ormer Davao del Norte second district congressman Antonio “Tonyboy” Floirendo’s camp shrugged off accusations he is doing the infamous action of former Cebu City Mayor Tomas Osmeña who was criticized for allegedly stripping out immovables in his of�ice right after losing the midterm elections last May.

This came after an information circulated that Floirendo tasked his team to yank off two of eight toilet bowls and some of the doors in Barangay Una Gym. An of�icial statement released by Floirendo's camp late Monday, July 15, through their of�icial Facebook page Serbisyo Una, stated that the Floirendos, renowned for supporting local boxers in Panabo City, decided to just temporarily cease operation in Barangay Una Boxing Gym and transfer the boxing gym somewhere more conductive to boxers' training without being harassed of eviction.

"At the moment, we are negotiating for its transfer to Carmen town or the

Barangay AOF in Panabo City. This is the reason why we have to take away all of the necessary equipments needed for the continuance of the operation of the boxing gym," Serbisyo Una stated, adding that for the meantime, the An�lo Group of Companies decided to continue supporting their boxing scholars.

Serbisyo Una also explained that their team was tasked to take the gym equipments and other materials including 2 out of 8 toilet bowls installed in the gym as they were already cracked and could no longer be used.

"Some of the doors in the boxers’ quarters were also taken out so they could be used in the new relocated gym.

Filipino American (Fil-Am) Cerritos City of�icial admitted he was moved by the stories of indigenous peoples’ (IPs) leaders and vowed to share them after meeting with him at the City Hall here on July 15.

“As a Filipino American who is very proud of my heritage, it is important that I hear their stories like these,” said Council member Mark E. Pulido, referring to the eight IP leaders who met with him at the Cerritos City Hall to share the latter’s narrative of struggle and deception against the Communist Party of the Philippines and its armed wing, New People’s Army (CPP-NPA) back in their tribal communities in the Philippines.

Pulido, who is former two-term mayor of an af�luent suburban city in Los Angeles County, California, United States in 2014 and 2018, said he always had a natural interest and curiosity about things happening in the Philippines.

“But growing up in America, we are not offered a lot of information and one would have to seek them out,” he added.

He said he takes pride in being a son of a Filipino mother and father and feels equally the same of the FilAm community in Cerritos City for being a dynamic model of what can happen when they unite to support each other socially, economically, and politically.

“I care deeply about my Filipino identity and I don’t

wish the Philippines to be in this type of turmoil. Since as a young child, even younger than my daughter is now, I was raised with the turmoil that my parents felt in their stories, from the war and then ongoing the immigration experience and then the accounting of the things that happened in the Southern Philippines,” said Pulido, who is the �irst Fil-Am mayor of Cerritos City.

He said he was made aware as a young child of what the IPs are really experiencing.

Data shows Filipinos make up a large percentage of the city’s majority Asian community, with a population of around 7,223.

Pulido vowed to share the IP leaders stories with the rest of the Fil-Am community, which he said is more than 50 years old and have fully realized the promise of political empowerment, and civic engagement.

“I am aware of the CPP and their efforts in the United States hence, it is important to get their stories out also,” he said. “So I think it is a matter of shedding light on the truth. I think it is important to educate people.”

“R.A. No. 11211 enhances the central bank's capacity to promote price and �inancial stability and a safe and reliable payment system,” said Elmore O. Capule, BSP General Counsel and Senior Assistant Governor.

The amended central bank law restores the BSP's authority to issue its own debt papers giving BSP greater �lexibility in determining the timing and size of its monetary operations. This allows BSP to craft necessary policies to address potential

risks to the economy.

The law also mandates BSP to tailor-�it capital adequacy ratios based on the risk pro�ile of the bank and restore its authority to obtain data from any person or entity both from private or public sectors for statistical and policy development purposes.

Together with Republic Act No. 11127 or The National Payment System Act, the amended BSP charter

DU30 signs Seal of Good Local Governance Act of 2019 into law

resident Rodrigo R. Duterte has signed into law an act establishing and institutionalizing the Seal of Good Local Governance for local government units (LGUs).

