arring any changes in the law, it’s on as scheduled.

As far as the Commission on Elections is concerned, the 2020 barangay and Sangguniang Kabataan (SK) elections will push through on May 11 next year.

"Tuloy po ang barangay and SK elections based po sa law," Comelec 11 spokesperson Lawyer Krishna Samantha Caballero bared on Thursday, July 4 during the I-Speak Forum held at the City Hall of Davao City.

Regardless of several bills �iled in Congress rescheduling the barangay and SK polls from May 2020 to May 2023, Caballero explained that as long as the bill isn't passed yet, the poll body will �irmly follow the existing law.

abinet Secretary Karlo Nograles on Wednesday expressed con�idence that any impeachment complaint against President Rodrigo Duterte will not prosper.

“I don’t think they have a strong case against the President,” Nograles said in an interview with Palace reporters.

Critics of the President had earlier claimed that Duterte’s verbal agreement with Chinese President Xi Jinping that allows the Chinese to �ish in the Philippines’ exclusive economic zone (EEZ) as long as the Filipinos are allowed to �ish in Panatag (Scarborough) Shoal is an impeachable offense as it allegedly violates the Constitution.

would �ile an impeachment case against him in relation to his verbal agreement with Xi in 2016.

“When the President answered the question directed to him by the media, I said, it was in the context that if you are threatening the President to some sort of action, and then you threaten him with an impeachment complaint,” Nograles explained.

“The mere fact you are threatening the President, the mere fact it is a threat, if it goes to the realm of the threatening, then it is criminal in nature. It is not the impeachment itself,” he added.

Panelo earlier said that the chief executive’s re-

mark was only “an expression of displeasure and disappointment”.

“It is a righteous indignation. He could not understand why critics and detractors cannot appreciate what he is doing,” Panelo said.

Panelo said the President was frustrated by how his critics failed to see his intentions to protect Filipinos from possible armed con�lict with China.

hilippine Ambassador to the United States Jose Manuel Romualdez said President Rodrigo R. Duterte's trip to Washington D.C. is certain, but due to the issue of scheduling, no de�inite date has yet been set.

"So far, there's no de�inite date but I know that he's going. So there's no de�inite date but he de�initely will go to the United States," he told reporters on the sidelines of the 243rd US Independence Day celebration in Makati City.

"He indicated that he would like to go, but it's just a question of timing.

There's a lot of things going on now, we have the ASEAN (Association of Southeast Asian Nations), we have the APEC (Asia-Paci�ic Economic Cooperation), so we're going to see (when).

And of course it's election in the US, that's why," he said.

Secretary of State Mike Pompeo himself relayed hopes for the two leaders' meeting last year.

Earlier, Foreign Affairs Secretary Teodoro Locsin Jr. said the President would only visit the US once the Balangiga Bells are back in Philippine soil.

In 2018, the bells were successfully transported back to the Philippines.

enator Aquilino Pimentel III on Wednesday said the ruling Partido Demokratiko Pilipino-Lakas ng Bayan (PDP-Laban) is open to the term-sharing of the speakership post at the House of Representatives for the 18th Congress.

Pimentel, president of the ruling party, noted that the term-sharing arrangement would only be amenable if Marinduque Rep. Lord Allan Velasco would hold the position �irst.

The PDP-Laban has of�icially endorsed Velasco for the top House post in the

18th Congress.

PRRD’s reform policies to continue in 18th Congress

s the newly-elected senators backed by President Rodrigo Duterte buckle down to work, Presidential Communications Operations Of�ice (PCOO) Secretary Martin Andanar on Wednesday said he expects the continuity of the administration’s cornerstone reforms in the 18th Congress.

Andanar said results of the last May 13 mid-term polls proved that the public still trust the reforms being implemented by the Duterte administration since 2016.

The Duterte-allied candidates won 9 of 12 Senate seats. They are neophytes Christopher “Bong” Go, Ronald “Bato” dela Rosa, Imee Marcos and Francis Tolentino; reelectionists Cynthia Villar, Sonny Angara and Koko Pimentel; and returning senators Pia Cayetano and Bong Revilla.

