irst District Representative Paolo Duterte took a dig at an unnamed “friend” for using him in the hotly-contested speakership of the House of Representatives.

"Pakiusap lang po. Kung sino man ang gusto na idamay ako sa usapin ng speakership sa House of Representatives — huwag po ninyo akong gamitin.

Huwag po ang pangalan ko," the presidential son said in a statement released on Sunday afternoon just as the term of the newly-elected of�icials of the land started.

While he did not mention names, the reference could be on House Speaker aspirant Rep. Alan Peter Cayetano who was the runningmate of President Rodrigo Duterte in 2016.

"Ilabas po ninyo ako sa inyong marumi, mapanghamak, bastos, at nakakawala ng respeto na uri ng pulitika," Duterte said referring to someone he considered a friend. The statement came after Rep. Duterte felt the unnamed friend apparently used him to disrespect another candidate for House Speaker and his spouse.

Last Thursday

(June 27), Cayetano criticized Marinduque Rep. Lord Alan Velasco and his wife for supposedly refusing the President's proposal to share the Speakership term with other contenders.

"I am deeply disappointed that after we both expressed full agreement with the President's proposal Rep. Velasco and his wife are now making a turn around and won't honor President's wishes," Cayetano had said in a statement.

Cayetano's statements against Velasco and his spouse did not sit well with Rep. Duterte.

"Magkaibigan tayo, pero ang pagkakaibigan na ito ay may limitasyon," he said. "Ang pagkakaibigan natin ay hindi lisensya para gamitin ninyo ako upang sirain ang inyong kalaban, bastusin ang kanyang asawa o ang kanyang pamilya," said the neophyte lawmaker.

PRRD honors Armyman killed in Sulu bombing

P

resident Rodrigo Roa Duterte on Sunday evening condoled with the family of an army soldier who perished following the bombing of a military camp in Sulu on Friday.

President Duterte arrived at 11:20 p.m. at the Libingan ng mga Bayani Mortuary in Fort Bonifacio to pay his last respects to Cpl. Richard Macabadbad and to offer his sincere condolences to his family.

Corporal Macabadbad, 33, died with two other soldiers after a bomb went off at the 1st Brigade Combat Team in Barangay Kajatian, Indanan, Sulu.

Three other civilians were also killed, including the two suspected attackers. Twenty-two were wounded during Friday’s

incident. The Islamic State (IS) was reported to have claimed responsibility for the suicide bombing at the Sulu military camp.

Recognizing Macabadbad’s dedication to service, the Chief Executive also posthumously confers on Macabadbad the Order of Lapu-Lapu, Rank of Kalasag. The award is given to of�icials and personnel of the government and private individuals who lost their lives as a direct result of their participation in an activity pursuant to a campaign or advocacy of the President.

Mayor Sara welcomes Ironman recognition

M

ayor Inday Sara Duterte has welcomed the recognition from the organizers of Alveo 70.3 Ironman naming Davao City as the Best Ironman Host of the triathlon event.

More than hosting, Mayor Sara said the triathlon event already held twice in Davao City contributed more to the city's economy and boost the tourism sector.

Davao City hosted the Ironman �irst in 2018 and this year in March when it drew more foreign athletes from 38 countries.

The Mayor acknowledged the good things that the city received after hosting the 2nd Ironman this year when thousands of foreign and local tourists �locked to the city to join or witness one of the biggest sporting events in the world.

"The Ironman brought a lot of good things to the city. The economy boomed and our tourist arrivals also increased. Big events like this are very vital for a booming city like ours," she said.

Sara bared that there are now talks to renew the hosting contract for another two years. However, she said that the city government needs to think deeper because there were many things to consider, especially that it also falls during the founding anniversary of the city.

"Though the city bene�its a lot from Ironman, it is very critical for the security sector, especially that they barely have time to sleep for weeks to ensure the safety of everybody," Sara said.

‘Montgomery’ in Davao a goodwill visit: US Navy

he commanding of�icer of the Independence-class littoral combat ship USS Montgomery (LCS 8) clari�ied over the weekend that its presence in this city is purely a “goodwill visit”.

USS Montgomery Commander Edward Rosso said they also want to strengthen exchanges of cultural ideas for an inter-operation with the Philippine Navy.

“Port visits allow us to demonstrate our commitment to maritime security in the region while strengthening relationships with our friends, partners, and allies,” Rosso said in an interview.

