PRRD drug war nets 7,054 high-value targets; 189 are foreigners, 282 elected officials in PH

T

he Presidential Communications Operations Of�ice (PCOO) on Thursday released for the �irst time the government �igures on arrested high-value targets under the Philippines' campaign against illegal drugs.

From July 1, 2016 to June 30, 2019, PCOO Assistant Secretary Marie Rafael said law enforcers have nabbed some 7,054 high-value targets.

Of this �igure, 189 are foreigners, 282 are elected of�icials, 76 are uniformed personnel, 323 are government employees, 1,975 are target-listed, 687 are drug group leaders/members, 57 are armed group members, 689 are drug den maintainers, 190 are wanted-listed, eight are celebrities/prominent personalities, and 2,578 are from high impact operations.

Three years since the campaign was launched, Rafael said the government has launched at least 134, 583 anti-drug operations, where a total of 193,086 drug personalities were arrested and about 5,526 were killed.

The of�icial also noted that 421,724 drug surrenderers have been undergoing rehabilitation since, while 13,752 of the 42,045 total barangays in the Philippines have been declared drug-cleared for the same period.

ome 800 government and non-government stakeholders from all over Davao region attended the regional town hall held in Davao City on July 15 to address key issues of the region leading to PRRD’s SONA. The Department of Interior and Local Government (DILG), Department of Budget and Management (DBM) and the Presidential Communications Operations Of�ice (PCOO) organized the nationwide Dagyaw: Open Government and Participatory Governance Regional Townhall Meeting 2019 to discuss and address key issues in the regional level.

Dagyaw provides an opportunity for the local

stakeholders to clarify and ask questions straight to some top government of�icials. It intends to communicate the good governance reforms of the Duterte administration.

“Ang ibig sabihin ng Dagyaw ay hiligaynon for bayanihan. Magtulungan po tayo para ma-iangat ang ating bayan,” said PCOO Assistant Secretary Kris Ablan.

tion Agency (PIA) – Mindanao, has identi�ied TRAIN 2, Build Build Build and Violent Extremism among major concerns of the Davao region.

Some questions raised are the long overdue Samal-Davao Bridge, DigosDavao-Tagum railway and effects of taxation in in�lation and oil price hike.

Dagyaw aims to create a mechanism for citizen engagement in programs related to frontline service delivery such as health, education, housing, electricity, and infrastructure, as well as anti-corruption efforts.

“This is also a good ven-

ue for the government to answer and clarify questions from the public”, said Alex Roldan, DILG XI regional director.

Arbutante cited the Fukushima nuclear meltdown in Japan that could have cost thousands of lives if people are not prepared on what to do during hazardous disasters. CBRNE aims to prepare people, especially the

factory workers that are using hazardous chemicals in their operations, on what to do whenever there are chemical explosions and also, to equip Filipino during real CBRNE attack in the country.

The drill is an interagency activity that will involve PNP Explosive Division, DENR-EMB, Of�ice of Civil Defense and the Philippine Army. It will be evaluated by the United

States Department of Defense – Defense Protection Agency.

“The [US] agency has provided us equipment and CBRNE trainings in and abroad to capacitate us in responding to CBRNE disasters,” said Arbutante.

The nationwide CBRNE drill will start on July 24 in Manila, 25th in Cebu and in Davao on the 26th.

BFP to conduct nationwide biochemical hazards drill

he Bureau of Fire Protection (BFP) will be conducting a nationwide Chemical, Biological, Radiological, Nuclear and Explosives (CBRNE) drill to prepare Filipinos for incidents caused by hazardous materials.

ATI CITY-- Newly-installed Mati City Mayor Michelle Rabat is instituting a clean-up drive in and out of City Hall.

Mayor Rabat said in an interview that they are now doing “forensic auditing” on all government of�ices to determine if there were anomalies committed particularly corruption.

Rabat said this is part of her administration’s policy on transparency and accountability.

Mayor Michelle said that they are particularly looking into the local �inance of�ices composed of the City Planning, the Accounting, the Treasury, and the Budget Of�ice.

tate pension fund Government Service Insurance System (GSIS) continues to reach out to relatives of slain Special Action Force (SAF) 44 policemen by inviting them to work for the pension fund.

