The Davao Investment Conference (Davao ICon) rolled up its curtains at the SMX Convention Center providing both local and foreign businessmen a closer look into Davao's booming economy.

In her welcome remarks, Dr. Maria Lourdes G. Monteverde, Chairperson, Davao Investment Conference 2019, said with a plethora of resources, business and trade opportunities in the region is never shorthanded.

"Since the �irst Davao Investment Conference in 2011, the Davao City Chamber, together with its private and public partners, has been unceasingly working to encourage a more vibrant business environment in the city," Monteverde said.

This year's theme is “Davao: Your Southeast Asian Investment Destination”.

In terms of growth, the DCIPC head said the city has seen a steady [growth] anchored on programs initiated and supported by the local government. Such then, he said, are emulated across the country and done in collaboration with the private sector.

Ortonio shared the investment opportunities available in the four key sectors higlighted in this year's Davao ICon -including agribusiness, tourism, property development, information and communications technology (ICT) and public-private partnership (PPP) projects.

resident Rodrigo R. Duterte on Wednesday night urged communist rebels to “choose a better �ight in life”, assuring that the government will provide them with livelihood assistance as long as they laid down their arms.

He told members of the Communist Party of the Philippines-New People’s Army (CPP-NPA) that the moment they surrendered, he was willing to provide them with jobs, land, accommodation.

“Choose a better �ight in life. Iyang makapabuti sa anak mo, kapwa tao mo, sa gobyerno mo (What’s better for your children, for your countrymen and your government),” Duterte said

during his visit to the 8th infantry division of the Philippine Army in Catbalogan, Samar on Wednesday.

He encouraged remaining rebels to “repudiate outdated ideology, abandon their extremist activities, and return to the folds of the law” since they are already being outnumbered by soldiers.

“I will never run out of soldiers because you are outnumbered. I think one

Duterte admitted that he felt pity for them, but they refused to sit down for talks.

Duterte earlier terminated peace talks with communist rebels but later issued Executive Order 70 which institutionalized a whole-of-nation approach in attaining peace and created a National Task Force to End Local Communist Armed Con�lict.

Sooner than later Duterte, meanwhile, expressed con�idence that the government could end communist insurgency in Eastern Visayas "sooner rather than later."

he US and Philippine militaries have lined up at least 280 joint military exercises for next year, United States Ambassador to the Philippines Sung Kim said on Tuesday.

In a press conference at the Seda Abreeza Hotel in Davao City, Kim assured US-Philippines relations remain strong and robust despite President Rodrigo R. Duterte’s tirades against the US government.

“He (Duterte) says a lot of controversial things publicly but I think many of us focus on what is happening in the relationship

and spend less time worrying about public statements and speeches,” Kim said.

The US and Philippine militaries held over 250 activities in 2018, including minor exchanges and major activities like the Balikatan Exercise, an annual military exercise of the two countries under the Visiting Forces Agreement despite criticisms from some sectors against it, he said.

He added the US considered the partnership between the US and the Philippines very important.

Sangguniang Kabataan (SK) of�icial died after he was shot by a police undercover agent during a buy-bust operation on Tuesday night at Barangay 28-C here.

City Police Spokesperson, Capt. Maria Theresita Gaspan, said on Wednesday that Barangay 28-C SK Kagawad Raymart Durias Duran, 23, single, a resident of 4-1, Gov. Sales Street, was neutralized after engaging the police of�icer posing as poseur-buyer in a shootout.

Duran, also known as alias Kagid, was able to sell suspected shabu to the police undercover in exchange of PHP500.

Gaspan said that after the police of�icer identi�ied himself, Duran resisted and drew his �irearm.

The police of�icer was able to tap away and parry the hand of Duran who

was about to �ire a gun. The police of�icer also drew his gun and shot Duran on the right shoulder.

Duran still aimed his �irearm, prompting the police to �ire another shot.

Duran was taken to the Southern Philippines Medical Center (SPMC) where he died.

Recovered from Duran were three sachets of suspected shabu and the marked PHP500 bill.

Prior to the operation, Gaspan said the suspect was identi�ied as the suspect in the robbery incident at Ramon Magsaysay Avenue here.

“This of�ice received information from the Barangay Intelligence Network that subject person was also involved in theft and robbery incidents and now, in peddling illegal drugs,” she said. (PNA)

Despite the President’s tirades against the US, the ambassador said Duterte, whom he described as a strong and popular leader, assured him the US would remain an ally of the Philippines.

