DILG 11 chief favors Davao’s Martial Law exemption

epartment of the Interior Local Government and Interior (DILG) 11 director Alex Roldan, on Wednesday, June 26, said he is in favor of exempting Davao City from the coverage of the existing Martial Law proclamation in Mindanao if it will bene�it the economic growth of the metro.

"It is a very good idea. If we want foreign investors to come in, we should erase that barrier (Martial Law) for the growth of Davao City," Roldan said.

Apart from the economic development, Roldan said he believes Davao City does not need the Martial Law as it has the strongest system in enforcing peace in order among other Local Government Unit (LGU) in Mindanao.

Roldan's statement echoed Davao City mayor Sara Duerte-Carpio's pub-

lic announcement during the latter's meeting with European ambassadors at the sidelines of the 2019 Davao Investment Conference (Davao ICon) at the SMX Convention Davao held last June 20.

The mayor said she will request her father, President Rodrigo Duterte, to exempt Davao City from his declaration of Martial Law. The younger Duterte said the peace and order the people of Davao City are enjoying now with the Martial Law

was already relished long before it was declared in Mindanao.

The lady chief executive, however, said she is uncertain when the Mindanao-wide Martial Law will be lifted but hopeful that it will come soon as it is among the top concerns of tourists, businessmen, and international event organizers who plan to hold major activities in Davao City.

Meantime, 10th Infantry Division (ID) spokesperson Major Jerry Lamosao said the Armed Forces of the Philippine (AFP)'s concern is the peace and security.

"With the past and present set up, Davao city's peace situation reached the level which reputable organizations from other nations declared the city as one of the safest city

in the world. Factors that affect a city's peace and order could be presence of security forces, wellimplemented security plans, people's resiliency and development," Lamosao, speaking in behalf of the Agila Division.

Martial law (ML) in Mindanao and its implementors, said Lamosao, helped Mindanaoans experience and achieve relatively peaceful environment.

"As for 10ID, we support the peace initiatives of the LCEs. Davao City has become a benchmark for others to emulate in terms of peace and progress," he said.

resident Rodrigo R. Duterte on Tuesday administered the mass oath-taking of newly-elected senators and local of�icials endorsed by the Hugpong ng Pagbabago (HNP) in the recent mid-term polls.

The two mass oath-taking rites were held in Malacañang, a day after Duterte joined the HNP Thanksgiving party at the Manila Peninsula Hotel in Makati City.

Those who took their oath as senators were re-elected senators Cynthia Villar and Sonny Angara, returning senators Pia Cayetano and Bong Revilla, and Sena-

tors-elect Imee Marcos, Francis Tolentino and Ronald dela Rosa.

Re-elected senator and Hugpong bet Koko Pimentel is out of the country, according to reports.

Senator-elect Christopher Lawrence "Bong" Go, who ran under the ruling Partido Demokratiko Pilipino–Lakas ng Bayan (PDP-Laban), also

graced the occasion.

The Hugpong’s newly-elected candidates who took also their oath before the President include members of the House of Representatives, local chief executives, and locally-elected legislators.

An entry from the cacao farm of the Puentespina family in Malagos District was adjudged as among the top 50 cacao beans in 2017, he said.

“We are con�ident this time because we already learned something from our experience. We know the process already, especially the post-harvest process,” Turtur said.

Based on the website of Cocoa of Excellence Program (CoEx), all entries will undergo a physical quality and sensory evaluation from February to July and �lavor sensory evaluation of coca liquor by the CoEx Technical Committee from July to August.

The announcement of the top 50 entries will be made between July and August, Turtur said. From the top 50, the 22-member jury will select 14 winners.

According to CoEx, the ICA, a global competition recognizing the work of cocoa farmers and celebrating the diversity of cocoa �lavors, and spearheaded by Biodiversity International and Event International, to recognize “quality, �lavor and diversity of cocoas ac-

cording to their origin.”

The best 50 samples will be showcased at the Salon Du Chocolat, which will gather 500 participants from 60 countries, including over 200 renowned chefs and pastry chefs.

What makes International Cocoa Award special, Turtur said, is that it recognizes the farmers.

“The purpose of which is to motivate them to do the right thing,” he said.

Turtur added the judging process is very meticulous as it requires farmers to document from the time the cacao trees bloom, bear fruits, date of harvest, fermentation period, and fertilizers used in farms.

He said Europe’s top chocolate makers will base their decision where to buy beans on the results of the international competition.

Edwin Banquerigo, assistant regional director of the Department of Trade and Industry who is also part of the secretariat of the Philippine National Cacao Industry Council, said Davao, the largest cacao producer in the Philippines, is not just the source of the raw ma-

terials and �inished products but also of the technology and the knowledge to capacitate the farmers in bringing “the country’s cacao and chocolate to a higher level.”

“Davao has always been the benchmark.

The expansion, in other regions, is really significant, and the source of planting materials used to come from Davao and the transfer of technology is coming from Davao, the training, and most of them took the cacao master training here in Davao,” he said.

As of 2017, the country has 64,693 hectares planted to cacao trees and about 40% of which are productive. Davao Region accounted for nearly half or about 29,000 hectares of the total land area planted to cacao, according to Banquerigo.

He said the country targets to plant 50 million cacao trees and increase the productivity to two kilos per tree to reach a production target of 100,000 metric tons by 2022.

he Cacao Industry Development Association of Mindanao (CIDAMI) is optimistic that the �ive dried and fermented cacao bean entries of the Philippines from Davao Region will win in the prestigious 2019 International Cocoa Awards (ICA) during the Salon Du Chocolat in Paris, France on October 30.

Valente Turtur, CIDAMI executive director, said in an interview on Tuesday that that �ive entries – two from Compostela Valley province, two from Calinan District and one from Paquibato District in Davao City – had been sent to Paris at six kilos per entry last February.