A bloody encounter with the Bangsamoro Islamic Freedom Fighters in Mamasapano killed the policemen on January 25, 2015. President Rodrigo Duterte appealed to government of�ices to prioritize employment of their widows and siblings.

GSIS heeded the call and has been communicating with relatives to make a job offer.

“It is not easy to �ill the void left by the SAF 44 as breadwinners. We would like to give their families a source of income by working in GSIS. At the same time, they will be augmenting our operational requirements to better serve our members and pension-

he Bangko Sentral ng Pilipinas (BSP) has again recognized BDO Unibank’s role as a trusted partner of overseas Filipinos in sending their hard-earned money to their loved ones back home, by bestowing the “Commercial Bank that Generated the Largest Overseas Filipino Remittances” Award during the recently held 2019 BSP Stakeholders Awards.

FFORTS to fast track the delivery of agrarian justice has gathered some headways, following the 2019 National Quarterly Assessment and Monitoring and the cascading of agrarian reform laws and policies at the Garden Orchid Hotel in Zamboanga City.

Agrarian Reform Secretary John R. Castriciones said the speedy resolution of agrarian cases is his major concern as this would clear the way for the smooth and orderly implementation of the Comprehensive Agrarian Reform Program (CARP).

Earlier, Castriciones ordered the legal department of the Department of Agrarian Reform (DAR) to come up with legal strategies that would hasten the resolution of cases under the agrarian legal implementation and agrarian legal assistance to ease the tensions between and among farmer-bene�icia-

ries and landowners.

In line with this directive, the Bureau of Agrarian Legal Assistance (BALA) gathered the DAR’s legal staff in Mindanao to carry out the long-standing directive of Castriciones to attain zero backlog through the following courses of actions: 1.

Formulation of catch-up plan if the particular regional and provincial Legal Of�ice falls short of its projected goals; 2. Assessment of the individual performance of the legal of�icers through one-on-one evaluation and assessment to ensure the improvement in their output; 3. Ensuring that the regional and provincial indicative plans and budget proposals are consistent with the Department’s thrusts and priorities; 4.

“This IRR gives ARTA the teeth to ensure that regulatory reforms will not just be on paper but will translate into concrete action bene�icial to the business sector and the ordinary people transacting with the government,” said lawyer Ernesto Perez, Deputy Director General of the Anti-Red Tape Authority (ARTA).

Perez said Republic Act 11032, or the Ease of Doing Business and Ef�icient Government Services Act, was enacted in two years following the directive of President Rodrigo Duterte to make reforms to ensure competitiveness and ease of doing business mandatory. “(This) gives time our people to speak out and say enough is enough of corruption and unnecessary delays in government service,” he said during the signing of the law’s IRR. RA 11032 was signed into law on May 28, 2019 and took effect on June 15, 2019.

Perez explained that the law provides for government agencies to complete simple transactions within three days, seven days for complex transactions, and 20 days for highly technical transactions.

“If the application is not processed within that standard processing time of three, seven, 20 working days, or if it is not acted without the required extension, then the government of�icial or employee concerned will already be subjected to prosecution.

Because the law says fail-

ure to act on the application within that standard processing time, is already a clear violation,” he said.

Lawyer Jeremiah Belgica, ARTA Director General, said initial complaints could be sent through text messages, calls, Facebook messenger and Twitter.

“Gusto po natin gamitin ang (We want to use the) social media and electronic means to receive complaints. So it doesn’t mean to be formalized yet,” he said.

Belgica said ARTA would then evaluate the quality of the complaint.

“As long as the complaint would specify the identity of the complainant, with contact numbers (because) we want to call you back immediately. We want to know what agency and who are you complaining.

What are acts or what is the act that you are complaining of, and please, if you may, be ready with whatever evidence that you have. You could send it by picture, by text or whatever.

If we would determine that there is really cause for us to evaluate further or to go on with the case, after evaluation, we would ask you to �ile a formal charge,” he noted.