"Sabi nga nila, 'super majority' na ang tawag dito. (As they have said, it is now called ‘super majority’),” Andanar said in a Radyo Pilipinas interview.

“Kung noong 2016, 2017, at 2018 ay naipatupad po at nasuportahan ang mga legislative agenda ni Presidente eh what more ngayon na buong-buo po ang suporta ng koalisyon kay Presidente sa Kongreso (If the legislative agenda of the President received support in 2016, 2017 and 2018, what more now that the coalition has solid support to President in Congress,),” he added.

Andanar said the Duterte administration will focus on socioeconomic initiatives that will mitigate extreme poverty in the next years.

These programs, he said, are poverty alleviation, infrastructure development, and peace and order dubbed as three cornerstones of the Duterte

administration’s priorities.

"Maaasahan po natin for the next three years ay masusuportahan po ang mga programa ni Presidente dahil nga super majority ang mga kakampi natin sa Kongreso(We are hoping that in the next three years, the programs of the President will be supported because of super majority that we have now in Congress),” he said.

Andanar said the Duterte administration intends to bring down poverty rate from 21 to 14 percent by 2022, to �inish major infrastructures projects and to address insurgency in the countryside.

"Itong lahat pong ito ay asahan niyong tututukan ng gobyerno. (You can expect that the government will focus on these programs). The last three years will be about: �irst, protecting the Duterte legacy na nagawa na po nang mga nakaraang taon (which was achieved last year). Ahead of the State of the Nation Address (SONA) on July 22, Andanar said a series of pre-SONA will highlight the various programs, policies, and accomplishments of the Duterte administration.

The Department of Finance (DOF) and Economic Development Cluster kicked off the three-part pre-SONA on July 1 at the Philippine International Convention Center in Pasay City.

Another forum will be held on July 10 in Cebu by the participatory governance cluster and the Human Development and Poverty Reduction Cluster.

The last forum will be held on July 17 in Davao City by the Climate Change Adaptation, Mitigation and Risk Reduction Cluster, and the Security, Justice, and Peace Cluster. (PNA)

CHO asks gov’t, private firms to allocate lactation rooms

he Davao City Health Of�ice (CHO) asked government and private establishments to allocate lactating areas for breastfeeding moms.

CHO of�icer Beth Banzon, during the I-Speak Forum held at the City Hall of Davao on Thursday, July 4, said this move is in line with the agency’s intensi�ied campaign to promote breastfeeding as Davao City has been consistently hailed as the most child-friendly city.

Banzon said they will coordinate with various government and private establishments to pur-

sue this lactating sites for breastfeeding mothers.

“Need gyud naay lactating stations tanan establishments kay para didto sa mga breastfeedding mommies comfortably ipadede (breastfeed) ang ilahang babies’ kay naa mani siya sa balaod,” Banzon said, adding that this must also be applied not only in establishments but also in various public areas like terminals among others.

This thrust, said Banzon, is in accordance with Republic Act No. 10028 or known as “Expanding Breastfeeding Promotion Act of 2009”, an act providing incentives to all government and private health institutions with rooming-in and breastfeeding practices and for other purposes.

Barter trade to resume in August

T

he Philippine government will resume next month the centuries-old barter trade at the border areas of Mindanao, Malaysia and Indonesia, an of�icial of the Mindanao Development Authority (MinDA) said.

The reopening came more than three years after Malaysia closed its border with southern Philippines sometime in April 2016 after the Abu Sayyaf kidnapped four Malaysians off Sabah coast.

Olie B. Dagala, director III at Investment Promotion and International Relations Of�ice of MinDA, said during “Wednesdays’ at Habi at Kape” in Davao City that they are waiting for the 10-member Mindanao Barter Council (MBC) to complete the guidelines formalizing the cross-border trading, considered a “shadow economy” for lack of government regulation.

The MBC is tasked to “supervise, coordinate, and harmonize policies, programs on barter in Southern Philippines.”