He said the entries were the winners of the Philippine National Cacao Industry Council’s National Cacao Award System, established to select the best cacao beans that will represent the country in the international competition.

Turtur said entries from the Philippines would be pit against nearly 180 entries from 60 countries during the biennial competition, regarded as the most prestigious of its kind in the world.

Bong Go gets set for Senate

n a media interview after the brie�ing orientation for the newly elected senators and their staff organized by the Senate Secretariat today, Senator-elect Christopher Lawrence ‘Bong’ Go said he is looking forward to of�icially start his work in the Senate as a legislator.

"Excited po ako manungkulan bilang isang legislator. Sanay naman po ako sa trabaho for the past 21 years. Almusal, pananghalian, hapunan ko puro trabaho na. Minsan pati panaginip, trabaho pa rin. Kakaibang challenge naman sa buhay ko. But I will not limit myself to being a legislator only,” he uttered.

Go stressed that he will continue going around the country and visiting communities that are hard to reach, for him to listen to the ordinary Filipinos’ concerns even when he starts his work in the Senate.

“Hindi ko po matiis na nakaupo lang sa opisina.

Gusto ko aksyon na ora mismo at mabigyan agad ng solusyon ang inyong hinaing. Bababa po ako sa inyo. Kahit saang sulok ng Pilipinas ay papasukin ko po para marinig at mabigyan kayo ng tulong.

Bukas ang aking opisina para sa lahat ng nangangailangan,” he said.

Moreover, Go shared that he is also planning to put a Malasakit Help Desk in his extension of�ice to cater to all kinds of people who may be in

need of assistance.

“Plano ko po maglagay ng help desk po para sa lahat ng may mga concerns at nangangailangan ng tulong. Pati rin po yung gusto magbigay ng recommendations at mga gusto tumulong,” he uttered stressing that he will make sure his of�ice will always be open to the people he serve.

“Huwag niyo ko tratuhin na iba po sa inyo. Pantay pantay lang po tayo. Nandito po ako para pagsilbihan kayo,” he added.

Go also said that he will continue to work with the President in his own personal capacity even when he starts his work in the Senate.

“Pareho po kami ng mga ipinaglalaban at wala kaming ibang hangarin kundi ang kabutihan ng bawat Pilipino. City tourism office to go after unlicensed online tour firms

he City Tourism Operations Of�ice (CTOO) is targeting to shut down unlicensed online tour operators.

CTOO head Generose Tecson said their of�ice has received numerous complaints on these online tour operators particularly those offering island hopping tours.

These tours take visitors or tourists around the coast of Samal Island and adjacent islets, it is a popular excursion for residents and tourists alike.

“What these online operators do is they rent a boat at 40 person capacity, they priced it at P400- P500 per head, without meals, so the tour is prepaid, the problem arises when some of the clients will arrive late those who arrived early for the tour are greatly inconvenienced by these arrangements,” Tecson said.

“Also these online operators advertise the destinations in the tour yet they would just pass these destinations along the way.

And the tourists would think they would stop in these places, It's sort of a false advertisement,” the CTOO head added.

Online tour operators are using social media platform particularly Facebook and Instagram where they peddle the different tours or destinations.

“Usually they would post great-looking photos of a destination and announce on their captions the tour arrangements including the cost of the tour package,” Tecson said.

The city tourism chief said that online tour operators should

have the requisite permits and documents to operate as businesses.

Among these permits include the business permit, and a CTOO permit and other regulatory of�ices along with the Department of Tourism accreditation.

She said the CTOO will issue cease-and-desist orders until these operators will get the business permits.

Aside from preventing inconvenience among tourists and stop false advertising, the CTOO is also concerned about safeguarding the lives and limbs of tourists as many of the destinations peddled by these online tour operators are adventure destinations.

Also there might be �ly-by-night tour operators which would abscond their clients’ money without providing them the tour services the client had paid for.

Tecson advised the public to avoid transacting with unlicensed tour operators and report them to their of�ice.

“Ask for permits from these online operators and if you �ind out they are unlicensed or you have been shortchanged by these operators you can email us at citytourism.davao@ gmail.com ATTN Licensing. We just need complete details from the complainants,” Tecson said.

Aside from unlicensed online tour operators, the CTOO is also monitoring event organizers operating in the city without business permits. She warned the public to avoid transacting with these unlicensed event organizers.

overnment employees who are involved in illegal investment schemes are liable for violation of the ethical standards as written in civil service laws.

Department of the Interior Local Government and Interior (DILG) 11 director Alex Roldan reminded government employees involved in various illegal investment schemes that thay are bound by the laws of civil service and must conduct themselves accordingly.

Guesting in Wednesday's AFP-PNP Presscorps media brie�ing held at the Royal Mandaya Hotel, Roldan said the involvement of government personnel in various invest-

ment schemes is among the primary factors of the expansion of these alleged scams.

"Wala nidako ang ilang (investment schemes) operation kung wala ni-apil ang mga taga gobyerno ani," Roldan said.

Roldan said he believes that a large percentage of government employees have invested in these schemes. Thus, it partly fuelled its operations in the region.

The regional director backed his allegations by

pointing out some government employees criticizing the government itself.

"It saddens me to see in social media government employees criticize the government. As the saying goes, do not bite the hand that feeds you," he said.

Addressing his thoughts to the government employees affected with the closure order of investment schemes, Roldan dared them to leave government.

"If you continue to criticize the government, I suggest you get out of the government. Because you are intimidating the one that gives you resources," he appealed.

He warned government employees that they could be held liable for violating the ethical standards of government employees as written in the laws of the Civil Service Commission.

Roldan said the DILG secretary Eduardo Ano is looking at making a policy on the involvement of government employees in these trending investment schemes.