Duterte signed "The Seal of Good Local Governance Act of 2019" (R.A. 11292) on April 12, 2019 but a copy of the document was only released to reporters on Tuesday (July 16).

Under the law, the Seal of Good Local Governance (SGLG) refers to "an award, incentive, honor and recognition-based program for all LGUs, and is a continuing commitment for LGUs to continually progress and improve their performance."

The law establishes the Council of Good Local Governance, composed of at least 10 government agencies, which shall act as a policy-making and advisory body to ensure the proper implementation of the SGLG.

The council will be tasked to develop performance indicators that shall serve as standards for evaluating the LGUs compliance and/or satisfaction of each of the criteria.

It shall also take into consideration that LGUs may not be similarly situated and that one or more indicators may be peculiarly inapplicable or extremely different to meet given limitations or circumstances of LGUs. The Department of the Interior and Local Government (DILG) Secretary will be designated as the council's chairperson.

The DILG shall be the implementing agency of the act and may call on concerned agencies, civil society organizations or sectors to assist carrying out its tasks.

Acevedo, a veteran banker and technology advocate, comes prepared with his expertise in digital marketing which he will put into the banking practice of RCBC. “Our objective is to reduce the turnaround time signi�icance. We are trying to reduce paper requirements, cut the number of process that used to be there and do it quickly,” Acevedo said.

Adding arti�icial intelligence and robotic system to traditional banking practice not only aid time management, it can also save head count of their manpower and switch it

with sales people for the branches.

Acevedo explained that one robotic automation system can serve �ive of their branches. This means saving one person per branch by moving its task to a robotic system. RCBC now has 507 branches nationwide which could only mean they can also have 507 sales people with this AI system.

Two branches have now started their experimentation of the said system. He added that there will be 20 more branches which they are also preparing to use the system soon. Using AI system can

help increase the bank’s productivity to at least 50 percent.

With Acevedo steering the RCBC ship, the bank’s potential is seen to improve through digitalization which is also seen to secure the bank's system thereby preventing cybercrime attacks after the unfortunate event of the stolen $81 million by cyber hackers from Bangladesh in 2016.

RCBC now uses an advanced analytics software called Predator that is used to study the patterns of money being deposited or transferred from unknown sources to avoid money laundering cases.

“You cannot really compete unless you satisfy the minimum requirements of digitalization. Let’s say bank has to meet the infrastructure requirements.

But to defend yourself against cybercrime attacks,

you need to invest in cyber security measures and hire consultants to make sure that you are protected,” Acevedo said.

RCBC is the �irst to use Predator in the Philippines.

Armed with a concept called the 3D’s---Design, Data and Digitalization, RCBC is now creating a level of customer experience that allows them to differentiate from the others.

The bank is also doing improvements with their mobile apps and are redesigning their customer experience process.

So far, the DAR has distributed close to 5 million hectares of agricultural land, 1.2 million hectares of these are bundled into a number of collective CLOAs, with the leaderships of farmers’ organizations taking charge on behalf of their members.

Padilla said the parceling of collective CLOAs is the DAR’s expression of support to the partnership in pursuit of the government’s food security and poverty alleviation program as it helps “empower every farmer-bene�iciary and spur rural development in the countryside,” Padilla said during the meeting.

Assistant Secretary Jose Solidum of the Of�ice of the Cabinet Secretary in Malacanang said the meeting seeks to enhance the framework in conformity with the respective mandates of all partner agencies to ensure that all hands on deck for this noble cause.

Solidum said the collaborative efforts are geared towards increasing farm productivity, ensure food security and mitigate malnutrition.

“Our efforts build on the success of the Brazilian government in providing agricultural extension services that are linked to the nutritional needs of the national feeding program,” Solidum explained. DAR

Gov't earns P142.6-M in 21 months from Mile Long property: Finance

he government has so far earned more than PHP142 million from the 2.2 hectare Mile Long property in Makati City since it took over the management of this state-owned prime real estate in August 2017, the Department of Finance (DOF) disclosed in a statement on Wednesday.

Gerard Chan, the Chief Privatization Of�icer of the DOF-attached Privatization Management Of�ice (PMO) said the government’s net earnings of PHP142 million in rental fees over a 21-month period for the Mile Long Property represents an average pro�it of around PHP6.7 million per month.

