PDEA lauds KBP for blocking airing of song ‘promoting’ illegal drugs

T

he Philippine Drug Enforcement Agency (PDEA) lauded the Kapisanan ng mga Brodkaster ng Pilipinas (KBP) over its decision to block the airing of the song of Shantie Dope titled “Amatz”.

In a statement Saturday, PDEA Director General Aaron Aquino thanked KBP chairman Herman Z. Basbaño for the organization’s move.

“We respect and appreciate our artists in the music industry. However, we strongly oppose the promotion of musical pieces or songs that encourage the recreational use of drugs like marijuana and shabu.

It is contrary to our fight against illegal drugs,” Aquino said.

He said airing songs that feature the use of illegal drugs as harmless could mislead the vulnerable youth and make them believe that it is all right to use illegal drugs.

“This runs contrary to the Duterte’s administration’s crusade against illegal drugs,” he added.

In a circular dated June 4, the KBP reminded its members to observe the restrictions stated in Article 15 (Music), Section 4 of the Broadcast Code of the Philippines issued in 2007 and amended in 2011.

Under this code, “songs with lyrics or messages that

are vulgar, indecent, promote substance abuse, gender discrimination, racism, Satanism, violence or sexual perversion, or demeans a member of any sector of society shall not be played.”

The circular was issued in response to PDEA’s letter-complaint dated May 29 regarding the live performances of Shanti Dope rendering the song “Amatz” in Umaga Kay Ganda and ASAP, both programs of ABS-CBN, on March 27 and May 19, respectively.

The letter has already been endorsed to the KBP Standard Authority, the organization’s body empowered to hear and adjudicate complaints of possible violations of the KBP Broadcast Code.

The PDEA chief said the lyrics of the song, “Ito hinangad ko; lipadin ay mataas pa sa kayang ipadama sayo ng gramo, di bale ng musika ikamatay,” promotes the use of marijuana.

“It appears that the singer was referring to the high effect of marijuana, being in its natural/organic state and not altered by

PRRD to Reds: Surrender and get shelter, livelihood

P

resident Rodrigo Duterte renewed his offer Thursday to the members of the New People’s Army (NPA) who want to return to the fold of the law saying his government is ready to provide them with shelter, job and livelihood if they lay down their weapons.

Speaking before the recipients of certificates of land ownership awards (CLOAs) in Soccsksargen (Region XII), the President said his dialogue with the communist insurgents is about to end whether they agree with the government or not.

The communists’ fighting capability has diminished and they no longer have guns and ammunition as well as food to defeat the government.

“To the communists, come down here. I’ll give you a small condo. The same condo that I allot for the military and police,” he told the members of the NPA in his renewed offer.

“But it’s a house that you can live in. It’s habitable so to speak.”

It won’t be easy for the communists to surrender but the President said he believes they will slowly come down from the mountains.

Once they lay down their weapons, the President said he is willing to

provide them with houses, job and skills training from the Technical Education and Skills Development Authority (TESDA).

President Duterte also expressed the seriousness of his administration to give land to the landless, noting he has instructed government agencies to distribute all surveyed state lands to the people.

During Thursday’s event, the President led the distribution of 12,548 CLOAs in Soccsksargen, which is expected to benefit 13,585 agrarian reform beneficiaries (ARBs).

Soccsksargen is composed of four provinces and one city: South Cotabato, Cotabato, Sultan Kudarat, Sarangani and General Santos City.

The CLOAs distributed by the President in the event held at the Lagao Gymnasium here, covered a total aggregate of 24,000 hectares of lands all over Soccsksargen.

The region-wide CLOA distribution is in line with

President Duterte’s directive to fast track the Department of Agrarian Reform’s (DAR) implementation of the Comprehensive Agrarian Reform Program Extension with Reforms or CARPER. The CLOAs distributed Thursday covered lands located in four provinces of Soccsksargen that include those in North Cotabato with 9,419.7459 hectares; Sarangani, 1,393.0000 hectares; South Cotabato, 3,142.9546 hectares; and Sultan Kudarat, 3,364.2370 hectares.

Around 2,000 ARBs attended Thursday’s event along with 500 other attendees from local government units, DAR and other government agencies.

The CLOA distribution was significant because it supports the President’s 10-point socio-economic agenda and at the same time provide a sense of security to the Soccsksargen ARBs. With more lands being handed over to ARBs in the region, the government expects an increase in agricultural productivity and investments that in turn improve the overall economic status of the region.

PH expresses 'utmost concern' on raped Filipina's case in Kuwait

n official of the Department of Foreign Affairs (DFA) expressed on Friday the Philippine government's "utmost concern" over the case of a Filipina household worker raped in Kuwait last week.

who assured the official that an all-points bulletin has been issued to police and immigration posts in Kuwait and other Gulf Cooperation Council member states.

Althwaikh said the suspect has been charged with rape under Article 186 of Kuwait Penal Law No. 16/1960, which states that "Anyone having sexual intercourse with a woman without her consent, through the

use of force, threats or deception, shall be liable to the death penalty or life imprisonment."

Althwaikh also noted that the Kuwaiti government is "exerting all efforts for the speedy arrest of the suspect."

In the DFA's latest bulletin, Assistant Secretary Emmanuel Fernandez said the victim has already started working for her employer together with three other Fili-

pina household service workers, including a family member.

"The embassy will continue to provide legal and other necessary assistance to her," he said.

Embassy confirms China boat involved in boat sinking

he Chinese Embassy in Manila on Friday night said the vessel involved in the boat sinking incident in the West Philippine Sea was indeed China-flagged but denied it was a case of “hit and run."