Marivic Reyes, the head of the City Environment and Natural resources (CENRO), said that the tree planting activity was aimed at preventing landslides and �looding in Marilog and areas downstream.

"This activity is a big help to protect our land, especially in preventing landslide and �loods. This is a very simple step in taking good care of our environment," Reyes said.

CENRO took the lead in the massive tree-planting activity as part of the local government's commitment for the protection of the environment and the

reforestation program Reyes said that taking good care of the environment should not be a once a year activity. People should do it every single day, she said.

She said protecting the environment is not only about planting trees but also many other ways like segregating wastes and disposing of them properly. This starts at home, Reyes added.

"We should take good care of our environment, not just through tree planting since our environment is very vital to each of us. Our daily lives depend on our environment," she said.

Mindanao LGUs told to raise alarm over harmful cosmetic products

A

non-pro�it group tracking toxic chemicals in products and wastes has alerted local government units (LGUs) in seven cities in Mindanao about the unlawful sale of mercury-laden skin whitening cosmetics in their areas of jurisdiction.

In a press statement, the EcoWaste Coalition urged the local government, health and police authorities of Cagayan de Oro, Oroquieta, Ozamiz, Iligan, Dipolog, Pagadian, and Zamboanga Cities to act fast to stop the illegal trade of such toxic skin whiteners that could put the health of their constituents, especially women and girls, at risk of mercury poisoning.

“To uphold the general welfare as stipulated under the Local Government Code, we appeal to concerned city of�icials,

especially to newly-elected or re-elected mayors, to act with urgency to break the criminal sale of mercury-laced skin whitening products,” said Thony Dizon, Chemical Safety Campaigner, EcoWaste Coalition.

“As the Philippines develops its National Action Plan (NAP) for mercury-added products, we also urge our councilors to consider replicating the Quezon City Ordinance banning the production, importation, distribution, and sale of mercury-added skin whitening cosmetics

Lopez highlights importance of PH-Korea free trade deal

rade and Industry Secretary Ramon Lopez encouraged Korean businessmen to increase investments in the Philippines and take advantage of robust domestic growth, especially now that a free trade deal is in the of�ing.

In his speech during the launch of the Korea-Asean FTA Support Center in Makati City Tuesday, Lopez said the free trade agreement (FTA) with South Korea, which is targeted to be signed in November, will further expand trade relations between the two countries.

He said the deal will “open a new and enhanced market for Philippine products” like banana and other tropical fruits and increase market access for Korean automotive parts, among others.

“Overall the proposed FTA enhances the two

countries’ advantages towards mutual bene�icial arrangements. Both Philippines and Korea are hopeful that we can complete negotiations by September just in time for the signing in November of this year,” he said.

Once the said FTA is signed, it will be the second for the Philippines following its FTA with Japan.

Lopez said the Korea Trade-Investment Promotion Agency (KOTRA) and the Korea-ASEAN FTA Support Center will play a big role in the realization of the free trade deal.

“The government is committed in its support for our free trade agreement with Korea and in the continuing good relations between our two economies,” he said.

Dizon emphasized that the requested action will not only promote the health and safety of citizens, but also prevent mercury in skin whitening cosmetics from being discharged into wastewater and consequently polluting the environment and the food chain.

The group aired its appeal for law enforcement action after conducting test buys from June 14 to 17 in seven bustling cities located at Misamis Oriental, Misamis Occidental, Lanao del Norte, Zamboanga de Norte. and Zamboanga del Sur. The group managed to purchase 93 skin lightening creams costing P25 to P350 each from beauty and herbal product retail-

ers mostly operating in public markets and shopping malls. The products, smuggled from China, Indonesia, Malaysia and Pakistan, have not undergone the required quality and safety assessment by the Food and Drug Administration (FDA) and are therefore illegal to sell and unsafe to use.

The group screened the samples for mercury using a handheld X-Ray Fluorescence (XRF) analytical device.

Out of 93 samples, 75 items were found to be contaminated with mercury in the scale of 15 to 23,000 parts per million (ppm), way above the 1 ppm limit under the ASEAN Cosmetic Directive as well as the Minamata Convention on Mercury.

This according to Philip Vincent Tolentino, a �inancial adviser working for a multinational �inancial services company.

“Because, people do not have the basic understanding of what is a ponzi scheme and how it can affect a certain business industry and the economy as we saw that happened last 2008 sa U.S. kay Bernie Madoff. There should be a conscious effort to extensively educate the public on this types of investments,” Tolentino said.

He adds that with lack of education and knowledge on these investment schemes, people are still willing to go into it and take the risk.

Earlier this month President Rodrigo Roa Duterte on television ordered a crackdown on socalled investment companies which has sprouted in Davao and Soccsksargen regions, among these companies he singled out is the Kapa Community Ministry which promises 30% monthly pro�its on their investments which the ministry describes as donations.

The President has described it as a Ponzi scheme and a form of syndicated estafa, ordering law enforcement agencies to stop it.

For Tolentino, the promise of huge monetary rewards ranging from 200% to 700% monthly of your invested capital is seen as an instant remedy to a long-time �inancial illness that many people are suffering.

“I usually ask around �irst. Look into how it works. See who owns the company, the products and services they offer.

It also helps on how long the company has existed.

Sometimes I take a further step, I place a small amount and see how the mechanics of these investments work. Sometimes the best teacher is experience for me,” Tolentino said.

“But again, with the conscious thought that this is something that you can share and teach others by showing how you personally experienced it.

Those who will try to convince uses that process.

They invest, then they will show you that this is what they enjoy. You can counter that by also showing that you joined the scheme, and show them that this is how they pay you with, investments or new capital from new investors,” he adds.

