Law School dean says 'Bikoy' is a perjured witness, IBP Davao also releases disclaimer

prominent Law School dean and former president of the Integrated Bar of the Philippines (IBP) Davao Chapter believes the man who claimed to be the hooded �igure named 'Bikoy' in the controversial Youtube video "Totoong Narco-List" is a "perjured witness."

Lawyer Ramon Edison Batacan, dean of the Rizal Memorial Colleges School of Law in Davao City who was also IBP governor for Eastern Mindanao, told Edge Davao on Tuesday that the Integrated Bar of the Philippines (IBP) should not be dragged into the falsity peddled by Peter Joemel Advincula who introduced himself as "Bikoy" during a press conference

at the IBP headquarters in Pasig City on Monday.

"Bikoy is a perjured witness and the IBP should not commit the mistake of taking the cudgels for him, for obvious reasons," Batacan, who headed the IBP local capter in 2001-2003, said.

The veteran lawyer, senior managing partner of the BMV Law Firm, said: "Bikoy is a political

propaganda being reportedly peddled by the opposition."

YouTube clips titled "Totoong Narco-list" claimed drug money was funnelled into the bank accounts of President Rodrigo Duterte's son Paolo, son-in-law Atty. Manases Carpio, and former aide Christopher Go. In the same press conference, Advincula asked free legal assistance from the IBP. He said he needed a lawyer to submit his sworn statement and help him �ile cases against members of the syndicate. He surfaced days after the arrest of Rodel Jayme, who admitted to creating a website that

hosted the Totoong Narco-list videos.

On Tuesday, the IBP Davao Chapter issued a disclaimer on 'Bikoy' saying that "the IBP Davao City Chapter, is neither privy to Bikoy's show nor supportive of the same. It does not re�lect the sentiment of the membership of the Chapter as an organization."

The IBP Davao statement stressed that while it respects the IBP National in representing its membership on some national issues, "Bikoy does not deserve the Chapter's support since the IBP is a non-partisan organization not established to ca-

BI beefs up drive PUV drivers to benefit from TESDA training against corruption A

he Bureau of Immigration (BI) has intensi�ied its anti-corruption campaign as part of its Integrity Management Program, Port Operations Division chief Grifton Medina told the Philippine News Agency (PNA) on Monday.

"The program is already in place, and we made a commitment with the OP (Of�ice of the President) and the Ombudsman to further intensify our anti-corruption measures," he said.

Medina said the BI came up with preventive measures so immigration of�icers would think twice if he

Duterte administration gets highest satisfaction rating since 1989: SWS

T

he Duterte administration has achieved the highest satisfaction rating in the Social Weather Stations (SWS) survey since the poll on national administrations was conducted in 1989.

In the �irst quarter 2019, the SWS survey done from March 28 to 31 showed that at least 81 percent of adult Filipinos say they are satis�ied with the present administration, with only 9 percent dissatis�ied, and 10 percent who are neither satis�ied nor dissatis�ied.

According to the survey, the administration's overall rating is six points above the very good +66 (76% satis�ied, 9% dissatis�ied) in December 2018, and two points above the previous record of excellent +70 in December 2017.

Its "new record-high" net satisfaction rating reached +72, classi�ied by SWS as "excellent."

In the same period during the third year of former President Benigno Aquino III, the national administration got a +53 points or "very good" rating.

Out of 11 speci�ic performance subjects rated, it attained "good" ratings on seven speci�ic issues, such as �ighting crimes at +48; reconciling with communist rebels at +45; reconciling with Muslim rebels at +44; eradicating graft and corruption at +41; defending Philippine sovereignty in the West Philippine Sea at +40; ensuring that no family will ever be hungry at +37; and +40 on foreign relations.

On the other hand, it got the "moderate" score on �ighting in�lation with +22 points.