The China Embassy, in a statement, identified the Chinese fishing boat as Yuemaobinyu 42212 from Guangdong Province, China.

It initially berthed at the vicinity of Reed Bank.

"It was suddenly besieged by 7 or 8 Filipino fishing boats. During the evacuation, 42212 failed to shun a Filipino fishing boat, and its steel cable on the lighting grid of larboard bumped into the Filipino pilothouse," it said.

"The Filipino fishing boat tilted and its stern foundered. The Chinese captain tried to rescue the Filipino fishermen but was afraid of being besieged by other Filipino fishing boats. Therefore, having confirmed the fishermen from the Filipino boat were rescued on board of other Filipino fishing boats, 42212 sailed away from the scene," it added.

Referring to their own report, the Embassy said "there is no such thing as hitand-run."

Meanwhile, it vowed to properly handle the issue with the Philippines "in a serious and responsible manner," saying the Chinese side "attaches great importance to China-Philippines friendship and safety of life at sea."

"The two sides are maintaining close communication

through diplomatic channels," it noted.

On Friday, the 22 fishermen arrived in Occidental Mindoro aboard the Philippine Navy vessel BRP Ramon Alcaraz.

In recalling the night of June 9, F/B GEMVIR1 Captain Junel Insigne, in an interview with ABS-CBN, said they were anchored when a "Chinese boat" hit them.

"Noong pagbangga, akala namin pagbalik niya tutulungan kami, biglang sumindi 'yong ilaw na marami, dahil nakita kaming lubog na... Ayon, pinatay nila ulit 'yong ilaw palayo na ulit sa amin (When they hit us, we thought they were going to help us when they came back. Their lights suddenly flickered on, when they saw us sinking... then they turned off their light and left)," he said.

Insigne said the Chinese should have helped them at least the moment they saw them sinking.

"Umikot lang muna sila, binalikan kami bago sumindi 'yong ilaw, 'yong maraming ilaw, noong makita lubog na, pinatay 'yong ilaw bago umatras papalayo (They circled first then went back to the scene, when they saw that our boat already sank, they turned off their lights before they left)," he narrated.

Bong Go celebrates birthday by giving back to Dabawenyo

enator-elect Christopher Lawrence "Bong" Go spent his birthday today with his fellow Dabawenyos as he visited three districts in the city to extend his sincerest gratitude for their support to the Duterte administration.

“Gusto ko ibalik sa tao itong blessing na ibinigay sa akin. Pasasalamat na rin sa mga taga Davao na sumuporta sa amin ni Pangulong Duterte,” Go said.

“Hindi po talaga ako nagpaparty sa nakaraang dalawampu’t isang taon, kagaya ni Pangulong Duterte. Nandito po ako para mamahagi ng pagkain para may mauwi sila sa kanilang mga bahay,” he added.

Part of his simple celebration was giving of gifts as a sign of gratitude to the orphans and indigenous people of Davao City. He also took time to visit the city jail to provide food packs for the inmates.

“Pinuntahan natin ang street children dahil gusto ko makakain sila. ‘Yung City Jail din dahil para sa akin kahit nakakulong sila ay Filipino pa rin sila. Gusto ko sila mabigyan ng pagkakataon para magbagong buhay. Ako kahit meryenda man lang maibahagi ko sa kanila dahil gusto ko maibahagi ang aking mga biyaya,” Go stated.

When asked for his birthday wish, Go desired a healthy life to be able to continue giving his service to the people.

mabigyan kami ni Pangulong Duterte ng mabuting pangangatawan para makapagbserbisyo pa kami ng husto sa kapwa naming Pilipino,” he said.

Department of Labor and Employment IX (DOLE IX) Regional Director Ofelia B. Domingo confirms that there will be a nationwide survey to identify the victims of child labor that will let them provide proper support and livelihood programs for the parents of the victims.

“Children should not be victims of child labor,” Director Domingo said emphasizing that the parents are responsible for their children and should not let them work at their young age.

The nationwide survey will start this July where DOLE is targeting to identify more than 7,000 child

laborers nationwide and will hire community facilitators, encoders and enumerators to look for children who are victims of child labor and will assist them to get education instead of work.

DOLE IX aims to advocate more parents to be aware of child labor.

During the observance of World Day Against Child Labor on June 12, a painting contest was done which was participated by youths from different schools.

Friday reiterated his support to the implementation of the Philippines Identification System Act (PhilSys Act), stressing that a national ID system could help prevent fraudulent transactions, like the "ghost dialysis" controversy.

The new law, authored

by Drilon, mandates the establishment of a single national identification system for all Filipinos, here and abroad, to enhance the delivery of basic services to the public and eliminate corruption, among others.

Just recently, Malacañang announced that the government will pilot test the national ID system from September to December this year.

“Once the national ID system is in place, agen-

fit of claimants, including PhilHealth, Social Security System, the Government Service, and Insurance System, and the Philippine Veterans Affairs Office, among others, can readily verify information about the claimant before they disburse public funds,” Drilon said.

He said this is because the implementation of the national ID system will provide for a mechanism, or a system, to verify the existence of a person, most importantly whether the claimant is alive or not, or whether the transaction is fraudulent or not.

He pointed out that the law's implementing rules and regulations clearly provided that the death of the registered person would cause the deac-

“That could potentially eliminate fraudulent transactions such as what happened in the ghost dialysis treatment controversy,” Drilon said.

Meanwhile, Drilon urged the Philippine Statistics Authority (PSA) to "enhance its data sharing capability" following allegations that the agency refused to confirm whether the patients of a dialysis center claiming benefits with PhilHealth had died.

