US envoy says it’s an accident but needs a probe

nited States Ambassador to the Philippines Sung Kim expressed his concern over the maritime incident that involved the sinking of a Filipino boat by a Chinese vessel at the Recto Bank.

While the US envoy believed it was an accident, he suggested an investigation.

"I think there should be an investigation. We need to take measures to prevent [the incident] from happening again", expressed Ambassador Kim on Tuesday morning during a roundtable discussion with Davao media at the Seda Abreeza Hotel.

"It appears that it was an accident. We are looking to Filipino and Chinese of�icials to get to the bottom of the incident. Find out what exactly happened. And what needs to be done to hold those responsible accountable. And what needs to be done to prevent accidents like that in the future from happening," he said.

Kapa execs face charges over SRC laws violations G overnment regulators are eyeing prison time of up to 21 years and a �ine of up to PHP5 million for the leaders of the Kapa Community International Ministry Inc., led by Pastor Joel A. Apolinario.

Aside from Apolinario, named as respondents in complaints �iled by the Securities and Exchange Commission (SEC) are trustee Margie A. Danao and corporate secretary Reyna L. Apolinario for violation of provisions of Republic Act 8799 or the Securities Regulation Code (SRC).

In a statement, the SEC said the offenses carry penal provisions similar to other pyramiding scams successfully prosecuted in the past.

"A person will face a maximum �ine of PHP5 million or imprisonment of seven to 21 years or both �ine and

time behind bars. The penalty to be imposed against the respondents should be one degree higher than what is prescribed by the SRC considering the use of Facebook and YouTube in the illegal investment scheme," the regulatory body said.

The group, which has an estimated 5 million members, pays out PHP100 million a day, according to of�icials of the National Bureau of Investigation (NBI), which are eyeing other charges for fraud against Kapa of�icials.

The scheme is a new twist on an old pyramiding scheme where a new-

ly-recruited member who contributes a minimum of PHP10,000 investment, termed by the group as a "donation", earns a "blessing" of 30 percent interest on his investment. The recruiter likewise earns a portion on the initial investment.

Also named in the complaint were Marisol M. Diaz, Adelfa Fernandico, Moises Mopia, Catherine Evangelista, and Rene Catubigan.

Those who have invested money in Kapa may �ile complaints with the SEC Enforcement and Investment Protection Department at the Secretariat Building, PICC Complex , Pasay City with telephone numbers (02) 818-6337 and (02) 818-5324 or at the SEC Davao City Extension Of�ice at SDC Building, Purok 13, Maa, Davao City.

In Cagayan De Oro, complaints may also be �iled at the SEC Building, corner of 14th and Tomasco de Lara Streets or call (088) 8574325 or (088) 857-7225.

The SEC said they will also name respondents who took part in the unlawful public offering and selling of securities of Kapa.

The commission earlier issued an advisory on Kapa in March 2017 and had issued a cease and desist order on February 14 and revoked the corporation's registration last April 3.

The investment involved the sale and offering for sale or distribution to the public of securities as de�ined under Section 3 of the Securities Regulation Code.

Go discussed his plan to increase the salary of public school teachers after the implementation of the fourth and �inal tranche of their compensation adjustment in 2019 pursuant to EO 21 s.

Aside from the public school teachers, Go is also looking into the increase of salary of all civilian personnel of the government in consonance with the principle of equal pay for work of equal value and to attract and retain competent and committed civil servants.

“No one should be left behind. Dapat holistic approach, kasama rin ang iba pang manggagawa sa gobyerno. Alagaan natin ang mga ordinaryong kawani ng bayan,” Go said.

Apart from the increase of salary for teachers, the senator will also push for measures to address problems of informal settlers and provide affordable houses for all especially the poor and homeless.

“Kailangan din nating mas lalong pagbutihin ang ating mga programa para sa mga nangangailangan ng mura at disenteng bahay. We need a long term affordable housing program,” he said.

Go stressed that forms of housing intervention nationwide should be pursued so that each Filipino family will have their own roof over their heads.

“Isa ito sa gusto kong pagaralan at isulong upang matugunan natin ang 6.5-milyong kakulangan sa pabahay. Wala na dapat squatter sa sarili nating bayan,” he said.

Go also supports the creation of Department of Disaster Resilience to scaleup the country’s resiliency and preparedness when it comes to natural calamities

and man-made disasters.

“Dahil sa patuloy at tumitinding pananalasa ng iba’t ibang mga kalamidad at sakuna, kinakailangang magkaroon ng sariling departamento na tututok sa disaster risk reduction management. Ilagay natin sa isang departamento lang ang lahat ng mga may kaugnayang ahensya, katulad ng Of�ice of Civil Defense, PAGASA, PHILVOCS, etc.,” he stated.

Go is also pushing for a law that would enable the establishment of Malasakit Center in more provinces and strategic urban centers in the country and allow as well for the continuation of the program even after the term of President Duterte.

Based on Go’s idea, the Malasakit Center is a continuing program of the administration seeking to make it easier and faster for indigent patients to avail of medical and �inancial assistance from the government by bringing together in one room all concerned agencies such as the DOH, DSWD, PCSO, and PhilHealth.