President Rodrigo R. Duterte signed Executive Order 64 in October 2018 creating the MBC. The council consists of

the Secretary of the Department of Trade and Industry (DTI) as chairperson, MinDA chairperson and Bureau of Customs commissioner as vice chairpersons, and representatives from the Department of Finance, Department of Foreign Affairs, Department of Agriculture, DTI-Autonomous Region in Muslim Mindanao, Maritime Industry Authority, Philippine Coast Guard and Philippine Ports Authority as members.

“We want this economy to be formalized in order for them to dock at the formal ports and they will be taxed accordingly. It’s about making the ‘informal trade’ formal,” Dagala said.

He added this new approach enforced with regulations by the government will promote more “formal engagements” among the barter traders at the border areas.

MinDA assistant secretary Romeo Montenegro

said the council has yet to issue comprehensive guidelines governing barter system, including, but not limited to, a mechanism for the valuation of barter goods, a list of allowable barter goods, and measures to prevent smuggling and circumvention of customs laws.

Aside from creating the guidelines, the council is also tasked to review existing policies, rules and regulations of government agencies that affect all aspects of barter trade, and submit recommendations to the President and Congress.

Montenegro said the non-conventional shipping vessels – jungkong, kumpit, and lantsa – would be allowed to cross the maritime borders under the barter system because the traders have used them as the traditional modes of conveyance.

The barter trade of�ices established in Siasi and Jolo in Sulu and Bongao in Tawi-Tawi, where barter ports are also located, will coordinate and monitor the activities related to barter trading, he said.

Goods traded under the barter system will enter the

Philippine territory only through the barter ports.

Under the ASEAN Free Trade Agreement and the ASEAN Trade in Goods Agreement, import duties on several products traded within the region shall be eliminated but applicable laws, rules and regulations will remain for goods that have tariff protections and/ or quantitative restrictions such as rice, corn and sugar and that traders must secure special import permits.

Creation of barter ports in other areas the President’s approval but ports owned and operated by private individuals or entities will be excluded.

For systematic and streamlined processing of entry and exit of allowable goods, of�ices of BOC and Bureau of Internal Revenue shall be established within the MBC-accredited ports.

Diokno bares new security features of NGC banknotes

T

he Philippine banknotes to be released in the �irst quarter of 2020 will have additional security features and will be helpful to the elderly and visually-impaired, Bangko Sentral ng Pilipinas (BSP) Governor Benjamin E. Diokno said on Wednesday.

“The upgraded security thread and anti-copying and anti-scanning features

he environmental advocacy group EcoWaste Coalition has expressed its support to a recommendation made by state auditors for an inventory and inspection of all overstaying containers in Bureau of Customs (BOC) ports nationwide.

The anti-waste dumping group also threw its weight behind a proposal by Misamis Oriental District II Representative Juliette Uy to open 880 of the 6,985 overstaying containers that may contain imported garbage and other illegal waste cargoes.

According to the 2018 Consolidated Annual Audit Report on the BOC by the Commission on Audit (COA), “a total of 6,985 overstaying containers carrying various articles remained undisposed in various BOC ports for a period ranging from 30 days to more than 25 years."

The non-disposal of the overstaying shipments violates Republic Act 10863, or the Customs Modernization and Tariff Act, particularly Section 1141 of Chapter 10 on the “Disposition of Property in Customs Custody,” COA said.

In view of this, COA told BOC, among other recommendations, to “conduct inventory and immediate inspection of all overstaying containers to determine existence/ condition and status of the goods.”

Eight hundred and eighty of these overstaying containers were without declared information, uninspected and could not be offered for auction as their contents “may pose risk or hazard to the port.”

“These 880 containers could very well contain

garbage or hazardous materials illegally imported by their respective consignees. Remember, the garbage shipments in Tagoloan Port were discovered after they overstayed at the port,” stated Uy. Uy suggested that the overstaying containers be inspected by inter-agency teams, along with non-government experts.

For her part, Aileen Lucero, National Coordinator of the EcoWaste Coalition emphasized that “the public have the right to know what is hidden in these abandoned container vans.”

