Security System (SSS) Southern Mindanao called out delinquent employers in the region to address their delinquencies, otherwise, legal charges will be �iled against them.

This was the reminder of SSS Southern Mindanao division head Rizalito Alberto De Leon during the Kapehan sa Dabaw held on Monday morning, July 22, at the Annex of SM City Davao.

"We are reminding all delinquent employers to visit the nearest SSS of�ice and address your delinquencies," De Leon announced.

Although there had been no reported employers convicted due to its delinquencies, De Leon said SSS will strongly chase after delinquent employers. .As of June 30, SSS Southern Mindanao have �iled 78 cases against delinquent employers for not register-

ing, reporting and remitting.

"A delinquent employer might be charged with P20,000 and could suffer 6 years and 1 day to 12 years imprisonment," he added.

De Leon bared that as of June 28 this year, they have recorded a total of 3,283 delinquent employers in Davao City out of the 3,980 delinquent employers in the entire Davao Region.

"30 percent of the total employment registered in the region are delinquent employers," De Leon said.

The SSS of�icial, meanwhile, explained that employers should pay the premium, otherwise, their employees will suffer for lack of contribution.

On another note, SSS Southern Mindanao must collect a 1.7 billion premium contributions annually. As of June 30, SSS Southern Mindanao have reached above 5 percent of the annual target.

he Department of Health (DOH) XI and the City Health Of�ice will conduct an intensi�ied school-based immunization program amidst rapid increase of measles cases in the region.

“We’re de�initely supportive of your organization and your quest to secure your rights and the privileges that you deserve,” the senior of�icial told eight indigenous people’s leaders in a brief meeting at the Philippine Embassy here.

The of�icial, who requested anonymity, said he will take the information given by the indigenous people’s leaders and talk with concerned people in the US government.

“We’re in very close contact with the embassy here, we have a great relationship. So we’re gonna follow up on this and do the best that we can,” he said in response to the concerns of eight IP leaders belonging to the Mindanao Indigenous People’s Council of Elders about the exploitation and deception of the CPP-NPA against their tribespeople Datu Bawan Jake Lanes of the Mandaya Manobo tribe appealed for help in exposing the legal disguise of the CPP-NPA and its network that have made them suffer during the past 50 years.

He urged to know the truth from communities directly and not from those misrepresenting tribal groups because there are pseudo organizations that are able to come up with programs that sounds to be legitimate but in fact, raise funds for the armed revolution of the CPP-NPA “Help us clear the issues of IP killings. The one with the motive of killing IPs is not the government but communist armed groups that want to want to convert our ancestral domain as their guerilla bases and have been re-

cruiting our children to become NPA warriors,” Lanes said.

Same page, right goals The State Department of�icial expressed appreciation to the IP leaders for clarifying that the attacks against indigenous people are not carried out by the government, but are actually perpetrated by NPA forces.

“The tragic stories, personal stories that you shared means to me to hear. So thank you for speaking from the heart,” he said.

He admitted, though, that he had actually met with other groups who have said the opposite of what the IP leaders said.

“And so, it’s important for us to try to follow up on these accusations and get to the truth to make sure that US-Philippine ties can remain strong and that we can stay together on the same page and �ight for correct goals,” the of�icial added.

As the discussions move forward, he said, the US government wants to help as much as possible, not to support or oppose any policy, but to support the Philippines and its people on the policies that they choose for themselves.

International problem Lanes, for his part, said their concerns about the CPP-NPA are no longer a domestic problem exclusive to the Philippines.

“This is now actually an international problem.

They (communists) have established a support base here in the US, not to mention in European countries,” he added.

He said the Salupun-

gan International in San Francisco, California is disguised as a non-government organization raising funds for alternative learning centers in tribal communities but, in fact, are NPA recruitment grounds where IP children are radicalized, and trained to use guns and eventually become warriors.

US solons’ grave concern Meanwhile, three members of the US House of Representatives, in a separate meeting with the IP leaders at the US Congress building on July 17, expressed concern to the IP leaders plight back home against the communists.

According to US Congressman Robert Cortez Scott, Representative for Virginia’s 3rd Congressional District, it is obvious that the IPs’ stories are something that needs to be looked into.

“It’s the �irst time it’s been brought to my attention. And so, we have some work to do,” said Scott, who admitted he has Filipino blood from her maternal grandfather who is from Benguet.

He said he needs to do some research on the legal front groups of the CPP-NPA based in the US, and �ind out exactly what’s going on in terms of the international questions.

“The point of contact is with the State Department.

We’re working through the State Department, not through the legislative branch.” he added.

Congressman Steven Joseph Chabot, Representative for Ohio’s 1st Congressional District, echoed Scott’s sentiment saying the �irst step is to talk to the State Department to see what their position is.

And then we’ll be able to go from there.

“With the Philippine friendship, this calls for Republicans and Demo-

crats working together and so we appreciate the folks coming all this way to educate us and bring us up to speed as to what’s happening right now and we’ll work with the State Department,” said Chabot, who is a member of the House Foreign Affairs Committee.

Congress and State Department, Chabot said, work together in these types of matters and hopefully will come to some solution to, at least, assist the IP leaders.

Another US solon whose mother is a Filipina, Terrance John (TJ) Cox, Representative from California’s 21st Congressional District, thanked the IPs for sharing their stories and their dream of peace, prosperity, and dignity as he promised to do the best he can to help them.

It can be recalled that then US Secretary of State Colin Powell announced in August 2002 the designation of the CPP-NPA as a foreign terrorist organization, as de�ined under US law, after an “exhaustive review of the group’s violent activities.”

The terrorist designation makes it illegal for US citizens to provide support to the CPP-NPA, which maintains ties with leftist groups in western countries. It also requires �inancial institutions to block assets and makes representatives of the CPP inadmissible to the United States or subject to deportation.

“Take action as we have to isolate the terrorist organizations, to choke off their sources of �inancial support and to prevent their movement access international borders,” Powel’s statement said, adding that the CPPNPA has killed, injured or kidnapped numerous Philippine citizens, including government of�icials.