In contrast, the government was able to collect nothing in rental fees from this prime Makati lot's former lessee, Sunvar Realty Development Corp., for 14 years prior to PMO's takeover in 2017 owing to the then-pending legal case over the property.

In a report to Finance Secretary Carlos Dominguez III, Chan said that since the government took over the management of the property

from Sunvar in August 2017, the government has earned a gross income of PHP185 million in rental fees.

Deducting expenses totaling PHP42.46 million over the August 2017 to June 2019 period, yields a net income of PHP142.6 million.

“That’s roughly (an income of) PHP7 million a month from zero,” Dominguez said upon hearing Chan’s report during a recent DOF Executive Committee (Execom) meeting.

Dominguez was referring to the 14-year period when the government was earning nothing from the Mile Long property because the government was embroiled in a legal battle with Sunvar, which refused to vacate the property even after its lease contract had expired in 2002.

Chan said that as of June 2019, 128 establishments are now occupying 219 of the 309 available units in Mile Long, representing a 71 percent occupancy rate.

The government also earns from leasing out the three parking areas in the property, Chan added. (PR)

EDITORIAL Reminder to non-citizens The Bureau of Immigration (BI) stressing a provision of law concerning foreigners and this is speci�ically that they are not allowed to engage in any political activity in the country is a reminder non-citizens must take seriously.

The reminder came days ahead of the July 22 State of the Nation Address (SONA) of President Duterte. The basis of the prohibition is Operations Order SBM-2015-025 issued by the Bureau of Immigration on July 3, 2015, signed by then Commissioner Siegfred B. Mison and approved by then-Secretary of Justice Leila M. de Lima.

The order reads in part “Section 1. Foreign tourists in the Philippines are enjoined to observe the limitation on the exercise of their political rights during their stay in the Philippines. Foreign tourists are prohibited from engaging in any political activity as de�ined by law and jurisprudence, such as, but not limited to, joining, supporting, contributing or involving themselves in whatever manner in any rally, assembly or gathering, whether for or against the government.”

The intent to limit the involvement of foreigners in the legal political rights afforded to Philippine citizens is clear: “Whereas, foreign tourists in the Philippines are not entitled to all the rights and privileges granted to the citizens of the Philippines, speci�ically the exercise of political right which are inherently exclusive to Filipino citizens.”

deportation and exclusion of foreign nationals who took part in protests and mass actions.

The BI said that while it is within their policy to welcome foreign visitors, they are also duty-bound to implement the law by deporting foreign protesters.

There are two schools of thought when it comes to joining of protest actions by foreigners in the Philippines. The �irst of course is, as mentioned in the BI order, that foreigners have no business joining political actions as it is a clear violation of their conditions of stay. Being a visitor of the country does not give foreigners the political rights and privileges of a Filipino.

The other contention is that which involves an obligation by the Philippine government under international law—speci�ically the International Covenant on Civil and Political Rights—to allow foreigners to express their opinions even through public protest.

However, to assume the second under the international covenant is tantamount to giving foreigners the same political rights as Filipino citizens.

It makes no logic too that if foreigners under the same concept of international law is afforded equal political rights, it also behooves the government to afford them similar economic rights.

To believe in the latter school of thought is utterly foolish.

WELCOMING INDONESIAN TRADE As the M/V Baltic Summer operated by Refeer Express Line Filipinas arrived in Kudos Port, Sasa, Davao City on its �irst soft sailing operation of the Davao-Bitung (Indonesia) shipping route, a new hope for trade within the Brunei Indonesia Malaysia Philippines - East Asia Growth Area (BIMP- EAGA) corridor has risen.

The route, with extended links to Labuan, Malaysia and Ho Chi Minh, Vietnam is expected to allow quick delivery of cargo accross Southeast asia from Davao.

This is a route that we have long awaited.

This matters much because it may start off a set of new cargo links that can

bring Mindanao’s products to new markets and vice versa allowing the islands traders faster and more affordable logistics, avoiding the long winded, expensive and often congested connections through the port of Manila.