He said the death of a person is not a privacy issue since PhilHealth’s knowledge of a person’s death does not pose any danger to the deceased or his or her family.

Most of the sectoral counters also finished on the red, led by the Holding Firms, which declined 1.41 percent. It was followed by the Property, 0.85 percent; Industrial, 0.55 percent; and Services, 0.15 percent.

Prospects for domestic growth 'bright' in 2019

ranking official of the Bangko Sentral ng Pilipinas (BSP) said domestic growth prospects remain bright, thus, he expects the economy to post a growth of between six and seven percent.

In a briefing Friday, BSP Deputy Governor Diwa Guinigundo said developments in the domestic economy partly reflects the outcome of the country’s balance of payment (BOP) position in the first quarter of the year.

The central bank reported that BOP in the first three months of the year posted a surplus of USD3.8 billion, a turn-around from the USD1.2-billion deficit the same period last year.

It traced the surplus to higher net inflows particularly in the financial account due to increased portfolio inflows, foreign direct investments (FDIs) and other investments.

“The strong performance of the financial account during the quarter was bolstered by favorable investment sentiment attributed to the country’s solid macroeconomic fundamentals and firm economic growth prospects,” the BSP said in a report.

With this output, Guinigundo said these inflows indicate growth of the domestic economy.

“We have shown in

many instances, in many cases that the Philippine economy is one of the fastest growing economy despite the 5.6 percent performance of the economy in the first quarter of the year. With better prospects for the second half of 2019 we should be seeing a real economic growth of close to between 6-7 percent,” he said.

The 5.6 percent growth, as measured by gross domestic product (GDP), is slower than quarter-ago's 6.3 percent and year-ago's 6.5 percent.

The central bank official explained that since the Philippine economy has sustained its robust output, domestic savings are now “not enough to fund the requirements of domestic investment and achieve a certain level of economic growth”.

This is the reason for the deficits in the current account, he said, which posted negative growth in recent years after more than 10 years of being in surplus.

Guinigundo said of the big jump in imports, which

is due to higher domestic requirements “we have seen the significant expansion in the merchandise trade deficit”.

He, however, said that the current account deficit is not a big issue since this is being countered by the continued inflows of remittances, business process outsourcing (BPO) receipts, and tourist receipts.

“Now, in as much as we have seen the balance of payments in the first quarter of the year turning into a surplus, and this is reflected in the forecast of 2019 and 2020 balance of payments, we see the financiability of the current account deficit,” he said.

Guinigundo said the domestic economy will continue to grow, thus, he expects the trade deficit to continue.

“But the inflows of foreign portfolio investments, foreign direct investments, and even in terms of other investments we’re seeing the financiability of the current account deficit,” he said.

He added that the government’s infrastructure investments are expected to bolster domestic growth further.

“And so later on exports will start recovering and imports will start stabiliz-

resident Rody Duterte has approved the utilization of the Quick Reaction Fund (QRF) of the Department of Agriculture for the emergency procurement of 20 units of X-Ray machines which will be established in all international airports of the country to check agricultural products, especially meat, brought in by passengers.

Finance Secretary Carlos G.Dominguez, head of the Economic Development Cluster (EDC) Committee, endorsed the DA proposal citing the need for the country to protect its borders from plant and animal diseases notably the African Swine Fever which is devastating the hog industry of many countries.

Sec. Dominguez also approved the installation of the meat and agri X-Ray machines in the customs area in all airports so that all hand carried and checked in baggages of in-

coming passengers, especially those coming from ASF-affected countries, could be checked.

EDITORIAL How to spot a scam In the midst of the proliferation of investment scams that have victimized millions, it is important for these people to get empathy instead of being blamed, and to be educated instead of being loathed. Afterall, they are victims not culprits.

So what are the telltale signs that any offerings of fast-bucks business must be scrutinized. Investment offer with extremely attractive returns which are too good to be true are likely to be just that, too good to be true. The Securities and Exchange Commission (SEC) has warned people not to be tricked. While there is a chance it might be true, there’s also a bigger possibility that it might be a scam.

SEC suggested that everyone must go through a process of thinking, examining and studying the investment proposal.

Through its aggressive information campaign against scams, the agency has provided a checklist of how to protect yourself and your money against investment fraud.

First, get the following information: Name of the person and the company making the offer; Address of both person and company; Phone number, particularly the land line. Do not accept cellular phone numbers as the owner cannot be traced; and SEC registration as an investment taker.

A SEC company registration does not grant authority to sell investment instruments, such as securities, bonds, commercial papers, or similar financial instruments. Only investment houses and financing companies with quasi-banking

(QB) license and with SEC-registered securities may offer to sell the same to more than 19 investors. Among others, only SEC-registered persons (brokers/dealers/ salespersons) may offer or sell SEC-registered securities to the public.

One can also spot a fraudster by the following characteristics: unwilling or hesitant to give information; has no SEC registration; claims to have QB license or SEC-registered securities; and fails to give information or is not listed in the SEC website.

Once these telltale signs are apparent, the next steps should be to report to Enforcement and Investor Protection Department of SEC (5846337); and to seek assistance from the National Bureau of Investigation (NBI) or police in case of emergency.

It is important to have the following information such as the number of investors, minimum placement, rate of return, etc. and verify the name of the company from a list of those qualified to offer investments at the SEC website. Finally, SEC said persons who wish to report may call the SEC Corporate Governance and Finance Department at 584-6103 or the Markets and Securities Regulation Department at 584-5703.

