PRO 11 ready for backlash from angered ‘investors’

T

he Police Regional Of�ice (PRO) 11 said on Wednesday that the inter-agency task force created to address the issues of investment scams are ready for any possible violent action from furious ‘investors’ affected by the closure order of alleged illegal entities offering fraudulent investments.

Baria said the inter-agency task force composed of the Securities and Exchange Commission (SEC), National Bureau of Investigation (NBI), the Criminal Investigation and Detection Group (CIDG), and the police will continue to investigate and enforce legal actions against these investment schemes which are currently being monitored.

“Tuloy-tuloy po ang inter-agency task force operations natin as it is a direct order of our president,” he said.

During the recent operation in Tagum City, there were speculations that there was a “priority lane” for the Armed Forces of the Philippines and Philippine National Police and (AFPPNP) personnel who allegedly invested in Kapa.

Baria, however, reiterated PRO 11 regional director police brigadier general Marcelo Morales’ warning against police investing in this kind of investment schemes.

Morales recently said he has issued a thorough warning against all personnel of the PNP.

“We are ready naman to any possible reactions from these investors. We are also monitoring them in social media,” Baria, during the AFP-PNP Presscorps media brie�ing held Wednesday, July 12, in The Royal Mandaya Hotel.

Two days after the president’s order, two search warrants were released against Kapa Community Ministry-International in Tagum City.

Adverse comments from affected investors surfaced the social media blaming pastor Apollo Quiboloy and threatening the Duterte administration not support them in the next elections.

The frustration is feared to result to violence, thus, the authorities are ready for any possible violence against them during their following operations.

Mayor Sara wants insurgency-free city

M

ayor Inday Sara Duterte wants to see Davao City free from the communist insurgency in three years, emphasizing on the role of all barangay leaders to make it happen.

Mayor Sara announced this during a gathering of barangay executives as she sought their help to rid the city of the communist New People's Army (NPA) insurgents.

"We want to achieve

a 100-percent insurgency-free Davao City. That is our target and objective, we need to be united and everyone should understand our way (of doing it) for the next three years," she said.

The city government

has been aggressively pursuing peace and development programs to counter and weaken the in�luence of communist rebels.

Paquibato district, which piloted Peace 911, was declared as insurgency-free after decades of being ruled by the communist movement.

The city government established the Peace 911 to address issues and concerns that the public faced in far-

�lung villages in the city.

Peace 911 is expanding its program to 18 other barangays identi�ied as con�lict areas due to the presence of the NPA rebels.

he newly enacted Expanded Maternity Leave Act granting mothers over three months of paid leave should prompt companies to pay close attention to their business continuity plan (BCP) especially if their employees are looking to raise a family soon.

P&A Grant Thornton, one of the top �ive auditing �irms in the Philippines, gave this advice to businesses in light of the implementation of Republic Act No. 11210 or the Expanded Maternity Leave Act. The law, signed by President Duterte on February 22, 2019, requires all organizations, whether in the public or private sector, to

give mothers 105 days of paid maternity leave. The expanded bene�its apply to every case of pregnancy, with employers required to grant it to their female employees regardless of employment status, civil status, mode of delivery, and the child’s legitimacy.

General Santos Citybased Islamic law expert reminded Muslims that it is haram or forbidden for them to join money-making investment schemes that are usurious in nature or based on faith contrary to their belief.

Salih Musa, also a sharia lawyer, said among these investment schemes is Kapa or Kabus Padatuon (Make the Poor Rich), an evangelical group founded by Joel Apolinario, a former teacher.

In a Facebook post, Musa, who took Islamic studies from the University of Kuwait and the Islamic

University in Bangladesh, said the interest that these investment schemes are considered “riba” or usurious.

“Muslims are not allowed to become members of Kapa investment because it is religion-based,” he said.

Musa said it is akin to participating in idolatry or polytheism and is therefore prohibited.

“Shirk (idolatry) is the greatest sin in Islam,” he added.

The closure of Organico Agribusiness Venture, located at JRT Building, Barangay 35-D, Bolton Street, took place a day after a simultaneous crackdown on similar Ponzilike investment companies in several areas in the country on Monday.