Likewise, the creation of the Department of OFWs is also Go's priority. The proposed department will serve as a one-stop-shop in providing legal assistance for OFWs in distress; to arrange a full migration cycle approach in promoting migrant's rights from pre-employment as well as onsite and reintegration services; and to launch a shared database system that contains important information of all OFWs to aid in tracking their status and fast track delivery of assistance especially to distressed workers.

He is also planning to extend the term of the current Barangay Of�icials whose terms were cut short due to the postponement of the last barangay elections. For Go, two years is not enough to complete their programs and projects that will bene�it their constituents.

2 women claiming to be Mayor Sara's reps nabbed

wo women who were following up cases before the National Labor Relations Commission (NLRC) have been arrested for allegedly claiming falsely to be representatives of Davao City Mayor Sara Z. Duterte.

The National Bureau of Investigation (NBI) on Monday presented to the media Ida Josephine Villahermosa and Deltha Pasco Bernardo who are facing charges of usurpation of authority or of�icial function before the Of�ice of City Prosecutor of Quezon City.

They were arrested following a letter dated June 11, 2019, received from Raul Nadela, chief of staff of the Of�ice of the

City Mayor of Davao City.

The complaint said unscrupulous individuals appeared before the NLRC using the name of Mayor Sara.

Mayor Sara herself executed a sworn statement stating that she has not asked nor instructed anyone to represent her to government agencies including the NLRC. The two suspects claimed they were relatives of former NLRC of�icials and that they had approached the of�ice of NLRC Commissioner Alex A. Lopez to help a friend.

IDF delegation visits PH Army to exchange views on terrorism

ith terrorism now being a global concern, delegates from the Israeli Defense Forces (IDF) on Monday paid a courtesy call at the Philippine Army (PA) headquarters in Fort Bonifacio, Taguig in line the upcoming Counter-Terrorism Trainer’s Training (CTTT).

The CTTT is the �irst training collaboration between the PA and the IDF to be held in the Philippines.

Lt. Col. Ramon Zagala, PA spokesperson, said the IDF delegation was headed by Brig. Gen. Dan Goldfus.

The Israeli of�icial met with Army commander, Lt. Gen. Macairog S. Alberto, and exchanged views on terrorism, expressing their interest to learn from each other’s experiences in �ighting terror threats through the CTTT. The training aims to enhance the counter-terrorism capabilities of PA personnel.

It also aims to improve the operational and instructional skills of the PA train-

ing schools in anti-terrorism and combat techniques.

Goldfus acknowledged that there are many lessons their soldiers could also learn from the PA based on what happened in Marawi City as well as its other combat experiences.

On the other hand, Alberto said that the exchange will be fruitful since the two sides share similar views on terrorism and ways to counter it.

The IDF general added that the main challenge in addressing terrorism is to predict what the enemy will do next, thus there is a need for constant training and threat monitoring.

“The Philippine Army sees the collaboration with other armies in addressing terrorism as necessary after its experience during the Marawi Siege in 2017. Terrorism is a complex threat that requires international cooperation and the continuous exchange of knowledge and information,” Alberto said. (PNA)

he Bureau of Jail Management and Penology (BJMP)-Davao will have 21 third-year students for its College Education Behind Bars (CEBB) program when the school year opens in August this year, a jail of�icial said Monday.

“We aim to reduce recidivism once an inmate is released from prison,” JO1 Michelle Yian, BJMP-Davao community relations service of�icer Yian said of the program in an interview.

Of the 21 tertiary students, she said 14 are males and seven are females.

She said two female inmates had been released from jail but were still attending classes held at the two-story building inside the jail facility in Ma-a, Davao

City.

The students, all government scholars, have taken up four-year degree programs in computer technology and agribusiness. Most of them were arrested for illegal drugs, she said.

Yian said aside from college, BJMP-Davao had also expanded the education program to cover senior high school students. The initial batch for K to 12 program will comprise 20 male and 20 female students.

She said BJMP-Davao aims to link up graduates from CEBB with establishments once they complete their jail terms.

epartment of Agriculture (DA) Secretary Emmanuel F. Piñol has been designated as chairman of the government response team to primarily focus on assisting the 22 �ishermen, who were abandoned after their �ishing vessel F/B Gem-Ver 1 was allegedly hit by a Chinese vessel on the waters off Recto Bank (Reed Bank) on June 9.

According to the statement issued by Cabinet Secretary Karlo Alexei Nograles on Monday, the DA chief, together with Cabinet Of�icer for Regional Development and Security (CORDS) Region 4-B head, Energy Secretary Al-

fonso Cusi as co-lead, was directed to tap all available government resources -- including assistance from DA and Department of Social Welfare and Development (DSWD) -- "to assist our countrymen, with components of the

support package to come from other government agencies".

He said the DA-Bureau of Fisheries and Aquatic Resources (BFAR), Philippine Coast Guard (PCG), and CORDS Region 4-B were tasked to conduct initial inquiries regarding the incident "to determine the extent of the liabilities involved and in order to ascertain the most effective legal means to obtain justice for our countrymen".