The SWS attributed the rise in the present administration’s overall net satisfaction rating with the increases in all areas, rising from very good to excellent in the Visayas, up by 11 points from +63 in December 2018 to +74 in March 2019.

In Mindanao, it stayed excellent, up by six points from +75 in December to +81 in March and "very good" in Balance Luzon, up by three points from +65 in December to +68 in March.

The same classi�ication of "very good" was received in Metro Manila, which is up by �ive points from +60 in December to +65 in March.

The quarterly SWS survey items on public satisfaction with the general performance of the National Administration, and its performance on speci�ic subjects, are non-commissioned.

According to the �irm, it employs its own staff for questionnaire design, sampling, �ieldwork, data-processing, and analysis, and does not outsource any of its survey operations. (PNA)

Padlocked bakeshop settles taxes with BIR

he famous Cheat Time Bakeshop branches located in Guerrero Street and Bangkal will be back in operation after it was temporarily padlocked by the Bureau of Internal Revenue (BIR).

The RDO, however, said it will take normally a minimum of �ive working days before the shop may

already operate again.

In a statement to newsmen, the IBP Davao expressed its objection to the IBP national leadership's decision to host a press conference in its Ortigas of�ice for ex-convict Peter Joemel Advincula, the man who claimed to be "Bikoy" in the "Ang Totoong Narco-list" video.

IBP Davao said the IBP "allowed itself to be used as the staging area for Bikoy's show".

"Certainly, the drama reeks of political agenda, and the sole decision of the present leadership of the IBP National," the group said.

"The IBP Davao City Chapter is neither privy to Bikoy's show nor supportive of the same. It does not

re�lect the sentiment of the membership of the Chapter as an organization," the statement added and pointed out that the IBP is a non-partisan organization not established to cater to political interests.

The group said the decision of the present leadership of the IBP National is not in accordance with the purposes of the IBP to elevate the standards of the legal profession, improve the administration of justice and enable the bar to discharge its public responsibility more effectively.

"For one, Bikoy's storyline is polluted and it's source comes from the very mouth of an alleged suborner himself," the statement read.

"The IBP Davao City Chapter does not and will not tolerate any statements from the present leadership of the IBP National that will result in politicizing the organization," the group added. (PNA)

SG firm investing USD2-B for fiber optic cables in PH

S i n ga p o re - b a s e d network infrastructure �irm will be investing around USD 2 billion to roll out �iber optic cables over the next ten years to further improve Internet services in the Philippines.

In a statement on Monday, the Department of Information and Communications and Technology (DICT) said Hyalroute Group will deploy �iber cables through the Fiber Optic Cable (FOC) Network initiative of its subsidiary Philippine Fiber Optic Cable Network Ltd., Inc. (PFOCN) in various phases between 2019 to 2028.

The DICT will provide assistance to PFOCN in procuring the needed permits and licenses for the successful implementation of their initiative.

“There is a need for more �iber optic cables in this country, thus this

partnership will greatly improve our telecommunication services. We can now have cable networks that anybody can use and this jives with our National Broadband Plan,” Acting Secretary Eliseo M. Rio Jr. said.

The partnership was formalized through the signing of a Memorandum of Agreement with PFOCN last Thursday.

The rollout of the �iber optic cables will also form part of the DICT’s Free Public Wi-Fi network to reach the unserved and underserved areas in the country.

The DICT is pushing for the establishment of a National Broadband Network to improve Internet connectivity especially in the rural areas of the country through utilizing a 6,154-kilometer dark �iber network spanning from Luzon to Mindanao. (PR)

PH aims for ‘A’ rating in 2 years

he Duterte administration has set its sights on getting an “A” rating in 2 years, and it intends to achieve this through the implementation of more reforms and infrastructure projects, Department of Finance (DOF) Secretary Carlos Dominguez III said on Monday.