Led by Talaingod Mayor Jonnie Libayao, three barangay chairmen, and the tribal council of Talaingod, signed the said resolution through a symbolic tribal ceremony as part of the commencement activity of the three-day Peace-building Seminar (PBS) facilitated by troops of the 56th Infantry Battalion.

“We all wished for a peaceful community and we can only attain this if we end the presence of NPA’s in our areas,” Libayao said.

In an interview on Sunday, Capt. Erick Wynmer Calulot, Public Information Of�icer of the 1003rd Infantry (Raptor) Brigade, said the declaration seeks to open greater opportunity for investments on the said town.

“Now that the declaration was done, investors will now penetrate in the area,” he said.

He also added that based on their assessment, members of the NPA who used to stay in the area are �leeing to some parts in Bukidnon.

“That’s why they have the con�idence to declare persona non grata because they are no longer welcome in the area,” he added.

However, Calulot disclosed that reports

that reached their of�ice showed members of the armed group are trying to recover their mass bases in Talaingod town.

“They tried to recover Talaingod town to persuade the community to �ight for the operation of Salugpungan schools which was recently suspended,” he con�irmed.

Though the number of their existence in the said town is very insigni�icant, Calulot urged the communities to be vigilant and report instances of their presence at all times.

Col. Nolasco A Mempin, Brigade Commander of the 1003rd Raptor Brigade, said they completely supported the initiative of the people of Talaingod against the CPP-NPA. He added that the declaration is a manifestation on the part of the Indigenous People community being fed up with deception and abuses of the communist movement.

“With this declaration, the people have expressed their desire for genuine change and real progress through the help of the government and the military.

We do hope that this would be the beginning of a pouring-in of developmental initiatives that would contribute to a lasting peace in the area.”, he said.

The CPP-NPA is listed as a terrorist organization by the United States, European Union, United Kingdom, Australia, Canada, New Zealand, and the Philippines. (PNA)

Mati City to hold earthquake drill

s part of the emergency preparedness program of the government, the city government of Mati will hold a city-wide earthquake drill on July 26.

As the chair of the City Disaster Risk Reduction and Management Of�ice (CDRRMO), Mati City Mayor Michelle Rabat called various stakeholders from the local government, academe, non-government agencies and the private sector to a meeting and tackled the preparations for the drill.

Charlemagne Bagasol, head of CDRRMO, said the earthquake drill will start off with a siren at exactly 8:30 in the morning that will last for one minute.

Bagasol said that for the �irst minute of the siren, everyone must perform the duck, hold, and cover.

“After the siren, evacuation will start with all emergency teams activated and deployed to all affected areas,” Bagasol added.

At 8:35 a.m., another siren will go off indicating an aftershock.

Bagasol said that everyone, including the rescue and medical teams, must again perform the

duck, hold, and cover wherever they may be.

The lady mayor reminded the public not to be complacent, as she narrated that in 1924, an 8.3 magnitude quake struck Mati that resulted to land displacement in Mati’s topography.

However, she said the quake did not cause much destruction, as there were no tall and huge structures then.

Just recently, the Philippine Institute of Volcanology and Seismology (Phivolcs) warned of the possibility of “The Big One” to strike the Davao region should the Mati Fault move.

Phivolcs said that if the Big One strikes, several lives would be lost due to collapsed buildings and other structures plus the threat of a tsunami.

Even if Mati would be the epicenter, Phivolcs said, they expect much more damage in Davao City as the landmass in Davao is softer compared to Mati City’s.

With all possibilities, Rabat added that they are working on relocating people who live in identi�ied “danger zone” areas.

ll Filipinos are now guaranteed equitable access to affordable and quality health services with the enactment of Republic Act 11223 or the Universal Health Care Law. Signed on February 20

by President Rodrigo Duterte, the law ensures that every Filipino, including overseas Filipino workers, are eligible for preventive, promotive, curative, rehabilitative, and palliative care upon automatic enrollment to the government’s health insurance program.

Under the law, the Philippine Health Insurance Company (PhilHealth) will have expanded coverage to include free consultation fees, laboratory tests and other diagnostic services.

It also aims to improve doctor-to-patient ratio, upgrades hospital bed capacities and equipment and

established more hospitals in remote areas.

On July 12, the Department of Health (DOH) ended the fourth public consultation on the drafting of the implementing rules and regulations (IRR) of the law.

The DOH was tasked to draft the law’s IRR within 180 days after its enactment Earlier, DOH Secretary Francisco Duque III said the public consultations on the drafting of the IRR were “inclusive” — giving importance to the voices of the public and the different society sectors.

“To ensure that 106 million Filipinos bene�it from the UHC reform the soonest, we need to make sure that �irst, Filipinos know what to expect, and second, the implementers (health

The government’s commitment to protecting its nationals abroad was also reaf�irmed under his administration, not only through the labor agreements signed but with the successful opening of three Philippine foreign posts halfway through his term -- the Philippine Embassy in Copenhagen (Denmark) and the Philippine Consulates General in Frankfurt (Germany) and Houston (United States).

From September 2018 to June this year, President Rodrigo Duterte visited eight states, reporting back “fruitful trips” where ways

to further relations were discussed.

During his trip to Israel last September, Duterte signed the memorandums of agreement on the temporary employment of home-based Filipino caregivers, on scienti�ic cooperation, and a memorandum of intent on the promotion of bilateral direct investment between the two states.

Two agreements were also signed during his trip to Jordan on September 6 such as increasing the two nations’ engagement to regulate labor deployment.

DOST introduces new technologies, facilities

he Department of Science and Technology is grateful for President Rodrigo Duterte’s support to its endeavors.

“So far, all of our project proposals were approved,” DOST Secretary Fortunato dela Peña told the Philippine News Agency (PNA) in an interview.

The agency, he noted, launched or introduced several technologies and facilities during the �irst half of the year.

Dela Peña earlier this month announced the launching of the country’s largest satellite-tracking antenna in Davao. This will take images of certain areas to be downloaded and distributed to the concerned agencies.