Piñol, in a text message to the Philippines News Agency (PNA), said he will

immediately act on the directive of President Rodrigo R. Duterte.

Piñol said he will proceed to Occidental Mindoro on Wednesday to deliver government assistance to the 22 affected �ishermen.

The DA-BFAR earlier committed to help the 22 �ishermen by giving them each a �iberglass boat with complete accessories, including engine and nets.

“Hopefully, in the next six to 12 months or sooner, we will have sites coming up. If we see success, it does not stop us from expanding this partnership to other areas and more sites,” Vincent Tempongko, Globe VP for

The MOU states that ISOC and edotco will build and coown the towers, which will be leased by Globe. These same towers may eventually be leased out to other telcos such as PLDT Inc. and Mislatel.

“The partnership will be through joint investment.

The point is to create more shareable infrastructures.

We will offer the same to other parties,” Suresh Sidhu, CEO of edotco Group Sdn Bhd. said.

Globe urged the DICT to implement policies that will ease restrictions on the building of cell towers across the country.

Currently, a telco needs to secure 25 permits before it can build a single cell tower.

he past administration missed the opportunity to start closing the country’s yawning infrastructure gap by taking advantage of very low interest rates on loans that would have raised funds for these badly needed economic investments, Finance Secretary Carlos Dominguez III said.

Dominguez said that under the Duterte administration, the government took advantage of whatever opportunity was left to borrow at low, concessional rates by frontloading its borrowings and diversifying their sources to jumpstart its ambitious “Build, Build, Build” infrastructure modernization program.

The government, Dominguez said, had to act fast because the cost of borrowing money to fund its spending on infrastructure, education and other human capital investments would soon get higher because of the Philippines’s anticipated status of becoming an upper middle-income economy.

“From 2010 to 2016, the cost of money around the world was near zero. That was the best time to borrow, and we did not borrow,” said Dominguez during a recent media forum. “They were not aggressive enough to fund projects when costs were really, really low.”

Dominguez said when the Duterte administration took over, “borrowings costs have gone up

because the economic environment has changed.

They are still low compared to historical levels but not as low as they were from 2010 to 2016.”

With the Philippines’ forthcoming elevated status as an upper middle income economy, he said “our cost of money is going to be higher because we will no longer qualify for the lower interest rates for poorer countries.”

Dominguez was referring to low lending rates granted by development partners to countries classi�ied as low-income and lower-middle income economies.

For instance, Japan’s Special Terms for Economic Partnership (STEP) facility for its Of�icial Development Assistance (ODA) loans grant lower interest rates with �ixed terms to low-income countries.

Lower-middle income countries like the Philippines’ current status, do not qualify for STEP rates but may be granted preferential terms but with higher interest rates. Upper middle countries get higher interest rates than lower-middle income countries.

Dominguez said the opportunities missed by the past administration because of its failure to borrow cheap funds were, among others, the rehabilitation of the Metro Rail Transit (MRT) System Line-3, construction of airports, and expansion of road networks outside Metro Manila.

aspersky strongly advises Filipino parents to keep a closer eye on their children’s online activities on the heels of soaring web threats the company has been monitoring in the country. From its latest data, the cybersecurity company con�irmed that 82.46% of web threats from January to December 2018 have attempted to attack home users in the Philippines.

The global cybersecurity company also recorded over a 230% increase on annual web-based infections in the Philippines for 2018 at 31,887,231 versus 2017’s 9,487,775. These web threats were scanned and blocked

by Kaspersky Lab products when its users accessed websites or downloaded online �iles.

About 33.39% of the country’s population currently make up the 0-14 age group while 19.16% comprise the 15-25 age bracket according to statistics from data portal IndexMundi.

Latest data from the cybersecurity company revealed that the following categories of websites were the most popular among Filipino children, which they have either visited or attempted to visit from their computers: 1. software, audio and video 42.04% 2. internet communication sites (social networks, messengers, chats, and online forums) - 29.17%% 3. e-commerce (online stores) - 16.04% 4. news - 4.76% 5. computer games - 3.76% Gathered from May 2018 to May 2019, the report con�irms that kids are now fast moving towards the use of mobile devices for their online activities instead of using computers.

“The younger set is undeniably the most connected of all age groups today.

Some even have their digital presence laid down long before they are even born -- the consequence of our inherent nature of sharing that has crossed over to the internet world. And when these kids get older, they exhibit curiosity, another primitive instinct, but which they do online albeit carelessly. Never too late

There is barely six months before the Southeast Asian Games is held in the country. The question is, are we ready?

There are two components of the SEA Games in the country. First is our hosting preparations and the other is the competition preparations.

The �irst one is handled by the Philippines Southeast Asian Games Organizing Committee Foundation or Phisgoc Foundation and the participation side handled by the Philippine Olympic Committee and the Philippine Sports Commission.

Both are sailing on rough seas, so to speak. Needless to say, there is reason to be concerned on how things are going at the moment.