For those who have ‘invested’ in the entities already closed, it is best to file an action rather than cling on to the hope that the operations can resume which, given its unlawful nature, is unlikely.

WRIT OF HABEAS CORPUS IN DAVAO The suspension of the privilege writ of habeas corpus was made several times over the decades since 1905.

This legal remedy, which literally means “to produce the body,” is popularly defined as “a court order demanding that a public official (such as a warden) deliver an imprisoned individual to the court and show a valid reason for that person’s detention.”

The first case was in 1905 when Governor-General James Francis Smith, with te consent of the Philippine Commission, suspended the writ in the provinces of Batangas and Cavite due to rampant, criminal activities. The Supreme Court, in concurrence, ruled that the suspension of the writ was part of the duty of the head of state and it is a political question.

On December 11, 1971, as an aftermath of the infamous Plaza Miranda on August 21, 1971, President Ferdinand E. Marcos declared the suspension of the writ throughout the archipelago.

In support of the suspension,

the high tribunal did not use the political question as basis but invoked its authority to inquire into the facts employed as foundation for the act, thereby making the case a justiciable action that courts can decide on.

During martial law, two instances of writ of habeas corpus suspension took place.

In Aquino v. Enrile (G.R. No. L-35546), the high court, on September 17, 1974, dismissed the petition of habeas corpus of senators Benigno S. Aquino, Jr. and Jose W. Diokno on the ground that the declaration of martial law, which “is founded upon the principle that the state has a right to protect itself against those who would destroy it,” automatically suspends the writ.

Another martial-law period incident was in Garcia-Padilla v. Enrile (L61388), decided on April 20, 1983. In this case, which involved subversion, the high tribunal revived the American-era ruling describing the writ suspension as a political question.

Of direct importance to Davao residents, however, was the suspension of the writ issued by President Elpidio Quirino on October 22, 1950 under Proclamation No. 210, invoking Article VII, section 10, paragraph of the 1935 Constitution.

There were five reasons cited for the suspension of the writ in “certain areas,” to wit: “WHEREAS, lawless elements of the country have committed overt acts of sedition, insurrection and rebellion for the purpose of overthrowing the duly constituted authorities and, in pursuance thereof, have created a state of lawlessness and disorder affecting public safety and the security of the state; “WHEREAS, these acts of sedition, insurrection and rebellion consisting of armed raids, sorties and ambushes and the wanton acts of murder, rape, spoilage, looting, arson, planned destruction of public and private buildings, and attacks against police and constabulary detach-

ments, as well as against civilian lives and properties… have seriously endangered and still continue to endanger the public safety; “WHEREAS, these acts of sedition, insurrection and rebellion have been perpetrated by various groups of persons well organized for concerted action and wellarmed with machine guns, rifles, pistols and other automatic weapons, by reason whereof there is actual danger of rebellion which may extend throughout the country; “WHEREAS, one hundred leading members of these lawless elements have been apprehended and are presently under detention, and strong and convincing evidence has been found n their possession to show that they are engaged in rebellious, seditious ad otherwise subversive acts as above set forth; and “WHEREAS, public safety requires that immediate and effective action be taken to insure the peace and security of the population and to

maintain the authority of the government.”

The proclamation, though, was lifted 30 months later with the issuance of Proclamation No. 390 by Quirino on April 28, 1953.

The new edict was titled “Lifting the Suspension of the Writ of Habeas Corpus in the Provinces of Antique, Cadiz, Cotabato, Davao and Iloilo.”

In lifting the suspension, the edict states: “[T]he condition of peace and order in the Provinces of Antique, Capiz, Cotabato, Davao and Iloilo have so improved as to warrant the lifting of the suspension of the privilege of the writ of habeas corpus in said provinces.”

Another suspension of the writ took place during the Quirino administration, cited as Montenegro v.

Castañeda (91 Phil. Reports 882), which covered only the island of Luzon with an aim to contain the rise of the Huk guerrillas. Again, like in previous suspensions, the case reached the Supreme Court.

This time the high court cited the act as a political issue.

FRED C. LUMBA SPECKS OF LIFE

WE ALL TOLD LIES IN OUR LIFETIME A person who is respected for his honesty today could not have been honest all the way from childhood to adulthood. He must have lied at least once, or twice - or even more - anytime during his growing years.

I believe no one will contradict this. Otherwise, Catholic churches would have been filled with canonized saints, and our world would probably have been a better place to live in.

When a person has lied – and even when he has sincerely apologized – his having previously lied can no longer be erased from his biographical sketch no matter how he tries to erase it with good works and subsequent earned integrity.

That is why I raised quizzical eyebrows when members of the political opposition raised the issue of honesty as one of the ideal standards by which candidates running for public office must be measured.

If you had sensed it as I

did, the Otso Derecho team members wanted to portray themselves as coming from the ranks of honest people while staring condescendingly on the candidates supported by the Duterte administration as if they were immaculately clean.

Honesty has become a relative term.

Just because a person returns a lost wallet and goes to a radio station to publicly notify via the airwaves the owner who lost the item, does not necessarily label the person returning it as honest.

Honesty is in fact never should be an issue in elections although, I must tell you, that the cultural upbringing of a people will demand that public officials and those in government should always be honest in their dealings. Because honesty, strictly speaking, prevents the commission of corruption and thievery in government – and even in private – offices and agen-

cies.

In advertising, there is such a thing as honesty.

When a product is advertised as having so many qualities as enumerated on the label, and is later discovered to have lacked some properties, consumers are duped by dishonest promotions and strategy.