“Like Rep. Uy, we are concerned that these containers may contain contaminated wastes posing hazards to human health and the environment. We therefore urge the BOC to conduct speedy inventory and inspection of the overstaying containers as recommended by COA and to make their �indings as transparent as possible,” she said.

“In the event that hazardous wastes and other proscribed materials are found, we expect charges to be �iled against responsible parties and the re-export of the illegal shipments to their points of origin. Our country is not a dumping ground for other countries‘ garbage,” she added.

Given the spate of illegal waste exports to the Philippines, the EcoWaste Coalition and other environmental groups are campaigning for a complete and permanent ban on all waste imports to protect the country from turning into a global dumpsite, as well as to protect the people's environmental rights.

TESDA chief cites links with industries, DPWH

echnical Education and Skills Development Authority (TESDA) Secretary Isidro Lapeña on Wednesday noted that the agency's partnership with the industries and the Department of Public Works and Highways (DPWH) is a huge help to achieve their newest tagline, "Abot Lahat".

In an interview over "Tech-Voc Track ay Swak!", a radio program segment dedicated to feature services that TESDA offers, Lapeña said partnering with the industries enables TESDA to reach more people and at the same time assures employment for its trainees.

"Training will not serve its purpose if we could not provide employment to our trainees," he remarked, adding that TESDA's mandate is to provide training that will lead the trainees to a livelihood or job.

"Partnering with big companies has good results.

Our trainees get employed immediately," he said.

TESDA has been strengthening partnerships

with multinational �irms and also conducts consultative meetings with the League of Corporate Foundations.

Some companies provide scholarships, others donate a building, while others share their facilities.

Some of them get TESDA's trainees as their interns, which makes the trainees get exposed to high-tech facilities and get hired immediately.

Companies also bene�it from partnering with TESDA, as the agency helps them train their people to avoid job mismatch. TESDA provides them provide the necessary training to their pool of workers, and also helps them recruit people.

Meanwhile, TESDA has a “Train to Build, Build, Build” project since 2018, with the goal of expanding the capacity of technical vocational education and training, train more skilled workers and address the need for more construction workers for the country’s “Build, Build,

Legal services such as court hearings were provided by EJOW in participation with the government of Compostela Valley.

Services for court hearings were held inside the buses, mediations were also held at the Social Hall of the provincial capitol with the participation of several regional and municipal trial courts within the province.

A symposium and open forum was also conducted at the Ground Floor Area of the provincial capitol, conducted by the Philippines Judicial Academy (PHILJA). Other services catered were jail visitation, medical clinic services, dental clinic services and legal aid services.

EJOW is a program by the Supreme Court of the Philippines that aims to cater legal court services throughout different areas in the Philippines in moving buses that travel across the country. Mayor Rellon drumbeats Tagum as people-centered HUC by 2025

AGUM CITY—Setting his gaze for the future of this city, reelected Mayor Allan L. Rellon projected a bullish stand to get things done towards the realization of Tagum’s vision of becoming a highly-urbanized city by 2025.

Speaking before Tagumenyos during his 3rd Inaugural Address, Mayor Rellon rallied Tagumenyos to pitch their share in achieving a new brand of a highly-urbanized city that is centered on becoming a “City of People.”

“By 2025, we envision a Highly-Urbanized City that gives primary focus on its people. This is the paradigm that we are taking, and I share your excitement in making this a reality,” he said.

To sustain Tagum’s momentum on what he coined as “Vision Tagumpay 2025,” the local chief executive said that the continued implementation of his �lagship EAGLE WINGS Program will serve as “Tagum’s compass towards realizing its destiny”as a people-centered HUC. “No matter who you are, no matter where you live, no matter your circumstances in life, we are now on a mission to include you,

to join hands with you, to share power with you and to give you reason to believe that we can all pull in the same direction to make Tagum better.”

Cong. Dujali vows new approach in public service

avao del Norte 2nd District Congressman Alan “Aldu” took his oath Sunday and in his inaugural speech vowed to pursue his commitment to work for new approach in public service and for inclusive growth.

He said that his meaningful victory last midterm elections by the people has given him the task “to deliver the mandate and responsibility to bring true and lasting development.”