He also strongly advised to never invest so much capital like taking out loans or mortgaging their properties which many people have done.

aspersky’s recent report ‘The true value of digital privacy: are consumers selling themselves short?’ has revealed that four-in-ten (38%) consumers would give up their social media accounts to guarantee their data remains private for the rest of their life. Fears surrounding protecting digital privacy have made consumers more anxious about the use and distribution of their personal information on the internet. The report outlines how and why consumers’ personal information is becoming incredibly valuable to them.

Social media services, like Facebook, Instagram or Twitter, have become a signi�icant part of our lives and according to Kaspersky’s report, 82% of people now use them.

In exchange for some data about their users, social media platforms provide people with opportunities to express themselves, communicate with their friends and families, as well as discover news, ideas and trends without even leaving their home.

However, despite these various bene�its, some would still opt out of social media if it helped to restore their digital privacy forever.

Is it time for Davao City to opt out of coverage of Martial Law in Mindanao?

It started with of�icials from the European ambassadors at the sidelines of the 2019 Davao Investment Conference (Davao ICon) requesting Davao City Mayor Sara Duterte to seek the exemption of Davao City from the coverage of Proclamation 216 or martial law in Mindanao. The envoys believed without the said “barrier”, investing in Davao City by foreign capital will be unhampered and the investor con�idence high. That stimulus fanned the �ire to exempt Davao from martial law. It has since been supported by the business sector particularly the Davao City Chamber of Commerce and Indistry Inc., the Department of Interior and Local Government in the region and even the military. The common ground is that there is no compelling reason for martial law to continue to exist in Davao.

Proclamation No. 216 is the 2017 proclamation of martial law and suspension of the privilege of the writ of habeas corpus in the whole of Mindanao was issued by Philippine President Rodrigo Duterte on May 23, 2017 after Marawi City was besieged by terrorists.

In December 2018, Congress approved a 12-month extension of martial law in the restive Mindanao region after President Rodrigo Duterte argued for maintaining tough security measures to stop Muslim extremists from

regrouping. A joint legislative session voted 235-28 in favor of retaining military rule in Mindanao until the end of 2019, prolonging what was already the country’s longest period of martial law since the brutal 1970s era of late dictator Ferdinand Marcos.

The Supreme Court later upheld the extension. However, it is important to note that the dissenting opinions of the opposing magistrates is now the supporting reason for requesting an exemption. Former chief Justice Ma. Lourdes Sereno, Senior Associate Justice Antonio Carpio and Associate Justice Alfredo Benjamin Caguioa had said that the declaration of martial law should be limited in scope and should not have covered the entire Mindanao. The dissent points out questioning the application in places where terrorists never gained foothold like Davao City. So why declare it over the entire island? The reasoning then is that there may be a spillover hence the full coverage.

It has surfaced by now that no matter how inconsequential the general perception is of the declaration of martial law to Davao City, the fact remains that being �lagged under the scope of the martial law is counterproductive to the efforts of the city to promote trade and investments.

And so we come to this common conclusion. This big barrier must be taken out of the way.

LEARNING THE BEST LESSONS FROM THE WORST MISTAKES Who was it who said that if a person does not learn from the historical past, he is apt to repeat the same historical mistake his predecessors committed?

It was the Spanish-born American essayist George Santayana. He wrote, in his essay, The Life of Reason: “Those who cannot remember the past are condemned to repeat it.”

This premise may hurt the egos of many people – millions of them, in fact – who have risked their hardearned cash in a get-richquick-scheme in the happy hope of getting back a 300% ROI (return-on-investment) and more in a short time.

Did they not hear of several other scams of the same nature in the not too recent past including a Malaysian who operated the same strategy somewhere in the Zamboanga peninsula and scampered away with billions

from gullible Mindanaoans and even from shrewd local government of�icials?

Unfortunately, because we have no extradition treaty with Malaysia, the scoundrel could not be repatriated back and tried in our courts of law.

I heard he is enjoying the billions he had deceitfully and greedily stashed away.

Alfred Whitney Griswold, addressing a Yale University forum, said: “Creative ideas do not spring from groups.

They spring from individuals.” Isn’t he right? How can a person recover from this nightmarish situation where what he has all left are pennies, dimes and nickels?

Please don’t be unreasonable and blame the government that is doing its duty of rectifying a grievous mistake and preventing the bad situation from getting worse. Sometimes, you go through the worst to become your best.

Let us stop pretending that the creators of these GRQS are serving the interest of the poor by giving them a whopping ROI that more than double their small “donation.”

The huge ROI is a B-R-IB-E to cover their eyes with the wool of chicanery, deceit and glib sales pitches.

There are more than 20 million Filipinos living under the poverty line.

Do you think these GRQS can monetarily gift all these poor folks as they want us to believe and lift them out of squalor?

Instead of leaning on these tricky scams, why don’t you guys listen to Oprah Winfrey, the billionaire African American broadcaster, who said: “You become what you believe. You are where you are today in your life based on everything you have believed.”

BTW, Winfrey has a net worth of $78.5B. What was

she trying to tell you and me?

If you believe in GRQS and like to make a quick buck, you are going to be a gambler all your life.

Investing in very risky but seemingly attractive schemes is a gamble. You may be winning in the �irst few rounds but you will lose everything including your house and lot in the end. OTHER COCONUT PRODUCTS “I come from a coconut producing region. Our livelihood relies mostly on coconut. The few hectares of coconut plantation we own sent my sister and me to school in Manila. Had it not been for the coconut meat that is part of our meals during the Japanese occupation, I won’t be around writing this letter. We owe a lot from the coconut!” – From an e-mail sent to this author *** Coconut has been touted as a “lazy man’s crop.”

