he Bureau of Customs (BOC) on Saturday assured strict monitoring of all ports to prevent the entry of pork and pork products contaminated with African Swine Fever (ASF) into the country.

“All ports of entry are continuously being monitored to safeguard the country’s borders against the entry of contaminated pork and pork products with ASF,” according to the Bureau's statement.

At the same time, the BOC added that only importers with proper clearances and permits from government agencies tasked to regulate certain commodities such as the Department of Agriculture, Bureau of Animal Industry, and Food and Drug Administration, among others can import meat products into the country.

“The Bureau assures the public that it is closely coordinating with the various regulatory agencies of the government in implementing policies such as the importation ban on meat products of the De-

partment of Agriculture,” it added.

According to the World Organization for Animal Health (OIE), the ASF is a highly-contagious hemorrhagic disease of pigs, warthogs, European wild boar, and American wild pigs.

It is caused by DNA virus of the Asfarviridae family which causes high fever, loss of appetite, hemorrhages in the skin and internal organs, and death in two to 10 days of the affected pigs.

Last week, the Food and Drug Administration (FDA) has ordered the recall and seizure of imported pork meat products in the market from countries suspected to be affected by the ASF virus.

Tokyo, MNL to boost exchange on defense, infra, Bangsamoro

he Philippine and Japanese governments have vowed to increase their cooperation on defense and security, as well as the development of infrastructure in the country, and the Bangsamoro region.

This commitment was made during the second bilateral meeting between Foreign Affairs Secretary Teodoro Locsin Jr. and his Japanese counterpart, Foreign Minister Taro Kono, at the Ministry of Foreign Affairs in Tokyo on Wednesday.

According to a Department of Foreign Affairs (DFA) statement issued Friday, the two top diplomats continued their discussions on further elevating the cooperation between the two states under a “strengthened strategic partnership.”

“The two foreign ministers vowed to further advance cooperation, particularly in defense and security, economic cooperation, infrastructure development, and the development of the Bangsamoro region,”

it said.

“They also exchanged views on regional issues of mutual concern, including the Korean Peninsula and the South China Sea,” it added.

During the meeting, Locsin highlighted the country’s “profound and abiding friendship” with Japan, attested to by Tokyo’s support through the years.

For his part, Kono noted the “deep relationship” between the two countries, describing it in President Rodrigo Duterte’s words that Japan is the Philippines’ “friend closer than a brother.”

Locsin and Kono’s meeting came three months after they met in Davao City last February 10.

Locsin was in Tokyo to accompany the Chief Executive who participated in the 25th Nikkei Conference on the Future of Asia and met with Japanese Prime Minister Shinzo Abe. The DFA said this was Locsin’s first official trip to Japan since assuming office. (PNA)

enator Loren Legarda on Saturday lauded the Philippines’ improved ranking in the 2019 global competitiveness study by Swiss business school IMD, saying it should serve as a challenge for the government to continue improving.

The Philippines ranked 46th out of 63 countries in the 2019 IMD World Competitiveness Yearbook (WCY). Last year, it ranked 50th.

“We have a long way to go, but the improvement in the Philippines’ 2019 competitiveness ranking is already a good sign and should motivate us to further improve the country’s ranking,” Legarda said.

According to the IMD, the Philippines greatly improved in domestic economy, tax policy, and labor market; but more work needs to be done in the areas of basic infrastructure, health and environment, education, scientific infrastructure, business legislation, and international trade.

Legarda, chair of the Senate committees on finance and foreign relations, said she is confident that current government programs, particularly the “Build, Build, Build”, while also putting a premium on social programs, will continue to improve the country’s ranking in the years to come.

In 2018, Legarda met with Dr. Christos Cabolis, chief economist and head of operations of the IMD World Competitiveness Center, who said that talent/employment and digital/innovation issues are considered in the wellness of a nation, plus government, which plays a major task in creating the framework to create a long-term value. These elements lead

to economic reform.

Other factors are also considered such as inflation, population, and corporate values (corruption, transparency, gender equality). Corporate values are measured via surveys, which show the perception on these by the executives in the country.

According to the IMD, the Philippines needs to speed up and sustain investments in physical infrastructure, sustain investor and consumer confidence, and address inadequate investment in human capital, poor digital competitiveness and future-readiness, and persistent political risks.

Legarda said she sees continued improving performance of the country in the following years, especially with the enactment of the Philippine Innovation Act. The measure, which she principally authored, aims to place innovation at the center of the country’s development policies. It will create a National Innovation Council (NIC) that will develop the country’s strategic vision for innovation and long-term innovation goal, serve as a source of strategic intelligence for national research and innovation policymaking, and coordinate with various sectors and agencies to promote policy and program coherence.

The NIC will also be responsible for developing strategies, which will promote internationalization and participation in the local and global value chains among micro, small, and medium enterprises (MSMEs), and research, development, and extension themes, which will be guided by the country’s innovation and development

DND:Nothing illegal with competitiveness ranking a mandatory ROTC for SHS PHchallenge to improve: Legarda T S he proposed reinstatement of the mandatory Reserve Officers Training Corps (ROTC) for Grades 11 and 12 students does not violate any international law, the spokesperson of the Department of National Defense (DND) said Friday.