He vowed to commit himself to making “new approach in public service with the freedom to choose the most relevant intervention for a new Davao del Norte.”

He particularly thanked the PDP-Laban members for his victory and then called on to move on and to never stop working to bring development in the province.

He added he would “continue to listen to the voice of the people, focus on implementing development, increasing agricultural productivity, and improving people’s access to services and ladders of opportunities.”

He said that when he was elected as vice governor three years ago there was a covenant to work for development and he found out that the key is the support of both the executive and legislative personnel.

“We are determined to write the true story for the next generation,”he said.

He capped his speech stressing that he his commitment focused to the advocacy of “inclusive growth”.

“This is my commitment and this is our commitment.”

Inclusive growth is bias to “excluded people” and in one de�inition from an Asian

Development Bank of�icer, it means that it is a type of growth where “the welfare of excluded people improves faster than the average incomes in the country.”

“The excluded group could be clearly de�ined based on the country context and could include combination of groups including the poor, people in the lowest income percentile, ethnic minorities, women, elderly or any other such group,” de�ines Indu Bushan, ADB strategy and policy director general.

EDITORIAL Breastfeeding stations Establishments and of�ices in the city must answer the call of the city government to abide by provisions of Republic Act No. 1128 requiring the provision on lactating stations or rooms for breastfeeding mothers.

Known for being consistent awardee as child-friendly city, Davao City is passionately pursuing the full compliance of the law in accordance with RA10028 otherwise known as the “Expanded Breastfeeding Promotion Act of 200.” This law provides for the incentives to all government and private health institutions with rooming-in and breastfeeding practices and for other purposes.

As stipulated in Section 3 of the law, lactation stations shall be required and must conform to the following minimum requirements-that they are private, clean, sanitary, and well-ventilated rooms or areas in the workplace or public places where nursing mothers can wash up, breastfeed or express their milk comfortably and store this afterward.

The law is also a requirement in all enclosed or con�ined areas such as schools, public transportation terminals, shopping malls, and the like must also have lactation stations.

The need for a lactation room is designed for breastfeeding mothers who needed a private, safe, and clean place to express breast milk.

The lactation room cannot be a bathroom because toilet areas aren’t a sanitary location to pump breast milk that a baby will consume. So when designing a lactation room the most important thing is that it must be private and must protect the breastfeeding mom from being seen by co-workers or the general public while pumping breast milk.

At the moment, there are still a huge number of buildings in Davao City which have not complied with the requirement for lactation rooms.

These are the prime targets of this campaign and hence, this early, must begin their lactation room policy and plans.

REP. SID UNGAB AS SPEAKER? Why not?

Amidst the melee over the search for Speaker in the House of Representatives which had been shrouded with immoral power tug-of-war, term sharing and multi-million-peso tag for a vote plus horse trading in committee chairmanships, the name of Rep. Isidro Ungab suddenly emerged.

“Sid”, as we call him, is come-backing congressman from the 3rd District of Davao City, the base of Hugpong Ng Pagbabago which is chaired

by Presidential daughter the City Mayor Inday Sara Z. Duterte-Carpio. Sid, has been of�icially endorsed by HnP as the party’s bet for the Speakership.

That decision effectively put to rest the speculation on who will HnP support. This too provided a distinct and eloquent message to the sound of silence

in Malacanang.

The least expected to enter the arena for Speakership, Sid is in fact the most quali�ied among those who are salivating for the post. You know. He is not the son on X, the relative of X, a friend of X or the protégé’ of X. He is what he is and until his name came out of the blue, Ungab was just one the many congressmen that seems to be consigned to obscurity. Now that his name had been �loated however maybe we can take time to see who Sid is and why HnP decided to back him up.

In his stint as legislator Congressman Ungab is best remembered for being the principal author of the then controversial Sin Tax Law which tripled the budget of the Department of Health. A banker before he was picked up by then Mayor Rodrigo Duterte to

run for City Councilor and later as congressman, he was chairman of two powerful congressional committees: Appropriation and Ways and Means. An incurable workaholic, the Appropriation Committee during his watch passed the National Budget on time for the Year 2014, 2015 and 2016 notably on the �irst day of January.