“I actually enjoyed all of my meetings with President Duterte. He is very well informed. He has strong opinions. We may not agree on every single issue but he has, in numerous occasions, shared his perspective that the Philippines has only one alliance and that is with the United States. And that will not change,” he said.

“I have enjoyed my meetings with President Duterte. He does have a wicked sense of humor, and sometimes, joke about various things. But most of my meetings with him are quite substantive and productive. And I enjoy my interaction with him,” he said.

US, PH to hold 280 joint military exercises in 2020 PRRD names new CHED commissioner T

he Commission on Higher Education (CHED) on Wednesday welcomed its new commissioner.

In a statement, the CHED said President Rodrigo R. Duterte appointed Dr. Aldrin Darilag as a commissioner on June 13.

"Dr. Darilag will serve the unexpired term of former Commissioner J. Prospero E. de Vera III, who was promoted to CHED chairman in October last year.

He will serve as CHED commissioner until July 21, 2020," the statement read.

Under Republic Act 7722 or “Higher Education Act of 1994", the President shall appoint the full-time chairman and the commissioners for a term of four years, without prejudice to one reappointment.

DND to acquire 2 Navy landing docks

he Department of National Defense (DND), through the Revised Armed Forces Modernization Program, is allocating the sum of PHP5.56 billion for the acquisition of two brandnew landing docks for the Philippine Navy (PN).

The contract includes four landing craft utility and four units of rigid hull in�latable boats with integrated logistic supports.

Winning bidders must be able to deliver the military vessels within 1,095 days.

A landing dock is an amphibious warfare ship with a well deck for transport and landing craft and amphibious vehicles.

In the PN, this function is carried out by the two Tarlac-class strategic sealift vessels which were acquired from Indonesian shipbuilder PT PAL PERSERO in 2016 and 2017.

website, also said that the landing docks must have a minimum gross capacity of 7,000 tons.

Also, the PN requires tie-up with local companies or shipyards so that a minimum of one landing dock can be constructed in the Philippines.

The bid opening is slated for July 4, 10 a.m. at the DND Bids and Awards Committee Conference Room, Basement, DND Building, Camp Aguinaldo, Quezon City.

“We believe that better education is a top national priority. We recognize, appreciate, and value public school teachers as central to this goal, aside from being important leaders of our communities, including during election time, and they deserve to be compensated better and given better training opportunities and tools,” the groups said in a statement.

The groups include the Action for Economic Reforms, Financial Executives Institute of the Philippines, Foundation for Economic Freedom, Makati Business Club, Management Association of the Philippines and the Philippine Business for Education.

“In light of recent demands for an immediate PHP10,000 a month increase, however, we ask President Duterte and the teachers to phase this over time considering fairness and equity of public school teachers’ pay compared to other civil servants, and the recent increases in their pay,” they said.

Citing that educators with Teacher I position earn 58 percent more their private school counterparts and Associate Professors earn 109 percent more than those in private universities, the groups said “raising the disparity in pay between public and private school teachers would further fuel the migration of private school teachers to public schools, and exert �inancial pressures on private schools whose tuition fees are regulated by government”.

They said there are other issues which must be

considered to ensure quality education nationwide -- teachers’ training opportunities, teaching tools, and classrooms.

“On the macro impact on the �iscal sector, the PHP150 billion annual cost of the salary increase is roughly 1 percent of GDP (gross domestic product).

To appreciate the magnitude of this, we note that the entire annual budget for the CCT (conditional cash transfer) program, which bene�its 4.3 million households and promises to break inter-generational poverty, will cost less than half of this,” the statement read.

Referring to Tax Reform for Acceleration and Inclusion law or TRAIN 1, the groups noted that “there is no identi�ied recurring source of funding for the requested salary increase”.

“As such, it will raise the national government annual �iscal de�icit from 3 percent to 4 percent of GDP. The last time our �iscal de�icit to GDP breached 4 percent was in 2002 and 2003, driving the country’s credit ratings down by two rungs and this led to higher borrowing cost to both government and private sectors, and lower investments,” they said.

They added unmanaged salary increases and poorly targeted subsidies could lead to “economic collapse which recently happened in Venezuela”.

“We thus commend the efforts of the Secretaries of Finance, Education, and Budget to improve the pay of our public school teachers while preserving the country’s economic gains.