“Ito yung sa batas na sinasabi na (The law says) we will �ile a case with the Civil Service (Commission), with the Ombudsman, and other appropriate courts. Pwede kami mag (We can) �ile report and complaints to the Of�ice of the President and other administrative agencies that speci�ic person belongs to,” he added.

Belgica further said the success of the implementation of the law hinges on the speed and the ease of doing business in the country.

EDITORIAL Reforming Philippine sports The need for reforms in Philippine sports is not something that can be done overnight. Not even with an elections or change of leadership.

The trouble within the Philippine Olympic Committee (POC) has been there for a long time, whomsoever is at the helm. The problem is that each time there is an election for its leadership, division within its ranks only get worse.

The POC, as an independent body, is operating under a sovereign existence as provided for by the Olympic body, the International Olympic Committee (IOC).

As such, it is free from the in�luence and manipulations of the state. However, the independence is but a matter of de�ining or characterizing its existence.

When it comes to implementing its programs, the POC is very much dependent on government for support, �inancially and facilities-wise. Independence, under the Olympic norms, is an ironic term given the dependence on the state for it to function in developing athletes and sending them to competitions.

The POC will always exercise its independence from the state in�luence when it comes to choosing its leaders, but not when it needs the money.

Strange? Extremely strange.

Given the current situation of the POC, another election is impending after just recently changing leadership. However, the same personalities now

running the POC may still be controlling the elections thereby sabotaging the independence of its membership.

Thus, when an independent group called the Reform Philippine Sports (RPS) movement is pleadeding for the POC to make reforms ahead of the upcoming Southeast Asian Games, it necessitates a just and honest election on July 28.

The RPS claims it is “a movement of sports personalities and fans who have a growing concern over the way our leaders are handling Philippine sports.”

The group believes that the elections on July 28 may be rigged as some national sports associations (NSAs) are highly questionable and illegally recognized as members. As such, they must not be allowed to vote. The movement also called that “only quali�ied and competent candidates are allowed to run.”

If a change is to be made in Philippine sports in harmony with the sitting administration of the state, then it must yield to its �lawed independence and make way for the government which fuels the programs of the POC to have a hand in the selection of the leadership of the sports body.

In effect, whoever sits at POC is sure to be in good terms and has the support of the state.

MUJAHID NAVARRA UNDERSTANDING ISLAM

SALVATION IN ISLAM There are literally thousands of different religions which are unique in their respective doctrines, traditions, and acts of worship but they all promise one thing - salvation in some form or another. Salvation is de�ined in Theology as the deliverance from the consequences of one’s sins. In the Semitic religions of Judaism, Christianity, and Islam, salvation meant deliverance from the punishments in Hell�ire and entering Paradise.

The antonym of salvation is damnation.

Being saved or damned is a matter that shall be decided upon on Judgement Day after Allah destroys the Earth and ends all life in it including all the remaining human beings. On Judgment Day, every single human being who has lived on the face of the Earth shall be brought back to life and are presented an account of their deeds to be judged by Allah, who shall reign supreme on that Day as the lone judge.

Although, in some exceptions, some people have already been damned long before Judgement Day such as those who received Allah’s punishment while they are still here on Earth. Notable among these and are also mentioned in the Bible are Sodom and Gomorrah, Pharaoh and his army and the

people of Noah.

Jews and Christians have a simpler doctrine of salvation. For the Jews, being a Jew is enough to merit for anyone who professes this faith to be saved. For the Christians, it is dependent upon one’s acceptance of Jesus Christ as his own personal savior. Sins are recognized in both these religions but could be atoned for easily through faith.

In Islam, salvation is quite complicated but does satisfy most natural questions that any thinking man may have.

SALVATION IS ONLY FOR THE BELIEVERS Like any other religion there is, Islam has some sort of exclusivity in its doctrine about salvation.

With all due respect to other religions - only Muslims deserve the chance to be saved. But it does not automatically mean that every Muslim shall be saved.