“This administration can do two things at the same time: we can change, we can push big policy reforms and we can deliver infrastructure in the �ield,” he told reporters after the luncheon he hosted for former Finance Secretaries and senior DOF of�icials in celebration of the 122nd anniversary of the DOF. Global debt watcher Standard & Poor’s last week upgraded the Philippine credit rating to “BBB plus” with a positive outlook, the highest sovereign rating the country has ever achieved, on the back of the strengths of the economy.

“While the achievements mentioned are certainly encouraging, we will not allow ourselves to become complacent. Even more work is needed to ensure that we reap the bene�its of such accomplishments and continue to institute and implement meaningful reforms -- not just to get that sterling “A” rating, but more importantly, to achieve a more comfortable life for all law-abiding Filipinos,” he said during the luncheon.

Dominguez pointed out the credit rating upgrade is an undeniable recognition of President Rodrigo Duterte’s unwavering commitment to bold reforms and sound economic policies, as well as “his strong political will to get these tough initiatives done at the soonest possible time”.

He said it also signals strong international con�idence in the country’s �iscal management, putting the Philippines at par with countries like Mexico, Peru, and Thailand.

The �inance chief particularly cited the implementation of the Tax Reform for Acceleration and Inclusion (TRAIN) law, which resulted in a 108-percent achievement of the law’s revenue target and returned some PHP111 billion to the pockets of millions of individual taxpayers.

Dominguez considered the TRAIN law and the rice tarri�ication law as “game-changing reforms”, along with other landmark initiatives the government has decisively undertaken such as increasing investments in infrastructure modernization, the introduction of a national ID system, and improvements in ease of doing business.

TRAIN is the �irst package of the comprehensive tax reform program (CTRP).

He said the DOF expects Congress to approve the legislation of the remaining components of the CTRP. “The positive results of the TRAIN law provide the best arguments for completing the tax reform.

We will again seek your wisdom and support to triumph over the political challenges,” Dominguez told his predecessors.

“The next phase of our tax reform is not focused on raising revenues, it is focused on fairness, it’s focused on getting a rational approach to our incentives.

It’s not for additional revenue with the exception of the sin taxes,” he told reporters.

ecurity Bank Corporation (PSE: SECB) posted Php 2.38 billion in net income in the �irst quarter of 2019, up 1.5% versus yearago level and up 15% from quarter-ago. Total revenues grew 20% year-on-year to Php 7.6 billion. A core revenue component, net interest income from customer loans and deposits sustained its healthy trajectory growing by 29% to Php 4.7 billion. This was driven by the continued expansion of retail loans and low-cost deposits. Retail loans grew 49% while lowcost deposits increased 11%. Retail loans now account for 23% of total loans versus 17% a year ago.

Total loans grew 12% year-on-year to Php 412 billion. Total deposits increased 10% to Php 461 billion. Net interest spread on loans and deposits increased to 4.98% in Q1-2019, up 26 basis points quarter-on-quarter and 78 basis points year-onyear. Total net interest income grew by 15% to Php 5.8 billion. Interest income from �inancial investments grew 11%. Overall, net interest margin increased to 3.43% in Q1-2019, up 5 basis points quarter-on-quarter and 19

basis points year-onyear.

Service charges, fees and commissions increased 26% to Php 857 million. Major contributors were credit cards, loan fees, bancassurance, deposit charges and stock brokerage.

Securities trading gains amounted to Php 671 million, up from Php 416 million in Q1-2018.

Total non-interest income increased by 39% to Php 1.8 billion.

Cost-to-income ratio of 53.7% was marginally better than 2018’s 53.9% despite a yearon-year operating expense growth (excluding provisions for credit and impairment losses) of 22%. Expense growth was driven mainly by gross receipts and documentary stamp taxes followed by manpower costs. Headcount increased by 450 primarily to support growth of the retail banking business and transformation of the Bank’s infrastructure, processes and culture. Manpower now stands at 5,950.