Personnel from the Criminal Investigation and Detection Group (CIDG)-Davao City and SEC served the search warrant issued by 1st Vice Executive Judge Marivic Balisi-Umali last June 7 against the �irm after its executives, Cerrone Roial Posas, Katherine Posas Diao, Jose Milo Salloman, Gab Pilapil and Dianne Viba, were found to have allegedly violated Republic Act 8799, or the Securities Regulation Code.

Section 8.1 of the law prohibits the sale or distribution of securities without a registration statement duly �iled with and approved by SEC. It also requires that “prior to such sale, information on the securities, in such form and with such substance as the Commission may prescribe, shall be made available to each prospective purchaser.”

Davao RDC allocates 14 slots for private sector representatives for 2019-2022

he Regional Development Council (RDC) XI, during its Second Quarter Meeting on June 10, 2019, deliberated on the allocation of slots for Private Sector Representatives (PSRs) that will comprise twenty-�ive percent of the RDC XI membership for the term 2019-2022.

The sectors were selected based on Davao Region’s priority development thrusts and directions for 2019-2022, the industry clusters, as well as the basic sectors identi�ied under the Government’s Social Reform Agenda.

Seven groups each from the Basic and Busi-

ness Sectors were identi�ied, viz: the Labor, Indigenous People (IP), Farmers/Cooperatives/ Irrigators’ Associations, Fisherfolk, Persons with Disability (PWD)/Senior Citizens, Youth/Women/Children, and Urban Poor/Non-Government Organizations/Consumers’ Associations representing the Basic Sectors, and Mining, Forestry/Agribusiness, Housing/Construction, Energy/ICT, Academe, Safety & Security, and Tourism & Hospitality to represent the Region’s Business Sectors.

The next set of RDC XI Private Sector Representatives shall be

selected from the said sectors. Private Sector Organizations with at least three years’ track record in development work in Davao Region shall be noti�ied via an RDC XI Call for PSR nominees which shall be circulated from June to July this year.

Set on June 18, 2019, this meeting will be the 8th session of the high-level joint committee since it was �irst convened in March 2017 as part of the Duterte administration’s efforts to fast-track the rollout of its 75 big-ticket projects under the President’s signature initiative “Build, Build, Build.”

PLDT optimistic on exceeding 2019 core income guidance

LDT Inc. is con�ident about breaching its core income guidance of PHP26 billion this year, with the growth of wireless services as its primary driving force.

“I think 2019 would be better; we are guided at PHP 26 billion. In 2018, it was PHP 24 billion but I think we’ll be better than PHP 26 billion,” PLDT Chairman and CEO Manuel V. Pangilinan told reporters on the sidelines of its annual stockholders’ meeting in Makati City on Tuesday.

“Numbers are looking good fueled mainly by the signi�icant growth of wireless,” he added.

The core income of PLDT has increased by 6 percent to PHP7.2 billion in the �irst quarter of 2019

from only PHP6.8 billion posted during the same period last year, driven by increasing revenues from its data and broadband services.

Its consolidated service revenues for the �irst three months of the year has increased by 7 percent year on year to PHP38 billion due to the strong performance of its Wireless Individual business.

PLDT is eyeing to spend PHP78.4 billion in capital expenditures this year for the expansion of its 4G and LTE services, rollout of 5G technology and installation of its lastmile and customer-premises equipment, such as modems and optical network units for the delivery of broadband Internet to its subscribers. ntil recently, environmental consciousness has been deemed incompatible with the profit motive of companies. A growing number of enlightened businessmen know better now. Green businesses that care about greenhouse gas emissions and the environment can be more profitable than those that care about pro�its alone.

It used to be that going green entailed working with environmental experts and tech providers, but they’re not the only ones advocating this green movement. Banks are taking on a more active role, too.

BPI can help identify opportunities for energy savings by determining the appropriate technologies as well as evaluating vendors, suppliers, integrators, and their proposals. There is free evaluation of project feasibility studies to validate savings and production projections. The more widely-known energy ef�iciency innovations include shifting to more ef�icient lighting (LEDs), air-conditioners and chillers, and machines which consume much less electricity.

