Mahipus to check if barangays implement environment ordinances

ouncilor Diosdado Angelo Mahipus, Jr., on Tuesday, July 16, said he will visit different barangays in Davao City to check if the city’s environment ordinances are actually implemented in communities.

“Atoang paningkamutan na maadtoan tanang barangay kay I would like to make a report sa atoang city council,” Mahipus said at the sidelines of the regular sessions of the 19th council at the Sanguni-

ang Panglungsod.

Mahipus urged to make a stand on this matter considering that the city council has crafted several ordinances relating to environment conservation and sustainability

through the years.

“Mao ni ang main reason mutuyok ta kay atoang susihon kung kulang ba jud sa implentasyon,” the councilor said.

He said the city was never negligent in emphasizing environment in its landscape.

“Ang atoa lang kay we must enforce the ordinances that we already passed. And

avao City’s Peace 911 on Tuesday hailed the move of the of�icials and residents of two villages in Paquibato District in declaring the communist New People’s Army (NPA) as persona non grata.

Lawyer Elisa Lapina, the Focal Person of Peace 911, said it was a positive development taking place in Paquibato District as the city continues in making the once NPA stronghold a peace and development zone.

Lapina said she has talked to the leaders and

the people of the two villages to make sure that the decision was their own and they were not forced or intimidated by the soldiers.

“We are truly happy with the response of the community to the efforts of the city government.

They were really the ones

who volunteered to make such declaration and to (abandon) the NPA, choosing development to allow their areas to prosper,” she said.

She added that several other barangays in Paquibato District also manifested to declare the NPA person non grata.

Colonel Nolasco Mempin, the commander of the 1003rd Infantry Brigade, said the positive response of the people of Colosas and Tapak is a welcome

development and will let peace prosper in the communities.

“It shows that our communities, through their local leaders expressed abhorrence to violence, intimidation, and the sufferings caused by the insurgents,” Mempin said.

The declaration came barely �ive months after Colosas and Tapak were declared insurgency-free, alongside 12 other barangays in Paquibato District.

alacañang on Monday said it had better things to do than pursue an impeachment complaint against Vice President Leni Robredo for supporting the United Nations (UN) resolution seeking to look into the country’s human rights violations.

“But you know, we have better things to do. There are so many problems in this country. I will leave it to those who would want to initiate whatever they want to initiate against whomsoever,” Presidential Spokesman and Chief Presidential Legal Counsel Salvador Panelo said in a Palace brie�ing.

Earlier, Presidential Anti-Corruption Commission (PACC) Commissioner lawyer Manuelito Luna said Robredo could be impeached for endorsing the UN resolution describing it as a betrayal of public trust.

Instead of directly answering whether the Palace supported Luna’s statement, Panelo raised the question of whether Robredo’s “ignorance” is a betrayal of public trust.

“Is ignorance a betrayal of the public trust? That is my response. If gross ignorance is the ground for im-

peachment; is that a ground under the Constitution?”

Panelo said in a Palace brie�ing.

Panelo also noted that Palace will allow the advocates of Robredo’s impeachment to do what they wanted.

“Draw your conclusion.

That is my response. But I will let the advocate pursue that line,” Panelo said.

“There are as many opinions as there are lawyers. The impeachment court will be the ultimate decider of that legal issue,” he added.

Luna said although he has no intention of �iling an impeachment complaint against Robredo, it should serve as a warning for her to “temper” her statements.

Robredo reportedly said the government should welcome the resolution adopted by the UN Human Rights Council (UNHRC) seeking to investigate human rights violations in the Philippines in relation to the administration’s drug war.

Out of the UN body’s 47 members, 18 countries supported Iceland’s proposal, 14 countries including the Philippines voted against it, while the remaining 15 abstained. (PNA)

Duterte signed the law on April 17, 2019 but a copy of which was given to media on Monday (July 15).

Under the law, “the Department of Social Welfare Development (DSWD) shall deploy Social Welfare Attaches in countries with large concentration of OFWs as determined in coordination with the Department of

Foreign Affairs (DFA) and the Department of Labor and Employment (DOLE)”.

“The Social Welfare Attache shall possess the minimum quali�ications set by the Civil Service Commission and the preferred quali�ications prescribed by the DSWD,” it added.

The Social Welfare Attache should also have functions and duties such as managing cases of OFWs and other overseas Filipinos in distress needing psychosocial services.

he Philippine National Police (PNP) welcomed the implementation of the Philippine Identi�ication System (PhilSys) or national ID system which is set for pilot testing in September.

“The PNP strongly supports the implementation of the Republic Act 11055 or the Philippine Identi�ication System Act or PhilSys which has been signed by President Rodrigo Duterte last August 2018 and it will be piloted this September as the national ID system,” PNP chief, Gen. Oscar Albayalde told reporters during a press brie�ing at Camp Crame in Quezon City on Monday.