The hosting side is riddled with controversies primarily on the personality of the Phisgoc Foundation after it was incorporated and became another entity outside the Phisgoc which was the original body tasked with the hosting of the event. There are also some issues on the procurement of

uniforms which appeared to be unreasonably exorbitant.

The second is the participation which went through some changes recently with PSC chairman William “Butch” Ramirez taking over as Chef de Mission of the Philippines’ participation.

The changes stemmed from the brewing trouble within the POC leadership and Ramirez had to step in with the proddings of the government leadership in order to “save” the country from a potential disastrous stint before the homecrowd.

Amidst all these, it is best that our sports of�icials get their acts together and set aside their differences for the sake of the country.

There is not much time left but we can still pull off some miracles and turn this negative situation into something that will not only save our hosting but make our investment for hosting the event into a rewarding venture—both in terms of sports tourism and economy, and in regaining our place as a force to reckon with in Asean sports.

1984 BATASAN PRE-ELECTION IN DAVAO Scheduled on May 14, 1984, the regular Batasang Pambansa polls were the �irst electoral exercise held under Martial Law. In Davao, a political stronghold of Kilusang Bagong Lipunan (KBL), the administration’s party, press interest in partisan events was particularly euphoric.

Hogging the headlines, for one, was the March 12, 1984 ‘secret’ Bureau of Internal Revenue (BIR) meeting at the Tadeco clubhouse in Panabo, owned

by KBL chairman Antonio O. Floirendo, who admitted the conference had nothing to do with the Batasan elections.

To douse cold water on what eventually became a hot media item, Pedro L. Ocampo, revenue district of�icer of Tagum and brother of then Davao del Sur governor Primo L. Ocampo, disclosed in the phone interview that the Tadeco meeting was held in the absence of any Floirendo invitation, adding the conference was a way of “recognizing big taxpayers” and “changing atmosphere” given the bureau’s

intense tax collection drive.

Citing Ocampo’s statement, the Tadeco clubhouse gathering was joined by senior BIR of�icers in Region XI, regional director Alfonso Camillo, revenue district of�icers and regional staff.

The propriety of the BIR meeting inside a private property owned by the Floirendo was �irst questioned by Davao provincial board member Roland Marcial, who was running for a legislative slot in the Batasan elections as an opposition.

Commission on Elections (COMELEC) regional director Resurreccion Borra (later promoted to commissioner), who was not entirely impartial in his deals with the KBL, was quick to respond that the meeting, dubbed by some as “herding,” was not secret and apolitical given the issues discussed in the conference were about ‘Sariling Sikap’ program, peace and order, and voters’ registration.

As head of the regional association of government of�ices (now dubbed as Association of

Regional Executives of National Agencies or ARENA) in Davao Region, Borra issued a statement, published in the April 25, 1984 issue of People’s Daily Forum, a local paper, saying: “[D]uring the meeting I was present, not only as head of the regional group of national of�ices but likewise as regional director of the Commission on Elections,” adding as director of the electoral body he “should always attend meetings involving voting and registration.”

But in those days, Borra, arguably the longest-seating Comelec director, was perceived pejoratively as a lapdog of Floirendo, a close family friend of the Marcoses. His stint as regional electoral chief was under question after results for the Batasan Pambansa from South Cotabato, then under Region XI and was part of his jurisdiction, delivered a zero vote for the opposition! Bloc voting was blamed for the unusual outcome, which affected the results of the elections.

Twelve days after the consultation, the voter’s registration elicited an observation from the same publication. In one of its editorial, titled ‘A Good Sign,’ the paper focused on the unusually high number of voters, which was indicative of the failure of the boycott campaign: “[The April 24, 1984] registration of voters was heavy by all standards. Earlier fears that few people would turn out to enlist for the May 14 elections and all other subsequent elections proved to be without any basis after all.

“The heavy turnout, considered beyond initial expectations, is a clear indication that the boycott movement is slowly dying out in favor of full participation by those who are against the national leadership.

“The various opposition groups, by their collective act of registering for the elections, have more than convinced the rest of the country that they are willing to do their share in the move for national reconciliation.

“The people themselves are taking part now in political exercises. Their decision to participate in the elections will go a long way in promoting national unity.”

But there were also reports of ‘�lying’ voters. A person who called himself the ‘engineer,’ the paper’s next-day edition reported, claimed that he recruited seven jeeploads of people from the squatter colony of Quezon Boulevard, Davao City, for registration in Santa Cruz, Davao del Sur, about 35 kms south of the city.

A nameless informer, in con�irming the incident, said the recruiter promised him free snack, meal, transport, and P100 should he accept the invitation to be a ‘�lying voter.’

The malpractice has since been �ine-tuned over the years by politicians and their tacticians and have since become part of Filipino electoral practices. Today, vote-buying and �ly-voting have de�ined, albeit negatively, the results of national and local politics.

INVESTING ON VEGETABLE FARMERS “You have to share your knowledge if you want to make the world better.” – Simon N. Groot *** To the millennials, Groot is a �ictional superhero appearing in American comic books published by Marvel Comics. But this is not about him; it is about Simon N. Groot, the Dutchman who founded East-West Seed some 37 years ago in Manila.