“The comprehensive approach here is that the corporate loan with BPI is packaged together with expert technical evaluation of the project design and proposals, validation of estimated savings, electricity production and income projection levels, as well as review of contracts and client education. Airline execs back plan to use Sangley airport

xecutives from Philippine Airlines (PAL), Cebu Paci�ic (CEB) and AirAsia Philippines on Tuesday told the Philippine News Agency (PNA) they support the government plan to use the Sangley airport for general aviation and domestic �lights.

"We are very happy that the government (will) develop Sangley for our domestic �lights," PAL president and chief operating of�icer Jaime Bautista said, adding that his team would meet with Secretary Arthur Tugade this week for brainstorming to fast-track airline operations in Sangley.

PAL spokesperson Cielo Villaluna remarked that the carrier lauds the government's effort to decongest the Ninoy Aquino International Airport (NAIA). This, she said, is a step in the right direction, as it will bene�it the country's commercial aviation sector as a whole.

AirAsia Philippines chief executive of�icer Dexter Comendador told the PNA that moving all general aviation and domestic airlines (turboprop operations) to Sangley can mitigate the congestion at NAIA. He, however, noted

the need to provide for a fast, reliable and ef�icient ground or water transport between NAIA and Sangley.

The executive added that the move would make international and domestic jet operations in NAIA gain additional slots.

"But then again, CAAP (Civil Aviation Authority of the Philippines) and MIAA (Manila International Airport Authority (MIAA) should maximize available technology to ensure fast and on-time aircraft movement, as well as the ef�icient use of space in parking bays, ramps, taxiways and runways," he emphasized.

Comendador, who is also a pilot, commented that Sangley Air Base is only good for daytime operations in Visual Meteorological Conditions (VMC).

In aviation, VMC is a category in which visual �light rules (VFR) �light is

permitted -- that is, conditions in which pilots have suf�icient visibility to �ly the aircraft maintaining visual separation from terrain and other aircraft.

The runway in Sangley, he said, lacks the necessary lights for sustained safe commercial airline operations.

"Because of the lack of runway lighting conditions and navigation facility, I suggest that only turboprop operations be transferred because (turboprops) can �ly lower and slower than jets, and jets from NAIA will need to stay at a higher altitude," Comendador added.

He said there must be parallel airport operations. "Otherwise, there is no point to transfer commercial �lights to Sangley if both airports can only operate alternately in the approach and departure area."

Comendador also pointed out that Sangley airport has no terminals or facilities to handle the volume of domestic passengers.

Furthermore, Sangley airport's runway elevation, according to him, is only 8 ft. "At high tide, the

northern end (of Cavite) gets �looded. The more it would easily get �looded during rainy season, thereby cancelling �lights," he explained.

For CEB's part, spokesperson Charo Lagamon said the management will continue to cooperate with the government on other measures that will make the passenger experience better.

"We support efforts to improve NAIA, and will work with the government to achieve this.

Transferring general aviation or private aircraft movements to Sangley will yield immediate positive results for NAIA," CEB told the PNA. President Rodrigo Duterte made a surprise inspection at NAIA Terminal 2 early Monday morning after hearing reports about �light delays and cancellations.

However, the EO noted that “the Clark Special Economic Zone (CSEZ) and the Clark Freeport Zone (CFZ), including the IE5 has attracted international attention and interest as Asia-Paci�ic Region's emerging premier hub for aviation and international logistics as well as an international

center for commerce, industry, leisure, and recreation."

It further said that "the expansion of the permitted activities allowed in the IE5 and the reclassi�ication thereof as an international center for commerce, industry, leisure, and recreation, is vital to the development of the entire Clark area.”

EDITORIAL Clean slate There is only one way to purge the corruption-rigged Philippine Health Insurance Corporation (PhilHealth) and that it to totally cleanse its ranks and start with a clean slate.

To achieve this, everyone in the higher echelon of the state-run health insurance agency, those holding key positions, and those involved in the anomalies, must tender their courtesy resignation. That’s the solution President Rodrigo Duterte came up with. The purge will start from the top, the PhilHealth board members and regional vice presidents amid its reported funding of bogus kidney dialysis treatments.