And mind you, the market is saturated with various products that are being sold through dishonest subliminal advertisements and promotions.

The investment schemes that were lately ordered to be probed and closed by Pres. Duterte is also a case in point.

Were the men fronting for people behind the investment concepts honestly bared who were the guys engineering the get-richquick-schemes (GRQS)? I bet they did not, and they lied as to the true sources of their company’s huge resources that they could afford to grant a 300% (or

more) return of their client’s minimal investment (or donation).

So, while honesty has been reduced to its relative meaning, lying has been successfully transformed into a solid defensive mechanism such that those criminally accused and caught with their hand inside the cookie jar even get acquitted and set free because of lying maneuvers.

Has lying become an art that when it is repeatedly employed is translated as truth?

Some people with sinister objectives in life believe so.

A prominent personality admitted to me that even in their family, lying has been the defense of a brother who cheated him from his rightful share in his inheritance.

Now, do you agree (though half-heartedly) that all of us lied or told lies once in our individual lifetime?

There is no such thing as a “white” lie. When a person does not – or refuses to – tell the truth, he is lying and commits a sin only God has the grace to forgive.

What about the oft-repeated story of nuns during the war who shielded friendly soldiers being chased by their enemies?

Did the nuns lied – and commit a sin - when they told enemy soldiers that there were none hiding in their monastery?

Yes, they lied.

But it is up to God to forgive them.

There are excellent liars, moderately excellent liars and there are bad liars who are caught lying through the skin of their teeth.

Ah, lies, lies, lies, Delilah.

Manny is among the awardees from the government and public service sector.

The awarding ceremony at the historical landmark Centennial Hall of the Manila Hotel marks the award’s 26 th Anniversary and is held on the 3rd Sunday of June, in commemoration with the International celebration of Father’s Day. Manny is the second child of Atty. Pascual Garrido, a Government bureaucrat and Asuncion Radaza-Garrido, a registered nurse. He was born in Cebu on October 26, 1946 but was raised in Davao. After finishing his tertiary education (BS Marketing) at San Beda College, he started a minica business and an automotive shop in Davao City which flourished through the years.

It was also in Davao City where he met and married the love of his life, Albertita “Baet” Nazareno, who was a teacher and who came from a family of educators. Albertita’s father owned a school in Bansalan, Davao del Sur which she later managed as a school administrator.

While in his 30s and even when his business was doing good, Manny realized that he did not want to do business all his life. Despite having a profitable business and a growing family, he clearly felt a void. He then felt it was time to pursue his true calling which was government service.

Soon after, Manny left the business sector and became part of the Bureau of Internal Revenue in Davao City, Region XI as a Tax Inspector. Manny found his professional niche and through hard work and by being faithful to his official duties, Man-

ny rose from the ranks through almost three decades (29.5 years) of public service. He retired as Chief of the Excise Tax Division of Region XI. Through the years, he received several awards including those which recognized how he consistently exceeded collection goals.

Three years after retirement, Manny lost his wife which he said ‘was the saddest and most tragic thing that ever happened to me.”

Manny heavily credits his wife for raising well their four children who are now raising their own families: Charina, married to lawyer Albert Ocampo, is currently the Corporate Affairs Head of Legacy Monsanto Philippines; Christina, married to banker Jose Palileo, is a Commercial Director at Pepsico; May-Anne, married to Lt. Col. Jun Dimayuga; is a State Auditor at the Commission on Audit and Manuel Paolo took over his mother’s work as a school administrator at Nazareth High School.

At age 72, Manny now spends most of his time being active in the activities of the San Beda College Alumni Association (SBCAA)-Davao Chapter where he also served as the immediate past President. He is also a Member of the Board of Trustees of the Gerry Cunanan Mindanao Heart Foundation which allows indigent Filipino heart patients to have access to world-class heart procedures at the Mindanao Heart Center.

At one time, Manny also served as a purok leader in his barangay. Manny is likewise a member of the BIR Retirees Association. He also occasionally plays half-court basketball and billiards which are his favorite sports. Moreover, Manny has also been serving as a lay minister at the Sacred Heart Parish in Davao City for more than a decade now.

He enjoys being called “Lolo Pogi” by his 12 grandchildren.

“Plastics are a clear and present danger to the future of our planet.” – Céline S. Cousteau, documentary film director and producer, explorer, and designer What Filipinos throw away as garbage may not go directly into landfills. Most of them end up in the oceans which, most people think, no level of human assault could damage them as they are vast and resilient.

That was in the past. Today, the oceans are crying out for help. “While the public eye is periodically turned to large disasters (happening in the oceans), it is routine assaults that most threaten the marine environment,” deplores the Washington, D.C.-based Worldwatch Institute (WWI).

“Accidents at sea such as oil spills, chemical spills or operational discharges from ships are only a small percentage, and affect only limited areas,” wrote Stjepan Keckes, author of Global Maritime: Programs and Organizations. “They are far less serious than slow insidious pollution which people get used to because it is progressive. In warm waters, oil evaporates or degrades and is broken up very quickly by bacteria to harmless substances.”

Among the most serious pollutants are the plastics. “(They) persist for up to 50 years and because they are usually buoyant, they are widely distributed by ocean currents and wind,” stressed the World Resources Institute (WRI), also based in Washington, D.C. It was Alexander Parkes who discovered the first manmade plastic when he publicly demonstrated it at the 1862 Great International Exhibition in London. Since then, the durable, primarily petroleum-based material replaces materials like glass and metal.