According to an old legend, coconut is God’s gift to the lazy man. “He sleeps in the shade of the tree, is awakened when a nut falls, drinks the milk, and eat some of the meat. He then feeds the rest of the meant to the chickens and cattle, which produce eggs and milk and meat, respectively. The leaves provide thatch for the roof and walls of his coconut hut, and are also woven into hats, baskets and mats.”

With multifarious uses, coconut is indeed a “tree of life.” In the Philippines, the coconut industry is a pillar of the country’s agriculture. “(Coconut) is the oldest and

most strategic industry in the country, comprising 1.14 percent of our gross domestic product,” said the late Senator Edgardo J. Angara, who once served as agriculture secretary.

The Philippines is the world’s second largest producer of coconut products – after Indonesia. Some 3.565 million hectares of coconut trees are planted all over the country, dominating the landscape in 68 out of the total 81 provinces.

“I take pride in claiming that we are the number one coconut producer in the country, not because Mati is the biggest producer of coconut, but because Mati is the capital town of the biggest coconut producing province and that is, Davao Oriental,” said the come-backing Mayor Michelle Rabat during the �irst Mindanao Coconut Summit a few years ago.

Coconut is an emblem of Mati’s existence. About 27 thousand hectares of its total land area of 79,109 hectares is planted to coconut, with 18 thousand farmers cultivating the vastness and the richness of the area that spells livelihood for thousands of

people in the locality. “(Coconut) provides vital economic support to the rural communities, with over 3.5 million farmers directly bene�iting from the industry,” reports the Laguna-based Philippine Council for Agriculture, Aquatic, and Natural Resources Research and Development (PCAARRD).

In the on-going four-part series on coconut, I have written four exportable coconut products that coconut farmers could get engaged themselves into. These are: buko juice, coco sugar, virgin coconut oil, and coconut vinegar.

But there are other products which I failed to mention in the series. These are enumerated in the website of cocolinkph.org. Allow me to share you some of them which coconut farmers may consider: Coconut sap syrup: This is another natural sugar alternative from coconut. “The sap is boiled until it reached a certain degree. The coconut syrup is the liquid form of coconut sugar. It has the same low glycemic index which makes it safer for dia-

betics. It can be used for coffee, tea, baking, and cooking.”

Coconut coir: A natural �iber between the hard, internal shell and the outer coat of a coconut. “It is used in products such as erosion mats, �loor mats, doormats, brushes, and mattresses. It can also be used in upholstery, padding, sacking and horticulture.”

Coconut milk: The liquid extracted from coconut meat. “It is thick and creamy which made it a crucial ingredient in many dishes around the world. Coconut milk is a ready-to-drink beverage but should be consumed immediately as it can spoil in short span of time.”

Desiccated coconut: Fresh coconut meat is grated in a variety of particle size, ranging from �ine to shredded types, before being dried. “A good desiccated coconut still has fat content and the mild aroma of coconuts.

It is essential in baking.”

Activated carbon: Also called activated charcoal, it is derived from the shell of coconut and is used in gas puri�ication, decaffeination, metal extraction, medicine, and sewage treatment. It is

also used as air �ilters in gas masks and respirators. It is also found in household items like toothpaste and soap.

Coconut lumber: “(This) is a versatile yet low-cost hard, high density wood timber that is used for general structures such as house pillars, building trusses, as well as furniture and �looring.”

Meanwhile, the PCAARRD’s Compendium of Commercially Coconut Technologies has also come-up with some food products derived from coconut: buko pie, coconut jam, and bukayo.

Buko pie: Almost like a coconut cream pie, only it is made of young coconut meats and sweetened condensed milk mixed with skimmed milk, and other ingredients. The production is done through baking.

Coconut jam: It is made from coconut milk (the �irst and second press of grated coconut meat) and sugar, preferably muscovado for health-conscious people.

Bukayo: This very sweet Filipino dessert is made by simmering grated young coconut meat in glucose and sugar.

‘Last Mile’ schools see enrollment rise among Indigenous Youth

AVAO ORIENTAL – Learners in the farthest sitios of Davao Oriental are beginning to see hope for better education as the government has started to open learning facilities called “Last Mile Schools” that cater to the indigenous youth in hinterland villages hardly reached by the government and its services.

With the school-year’s recent opening on June, the Department of Education has noted a signi�icant increase in the number of enrollees in government-run schools in areas where “Left-leaning” learning institutions used to proliferate.

As per report by the Department of Education Schools Division of Davao Oriental during the Provincial Peace and Order Council meeting on June 17, there has been a stark difference in the number of enrollees between the government schools and these private learning institutions. Based on the data presented, around 526 IP youths are now attending government-run schools while only 216 enrollees remain in these private institutions located mostly on areas where construction of government schools have yet to be completed.

The Philippine Army has also noted the same trend.

Based on a comparative data between the past and the present school-year, enrollment on these Left-leaning schools have plummeted, noting zero enrollment in MISFI schools in Sitio Limot and Sitio Casunogan in the municipality of Baganga.

701st Brigade Commander Brigadier General Manuel Sequitin said that the signi�icant decrease on the number of enrollees in these Communist NPA Terrorists (CNT)-af�iliated schools has been attributed to the concerted efforts by all key stakeholders, the deployment of Community Support Program, and the local government and the DepEd’s effort in addressing the issue on the lack of educational system in these marginalized communities.

He said that out of the nine remaining sitios with CNT-af�iliated schools in the whole province, �ive sitios namely Sitios Limot and Caatihan in Barangay Binondo, Sitio Casunugan in Barangay Mahanub in the municipality of Baganga; Sitio Paglusngan in Barangay Taytayan and Sitio Patong in Barangay Malibago in Cateel already have DepEd schools. Furthermore, Salugpungan schools in Sitio Km35 in Barangay Taytayan and Sitio Patong in Barangay Malibago in Cateel are now non-operational since more parents are opting to transfer their children to schools run by the DepEd. Addressing the Gaps The struggle to abolish these anti-government schools which espouse hatred and Communist ideology has long been an uphill battle for the government.