President Duterte is saddened by the anomalies as it came when the government is serious on getting across the implementation of the Universal Health Care Act (UHC) which was signed into law last March. The Universal Health Care (UHC) law (Republic Act No. 11223) automatically enrols all Filipino citizens in the National Health Insurance Program and prescribes complementary reforms in the health system.

The anomalies in PhilHealth rendered a blow to the agency which had been saddled with controversies.

The only way that PhilHealth will roll smoothly the next time it is put on the road is for the agency to be �itted with new wheels and the old, bad ones discarded.

MUJAHID NAVARRA UNDERSTANDING ISLAM

ONE WEEK AFTER RAMADHAN Ramadhan is a month that is best known for its virtues and superiority compared to the other months of the year. It is reported from the early generations of Muslims, also known as the pious predecessors, pray to Allah after Ramadhan for their Ramadhan good deeds to be accepted by Allah. It is also known from them that it is their belief that one of the signs that one’s good deeds are accepted is when one becomes a better person after his performance of a major good deed like fasting in Ramadhan. This iswhy the end of Ramadhan should not be the end of the performance of acts of worship and other good deeds.

Because of this, a Muslim should feel humble and greatly indebted to Allah’s generosity that he feels that the only rightful action after Ramadhan is the performance of more good deeds after Ramadhan.

A Muslim knows that his performance of good deeds in Ramadhan is a favor conferred upon him by Allah that He has not bestowed onto others who may have already passed away or have squandered the limited days and night of Ramadhan in the non-performance of good deeds or even in sin.

COMPLACENCY OF THE HYPOCRITES For humans, we have an inclination to celebrate the suc-

cess or triumph that we achieve in life with complacency. Most Muslims, unfortunately, suffer from this illusion. Most Muslims feel that because of their performance of good deeds during Ramadhan, they have already collected enough merits for them to stop performing acts of worship or much worse, they feel like they are now licensed to sin for having worshipped Allah during Ramadhan.

This illusion could only be possessed by hypocrites who believe that Allah owes them a great deal by having worshipped him in Ramadhan. The feeling of entitlement that they deserve every bit of reward or blessing or even acceptance in Paradise because of the meager acts of worship they did during Ramadhan.

But real Muslims are not like this. Real Muslims continuously feel humble towards Allah. Real Muslims feel that they need Allah every day of their lives and that is the reason why they worship Allah even beyond Ramadhan. They know that even beyond Ramadhan, Allah sends them rain, air, provisions and blessings and that is why they remain vigilant in worshipping Allah who is not only the Lord Provider during Ramadhan but is the Lord Provider of all times.

Real Muslims know that they should worship Allah un-

til death overtakes them and that they should strive that they would not die except in the state of being Muslims. Real Muslims stay in the straight path by doing acts of worship that will strengthen their faith. Real Muslims strive to perform all manners of good deeds whether big or small. Real Muslims try hard to please Allah.

For the hypocrite, who fancies himself to be a Muslim, he strives in the performance of major acts of worship in Islam such as Hajj and good deeds in Ramadhan in order to make himself feel good about it.

These major acts of worship make him feel less guilty of the big sins he may committing such as the abandonment of daily obligatory prayers, fornication, drinking alcohol or even polytheism.

THE SOLUTION This is the reality of most Muslims who disappear after Ramadhan. They never really did anything in Ramadhan in faith but rather with an enterprising state of mind only. Ramadhan Muslims would only do something for Allah, not because for the love for Allah, but because they wanted something in return–they usually want something that they do not fully deserve. And all these must be changed.

DEVELOP YOUR LOVE OF ALLAH: Developing your love

for Allah begins by knowing Allah. By knowing Allah’s powers, we feel our own weakness and admit it and in order for us to rely more upon Him as our Lord and Sustainer. Knowing about Allah’s mercy makes us feel our need to ask for His blessings and the assurance that His help is always near for those who need it. Knowing Allah’s punishment make us avoid those that which He has forbidden.

By developing the love for Allah, it is only for Him that we do acts of worship, daily dealings and every kind of random good deeds and kindness. By loving Allah, we become sincere to do good deeds for His sake alone and not for the sake of popularity, in�luence or any material bene�it.