“It is the DND’s position that those opposed to the proposed bill are using a myopic interpretation of the law, which misleads the public into forming false perceptions and ill-informed opinions. The proposed bill was vetted by the DOJ, DND, DepED, and DFA (departments of justice, national defense, education, and foreign affairs) to ensure that it does not contravene the Philippine constitution and international conventions,” Arsenio Andolong told the Philippine News Agency (PNA).

Andolong was reacting to claims made by some sectors that making ROTC mandatory for senior high students violates international law.

He was referring to House of Representatives Bill 8961, which seeks to amend Republic Act (RA) 7077 or the Citizen Armed Forces of the Philippines

Reservist Act. The bill was passed by the House on third and final reading, with a vote of 167-4-0.

Andolong said that under the “Optional Protocol to the Convention on the Rights of the Child on the Involvement of Children in Armed Conflict”, to which the Philippines is a signatory, the minimum age for voluntary recruitment into the Armed Forces of the Philippines (AFP) is 18 years old.

He also pointed out that ROTC cadets are not conscripted into the military and expected to fight wars during their twoyear training.

“While some cadets may opt to join the regular force after they finish their voluntary advanced ROTC in college, mandatory ROTC will not automatically make our Grades 11 and 12 students part of the AFP. Furthermore, critics of the bill also for-

He added that reinstating mandatory ROTC among Grades 11 and 12 students is logical as only a small percentage of high school students are able to attend college.

“As to the question of age, we must point out that mandatory ROTC in the past was part of the curriculum of first and second year college students, most of whom were 16 to 18 years old.

This seems to be a fact that proponents of college-level ROTC conveniently forget when they cite age as a problem in the current proposal,”

Under House Bill 8961, ROTC training would apply to “all students in Grades 11 and 12 in all senior high schools in public and private educational institutions” and shall be a requirement for graduation.

The following students may, however, be exempted: those who are physically or psychologically unfit; those who have undergone or are undergoing similar military training; those who are chosen by their school to serve as varsity players in sports competition; and those who may be exempted from training for valid reasons as approved by the DND, upon recommendation by an educational institution where the student is enrolled.

The proposed measure also strictly prohibits the use of ROTC training for “political” objective and for teaching and instilling a particular political ideology on students.

DOJ orders NBI to probe Jacky Co drug case

ustice Secretary Menardo Guevarra said the National Bureau of Investigation (NBI) will conduct an independent investigation on Jacky Co, the alleged mastermind of how PHP1.8-billion worth of shabu hidden inside imported tea bags found its way into the country.

"The NBI will gather facts first and then identify whom to charge later. This investigation is distinct from the PDEA (Philippine Drug Enforcement Agency)

investigation," Guevarra confirmed Friday.

The justice chief said prosecutors may also seek a travel ban against Co and his co-accused named in the charges filed by the PDEA as soon as the investigation proceeds.

"The moment a formal preliminary investigation begins, we may consider applying for a precautionary hold departure order with the proper court," Guevarra said.

He noted that accord-

ing to the consul general of China, a certain Xu Zhi Jian, also known as Jacky Co, has a pending case in China.

However, he is not on the Interpol watch list and this has been certified by the Interpol’s National Central Bureau in Manila.

Guevarra clarified that while there is no record that one Xu Zhi Jian departed from Manila on April 3, immigration records showed that a certain Xu Zhi Jian left on March 20.

"As there was no existing hold departure order against the said person, nor any Interpol alert during that time, the BI (Bureau of Immigration) allowed the said person to depart," Guevarra said.

The PDEA on Friday filed charges against Xu Zhi Jian and 16 others allegedly involved in importing illegal drugs valued at PHP1.8 billion.

Those charged were officers and directors of Wealth Lotus Empire Corp. and Fortuneyield Cargo Services. (PNA)

DOST digital library widely accessible in Davao Region

he DOST-STII lauds the DOST XI for successfully deploying 122 STARBOOKS – an offline digital library throughout the region. Science & Technology Academic and Research-Based Openly Operated Kiosk Stations also known as STARBOOKS, is a digital library developed

by DOST-STII which serves as a one-stop repository of S&T information.

The regional office ranked 3rd based on the number of STARBOOKS installed in 2018, following the lead of Region 1 with 158 units and Region 2 with 125 units deployed, respectively. The number of STARBOOKS installed by DOST XI increased significantly from

36 in 2017 to 122 units for 2018 alone. Up to present, the DOST XI is targeting to install another 100 units across the region in 2019.

A Consultative Workshop on the Latest Development and Contents in STARBOOKS was organized by the DOST-STII last May 9-10, 2019 at the Golden Prince Hotel & Suites, Cebu City. The workshop was participated by over 80 Regional Deployment Officers throughout the country.

Aside from the presentation of accomplishments and strategies in deployments, it was also revealed that the STARBOOKS offline mobile application will soon be available for download at the Google Play Store.

Palace clarifies Duterte remarks vs. Smartmatic

alacañang on Friday clarified that President Rodrigo R. Duterte's remarks against Smartmatic is a response to concerns raised but does not mean it diminishes the credibility of the recently-concluded 2019 midterm elections.