US diplomat to American firms: Invest in Mindanao

U

nited States Ambassador to the Philippines Sung Y. Kim urged American companies to pour investments in Mindanao to help the island bolster its growth.

During a press conference at the Seda Abreeza Hotel in Davao City on Tuesday, Kim assured the Philippine government of the US government’s support in the development of Mindanao, most especially the newly established Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).

Mindanao enjoys continued strong interest from American investors who are not “necessarily deterred by our travel advisory,” according to Kim. “Sure they may look at the security situation as a factor in considering whether and where to make investments but I encourage our companies to continue to look at Mindanao as a possible destination,” he said.

On BARMM development, the ambassador vowed the US Government will look for ways to support the region “in any way we can.”

“We have already done some interactions with the Bangsamoro people who are involved in the effort, and we’re hopeful that it will bring long-term stability and bene�its to the region,” he said.

Kim also mentioned the presence of a chapter of the American Chamber of Commerce of the Philippines Inc. (AMCHAM) in Mindanao. On its website, AMCHAM exists “to serve the interests of Philippine and American businesses through the participation of members in promoting their long-term objectives, while contributing to the civic and economic development of the Philippines.”

The chamber also “regularly consults with Philippine government of�icials, agencies and bureaus, as well as business, community and civic leaders. For this purpose, it maintains standing Committees, each dealing with relevant issues affecting Philippine business and industries.”

Kim added the US government had a long history of both the United States Agency for International Development (USAID) and investment activities in Mindanao. He noted American-owned business process outsourcing companies established in Davao City have also contributed in revenue generation of the government and job creation to young Filipinos.

“I don’t have any announcement with regards to travel advisory. But I should mention for any government our top responsibility is to protect our citizens. It’s the same thing for our colleagues in the Philippine government. So, according to the security situation, we will issue a travel advisory and we will continue to look at the situation and see if any updating is necessary,” he said of the travel advisories issued by the US Embassy in Manila.

Last April 9, the US Embassy in Manila warned its people against travel to Sulu Archipelago, including the southern Sulu Sea, due to crime, terrorism, civil unrest, and kidnapping. It likewise advised its people to reconsider travel to other areas of Mindanao for the same reason.

On trade with the Philippines, Kim said the country “enjoys a slight surplus on trade with us.”

EU ambassadors exploring business opportunities in southern Philippines

In terms of Philippine exports, Mindanao products - particularly its agricultural sector - have been bene�iting from the GSP+ over the last �ive years since 2014.

For 2018 alone, almost €2 billion worth of Philippine products, mostly agri-food items, were exported to the EU at zero tariff.

DICT Acting Secretary Eliseo Rio Jr. signed on Wednesday a Memorandum of Agreement (MOA) with Monsoon Chief Executive Of�icer Donald Basile for a collaboration on using the technology for the government’s national ICT development agenda.

“This partnership will directly bene�it our continuous effort to address the country’s issues on ease of doing business and cybersecu-

rity,” Rio said.

Blockchain refers to a set of digital records or ledgers of transactions that are processed through a network of computers, which cannot be altered or tampered.

The technology enables data storage for various sectors such as banking, health care, transportation, among others.

Under the MOA, Monsoon will provide complimentary courtesy consultation, advice, cost-bene�it, and socio-economic analysis on the use of blockchain technology in the Philippines.

Tagumenyos celebrate Philippine Independence Day

o commemorate the declaration of Philippine independence, the City Government of Tagum joined the whole nation in celebrating the 121st Philippine Independence Day, taking pride in our country’s liberation from its colonizers.

Following annual tradition, the celebration kicked-off with a �lag raising ceremony led by City Mayor Allan L. Rellon along with the other city and provincial of�icials, followed by a symbolic release of doves which signi�ied the spirit of freedom, and a short but signi�icant program intended to stir Filipino pride in the hearts of Tagumenyos.

The patriotic celebration was made more meaningful as the program highlighted the once unknown history of Tagum through a theatrical portrayal performed by SPA (Special Program for the Arts) students from Tagum City National Comprehensive High School, IP youths and some local government employees.

This theatrical play depicted the story of how the Moro Heroes of Tagum were able to

plot the assassination of a high-ranking Spanish of�icial, Governor General Jose Pinzon y Purga, who came to possess the early Tagumenyos’ land. With the cunning wit of our ancestors, Governor Jose Pinzon was ultimately killed by the Moros at the Tagum Rancheria in 1861.