DEVELOP YOUR LOVE FOR THE PROPHET OF ALLAH: Knowing Prophet Muhammad is part of the religion as this religion was taught to us by Allah through the example of Prophet Muhammad. His prophethood of 23 years was replete with stories and lessons that still apply today even in the information age. His patience, dedication, and devotion could be hard to match as he is the best human being that Allah has created but what a great role model is he even if we only strive to meet even a fraction of his standards of character and manners.

DEVELOP YOUR LOVE

FOR THE RELIGION: This is achieved by knowing this religion. It is sad to note that most Muslims think that Islam is only about the avoidance of consuming pork and everything else is arbitrary, including acts of worship. By knowing this religion, you become aware of the least that a Muslim could do in order for him to be among those who deserve Allah’s Paradise.

You become aware of the acts of worship, good deeds to be done, and sins to be avoided.

By knowing and loving your religion, you become proud that you are a follower of the religion of the prophets that is being taught by the prophets starting from Adam, the �irst prophet and the last prophet Muhammad.

Fortunately, all these three things are being taught to us by our Islamic preachers and these are the three things on which this religion is founded. These shall also be the questions that each human shall be asked about in the grave.

STOWAWAYS AND SEAFARER’S DISMISSAL A seafarer may be dismissed in the event that he is found to be committing unauthorized acts in connivance with or cuddling of stowaways.

The International Transportation Workers Federation (ITF) de�ines a stowaway as a person who secretly enters a ship without the consent of the shipowner or the person in charge, and who is on board once the ship has left port.

Stowaways have existed ever since international shipping began, but they have become a growing problem. In recent years, more and more people are leaving their home countries in pursuit of a better life with greater economic chances, or to �lee war, discrimination or other con�lict. In desperation, and lacking funds to travel, an increasing number have resorted to stowing aboard ship, often in the poorer countries of Africa and Asia, to seek a better life abroad.

For those seeking escape, few routes are as perilous as the sea. Hundreds of thousands are sea migrants, whose

journey involves some level of complicity from the ship’s crew. The experience of stowing away at sea is compared to hiding in the trunk of a car for an undetermined length of time, going to an unknown place across the most brutal of terrains, under extreme temperatures and without enough food or water.

To get on board, some stowaways pose as stevedores or deck cleaners. Others swim under the stern and squeeze through a space where the rudder meets the ship. Many scale the side, helped by “stowaway poles”: long bamboo sticks with toeholds and a hook.

The ITF noted that even if stowaways create problems for a crew, they are not criminals and should have their basic human rights respected and receive fair treatment while on board.

A stowaway should not be arrested or detained (although the master has the right to maintain discipline on board), and should not be forced to work. The ship’s own-

er or agent must immediately be informed while the master must prepare a signed statement containing all information relating to the stowaway, to be given to the authority where the stowaway is delivered The amendment on dealings with stowaways in the Convention on Facilitation of International Maritime Traf�ic (FAL Convention) entered into force globally on January 1, 2018. A new standard requires governments, where appropriate, to incorporate legal grounds to allow prosecution of stowaways, attempted stowaways and any individual or company aiding a stowaway with the intention to facilitate access to port areas, ships, cargo or freight containers into their national legislation.

Nevertheless, a seafarer may be dismissed if he is found to be in connivance with or cuddling of stowaway.

When a seafarer commits such act, he may be penalized by the master of the vessel with dismissal and be made to

pay the cost of repatriation and his replacement. Additionally, an administrative complaint or disciplinary action against the seafarer may be �iled before the POEA, who, after due investigation, may impose penalties ranging from suspension to delisting, depending on the frequency of the violation(s).

It is well-settled that the burden of proving that the termination of an employee was for a just or authorized cause lies with the employer. If the employer fails to meet this burden, the conclusion would be that the dismissal was unjusti�ied and, therefore, illegal.