"The President’s latest remarks on Smartmatic does not mean that the just-concluded elections is not honest nor credible. It is," said Presidential Spokesperson Salvador Panelo in a statement.

"The President’s remarks is a response to some concerns raised by both the opposition, the administration supporters as well as civic groups relative to the previous and present elections on certain technical glitches that precipitate questions on the technological competence of Smartmatic," he added.

Panelo said Duterte is not comfortable with concerns raised on the credibility of the elections.

"The President is not comfortable with these allegations that produce a whiff of fraud or delay in the announcing of the election results," he said.

Panelo cited the 2016 presidential elections

where three million votes were allegedly taken away from Duterte, who was then Davao City mayor.

"The opposition candidates have been heard to complain that they could have gotten more votes in the last elections, not necessarily enough to win the Senate seats, but not as low as the official turn out. Comelec said about two million votes were invalidated because of overvotes," he said.

"The President wants that the future elections will not be subjected to the same aforementioned concerns," he added.

Panelo said Comelec should take seriously the suggestion of the President.

"After all it (Comelec) should be the first one that should be fiercely protective of its image being the constitutional body mandated to safeguard the sanctity of the ballots," he said.

Duterte on Thursday advised Comelec to let go of the services of Smartmatic in the country's automated elections.

EASTMINCOM hails ‘Bayanihan’ putting up school in hinterland

This came after one unit of a two-classroom school building at the said place was turned over to the Department of Education on May 31, 2019, in a ceremony led by the Governor himself. Along with the turn over is the appointment of two teachers who will be manning the classes starting this School Year 2019.

ment that it can resolve the root causes of conflict.” Lt Gen Santos said.

“This and other projects of the Governor in addressing the issues of conflict and his strong resolve of ending insurgency not only in the Province but also in the whole region being the Regional Peace and Order Council Chairman will surely concretize the peace gains and make it durable and sustainable,” Lt. Gen Santos added.

It can be recalled that Governor Uy is pushing a comprehensive approach in addressing insurgency by integrating all effort of different agencies in a Regional Security Plan and aligned it with the Regional Development Plan of the Region.

Meanwhile, Governor Uy pushed and led the construction of the school after the community expressed their disapproval on the existence of Salugpungan School in the said sitio and demanded its eventual demolition.

"We, the incoming members of the 18th Congress and our staff, should all come in ‘clean’ by submitting ourselves to a mandatory drug test,” Barbers said.

Malacañang has earlier stated that it is in favor of a mandatory drug testing for all government employees, saying it would indicate if people in government are drug-free and “worthy of trust.” (PNA)

Solon renews call for 'drug-free' Congress

staunch anti-drug advocate lawmaker on Friday renewed his call for all members of the House of Representatives and their staff to submit to mandatory drug testing once the 18th Congress opens on July 1.

Surigao del Norte Rep. Robert Ace Barbers said the move is in line with President Rodrigo Duterte’s campaign of “total war” against drugs, including against those labeled as “narco-politicians”.

The lawmaker said he is set to re-file a resolution seeking a “drug-free Congress" for the purpose.

House Resolution 15, which Barbers filed last year, requires all lawmakers, their staff, consultants,

DAR adds microfinance project for small farmers

he Department of Agrarian Reform (DAR) launched Tuesday an expanded version of its project that links agrarian reform beneficiaries (ARB) and smallholder farmers to the supply chain of products.

Linking Smallholder Farmers to Markets (LinkSFarM), now rebranded with an additional “M” at the end for Microfinance, brings enlists various stakeholders of agro-enterprise development to help uplift the lives of ARBs, smallholder farmers, and farmer organizations. “(We need to have a) paradigm shift in order to create some sort of dynamic process of transforming our landless farmers into entrepreneurs or to people who will not only be getting their income from tilling the soil but also from developing their products – not only selling them as raw materials but transforming them as well,” Castriciones said.

“We have to invite the different sectors of government and private institution so that our effort will

be united and be able to help one another,” he added.

During the abovementioned launch of the Linking Smallholder Farmers to Markets with Microfinance (LinkSFarMM), an officer from the local government of Bauko, Mountain Province, Jake Oyang-O, said that after the successful introduction of organic farming in their municipality, the farmers encountered an oversupply of produce due to lack of market outlets.

Even after the opening of a “pasalubong center” as an additional venue to sell their products, it was not enough to solve their problem of oversupply.

But through the earlier version of the LinkSFarM project, Oyang-O said that they were able to access a wider market.

Meanwhile, a represen-

tative of the Porac Farmer Agrarian Reform Cooperative, Robert Lintag, said that the LinkSFarM project was also of great benefit to him.

Davao Gulf’s closed fishing season starts

T

During the closed fishing season, it is prohibited to use bag nets and ring nets and fishing vessels regardless of tonnage.

The closed season is also seen as one of the measures to curb illegal fishing in the Davao Gulf.

Jerry dela Cerna, the manager of Barog Katawhan Multi-Purpose Cooperative, underscored the need to protect the Davao Gulf to ensure food security.