Salvation is only achievable through Islam, as it is the religion of the prophets. Technically, anyone who lived in a time when there is a prophet, he is saved and is considered a believer by following that prophet. Those who lived during the time of Adam, Noah, Abraham, Moses, David, Solomon and Jesus are guaranteed salvation if they believed in

the respective prophet of their time and died while in a state of belief. Those who wish to be saved should follow the laws, doctrines, and acts of worship imposed upon them by the prophets. Those who lived during the time of Abraham should follow Abraham no Adam for example.

Since Islam believes that these prophets are Muslims and have the same teachings as Islam that we have today and have almost the same act of worship, it is logical to generalize that only those who follow Islam from the beginning of time shall have the opportunity to be saved.

Islam, as it is practiced today, have the same doctrine of the oneness of God taught by the prophets and the same acts of worship such as prostrating their faces on the ground just like Jesus, the wearing of veils for Muslim women just like Mary, the permission for Muslim men to marry up to four wives just like Prophet Jacob, and many others. Islam is nearer to the Biblical actions of the believers in old times than any of the Jewish and Christian sects we have today.

Now, since the last prophet has arrived, Muslims believe that those who want salvation should believe in Allah alone and to His prophet who was sent for this

time, Prophet Muhammad. There shall be no other prophet to come after Prophet Muhammad. Even Jesus Christ, on his second coming, shall follow the law brought

by Prophet Muhammad as that time is already the time of Prophet Muhammad and no longer his time. Despite this, Muslims love and respect all of the prophets.

SALVATION IS POSSIBLE FOR THOSE WHO DID NOT HEAR ABOUT ISLAM A common question about salvation is about those who were not able to hear about the message of salvation as they may be far from them or they may have physical disabilities such as deafness or even insanity. With regards to this, Allah is most just and he does not impose any judgment unless He sends forth a warner �irst of all and establishes the evidence for all those concerned to see. These people, who may not have heard of Allah’s message on Earth shall be given that message on Judgement Day, and they shall decide for themselves whether they would believe or not.

SALVATION THROUGH ALLAH’S MERCY As human’s, we naturally believe in cause and effect. You do good, you shall be rewarded and you do bad, you shall be punished.

The same is true in Islam with regards to salvation, but good deeds alone do not make one worthy of Paradise or salvation. It is through Allah’s mercy �irst of all. This teaching in Islam instills the importance of sincerity and humility in one’s good deeds that one does not become vain of his achievements. Of course, good deeds are some of the ways of attaining Allah’s mercy, but ultimately, it is the overall quality of the performance of these deeds that is judged and not mere quantity. In Islam, some acts of worship are not even physical which are performed by the heart. Reliance upon Allah, fear of Him and devotion to Him are all worship of the heart.

PREDESTINATION Another aspect of one’s salvation is Allah’s predestination whether one should be among those who are saved or among those who are damned. But this predestination does not mean that man is deprived of his free will to choose to attain salvation. Predestination only becomes a factor because Allah already knew the actions of each human being long before they were even born. Allah also does not intervene except that He gives us signs along the way and the decision is ultimately on him to believe or disbelieve.

Now, you know that small is big!” – Mehmet Murat Ildan *** Today, we live in a world where everything seems to be larger than life. People don’t pay attention anymore to things that are trivial. Most people these days don’t say, “Thank you” anymore.

If you do, the recipient won’t reply, “You’re welcome.”

But are there really small things? “Sometimes when I consider what tremendous consequences come from little things – a chance word, a tap on the shoulder, or a penny dropped on a news stand – I am tempted to think… there are no little things,” American author and advertising executive Bruce Barton said.

Indeed, there are no little things. “Symphonies begin with one note; �ires with one �lame; gardens with one �lower; and masterpieces with one stroke,” Matshona Dhliwayo pointed out.

No one seems to pay attention to one – one against the many. But it was only one vote that gave the United States the English language instead of German in 1776. One hundred twenty-seven years earlier, in 1649, only one vote decided the execution of Charles I of England.

Such is the power of one! In 1800, one vote in the Electoral College gave Thomas Jefferson the Presidency over Aaron Burr.

In 1868, only one vote saved President Andrew Johnson from impeachment. In 1876, one vote gave Rutherford D. Hayes the Presidency of the United States. In 1923, one vote made Adolf Hitler the leader of the Nazi Party.