Once a liar, always a liar

Peter Joemel Advincula claims he is the ‘Bikoy’ in the video “Totoong Narcolist” which implicated President Rodrigo Duterte and his family as well as former Special Assistant to the President Christopher “Bong” Go in the illegal drugs syndicate in the country.

As much as we wish to believe him, it is just foolish to jump into the web of his stories.

Information about Advincula’s “criminal background” casts doubt on his credibility.

Clearly, he has lied big time in the past which caused for him to be incarcerated for illegal recruitment and large scale estafa. He was reportedly once touted as Bicol’s most wanted criminal. Estafa and illegal recruitment are among the crimes which are categorized as those which involve moral turpitude. Meaning, it speaks of the very integrity and credibility of the person involved. In this case, Advincula or the self-declared ‘Bikoy.’

How he was able to stage a one-man press conference with all the major media networks and organizations around speaks of the handlers this man have. For he could not pulled it off by himself alone.

As Advincula read through his prepared statement, it is questionable why has he not instead done the legal thing--execute his statement as a duly sworn af�idavit made under oath--so that it becomes a statement that can hold water in the future. However, he went through his narrative in front of cameras in a spectacle staged speci�ically for some impact. There had to be authors and organizers behind the showpiece.

But Advincula’s narrative clearly lacks the credibility of the messenger. With his shadowy past, Advincula could not be the character to speak with credibility and integrity. As he spoke, it seemed like everyone was watching Pinocchio talk as his nose grows longer and longer.

This leads us to the discussion of character evidence in legal terms. The case of People of the Philippines vs. Noel Lee (G.R. No. 139070, May 29, 2002), penned by former Chief Justice Reynato Puno elucidates the essence of character evidence, viz: “Character is de�ined to be the possession by a person of certain qualities of mind

and morals, distinguishing him from others. It is the opinion generally entertained of a person derived from the common report of the people who are acquainted with him; his reputation. Good moral character includes all the elements essential to make up such a character; among these are common honesty and veracity, especially in all professional intercourse; a character that measures up as good among people of the community in which the person lives, or that is up to the standard of the average citizen; that status which attaches to a man of good behavior and upright conduct.

However, the same case also said that “the rule is that the character or reputation of a party is regarded as legally irrelevant in determining a controversy, so that evidence relating thereto is not admissible. Ordinarily, if the issues in the case were allowed to be in�luenced by evidence of the character or reputation of the parties, the trial would be apt to have the aspects of a popularity contest rather than a factual inquiry into the merits of the case. After all, the business of the court is to try the case, and not the man; and a very bad man may have a righteous cause. There are exceptions to this rule however and Section 51, Rule 130 gives the exceptions in both criminal and civil cases.”

Section 51, Rule 130 of the Revised Rules on Evidence, Rules of Court says: “SEC 51.

Character evidence not generally admissible; exceptions: (a) In Criminal Cases: (3) The good or bad moral character of the offended party may be proved if it tends to establish in any reasonable degree the probability or improbability of the offense charged. xxx” In the case of ‘Bikoy’, his character is relevant considering the same may suggest the probability or improbability of his statements. Hence, his penchant for fabricating lies against others given his track record of criminal offenses in the past (which involve crimes of moral turpitude) negates his claims and allegations.

POLITICS AND BUSINESS IN THE SEAFARERS’ PARTY-LIST ELECTION The party-list system has been widely criticized for being dominated by political overlords and big business.

Several groups have called for the repeal or amendment of the party-list law as political dynasties and businessmen have “hijacked” the system, supposed to be a platform for representation of marginalized sectors. The rosters of party-list representatives in previous Congresses had been hit for being recycled lists of people already in power and those with business interest.

The COMELEC released last March the names of party- list nominees which it said was effected to enhance the transparency of the electoral process and to enable voters to make an informed choice.