It is designed to communicate with Earth observation satellites, including the Filipino-made Diwata-1 and Diwata-2

microsatellites, by receiving, processing, and distributing space-borne imagery.

Aside from post-disaster images, this facility will also be utilized for agricultural monitoring, maritime surveillance, and urban mapping.

Also launched this month is the HazardHunter app which can be accessed either through a computer or mobile phone.

This would help people know if their location is at risk for volcanic eruption, tsunami, and other hazards. The Philippine Institute of Volcanology and Seismology’s fault �inder is also included in the HazardHunter.

Duterte inked several agreements with Chinese President Xi Jinping when he visited Beijing for the second Belt and Road Forum for International Cooperation in April.

Among these agreements were focused on the Production Capacity and Investment Cooperation between the Philippines and China and the Handover Certi�icate Grant-Aid for the Dangerous Drugs Abuse Treatment and Rehabilitation Centers Project in the country.

His April visit to China also resulted in 19 business agreements with an estimated investment value of USD12.165 billion.

On May 28, the President also witnessed the signing of 26 business agreements with Japan

during his working visit to Tokyo. The estimated investment value of these agreements is around PHP288 billion, projected to create more than 82,000 jobs in the country.

Assisting overseas Filipinos In 2018 alone, a total of 101,918 Filipinos abroad received assistance through the Assistance to Nationals (ATN) Fund and at least 14,542 through the Legal Assistance (LAF) Fund of the Department of Foreign Affairs (DFA).

APALONG, Davao del Norte – Governor Edwin Jubahib on Friday visited the isolated tribal village of Sitio Tapayanon, Gupitan, Kapalong, this province, ful�illing a promise of looking after the welfare of the Lumads and ending the insurgency problem in the province.

The governor pushed through with the site visitation as the �irst implementation of his Executive Order No. 2, creating Task Force Davao del Norte to end local communist armed con�lict in the province.

The document, which he signed just four days ago, also adopted the national peace framework, in order to harmonize the delivery of basic services and address the root causes of insurgency in the locality.

The agreement states that the DENR has the full supervision over all the activities that will be undertaken under the Rehabilitation Management Plan of the 24-kilometer Naboc River, while the provincial government will implement the program, which includes desilting and quarrying or may partner with a third party contractor on these activities with zero-cost to the government.

POLITICS AND BRIBERY A forgotten rivalry in Davao politics was between Assemblyman Romualdo C. Quimpo (1935-38), dubbed as the “father of Davao City,” and Assemblyman Cesar M. Sotto (193941). The feud became the focus of Administrative Order (AO) No. 126 that Commonwealth President Manuel L. Quezon issued on June 6, 1940.

The bad blood surfaced following the receipt by Malacañan of the June 17, 1939 letter of Sotto to Rafael Alunan, then secretary of the Interior, imputing Quimpo of seven allegations.

The claims were not only very serious; they were also highly malicious.

Sotto charged that Quimpo, Alunan’s private secretary, (i) distributed his (Quimpo’s) picture in Philippine Army (PA) uniform during the 1938 elections in his (Quimpo’s) district; (ii) received a P15,000 in bribe from the Davao Japanese Association in 1938; (iii) took bribes from the Davao Metropolitan Club, a Chinese gambling den; (iv) asked contributions for the 1937 polls from Chinese gambling dens through Alejo S. Ong,

then the city’s chief of police; (v) operated a gambling den in the city in connivance with Ong; (vi) maintained a gambling den at Legaspi Street in the latter part of his term as assemblyman with the help of city councilor Donato C. Endriga; and (vii) had a querida (paramour) named Ponyang with whom he has a son.

Later, Sotto added a new charge alleging Quimpo took advantage of his position as private secretary by opposing his recommendations for certain positions in Davao by sending a “con�idential memorandum” containing the grave charges against one of the candidates recommended for appointment to the speaker of the National Assembly without the knowledge of Alunan.

In response to Sotto’s allegations, a probe was promptly conducted to determine Quimpo’s culpability. The investigator, in his report on the �irst charge, found Quimpo guilty of violating Army Regulations No. 610-10, as amended, which banned army of�icers in both active and reserve forces from using photos

in uniform for political aims.

Quezon, in citing the enquiry report, cited in his Order that the charge was �irst brought to his attention by Sotto on August 4, 1939, but advised him that the matter had already been raised to the Chief of Staff for probe, stating: “After careful consideration of the report of the Chief of Staff,” the President wrote, “I concluded that the case did not involve any deliberate disobedience of regulations and on September 5, 1939, I requested the army authorities to warn the respondent that any further transgression [of the Army regulations] would result in his summary dismissal from the rolls of the Army. For purposes of this administrative case, [this] charge… [is] closed.”

For undisclosed reason, Sotto withdrew cases 2, 4, and 7, while charges 3, 5, and 6 were found to be without substance.

With respect to charge No. 8, Quimpo was absolved by the interior secretary who told the President his private secretary’s opposition to Sotto’s nominee was not politically motivated, adding he even authorized Qui-

mpo to see the President and Jose Yulo, speaker of the National Assembly, on the matter.

Two months earlier, Endriga, the same person mentioned in Sotto’s charge No. 6, was dismissed from of�ice as elective councilor of Davao City by virtue of AO No. 124 signed by Quezon on April 15, 1940. Two of three complaints �iled by the City Attorney against him were substantiated after an investigation was launched by the Department of the Interior.

In the Order, Endriga was accused of (i) engaging in prostitution with the help of a paramour in his residence; (ii) in connivance with his illicit partner, he tolerated gambling in his house at Tomas Claudio (now Quirino) street, Davao City; and (iii) received a monthly P300 bribe in 1937 and thereafter from the Davao Metropolitan Club, the same Chinese betting lair cited in Sotto’s complaint-letter.

In the �irst case, Endriga argued that his residence at Magallanes (now Pichon) street was already ceded to his paramour before he was elected councilor as evidenced by the

March 27, 1937 deed of sale of P500. But the investigator found the transaction as �ictitious given that the house, exclusive of the land value, was originally assessed ten times the amount of purchase.