Dela Cerna noted that "gone were the days when people in Davao could buy a kilo of "galunggong" (round scad), matang baka (Selar crumenophthalmus) and "karabalyas" (yellow stripe scad) at P30, similar to prices between 2001 and 2007. Now the prices of these fishes have gone

up to more than one hundred pesos because supply is declining."

“We want to bring those days when we can buy P30 per kilo of galunggong,” he added.

He said the Davao Gulf is also the spawning ground of tuna, which can grow between 36 and 40 inches.

Based on the study of the National Stock Assessment Program, BFAR said there was a noticeable decrease of juvenile caught for small pelagic fishes using commercial gear ring net and most of the catch was already matured.

The study noted a 20 percent decrease of fish caught in 2018 during and after the closed season.

BFAR also cited an oceanography survey at the Davao Gulf of the MV DA BFAR DYCA showed that more adult fishes were able to spawn during closed season and high abundance of fish eggs during September 2018 while the lowest as February 2018.

The most abundant fish family in the Davao

Gulf was the Carangidae (jacks, pompanos, mackerels, runners and scads) with 32 percent followed

by Scombridae (mackerel, tuna and bonito) with 20 percent, and Clupidae (herrings, shads, sardines, hilsa ad menhadens) with 10 percent.

During the economic performance presentation in March, the National Economic Development Authority (NEDA) reported a 7 percent decline in the output of the fishery sector from P2.05 billion in 2017 to P1.9 billion in 2018.

NEDA-11 Director Maria Lourdes Lim called for more efforts to curb illegal fishing activities to enable Davao Gulf to recover from overfishing and destruction.

Lim attributed the poor performance of the subsector on the reduction of the number of fishing trips and municipal fishing boats due to strong winds and rough seas, difficulties in aquaculture production, lack of capital and among others. (PNA)

Also, she said that the PSA recorded 156 companies in the agriculture, forestry and fishing companies in the region. The sector, the third most labor-intensive in the region, generated a total employment of 186,610 in 2016 or an average of 249 per establishment.

The months from June to August is known to be the spawning season of pelagic fishes and tuna in the Davao Gulf, which spans more than 10 coastal municipalities from Malita in Davao Occidental in the south to Boston town in the eastern coast of the region.

BFAR-11 Director Fatma Idris said this is the sixth year that the government imposed the ban on commercial fishing at the Davao Gulf for three months.

“All bag net and ring net operators will have to take a vacation. But Davao Gulf is still open to all municipal fisherfolk within their realm of municipal waters,” said Idris during the sent off of the Bantay Dagat patrol on Friday.

Mining, quarry firms most labor-intensive sector in Davao

ompanies engaged in the mining and quarrying activities are the most labor-intensive among other sectors in Davao region, according to the 2016 Annual Survey of Philippine Business and Industry Inc. (ASPBI) that was released by the Philippine Statistics Authority (PSA)-Davao on Friday.

In her presentation on the 2016 ASPBI for establishments in the region with total employment of 20 and above, Maria Leah C. Magracia, supervising statistical specialist of PSADavao, said at the Pinnacle Hotel here that the seven

he Philippines has lifted a seven-yearold ban on the importation of several fish species from Fukushima Prefecture as a gesture of goodwill during the visit of President Rodrigo Duterte and his Cabinet members to Japan this week.

On his Facebook page, Agriculture Secretary Emmanuel "Manny" Piñol said the order lifting the importation ban, which he signed on May 27, will be officially presented to Japanese Agriculture and Fisheries Minister Yoshikawa Takamori.

The lifting of the ban covering species such as Cherry Salmon, Sand Lance, Japanese Dace, and Ayu from Fukushima ended a seven-year issue that strained the agriculture and fisheries trade between Philippines and Japan, he noted.

On January 16, 2012, then Bureau of Fisheries and Aquatic Resources (BFAR) director Asis Perez issued Memorandum Or-

der No. 001-A, banning the importation of these fish species from the Prefecture of Fukushima due to the nuclear crisis in Japan at that time.

"I consider the ban, issued by the previous administration, as just a bureaucratic goobbledygook and an overreaction to an issue, which did not really affect the Philippines. It was a ridiculous bureaucratic exercise for the simple reason the fish species included in the ban are not imported by the Philippines anyway," Piñol said With the lifting of the importation ban, the DA chief said the Duterte administration is “showing goodwill” to the Japanese government as it also moves to promote the entry of more Philippine agriculture products to Japan.

Meanwhile, the Philippines is also seeking a lower tariff for bananas and pineapples, and is seeking the entry of hash avocado into the Japanese market. (PNA)

Young coco exports to US PRRD achievement: Piñol

griculture Secretary Emmanuel Piñol on Thursday hailed the Duterte administration for the latest achievement in the agricultural sector as the United States Department of Agriculture (USDA) allowed the entry of young coconuts (buko) to America. "(This is) another PRRD (President Rodrigo R. Duterte) achievement," said Piñol on his FB page.