Comelec spokesperson James Jimenez noted that while the COMELEC maintains that, in a party-list elections, it is the party-list organization as a whole that should be evaluated by the electorate, it cannot be denied that the identity of the nominees remains a signi�icant reference for voters. Oftentimes, voters elect a

partylist based on political ads without actually knowing it or its platform.

According to election watchdog Kontra Daya, “nearly half” of the 134 groups or their nominees joining the 2019 elections do not represent the marginalized sectors.

Kontra Daya noted that at least 49 party-list nominees in the upcoming midterm elections are part of political dynasties or families that have more than one member elected to a public post. If their parties garner enough votes, the nominees could occupy 83 percent of the 59 party-list seats in the House of Representatives.

In the sea-based sector, two party-list groups are seeking seats this May 13 midterm elections, the incumbent ANGKLA and the MARINO. The MARINO waves a Five-Point priority: cadet scholarships, family centers, trainings, free legal services and decentralization. MARINO missed a slot in the 2016 with its 100,323 votes (0.3%).

However, questions were recently raised on the quali�i-

cation of the �irst three nominees of MARINO who are not seafarers.

First nominee Carlo Lisandro Gonzalez is the son of Carlos ‘Charlie’ Gonzales, owner of Ulticon Builders, Inc. (UBI) a general contractor which in March 2017 bagged a contract of P183-million from the Dept. of Public Works and Highways (DPWH).He is UBI Vice President for Operations and Tapa King Executive Vice President.

Second nominee Jose Antonio G. Lopez previously worked with UBI, and now handles business development at Udenna, owned by Davao businessman Dennis Uy. The billionaire recently formed with China Telecoms the Mislatel Consortium and provisionally bagged the bidding for the Philippines’ third major telecommunications.

Its third nominee is Carlo Pio Pacana, a former human resource business partner in Sumifru-Phil which is a large-scale exporter based in the Davao region. It is in the sourcing, production and export of fresh fruits, primarily Cavendish banana, pineapple and papaya. It recently land-

ed in the news due to a labor dispute with a Lakbayan organized by the workers from Mindanao to Manila. .

MARINO claims support from the Dutertes. They are usually present during the campaign sortees of Sarah’s Hugpong ng Pagbabago. Imee Marcos even endorsed them.

On the other hand, ANGKLA is heavily supported by the groups of manning agencies as well as shipowners.

During the Senate hearings on the proposed Seafarers’ Magna Carta, the manning agencies attempted to resurrect ANGKLA’s escrow bill which it earlier �iled as House Bill No. 5430 on February 2015 during the 16th Congress.

The manning agencies’ proposed provision in essence aimed to amend the Labor Code that will have signi�icant impact on labor claims governing the immediately “�inal and executory” nature of decisions issued by NLRC/NCMB. The manning agencies echoed ANGKLA’s rationale for the earlier Bill allegedly to ensure the restitution of

monetary awards in case the appropriate appellate court annuls or partially or totally reverses the monetary judgment award.

It will result to the seafarer waiting for longer years before they receive the NLRC/ NCMB award for cases involving monetary claims. Some incur huge debts to sustain their medication while others die before the decision by the Supreme Court is released, forcing the seafarers into accepting an ex-gratia, miniscule amount. Companies have the legal remedies to prolong the case but one cannot reclaim the life of the deceased claimant.

Seafarers must vote wisely for their partylist that will genuinely protect their interest and not that of capital to the prejudice of their labor rights.

SAN PEDRO AND CLAVERIA OF YORE Generations from now, Davao City’s iconic landmarks, demolished to give way to new structures, will be forever lost from memory. San Pedro and Claveria streets, then part of the central business district, hosted many of the markers.

Let’s take a brief tour to reminisce some of the structures and their historical reputation.

At the end of Claveria (now C.M. Recto) street, in what was known as Jones Circle, there sat the old Philippine Long Distance Telephone building. In its place the towering 42-story Vivaldi Residences is slowly taking shape. Across it, at the junction of Jacinto street, is a two-story building that was home to the defunct Manila Bank; on the second �loor was the of�ice of Development Academy of the Philippines for Visayas and Mindanao.