In order to discharge this burden, the employer must present substantial evidence, which is de�ined as that amount of relevant evidence which a reasonable mind might accept as adequate to justify a conclusion, and not based on mere surmises or conjectures Under the “two-notice rule”, an erring seafarer is given a written notice of the charge against him and is afforded an opportunity to explain or de-

fend himself. Should sanctions be imposed, then a written notice of penalty and the reasons for it shall be furnished the erring seafarer. It is only in the exceptional case of clear and existing danger to the safety of the crew or vessel that the required notices are dispensed with; but just the same, a complete report should be sent to the manning agency, supported by substantial evidence of the �indings In case of an illegal dismissal, either there is no valid ground or he was not afforded due process under the “two-notice” rule, a seafarer is entitled to receive from his employers His salaries for the unexpired portion of his employment contract not merely his salaries for three (3) months for every year of the unexpired term.

But Allah has permitted trade and has forbidden interest. So whoever has received an admonition from his Lord and desists may have what is past, and his affair rests with Allah.

But whoever returns to [dealing in interest or usury] - those are the companions of the Fire; they will abide eternally therein.”

OH SNAP! FOR SOMEONE WHO LOVES TO EAT, I also love to keep food snaps on my phone. And when I say ‘keep’, it means collecting on images that’ll keep me craving, yearning and hungry up until I decide to hit that delete button.

For the most part, my snaps vary from place to place. Yup, places I’ve been to both local and international. Why do I keep snaps? Well, aside from the

fact that it keeps me reminded of moments on the dining table, food snaps has since become a conversation piece for my fellow foodies and I. On a normal day, we’d go through one’s gallery like a kid on a candy shop. Not to mention, the social media likes and taps we get from these snaps.

My undying love and respect for food had me sharing delectable insights with some of my favourite kitchen masters and food enthusiasts in the world over. Not only do I salute their sumptuous true to life kitchen creations; I feel grateful for the bond even outside the corners of the kitchen. And one such restaurant that seems to fill my gallery is Fat Cow.

Rita Bustamante flourishes BORN in Bacolod City, Negros Occidental, Philippines, Rita Bustamante spent the first 30 years of her life in Negros, Panay, and Metro Manila. With a Bachelor of Arts in Interior Design from Assumption College San Lorenzo in Makati City, Bustamante became a professor at her alma matter for over 20 years, where she taught courses in art production, research, public relations, and visual communication, to name only a few.

Prior to this, she was working in an advertising agency and a graphic design studio.

A chance encounter with her high school principal at Assumption Convent in Iloilo City led her to teach in the academe.

What initially started as a short stint became a full time career.

She happily retired from the academe in 2015 but has been producing art since then.

Her artistic side was nurtured at an early age. Bustamante’s father was an engineer who became a sugar farmer.

His life was enriched by art, literature, and music. Rita would often watch him draw human figures as they listened to music and conversed about art throughout the day.

“It was in March 1972 when my world fell apart when my father’s battle against cancer took his life. The house was silent for a very long time, conversations where short and curt. Dormitory life in school gave noise to a devastating break of reality.

Left alone to myself, I started by giving my art away to those who wanted to have them.

Eventually, I was included among other Bacolod artists in group exhibits. Art became my refuge.”

Bustamante found refuge in Davao after her retirement from Assumption College. “Again the silence was creeping, no book, no conversation was reversing the situation. Manila was packed to the rim with noth-

ing but blah,” she lamented.

Her daughter being married to a Dabawenyo, Rita found reason to be a frequent visitor in Davao. The place enthralled her and she has since relocated, flourishing in the Davao arts scene.

“Davao has everything, yet discipline is the first order of the day. Davao is forwardlooking: progress is not all

about infrastructures but rather giving the people a satisfactory life. Yesterday, I rode a bus that could eventually replace the jeepney. The bus is air-conditioned, fare is the same as a jeepney, a man in uniform from the military serves as security, the driver was in uniform together with the conductor and no shouting for passengers. It is such a civilised approach.”

In Davao, she also found herself studying faces until she memorises the contours and lines, as though sketching them in her mind.

Bustamante also lived in India for a year and discovered the colors, textures, and scents of the place. Thus she has imbibed the visual play of Indian textiles, accessories and bodily accoutrements, the magnificent

temples, and even their festivities. She exhibited in Manila after this, where she activated the concept of the Mandala.

For Bustamante, her artistic practice brings her endless discovery, allows her to thrive on the new, and fuels her sense of innovation.