In a press release issued by the Philippine Embassy in Washington on May 29, Dr. Josyline Javelosa, the Philippine Agriculture Attaché to the United States, said that the US government has confirmed that young coconuts from the Philippines may now be exported through all ports in the USA. Javelosa joined the bilateral meeting on May 22-23, 2019 between Plant Health Officers of the Philippines and the United States at the USDA’s Animal and Plant Health and Inspection Service (USDA-APHIS) headquarters at Riverdale, Maryland.

In the meeting, Dr. Jill Wallace, Head of the US delegation and Deputy Director of Phytosanitary Issues Management (PIM), confirmed that young coconuts from the Philippines that are immature/ green, and with 75 percent or more of outer shell surface of the husk removed, can be inspected and released to the United States as authorized under 7 CFR 319.56.

Mr. George Culaste, head of the Philippine Delegation and Director of the Department of Agriculture’s Bureau of Plant Industry (DA-BPI), welcomed this development

and cited the Philippine young coconut producers, especially in Mindanao, who are waiting to tap export markets such as the USA and China.

Other issues discussed during the meeting include the Philippine request for the access of its okra (lady finger) to the US market; Philippine proposal to have the US waive pre-clearance requirements for Philippine fresh mango exports; US request for its blueberries to access the Philippine market; and the two countries’ respective initiatives with regard to Export Certification and Electronic Phytosanitary Certificates and observance of the 2020 International Year of Plant Health.

USDA-APHIS also took the opportunity to host site-visits for the meeting participants to their impressive facilities, such as the APHIS Plant Germplasm Inspection Station and Quarantine Program in Beltsville, Maryland and the APHIS National Identification Services for plant pests in both the USDA-Agricultural Research Service building in Beltsville, Maryland and at the Smithsonian National Museum of Natural History in Washington D.C. “I congratulate the participants for covering a lot of ground in their bilateral meeting," said Philippine Ambassador to the United States Jose Manuel G. Romualdez in a statement.

"These positive developments bode well for the expansion of Philippines-US agriculture cooperation and creation of opportunities for Filipino and American farmers and agri-businesses,” he added. (PNA)

elebrating another year of giving recognition to the works and products of different tribes in Mindanao, the Province of Davao Oriental played host anew to the project "Putong, Hibla, Kultura Filipina, one of the welcoming activities to the province's 52nd Founding Anniversary.

Needless to say, the works are considered masterpieces which the provincial government wants to preserve beyond ages, and beyond diversity.

For this year, a media launch and the unveiling of the exhibit was staged on May 28, 2019 at the Tourism Annex graced by special guests Carlo Ebeo, former National Commission on Culture and Arts (NCCA) Commissioner and fellow curator Leonardo Carino. Representing the provincial government as the project proponent were Provincial Administrator Art Benjie Bulaong, Provincial Tourism Officer Miguel Trocio, Provincial Human Resource Management Officer Rey Bicoy, and Subangan Administrator Lyrna Palma-Padohinog.

Other guests include Angie David, who represented the Oriental Pacific Chamber of Commerce, and accredited tour guides.

Ebeo reiterated the gratitude of the National Commission on Culture

and Arts (NCCA) to the province for hosting the activity for the second year.

He explained that "putong" is to wear something of importance, of great value while "Hibla" is not only the fabric material but the culture that symbolizes the embodiment of the fabric.

"If you remember, last year, we exhibited different fabrics, like abaca, and your very own dagmay. For this year, we will exhibit head gears, commonly known to many as headdress. These encompass the different significance of culture," Ebeo said.

Ebeo said Davao Oriental was chosen as host for the second straight year as the venue to the project because in following the process of selection, the province has the viability, and the perfect facility – the Subangan Provincial Museum.

"Only a few local government units can afford to put up a museum with high standards like your Subangan. We do

not want these historic and significant treasures to be thrown in the storage area. Suffice it to say, Davao Oriental is more capable of hosting the activity," he added.

The provincial government also takes pride in the mounting of the exhibit.

Bulaong explained that the project is a manifestation that the provincial government is determined to preserve the culture and heritage of the province.

"It's really a continuing effort. This is very important because of the headgears, though simple and may not look with high value, but they form part of what Davao Oriental is today and will be tomorrow. These artifacts define and identify our roots. We must respect them as part of our development," he furthered.

With the ultimate goal to have a wider awareness of the need to preserve and conserve our identity, the plan now is to integrate culture and heritage to the curriculum.

Ebeo highly considered the Putong Hibla Kultura Filipina as a tool to help the Department of Education in polishing more the cognizance to the culture and heritage, particularly in the province of Davao Oriental.

One way to prepare them, he said, is through workshops where teachers will be taught how to integrate value strengthening and heritage preservation in their lesson.

Trocio, meantime, said he is fully convinced that there is a living in culture tourism, as pursued aggressively by the province.

"Yes, there is a living in it if our tribes will put their heart and soul in conceptualizing development, if they boast of their being a Mandaya, or whatever tribe they belong," he said.

Supporting this notion, Ebeo advised the public to create a need to indigenous products, so the urge to provide the demand will also stay alive which will redound to a vibrant local economy.