The brightly-lit 7-Eleven in front Aldevinco Shopping Center was home to Delumbar Barbecue, notorious for night brawls sparked by liveband performances inside it. With its closure, Mayami Bakery took over before yielding the space to the convenience store.

On the left side of Claveria in the direction of San Pedro Cathedral, Dover Lanes

2 occupied the space next to Aldevinco but has given way to the construction of a multi-story project. Beside it was Me Hang Grocery, the �irst supermart and now Avon’s, a cosmetics distributor. Nearby were the �irst Gaisano store and the nightowl’s Playboy Club. Right after Davao Student Center, three landmarks are gone: King’s Bakery; Agudo’s Photo Shop, a photo studio; El Madrid, a beerhouse; and Universal theatre, now RCBC bank.

Directly across the Me Hang was the X-rated Life theatre, which also hosted a massage clinic named Venus and Cracker Barrel, a watering hole. In front of club was United States Information Service and Civil Service Commission, now Uno Hotel; there was also Ours theatre at the bend.

Meanwhile, at corner Palma Gil-Claveria, where 7-Eleven operates, the �irst �loor was a bakery and a beer lounge on the upper section. On the same block were movie houses Ideal, Odeon, and Eagle. Until its demolition, Tip-Top Restaurant, a pubhouse offering �loor shows and massage was the oldest surviving landmark in the area. The block was also home to Loleng’s Eatery.

Across was Three Sisters, a

dining corner.

At the corner of Bonifacio-Claveria where Jaltan stands was the Big John Burger and beside it the �irst Dunkin’ Donut store in the city.

The areas between Bonifacio and Rizal streets hosted numerous businesses.

On the right side were New Davao and Times theaters; Davao Inn; Mindanao Times, a post-liberation paper; the branch of�ice of Lex Taliones, a law fraternity; and Crystal Blue Restaurant, beside the defunc Davao Savings & Loans Association, which was taken over by Land Bank of the Philippines.

On the left, where Oroderm City is, was Seiko Center, which hogged the headlines after the vacant space adjacent it became the crime scene of a rape. The Mormons at Rizal-Claveria was Minda Trading, a tailoring owned by the Victorio family; on its side was Monte de Piedad Bank. Across the bank was Chickies & Patties and beside it, at corner Rizal-Claveria, was El Presidente theatre.

On the other side of the street, the old Prudential Bank (now Oroderm Hotel) hosted Imarsa’s Kitchenette, which had a beer lounge on the mezzanine.

Along San Pedro street, the loss of memorable land-

marks is no different. The structures directly across Rizal Park hosted radio station dxUL (now dxMF), Banco Filipino (now closed), Banco Davao (also padlocked) and the �irst Max’s Chicken branch in the city.

The former De Vera Hotel, later Pink Cloud, at the corner of Crooked Road, is now Mang Inasal.

The deadend of City Hall Drive which now hosts a Jollibee branch was formerly San Pedro Restaurant, the coffee lounge frequented by media persons. On the leftside block between the drive and Rizal Street were the iconic establishments such as Lima Department Store, Usa Department Store, and Manila Textile.

The old building beside Men Seng Hotel (now My Hotel), was leased as the Mindanao of�ice of Central Bank before its transfer to Quirino Avenue (formerly Tomas Claudio). The vacated �loors were taken over by the Bureau of Internal Revenue as regional headquarters. In the edi�ice’s basement was Time Tunnel, a night club known for nude shows. Across the old hotel was Sunya’s Restaurant, a favorite family dining space, ice cream house Merco, and Crest theatre.

At the corner of San Pedro and Legazpi (now Fe-

liciano Iñigo) streets was a transport terminal, with a coterie of honky-tonk clubs and eateries. Just across it was Golden Dragon Restaurant on the ground �loor and Mad Max Disco, a notorious addict’s haven, at the second story. On the other side, where RJ Appliance operates, was a lodge for short-time trysts.