In the second charge, Endriga claimed his Claudio residence was leased to a certain Restituto J. Quibod on April 1, 1939, and even showed a receipt purporting the consummation of the rent. But the prober was quick to point out that the supposed proof was new, self-serving, and was produced only after the presentation of evidences. In his Order, Quezon wrote: “The evidence of record fully supports the �indings of the Department of Interior that the respondent is guilty of serious misconduct which renders him un�it to hold any public of�ice.

“In view of the foregoing and concurring in the recommendation of the Secretary of the Interior, Donato C. Endriga, elective councilor of the City of Davao, is hereby dismissed for the good of the service, effective as of the date of his suspension from of�ice.”

THE VALUE OF APPRECIATION “Appreciation is a wonderful thing. It makes what is excellent in others belong to us as well.” – Voltaire *** I was very early at the of�ice yesterday. I turned on the Wi-Fi connection and it turned out there was no connectivity.

I ended up reading the book, Don’t Sweat the Small Stuff by Richard Carlson.

I randomly opened the pages and the chapter that caught my attention was: “Remember to Appreciate the People You Work With.” I paused for a moment and pondered who the last person I have ever appreciated. I couldn’t think of.

It may have been a long, long time that I could no longer remember it.

The �irst paragraph states: “One of the most consistent complaints of working people in virtually all industries is that they either feel completely unappreciated or at the very least under-appreciated.

There seems to be an unspoken assumption that workers are lucky to have jobs – and the fact that they have jobs is appreciation enough. Any demands, expectations, or even hopes of verbal or behavioral appreciation is often treated as trivial or unnecessary.”

But that’s not true. Every person deserved to be appreci-

ated – however little they have accomplished or done.

Carlson thinks so, too.

“The problem is, people need and deserve to feel appreciated,” he further wrote. “People who felt appreciated are happier, less-stressed, and more loyal than those who feel taken for granted. Overall, they are harder workers and are excellent team players.”

These things happen, according to Carlson, when people are appreciated for the job they have done: “They quit less often, show up on time, get along with others, exhibit abundant creativity, and strive for excellence.”

Unappreciated people exhibit the opposite of the above traits, Carlson said. “People who are (or even feel) unappreciated often feel resentful and lose their enthusiasm for their work,” he wrote. “They can become pathetic and lazy.

They are easily bothered, and certainly are no fun to be around or work with.”

Even in our daily chores, we need to appreciate the things we have. The good sleep we had the night before. The fresh air we breathe. The clean water we drink. The delicious food we eat.

But more often than not, we fail to appreciate these little things. We fail to say thanks to

the bus driver who brings you to your destination. Have you ever smiled to the sales lady who helps you in making your choices of clothes easier? Or, even leaving a tip to the waiter who serves you the food you have eaten?

By a misplaced blow with a hammer, a man badly battered one of his thumbs. “That’s too bad,” a friend commented after seeing what had happened.

The man, a philosophical, said otherwise. “No, it isn’t,” he replied. “It is one of the best things that ever happened to me. It has taught me to appreciate the thumb. I never knew its value to me before. I found out that by actual count the �irst day after I injured my thumb that there were 257 things I had been using my thumb for every day of my life, without giving it a thought. And I never realized that it is practically indispensable to me.”

In his novel The Wedding, Nicholas Sparks noted of that.

“It’s funny, but have you ever noticed that the more special something is, the more people seem to take it for granted? It’s like they think it won’t ever change. Just like this house here. All it ever needed was a little attention, and it would never have ended up like this in the �irst place.”

Yes, we need to give at-

tention to someone we love, someone we know, and someone who needs to be appreciated. “Don’t forget, a person’s greatest emotional need is to feel appreciated,” wrote H. Jackson Brown, Jr. in Life’s Little Instruction Book: 511 Suggestions, Observations, and Reminders on How to Live a Happy and Rewarding Life.

When you appreciate someone, don’t overdo it. And please don’t ever �latter a person, especially if it doesn’t call for it. “The difference between appreciation and �lattery?” asked Dale Carnegie in How to Win Friends and In�luence People. “That is simple. One is sincere and the other insincere. One comes from the heart out; the other from the teeth out. One is unsel�ish; the other sel�ish. One is universally admired; the other universally condemned.”

Now, let me end this piece with an anecdote authored by Rudyard Kipling. It goes this way: There was once a gigantic cargo ship and a very small bolt which, like thousands of others, helped hold together the steel plates on the hull of the ship. As the ship was sailing through the rough Indian Ocean, that little bolt was vibrating loose and was in dan-

ger of falling off altogether.

Seeing what was happening, the other little bolts around it screamed, “Watch out! Hang on! If you fall out, we’ll all be next.”

When the large steel ribs inside the ship heard of the little bolt’s problem, they shouted out loud, “For heaven’s sake!

Don’t let go, you bolt. If you do, we’re all lost.”

The news of the little bolt’s danger of falling off �lew to every corner of the big ship. So, the steel plates and all the other little bolts, along with the steel ribs and tiniest nails, sent a delegation to the little bolt to encourage him to hand on for dear life. They told him that he was important to them all. If he let go, the whole ship might come apart, and no one on it would ever get home alive.

All this pleading �lattered the little bolt’s pride over his importance to so many people.

So, he assured the resto of the crew that he intended to hold on with all his might.

This brings us to the words of Harley King. “Sometimes, we �ight who we are, struggling against ourselves and our natures,” he said. “But we must learn to accept who we are and appreciate who we become.

We must love ourselves for what and who we are, and believe in our talents.”

The DOST has also turned over the hybrid electric train (HET) it developed to the Philippine National Railways (PNR) for adaption.

HET is said to be energy-ef�icient since it is powered by batteries. The train can run at a speed of about 50 kph and accommodate 220 passengers, according to DOST. Dela Peña earlier said Transportation Secretary Tugade expressed his desire to have more units of the DOST hybrid train.