A fellow community journalist, Antonio Ajero, publisher and editor of Davao Edge, best describes Congressman Ungab: “Sid is the best choice specially if quali�ication and past performance are made the bases. I dare say that none of the other contenders being mentioned so far can surpass his humility and record in legislative prowess. On top of all is the con�idence and trust that PRRD reposes in him. To me, his work ethic and humility are most im-

pressive”. I do not want to add more to that, except for one chapter in the job history of Sid. He worked in the of�ice of Ronnie Zamora in Malacanang during the Marcos era to pursue law in San Beda but that was abbreviated when Martial Law was proclaimed. As fate intervened, both of them are now members of the HOR. Now, if those credentials are not enough, consider these: Ungab graduated from UP Los Banos with a degree of BS Agriculture Economics, Advance Bank Management Program from the Asian Institute of Management and Masters in Public Management from the Development Academy of the Philippines.

If we community journalists from Davao know that much of Sid, President Duterte and Mayor Inday Sara even

know him better when it comes to politics and public service – his humble beginnings and his dedication as public servant.

This much I know: Duterte pulled him from retirement in politics after his three-term stint as city councilors and pitted him to run for congressman against the heavy weights in the 3rd District of Davao backed up by then Majority Floor Leader Prospero Nograles and other named political personalities in the district. He won that election and thereafter virtually ran unopposed to date.

In this hotly contested speakership I am certain that Sid Ungab must have been the most surprised person in Congress. But like the Duterte who virtually chartered the course of his political journey, the Speakership could be his destiny.

MUJAHID NAVARRA UNDERSTANDING ISLAM

ISLAM AND INNER PEACE Islam came from the Arabic root word Salam which means peace. Setting aside any form of connotation with terrorism, let us delve into the spiritual aspect of this religion and how proper Muslims are guided by the Quran to be continually selfaware and introspecting. Let us focus on how Muslims attain inner peace that will lead them to be at peace �irst with themselves, then towards others and ultimately to be at peace with their creator.

THE NOBLE PURPOSE The Muslim’s awareness begins with his knowledge of why he was created in the �irst place. Philosophical dissertations have been made to address the topic of why we are here on Earth and what is the purpose of our existence. Fortunately, Muslims have been taught by the Quran this seemingly metaphysical or highly intellectual topic in the simplest and most easily understood way.

Allah said in the Quran, “We did not create the Jinn and mankind except that they should worship Me.” ¬Quran 51:56. With this simple and straightforward declaration, Allah has de�ined for the Muslims what his past was, what his present is and what his future should be. And this clear sense of

being by knowing why we are here immediately removes the con�lict that most people �ind in their hearts and minds on what to do or what to believe in.

People seek purpose by pursuing careers, sports and others. Some oversimplify things by saying that they exist to seek happiness. So they look for happiness in the most worldly things such as wealth, fame, sexual grati�ication and others until there is nowhere to go. This is the reason why we see so many successful people commit suicide or are continually under the shadow of depression and suicidal thoughts because happiness is not enough to be a purpose in life while we see the poorest person in the world able to smile and face dif�iculties because he is a Muslim. The Muslim knows the noblest of purpose to live – to worship and please the Creator. This is the key to happiness.

IT ALL STARTS FROM WITHIN Upon realizing the purpose of our existence, before we even venture into the vastness of the world beyond ourselves, Muslims are taught to be introspective in order to know themselves.

Prophet Muhammad said, “Indeed in the body is a piece of �lesh, if it is healthy then

the whole body becomes healthy and if it sick then the whole body becomes sick, and it is none other than the heart.” In Islam, the heart is not only the seat of emotions, it is also the domain of the intellect, understanding, and reasoning. These are the reasons why Islam puts so much importance into having a clean heart than having a smart, intelligent brain.

The heart is where Allah’s guidance enters through.

The heart is the real part of the body that sees, feels and where our feelings emanate. Thus it is of utmost importance that we keep our hearts healthy not only physically but also spiritually.