Aside from the assurance of wide-range delivery of government services and privileges, the new ID system would

boost PNP’s operational thrust against terrorism, Albayalde said.

On August 6 last year, President Rodrigo R. Duterte signed Republic Act 11055 creating PhilSys which would serve as a single of�icial identi�ication card for all citizens and resident aliens of the Philippines.

Under the law, the national ID shall contain a person’s PhilSys number, full name, gender, blood type, place of birth, date of birth, marital status (optional), mobile number (optional), address, front facing photo, full set of �ingerprints and iris scan.

NEDA panel OKs cost increases in Mindanao railway, MM bridges

T

he National Economic and Development Authority Board’s Investment Coordination Committee-Cabinet Committee (ICC-CabCom) on July 10, 2019 approved changes in two ongoing projects.

These include the increase in cost for the Mindanao Railway Project Phase 1-Tagum-Davao-Digos Segment (MRP-TDD), and the implementation extension of the Metro Manila Priority Bridges Seismic Improvement Project.

For the MRP-TDD, the project cost increase amounting to PHP82.9 billion—from its previously approved cost of PHP35.9 billion in 2017—will cover changes in cost of structural and construction works, among others.

In terms of scope, the ICC-CabCom also approved the additional

Davao Satellite Depot of the MRP-TDD. For the Metro Manila Priority Bridges Seismic Improvement Project, the cost increases to PHP7.9 billion from PHP4.3 billion will cover the changes in construction technology to be applied to the Guadalupe Bridge, putting up of temporary detour bridges in Guadalupe, and additional work shift to reduce the construction period, among others.

DTI pushes proposed EO minimizing shipping costs

he Department of Trade and Industry (DTI) will ask President Rodrigo Duterte to issue an executive order (EO) that will signi�icantly reduce logistics costs for local companies over the next few months.

DTI Secretary Ramon Lopez said he has instructed Undersecretary Rowel Barba to reconvene the technical working group composed of the Department of Transportation, DTI, and Department of Finance to reconstitute the Joint Administrative Order (JAO) resolving high shipping costs and port congestion into an EO. Lopez told reporters on the sidelines of the 2nd Logistics Services Philippines Conference and Exhibition Monday that the proposed

EO is expected to bring down the average cost of logistics as a percentage of sales of local �irms from about 27 percent to below 20 percent by year-end or “a few months after that” with streamlining of the process and costs of transporting goods.

Citing World Bank’s Dr. Ruth Banomyong, he said the average logistics cost of �irms consist of only 11.11 percent of the total sales in Thailand, Vietnam at 16.3 percent, and Indonesia at 21.40 percent.

Lopez said they are keen on coming up with clear guidelines on shipping fees which are currently set freely by the international shipping lines.

ersonal remittances from Overseas Filipinos (OFs) rose to USD2.9 billion in May 2019, a 5.5 percent increase from USD2.7 billion in May 2018.

On a cumulative basis, personal remittances for the period January-May 2019 increased by 4.1 percent to reach USD13.7 billion from last years’ level of USD13.2 billion, Bangko Sentral ng Pilipinas (BSP) Governor Benjamin E. Diokno said in a statement on Monday.

The steady growth in personal remittances during the �irst �ive months of 2019 drew support from the remittance in�lows from land-based OF workers with work contracts of one year or more, which aggregated to USD10.5 billion from USD10.2 billion in the same period last year.

In�lows from the compensation of sea-based workers and land-based workers with short-term contracts also contributed to this growth and totaled USD2.9 billion from USD2.7 billion a year ago.

Likewise, cash remittances from OFs coursed through banks rose to USD2.6 billion in May 2019, a 5.7 percent increase, from USD2.5 billion in the same period a year ago. This brought cash remittances for the period January-May 2019 to reach USD12.3 billion, 4.5 percent higher than the USD11.8 billion recorded in the same period last year.

In particular, cash remittances from land-based and sea-based workers increased by 3.2 percent at USD9.7 billion and 9.2 percent at USD2.7 billion, respectively, during the �irst �ive months of 2019.

By country source, the US registered the highest share of overall remittances for January to May 2019 at 36 percent. It was followed by Saudi Arabia, Singapore, United Arab Emirates, the UK, Japan, Canada, Hong Kong, Qatar, and Kuwait. The combined remittances from these countries accounted for 78 percent of total cash remittances from January to May 2019. (PR)

Economists eye minimal impact on PHL of slower China GDP

S

ome economists have discounted a negative impact on the Philippines in the near term, of the slower second quarter growth of the Chinese economy this 2019.

Gross domestic product (GPD) of the world’s second largest economy posted a nearly 30-year low of 6.2 percent from 6.4 percent in the previous quarter, which economists said re�lects the weaker global economic outlook.