Three simple words – “I love you” followed by “I do” – can start a lifetime commitment. Only one �ling can destroy a relationship. “Men trip not on mountains; they stumble on stones,” so goes a Chinese saying.

Great men and women from the past – such as Nelson Mandela, Mahatma Gandhi, Martin Luther King, Jr., and Mother Teresa – changed the course of history by performing a serious of little things.

The Holy Bible itself has given us an illustration that little things mean a lot. Goliath evoked terror among the Israelites. But David was never afraid of him. With his faith in God, he used a small stone to kill the Philistine giant.

“A kind act can be as powerful as a sword,” Rick Riordan, the widely-read author of The Battle of the Labyrinth, reminded. “As a mortal, I was never a great �ighter or athlete or poet. I only made wine. The people in my village laughed at me. They said I would never amount to anything. Look at me now. Sometimes, small things can become very large in-

deed.”

In Mended: Thoughts on Life, Love, and Leaps of Faith, Anna White wrote” “This is the only advice I offer you. Pick the small thing, and carry it on. Let it change your life.” Richelle E. Goodrich, author of Making Wishes, has the same advice: “Do the small stuff. A consistent little will earn you a lot.”

I was reminded of a story that happened in the United States. A Kansas farmer returned from his farm one day and found a very small potato in his pocket. Jokingly, he handed it to his 12-yearold nephew who was visiting him. “Here,” he said, “plant that here on my farm and you can have all the potatoes you raise from it until you are 21 years old.”

The boy was intelligent. He cut the potato into as many pieces as it had “eyes” and planted the pieces behind the barn. That autumn, he dug up his potatoes, put them aside, and next spring cut his potatoes, and made another planting. His crop did very well from year to year, and his fourth year’s harvest was over one hundred bushels.

The farmer saw that the boy’s planting would soon cover all his land. So, he begged to be freed from his nasty offer. The nephew was very much willing since he had made quite a pro�it from that one small potato already.

Big things grow from small beginnings.

“It’s the little details that are

vital. Little things make big things happen,” reminds John Wooden, the American basketball player nicknamed the “Wizard of Westwood.”

Laurie Beth Jones, author of The Power of Positive Prophecy, related her own story about a former boss who didn’t want her to spend so much time with clients. “Go after the big clients,” she was told. “Leave the peanuts to the others.”

But still she did what she wanted to do. “When the numbers were totaled,” she wrote, “my combination of small sales out-totaled his few big ones.”

Jones resigned from her job and started her own company.

“Dinosaurs became extinct yet rabbits still abound,” she pointed out.

Now, let me tell you a story that was featured in 365 Moments to Cherish by Robert Strand: At age 21, Jacques La�itte, a son of a very poor carpenter from a small city, set out to seek his fortune and future life’s work in Paris. He had no references from in�luential people no brilliant academic career behind him, but he was young and full of hope.

With his usual thoroughness, he started looking for a job. Days became weeks, and still he had no job or income. But he kept at it.

Nobody in Paris noticed this determined young man.

One morning, he applied at the of�ice of a famous Swiss banker, Monsieur Perregaux. The bank-

er asked him few questions about himself. Then, he slowly shook his head and said there would be no job offered at the moment.

Sadly, and more discouraged than ever, Jacques left the bank and walked slowly across the courtyard. As he did so, he paused, stopped, and picked something up. Then, he continued into the busy street, wondering if perhaps it wasn’t time to return home.

At about that moment, he was overtaken by a man who tapped him on the shoulder. “Excuse me, sir,” he said, “I’m an employee at the bank. Monsieur Perregaux wishes to see you again.”

For the second time that morning, Jacques faced the famous banker. “Pardon me,” the banker said, “but I happened to be watching you as you crossed the courtyard of the bank. You stopped and picked something up. Would you mind telling me what it was?”

“Only this,” the young man replied, wonderingly, as he took a bright new straight pin from the underside of the lapel of his coat.

“Aaah,” the banker exclaimed.