In 2015, he received the Mansholt Business Award for Sustainable Entrepreneurship. The award was bestowed by the Netherland’s Wageningen University, recognized as the best agricultural research university in the world. He was recognized for his contribution to the vegetable farming sector in the tropics.

In a press statement released by the university, it said that Groot studied economics at Erasmus University Rotterdam and as a young man worked for a company that produced vegetable seeds for market gardeners. Being an international seed merchant, he travelled over the whole world.

When the company he worked for was sold in 1980, he decided to invest his capital, knowledge and experience in helping small farmers in South East Asia. At that time, commercial vegetable breeding was all but unknown in the tropics.

Smallholder farmers struggled to grow a good crop with low-quality, poorly adapted seed that they often saved from

season to season. Low-quality seed resulted in low yields, which translated into poverty and malnutrition for farmers and their families.

Groot sympathized with the farmers’ plight, and saw a way to break the vicious cycle of poverty and help farmers achieve prosperity through diversi�ication into high value vegetable crops. He linked the local need for good vegetable seed and cultivation in ‘the East’ with knowhow and experience in ‘the West’. That’s how East-West Seed was born.

After years of dedicated research and development, starting in the Philippines with business partner Benito Domingo, Groot introduced the �irst locally developed commercial vegetable hybrids in tropical Asia.

These varieties were fast-growing, high-yielding and resistant to local diseases and stresses.

Groot also realized that in order for farmers to maximize the value of these high-quality seeds, they needed training on improved vegetable cultivation. Working closely with local and international non-government organization, he created East-West Seed’s innovative Knowledge Transfer program – a unique feature for a seed company – which trains tens of thousands of farmers each year in good agricultural practices for vegetable production.

As a result of better seeds and farming methods, farmers saw a dramatic increase in their pro�its, doubling or even tripling

their incomes, and consumers found greater availability of these nutritious vegetables in their local markets.

As a result of Groot’s leadership, East-West Seed has become an important tropical vegetable breeding company in South East Asia, with 4,000 employees and 12 research and development stations in 7 countries.

“East-West Seed is therefore a splendid example of how you can allow your company to grow in a sustainable way whilst having a positive impact on local farmers and the country itself,” the jury of Mansholt Business Award for Sustainable Entrepreneurship pointed out.

It was not surprising when Groot was named last June 10 as the recipient of the 2019 World Food Prize Laureate, the foremost international award recognizing the achievements of individuals who have advanced human development by improving the quality, quantity or availability of food in the world. The Prize was founded in 1986 by Dr. Norman E. Borlaug, recipient of the 1970 Nobel Peace Prize.

Since then, the World Food Prize has honored 49 outstanding individuals who have made vital contributions throughout the world.

“Like Dr. Norman Borlaug before him, Simon N. Groot has dedicated his life to improving the livelihoods of millions around the world,” said Ambassador Kenneth M. Quinn, president of the World Food Prize Foundation. “With his partner

in the Philippines, he began developing vegetable varieties with enhanced disease resistance and signi�icantly higher yields.

“As the use of his seeds spread throughout the Philippines and to Thailand, Indonesia and across Southeast Asia, farmers’ daily lives were uplifted and consumers bene�ited from greater access to nutritious vegetables. Mr. Groot in effect developed a stunningly impactful global network of seed producers who are transforming the lives of 20 million farmers every year. For this extraordinary accomplishment, he truly deserves to be named the 2019 World Food Prize Laureate.”

Awarded by the World Food Prize Foundation, the $250,000 prize honors Mr. Groot’s unparalleled achievements as the founder and leader of East-West Seed. “His initiative over the past four decades has developed a dynamic, smallholder-centric tropical vegetable seed industry, starting in Southeast Asia and spreading through Asia, Africa and Latin America,” said the press statement obtained

by EDGE Davao. “Today EastWest Seed serves over 20 million smallholder farmers in more than 60 tropical countries.”

The press statement said Groot has led the transition of millions of subsistence farmers, many of them women, to horticulture entrepreneurs, thereby greatly enhancing their livelihoods and income. “These farmers have invigorated both rural

and urban markets for vegetable crops in their communities, making nutritious vegetables more widely available and affordable for millions of families each year,” it said.

“The awarding of the World Food Prize to a vegetable seedsman is reason for excitement and gratitude,” Groot was quoted as saying. “But the ultimate recognition is for the millions of smallholder farmers that stepped-up farming from a way of living to building a business.

Small scale vegetable farming is a great way to grow rural income and employment and improve nutrition at the same time.”

When Dr. Louise Fresco, president of Wageningen University and Research in the Netherlands, learned about the World Food Prize for Groot, he said, “Notwithstanding his wide international experience with political leaders in the entire world, Simon Groot has remained a modest man.

“The expression that characterizes him most is: ‘Seeing big smiles on faces of farmers has given me tremendous satisfaction.’ Those are the words that Dr. Borlaug himself could have pronounced. Both men share an extraordinary vision and dedication. I am convinced that Dr. Borlaug would have been impressed by the stamina and vision of Simon Groot, and would have shared his conviction that food security must entail not only calories but also nutritional qualities through vegetables.”