Direct shipping allows the transport of perishable items such as seafood.

The challenge now is sustaining this route, possible by lowering docking and wharfage fees, ad eventually negotiating good rates for shippers as the route is still in its infancy. As volume grows, higher capacity ships can be deployed, lowering costs further.

This, as the Indonesian consulate and its new con-

sul general Dicky Fabrian also celebrates a business fair in a major mall bringing several traders and suppliers direct to southern Mindanao, which is also home to thousands of ethnic indonesians. Bringing closer business ties is good for us.

This is because our regional economy continues to grow and exceed national growth, there is a need to keep pushing and expanding growth by expanding business opportunities and lowering costs.

We will need to consolidate business ties and perhaps look at nearby Indonesia as a source of opportunities, such as an additional raw materials and commodities suppliers like

corn to feed our poultry farms.

Affordable raw materials are what makes our industries competititve. We recall how four years ago low local corn production pushed the price of chicken up.

Learning these lessons, the capability to engage in business continuity planning requires local producers to not be dependent on local sources of raw materials, rather, to expand sourcing and improve ef�iciencies to keep raising levels of production.

All asian economies that have become successful have done so by pushing production and increasing quality. In the more com-

plex global marketplace, this is how brands are built to be successful.

ARE YOU ARGUMENTATIVE OR DISAGREEABLE? Let us �irst go to the de�inition of terms or search for the meanings of these two adjectives.

I googled “disagreeable” and I found its synonyms: unpleasant, displeasing, nasty, horrible, dreadful, frightful, odious, abominable, offensive, obnoxious, objectionable, repugnant, repulsive, revolting, repellent, disgusting, foul, vile, nauseating, sickening, hateful, detestable, distasteful, unsavory, unpalatable, unfriendly, bad-tempered, grumpy, peevish, sulky, sullen.

My goodness, these are 31 ‘unwelcome’ meanings.

“Argumentative” is also an adjective with these synonyms: quarrelsome, disputatious, bickering, contentious, wrangling, cantankerous, polemical, litigious, combative, hostile, confrontational.

The dictionary de�ines argumentative as “using or characterized by systematic reasoning” (ah ha!) or having a tendency to disagree or agree with other people in an angry way.”

From my readings and

study, if you ask me, the most argumentative people or race that I have come to know of are the Greeks.

They love to argue, discuss, debate and contest every meaning and applicability of any idea, concept or word that has any relevance to wisdom and knowledge.

Of course, no need to describe who Socrates, Plato and Aristotle were.

Let’s read and ponder on some of their gems of thought.

Socrates said: “When the debate is lost, slander becomes the tool of the loser.” (Isn’t this very much applicable with what we see, hear and read over the social media portals?)

Plato said: “Wise men speak because they have something to say; fools because they have to say something.” (Oops, was he referring members of our Congress?)

Aristotle said: “Those who are too smart to engage in politics are punished by being governed by those who are dumber.” (Hahahaha, oops again.)

As the pages of time and

history have �lipped and gone, the Greeks have been, unfortunately, supplanted and replaced by other races and people who generationally developed into their own ilk. (Hope I am not too unkind to the Greeks.)

But of all these races, the Filipino is the “standout.”

Take the Mamasapano massacre where 44 elite members of the PNP Special Action Force were wiped out during the incumbency of the Noynoy Aquino administration.

Suddenly, millions of Pinoy geniuses hurled their individual groans on FB, Twitter and Instagram; over the radio and on the man-on-the-street TV interviews, accusing the then Pres. Aquino 3rd of “command irresponsibility” but were effectively muted out by the regime’s highly paid staunch defenders in the mainstream media and the CHR that has mysteriously gone quiet.

Yes, there are nearly 110 million “geniuses” in this country who represent the total number of the coun-

try’s population who would dangle his two cents worth anytime over the radio or express his feelings on the social media.

Each of them is as much argumentative and disagreeable as their village chief who assumes he is much like the mayor of the town in overseeing his barangay the way he desires.

Every Filipino reckons he is as much knowledgeable as the district congressman who pretends to know, by the palm of his hands, all the solutions to the problems of his congressional jurisdiction.