“Our DOST MIRDC (Metals Industry Research and Development Center) engineers are ready for this should a decision be

made,” he added.

Also inaugurated was a �lood forecasting system in Bicol, an early warning device for a more effective �lood forecasting and warning activities.

Meanwhile, DOST’s “Bicol River Basin Rehabilitation Project” also showcases an improved monitoring of hydrological conditions, and real-time data monitoring facilities that will provide full level of observations throughout the whole basin.

The agency likewise launched earlier this year its Advanced Device and Materials Testing Laboratory’s (ADMATEL) 3-D X-ray machine.

The 3D X-ray Computed Tomography is set to produce high-resolution imaging for coral samples

to possibly reconstruct sea surface temperature.

Another launched project was the state-ofthe-art National Metrology Laboratory (NML) at the DOST Compound, which is open to the public. Private �irms can also now have their equipment calibrated there, instead of sending them to foreign laboratories.

The NML’s newly-renovated Mass Standards Laboratory (MSL) offers a wider scope of calibration services. For calibration of non-automatic weighing instruments, the laboratory features equipment that could calibrate up to 300 kilograms.

This laboratory can best cater to the food, manufacturing, and pharmaceutical industries.

Recently, the DOST also launched “The Perfect Fit” Project under the Textile Product Development program that aims to introduce modern technologies and innovations through the use of a 3D body scanner acquired by the department.

This would help designers, artists, retailers, and manufacturers gain easy access in prototyping of their designs and products for evaluation before public offering. Body measurement is also provided using an avatar, according to DOST. Meanwhile, Dela Peña also noted that for this year, the DOST has admitted 9,400 baccalaureate scholars, which is higher than the 8,000 scholars admitted last year. (PNA)

The President reminded everyone: "If you encounter corrupt of�icials, make a scene."

He said everyone should "be assertive" if they encounter corrupt of�icials.

At 'pag kayo hiningan more than the required payment by government, again I'm telling you mag-iskandalo kayo sa opisina," Duterte said reminding citizens to complain corrupt of�icials through hotline 8888.

"Be sure that it is true, though you are not liable for libel, pero 'wag naman 'yang makasakit ka ng tao na wala namang kasalanan (but don't �ile a report that would hurt someone who is not guilty)."

Duterte vowed to be "unyielding in our reforms to weed them out," citing how he has "�ired and caused the resignation" of more than 100 of�icials and government appointees without regard to alliances or relationships. "There is no sacred cow, as the saying goes, in my administration."

Recently, more than 60 of�icials of the Bureau of Customs were relieved over alleged corruption.

He cited the alleged misuse of state health in-

surance funds on "ghost" dialysis treatments which, according to the President, proves that corruption is pervasive.

"I am grossly disappointed. The government is conned of millions of pesos which could be used to treat illnesses and possibly save the lives of many," he said while revealing that he has instructed PhilHealth president Ricardo Morales, a retired army general he appointed last month, to rid the agency of corruption.

NEEDING IMPROVEMENT The President ticked off the top �ive government agencies that need to "drastically" improve their services.

These are the Land Transportation Of�ice (LTO), Social Security System (SSS), Land Registration Authority (LRA), Bureau of Internal Revenue (BIR) and the Home Development Mutual Fund (HDMF) are among the agencies with the most complaints.

"The LTO, SSS, BIR, LRA and PAG-IBIG are the top 5 agencies that need to drastically improve their service," the President said.

Improvement in government services is among the top concerns of the Duterte administration. In March 2018, the Ease of Doing Business Act was passed into law which aims to make transacting with government faster.

WEST PHILIPPINE SEA On the controversial subject on the country's territorial claims over the West Philippine Sea, the President vowed that the government would stand up for the Philippines’ rights in the West Philippine Sea but quali�ied the �ight will have to be made in “due time.”

"The West Philippine Sea is ours, no ifs and buts...We have to temper it with the times and the realities we face today," Duterte said. “I am not ready or inclined to accept the occurrence of more destruction, more widows or more orphans, should war, even on a limited scale, break out."

The '�ight', he said will have to be handled in a “peaceful way,” insisting a “delicate balancing act.”

“Short of expressly advocating a call to arms, there are those who stand up and stop those who �ish in our economic zone.

Of course, we will do that, in due time,” he said. “The avoidance of armed con�lict and protection of our territorial waters and natural resources compel us to perform a delicate balancing act. A shooting war is grief and misery multiplied. War leaves widows and orphans in its wake.”

The other points the President mentioned, among others, included the passing of the second round of tax reforms, pay hike for government workers, public teachers and nurses, death penalty, and the creation of an executive department and a commission to manage water resources, and a National Sports Academy.

He also hurled a challenge to Dito Telecommunity, the country's China-backed third telecommunications player to deliver on its promise of fast and reliable service.

Towards the end of his SONA, which he broke with his trademark occasional side commentaries, President Duterte taunted his critics to take his place if they believe they know better.

However, he said, he vowed to �inish his term to the best he can. "Then and only then shall I call it a day."

Cancer control Another law enacted under the Duterte administration is the National Integrated Cancer Control (NICC) Act which institutionalizes a "national integrated" program to control cancer.

Signed by Duterte on February 14, the law aims

to provide cancer patients quality health care without �inancial hardships.

With the NICC Act, the DOH has intensi�ied the Philippine Cancer National Control program, which includes the establishment of 24/7 cancer centers in various DOH hospitals nationwide and continued provision of free medicines for breast, childhood and colorectal cancers.

Under the new law, the DOH is tasked to provide early and suf�icient access to cancer medicines and "ensure highest possible chance of survival among people with cancer".

NARA PARK

The Nara National Museum’s underground corridor has an exhibit explaining the various poses of Buddhist sculptures.

Ask anyone who as ever been to Japan on where to go and what to see and experience, and one of the top places they would recommend is Nara Park and I was more than excited to finally visit it.