As a province, Davao Oriental is endowed with beauty and bounty in culture and heritage. Locals have been optimistic that hosting cultural events will spur more development to the province, transcending whatever differences and diversities among communities to emerge triumphantly and stay consistent to its accolade of being a champion province. DavOr is lone province in PH to win 2019 Kabuhayan Awards

avao Oriental became the lone province in the country to bag the 2019 Kabuhayan Awards, a prestigious distinction from the Department of Labor and Employment (DOLE), for successfully implementing the department’s Integrated Livelihood Project (DILP).

Under the DILP, the province was given a funding worth P5.7 Mil-

lion which was utilized for the peace and development programs of the provincial government.

Through the said funding, the provincial government provided livelihood assistance to a total of 239 former rebels.

The said beneficiaries, who were enrolled under the province’s Enhanced Comprehensive Local Integration Program (E-CLIP), re-

ceived P20,000 cash assistance each.

Provincial Employment Services Office (PESO) Manager Jay Dayanghirang said that the remaining cash was used to fund the labor cost in the construction of an additional building at the Happy Home, a civilian facility where the former rebels reside.

Talk ain’t cheap

The thought process must always precede the talk. It’s not just a cardinal rule, it’s a doctrine.

Two narratives this past week have brought to fore the importance of the mantra “think before you talk.”

First, broadcast journalist Erwin Tulfo who berated Department of Social Welfare and Development Secretary Rolly Bautista, a retired military general, for not immediately granting him an interview for his radio show “Tutok Tulfo” on Radyo Pilipinas.

Tulfo bad-mouthed Bautista who is known to many as a gentleman, hardworking official who commands respect from his peers and everyone else who have come across him one way or another. Even Bautista’s peers from the military reacted to Tulfo’s rant.

Tulfo would later say he regretted his rant.

However, the broadcaster’s foul-mouthed trash talk had done enough damage mostly to his reputation than put a dent on Bautista’s character. It was too late an apology or it was even a half-baked one. Had he the power to do a playback of his broadcast and delete that part, Tulfo would have done so with calmed nerves.

Second, there’s opposition Senator Risa Hontiveros who, perhaps in the absence of her staff’s research work and consultation with her lawyer friends,

commented on Senate Bill No. 2232, which seeks to require senior high students to participate in the ROTC program, will violate the Optional Protocol to the United Nations Convention on the Rights of the Child, a protocol to which the Philippines is a party of. She added that the protocol mandates that underaged persons — those under 18 years old — are not “compulsorily recruited into the armed forces.”

Hontiveros missed out the point that the mandatory Reserve Officers Training Corps (ROTC) for Grades 11 and 12 students is not recruitment into the military. It is merely a basic military training to equip students of the necessary knowledge and skills in case their service is needed to defend the country. ROTC cadets are not conscripted into the military and expected to fight wars during their two-year training. Mandatory ROTC will not automatically make Grades 11 and 12 students part of the AFP. As to mobilization of reservists in times of war, the same will require an Act of Congress and is not automatic.

Defending the country is nowhere illegal. In other countries, rendering military service for a period of time is a requisite for young citizens.

Senator Hontiveros badly missed the point, or is the militant nature in her simply tells her to go the other way. Without even thinking.

MUJAHID NAVARRA UNDERSTANDING ISLAM

EIDUL FITR AND ZAKATUL FITR Ramadhan is about to end and it is the successful completion of this whole month of worship is celebration through what is known in Islam as an Eid. Eid is a time for celebration for Muslims around the world. Here in the Philippines, the two were even declared as National Holidays thanks to Republic Act 9177. Although it is clear that Islam prohibits alcohol, music and promiscuous behaviors, Islam allows wholesome entertainment for the family and the Muslim community during Eid season such as games, preparing food and the attendance to the Eid Prayer and Sermon.

THE EID PRAYER AND SERMON The Eid prayer is done after sunrise usually in an open area where a huge group of Muslims may congregate. Other Muslim communities prefer to do it in their mosques too and this is fine. Many Muslim communities tend to have a unified Eid program so that Muslims from different communities may gather and have a bigger Eid celebration which is usually facilitated by their respective local governments who support these celebrations as a way of tightening the bond between community members of different religion.

These Eid programs may be composed of contests, free food, gift giving and others The Eid prayer is similar to the Friday Jumu’ah or Congregational prayer which is composed of two rak’ah or two units of prayer. There is only a slight variation in the number of takbir or raising of the hands and saying Allahu Akbar at the beginning of the prayer units. Instead of the usual one takbir, there is seven in the first rak’ah and five in the second. And the rest of the Salah is the same as Salatul Jumu’ah or Salatul Fajr.

But contrary to the Jumu’ah prayer, the Eid prayer is done before the sermon.

ZAKATUL FITR As the month of Ramadhan comes to an end, it is important to note that Ramadhan begins with piety and ends with piety. One of the final actions of the Muslims in the month of Ramadhan is the payment of Zakatul Fitr or Alms for the Breaking of the Fast.

Zakatul Fitr is different from the Zakatul Mal or the Zakah for the material possession of the person which has been owned by him for more than a year and is more than the Nisab or the lowest amount of wealth for it to be considered as wealth deserving of being paid Zakah for. Zakah

is 2.5% of your wealth that could be paid any time of the year while Zakatul Fitr is 2.5 kilograms of rice to be given before the Eid Prayer after Ramadhan.