Rosso added that they

also wanted to see Davao, the ship’s �irst port visit to the Philippines. The USS Montgomery arrived in Davao late Saturday afternoon. It has 70 personnel on board.

DCCCII president Arturo Milan said the summit seeks to strengthen Davao products and services and encourage more tourists to come.

Milan sees the need to sustain connectivity noting that there are already four direct international �lights to this city.

Davao City’s four direct �lights are the Davao-Singapore serviced by Singapore Airlines’ Silk Air and Cebu Paci�ic; Davao-Jinjiang by Xiamen Air; Davao-Hong Kong by Cathay Dragon of Dragon Airlines, Ltd.; and Davao-Doha by Qatar Airways.

Milan said there are also three ongoing negotiations for direct �lights from Davao to Haneda

(Japan) and the revival of the Davao-Manado (Indonesia) and the Davao-Kota Kinabalu (Malaysia) routes.

The air connectivity will boost tourism not only in the Davao Region but the island of Mindanao, Milan said.

Milan said: “We have to collaborate with all our Davao stakeholders on tourism to be able to improve and work on programs on how tourists could come.”

Davao City Tourism head Generose Tecson also underscored Saturday the need to sustain connectivity, saying the city “badly needs” to “come up with plans and propositions” to be able to do this.

City gov’t, JMC ink MOA for medical scholarship program

he City Government of Davao will grant full scholarships for medical students through the Doctor of Medicine Scholarship Program in partnership with the Jose Maria College.

This came after Davao City Mayor Sara Duterte-Carpio and the founding president of Jose Maria College pastor Apollo C. Quiboloy signed a Memorandum of Agreement (MOA) for the Doctor of Medicine Scholarship Program on Wednesday, June 27, at the City Mayor’s Conference Hall.

The partnership that was forged is anchored at the General Welfare Clause under Section 16 of the Local Government Code

of 1991 wherein the City Government of Davao initiates and offers to assist the poor yet deserving students, who want to complete medical education and make a career of their own, through the institution of the Medical Educational Assistance Program which is the Doctor of Medicine.

he Department of Justice (DOJ) ordered of�icials of Kapa Community Ministry International Inc. (Kapa) to answer charges �iled against them by the Securities and Exchange Commission (SEC).

In a subpoena issued on Monday, the investigating panel chaired by Assistant State Prosecutor Gilmarie Fe Pacamarra ordered the respondents to appear before the DOJ and answer the charges of violation of Republic Act 8799 (Securities Regulation Code or SRC) �iled against them by the SEC. Government lawyers required the Kapa of�icials to submit their counter-af�idavits in hearings set on July 5 and 15.

Among those subpoenaed were Kapa founder and president Pastor Joel Apolinario, trustee Margie

Danao, corporate secretary Reyna Apolinario and of�icers Marisol Diaz, Adelfa Fernandico, Moises Mopia, Catherine Evangelista, and Rene Catubigan.

On June 18, the SEC accused the respondents of perpetrating an investment scam by violating Sections 8 and 28 of the SRC. Section 8 of the SRC prohibits sale or distribution of securities without a registration statement duly �iled and approved by the SEC. Section 28, on the other hand, prohibits any person from engaging in the business of buying or selling securities in the country as a broker or dealer, or act as a salesman, or an associated person of any broker or dealer unless registered with the SEC. The SEC also found that the respondents violated

of tuition fees, miscellaneous fees, other fees that may be assessed by the medical school, and book allowance pursuant to the scholarship guidelines promulgated by the Educational Bene�it System Unit.

DBP president and chief executive of�icer Emmanuel G. Herbosa said a total of nine transport cooperatives and two corporations have bene�itted from the bank’s Program Assistance to Support Alternative Driving Approaches (PASA-

DA) Financing Program, in support of the National Government’s Public Utility Vehicle Modernization Program (PUVMP).

“DBP remains a reliable partner of the transportation sector in providing opportunities for drivers and operators to improve

the current situation of our roads today,” Herbosa said.

DBP is the eight largest bank in the country with assets totaling P635.6-billion as of end-March this year. It provides loans to strategic sectors such as infrastructure and logistics, small and medium enterprises, social services and community development, and the environment.

The DBP PASADA Program is a special loan �inancing facility which was of�icially launched in September 2017 that caters to corporations and cooperatives registered with the

DAVAO JAPANESE ASSOCIATION Four years after the �irst wave of Japanese laborers arrived in Davao in 1903, the �irst seed of the Davao Japanese Association was hatched. The intention to create a small community of migrants with same roots was �loated at the advice of the Japanese consul in Manila.