Located at the heart of Japan’s ancient capital of Nara, Nara Park is just a short 40-minute commuter train ride from the Kintetsu Namba station. Exiting the Kintetsu Nara Station, it was just a short walk to the edge of the park.

Established in 1880, the park (one of the oldest parks in Japan) is the location of many cultural heritage sites, national treasures, temples, and museums. The park is also famous for its over 1,500 sika deer which roam the park freely.

An official symbol of the city, the deer have learned to bow to ask visitors to be fed crackers which are on sale around the park.

I was amazed at how tame the deer were, though I can forewarn you that the deer are still considered wild animals and can get overly enthusiastic when one has deer crackers in their hand.

A SPOT OF CULTURE A fifteen minute walk

from the Kintetsu Nara Station brings you to the Nara National Museum. Established in 1889, the museum retains its original building and is joined by a new wing that is connected to the original building by an underground passage.

Inside, the museum houses a treasure trove of Japanese Buddhist art and artefacts which include Buddhist statues, paintings, scrolls and ceremonial objects mainly from ancient Japan. The underground passage also has an informative exhibition in multiple languages, on the many different poses and hand gestures of the statues and what they represent.

The original museum building in itself is also a wonder.

FINDING SUNSHINE IN

HONG KONG TAKING a break from the tropical stories, it’s July, so that means my annual trip to Hong Kong for the RISE Conference. It’s the largest tech and startup conference in the whole of Asia, and personally, it’s like a refresher and learning experience, so I always make sure to attend it.

My nomadic friends Jerelyn, Claudine, and Karla always make sure to spend more time after the conference to explore a bit of Hong Kong—always making sure it’s a different part from our last visit.

When I started writing, I promised to write what’s true for me. The truth is Hong Kong was the first country I ever visited outside the Philippines, and it was definitely my least favorite.

I had a taste of what it’d be like traveling solo in a country that doesn’t speak English and where its locals aren’t exactly warm and hospitable. Despite Hong Kong being the first country that I’ve been to outside the Philippines, I’m still a little scared by the not-sowarm treatment I’ve received from a few of its residents.

Perhaps I’ve been to the accustomed to the hospitality of Filipinos and the expat community (predominantly Caucasians) and well, generally speaking, Filipinos are known for tremendous hospitality. I’m used to having warm smiles everywhere, easy conversations even if they don’t speak English too well, but Filipinos try.

Sometimes though they try too hard, I’d rather have effort with smiles rather than cold stares.

Then again, travel changes us, right? I went to Hong Kong, for the second time, without bias, but I was still a bit wary.

I didn’t want to inconvenience anyone to avoid adding another scary chapter to my Hong Kong misadventures.

It was a ‘bad decisions’ Monday that day. I should have just went to The Coffee Academics and I could have saved probably around $15 HKD or less. I’d have been able to write well and maybe enjoy the meal. Anyway, I’ve learned a lot today. I think the lifestyle I need here is way too expensive for me. Bali and my country are definitely the top choices for working spaces with great coffee and a great view.

Despite my current predicament. Ordering the wrong coffee by mistake. Going to two coffee shops that didn’t have whole day free wifi. This is still better than being stuck in my condo. At least now, I know what I prefer, and I can be a little more selective. I know what fuels my productivity and what doesn’t.

E. “Privately-owned Public Open Spaces (POPOS)” – are publicly accessible spaces in the form of plazas, terraces, atriums, small parks, and even snippets which are provided and maintained by private developers.

F. “Street Island” – a raised or marked-off area in the middle of the street or road designed as a guide for traffic, used as a safety island, or for separating lanes.

SECTION 4. Section 4 of the said Ordinance is hereby amended to read as follows: SECTION 4. SCOPE AND APPLICABILITY. – The Davao City Park Systems Management Code shall apply to all existing public parks, green spaces and green strips, as well as areas declared as Open Space Easement Zones and Parks and Recreation Zones within the entire territory and jurisdiction of the City. This shall also apply to all those above enumerated which may later be established in the implementation of this Code.

SECTION 5. Section 5 of the said Ordinance is hereby amended to read as follows: SECTION 5. DAVAO CITY PARK SYSTEMS MANAGEMENT BOARD. – For the purpose of the implementation of this Code, the Davao City Park Systems Management Board (DCPSMB) is hereby created which shall henceforth be referred as the Parks Board.

The Park Systems Board shall be responsible for formulating plans, policies and courses of action for the standards, regulations and maintenance of all public parks, green spaces and green strips within the territorial jurisdiction of the City of Davao.

Two (2) representatives from non-government organizations who are members of environmental conservation or protection groups; XV. A representative from the Philippine Institute of Civil Engineers, Inc.; XVI. A representative from the United Architects of the Philippines.

The Secretariat shall record all the activities of the Board, issue the resolutions passed by the same and shall retain the possession of all documents and records.

The representatives from the association of engineers and architects and duly accredited non-government environmental organizations must be members of a group, association, or organization approved and registered by the local government pursuant to laws relating to associations and shall be chosen by the Parks Board Chairperson from a short list of candidates formally nominated by the members of the Parks Board.

SECTION 7. Section 7 of the said Ordinance is hereby amended to read as follows: SECTION 7: TERM OF OFFICE. – All members shall be coterminous with the appointing authority, provided that they shall be eligible for reappointment after the expiration of their

respective terms.

If the Chairperson or any member fails to complete his/her term, the person appointed to fill the vacancy shall serve only for the unexpired portion of the vacancy which he/she succeeds, provided, that such service of the unexpired portion shall not be counted as a term.

SECTION 8. Section 8 of the said Ordinance is hereby amended to read as follows: SECTION 8. POWERS AND FUNCTIONS. – The Parks Board shall have the following powers and functions, to wit; a. Formulate the Implementing Rules and Regulations of this Code; b. Ensure the implementation of all the provisions of this Code and its Implementing Rules and Regulations; c. Adopt guidelines for the use of parks for special occasions; d. Devise policies and procedures for the unitary parameter of all public parks, green spaces and green strips in Davao City, providing for their proper preservation and regulation for the furtherance of the ecological balance of the community; e. Propose ways and means to ensure the best and most desirable facilities that shall be placed in the City Parks; f.