Each Filipino also disputes the position taken by the senator of the republic as regards issues of national interest like the contentious South China Sea, the myriad of OFW concerns here and abroad, the Comelec fraud, the corruption in all levels of the bureaucracy, the campaign against illegal drugs, the messy and un-solved EDSA traf�ic problem, the Dengvaxia vaccine deaths, etc, etc.

The generation of Filipinos today is no longer timid

and ignorant.

Thanks to the advent of the social media and the proliferation of hi-tech and sophisticated software and hardware, Filipinos can cope and deal with global issues and development, wherever they are and whatever they do.

I am surprised that every Filipino today has the gut feeling to know when a government of�icial is lying or not by his actions or statements; when a customs of�icial is guilty of taking a bribe or is acting in conspiracy with others to commit corruption; when a congressman or senator is falsely accusing someone of a crime because he wants to grandstand; when a cop is on the take or not.

They even know what the President eats for breakfast and ‘merienda’.

Be in the know. Be argumentative but don’t be stubbornly disagreeable.

The 13-year old, two-year MJT player, obtained her �irst win of 2019 and second of her career. “The key for me to winning this tournament was staying calm after I had a bad hole,” she said. “I had a couple of stretches of bad holes, but I kept my composure and carried on.” Finishing tied for second were two Oakville players, Emily McKee (84, 84 - 168), 12, and Sarah Yang (83, 85 - 168), 12.

Waterloo native, Lucas Patton capped off the event’s Collegiate Division shooting scores of 83 and 87 (170).

Patton, 20, said, “I enjoyed playing in the tournament because the staff are nice, the sponsors are great, and events are generally well-organized.”

“I tried using a different dishwashing liquid in the past, but even though it was cheaper,

we ended up spending more because we finished up one bottle so fast. When I use Joy, because the product is so concentrated, one drop goes a long way,” Momi Berlin added.

In the event, Joy showed its superior dishwashing ability through experiment videos that visualized the product’s new and improved formulation, and even a live demo of the Best Ever Joy cleaning up the plates used in the salu-salo.

From the elite to simple folks, cheese is always a winner on the palate. And we all have our faves.

Blue cheese, anyone?

Like any other, dining with cheese should not be boring. With a glass of wine on the table and some preserved fruits, olives, crackers, chocolates and nuts on the board, nothing could go wrong. And yes, friends turning into family talking nonchalant makes the experience memorable – to say the least, that is.

A recent rendezvous at La Fermette (French for small farm), an ecological and integrated farm-to-table French restaurant, proved to be a most beautiful end to a tiring workday. Tucked in the southernmost part of the city, the farm-restaurant lets you experience Mother Nature without the need to go on a trek. At La Fermette, you’d be met with lush greens, fruit bearing trees and yes, live animals.

Owned and managed by partners Jean-Michel Desreumaux (French national) and Francis Eric Tam (Filipino), La Fermette has become a staple among diners. From kids to adults, many visit the farmrestaurant to satisfy a craving tummy. A must try is the kawa baths. “We are now open every

day to cater to our patrons who travelled just to be here,” Tam expressed.

Celebrating its first anniversary, Desreumaux and Tam had guests over to savour some of the most delectable cheeses the world has to offer.

“I brought them here for our friends to enjoy. A bit of wine and cheese on a night like this is just perfect,” Desreumaux shared.

On the table were 13 delectably aromatic cheeses that varied in shape, colour, smell and yes, taste. Accompanying the cheeses were some pikapika prepared by La Fermette that complimented the flavour pairing. Not to mention the homemade baguette served on the side. Delish!

Of the selection, the blue cheese, morbier and emmental stuck me most.

I’ve always been a fan of blue cheese, theirs was quite sharp and salty but not overpowering. On the other hand, the

morbier, named after the small village of Morbier in FrancheComte, has an ivory exterior and slightly elastic texture that leaves a moist, creamy and a slight bitter aftertaste on the palate. This, like the blue cheese, has a distinct smell that excites the senses. The yellowish medium-hard emmental

was an explosion on the palate.

It was savoury but mild – perfectly pairs with a slice of dark chocolate, to say the least.