This initiative, though, did not take off. Nine years later, the idea was revived but the interest in the plan remained tentative.

In 1918, a functioning Davao Japanese Association (DJA) was established; this transpired a year before the Public Land Act was revised in 1919.

One of the aims of the association was to avoid any form of discord with the Filipinos. An example of this was the hiring of Japanese girls in brothels, which was construed as a disgrace to the local Japanese population.

Davao, in 1917, had around 13 licensed prostitution houses.

Cecil E. Cody, in ‘The Japanese Way of Life in Prewar Davao’ (1958), wrote about the issue, saying: “Following considerable concern and agitation among worried leaders, the Jap-

anese consulate in Davao forced the houses to close, reportedly upon orders issued by the Foreign Of�ice in Tokyo. By 1923 four or �ive of the houses had registered ostensibly under Filipino operators, but with Japanese involved in ownership.”

The association did not receive the Japanese involvement in brothels sitting down. It sent several petitions to local and national authorities who, two years later, ordered the closure of the remaining prostitution houses owned and managed by Japanese.

Cody also wrote that the association, as early as 1920, was already strongly campaigning against the participation of Japanese in gambling, which was a favorite Filipino pastime.

The drive eventually led to the drastic reduction of Japanese involvement in games of chance.

With around 7,000 members by 1938, the society had a vital role in strengthening education in Davao, but not necessarily in terms of training teachers and providing supplies. The contributions it made was in

the solicitation of funds from its members for use in the building of schools and their upkeep. The donations are aptly highlighted in many accounts. During this time, DJA was sustaining 12 exclusive Japanese schools with 65 educators, 12 of them Filipinos.

The Japanese association later became the “nerve center of the entire Japanese colony,” as described by Sera�in D. Quiason in ‘The Japanese Colony in Davao, 1904-1941’ (1958). With consular support, it operated with �ive committees, namely administrative, �inancial, educational, informational, and social and owned a building where it held regular meetings and celebrations.

Four reasons were cited why the association was formed, which are “(1) to assure better living condition for all its members and their families; (2) to protect the individual member as a business partner; (3) to provide �inancial or medical assistance to those who are in need of it, and (4) to extend educational bene�its to the children

of the settlers.”

Quiason explained that there were actually �ive “dominant institutions” established in Davao as part of the “high consciousness of [the] Japanese way of life. These were the Japanese primary schools, the Davao Japanese Association, the Davao Buddhist sects, the Japanese language school and the Japanese newspapers.

Speaking of newspapers, the Davao Mainichi and Manila Nichi Nichi, which carried “information concerning contemporary events and other matters of particular interest,” were the most popular. Other bulletins published in Davao as secondary sources were the Davao Japanese Association Bulletin, The Journal of the Japanese Chamber of Commerce, and the Nanshin Jiho.

During the war, the club launched a drive among its members and patriotic Japanese to gather funds to buy an airplane for use by the Imperial Army in its war campaign.

Domei, the club was also involved in the “matrimonial problems of the Japanese residents” in Davao which was then getting serious. The association reported “that Consul General (Kato) had decided to invite girls soon from among the womanhood of Japan from various circles in Japan proper… in anticipation of the solving of the trouble of the matrimonial front.”

Interestingly, the association was also dragged in numerous claims of bribery, foremost of which was the charged �iled

by Davao assemblyman Cesar M. Sotto against another lawmaker, Romualdo C. Quimpo, author of the bill elevating the old town of Davao to a city who was, at the time of �iling of the case, the private secretary to the Interior secretary.

In Administrative Order No. 126 signed by Commonwealth President Manuel L. Quezon on June 6, 1940 dismissing the charges against Quimpo, one of the allegations raised was the supposed 1938 bribery where Quimpo received P15,000 from the association.

SCOURGE OF MODERN SOCIETY Plastic bags come in different colors, sizes, forms, and weight. “Since they were introduced in the 1970s, plastic bags have in�iltrated our lives,” wrote Caroline Williams in New Scientist. “Globally, we carry home between 500 billion and a trillion every year – about 150 bags for every person on earth, or, to put it another way, a million every minute and rising.”