Furthermore, making his �irst public appearance in Tagum as the newly elected governor of Davao del Norte, Honorable Edwin Jubahib graced the celebration as the guest speaker of the event and talked about the bright future that awaits our beloved province.

In time as well for the culmination of the National Flag Days, the celebration concluded with a ceremonial burning of worn-out Philippine �lags led by the BSP Tagum City Council, to avoid misuse or desecration of such �lags as speci�ied under the Flag and Heraldic Code of the Philippines.

On June 17, 2019, Provincial Agriculturist (PAGRO) Chief Minda Agarano together with his Assistant Ronald Sibayan presented the three Regional Winners for the '2019 Gawad Saka Award' during the Employees Monday Convocation Program at the Capitol Lobby, Cabidianan, Nabunturan, Comval.

The winners for the 2019 Gawad Saka were Mr. Alejo Luzano of the municipality of Compostela as the Outstanding Rice Farmer,

and the Tandik Multi-Purpose Cooperative of the municipality of Maragusan as the Outstanding Small Farmers Cooperative, while the New Leyte National High School 4-H Club received the Outstanding Young Farmers Organization Award.

HEART AILMENTS AND SEAFARER’S DIET The heart ailments of seafarers can be triggered or aggravated by his working conditions aboard the vessel, including his diet.

“Taking responsibility for the health of all human souls on their ships also de�ines the shipowners’ sense of humanity and justice”, thus declared the Supreme Court in the case of Oscar Paringit vs. Global Gateway Crewing Services, Inc ( G.R. No. 217123, March 28, 2019).

The Court granted total permanent disability bene�its. to the seafarer as it attributed to his diet the diseases he suffered (congestive heart failure, hypertensive cardiovascular disease, and valvular heart disease) which it identi�ied as work-related or aggravated illnesses.

In denying its liability for disability compensation for the illnesses, the employer argued that the seafarer failed to prove the causal connection between his heart diseases and work aboard the vessel as Chief Mate. They added that his medical condition was mostly a result of poor lifestyle choices and

health habits and was not indicative of work-relatedness.

Under the POEA Standard Employment Contract, the heart illness is considered an occupational disease for which a seafarer may claim compensation if the following conditions are met: (a) when the heart disease was aggravated by reasons of the nature of the seafarer’s work, (b) the severity of the strain of the work may be suf�icient and followed within 24 hours by clinical signs of cardiac insult, and (c) signs and symptoms of cardiac injury appeared during his work and the same persisted.

The seafarer was declared �it to work prior to embarkation even if he was known to be hypertensive.

He was required to prove that he complied with the “prescribed maintenance medications and doctor-recommended lifestyle changes” and the employer is required to “provide a workplace conducive for such compliance”.

The Supreme Court noted that even if the seafarer took medication to normalize his high

blood pressure, the working conditions and mandatory diet aboard the vessel made it dif�icult and nearly impossible for him to maintain a healthy lifestyle.

Seafarers are not free to choose their diet as they were served mostly high-fat, high-cholesterol, and low-�iber food aboard the vessel.

Ocean going vessels are in the high seas for a considerable length of time and provisions on board are usually frozen, preserved, smoked, salted and canned meats as these foods are not easily perishable while fresh fruits and vegetables cannot last long in the high seas.

With this kind of diet plus the stress of the job on board if only to keep the safety of the vessel, its crew and cargoes have their toll even upon a healthy person. The fats and chemicals in frozen and preserved meats congested his arteries.

A seafarer can be subjected to physical and mental stress and strain. One’s responsibilities cause heavy burdens on a seafarer’s shoulders all these years,

and certainly may have contributed to the development of his illness. Besides, it is already recognized that any kind of work or labor produces stress and strain normally resulting in wear and tear of the human bod Seafarers have to brave storms, typhoons and high waves during the vessel’s journey plus the sudden change of climate and temperature as the vessel crossed territories.

The job obviously entails laborious manual tasks conducted in a moving ship which makes for increased work-related stress.

All these factors may exacerbate a seafarer’s heart condition. Prolonged and continued exposure to the same could probably risk him to another attack.

The Supreme Court stressed that there is very little that seafarers can do to better their working conditions upon boarding a ship.