Regina Capital managing director Luis Limlingan told the Philippine News Agency (PNA) that the Chinese economy’s output from April to June this year is within market expectations “so it wasn’t that much a shock.”

He, however, pointed out that “still it raises con-

cerns long term of a slowdown.”

“But long term, if growth slows, it may spill over to us as China is a key trading partner,” he added.

Also, Union Bank of the Philippines (UnionBank) chief economist Ruben Carlo Asuncion told PNA that he does not see any direct and signi�icant impact on the Philippine economy of this latest growth report from China.

“The internal conditions, at this point, are stronger driver of Philippine GDP growth,” he said, citing the improvement in government spending.

“Government spending has been an important indicator so far this year (in) determining economic growth,” he added.

UPON, DAVAO ORIENTAL – In a continuous and serious bid to provide long-term solutions for poverty and insurgency, Governor Nelson Dayanghirang takes President Rodrigo Duterte’s Executive Order 70 or “Whole-of-Nation Approach to Attain Sustainable Peace and to End Local Communist Armed Con�lict” down to the barangays through the province’s localized version Executive Order

After it piloted in Barangay Taocanga, Manay Davao Oriental, where departments of the provincial government and national agencies immersed with barangay folks and made a dialogue with them, the Provincial Government held its next stop in Barangay Marayag in the Municipality of Lupon on July 9-10.

Barangay Marayag was chosen for the activity as it is one of the biggest barangays of Lupon with a history of CPP-NPA-NDF in�luence.

During the two-day immersion activity, the Provincial Task Force on Ending Local Communist Insurgency (PTF-ELCAC) composed of twelve clusters was able to converse with the locals and diagnose their community’s needs through a Comprehensive Needs Analysis. This, thus, gave the task force a concrete and realistic guide to the interventions it can implement in the community.

The structure of the localized version was replicated from EO 70, the Wholeof-Nation Approach of President Rodrigo Duterte, composed of clusters parallel to the national government.

“In going to the barangays, there will be no services delivered. We will focus on our ultimate goal to ascertain the needs of the people and know the ills of society. Our strategies are localized peace talk with the families so that the message will go down quickly. We will also strategize through community immersion and sectoral dialogue. What is really important is the participation of our people, and this is empowering them and gaining mutual respect,” said PTF-ELCAC Vice Chairman Ednar Dayanghirang.

IMMERSION RESULTS In the needs assessment of the community, the needs which surfaced included water system, employment, livelihood, education, activity centers for the schools, land tenure security, tribal hall for the indigenous people, and sanitation, among others.

Some agencies were quick to give their commitment to respond to the needs of the barangay residents.

The Department of Agrarian Reform (DAR) was quick to act with the dis-

tribution of the Certi�icate of Land Ownership Award (CLOA) scheduled on July 17, 2019.

The Technical Education and Skills Development Authority and Department of Trade and Industry also scheduled a meeting with the barangay of�icials to ascertain what skills training do they need for their livelihood, while the Provincial Agriculture Of�ice also set a meeting with the barangay of�icials to know what seedlings of crops do they need.

And equally committed, the Provincial Task Force on Socialized Housing, strongly encouraged the residents to avail of the socialized housing projects of the provincial government.

Mr. Dayanghirang furthered that the Governor wants a systematic and practical way of addressing the people’s needs.

“Those needs that can be accommodated by the barangay will be addressed by the barangay. Needs that require bigger attention and budget will be referred to the local government and to the province. This way, we inculcate a sense of belongingness to the measures that will be undertaken to �ind solutions to the problems, of which everybody must be a part of the solution,” he explained.

The Provincial Planning and Development Of�ice was tasked to consolidate the assessment made in the barangays.

Helen Manggob was elated upon knowing that her barangay will be assessed.

In the dialogue, the residents from the different sectors were divided into groups. In each group, a teacher moderator jotted down what the residents had poured out and made a reporting to the task force.

The residents were asked to verbalize their dream for their family, for their community, and municipality, and for the sector that they represent. After which, they were asked to share the hindrances they see and experience in materializing those dreams, and recommend possible solutions.

Governor Nelson Dayanghirang emphasized that the program has to reach and has to be felt in all 183 barangays of the province, and in all the corners of the provincial government.

“Through the program we will promote participatory government and enhance the responsibility of the local government units.

Through the program, we will have a continuous �ight against poverty and insurgency,” he reiterated.

Mayor Relampagos reminds quarry owners

O

n July 06, 2019, City Mayor Jose E. Relampagos called a meeting with quarry owners who are operating in the city to solve issues relating to barangay road damages where most of it according to reports, were caused by their heavy vehicles.

They were reminded that heavy vehicles should primarily pass along the national highway and as much as possible, refrain from operating during rainy days. In addition,

OIC-City Engineer Jun Rabanos suggested that the quarry owners should �ill-in sand and gravel on the said roads if there are damages caused by their trucks.