In the Philippines, most plastic bags are used only once. Other single-use plastics include straws, coffee stirrers, soda and water bottles and most food packaging materials. The country’s so-called “sachet economy” has also contributed to the proliferation of plastics. Products sold in single-use sachets include instant coffee, shampoo, cooking oil, food seasoning and toothpaste.

“Because these are easy to sell – ribbons of single-use products hang from neighborhood stores even in the most remote communities – large multinational manufacturing companies continue to market them,” notes the World Wide Fund for Nature (WWF).

In a news dispatch, British Prime Minister Theresa May dubbed the single-use plastic items as one of “the greatest environmental challenges facing

the world.” Environment Secretary Roy Cimatu agrees. “Plastic, particularly those for single-use packaging, has greatly contributed to the degradation of the environment,” he points out.

Associated Press quoted Sherri Mason, chair of the geology and environmental sciences department at the State University of New York at Fredonia, as saying: “We have to confront this material and our use of it, because so much of it is single use disposable plastic and this is a material that doesn’t go away. It doesn’t return to the planet the way other materials do.”

The world took notice of the problem. Some countries are now banning the use of single-use plastics. In the Philippines, some cities and provinces are also doing their best to curtail the use of plastics.

In Davao City, Interface Development Interventions, (IDIS) Inc. is urging the people to stop using single-use plastics. “Nowadays, we are focus on banning single-use plastics in Davao,” IDIS representative Amelou Dawn Catague was quoted as saying by EDGE Davao’s Leebai Sinsuat Ambolodto.

One of the reasons why IDIS is pushing for the ban-

ning of single-use plastics is to eliminate the sanitary over�low in the city – aside from health purposes. Proper segregation of garbage is the key. “If properly segregated lang ang basura nato, basig dili mag-over�low,” Catague said.

The typical plastic bag, one of the most-often used plastics, that weighs just a few grams and is a few millimeters thick might seem thoroughly innocuous were it not for the sheer volume of global production: 500 billion to one trillion a year, some studies show.

Producing plastic bags uses about 20%-40% less energy and water than paper sack production does, and generates less air pollution and solid waste, according to life cycle assessments by both industry and non-industry groups.

Of�icials from the plastics industry also claim that plastic bags take up less space in a land�ill and that neither product decomposes under the prevailing conditions in most land�ills.

But that’s just one side of the coin. The other side: Given the proper conditions, however, the paper sack would decompose rapidly, while the plastic bag would not. In reality, many plastic bags do not �ind their way to land�ills. Most of them

end up in the ocean and pose threat to marine life.

“We produce 2.7 metric tons of plastic waste every year,” said Environment Secretary Roy E. Cimatu in a press statement. “Following this trajectory of plastic production and mismanagement, UN reports predicted that by 2050, there will be more plastic in the oceans than there are �ish.”

Froilan Grate, executive director of the Philippines branch of the Global Alliance for Incinerator Alternatives, told South China Morning Postthat “an absence of garbage collection services in secondary cities and many of the country’s smaller islands is largely to blame for the overwhelming amount of marine plastic coming from the country.”

About 35,800 tons of garbage, including plastics, is generated each day by Filipinos, according to a paper written

by Alicia Castillo and Suchiro Otoma. “On the average, each person in the country produces about 0.5 kilogram and 0.3 kilogram of garbage every day in the urban and rural areas, respectively,” the two authors reported.

Another report – from the National Solid Waste Management Commission and the

World Bank – said 2.27 million tons of garbage are collected every year out of the 2.7 million tons produced.

“Of this, 386,000 tons are still leaked into the ocean, mainly because of hauler dumping, when private hauler companies unload their trucks into water bodies on the way to proper disposal sites in order to cut costs, and because of poorly located dumps situated near waterways,” the WWF reported.

The WWF also said: “Uncollected garbage in informal settlements is haphazardly dumped, while small communities living near rivers and water bodies dispose of personal waste directly into the waterways.”

In a report released a few years ago, the Ocean Conservancy singled out the Philippines as one of �ive countries from where majority of plastics originates. The other four countries were China, Indonesia, Vietnam, and Thailand.

“As rapidly developing economies, these countries are now passing through a typical stage of economic growth as consumer demand for disposable products grows more rapidly than the waste management infrastructure,” the report said.

THE MEANING OF ADVENTURE Part 2

Backpack in tow, carrying my whole life and office is the common state I find myself these days.

I’M NOT SURE if I’m the only one who gets really anxious before trips. I tried to wrestle with why I was feeling this way in my morning pages. It led me to understand that I worried too much and wanted to control everything.