It is the shipowners and their representatives who have better resources to ensure that their crew members are properly nourished, kept adequately �it, and are placed in a situation

where they are not put at any risk greater than what is inherent in their jobs.

The Court pointed out that a crew properly nourished, adequately �it, and enjoying humane working conditions will redound to the bene�it of the shipowners.

No ship sails without a human crew.

C o n s e q u e n t ly, the crew’s quality of skills and state of health signi�icantly determine the ef�iciency of the shipping business.

Companies de�initely will no longer hire a seafarer with medical conditions, especially the high risk of having heart failure or stoke in the future. From the business point of view, re-employment will be risky since the harsh working environment might only aggravate his fragile condition and in the end expose the company to more serious insurance liabilities.

MAN’S UNLIMITED DESIRE Perhaps, the most obvious truth about our lives in this world as humans is that it is �inite and limited. Whatever status we may have, our strength, money, in�luence, popularity and all the things that man desires that we possess could only go so far. No man will ever be able to possess at least half of the world’s riches in his lifetime. No man could ever walk every single patch of land on the Earth. No man could ever live a thousand years. It is because man is a �inite being and everything he possesses of his physical strength and abilities will soon wane. Man could only possess so much, live so long and he is going to abandon everything he owns very soon.

But the limited nature of life in this world is not only due to man’s limits. The world itself is �inite too. Oil, water, minerals will soon run out in the current rate we are exploiting our natural resources.

Even sand is said to run out too in the current rate of ongoing construction. Even fresh air and water is going to run out too due to the current rate of pollution we are producing.

The world itself is aging. The sun is aging and if we’re to live for billions of years we shall

soon see the demise of the planet, the sun and the moon that sustains life on this tiny planet that is a speck of dust in comparison to the vast universe.

But despite all these limits, man fashions himself and pampers himself as if he was too live a thousand years. Every day, he hustles to get the money, attention, in�luence, and favors he thinks he deserves. This pursuit for material possessions has made him more machine than man in this unending race that the way one �inishes it is only by dying and no one ever is really made to be known as the victor, except those who may have left a legacy that somehow changed the world for the better.

But these successful people, visionaries, scientists and other people who made good in�luence to the society could only live long enough. In the end, no matter how they live illustriously, they are only going to be memories and names in history books and their inventions or contribution to the civilization shall soon be surpassed by better technology which will lead them to be ultimately forgotten or less mentioned. And if good peo-

ple’s reputation and legacy are also �inite. What more could we say about the ordinary person who lives his life miserably? Those who are neck deep in vice. Those who only live in order to make ends meet.

Inevitably, who they are shall end soon and who they were shall be forgotten soon.

All these limits are profound and obvious, but man lives in this world as if he was to live a thousand years by squandering it all the while possessing all sorts of in�inite desires. Our hearts and minds are insatiable as we might say.

We always wanted more. We all want grandeur and extravagance that is fueled by greed.

Prophet Muhammad said, “If the son of Adam had a valley full of gold, he would want to have two valleys. Nothing �ills his mouth but the dust of the grave, yet Allah will relent to whoever repents to him.” Narrated by Imam Al Bukhari and Imam Muslim.

Allah said in the Quran which alludes to man’s insatiable nature that he shall carry until he dies, “Competition in [worldly] increase diverts you.

Until you visit the graveyards.”

MAN THE INFINITE BEING This simple truth about man’s natural inclination for the in-

�inite is due to the fact that man was created by Allah to be an in�inite being. Yes, we will die in this world and our physical bodies shall perish but we have a soul that shall leave our bodies at the time of our deaths; but shall be restored on the Day of Resurrection.

On Judgement Day, it is our physical bodies that shall attend it after our souls are restored to it. It is our physical bodies that shall enter Paradise in order to enjoy its blessings. It is our physical bodies that shall enter Hell to suffer its punishments. And all of these shall be experienced by the people of Hell�ire or Paradise forever.

In fact, all the blessings in Paradise shall be familiar to the humans who shall enter it. Allah said in the Quran, “And convey good news to those who believe and do good deeds, that they shall have gardens in which rivers �low; whenever they shall be given a portion of the fruit thereof, they shall say: This is what was given to us before; and they shall be given the like of it, and they shall have pure mates in them, and in them, they shall abide forever.” Quran 2:25

Prophet Muhammad explains further that the people of Paradise shall be given good things that are similar in names and basic description but are of superior quality than those we �ind of Earth, “The similarity between the blessings in Paradise and those in the world is in name only.” Narrated by Imam Al Bayhaqi. Prophet Muhammad also said, “In Paradise, there are blessings that no one has ever seen, has ever heard, or can ever imagine.” Narrated by Imam Muslim.