COCONUT: (Second of Four Parts)

A

lthough not a native of the Philippines, coconut can be considered as God’s gift to Filipinos. It is called the “tree of life,” a moniker that couldn’t be truer in the country where the coconut industry provides a livelihood for one-third of the total population, according to data from the Philippine Coconut Authority (PCA).

The UN Food and Agriculture Organization (FAO) reports coconut production in the Philippines grew at the rate of 5.3% per year from 1911 to 1929. It increased by 5.2% from 1952 to 1966.

Today, the Philippines is the world’s second largest producer of coconut products – after Indonesia. The Philippine Statistics Authority (PSA) reported that about 3.6 million hectares of coconut trees are planted all over the country, dominating the landscape in 68 out of the total 81 provinces.

From January to March this year, the coconut production was recorded at 3.31 metric tons, slightly increased by 0.2% from the 2018 same quarter level, according to PSA. Davao Region is still the top coconut-producer which contributed 14.4% to the country’s total pro-

duction.

Zamboanga Peninsula followed with 13.6% and then Northern Mindanao with 12.9%.

All over the country, there are 3.5 million coconut farmers, PCA reports. About 25 million Filipinos, however, are directly or directly dependent on coconut industry.

“Coconut is one of the two agricultural commodities that earns the country more than a billion dollars in export revenues every year,” Dr. William Dar, former agriculture secretary, wrote in his Manila Timescolumn.

All is not rosy, however. Quoting the PSA, a news report from the Philippine Daily Inquirer stated: “The volume of country’s coconut exports in 2018 increased by 43.6% in 2017. However, gross export income from the commodity dropped by 9.9% billion from P8.07 billion.

Copra, the dried coconut meat kernel, is an important agricultural commodity in the world. The Philippines has been exporting copra but recently the price in the world went down due to the low price and over supply palm oil in the world market.

there were coconut farmers who engaged themselves in various ways of marketing their coconuts. One of them is Benjamin R. Lao of barangay Eman in Bansalan, Davao del Sur. When he inherited the 5-hectare farm land from his parents in 1998, there were already coconut trees growing. Every three months, he harvested from as low as 400 to as high as 600 nuts. Since commercial fertilizers were very expensive, he planted different nitrogen �ixing species like Flemingia macrophylla, Desmodium rensonii and Indigofera anil in various parts of the farm.

The leaves from these leguminous shrubs that fell below the ground became instant organic fertilizer for the coconut trees. Several months later, the coconut yields markedly increased to 15,000 nuts per quarter. “Some of my neighbors told me it was a miracle,” Lao says.

Although the money he made from copra was good, he wanted to earn more. After attending a seminar conducted by PCA, he thought of producing coconut sugar from the coconut sap or toddy.

and Technology (DOST) that coconut toddy contains 12%-18% sugar in its natural form with important vitamins and amino acids. It is also rich in nutrients and high in potassium.

Phosphorus, magnesium, sulfur, calcium and vitamin C. The �lowers of the coconut tree provide the sap that is made into sugar. “Each tree in a good stand can yield an average of two liters of sap daily,” wrote Ricardo Argana of the S&T Media Services. “At least four coconut trees are needed to produce one kilogram of sugar.”

Argana said the production and the sugar content of the sap are determined by the location and the tree variety, as well as other factors such as the season, nutrition provided for the tree, the time and the way tapping are done.

“The production of coconut sugar is very simple,” Lao says. “It is just a natural process of heat evaporation to convert liquid sap to solid form of sugar granules. It requires no complicated and highcost machineries or equipment nor a huge capital.”

What one thing about coconut sugar is that is all natural. That is why it is recommended to people with di-

abetes, a disease that af�licts more than 5 million Filipinos. “Coconut sugar has low glycemic index, a measure of blood sugar, thus good for diabetics and those having prostate problems,” Lao says.

Coconut sugar’s glycemic index (GI) is 35. “This is much lower than the 54 GI, the level which nutritionists consider as safe for people who have to watch out their glucose level,” Argana wrote.

In the beginning, he only sells the locally-produced coconut product inside his farm. Believing there was an untapped market for such product, he hired people and started producing other alternative sweeteners like coco honey and coco sap drink that are used for desserts and other delicacies.

Lao later registered these products with the Department of Trade and Industry under the moniker Donnabelle – a combination of the names of his two daughters. He started distributing his products in some outlets in nearby areas and the cities of Davao, Digos, General Santos and Butuan. Outside of Mindanao, his coconut sugar is being sold in Cebu and Metro Manila.

Due to the increas-

ing demand for his products, he decided to incorporate Lao Integrated Farms Inc. in 2009. Since then, he has been exporting his products to the United States, United Kingdom, Australia, and other countries. “My coconut sugar is guaranteed 100-percent free from chemicals,” he assures.

But it’s not only coconut sugar that is very popular abroad. Teriyaki all-dip sauce, another coconut-based product, is also a hit among foreign consumers. People who buy his products are assured that they are �it for human consumption as his farm has earned various local and international organic and safety certi�ications.