TRUE RICHES Upon learning about our hearts, our senses see the grandeur of the world around us and we are immediately overwhelmed by the things we see, feel or hear.

Being humans, it has been our nature to love material objects and the possession of such that we unwittingly become a part of the rat race of materialism and consumerism where nobody wins.

In reality, even if any one of us gets to possess the whole world and everything that is in it, we’d still want more.

This impulse of lust for material possessions, power, in�luence, popularity, and

others have driven lots of people to commit immoral actions in order to achieve their wants. Some will succeed while most will fail. But everyone on this path will be surely on the path to destruction. Prophet Muhammad said, “Richness is not measured by the number of material possessions, true richness is measured by the richness of one’s self.”

It is clearly denoted here that a Muslim should not be materialistic but must seek balance between extravagance and self-punishment.

It is also denoted that the Muslim should not vie in the race to collect material possession but rather, to collect self-richness by being contented and forever thankful for Allah’s blessings by sharing it with others.

THE GOLDEN RULE Prophet Muhammad said, “None of you truly believes unless he loves for his brethren, what he loves for himself.”

The Muslim should seek inner peace by being at peace with his fellow Muslim or even fellow human beings as a whole by having a sense of harmonious living with others. That he does not become an enemy of theirs but rather as a brethren who is only wishing wellness for them and avoiding in�licting

harm unto others. You may have already identi�ied that this is the same golden rule taught even in other religions where it is said that we should not do unto others what we do not want to be done unto ourselves.

Prophet Muhammad said, “The Muslim is one from whom the people are safe from his hands and tongue.” This means that the Muslim should be pious not only when he is alone worshipping God but also when he is with others. The Muslim must not only give bene�it. He must not also be a source of harm for others.

TO GOD WE WILL RETURN Finally, the Muslim �inds inner peace by being at peace with his creator by being able to do what was asked of him from the religion obligations and good deeds and the avoidance of all kinds of sin whether big or small.

The greatest good deed for a Muslim is to worship Allah alone without partners while the greatest evil is for him to worship gods other than Allah.

The greatest success for a Muslim is for him to be rewarded by Allah with His mercy in Judgement Day. While the greatest failure is to be among those who earn Allah’s wrath and be punished in the Hell�ire.

Urban agriculture requires much �iner technological and organizational precision than rural agriculture because it must be more intensive, more tolerant of environmental stress, more responsive to market behavior, and more carefully monitored to protect public health.” – Luc J.A. ARMING is almost always associated with rural areas, rivers, hills and mountains. Unknowingly, farming can also be done right in the city.

Experts call this practice asurban agriculture.

“Many decades back, urban agriculture was largely treated as a hobby rather than a measure to help address food insecurity,” observed Dr. William Dar, one of the country’s experts when it comes to agriculture. “But with dwindling land and water resources and climate change badly affecting smallholder farmers and �isherfolk, urban and peri-urban agriculture (UPA) is becoming a viable option to help secure the food needs of urban communities.”

Contrary to what most people think, urban agriculture is not only growing

vegetables. “Urban agriculture refers not merely to the growing of food crops and fruit trees but that it also encompasses the raising of animals, poultry, �ish, bees, rabbits, guinea pigs, or other livestock considered edible locally,” explains Dr. Irene Tinker, an American professor in the department of city and regional planning at the University of California.

In recent years, urban agriculture has been creating a big impact in some thickly-populated areas.

The Washington, D.C.based Worldwatch Institute reported that the Beijing government in the 1990s decided that urban agriculture was an important way to meet the city’s food needs. Today, farming in, around, and near Beijing not only pro-

vides residents with safer, healthier food, it also keeps farmers in business.

“Between 1995 and 2003, the income for farmers living just outside of Beijing doubled,” wrote Brian Halweil and Danielle Nierenberg in their collaborative report published in one of the issues of the institute’s State of the World.