Zakah literally means purification and Zakatul Fitr is meant as purification for any misdeeds, ill speech or lapses done by the Muslim during his month of fasting in Ramadhan. Ibn ‘Abbaas said, “The Messenger of Allah enjoined Zakatul Fitr as a purification for the fasting person from idle and obscene speech and to feed the poor. “Narrated by Abu Dawud.

Ibn ‘Abbas said, “Whoever gives it before the Eid prayer, it is Zakatul Fitr, and whoever gives it after the prayer, it is ordinary charity.” Narrated by Abu Dawud.

Zakatul Fitr should be given before the Eid Prayer, the congregational prayer that is done at the first day after the last day of Ramadhan. Scholars have further elaborated that Zakatul Fitr should be paid at most three days before the day of Eid until before the Eid Prayer.

Since it is called Zakah, it is an obligation upon every Muslims. Ibn 'Umar narrated, "Allah's Messenger ordered Sadaqatul-Fitr on behalf of the young and

the old, and the free and the slave - whom you provide for." Narrated by Imam Ad Daraqutni and Al Bayhaqi.

It means that the Muslim shall pay for himself and for all his dependents such as his wife, children or any Muslim under his care.

Scholars have also mentioned that even the baby inside the womb of a pregnant woman shall be paid for also by the parent or guardian.

Zakatul Fitr is paid not by cash but by a certain amount of food preferably grains that is common in the country where it is to be distributed such as dates, rice,corn or others. It is also worth noting that such food that is prescribed are food that could be stored for long periods of time and will not easily spoil.

During the time of Prophet Muhammad, the measure of volume is in place which is known as the Saa’.

Sheikh Ibn Baz - rahimahullah, reckoned the weight of Zakatul Fitr as approximately three kilograms.

Sheikh Al Othaimin - rahimahullah, estimated it as 2.1 kilograms. This discrepancy occurred because a saa’ is a measure of volume, not weight.

That is why most scholars have come to the

conclusion that Muslims should pay 2.5 kilograms of whatever food the Muslims chooses to pay Zakatul Fitr with.

If a parent, for example, should pay for his family composed of his pregnant wife and three children, he shall pay 15 kilograms of rice for all of them since there is six of them in the family who are dependent to him including the baby in the womb.

Since Zakatul Fitr should be paid in food items, it is not allowed for anyone to pay Zakatul Fitr in cash except for the following situation when the Muslim is paying his Zakatul Fitr to a collector who will collect money from people and will buy rice on and distribute it to the poor on their behalf.

This is allowed only for Zakatul Fitr collectors, if money is to be given to a recipient on condition that he shall buy rice later, it is still not allowed.

Zakatul Fitr could only be paid to the needy Muslims who are not under one’s care or provision and are not near relatives.

Therefore, Zakatul Fitr cannot be given to Non-Muslims since the deserving receiver are Muslims only.

Also it could not be given to your own children or parent since they are your dependents and are near relatives.

INCLUSION IS THE LEGACY OF IMPORTANT SOCIAL LEGISLATION Key social legislation that was once ignored or denied has now been passed.

These laws, such as the Universal Access to Free Tertiary Education (R.A. 10931), Universal Health Care (R.A.11223), Institutionalizing the 4Ps (R.A.11310) and the Magna Carta for the Poor (R.A. 11291), and even the Sagip Saka program for our farmers and free irrigation act constitute laws that are good for the poor.

These laws establish the belief within government that no one should be left behind as the country progresses toward being a middle income country.

More importantly, it crystallizes a governmental and

taxpayer commitment to reduce poverty from the current 21% to what we hope to be 15% by the end of 2022. We have a lot of catching up to do to reach Indonesia’s 10-12%.

Of course, many, even some partylist groups, surprisingly frown on the 4Ps program. The truth is that what it did was diminish the hold of rebel groups in the hinterlands where more than half of them are found.

After all, the measly amounts offered by rebel groups pale in comparison to the consistent cash and other benefits of the 4Ps, plus the training and integration it offers. While there have been successful families weaned away, many families still re-

main beneficiaries.

Nonetheless, the keystone benefit is that the children of these families are now in school, which will allow their succeeding generations a ticket out of persistent extreme poverty and hunger.

We say keystone because it will set into motion a lot of change within the poor family.

When once they did not attend school, now they do.

Many economist friends assert that we cannot allow poverty reduction to simply be a fringe benefit of a booming economy, and a rising market. Deliberate programs will be needed to bring them into our growth.

Owing to the the way our economy is structured,

and negative and dismissive attitudes towards them getting the poor to participate in growth will require deliberate pump priming. This, coupled with infrastructure development, will allow them access to the economy.

Think about poor families in the hinterlands that for a long time were unable to plant highland vegetables , and had no road to bring the produce to market.

With new roads and the programs to fund vegetable production, their entry into markets will now be stronger.

This is inclusion. We hope and pray that the benefits continue.

Because the real benefit of inclusion is a more ro-

bust economy, where a larger middle class with the need to grow and the capacity to spend can drive consumption that, in turn, spur economic activity that creates jobs and replicates and strengthens the middle class further.