Today, an average person living in North America uses 100 kilograms of plastic each year, mostly in the form of packaging. In Asia, a person consumes about 20 kilograms. “No one denies that plastic has been an incredible invention for mankind,” Global Initiatives said. “Without

it, industrialization would have not been possible to the degree we see today.”

In recent years, people are now increasingly noticing that the lands, riverways and oceans have been choked by waste plastic. “Our insatiable dependence on plastic has led us to a man-made environmental crisis which is currently still growing in size. Our oceans and beaches are increasingly awash with waste plastic, while plastic dumping and landfill is at an all-time high,” Global Initiatives pointed out.

In the Philippines, about 35,580 tons of garbage is generated every day, according to a paper, “Status of Solid Waste Management in the Philippines,” written by Alicia Castillo and Suehiro Otoma. “On the average, each person in the country produces about 0.5 kilogram and 0.3 kilogram of garbage every day in the urban and rural areas, respectively,” the two authors wrote.

In Metro Manila alone, about 8,636 tons of garbage is generated every day – that is, 0.7 kilogram per person per day “due to its modernized lifestyle.” Bulk of the garbage are in the form of plastics.

The World Wide Fund for Nature-Philippines traced the huge garbage problem to poverty. “People still buy many products in small amounts – cheaper, but resulting in much more waste,” the attached agency of international non-government organization observed.

The WWF-Philippines has conducted several coastal cleanups to address marine debris in some parts of the country. “As the Philippines is one of the socalled ‘sachet economies,’ most of the debris gathered during clean-ups are plastic, including single-use sachets for shampoo, toothpaste, creams, laundry soap, and even food,” said Dan Ramirez, the organization’s communications and media

manager, in an article featured in its website.

Because they are easy to sell – which is why even in remote communities, you see ribbons of single-use products hanging from neighborhood stores – large multinational manufacturing companies continue to market them.

According to Ocean Conservancy, 8 million tons of plastics enter the ocean each year on top of the 150 million tons of plastics that already circulate in the ocean. The Philippines is one of the top five contributors of plastic waste in the world’s oceans, said Environment Secretary Roy A. Cimatu, citing a United Nations report.

“We produce 2.7 metric tons of plastic waste every year,” Cimatu said in a press statement that Philippines Graphic obtained. “Following this trajectory production and mismanagement, UN reports predicted that by 2050, there will be more plastic in the oceans than there are fish.”

Among the plastics released into the oceans, the most prevalent are the plastic bags. “Since they were introduced in the 1970s, plastic bags have infiltrated our lives,” wrote Caroline Williams inNew Scientist. “Globally, we carry home between 500 billion and a trillion every year – about 150 bags for every person on earth.”

People these days, it seems, could not live without plastic bags. “Plastics are ubiquitous components of the world’s consumer culture,” said Senator Loren Legarda in a statement. “They symbolize the throwaway culture that we have developed. We cannot go business as usual at it pollutes our oceans and water, and even the air when burned.”

Environmentalists caution against burning those plastics to get rid of them completely. Scientists say that chlorine-based plastics, when incinerated, con-

tribute to the formation of dioxin, a poisonous waste that forms when chlorine is exposed to extreme heat.

Plastic pollution has now become a global crisis as it threatens marine and human life and destroying the natural ecosystems.

“Marine plastic pollution has impacted at least 267 species worldwide, including 86% of all sea turtle species, 44% of all seabird species and 43% of all marine mammal species,” Clean Water Organization pinpoints. “The impacts include fatalities as a result of ingestion, starvation, suffocation, infection, drowning, and entanglement.”

The Philippines became the toast of international media when it was found that the cause of death of a whale was ingesting 40 kilograms of plastics.

“Plastic was just bursting out of its stomach,” Darrell Blatchley, who conducted the post-mortem of the whale, told National Geographic. “We pulled out the first bag, then the second. By the time we hit 16 sacks – on top of the plastic bags, and the snack bags, and big tangles of nylon ropes, you’re like seriously?

He could not believe what he saw. “The plastic in some areas was so compact it was almost becoming calcified, almost like a solid brick,” he was quoted as saying by The New York Times. “It had been there for so long it had started to compact.”

Marine debris also affect human beings. “Humans face the danger of ingesting persistent organic pollutants (POPs) through eating seafood, as this links to the food chain,” Ramirez said. “Plastics absorb polychlorinated biphenyls and dichlorodiphenyltrichloroethane, which are POPs that directly affect human health.”

Science says plastic bags start as crude oil, natural gas or other petrochemical derivatives that are transformed in plastic factories into chains of hydrogen and carbon molecules known as polymers or polymer resin. The most common types of plastics are high density polyethylene (HDPE), polyethylene (PET), polyvinyl chloride (PVC), low density polyethylene (LDPE), polypropylene (PP) and polystyrene (PS) The HDPE resin is the industry standard for plastic bags. “The polyethylene is superheated and the molten resin is extruded as a tube, sort of like the process of making pasta,” explained WI’s Brian Haweil. “After the desired shaped is achieved, the resin is cooled, hardened and can be flattened,

sealed, punched or printed on.

Although most people tend to think of plastic as a single material having numerous applications, more than 46 different polymers are actually in common use, according to Haweil. A squeezable ketchup bottle, for instance, is made of six layers of plastics, each engineered to do a different job, such as to give the bottle shape, strength, flexibility and impermeability.

The WI reports that about 4% of the petroleum consumed worldwide each year is used to make plastic, and another 4% is used to power plastic manufacturing processes.

Cimatu urged Filipinos to refrain from using single-use plastic items, such as pet bottles and grocery bags, which usually end up polluting the oceans and waterways. “It is high time we refrain from using disposable plastic products that are used for minutes, but persist in the environment forever,” he said.