Sadly, the cheeses will not be available at La Fermette. However, the farm-restaurant has been making their own cheese sold occasionally. “We have to consider the weather, the avail-

ability and other factors whenever we make some cheese. But we do have our own,” Tam and Desreumaux said.

Also available that night were a selection of red and white wines.

SITIO KANACAN in Brgy. Tamugan, Marilog District, Davao City sits atop a mountain at 1,500 feet above sea level. From the top, one could see the lush green view of Baguio, Marilog and Calinan Districts and the winding Tamugan and Davao Rivers, as well as the DavaoBukidnon Road.

It is definitely a breathtaking sight.

“Abi ninyo diri sa amua, diyes sentimos para langit jud ni (Here in our place, it’s only ten centavos to reach heaven),” Sitio Kanacan community leader Tatoy Tandangan said in jest, immediately drawing laughter from the crowd.

It was May 25, the last day of the weeklong Brigada Eskwela in Kanacan Elementary and High School for which a hundred volunteers gathered for a short program before starting their work. This moment of excitement was in contrast to the feeling they had in the journey to reach the community.

From Brgy. Lacson junction, it takes 40 minutes or 16 kilometers to reach the school by vehicle, traversing a combination of paved and unpaved roads lined with wild grass and cliffs.

A one-lane uncemented road unfrequented by 4-wheeled vehicles will greet travelers on the ascent. The bare earth turns muddy and slippery when wet and makes the road difficult to pass.

“This is a significant activity for Apo Agua as this is the farthest and highest we’ve come so far.

It has been an adventure

for us,” said Apo Agua Infrastructura General Manager Ones Almario during his message as he led a team of volunteers to this annual company activity. “This is part of our corporate social responsibility where we reach out to our communities. These types of activities have always been integral to the Aboitiz Group.”

In his welcome message, Kanacan Elementary School Head Teacher Darcy Centillas said, “Nalipay kaayo mi ug dako nga naa mo. First time nahitabo nga gianhi mi dinhi. (We are very happy that you are here.

This is the first time we’ve been visited.)” He went on to share how, before their school was established in 2017, students from their sitio would travel for an hour to the nearest national high school. The road then was almost impassable because motorcycles would get stuck in the mud. Students needed to walk even under extreme weather conditions, too, which would lead to many already dropping out by August.

Today, Kanacan High School’s Grades 7 to 9 have a total of 51 enrollees, most of whom belong to the Obu Manuvu, Bagobo, Ata, and Diangan tribes. While they wait for their new classrooms to be built within two years, they are occupying the former classrooms of Grades 1 to 3. The three-classroom building, built in 1972, is made of wooden planks and has undergone countless repairs and maintenance since.

The Brigada Eskwela volunteers breathed new life to the one-storey building and its sur-

roundings. Teachers, parents, and students assisted Apo Agua, its Project Development and Execution Team, and the JCI Davao who banded together in a collective effort to clean and paint walls, doors, and used tires, do carpentry work, and groundskeeping.

Apo Agua also donated much-needed tools and materials: gallons of paint, paint brushes, plywood, doorknobs, brooms, and trash cans.

JCI Davao donated first aid kits and books.

Conchita Tandangan, a mother of three, joined her family in the activity.

“Mura rag nagdula-dula (It’s like we’re just playing.),” she said, brushing paint up and down

a wall. “Salamat kaayo, ma’am. Wala man mi nagdahom ani. Abi namo’g pasagdan lang mi diri. Lipay kaayo mi, ma’am ui! (Thank you very much. We didn’t see this coming. We thought we would be left out on our own. We are very happy!)”

After the morning’s work was done, as the group of volunteers prepared to head back out, one of the students came running from the back of their newly painted classroom and shouted to her classmates, “Nindut na kaayo! (It looks very nice now!)” That was enough to carve a smile on the team members’ faces as they bid Kanacan High School goodbye.

The camp also made clear that the building of Barangay Una Boxing Gym was originally constructed thru the congressional fund and not by the city.

"It was renovated sometime in 2016 using private funds. The land was supposedly donated by the city to then congressman Floirendo for the purpose of using it as boxing gym which the congressman refused as he �inds it improper."