Similarly, those who shall enter Hell will be punished by something that they are familiar with. Allah said in the Quran, “We shall send those who reject Our revelations to the Fire. When their skins are burnt up, We shall replace them with new ones so that they may continue to taste the punishment. God is mighty and wise.” Quran 4:56.

The realization and understanding that our in�inite desires could only be satiated in an in�inite abode is proof that there must be an Afterlife and therefore, there must be a God. We are born as in�inite creatures and are meant to live in�initely either in Paradise or in Hell. Choose wisely.

Hineleban (Hē-neleu-bän) is a sacred Binukid term literally meaning “Mother Tree of the rainforest that sustains the cycle of all life.” The term was adopted by Hineleban Foundation, a non-stock, non-pro�it organization based in Bukidnon, Mindanao, whose vision is to ensure the nation’s water, food and human security by reforesting the mountain ranges of

Mindanao. Bukidonon is home to the country’s last watersheds and is inhabited by Indigenous People (IP’s) and Bangsamoro communities.

Globe and Hineleban Foundation’s partnership began in December 2016 where they entered into a Sacred Customary Compact with the IPs as well as a Peace and Development role with the Bangsamoro People to identify steps to ful�il the dream of rainforestation. Together, they are reforesting 300 hectares of denuded primary rainforests, a fraction of the 44,000 hectares surveyed and targeted by the Foundation in Bukidnon and Lanao del Sur. The pro-

gram is structured into �ive phases over a �iveyear period, lasting until December 2021.

All about ‘Chicks’ Rita Bustamante and woman empowerment

In Cluckering Chick, the woman’s headdress of fragrant blooms visually complements the proud rooster, head held high as it flaunts its crown and lustrous feathers. Flirty Chick gazes up and locks eyes with the viewer, at once being desired and in turn expressing desire. Flowers adorn her nails as she rests her cheeks on her hand. Most of the women carry a dignified expression on their faces. It is as though they have just returned the viewer’s gaze at the elusive moment when they are noticed in passageways and transport stations.

“These are the various women from all walks of life which I found everywhere in Davao.

The faces of these women bear stories: some narratives are etched in time and harships as others go about their daily chores,” explained Bustamante.

“The roosters in my paintings stand glorious with their heads held high, alert and ready to battle. They symbolise the strong character and inner hope of women to lead and nurture.”

ight out of 10 vinegar products sold in the local markets contain “fake ingredients” and thus could be harmful to consumers, scientists of the Department of Science and Technology (DOST) reported.

Researchers from the Philippine Nuclear Research Institute (PNRI), a DOST line agency, use isotope-based analytical techniques to distinguish vinegar and other condiments from natural or plant-based sources from those which are derived from petroleum-based sources.

“Condiments usually undergo the process of fermentation, and the raw materials must come from fruits and other natural products,” explained Raymond Sucgang, head of the PNRI Nuclear Analytical Techniques Applications Section.

His research team was totally surprised by their �indings. “One can only imagine all the impurities and residues from the petroleum by-products which can be the source of various degenerative

diseases,” pointed out Sucgang.

As acetic acid comes from fossil fuels and by-product in the production of diesel and oil, it is very dirty. As such, products containing this inorganic type of acid are dangerous to human health.

“Synthetic acetic acid should not be used in food production or as condiment,” Sucgang said, adding that products containing synthetic materials have impurities “and these impurities, according to medical journals, can cause cancer and degenerative diseases like Parkinson’s.”

Vinegar, de�ined as a liquid �it for human consumption and contains speci�ied amount of acetic acid and water, has long been used around the world as a basic seasoning in the preparation of cooking of certain foods because its sharp taste makes it so useful and versatile.

“Vinegar adds �lavor to vegetable and meat products,” M. Plessi wrote in Encyclopedia of Food Sciences and Nutrition. “It

is one of the ingredients of salad dressings, sauces, such as tabasco and tomato products, such as ketchups, mustard, and aspics. Mixed with oil and salt, it makes the classic vinaigrette, and it can be used as a condiment for salad and as a sauce for cold, cooked vegetables, meat and �ish.”