In Vancouver, Canada, 44% of the people grow vegetables, fruits, berries, nuts, or herbs in their yards, on their balconies, or in one of the 17 community gardens located on city property. “There, farming the city is part of a much larger movement that includes restaurants buying from local farms, and buying clubs in which neighbors subscribe to weekly deliveries of produce,” noted Halweil and Nierenberg.

In Russia, 72% of all urban families are engaged in raising food, mostly part-time, according to the two authors. In the United States, the number of farmers’ markets selling locally-grown produce increased by 40% from 1994 to 1996. Urban farming supplies Israel with 95%

of its food needs. In Thailand, 60% of the land is under cultivation in greater Bangkok.

While urban agriculture is booming in some parts of the world, it has just started in the Philippines. “Urban agriculture is slowly gaining ground but still has a miniscule contribution to overall crop production,” Dar wrote in his Manila Times column. “The most popular concept today that can support urban agriculture is ‘edible landscaping’ that is being pushed by the University of the Philippines Los Baños.”

The Department of Agriculture is also promoting vegetable gardening in public elementary and secondary schools nationwide through the Gulayan sa Paaralan Program (GPP).

In Davao Region, a total of 1,675 schools established GPP after a decade of the implementation of the program, according to Adam Morrell in an EDGE Davao news report.

GGP is an initiative of DA’s High Value Crops Development Program in tandem with the Department of Education. Its main objective is to support school feeding programs. “It also addresses (the) malnutrition (problem by helping) school children to get better nutrition as well as the neighboring communities,” Merriel N. Aglibot, GPP focal person in Davao region, was quoted as saying by Morrell.

The New York-based United Nations Development Program estimates that 800 million people are involved in urban farming around the world, with the majority of them found in Asian cities. Of these, 200 million produce food primarily for the market, but the great majority raise food for their own families.

In a survey conducted for the United Nations, cities worldwide already produce about one third of the food consumed by their residents on average.

This percentage is “likely to grow in coming decades, given that the need for urban agriculture could be greater now than ever before,” Halweil and Nierenberg wrote.

Urban agriculture is nothing new, if we scanned the yellowed pages of history. The hanging gardens in Babylon, for instance, were an example of urban agriculture, while residents of the �irst cities of ancient Iran, Syria, and Iraq produced vegetables in home gardens.

Four thousand years ago in the pre-Olmec Valley of Mexico, small towns on stone-faced terraces, farmed vegetables and raised dogs and turkeys.

The Aztec state was partly dependent on food production within and fringing the metropolis of Teotihuacán and the capital city of Tenochtitlan.

“In ancient times, the cost of transport was much greater,” explains Jac Smit, head of the New York-based Urban Agriculture Network, “so the impetus for growing food in cities was greater.”

The dearth of available food products during World War II in Europe saw a resurgence of smallscale food production in European cities which had given themselves over to industrialization. And the recent worldwide swell in urban agriculture is theorized to be related to “the increase in the urban poor population which is predicted to grow along with the general growth in urban density.

“Over 60 million people are now added to the plan-

It said: “While malnutrition in rural areas still a bigger problem in terms of actual numbers of people urban residents, particularly children, also suffer from food shortages as well as micronutrient de�iciencies.

“Urban agriculture can be one of the most important factors in improving childhood nutrition, by increasing both access to food and nutrition,” Halweil and Nierenberg noted in their report.

Another advantage: farms in the city can often supply markets on a more regular basis than distant rural farms can, particularly when refrigeration is scarce or during a rainy season when roads are bad.

"Beyond providing jobs and good nutrition, urban farming can have a whole range of other health bene�its," Halweil and Nierenberg wrote. Research has connected gardening to reducing risks of obesity, heart disease, diabetes, and occupational injuries.

For urban residents especially, working with plants and being in the outdoors can both prevent illness and help with healing.

FLIGHTS OF FANCY AT HUCKLEBERRY TO BE HONEST, I was not sure of what to expect when I was recently invited to the first Whisky Flight event at the Huckleberry Southern Kitchen & Bar last June 25. I may already be familiar with wine tastings but the idea of whisky appreciation is totally new for me. My nerves were calmed when I realised that majority of the invited guests were also new to Whisky Flights and were equally as curious as me.