Bustamante was challenged

by Pop Art’s appropriation of content from mass culture. The social upheavals from the late 1960s to the 1970s also fuelled contemporary ideas on art, dissent against the order of things, and a rethinking of the scant attention accorded to women in art. The counter-culture movements that emerged at that time were somehow intertwined with emancipatory ideals. Hippies, folk and rock musicians, intellectuals, activists from student protests and the like -- the burst of sensations and patterns seem to have shaped Bustamante’s tendencies in figuration and approach to art.

That night, Chef Pat rolled out some of his new menu additions that tremendously left a lasting impression in our palates. The arugula and pomelo salad was delectably refreshing up to the last bite. Part of his repertoire that night was a plate of halibut with ube mash and miso broth — ohlala moment!

The caviar and shrimp pasta was nothing short of one’s expectation. The caviar alone is enough to have me reminiscing a recent visit at Table65 at Resorts World Sentosa in

My palate was rejoicing as I take one bite after another of Chef Pat’s Angus beef risotto.

heaven. On the other hand, Fat Cow’s roasted chicken with Adlai risotto had me thinking of the beautiful Malita in Davao Occidental (they, together with Bukidnon, are the

biggest producer of Adlai rice in the region). True enough, the Adlai added texture after another in the already delightfully rich dish.

But the star of the night came in the form of a slab of 35-days dry aged US Angus prime rib that was just so divine. One happy foodie indeed!

To cap the night off, a medley of sweet Asian flavours coated our palates like no other. Out came the perfectly squared matcha red bean cheesecake and black sesame eclair that had the palates alive and super duper excited.

My phone gallery may only have these snaps for keeps but every snap on my phone has a beautiful symphony of a story to tell. What’s yours?

LOST IN VANISHING FORESTS

ven if the number of Philippine eagles keeps increasing but if their habitat is being destroyed continuously, they will always be threatened, according to a top of�icial of the Philippine Eagle Foundation (PEF).

“The forest is its only habitat,” points out Dennis I. Salvador, PEF executive director. “Without the forest, the species cannot survive over the long term.”

The Rome-based Food and Agriculture Organization (FAO) of the United Nations claims that a pair of Philippine eagle needs at least 7,000 to 13,000 hectares of forest as a nesting territory.

The PEF manages the Philippine Eagle Center (PEC) in Malagos, Calinan District, some 30 kilometers northwest from downtown Davao.

An 8.4-hectare area, located at the rolling foothills of Mount Apo – the country’s highest peak – the center operates as a conservation breeding facility for the endangered eagle and other birds of prey.

About 31 Philippine eagles are currently being housed at the center. Some of these eagles have been rescued while there are those that were hatched in the facility through the captive breeding program.

The center was organized in 1987 and since then, it has generated signi�icant milestone in the country’s wildlife conservation. “Since 1992, PEC has produced 28 Philippine eaglets through

Text and Photos by Henrylito D. Tacio natural pairing and cooperative arti�icial insemination,” said the briefer given to Filipino journalists who visited the place during the Philippine Eagle Week (June 4-10).

“If time will come that we have enough stocks already, where shall we release them?” asked Salvador. “And how will the eagles sighted in the wild survive if factors like deforestation continue to haunt them?”

The Department of Environment and Natural Resources (DENR) through its line agency, Forest Management Bureau, reported that each year the country losses almost 47,000 hectares of forest cover.

“Deforestation is terrible,” Salvador deplored.

“The Philippine eagle has become a critically endangered species because forest destruction has made it lose its natural habitat.”

Some studies have shown that only 32.6% of the total forest cover remains from the original forest cover which the country had in the past century. “Small patches of forest may not be able to sustain the needs of the people and wildlife in the long run,” Salvador said.

“What we need to do is to protect the large, contiguous forests and expand the smaller patches by rehabilitating the surrounding areas and developing forest corridors.”

The environment department said the country needs to rehabilitate 1.2 million hectares of deforested lands three years from now if it has to help

the Philippine eagle and other endangered species to survive.

The PEC is the only of such kind in the Philippines. “By using the Philippine eagle as the �lagship for conservation, we try to address a host of issues associated with the conservation and management of wildlife in the Philippine rainforest,” the briefer stated. “In addition, the eagle provides a powerful symbol for rallying support from the Filipino people.”