Not too far away, on the right side of corner San Pedro-Ilustre, where a Jollibee store stands, was the Garcia Mansion that hosted Philippine presidents. On the other side, which now hosts a Bread Factory, the building owned by the Garcia family, was home to Golden theatre, one of four movie houses with a G. The other cinemas were Garmon, Galaxy, and Garnet. On the same block were Good Earth Shoeland (in front of D’ Morvie’s) and Kerr Shoe Palace (beside Golden theatre).

Not too far away, on the left side where One Network Bank stands, there stood the two-story Tambuli, the city’s �irst homegrown grilled chicken house that operated in the seventies.

Take time to reminisce the past again and wonder how the city’s urban center has grown from its rustic setting to one that is high-urbanized today.

y planting more crops in one area, farmers can rely on several streams of income and food sources. If one kind of crops gets damaged by a strong typhoon, then farmers practicing CAT will still have other crops to fall back on and sell.”

That is how Agustin R. Mercado, Jr., Rodel D. Lasco, and Manuel R. Reyes describe one of the advantages of CAT or conservation agriculture with trees. The three authors discussed the result of the study that was featured in the book, Learning and Coping with Change: Case Stories of Climate Change Adaptation in Southeast Asia.

“The CAT strategy is the best ‘tool box’ for sustainable crop production intensi�ication,” the three authors wrote. Both Mercado and Lasco were with the World Agroforestry Center while Reyes was connected with the North Carolina Agricultural and Technical State University when the study was conducted.

CAT follows the so-called “landcare approach,” whose principles and practices are founded on minimal soil disturbances, continuous mulching, pests and nutrients management, species rotations, integration of trees, and rainwater harvesting.

The study, conducted in Claveria, Misamis Oriental (about 42 kilometers northeast of Cagayan de Oro City), showed how the interplanting of corn with cowpea and then relayed with upland rice has ensured the food and nutritional security and has improved the incomes of smallholder upland farmers in the municipality.

The study has also shown that it could be one of the possible solutions to the global problem of climate change, a pervasive concern of the current as well as the future generation.

“Climate change threatens the very survival of what life stands for, including that of human species,” wrote Dr. Percy E. Sajise, of the editors of the 265-page book published by the Southeast Asia Regional Center for Agriculture (SEARCA).

Currently, the international community is addressing the climate change problem in two fronts: through reducing greenhouse gas emissions and through other forms of mitigation and adaptation.

“For small farm holders who have less production resources and options for livelihoods, the only available and affordable option for them to deal with this challenge is to adapt to climate change,” Dr. Sajise pointed out.

CAT is speci�ically launched to help Filipino upland farmers. In the Philippine context, the uplands are rolling to steep lands, with slopes ranging upward from 18%, according to the Department of Environment and Natural Resources. About 60% of the country’s 30 million hectares are considered uplands, where most of the forest cover is located.

“The (upland) inhabitants are primarily farming families in dire poverty and insecurity,” said a commissioned-study that was featured in the book, Agricultural Sustainability and the Environment in the Humid Tropics. “Subsistence food production, rather than forestry, is their overriding priority.”

When trees are cut, soil erosion happens. The Bureau of Soils and Water Management said that 75% or 22.88 million hectares of the country’s land suffers slight to severe soil erosion. Annual soil loss is up to 80.6 million metric tons, the environment department reported.

Mercado, Lasco and Reyes knew this along the way.

“The resource-poor upland farmers are highly

vulnerable to the impacts of climate change, and their miseries are exacerbated due to erratic rainfall patterns, more frequent occurrence of extreme weather events, and other resource-degrading events that always stretch their carrying capacities,” the three authors wrote.