The Provincial Peace and Order Council has been taking serious measures to help save the IP youth from these institutions established mainly in ancestral domains.

Governor Nelson Dayanghirang, who has ordered to fast track the construction of schools, has recently allocated a total of P1.7 million

funding for the construction of temporary learning spaces in affected hinterland areas in the municipalities of Baganga and Cateel where these schools are located and provided counterpart funds for the salaries of para-teachers.

Enjoining key agencies to step up efforts amid the “silent plague” that is said to be “encroaching in the government’s educational system”, the Governor said it is an imperative to remove these schools that indoctrinate students with Communist ideals and blinding them with warped view of the government.

Educators, likewise, say that it is high-time to remove the presence of these schools as some teachers have noted that children coming from these private institutions who are already on advanced grades barely recognize letters of the alphabet. They have also observed problems on the children’s attitude which they say can only be remedied by inculcating the right values among the learners that only a sound education can provide.

Last Mile School The government has been pouring investments to ensure that quality education reaches up to the last sitios through the Department of Education’s “Last Mile” School Project. This program is the government’s intervention of providing schools in IP communities located in Geographically Isolated and Disadvantaged Areas often situated hours away from the barangay center, with dif�icult terrain, and oftentimes without electricity.

Schools Division Superintendent Dr. Lorenzo Mendoza said that the main purpose of the project is “To provide Education for all and closing the gaps in education in communities through the establishing new schools.”

To date, the Department of Education is implementing the construction of 8 schools in these hinterland areas. It also fast tracks the conversion of 2 elementary schools into integrated schools.

Governor Dayanghirang said that building these schools is an imperative not only to counter Communist ideals advocated by these anti-government schools but also to prevent the possible recruitment of children to the armed group New People’s Army, threatening their future and that of the community.

In terms of regulating these private learning institutions, Dr. Mendoza said that the Department has enforced strict regulations in terms of granting of Permit to Operate and Certi�icate of Recognition to these institutions.

67th Infantry Battalion Lt. Col. Louie Dema-ala recommended the conversion of Salgupongan schools into barangay facilities to ensure that these institutions will be permanently removed and that these facilities will be put to good use.

He added that for the interest of every law-abiding Filipino citizen, the revival of death penalty will be an effective deterrent against heinous crimes.

Go added that he will speak up and initiate investigations in aid of legislation if he sees any form of corruption being done in government.

After a yearlong commitment and effort in battling environmental issues, the Malayan Colleges Mindanao (MCM) last Monday, 20 May 2019, turned over some 100 classroom plastic chairs to their adapted school, Matina Aplaya Elementary School.

MCM’s program not only educated their staff and students, but more so, encouraged their families to understand the effects of plastic pollution in the environment.

Mari feels a deep connection to children, which explains her interest and commitment in putting up kiddie boot camps in her studio, replete with creative and interactive programs.

“I’ve always been drawn to kids. I am in awe of their openness and courage to try new things without the fear of being judged by peers. However, comparing my childhood from 20 years back to kids nowadays, I feel like kids today need more connection --- more ‘human touch’ or a better grip of the world outside their tablets. I wanted to create a venue with activities that allow kids today to be like the kids we were 20 years ago --- how we had so much fun even with the simple means of play and enjoyment. At the same time, I want to boost their confidence to open up and realize their own potential.”

During the summer season, Mari put together a boot camp where kids were taught yoga, basic and imaginative dance class, yoga theater presentation, bento box making, and art lessons. Plans for another children’s arts and movement assembly have yet to be finalized and announced.

Asked for simple ways parents can to nurture their kid’s creativity, she shares, “You can involve the little ones in preparing their snack or meal to bring to school. A no-frills sandwich shaped like a heart or a star, or sliced fruits formed as a flower, would do the trick.

Let your kids help along and,

at the same time, teach them the benefits of the leafy greens and other food sources. You can also set up an art wall in one corner of the house. Place a chalk board or white board on the wall, where the kids are free to draw and write anything they want. This gives them the freedom to express how they feel and release their creative juices!”

Go Green Revo 2019 launched in Davao City

By LEEBAI SINSUAT AMBOLODTO “SINCE July is wellness month, we came up with an event to promote a greener and cleaner environment,” NCCC Supermarket Marketing Manager Janna Mutalib said during a press briefing last June 20, 2019, at Serenitea, NCCC VP Mall.

Go Green Revo 2019 is a one-day event that aims to strengthen the company’s campaign against the use of single-use plastics to encourage more consumers to adapt a zero waste lifestyle.

“Not only are we looking at the

promotion of going green in terms of shopping in our malls but more so, the promotion of a greener and healthier lifestyle for Dabawenyos,” Mutalib added. “We also have a special wellness selling expo. This is to encourage our shoppers to observe eco-friendly shopping,” she said.

“In connection with the campaign, we have launched the Green Counter last year,” NCCC Store manager Rowena Rabago said. Green Counter, she said, are special counters located in the stores wherein shoppers are encouraged to use reusable bags and cartons instead of the usual plastic bags.

NCCC Supermarket, for its part,

has also encouraged their suppliers to go gree. One of which is Helen’s Farm. Toots Campomanes, Operations Manager for Helen’s Farm shared “ Part of our advocacy is to go green.

As one of their suppliers, we changed our packaging.”

The Go Green Revo 2019 event includes a number of activities designed to inform and educate the participants of the need to go green.

“We would be launching the Run for Better Tomorrow -- the first plastic free run in the city,” Mutalid said.

Fun Run Categories: 3k (kids category 8yo to 12yo), 5k (15yo and above) and 10K. Avail of Milo products to

There will also be a Dance for a Cause -- Zumba Challenge led by Regine Tolentino. Activity is supported by Century Tuna. Proceeds of the activity will go to a community in Marilog District.