Thus, the City Mayor directed the owners to sign a Memorandum of Agreement (MOA) with the barangay of�icials in the area they are operating to ensure the condition of barangay roads.

The owners were eventually amenable of the City Mayor’s directive.

ANILA – Governor Nelson Dayanghirang recently shared to his fellow governors Davao Oriental’s template on peace and order and inclusive governance during the Orientation Course: Priming Leaders for Effective Governance for Newly Elected Of�icials (NEO) held here.

Invited as one of the resource persons in a talkshop for the topic “Stories of Peace Champions: Conversation with Local Chief Executives,” Governor Dayanghirang explained that among the driving force that propelled Davao Oriental to successfully push through its peace and development programs is by placing peace and order at the top of the province’s development agenda and by seriously adopting a participatory and inclusive governance which all his development partners have embraced.

“From the start, we have made it clear enough that we need maximum participation of all stakeholders,” he said, of which became the basis for the crafting of the Nagkakaisang Lingkod-Bayan ng Davao Oriental (NLD) Strategy which banks on unity and convergence among all key players in pushing for the province’s development programs.

This strategy, he said, led to the expanded and deepened collaboration with government agencies, local government units, and the private sectors. He said this became handy in the implementation of his �lagship program NLD-Barangay Outreach Caravan which has already provided basic and vital services to 116 out of 183 barangays.

“Through the program, we have seen that everyone was actively involved in the planning, pooling of resources and streamlined

implementation of different government interventions,” he added, noting convergence as the key to Davao Oriental’s successful program implementation.

He also shared his Governance Framework which promotes maximum inclusiveness by recognizing all the 15 ancestral domains and 127 Jama’ah communities as distinct territories apart from the province’s 183 barangays, which he said was vital in rallying support from the people who are the most vulnerable to the exploitation of the Communist-Terrorist CPPNPA-NDF. As Davao Oriental now becomes the leading province in terms of the implementation of President Rodrigo Duterte’s most recent landmark policy on peace and order— the Executive Order 70 which aims to attain sustainable peace by ending local Communist armed con�lict, Governor Dayanghirang looks at expanding and deepening his Governance Framework, this time by involving all sectors of the community at the purok level.

Davao Oriental has already created its localized version of this policy through the Governor’s Executive Order 13 creating a Provincial Task Force to End Local Communist Armed Con�lict (TF-ELCAC) which has a structure parallel to the national task force.

In its implementation, Governor Dayanghirang adopted Multi-sectoral Inclusive and Participatory Governance Strategy wherein workshops of different sectors will be implemented in all 183 barangays which will be done at the Purok level.

EDITORIAL Implementation is the key There is a world of difference between legislation and execution.

Davao City, through its Sangguniang Panlungsod, is probably among the tops if not the top of the list when it comes to local legislation. Davao’s ordinances on smoking ban, liquor ban, curfew hours, solid waste management, children, and women, among others are monumental and have become benchmarks for other local government units to replicate.

Name it, we hvae it. Local legislation has probably got everything practically covered it leaves the city council with literally less to think about. Perhaps, they would need to tinker on the old ones and tweak some. With the 19th Council starting out its new term, our lawmakers could be best looking at existing ordinances and see if they are indeed actually implemented on the ground.

really implemented in communities. He said on Tuesday he will do the rounds in all barangays in the city to check if indeed these laws trickle down to the barangays.

Among the environment-centered ordinances worthy of following up are those that relate to solid waste management, segregation and material recovery facilities. Solid waste management remain an area the city needs to �lex its resources and personnel. There is a lot to be desired in this aspect and if there is no one checking if these laws are executed to the letter, the aces up the sleeves of the city’s legislators are just that--mere aces. Those accolades the city has received will be rendered empty recognition.

Of course, the good councilor will have the luxury of availing the penal provisions of the ordinances if he �inds barangays non-compliant with the laws.

LOCUST INFESTATIONS IN DAVAO The devastation of farms in Davao from locust attack can be found in numerous accounts.

Although the damages the infestations in�licted were comparably small compared to the destructions that wiped out agricultural lands in rice-producing regions. The Davao experiences involved the destruction of orchards and plantations. For instance, in 1907, plantations in Davao region devoted to durian (Durio zibethinus), mango (Mangifera indica), and lanzones (Lansium domesticum) were victims of the swarms.

A 1922 report in The Philippine Agricultural Review reported that locust attack that year affected from twenty to ninety towns in twenty-two provinces which, fortunately, did not include Davao region. The article attributed the rise in infestation to numerous factors: “The reasons for such increase of infestation are: �irst small number of people living in places where such infestations occur; second, infestations mostly originated from cogo-

nal regions far from the reach of people and then swarmed to other places or islands; and third, the great distance between barrios, especially in the southern islands where the barrios are from 30 to 40 kilometers apart, and consequently, the few people in an infested barrio cannot cope with the work. It is impracticable to send people from one barrio to another to help the infested barrio due to lack of transportation facilities and subsistence.”