Vinegar is one of the oldest fermentation products known to man as its history dates back to around 2000 BC, having been considered for a long time as the poor relative among fermented food products. It was used by ancient Egyptians, Greeks and Romans. “(Vinegar) is produced from raw materials of different agricultural origin containing starch and sugars, that are subjected to a process of double fermentation, alcoholic, and acetous,” says the book, Fermented Foods in Health and Disease Prevention.

Among the raw materials that can be used in producing vinegar are cider, grapes or wine, molasses, sorghum syrup,

honey, fruits, maple syrup, sugarcane, palm, potatoes, malt, grain, whey, and coconut wine or tuba.

But it’s not only tuba that can be made into vinegar – even the coconut water. “Coconut water and coconut sap may be processed into vinegar,” pointed out Agriculture Secretary Emmanuel Piñol.

In a feature published by state-run Philippine News Agency (PNA), Lilybeth Ison wrote: “For coconut water alone, the country produces 15 billion matured nuts yearly, with farmers focused only on harvesting the coconut meat and throwing away the other parts of the nuts, including water.”

Assuming that each nut contains one-fourth liter of coconut water, the volume of coconut water wasted is estimated at 3.5 billion liters, Piñol said, adding that coconut vinegar could be “an alternative income generator” for coconut producing communities.

“Vinegar-making is a traditional source of income for many coconut

farmers in the country but it has reportedly been ignored and neglected by the government in the past,” Ison wrote.

Vinegar is made through the fermentation of ethanol alcohol. “Bacteria are used to ferment (or break down) the ethanol into by-products including acetic acid,” wrote Bethany Moncel in an article. “This acetic acid is what makes vinegar unique, although it contains other substances including vitamins, minerals and �lavor compounds.”

Compendium of Commercially-Viable Coconut Technologies, published by the Department of Science and Technology (DOST), has come up with a simple method on how to convert coconut sap into natural vinegar.

Here’s how: The tuba is collected by tapping (making a small incision) on the tender unopened in�lorescence. For easy collection, the in�lorescence is slowly bent downward. The collected sap is poured in a wide large container and

then covered with a clean net to allow aeration and prevent contamination.

The sap is allowed to ferment naturally for 60 days.

Sixty days later, the fermented sap is pasteurized by boiling for 5 to 10 minutes at 60-65 degrees Centigrade to maintain the desired quality of the matured vinegar with at least pH 4. It is allowed to cool before placing it in sterile bottles. The bottles should be covered tightly and sealed.

DOST suggested that the sap vinegar be aged for one year. “The color of the vinegar changes as it ages, from cloudy white to light yellow to a clear light brown as it further matures,” the publication stated.

The publication also reminded to observe strict compliance with the quality control standards during the whole process. “This simple organic process of fermentation and pasteurization make the technology ideal for small- and medium-scale enterprise,” it said.

On the problems plaguing the POC, Ramirez said

it will not derail the country’s preparations especially the athletes.

It was because the Philippine Southeast Asian Games Organizing Committee (Phisgoc) Foundation, Inc., headed by Taguig Congressman-elect Alan Peter Cayetano, operates a team without board approval from the POC. This issue had led to Vargas’ resignation on Tuesday.

Although Cayetano was tasked to organize the country’s hosting of the SEA Games, his organizing body was supposed to function as a

mere ad hoc committee under the POC, not as a foundation that possesses a legal personality to enter into contracts with sponsors and suppliers.

It was supposed to be called Phisgoc, not Phisgoc Foundation.

And since it operates without POC board approval, eight of the 13 board members strongly questioned its authority to run the SEA Games, including the creation of the SEA Games logo, SEA Games mascot and SEA Games hymn and motto.

There were also questions about the venues tapped by the Phisgoc Foundation as it decided to move some sports away from the main hub at the New Clark City in Tarlac.

The marketing campaign, transportation and volunteer program of the Phisgoc Foundation are also being probed.

But the biggest question on the Philippines status as of�icially ready for the SEA Games is the production of technical handbook to be followed by the participating countries.

The Phisgoc Foundation does not have it, putting national sports association of�icials and their foreign counterparts in the dark as to how the event will be ran.

NSA of�icials said they already submitted their technical guidelines as early as January.

Romasanta, however, said he would make sure that everything would be in order very soon.