A broader middle class creates and inspires choice. If our economic managers are correct, we will hit middle income status by the end of 2019.

This larger middle class due to reduced poverty will strengthen our economy even more. Its how our neighbors grew. This is the greatest legacy we can leave to the next generation.

anny Pacquiao has responded positively to his controversial loss to Jeff Horn in July 2017.

The Filipino legend dominated Lucas Matthysse on his way to a seventh-round stoppage last July 15 in Kuala Lumpur, Malaysia. Six months later, Pacquiao decisively defeated Adrien Broner in Las Vegas to successfully defend the WBA world welterweight title he won from Matthysse.

Keith Thurman still isn’t overly impressed.

The WBA’s true champion at 147 pounds cannot envision the 40-yearold Pacquiao beating him when they meet July 20 at MGM Grand Garden Arena in Las Vegas. Thurman,

30, has been installed as a slight betting favorite (-140/+110) two months in advance of a 12-round fight that’ll headline a FOX Sports Pay-Per-View telecast.

Thurman (29-0, 22 KOs, 1 NC), of Clearwater, Florida, discussed his advantages over Pacquiao (61-7-2, 39 KOs) following a press conference Tuesday to promote their fight at Gotham Hall in Manhattan.

“I just don’t see anything that Manny Pacquiao can do in the ring,” Thurman said. “He’s too small. They say he’s fast.

he Philippine Olympic Committee (POC) is leaving the door open for reconciliation with disgruntled individuals “for the sake of unity in sports and welfare of the athletes”.

The call for unity is also expected to boost the country’s chances in the coming 30th Southeast Asian Games scheduled from Nov. 30-Dec. 11 in Manila.

“POC president Ricky Vargas is now reaching out to his fellow sports leaders. We know we have to set aside our differences and work together to achieve our common goal in the SEA Games,” said POC communications director Ed Picson, who represented Vargas during the 24th “Usapang Sports” by the Tabloids Organization in Philippine Sports (TOPS) at the National Press Club (NPC) in Intramuros, Manila.

“Even after the sweeping changes he initiated in the POC, Mr. Vargas assured everybody that there is nothing personal in his decision,” said Picson in the weekly forum sponsored by the Philippine Sports Commission , NPC, PAGCOR, Community Basketball Association, and HG Guyabano Tea Leaf Drinks.

Picson said the truce, if ever it pushes through, will also be “in line with President Duterte’s call for unity in sports with the SEA Games only six months away”.

“Mr. Vargas is willing to keep his peace as long as it will benefit the athletes and sports in general. He is already 67 and looking forward to a quiet life – away from all the stress.

A high-ranking boxing official himself, Picson said Vargas even offered to call for an early POC election, possibly January, or right after the SEA Games.

“But our lawyers reminded us that the POC election could only be held on the last Friday of November of an Olympic year -- 2020. If we call an early election, the POC needs at least 3/ 4 votes of the general assembly to amend the constitution,” he said.

Picson clarified that former POC president Jose “Peping” Cojuangco and his three major allies – Jose Romasanta, Robert Bachmann and Richard Ho – were removed from office during a heated general assembly last Monday in order to “fast track the reforms that we are seeking”.

“They were actually given a chance to perform, pero natatagalan na si (taking too long) Mr. Vargas and his POC officials, who only have until next year to do their work,” he said.

Cojuangco, who lost to Vargas during a hotly-contested elections last year, was removed as chairman of the committee on constitution and by-laws.

Romasanta was replaced as chef de mission to the 2020 Tokyo Olympics by POC chairman Cong. Abraham “Bambol” Tolentino, while Bachmann was removed as chairman of the membership committee to give way to muay thai’s Lucas Managuelod.

Another key Cojuangco ally, Rep. Monsour del Rosario, was replaced by PSC chairman William ”Butch” Ramirez as chef de mission to the Manila SEA Games.

“Chairman Ramirez is the right man for the job. He has the stature (as PSC chairman). He has the knowledge and experience to be the chef de mission to the SEA Games,” said Picson.

“In fairness to (former CDM) Cong. Del Rosario, he even told us he was busy during his campaign as Makati Vice Mayor. He is still busy after his failed election campaign and even plan to go to the United States” he added.

inally, a home for skateboard aficionados in Davao City.

The Davao City Skate Park formally opened on Friday, May 31. The facility is housed under Agdao Flyover is an answered prayer for the lover of the sport that was re-popularized by Cebuana female skater Margielyn Didal after snaring four gold medals in the 2018 Asian Games.

Sports Development Division-City Mayors Office (SDDCMO) office-in-charge Michael Denton Aportadera spearheaded the opening ceremony that was hyped by Primer Group of Companies, the distributor of the popular skateboarding apparel DC Stance and Grind.

“I hope the facility will serve as an inspiration to the youth to pursue sports,” the sports executive said.

Primer cluster head Mae Sanchez, on the other hand, said they will support the industry through creating future skate activities in the city which will revolve around the skate park.

Sanchez also announced they already arranged the skate park’s first skateboarding activity dubbed as “Inambakay sa Dalan” that unreels this June 2.