As to the duty of �inding ways in controlling locusts (Schistocerca gregaria), John R. Wilson, secretary of the American Chamber of Commerce, in an article that appeared in The American Chamber of Commerce Journal (June 1926), put the charge on the village chief: “The responsibility for locust infestation rests with the of�icials of each municipality.

within his jurisdiction. Let the governor general stop listening to a lot of buck-passing when he calls for explanations as to why the hoppers were allowed to become �liers and do a little outof-hand �iring, and we would soon see the swarms of �liers decrease.”

A 1936 report publsihed in the Philippine Agriculturist, showed that surveys conducted that year in Mindanao found that locusts, which are members of the blowpipe �lies, had “permanent reservations” in regions where Manila hemp (Musa textilis) was abundant which was the largest producer of abaca �iber. It also validated accounts of infestations in coconut plantations.

In Davao region, the report added, “cacao pods were severely injured by the larva of a Tineid, Acrocercop scramerella… and Manila hemp by Odoiporus longicollis. Unlike Cosmopolites sordidus, Germ., which infests only the underground parts, this weevil works through the whole length of the

stem, making the entire plant useless for stripping. Infestation is, however, con�ined to plantations at an altitude of over 2, 600 ft.”

During the Commonwealth, Gen. Paulino Santos, head of the Philippine Army, proposed “the availability of a disciplined force in typhoon and �lood disasters, their services at times of locust infestation, their action during plague and epidemic, their adaption of hygienic and sanitary habits.”

The biggest postwar locust infestation in Davao took place between 1954 and 1959, a span of six years. The gravity of the situation belatedly compelled a delegation of mayors from the region, led by Sen. Alejandro D. Almendras and Rep. Gavino Sepulveda, to personally meet President Carlos P. Garcia in Malacañan on February 4, 1960.

But amid threatsthe locusts pose to agriculture, the safeguards to control destruction has only been super�icially addressed. An entomology paper that appeared in the March 2018

issue of the Philippine Journal of Science frontally tackles the issue in its abstract, saying: “The Philippines is yet to adapt and implement guidelines and protocols in forensic entomology, particularly establishing local databases. Considering the efforts made by neighboring Southeast Asian countries in the �ield, the nation has been left behind in insect evidence-based investigations. Of utmost importance to forensic entomology are blow �lies (Diptera: Calliphoridae), which are primary colonizers of carrion. Through knowledge of their distribution, identity, and growth rates, investigators are able to provide a post-mortem interval that is most accurate after the onset of putrefaction. The Philippines has a total of 83 blow �ly species recorded, including the cosmopolitan species Chrysomya megacephala.”

Over the past few decades, locust attacks, fortunately, have been con�ined to South Cotabato and other rice-producing regions outside of Davao.

I almost wanted to yell at him, asking him to lower the blast since I was trying myself to fall asleep.

But on second thought, I decided to listen to the music.

After all, it was the song sang by Beyoncé and aptly titled, “Listen.” The chorus said it all: “Listen, I am alone at a crossroads.

I’m not at home in my own home. And I’ve tried and tried to say what’s on my mind, you should have known.”

More often than not, we really don’t know what’s on the mind of another person. But sometimes, we will know if only we would listen to what they are trying to convey to us. But we opt to talk instead of listen to what the other person is saying.

“People love to talk but hate to listen,” Alice Duer Miller observes. “Listening is not merely not talking, though even that is beyond most of our powers; it means taking a vigorous, human interest in what is being told us.

You can listen like a blank wall

or like a splendid auditorium where every sound back fuller and richer.”

I remember the story shared

by Clifron Fadiman about American actor Jed Harris. The thespian became convinced that he was losing his hearing. And so, he went to a specialist who gave him a thorough checkup. The doctor pulled out a gold timepiece and asked, “Can you hear this ticking?” Harris answered af�irmatively.

The doctor walked to the door and held up the watch again. “Now, can you hear it?”

Harris concentrated and said, “Yes, I can hear it clearly.”

Now, the doctor walked out of the door and went to the next room. Then, he asked again: “Can you still hear it?” Again, the actor answered af�irmatively.

The doctor return to his clinic and talked with the actor.

“Mr. Harris,” he said, “there is nothing wrong with your hearing. You just don’t listen.”

In his book, The Book of Life, author Jiddu Krishnamurti asked how do people listen?

“Do you listen with your projections, through your projection, through your ambitions, desires, fears, anxieties, through hearing only what you want to hear, only

what will be satisfactory, what will gratify, what will give comfort, what will for the moment alleviate your suffering?”

The dictionary de�ines listen as “giving one’s attention to a sound.” It also means “taking notice of and acting on what someone says.” But the last de�inition is more hackneyed: “making an effort to hear something.”