Today, 80% of his coconut products are exported. He credited this achievement to continued research. Despite the success and awards he received, he never stopped doing studies on how to improve the quality of his products.

In fact, he was named by DOST as a magsasaka-siyentista. “As a farmer-scientist,” he says, “I was able to focus on researching about coconut sap products. It took us eight months to study on how to make export-quality coconut syrup.” (To be continued)

Mia used to be a Montessori teacher in Marrakech, Dubai and Guangzhou prior to settling down with family in Davao. With her special affinity with children, it’s no wonder their interests and joys rubbed off on her as well — more so now with her new role as a mom. “My first few products were named Satine, Poppy and Maddy. They were all headwraps named after Trolls (in the animated movie),” she quips.

“Each small batch I released got sold out very fast, and that’s when I realized I found a good product. They’re actually so good that new stores kept popping up, copying the business, which, in turn made me hustle more. When baby Laurel started walking, I decided to add shoes to my product

lineup. Since then, I make sure I always have something fresh and new to offer to my customers.”

Mia’s plans for business expansion led her to launch a byproduct under Laurel & Co. “A clothing line made sense since the ‘parent’ brand already carries accessories. I was aiming for a specific aesthetic — hence, the new line, Tinkertoes

by Laurel.”

‘Asian Dream’ seeks the next rising star with Michael Bolton MOTOR IMAGE announced today that global music legend Michael Bolton will return to Asia for the first season of Asian Dream, an all-new reality talent search where he will join hands with Subaru to shine a light on promising singers across the region.

Asian Dream, a seven-episode series that aims to foster emerging musical talent, has scouted six aspiring singers from Hong Kong, Malaysia, the Philippines, Singapore, Thailand and Vietnam.

Isuzu turns over 15 modernized PUVs to Lucban transport cooperative

T

he municipality of Lucban, the thriving “art capital town” in Quezon province most famous for its colorful Pahiyas Festival, can now also boast of its own modernized �leet of public utility vehicles (PUVs) that will transport its visitors and residents in safety, comfort, and convenience.

In a formal turnover ceremony held last May 22 at Lucban Municipal Hall ground, Isuzu Philippines Corporation (IPC) turned over the initial 15 units of Class 2 modernized PUVs to of�icers and members of the Lucban Genesis Transport Service and Multipurpose Cooperative (LGTSMPC).

The formal turnover was witnessed by of�icials of the Land Transportation Franchising and Regulatory Board (LTFRB), Lucban OIC Mayor Armando Abutal, Land Transportation Of�ice District Of�icer Wilma De Castro, Of�ice of Transportation Cooperatives Executive Director Eugene M. Pabualan, and executives of IPC led by its Sales Division Head Joseph Bautista, and Isuzu Pagbilao General Manager Marcel Tolentino.

The turnover of 15 modernized PUVs to LGTSMPC represents the start of what would eventually be a total of 88 modernized PUVs plying the 60-km route be-

tween Lucban to Tayabas town in Quezon, as well as the Mauban to Lucena City route.

LGTSMPC, one of the province’s largest transport cooperatives, ordered the brand-new PUV units from Isuzu for the �irst time, and expressed its utmost con�idence that the vehicles will provide years of reliable, safe, convenient, and comfortable performance to its commuters, and will be a proud example of the government’s PUV Modernization Program.

Mr. Bautista explained that the Isuzu modern PUV is roomier, safer, and more convenient to ride in.

“Our modernized PUVs using the QKR 77 truck platform with body designed and built by Almazora can accommodate up to 23 passengers. Commuters can now travel comfortably with enough legroom, headroom, and seat space in this Class 2 vehicle.”

He added, “The vehicle is also equipped with features required by the PUVMP vehicle guidelines. There’s the automatic fare collection system. There are three CCTV cameras installed in the vehicle, and LED destination displays.”

The Isuzu QKR77 platform is assembled in the Philippines and is equipped

with the Euro IV-compliant 3.0-liter 4JH1-TC CRDI diesel engine that delivers better fuel economy and cleaner emissions.

The vehicle is also built lighter to be able to run more ef�iciently. The body and panels, designed and produced by IPC’s partner body builder Almazora Motors, is also made of lightweight but durable materials.

4 injured in Raptors victory celebration

fter four people were injured Monday in a shooting during the Toronto Raptors’ NBA Championship celebration, Canadian of�icials urged the public to not let it undermine a mostly peaceful commemoration of a historic win.

“I hope all those injured in today’s shooting have a speedy recovery and I’d like to thank the Toronto Police for acting so quickly,” Prime Minister Trudeau said on Twitter.

“We won’t let this act of violence take away from the spirit of today’s parade.”

Trudeau was present for the victory rally in downtown Toronto, where huge crowds had gathered to celebrate the Raptors’ victory over the Golden State Warriors in the NBA �inals.

Four people suffered “non-life threatening” injuries in a shooting near the rally in Nathan Phillips Square, Toronto Police Chief Mark Saunders said. Three people were arrested in two separate incidents connected to the shooting, he said.