The Philippine eagle (scienti�ic name: Pithecophaga jefferyi) is second only to the Madagascar sea eagle in rarity. In size, it beats the American bald eagle; it is the world’s second largest – after the Harpy eagle of Central and South America. “The Philippine eagle is the largest predator we have,” Salvador said.

Formerly known as the monkey-eating eagle, the name was changed to Philippine eagle in 1978 after it was learned that monkeys comprise an insigni�icant portion of its diet, which consists mainly of �lying lemurs, squirrels, snakes, civets, hornbills, rodents and bats.

“With a wing span of nearly seven feet and a top speed of 80 kilometers per hour, the Philippine eagle can gracefully swoop down on an unsuspecting monkey and carry it off without breaking �light,” the PEF said.

In the past, Philippine eagles abound in the forests of Mount Apo and other parts of Mindanao. They can also be seen

�lying over in the forests of Sierra Madre in Luzon and Samar and Leyte in the Visayas.

Today, only about 400 pairs survived in the wild. So much so that the Switzerland-based International Union for Conservation of Nature declared Philippine eagle as critically endangered.

But even then, it didn’t deter then President Fidel V. Ramos to sign Proclamation No. 615 in July 1995 naming the Philippine eagle as the country’s national bird. He said the eagle is found only in the Philippines and as such becomes a source of national pride.

Ramos also said that “if the national bird dies, so will all the country’s efforts at conserving its natural resources and treasures.”

But more importantly, the Philippine eagle serves as the best biological indicator of the survival rate of the country’s forest cover. The fewer the forests, the fewer the birds.

But deforestation is not the only problem that threatens the survival of the Philippine eagle and other birds. Hunting has also been blamed as a major culprit. “Some do it because of ignorance but most, I believe, because of arrogance,” Salvador said. “Some people believe they can get away with it so they do it. This of course it aggravated by poor enforcement of the law and clear lack of political will.”

And then, there’s climate change. “Rapid cli-

mate change also directly affects the survival rate of the remaining Philippine eagles,” said Haribon, another conservation organization. “It severely strikes avifaunal diversity in the Philippines, where almost 30% of bird species are endemic.”

Birdlife International warns that over the next 40 years, the habitats restricted range birds will continue to be unsuitable due to climate change, attributing this problem to drastic shifts in temperature and rainfall. “Many species may not survive under these harsh conditions,” it said.

Efforts to save the Philippine eagle was started way back 1965 by Jesus A. Alvarez, then director of the autonomous Parks and Wildlife Of�ice, and Dioscoro S. Rabor, another founding father of Philippine conservation effort.

From 1969 to 1972, America’s famed aviator Charles Lindbergh spearheaded a drive to save the bird, which he called as the “noblest �lier.” Within this time frame, several helpful laws were passed.

Actually, there are 33 Philippine eagles that are taken cared of at the PEC. The two eagles – named Sambisig, 17 and Geothermica, 15 – are being loaned out to the Singapore through Wildlife Reserves Singapore. Both were �lown out of the county last June 4.

“Sending the pair of Philippine eagles to Singapore acts as a biosecurity measure to ensure the survival of the species as a fallback population in

the event of catastrophic events like disease outbreaks or extreme natural calamities taking place in their Philippine habitats,” explained Roy A. Cimatu, the secretary of the Department of Environment and Natural Resources.

Salvador pinpointed that that “loan program” only represents a small part of a comprehensive population management plan on the endangered species. “Given current threats, more intensive action on protection and law enforcement need to take place in-country,” he said.

According to Salvador, the PEF employs a holistic conservation approach, working with different government agencies, local government units, private organizations and indigenous communities living near eagle territories to implement different conservation strategies in saving the country’s bird icon.

At the PEC, its programs include �ield research, community-based initiatives, captive breeding and conservation education. “These programs are integrated and permit a holistic approach to conservation and management of biological diversity,” said Carla Joy E. Salvacion, the conservation education administrator.

The eagle has to be saved before it joins the dodo into extinction. “We should do our best to save this wonderful creature because when it is gone, it is gone from the list of animals in the world,” Dr. Rabor reminded.