Such is a good reminder as the country celebrates the Month of the Ocean this May by virtue of Presidential Proclamation No. 57 issued in 1999. This year’s theme is: “Free the Seas from Marine Debris.”

“I think everyone agrees that plastic waste does not belong in the ocean or the environment,” said David Taylor, chair of the Alliance to End Plastic Waste, an organization of nearly 30 major industrial and consumer good companies. “This demands swift action and leadership from all of us.”

In Davao City, some companies are already getting rid of using plastics. Hedcor, the cleanenergy arm of AboitizPower, said that it has already prohibited the use and purchase of PET bottles within office and plant premises as well as during company activities.

“We believe that we are stewards of the environment and the well-being of future generations and that this responsibility does end at our renewable energy production lines,” said Carlos Aboitiz, Hedcor’s president.

“Prohibiting the use of PET bottles is just our first step to ma-

terialize our campaign. Among others, we also encourage each team member to switch to ecobags, bring reusable lunch bags and containers, and to patronize package-free products,” added Darlene Arguelles, the corporate and regulatory vice president of Hedcor.

Here are more good news.

The Industrial Technology Development Institute (ITDI) of the Department of Science and Technology (DOST) has developed a biodegradable substitute to synthetic plastics. It comes in the form of biodegradable polymer, described as “a more environment-friendly alternative.”

“Synthetic plastics are petrochemical-based, which means that they are not easily degraded and would take almost a decade to decompose,” explained Dr. Marissa A. Paglicawan, supervising science research specialist at ITDI. “This prompted lawmakers and plastic makers worldwide to identify and develop durable biodegradable bio-based alternatives.”

But the hitch is: not all synthetic plastics can be replaced with biodegradable polymer. Those single-use plastics are among them. Another problem: cost of biodegradable polymer is slightly higher than the synthetic plastic.

Still, Paglicawan believes the biodegradable substitute to synthetic plastics offers prospect for plastic manufacturers.

“The small size of industry players in the area of biodegradable polymer signals an opportunity for those who want to venture into the manufacturing of plastics,” Dr. Paglicawan wrote in S&T Post. “Plastic manufacturers can easily shift to this type of technology because there is no required investment for pre-processing equipment and skilled workers. They can still use their existing equipment of extrusion and face pelletizer machine.”

Currently, there is still no one producing biodegradable thermoplastic polymer in the country. But there is a local distributor of Polylactic Acid, a synthetic biodegradable polymer, according to Dr. Paglicawan.

Breaking down the uncanny Raptors

T

he Toronto Raptors have defeated the Golden State Warriors to earn their first NBA title in franchise history.

The Raptors knocked off the reigning champs in six games, with the championship-deciding victory coming in the last game at Oracle Arena. Toronto didn’t need a massive free agency signing or a team full of All-Stars, just a gutsy trade that paid off and the right move at the trade deadline around an already talented roster that was ready for the moment.

Take a look at how this historic Raptors roster came to be.

Kawhi Leonard Who would’ve guessed that Game 1 of the Western Conference Finals back in 2017 would change the Raptors’ franchise forever?

Leonard was on a tear with 26 points through 24 minutes of play, giving his San Antonio Spurs a 23-point lead minutes into the second half. Leonard pulled up for a 3-point attempt and landed awkwardly as Zaza Pachulia closed out on him, forcing the star forward to miss the remainder of the game and the series.

The Spurs were swept by Golden State and a series of injuries would change Leonard’s future forever.

Leonard played in just nine games the following season due to a quadriceps injury, never seeing eye-to-eye with San Antonio’s training staff. In the 2018 offseason, the Spurs sent Leonard, along with Danny Green and cash, to the Raptors for DeMar DeRozan, Jakob Poeltl and a 2019 first round draft pick.

The trade sat uneasy among Raptors fans at the time, seeing their loyal franchise player traded away overnight after leading the team to their best regular season win total.

Fast forward 11 months later and that trade will go down as the single-best move in the history of the Raptors, as Leonard put on a historic performance to lead the franchise to their first-ever NBA title, earning Finals MVP in the process.

Leonard’s free agency decision lingers, but whether he stays or goes, he’ll forever have a place in the heart of the city of Toronto and the country of Canada as a whole.

Kyle Lowry Lowry has been a part of the Raptors core since 2012 - seven seasons of hard work and dedication that has finally paid off in

a championship.

Though it might seem at this point that Lowry has been a Raptor his entire career, that’s not the case. In 2012, the Houston Rockets traded Lowry to the Raptors for Gary Forbes, who played only two seasons in the NBA, and a 2013 first round pick, which the Rockets later selected Steven Adams.

The trade worked out well for both teams, as the Rockets used Adams as a key trade piece to get James Harden and the Raptors ended up with their franchise point guard who’s had several successful seasons, including five consecutive All-Star appearances, an All-NBA honour and now an NBA title.

Pascal Siakam “When I saw Pascal in Basketball Without Borders [in 2012], I couldn’t even tell you if he was an NBA player. That’s how incredible his story is,” Raptors president Masai Ujiri told ESPN’s Jackie MacMullen in a feature story on Siakam back in December.

Siakam’s journey is, as Ujiri said, incredible - from training to become a priest in his home country of Cameroon to a key player and breakout star for a team pursuing its first-ever NBA title despite only playing the sport competitively for about eight years.

He’s likely to be named the NBA’s Most Improved Player this season and he’s established himself as one of the most promising young players in the league today.