“That changes everything. We always have room here for anyone who is careful about little things.

You may start at once.”

CCBPI Davao associates hold 'Brigada' program

or 10 years now, associates from Coca-Cola Beverages Philippines Inc. (CCBPI) in Davao have been volunteering in the annual Brigada Eskwela program of the Department of Education, helping repair and prepare public elementary and high school classrooms and other facilities before the opening of classes.

This year, 37 volunteers from the Coca-Cola Davao Distribution Center and Davao 1 Plant headed for Erico T. Nograles National High School in Bago Aplaya, Davao City while 40 volunteers from

Coca-Cola’s Davao 2 Plant went to Darong Elementary School in Sta. Cruz, Davao Del Sur, to volunteer their time and energy in the thorough cleaning of classrooms and corridors and in the re-painting of rooms, cabinets, and chairs. Also on hand to pitch-in were some kids of CCBPI employees who gamely did their share of the work.

IF he had his way, Emmanuel Joseph “EJ” Tan Pasia would have been a film director but fate intervened. He ended up being an architect and now he is one of Davao City’s prominent furniture designers.

“I really wanted to direct films,” he said in an interview with EDGE Davao. “I always loved cinema, but since there’s no film school in Davao, my second option was architecture and I loved it even more.”

EJ graduated from Ateneo de Davao University in 2004 “after

In 2006, he founded EJ Pasia Architects. “I didn’t think about a lot of other things,” he admitted. “I knew I was really passionate about creating my own stamp of design early on in my career.”

It was this passion that drove EJ to unveil EJ Pasia Furniture in 2010. “It was out of pure luck,” he said. “I was able to utilize our family’s downtown space for my office,” which was located at the back. “On front, I sold home décor pieces. I sold more furniture so I decided to focus on furniture sales along with my architecture practice.”

That launched his career literally. “I didn’t know furni-

ture design is a whole different world; it’s a vast canvass to manipulate,” he pointed out. To pursue his new-found passion, he studied at the SoFA Design Institute in Manila.

It was there that he met his

mentor, Tobias Guggenheimer, who happened to be the institute’s dean. He also had the pleasure of being mentored by Ed Calma and Tina Periquet,

n independent group called the Reform Philippine Sports (RPS) movement pleaded for the Philippine Olympic Committee (POC) to make reforms ahead of the upcoming Southeast Asian Games.

"We, the members of the Reform Philippine Sports Movement, demand for a just and honest election for the Philippine Olympic Committee this July 28," the group said in a statement on Wednesday.

The RPS introduced itself as "a movement of sports personalities and fans who have a growing concern over the way our leaders are handling Philippine sports."

While the RPS described itself as "neutral," the movement speci�ically expressed its concern over the group of acting POC president Joey Romasanta, citing some cases like controlling the �low of the elections and an alleged re-

vocation of the verbal resignation of some members.

"We strongly recommend [that]... the POC General Assembly decide with �inality on the controversial revocation of resignation by some members of the executive board... only legitimate member of POC must be allowed to vote,” the statement further said.

The group said national sports associations (NSAs) that “are highly questionable and illegally recognized as members” must not be allowed to vote.

The movement also called that "only quali�ied and competent candidates are allowed to run."

"The coming election will be of grave importance to the future generations...

We want change to happen within POC, and that change must happen now -- not just for the sake of the Filipino athletes but for the future generations of Filipinos," the statement concluded. (PNA)

AS VEGAS -- Floyd Mayweather has “zero interest” in coming out of retirement for a rematch with Manny Pacquiao after their money-spinning 2015 super�ight, close con�idante Leonard Ellerbe said Wednesday.

Ellerbe, the chief executive of Mayweather Promotions, told the boxingscene.com website that not even the prospect of another lucrative payday would tempt Mayweather back into the ring.

Mayweather is believed to have earned an estimated $300 million from the points victory over Pac-

quiao, which remains the most lucrative �ight in history and generated more than $600 million revenue.

Pacquiao’s long-time trainer Freddie Roach said last week he would be keen for the Filipino icon to set up a rematch with Mayweather after a frustrating defeat in the �irst meeting.