Listening should be an effortless task, but it isn’t. It involves complex affective, cognitive, and behavioral processes.

Kelby Halone and his co-authors in a paper published in International Journal of Listening, explain: “Affective processes include the motivation to listen to others; cognitive processes include attending to, understanding, receiving and interpreting content and relational messages; and behavioral processes include responding to others with verbal and nonverbal feedback.”

Stephen R. Covey, author of The 7 Habits of Highly Effective People: Powerful Lessons in Personal Change, has this observation: “Most people do not listen with the intent to understand; they listen with the intent to reply.”

How true, how true! Dietrich Bonhoeffer in Life Together: The Classic Exploration of Chris-

tian Community is even more apt in his observation: “There is a kind of listening with half an ear that presumes already to know what the other person has to say. It is an impatient, inattentive listening, that despises the brother and is only waiting for a chance to speak and thus get rid of the other person.”

It is only by listening that one hears what the other person is talking about. Sometimes, it is by keeping your mouth shut and open your ears to what others are saying that brings you to become successful in life.

Roy T. Bennet was right. In his book, The Light in the Heart, he wrote: “Listen with curiosity.

Speak with honesty. The greatest problem with communication is we don’t listen to understand. We listen to reply. When we listen with curiosity, we don’t listen with the intent to reply. We listen for what’s behind the words.”

There was this group of applicants in a steamship of�ice.

They were waiting to be interviewed for a job as wireless operator. The room was �illed with such a buzz of conversation that they paid no attention to the dots and dashes which began coming over the loudspeaker.

Then in came a newcomer who

sat down quietly by himself.

Suddenly, he snapped to attention, walked into the private of�ice and came out smiling.

“Hey,” one of the applicants in the crowd called out, “how’d you get in ahead of us? We were here �irst.”

“One of you would have got the job,” he replied, “if you had listened to the message from the loudspeaker.”

“What message,” they asked, surprised.

“Why, the code,” the man said. “It said: ‘The man I want must always be alert. The �irst man who gets this message and comes into my of�ice will be placed on one of my ships as radio operator.”

Only if those who were ahead of him listened!

It’s good to talk but it is better to listen. It is even best if we listen and understand what the other is conveying. “The most basic of all human needs is to understand and be understood.

The best way to understand people is to listen to them,” Ralph Nichols, author ofListening and Speaking: A Guide to Effective Oral Communication, once said.

But how? One sage advises: “Listen thrice. Think twice.

Speak once.”

Data from the Bureau of the Treasury (BTr) show that as of end-May this year, government expending declined by 0.8 percent year-onyear to PHP1.314 trillion against year-ago’s PHP1.325 trillion.

Authorities attributed the slower government expenditures growth to the delay in the approval of this year’s national budget, which affected the government’s ability to spend according to the program for this year.

Congress approved the proposed PHP3.757-trillion national budget only last February while President Rodrigo R. Duterte signed it into law last April 15.

BTr data show that in 2018, total government spending reached PHP3.408 trillion, which is 21 percent higher than the previous year’s PHP2.823 trillion.

Total revenues last year rose 15 percent to PHP2.85 trillion from year-ago’s PHP2.473 trillion.

This resulted in a budget gap of PHP558.3 billion, 59 percent higher than the previous year’s PHP350.6 billion, with the jump attributed to the government’s infrastructure program.

Similarly, Michael L. Ricafort, Rizal Commercial Banking Corporation (RCBC) Economics & Industry Research Division head, said China’s slower output “could lead to slower

growth in Philippine exports/trade, that could, in turn, lead to slower Philippine economic/ GDP growth than otherwise.”

This development may result in another cut in the Bangko Sentral ng Pilipinas’ (BSP) key policy rates to help boost domestic growth after a slide in the �irst quarter to 5.6 percent from quarter-ago’s 6.3 percent due to the impact of the budget approval delay, he said.

BSP’s policy-making Monetary Board (MB) will have its �ifth rate-setting meet for the year on August 8.

It is widely expected to cut BSP’s key rates further after in�lation last June reverted to its downward path and slowed to 2.7 percent after rising to 3.2 percent in the previous month.

In�lation last April was three percent.

The MB cut the BSP’s key rates by 25 basis points last May on account of the sustained decline of in�lation rate, which peaked at 6.7 percent in September and October 2018.

Ricafort added that easing global in�lation, as a result of the global economic slowdown, and the possible cut in Federal Reserve’s key rates when the Federal Open Market Committee (FOMC) meets on July 30-31, 2019 may also be among the factors that may prompt the MB to further slash the BSP’s policy rates. DENGUE FEVER

ith two deaths out from the 249 dengue cases from January to June 2019 this year, the local government unit (LGU) of�icials of the Island Garden City of Samal has placed the city “under the state of calamity.”