The Raptors drafted Siakam with the 27th pick of the 2016 NBA Draft. After leading Toronto’s G League affiliate Raptors 905 to a championship and earning Finals MVP in 2016-17, he got his chance to prove himself in the NBA in 2017-18.

How differently could this have developed for the Raptors?

There were several forwards drafted around that No. 27 pick in the 2016 NBA Draft - Brice Johnson was taken at 25, Furkan Korkmaz was taken at 26 and Skal Labissiere was selected at 28.

I think Toronto is happy with the decision they made.

Danny Green At what point do we start debating Green as the best “throw-in” in trade history?

The Raptors getting Green in the DeMar DeRozan-Kawhi Leonard trade went under the radar at first. Toronto was somehow able to land a former Finals

Kyle Lowry, Kawhi Leonard, Fred VanVleet, Norman Powell and Pascal Siakam.

MVP and a player who had solidified himself as a high-quality role player with championship experience without having to give up promising young pieces like OG Anunoby or Siakam.

Green was great for the Raptors all season - he shot his highest 3-point percentage of his career and nearly made an All-Defensive team. Even though he had his ups-and-downs in the postseason, his Game 3 outburst alone makes up for the other bad games.

The addition of Green was vital to the Raptors’ success in pursuing the championship.

Fred VanVleet VanVleet has been a diamond in the rough-type find for the Raptors.

Despite multiple conference Player of the Year awards and even being listed as a late-season finalist for college basketball’s Player of the Year honour twice, VanVleet still went undrafted in 2016.

His Draft Express profile painted the picture of an impact player in the NBA, yet no team was willing to select him. He was a winner in college - the winningest player in Wichita State program history - and proved to be a high-IQ point guard who works hard on defence and can knock down open shots.

The Raptors must have seen that in him when they signed

VanVleet, and the rest is history. He spent his first season inand-out of the G League but last year, in his first season receiving a significant opportunity with the Raptors, he was a finalist for Sixth Man of the Year.

This season, he was a key contributor off the bench and played a huge role in trying to disrupt Stephen Curry’s rhythm in the Finals. His scoring outbursts throughout the playoffs gave the second unit hope, and he was the best guard on the floor for the last 12 minutes of the Raptors’ close out Game 6 victory to win the title.

Toronto struck gold with this guy.

Serge Ibaka Ibaka has been a veteran leader for the Raptors ever since they acquired him back at the 2017 trade deadline.

Toronto traded Terrence Ross and a 2017 first round pick to the Orlando Magic for Ibaka. The Magic selected Anzejs Pasecniks with that first round pick, so I’ll let you be the judge of who won that deal.

Ibaka was the perfect role player off the bench in the back end of the Raptors’ playoff run, putting together big performances in the Eastern Conference Finals and a few huge games, both offensively and defensively, in the Finals.

His willingness to move to

the bench after the Raptors traded for Marc Gasol at the deadline cannot be stressed enough in the selflessness of doing what’s best for the team.

Trading for Ibaka back in 2017 turned out great for Toronto in the long run.

Marc Gasol Gasol was the final piece the Raptors needed to complete the make-up of what became a championship roster.

Toronto acquired Gasol from the Memphis Grizzlies at the trade deadline, moving Jonas Valanciunas, Delon Wright and CJ Miles to get the veteran big man. Without Gasol, it’s tough to say the Raptors would have definitely been where they ended up - his defence on Joel Embiid in the Conference Semifinals was key and the way he anchored the Raptors all postseason was remarkable.

And the trade almost didn’t happen. The Grizzlies were just about ready to send Gasol to the Charlotte Hornets - a deal that was so close to being done that the veteran centre was forced to sit out while Memphis and Charlotte worked out the trade terms.

Luckily for the Raptors, the trade between the Grizzlies and Hornets fell through. Toronto ended up with the defensive-minded and savvy passing centre - the last piece of the puz-

OG Anunoby Anunoby was absent for the majority of the Raptors’ season battling injuries, but he’s still a very important piece to this team’s make-up and more importantly, the team’s future.

The Raptors selected Anunoby with the 23rd overall pick of the 2017 NBA Draft. Other forwards that were drafted around that pick: Harry Giles at 20, Terrence Ferguson at 21, Tyler Lydon at 24 and Kyle Kuzma at 27.

So while Kuzma would’ve been a hit, I would think the Raptors are more than pleased with the player they ended up with.

Norman Powell Powell was drafted by the Bucks in 2015.

In 2017, the Raptors traded Greivis Vasquez to Milwaukee for Powell and a 2017 first round pick - the pick they ended up selecting Anunoby with.

This move certainly worked out in the long term for the Raptors, as Powell provided a couple of great games off the bench throughout the postseason.

The tournament will start on June 18 until the 22nd at the said golf club 's Ishino Course in Toshitomo-cho Fukada in Toyota-shi, Japan.

The quartet will meet stiff competition in the tournament where they will play against the top teams like the United States as well as Denmark, Sweden, Spain, Australia, Japan, among others, said Wong’s father Paul through a pri-

vate message on Friday.

Not downplaying the chances of his son and the Philippine team, the older Wong said: “It’s a long shot but merely playing in this level is already an achievement... all to gain for us,” Paul Wong told Philippine News Agency (PNA) in another message.

The team left with team captain Deo Chan and strength and conditioning coach Cha Eusebio.

The Philippine team is composed of Chan, Corpus, and Ramos after finishing in the top three of the twostage of four rounds each Southeast Asian Games (SEAGames) qualifiers held at the Luisita’s Golf and Country Club that ended last June 13.