If I did, I should have just paid for a cookie-cutter adventure where everything is predictable, somewhat tasteless, and too popular. There’s nothing wrong with people who prefer pre-made itineraries and deem their time more valuable relaxing that figuring out what to do or where to go next.

But I still couldn’t rest. I knew I had to push through because I wanted this. I was a bit fearful because the people who used to be my comfort zone weren’t in town and couldn’t join me, which was

the usual routine. My safety blanket was removed, and I again was faced with the question, what does ‘adventure’ really mean?

The Google online dictionary gives adventure the definition of “an unusual and exciting, typically hazardous experience or activity.” Merriam-Webster defines it as “an undertaking usually involving danger and unknown risks.”

The shock of my life! I was taken aback. By definition alone, I was afraid of adven-

ture itself! I was scared of the danger and the risks because I don’t have control over everything. Even if I had planned my entry and exit and the in-betweens—there were more in-betweens.

Would the buses leave on time? Would I make it to one?

Is it going to rain all-day as the forecast says? Are the waves going to be bigger than two feet? Will I be able to skate?

Am I going to get to the airport in time for my return flight? Will I survive?

Gosh. So many questions, so many things I can only leave unanswered. I obviously won’t get the answers even when I get to the airport. I can’t believe how soft I’ve become. I had forgotten the allure of the rugged, risk-taking nature of the adventures that filled my pages and feed with stories to repeat for the rest of my life.

STORYTELLING AS ITS OWN ADVENTURE City living has spoiled me a little way too much. When you’ve got a little extra dough to spend, it seems luxuries are needed, and I must have gotten used to things being controlled if you had the money to take over.

I missed those days of roughing it out on a hammock by the beachside. I missed those nights when lying on my comfy board bag was already luxury, and I secretly loved it more than my hostel bunk bed.

I missed waking up before the sun rose each day and writing on the shore while waiting for the sun to rise above the sea completely. I missed the simple life and the old rituals I did when I was starting out to live a life of adventure.

I had forgotten why I sought ‘adventure’ adventures in the

first place. I didn’t take trips for the ‘gram or for people to envy my lifestyle. I went on adventures because I longed to have mind-blowing, unforgettable stories that my future kids or grandkids would love to hear on repeat.

These stories of adventure that have made the top of my life, I would die to repeat. I unconsciously seek to replicate these experiences, but in my heart of hearts, a soft whisper tells me that these are once in a lifetime gems, never again to be repeated exactly the same way as I experienced it.

I now thought that life is composed of many one-time adventures woven into an intricate network of stories—some shine brighter than others— that make up our entity of storytelling beings. The best lives are the ones best lived, with the best stories to tell even after it has been lived.

Alessandra Christine “Ella” Nagayo extended her young golf footprint to Canadian soil after she ruled her class in the 2019 MJT Ontario Series Canada Day Classic at Tarandowah Golfers Club in Toronto while her younger brother Daniel also took a podium �inish in the same tournament over the weekend.

The 15-year old Dabawenya golf phenom nicknamed Swingderella �ired a 36-hole total of 163 to top the 15-18 years old girls category. Nagayo, daughter of former city councilor and now labor attache for the Philippine government based in Canada, �ired a nine over par 79 in the �inal round at the par 70, 5470-yard course with a slope/rating of 121/71.7.

Nagayo, who moved from Melbourne in Australia after three years of golf scholarship to Toronto in Canada, overcame a two-stroke de�icit after the

�irst 18 holes to 14-year old Jillian Friyia of London, Ontario who �inished second only a stroke back with a 164 on rounds of 82 and 82. 17-year old Grace Halcrow of Richmond Hill, Ontario �inished third with a 175 on rounds of 85 and 90.

The 13-year old Daniel also came through with an impressive work in the tough Bantam Boys Under 15 category with a second runner-up �inish also played at Tarandowah and a length of 5933 yards with slope/rating of 122/68.6.

The younger Nagayo �ired rounds of 88 and 83 to rack up 171 on his scorecard. Andreas Diogenous of Cambridge, Ontario won the division trophy with an impressive scorecard of 76 and 73 for a 149 aggregate. Sai Kaja of Mississauga, Ontario took �irst runner-up honors with rounds of 79 and 84 for a 163 total.

Still, it was a strong �inish for the younger Nagayo who joined her sister in the move to Canada.