Approved architectural design and structural models of public parks, green spaces and green strips prepared by the Parks and Playground Division of the City Environment and Natural Resources Office (CENRO), the City Planning and Development Office, the City Interim Office of the City Architect and the City Engineer’s Office; g. Identify and map out street islands and existing parks that are open for possible adoption; h. Conduct a continuing information and education campaign to generate public awareness and participation on the importance of establishing and sustainably managing public parks and open spaces.

SECTION 9. Section 9 of the said Ordinance is hereby amended to read as follows: SECTION 9. ESTABLISHMENT OF NEW PARKS. – The City Environment and Natural Resources Office (CENRO), shall identify possible areas to be utilized as public parks, green spaces and green strips, subject to the approval of the Parks Board. The same shall be forwarded to the Sangguniang Panlungsod for the appropriate legislation formally allocating the identified areas.

All new parks shall incorporate a permeable paving system, apply disaster risk reduction and management techniques, promote local biodiversity, and ensure a safe and inclusive environment for Persons with Disability, families with children, senior citizens and other people with special needs in their engineering and architectural design.

SECTION 10. Section 10 of the said Ordinance is hereby amended to read as follows: SECTION 10. DEVELOPMENT AND MAINTENANCE OF PUBLIC PARKS. - Public Parks situated within the territorial jurisdiction of Davao City shall be principally developed, maintained, regulated and preserved by the City Environment and Natural Resources Office (CENRO) through its Parks and Playgrounds Division, which should be coordinated with the Parks Board and other concerned agencies for the effective and proper maintenance of all parks in the City.

SECTION 11. A new section shall be included in the amended Ordinance which shall read as: SECTION 11. NAMING OF PARKS.- Pursuant to Section 13 of Republic Act 7160 or the Local Government Code of 1991, all parks, playgrounds, plazas and the like within the territorial jurisdiction of Davao City shall be named in consultation with the National Historical Commission of the Philippines (previously the Philippine Historical Commission) and subject to the approval of the Sangguniang Panlungsod.

Names with historical, cultural, or ethnic significance shall be encouraged. None of the parks, playgrounds, plazas and the like shall be named after a living person. A change of name of an existing park, playground or plaza may not be made unless for a justifiable reason and, in any case, not oftener than once every ten (10) years.

SECTION 12. A new section shall be included in the amended Ordinance and shall read as: SECTION 12. PARK RULES AND REGULATIONS. A. Park Schedule. All public parks in Davao City shall have the following regular hours of operation, unless a different park schedule is provided by the Parks Board upon its creation or upon its resolution for valid grounds.

Bringing in of dangerous or hazardous materials, weapons (or similar objects), and glass containers; iv. Defacing, destroying, and vandalizing of park property; v. Gambling of any form; vi. Any form of indecent or immoral acts; vii. Littering, spitting, public urination and other forms of improper waste disposal; viii. Picking of flowers, nailing of trees and/or any destruction or injury to plants in the parks; ix. Climbing of trees, statues, sculptures, walls, or any park structure not intended for play or recreation; x. Leafletting, distributing or posting of bills or any printed materials; xi. Sleeping and lying down anywhere within the premises; xii. Putting up billboards, advertisement or signages; xiii. Staging of unauthorized events, such as, but not limited to religious activities, public gatherings, or unauthorized assembly; xiv. Selling, vending, peddling or displaying of goods of any sort; xv. Feeding of animals; xvi. Using of any socket for charging of any electronic gadgets and devices; xvii. Playing of loud music, unless part of an authorized park activity; xviii.Entry of pupils and students during school hours when unaccompanied by parents or guardians; xix. Blocking of entrances, exits, fire exits, handicap access areas, public walkways or roadways, obstruction of pedestrian traffic or otherwise interfering with the provision of services or use of park property; C. Regulated Acts. The following acts are regulated and applicable only to the public parks, adopted parks or street-islands, green spaces and green strips, specifically authorized by the Parks Board: i.

Bringing of pets; ii. Bicycling, skating, skateboarding, and the like; iii. Professional photo-shoots, video-shoots, filming and the like; iv. Picnics in park areas; v.

Playing of ball games, group sports activities, and the like; vi. Operation of remote-controlled drones, planes, cars and other similar Devices; vii. Dance practices, performance rehearsals or the like; viii. Artistic activities such as, but not limited to, sketching, painting,performance art, playing of instruments, may be allowed, provided that they are not intended for profit and have been authorized by the Parks Board; The Park Management reserves the right to refuse admission or deny the continued stay of any person in the premises, especially those who violate this section or who otherwise engage in disruptive or inappropriate behavior.

SECTION 13. A new section shall be included in the amended Ordinance and shall read: SECTION 13. PENALTY. – Any violation of the provision of this Ordinance shall be punished as follows, without prejudice to the prosecution of other actions: 1st Offense – fine of P3,000 2nd Offense – fine of P5,000 and/or imprisonment of three months at the discretion of the court 3rd Offense – fine of P5,000 and/or imprisonment of one year at the discretion of the court If the violation is committed by a corporation, trust, firm, partnership or association or any other juridical person, the penalty shall be imposed upon the President, General Manager and other guilty officer or officers of such corporation, trust, firm, partnership, association or entity.

SECTION 14. A new section shall be included in the amended Ordinance and shall read as: SECTION 14. PRIVATELY-OWNED PUBLIC OPEN SPACES (POPOS). – The Privately-Owned Public Open Spaces Program is hereby established, in collaboration with private developers and entities, Private developers and entities that will provide POPOS may be given incentives as approved by the Parks Board and the Sangguniang Panlungsod.

SECTION 15. A new section shall be included in the amended Ordinance and shall read: SECTION 15. ADOPT-A-STREET ISLAND OR ADOPT-A-PARK PROGRAM. – The Adopt-AStreet Island and Adopt-A-Park Program are hereby established, allowing opportunities for companies, organizations, institutions, and private groups or individuals to adopt a street island or park through two options: (1) hands-on landscaping and gardening, or (2) sponsoring the beautification and maintenance.