“Due to the increased number of incidents of dengue fever, the LGU of�icials deemed it necessary to declare the said outbreak and ordered involved agencies to release funds and adopt quick response to counter the dengue cases outbreak,” the Samal Island Information posted in its social media account.

“The number of dengue cases dramatically increased up to 730% higher compared to the same period last year,” said in part the minutes of the second regular session of the Sangguniang Panglungsod.

But it’s not only in Samal that spike of dengue cases is going on. Other parts of the country are also experiencing the same situation. In fact, a National Dengue Alert has been issued by Dr. Francisco Duque III of the Department of Health (DOH) due to “rapidly” increasing number of cases reported in several regions.

From January 1 up to June 29 this year, about 106,630 dengue cases have been recorded based from the data compiled by the health department.

In Davao City, the DOH regional of�ice reported 1,039 dengue cases (with one death) from January 1 to May 16, 2019. In the same period, one death each were also recorded in Davao del Sur, Davao Oriental, and Davao Occidental.

In Samal, the declaration of the state of calamity was based on the CDRRMC (City Disaster Risk Reduction and Management Council) Resolution No. 6, Series of 2019. The minutes quoted Section 2 of Republic Act No. 10121 which said “the State recognizes the role of the LGU in strengthening the capacity of communities in mitigating and preparing for, responding to, and receiving from the impacts of disasters

including climate change.”

In a study entitled Human Health and Climate Change, Dr. Paul Epstein said that a warming climate, compounded by widespread ecological changes, may be “stimulating widescale changes in disease patterns.”

The Geneva-based World Health Organization (WHO) thinks so, too. “Climatic conditions strongly affect water-borne diseases and diseases transmitted through insects, snails or other cold-blooded animals,” it says.

The dengue fever, most common mosquito-borne viral disease of human beings, is a case in point. Dengue hemorrhagic fever (DHF), the more lethal form, was �irst recognized during the 1950s.

The Philippines reported a DHF epidemic in 1953-45, according to the Philippine Journal of Pediatrics.

Before 1970, only nine countries had experienced dengue and DHF epidemics.

According to WHO, there may be 50–100 million dengue infections worldwide every year. With climate change going on, more infections are now reported in various parts of the world.

Dengue is found in tropical and sub-tropical climates worldwide, mostly in urban and semi-urban areas. “Dengue is the world’s most important viral disease transmitted by mosquitoes,” declares Dr. Duane Gubler, health administrator of the US Centers for Disease Control and Prevention. “The mosquitoes become infected when they feed on someone who has the virus.”

When the female mosquito gorges the blood of an infected human, the virus enters the insect’s salivary gland, where it incubates for eight to ten days. After that,

the mosquito can pass the virus on to the next person it bites.

The dengue virus does not spread directly from person to person, health experts claim. However, it is the infected humans who are the main carriers and multipliers of the virus. This is the reason why if there is someone in your neighborhood who has dengue, it is most likely more people will become infected. “Patients who are already infected with the dengue virus can transmit the infection via Aedes mosquitoes after their �irst symptoms appear,” the WHO says.

Dr. Richard T. Mata, a dengue consultant with the WHO Philippines, said that dengue is marked by an onset of sudden high fever, pain behind the eyes, and pain in muscles and joints.

“A patient who is persistently weak even when the fever has subsided is a big sign of dengue,” Dr. Mata says, adding that not all dengue cases have rashes. “Don’t wait for rashes to think of dengue.”

This is the febrile phase of dengue, which usually last 2-7 days, according to the website of the Department of Health (DOH). In case the results of the blood platelet are not low, there is still a need to repeat daily “especially if the patient is still weak.” Dr. Mata says platelet becomes low by third day of fever – 72 hours from start of fever.

As such, it is advisable to bring those with fever on the second or third day of fever to a hospital. If you bring the patient on the fourth day of fever, it is already late. “If diagnosed as dengue, the doctor will advise either home care or for admission,” Dr. Mata says.

It happened to six-yearold Lenny, who was struck with fever one night after two days of rain. But there was something different; she appeared �lushed. She was irritable and had poor appetite although she never complained about food. Sarah, the mother, observed that her daughter’s �lushed skin had some white areas but she just ignored it.

Sarah thought the fever

was just ordinary so she did not bring her daughter to her doctor and instead gave her paracetamol, which she believed would help subside the fever. The fever vanished one day only to return the following day. On the fourth day of on-and-off fever, Lenny experienced what most doctors called as “shock.”

“Lenny was breathing rapidly,” Sarah recalled. “She was restless and her pulse was beating fast. Her skin was cold and clammy and she felt drowsy all the time.

She was vomiting and bloods were oozing from her mouth.

Before, she completely lost consciousness.”

Sarah brought her daughter to the nearest hospital, some thirty minutes away from home. One of the doctors tried pull Lenny out of shock by replacing the �luids and blood she lost but it was all in vain. The doctor failed to save her.

