DILG 11 chief favors Davao’s Martial Law exemption By ADAM B. MORRELL

epartment of the Interior Local Government and Interior (DILG) 11 director Alex Roldan, on Wednesday, June 26, said he is in favor of exempting Davao City from the coverage of the existing Martial Law proclamation in Mindanao if it will bene�it the economic growth of the metro. "It is a very good idea. If we want foreign investors to come in, we should erase that barrier (Martial Law) for the growth of Davao City," Roldan said. Apart from the economic development, Roldan said he believes Davao City does not need the Martial Law as it has the strongest system in enforcing peace in order among other Local Government Unit (LGU) in Mindanao. Roldan's statement echoed Davao City mayor Sara Duerte-Carpio's pub-
lic announcement during the latter's meeting with European ambassadors at the sidelines of the 2019 Davao Investment Conference (Davao ICon) at the SMX Convention Davao held last June 20. The mayor said she will request her father, President Rodrigo Duterte, to exempt Davao City from his declaration of Martial Law. The lady chief executive, however, said she is uncertain when the Mindanao-wide Martial Law will be lifted but hopeful that it will come soon as it is among the top concerns of tourists, businessmen, and international event organizers who plan to hold major activities in Davao City. Meantime, 10th Infantry Division (ID) spokesperson Major Jerry Lamosao said the Armed Forces of the Philippine (AFP)'s concern is the peace and security. "With the past and present set up, Davao city's peace situation reached the level which reputable organizations from other nations declared the city as one of the safest city
in the world. Factors that affect a city's peace and order could be presence of security forces, wellimplemented security plans, people's resiliency and development," Lamosao, speaking in behalf of the Agila Division. Martial law (ML) in Mindanao and its implementors, said Lamosao, helped Mindanaoans experience and achieve relatively peaceful environment. "As for 10ID, we support the peace initiatives of the LCEs. Davao City has become a benchmark for others to emulate in terms of peace and progress," he said. On ML exemption, Lamosao said, "It is a political move but with security concerns.