It all started when Louie S. Puracan, a �ire�ighter from Bansalan, Davao del Sur, went to a hospital for his regular medical checkup in 2009. The doctor noticed the creatine level of the patient was increasing.

The doctor was worried knowing the patient was already 41 years old. So, he talked with him wanting to �ind out if what he assumed was right. During their conversation, Louie disclosed that he was 30 when arthritis started to knock him out. To get rid of the agony, he resorted to taking pain relievers. Hearing this revelation, the doctor told him that most pain relievers can cause kidney disease.

The doctor then advised him to undergo a glomerular �iltration rate (GFR) to measure the level of his kidney function and determine the stage of kidney disease at the National Kidney and Transplant Institute in Quezon City. (At that time, he was working at the Bureau of Fire Protection at Calamba, Laguna).

Puracan did. “The result caused me sleepless nights,” he recalled. “My kidney functions rate was 60% and it was irreversible. Upon hearing that diagnosis, my world seemed to collapse. The only thing doctors could do was to delay the progression.

The kidneys, two beanshaped organs which measure about 4-5 inches each, produce urine from waste products removed from the blood. While most people have two kidneys, there are few who are born with only one. “All functions normally performed by two kidneys can be carried out adequately by one healthy kidney,” according to The Merck Manual of Medical Information.

Unknowingly, health problems affecting the kidneys are becoming common compared to in the past. In you go to a street and ask an average man of what medical problem they fear most, they would either mention stroke or heart attack. “Many Filipinos don’t realize that developing kidney failure can be just as disabling and life-threatening,” says Dr. Rafael R. Castillo, a cardiologist at the Manila Doctors’

Hospital.

The Department of Health (DOH) reports that one person dies every hour from kidney failure. Every year, more than 7,000 cases of kidney failure in the country are recorded. This puts kidney failure as the ninth leading cause of death among Filipinos today, according to the National Kidney and Transplant Institute (NKTI).

In fact, for every one million Filipinos, 120 of them are most likely to develop kidney failure, NKTI claims.

As stated earlier, healthy kidneys clean the blood in the body by removing excess �luid, minerals, and wastes. Not only that, kidneys also make hormones that keep the bones strong and the blood healthy. But if the kidneys are damaged, they don’t work properly.

Harmful wastes, it has been found, can build up in the human body. Blood pressure may rise that may cause hypertension. When the body retain excess �luid and do not make enough red blood cells, kidney failure may result.

The Philippine Renal Disease Registry Annual Report in 2008 listed the three top leading cause of kidney failure were diabetes (41%), an in�lammation of the kidneys (24%0 and high blood pressure (22%).

“If your kidneys fail, you need treatment to replace the work they normally do,” says the National Institute of Health in the United States. “Before dialysis was available, total kidney failure meant death,” says the US National Kidney Foundation (NKF). “Today, people with kidney failure can live because of treatments such as dialysis and kidney transplant.”

According to medical experts, dialysis is a way of cleaning the blood when the kidneys can no longer do the job required from them. Dialysis gets rid of the body’s wastes, extra salt and water aside from helping control the blood pressure.

Actually, there are two kinds of dialysis: hemodialysis and peritoneal dialysis. “In hemodialysis, blood is pumped out of your body

to an arti�icial kidney machine, and returned to your body by tubes that connect you to the machine,” NKF explains. “In peritoneal dialysis, the inside lining of your own belly acts as a natural �ilter. Wastes are taken out by means of a cleansing �luid called dialysate, which is washed in and out of your belly in cycles.”

Kidney disease, particularly end stage renal disease (ESRD), is now one of the leading causes of death among Filipinos, recent statistics show. For patients with ESRD, a kidney transplant is often the only hope for survival. While the number of patients with ESRD is increasing, the number of living and deceased kidney donors remains dismally low.

Dr. Enrique Ona, who used to be the director of NKTI before he became health secretary, said that kidney transplantation is cheaper than dialysis “in the long-term.” “Moreover,” he added, “survival rates and quality of life in transplants are much better.”

But the problem is: only very few Filipinos are willing to donate their kidneys. A news report

by Philippine Star said that glaring gap: “In 2015, almost 14,000 patients with kidney disease started dialysis, while only 475 people, or 3.4 percent, received a kidney transplant, which means that only a few people are willing to donate one of their kidneys.”

There is also the problem of cost. An in-depth report by Romina Angangco Danguilan for the online site of ABS-CBN said for a government subsidized patient and the donor, the cost of transplantation is about P200,000. In private hospitals, the cost range from

half a million pesos to one million pesos.

“It is a large amount to be paid at a single con�inement and equals eight months of dialysis,” Danguilan wrote. “However, the patient recovers suf�iciently and become healthy enough to go back to work, earning to pay for maintenance medications.”

In the long run, transplantation is cheaper compared with dialysis which is life-long. “Adequate dialysis costs from P25,000 to P46,000 per month or P300,000 to P552,000 annually,” Danguilan wrote. “If one is able to afford this lifelong treatment, then the patient will be well-enough to return to his normal way of life, and just apportion time for dialysis treatment.”

Most doctors say kidney transplantation is still the best solution to resolve kidney failure as compared to dialysis. Thiswas what Puracan was also thinking. So, he requested for transfer to Davao City to be near his family. His appeal was granted in 2011 and was under the care of Dr. Maria Theresa Bad-ang, a nephrologist. “By that time, I was losing weight, felt dizzy every now and then, and hopeless,” he said.

In 2016, when the result of his GFR test was placed at 21%, Dr. Bad-ang recommended for preemptive transplant. “She didn’t want me to undergo dialysis as it would entail more expenses on my part,” he said. “She advised me to look for possible kidney donor as soon as possible.”