Saunders insisted that the incident affected a small group of people during an otherwise jubilant celebration. More than a million people attended the victory rally and “the vast majority didn’t even know this happened,” he said.

Images on social media showed people running from the scene. Saunders said he could not speak to reports that people were trampled, but he resisted the suggestion that a stampede broke out after shots were �ired.

A “small burst of people” were scared, he said.

The shooting brought negative attention to a historic celebration. The Raptors’ victory marked not only its �irst NBA title, but

its �irst time reaching the NBA Finals in its 24-season history.

The celebration began Monday afternoon with a parade featuring open-air double-decker buses carrying the team before arriving at Nathan Phillips Square.

Revelers �illed the square to capacity for the rally, which included an appearance from Trudeau.

The master of ceremonies paused brie�ly to let the crowd know there was an emergency situation, then resumed the festivities.

“It is disappointing and I’m sure a source of anger for more than just me that anyone would carry a gun and discharge it at what was otherwise a joyous celebration,” Mayor John Tory said.

“I hope those responsible will be held to account to the full extent that the law permits,” he said. “I want to commend and thank the millions of other people who happily and peacefully celebrated our beloved Toronto Raptors.”

During the rally, Tory presented the Key to the City today to the team.

He also announced that a stretch of road outside the Scotiabank Arena will receive a ceremonial street dedication as Raptors Way. “We are so proud of our Toronto Raptors and their championship win. Presenting the entire organization with the City’s highest honor is our way of saying thank you on behalf of all Toronto residents,” he said in a statement.

“This historic playoff run galvanized and united not only Toronto, but all of Canada, bringing together fans from coast to coast to coast. The victory itself and the events surrounding it will inspire Torontonians, especially young people, for years to come.”

Everyday the two protagonists came face to face with each other with Farah, speaking no English but Spanish and Portuguese, saying only “hellos” and “holas,” as each took his breakfast, lunch, merienda and dinner in separate tables in the small but clean din-

ing hall.

Sadly, the Bolivian arrived in Davao alone, �lying a long route in 40 hours. His trainer did not arrive due to circumstances beyond control, leaving Farah on his own. Johnson, on the other hand, brought along three friends who provided him company.

Mind you, they even got to become “friends,” if you call their civility to each other as a form of friendship. With a quiet smile and a tap, they shook hands whenever they come across in the hotel lounge. Good for Farah that his manager, Luis Tapia, a Mex-American matchmaker, kept him company and became his interpreter.

Layla McCarter, a renowned female boxer, also was on Farah’s retinue of three.

Johnson et al easily established good relations with the hotel employees with their

easy-going ways while Farah quietly made his way through with his halting English that prevented him, for a while, to convey his messages to the accommodating hotel staff.

Johnson and company liked the malls in the city, easily adapting to their surroundings, and frequented the restaurants, savoring the great sea food and the hospitality of the Davoenos.

‘It’s a great way of running a city,” said Johnson as he praised the peace and order conditions prevailing, the amity of newfound friends and the great tourist attractions. He visited the Crocodile Park, brought cheers to young cancer patients by dropping by the House of Hope and enjoyed the VIP security the city government provided for prominent foreign visitors.

Farah also relished the

food menus even as he found Davaoenos having the same Spanish cultural heritage and being able to understand a few Spanish phrases and words he uttered.

Johnson, before I departed Sunday, told this deadline beater, that he and company are staying for several days more to enjoy the sights and sounds of Davao.

“I’m gonna enjoy my stay here, Fred…go for a dip in the beach, visit the island (Samal), and eat some more great seafood, hahaha.

Thank you for bringing me here,” the new GBO heavyweight champion yelled in delight. “Tell Rey (Rodis), to bring me here again.”

I saw Farah taking the airport shuttle Sunday and could only mutter: “Adios, amigo. Vaya con Dios.” My heart bled saying goodbye to the Bolivian gentle giant.

Saul waved back with a childish smile.

Birthday boy Senator-elect Go lifts team past IBP-Davao 98-94

t was just another explosive day for Senator-elect Christopher “Bong” Go at the place he loves to relieve himself from stress.

Back on the basketball court after a busy election period, Go never showed rust and hit big shots one after the other on his birthday to lift DU34GO past IBP Davao, 98-94, in Game 5 of their basketball friendly series on Friday at the Genesis 88 Gym. Go shot 7 treys to �inish the game with 37 points as Team DU34GO remained undefeated in as many games of the 2019 series.

Marinduque Rep. Lord Velasco and Lance Co provided key contributions combining 14 points for DU34GO which kept its composure down the

stretch to pull away with the win.

Armand Dioso scored 22 points for the Davao lawyers who once poised to take control of the match.

DU34GO came out big behind its shooting pro�iciency to dictate the tempo in the �irst half.

But IBP, playing a strong second half, got back in the game to arrange a see saw fourth period battle.

DU34GO was up 87-83 but IBP mounted a 6-0 run to tied the game at 89-all with under three minutes. The rest was a DU34GO show.

Cadiogan and Ongkiko chipped in 16 and 13 respectively.

Sevilla made 17 points for DU34GO which drew eight points from Billy James and six from Joel Aberilla.