Requirements and mechanics of these programs shall be defined in the Implementing Rules and Regulations of this Code which shall be formulated by the Parks Board.

SECTION 16. A new section shall be included in the amended Ordinance and shall read: SECTION 16. FUNDS. – To ensure the effectiveness of the implementation of the Parks Code, any budgetary requirements needed for the operation and implementation of the Parks Code shall be taken from any available funds in the Annual Budget subject to the approval of the Sangguniang Panlungsod.

The Parks Board is authorized to secure other sources of funds for the management of public parks, green spaces and green strips, from grants and collaborations with private institutions or sectors, subject to existing laws and regulations. Such grants and donations

shall be used only for the specified purpose for which they have been given and shall not be appropriated for any other programs unless a new agreement will be made. A trust fund will be set up for this purpose.

SECTION 17. A new section shall be included in the amended Ordinance and shall read as: SECTION 17. IMPLEMENTING RULES AND REGULATIONS. – The City Mayor, through an Executive Order, shall convene the Parks Board to formulate the Implementing Rules and Regulations necessary to carry out the provisions of this Code. Such rules and regulations shall take effect immediately after publication in a local newspaper of general circulation in Davao City.

SECTION 18. A new section shall be included in the amended Ordinance and shall read as: SECTION 18. SEPARABILITY CLAUSE. – In the event that any word, article, sentence, clause or paragraph of this Ordinance is declared invalid for any reason, other provisions thereof shall not be affected by such declaration and shall continue to be in full force and effect.

SECTION 19. A new section shall be included in the amended Ordinance and shall read as: SECTION 19. REPEALING CLAUSE. – All other ordinances and pertinent rules and regulations inconsistent with this Ordinance are likewise repealed and amended accordingly.

SECTION 20. A new section shall be included in the amended Ordinance and shall read as: SECTION 20. EFFECTIVITY. – This Ordinance shall take effect fifteen (15) days after completion of its publication in a local newspaper of general circulation in Davao City.

alacañang on Sunday hailed boxer-senator Manny Pacquiao for ending American boxer Keith Thurman’s undefeated streak and claiming the World Boxing Association (WBA) super welterweight title on Sunday (July 21, Manila time) at the MGM Grand in Las Vegas.

The 40-year-old Pacquiao dropped Thurman with a right hook late in the �irst round and used his experience, quickness and speed in the remaining rounds to earn a 115-112, 115-112, 113-114 split decision victory over his 30-year-old opponent.

Presidential Spokesperson Salvador Panelo described Pacquiao’s victory as “not only his, but of the entire nation.”

“The Palace is one in rejoicing with the Filipino people as the Pambansang Kamao once again puts the �lag above the pedestal with his display of tenacity and courage,” Panelo said in a statement.

Panelo said despite Thurman being 10 years younger than Pacquiao, he did not show any signs of intimidation.

Moreover, he described Pacquiao as having “embodied what a Filipino spirit is all about — a �ighter” and thanked him for bringing the country honor and uniting Filipinos once

again.

“We thank Senator Manny for not only bringing honor and glory to our �lag, but for once again uniting all Filipinos worldwide with his display of athleticism, power and Filipino pride,” Panelo said Cabinet Secretary Karlo Nograles also lauded Pacquiao’s win which he said is the result of his hard work and faith.

by Jonathan Feigen in The Houston Chronicle on Friday (Saturday, PHL time), Harden has informed Team USA coach Gregg Popovich that he is withdrawing from the team that will represent the U.S. in the FIBA World Cup in China.

Speaking at an event on Friday to donate shoes and other sporting goods to children from the Greater Houston Police Activities League, Harden said he wanted to spend the remainder of the offseason

to focus on preparing for the retooled Rockets.

Rockets teammates P.J. Tucker and Eric Gordon are both scheduled to participate in practices in Las Vegas Aug. 5 to 9. Harden has previously played for the 2012 USA Basketball Olympic team and 2014 World Cup team.

Harden joins Anthony Davis as the second top player to withdraw from Team USA in the past week.

AS VEGAS - Father Time may be undefeated, as the old boxing saying goes, but Manny Pacquiao is not going down without a �ight.

The 40-year-old Filipino legend wrote another improbable chapter in his glittering career on Saturday, with an age-defying split decision victory over the hitherto unbeaten Keith Thurman.

Pacquiao, a full decade older than the 30-year-old Thurman, rolled back the years with a vintage performance that had a sold out crowd at the MGM Grand Garden Arena roaring in delight.

It was the Filipino’s 62nd win of a 71-�ight career that has spanned 24 years. Veterans at ringside described the performance as Pacquiao’s best since his dazzling win over Antonio Margarito in 2010.

Thurman, who had returned to boxing in January after a 22-month layoff, admitted he had not been able to cope with Pacquiao’s relentless energy.

Post-�ight statistics told the story, with Pacquiao outpunching Thurman by 686 to 571.

A weary Thurman later said he had been chasing the �ight from the moment

he was sent crashing to the canvas by a stunning combination in the �irst round.

“He had a lot of momentum from that point,” Thurman said. “I ended up paying attention to the number of rounds. By the time we got to the seventh I was like ‘Damn, we’re in the seventh already’.”

The right man won, but questions arise over Pacquiao-Thurman split decision ‘SO MANY WARS’ Pacquiao’s experience and conditioning had proved crucial at key moments, Thurman added.

“He’s been in so many wars, he just knows what to do at the right time,” he said.

“I had a good training camp but I felt like I needed a better output to go toe to toe with Manny Pacquiao.”

Thurman wasted no time after the �ight in requesting a rematch.

While fans would happily line up for a sequel to what is a strong candidate for the �ight of the year, Pacquiao’s camp were more circumspect.

Pacquiao, who paid tribute to Thurman’s “heavy hands” and punching power after the �ight, pocketed an estimated $20 million from Saturday’s contest.