By this time, Puracan was getting weak and felt catching his breath. Family members and relatives knew the situation and so a clan meeting was held in

Bansalan. Four cousins and his adopted sister volunteered to be his donor.

In January 2017, the doctor stated doing the laboratory work for cross-matching.

Here, blood from the donor and recipient are mixed. If the recipient’s cells attack and kill the donor cells, the crossmatch is considered positive. This means the recipient has antibodies “against” the donor’s cells.

If the crossmatch is negative, the pair is considered compatible.

His adopted sister, then 30 years old and married with three children, was a perfect match for Puracan. He had his transplant operation on May 16, 2017 but not without a hitch.

“As soon as the surgeons took my adopted sister’s kidney from her body, the kidney turns into grey,” he said. “The doctors gave 40% chance and assured me that the kidney will function in my body. They explained that situation like this happens. Some have even acute kidney rejection right after the transplant.”

After 16 days at the hospital, Puracan was �inally released from the hospital. “During the next four months, I was in and out of the hospital for nine times,” he said. “It was really a rollercoaster ride. There was a time that I thought of giving up as I can’t bear the pain anymore.”

In addition, he had problem getting sleep and the restless legs syndrome

irritated him so much. “The thing that I really hated most is the never-ending episodes of vomiting,” he said. “I vomit almost all day, which causes dehydration and weakens my body.”

To get rid of sleeplessness, the doctors gave him sedatives. In October last year, he had to undergo a kidney biopsy as his transplant team thought he was undergoing kidney rejection. Surprisingly, his creatine level rose to 225%.

“At present, I feel better,” he now says. “I’m back to my work but mindful of my diet. I’m so happy that the Lord extended my life leading me to the right people, my nephrologist and the transplant team. And to my sister, who shared her life with me by giving her kidney. I could not survive the crucial six months period without my family whose prayers and encouragement give me the courage to �ight for it.”

There’s no need to worry for those who want to undergo kidney transplantation. After all, there are now reputable Filipino doctors who can perform such kind of surgery. In addition, there are new drugs and improved surgical techniques that can make transplants safer and more successful.

“The survival rate of organ transplants is quite encouraging,” the NKTI said in a statement. Its data showed that the survival rates for kidney transplants during the �irst year were registered at 90%95% for living-related donors and about 80%-85% for diseased organs donors. “These rates are comparable with the survival rates of similar transplants in other parts of the world,” the institute said.

anny Pacquiao has said he’ll be doing it for all the 40 year olds when he goes to war with Keith Thurman in Las Vegas on July 20.

The Filipino boxing icon is an eight-time division world champion but will be the underdog for the �irst time since his 2015 �ight against Floyd Mayweather when he challenges for Thurman’s WBA super welterweight belt.

Trading verbal jabs with the 30-year-old Thurman (29-0, 22 KOs) in an

appearance on Fox’s Inside PBC Boxing, which aired on Monday night, Pacquiao (61-7-2, 39 KOs) said being the underdog gives him more motivation, however.

“Every time that I get negative [things said] against me it gives me more to focus on and work hard for,” he said. “The mindset of fans or boxing analysts, when you get to the age of 40 you become lazy or like that and your career is over.

“This is the time I want to prove not all 40 year olds are over, their careers �in-

ished. Exercise is my favourite, beside boxing I always exercise, I play basketball four hours a day. I keep in shape all the time.”

Pacquiao’s trainer Freddie Roach and his strength and conditioning coach Justin Fortune have said “Pacman” is getting “p***** off” at Thurman’s trash talk in the build-up to their �ight.

“What I told them [his team] is, I said I’m so motivated because it’s been a long time since I’ve been an underdog in a �ight like this,” Pacquiao said.

“I feel something in my heart that I need to focus and get back what I did in the last 15 years in my career. Outside the ring I’m so friendly to everybody but in the ring I have to prove something.”

Unbeaten American Thurman tried to goad Pacquiao again, asking if he had made “retirement plans”. The Filipino senator gave a measured response: “I’m not a talker, but I’m a talker in action.”

Thurman, for his part, was less abrasive with

his trash talk than at last month’s press conference in New York, where he said he would “crucify” Pacquiao – something which hit a little too close to home for the deeply religious �ighting senator.

“I do expect a challenge from Manny but it’s a challenge I can overcome,” he said on Fox. “Pacquiao, we’ve seen his power in the past. I do believe I need to respect his power, and avoid his power, but I believe I’ll be able to handle what he throws at me.

nce free agency starts on Sunday, the Houston Rockets are planning to recruit Jimmy Butler to push the Philadelphia 76ers for a sign-andtrade deal that would allow the All-Star forward to join James Harden and Chris Paul in Houston, league sources tell ESPN. The Rockets don't have the salary-cap space to sign Butler, so they'd need the threat of the Sixers losing him for

nothing to a team with the available room to motivate Philadelphia into a trade. The Rockets also would potentially need to make this a multiteam deal to satisfy the rules of base year compensation that would cover Butler's outgoing salary.

The Sixers plan to be aggressive in signing Butler to a new deal, sources said, and could blunt a Rockets push with a full �ive-year, $190 million offer at the start of free agency on Sunday

night. The Sixers could offer Butler a four-year, $146.5 million deal, too.

Butler would be eligible to sign a four-year, $140 million contract on the way to the Rockets, but Houston likely would need to include two of these players -- center Clint Capela, guard Eric Gordon and power forward P.J. Tucker -- to make the �inancial deal work, sources said.

The 76ers are facing a free agency that includes Butler, Tobias Harris

and JJ Redick.

They're expected to make a signi�icant four- or �ive-year offer to keep Butler, whom they acquired in a trade with Minnesota for Dario Saric and Robert Covington in November.