The critical phase of dengue happens when the patient can either improve or deteriorate. Defervescence, the period in which the body temperature (fever) drops to almost normal (between 37.5⁰C to 38⁰C), occurs during this phase.

“Those who will improve after defervescence will be categorized as dengue without warning signs, while those who will deteriorate will manifest warning signs and will be categorized as dengue with warning signs or some may progress to severe dengue,” the DOH website states.

Dengue “seldom causes death,” WHO points out but it becomes deadly when it develops into severe form called dengue hemorrhagic fever (DHF). “Warning signs occur 3-7 days after the �irst symptoms in conjunction with a decrease in temperature and include: severe abdominal pain, persistent

vomiting, rapid breathing, bleeding gums, fatigue, restlessness and blood in vomit,” the WHO says.

Dr. Lulu Bravo, a professor at the University of the Philippines College of Medicine, said that in DHF, cells release chemicals that trigger leakage of plasma from blood vessels. “Fluids accumulate in body cavities, causing profound shock. Death often results from bleeding in the brain, intestines or other organs,” she told EDGE Davao in an e-mail interview.

Dengue, according to Dr. Mata, is one of the most misunderstood diseases in this planet. Most people are terri�ied of dengue because when the blood platelets decrease, it causes severe bleeding and ultimately death.

This thinking, he says, is very wrong.

He says that what really kills a person with dengue is not due to low platelet counts but dehydration. It occurs when a person loses more �luid and his body doesn’t have enough waterand other �luids to carry out its normal functions.

Dehydration causes intestinal ulcer that causes bleeding. “And because the platelets are low, the bleeding becomes severe.

But if there was no dehydration, there will be no ulcer andthus no bleeding – even if the platelets are low,” he explains. “So, it still boils down to dehydration.”

Dehydration also causes kidney failure, which result from the decrease in urine output. “This causes the water to be retained in the lungs thereby creating congestion that can kill the patients,” he says.

Many people believe congestion is caused by over hydration. “But the truth is, it is caused by kidney failure due to dehydration,” he says.

“That’s ironic, right?”

According to Dr. Mata, Thailand and Sri Lanka has zero casualties when it comes to dengue (compared to 1,000 deaths annually in the Philippines). “These countries never said they got a drug from herbs or something; they said its about correct �luid management,” he says.

Research in the aforementioned countries are focused more on �luid management. In comparison, most Filipino researchers “focused on herbs which are actually or are already being used by many but still the deaths are high,” Dr. Mata laments.

“In severe dengue, the blood vessels leak of �luids until the blood pressure drops,” says Dr. Mata, a pediatrician who has a clinic in Panabo City in Davao del Norte. “Dehydration is the killer; low platelet is only secondary.”

Thus, he advises to hydrate the patient with oral rehydrating solution or other �luids like coconut water, fruit juices and water. “Monitor urine output and record the amount and the time.

Once the patient is no longer urinating regularly, it is already a red �lag. “A clear urine with good amount and less than four to six hours in intervals is a good sign of hydration,” he explains.

Medical science says dengue is caused by four distinct virus serotypes (varieties recognized as distinct by the immune system). “Some can be managed by oral hydration, some need intravenous hydration,” Dr. Mata points out. “Let the doctor decide during early consultation.”

An ounce of prevention is better than a pound of cure, so goes a saying. The best way to prevent dengue fever is by cleaning up mosquito breeding sites in the area. Without the carriers, there will be no dengue.

os Angeles Lakers forward Anthony Davis is pulling out of participation in Team USA and the FIBA Basketball World Cup this summer.

Davis, acquired by the Lakers this month in a trade from the New Orleans Pelicans, said he will not participate in the USA Basketball training camp and FIBA Basketball World Cup to focus on the upcoming NBA season, per multiple reports.

Davis, 26, won gold medals with Team USA at the 2012 Olympics in London and at the 2014 World Cup in Spain.

He is reportedly still interested in playing in the 2020 Olympics.

Maantime, the Cleveland Cavaliers plan to waive veteran JR Smith in order to stay below the NBA's luxury tax threshold, Cleveland.com reported Monday.

The Cavaliers have been unable to �ind a trade partner to take on

the 33-year-old shooting guard scheduled to make $15.7 million next season, of which just $4.3 million is guaranteed.

By waiving Smith, Cleveland can spread that $4.3 million over the next three years and only count $1.4 million against the cap this year. That would keep the Cavaliers below the luxury tax line of $132 million, according to the report.

A 15-year NBA veteran, Smith has been with the Cavaliers since January 2015. He helped them win their �irst NBA championship in 2015-16.

The league's Sixth Man of the Year in 2012-13, Smith has averaged 12.5 points and 3.2 rebounds in 971 career games (395 starts) with New Orleans (2004-06), Denver (200611), New York (2011-15) and Cleveland.