SC Chairman William Ramirez graced the opening of the Women In Sports Leadership and Coaching Seminar yesterday at the Century Park Hotel, Manila and mentioned need for more women coaches in the country in his speech.

“Women have the special ability to read the heart and mind of an athlete,” the designated Team Philippines’ Chef de Mission said in his message to over 150 sports women leaders, coaches, and local government representatives all over the country.

Also gracing the event were PSC Commissioner Celia Kiram and Australia-based coach Patricia Puzon as resource speaker.

“Coaching is not always perfect, but it is leadership.

I want to honor our Filipino

women who truly exempli�ies the self-awareness, ingenuity, love and heroism in honing the best in our athletes,” added Ramirez.

Puzon is the author of the book, ‘Becoming a Great Coach’ and the director, founder and head coach of MAC’s CrankIt Tennis Academy (MCTA) in New South Wales, Australia.

“I share the call of Chairman Ramirez to develop our Filipino women coaches,” added Puzon.

The four-day seminar was the agency’s successor event to last year’s Women’s Congress, with Ilocos Norte Governor Maria Imelda Josefa "Imee" Marcos attending the event.

The PSC continues to promote activities on women in sports, as mandated by law through Republic Act 9710, also called the “Magna Carta of Women”.

I wish I don’t have to write this.

But if I’m the sportswriter-columnist-opinion maker worth my salt, I have to unload what I think ought to be unloaded.

You see, I’m a little bit worried that Keith Thurman may keep his promise: That of forcing Manny Pacquiao to retire for good after their July 20 confrontation.

Yes, and Thurman, the 29-year old, undefeated WBA welterweight champion, hates the idea that the Pacman was responsible for retiring two former greats in the same division: Oscar dela Hoya and Antonio Margarito.

I mean, what Manny did to Oscar and Antonio was no mean feat. They were solid accomplishments that I sense Thurman is jealous of.

Despite his 29 wins with 22 KOs to his credit, Thurman has not retired any of his foes he defeated.

Like Danny Garcia, who is very much active.

Our Pambansang Kamao has, much earlier, sent Eric “El terrible” Morales to pack home and hung up his gloves.

So, Thurman is pitching in a hard sell, which we are not buying.

No one, in fact, in the US is buying Thurman’s “retirement” idea.

Tim Bradley, who �igured with Manny in a (surprise) trilogy, including an eye-popping draw, has cautioned the African-American titleholder not to over-estimate his (the latter’s) clean record and thus be over-con�ident.

“He (Thurman) has to watch Pacquiao’s left,” the former welterweight king warned, noting that Thurman has the propensity to go into a toe-to-toe exchange where Manny’s quick hands and lateral movements are Pacquiao’s assets.

Bradley said Thurman should watch several tapes

of Pacquiao’s encounters with Morales, Marquez and Mayweather and pick up two or three tips in defense and counterpunching.

Truth is that, in his brawl against Garcia, Thurman got bloodied in the same way he bloodied Garcia. He won via a unanimous decision, leaning on his stamina and endurance, which, I know, will serve him in good stead against the world’s only 8-division world champion.

But Thurman does not have the ring IQ that Pacquiao has learned over the years. His aggressive, swarming style may prove to be his un-doing as did Ricky Hatton who was taken out in two by the Filipino boxing icon.

Yup, this ring IQ is brought to the fore by �ighters in the mold of Muhammad Ali, Roy Jones, Marvin Hagler, Ray Leonard, Roberto Duran, Floyd Mayweather, Pacquiao, and other outstanding boxing greats.

But I still give Thurman a �ifty-�ifty chance despite his being the clear underdog.

He is younger by 11 years. If his corner plots an effective �ight plan designed to tire Pacquiao out, Thurman will try to get a second win in the second half of the 12-round battle.

I think most neutral observers will agree that MP’s KO power has waned a bit, as evidenced in the �ighting senator’s last three outings.

Well, as science and medicine have shown, age has something to do with physical degeneration (or deterioration).

My unsolicited suggestion for the Pacquiao camp is to go for an early knockout when the opportunity presents itself.