The three researchers observed that upland farmers, who are typically smallholders, practice diverse integrated production systems. “They are primarily interested in adopting systems that cater to their interests of diversi�ication as a risk-aversion mechanism and a way to ensure house hold food and money,” the authors noted.

CAT, a promising option for these farmers, was �irst piloted in a Claveria upland with an elevation of 350-950 meters above sea level. Soil

was identi�ied as acid upland. A majority of the land is rolling and very steep, with soil erosion consequently accounted to be at 200-350 megagram per hectare.

Actually, CAT is the integration of trees into annual food crop systems by employing various conservation measures like minimal soil disturbance, planting diverse crop species, continuous ground cover, judicious integration of trees, and integrated water, nutrient, and pest management.

CAT has been touted as “environment-friendly” as “it fosters a more diverse ecosystem that has little reliance on external inputs like expensive fertilizers.” More importantly, the scheme attracts different forms of wildlife that cannot be found in monoculture plantations.

One example of CAT’s annual system is the growing of corn with cowpea intercropped with banana and rubber trees and forages. “The combination of rubber trees, bananas and forages as contour hedgerows provide soil binding and anchorage that reduces – if not eliminate soil erosion and landslides during extreme rainfall events,” the three authors wrote.

Another is the perennial system where perennial trees like rubber are intercropped with cacao and cover crops during the �irst two-three years before tree canopy closes, enabling sunlight to grow food crops.

“Rubber trees in cacao production will improve cacao’s productivity; cacao requires shade, which the rubber trees can according

One good thing about CAT: farmers were able to identify a cost-effective method of creating rainwater-harvesting system through animal-built embankment. By collecting rainwater, the farmers were able to have additional income as “it allows them to culture �ish, frogs and ducks.”

To address the fertilizer requirements for their crops, farmers employed vermicomposting – using earthworms to produce organic fertilizer. “Using organic fertilizers increases soil organic matter, which improves soil structure and soil moisture

Clearly, the systematic scheme targetting NSAs non-sympathetic to Cojuangco has contributed a lot to the decay in Philippine sports. At present, more energy is used to ensure that the status quo is maintained, as opposed to focusing on the training and development of our athletes.

Looking at the performance of our athletes in the recent SEA Games, we can see the steady decline of Philippine sports. Likewise, a look at the performance of our athletes in the 4 sports mentioned in the recent Asian Games reveals no positive results. Not a single medal despite lofty expectations.

The negative energy derived from the divided houses within our sports communities has produced nothing but dismal performances that have deprived us of our pride and dignity as a sporting people.

We now have a new POC leadership headed by President Ricky Vargas. We thought that the needed reforms would �inally be put in place. We thought that with his new direction, the problems of the divided communities will �inally be resolved.

After all, we worked hard to raise the people’s awareness on the sad plight of Philippine sports, and how President Vargas could be our knight in shining armor.

Unfortunately, it has been more than a year now, and the POC has not done anything about it. The Membership Committee under Mr Robert Bachmann has not been able to resolve a single issue yet. Unfortunately too, the POC is still mired in a seeming cold war with no major issues being resolved. There is still a strong in-�ighting within the POC coming from the Vargas and Peping camps.

Vargas has the majority of the NSAs but is faced with a

non-cooperative POC Board.

This Board refused to resign when the Presidential election proclaiming Cojuangco as President was voided.

For delicadeza, these people should have resigned to pave the way for the election of a completely new slate.

That said, we are raising this issue for the public to know. With the SEA Games coming very soon, it is imperative that the public be made aware of the problems besetting Philippine sports.

We need to do a massive clean-up within the POC – and by extension, their long-developed ma�ia connections within the PSC – to remove the vestiges of old decadent systems that hamper sports development. We need for President Vargas to have a strong, supportive team that can institute the needed reforms in the POC. Constitutional amendments need to be pushed to remove the protectionist stance of the old boys’ club.

We need the POC to resolve major issues in membership, etc. We need new leaders to infuse new innovative ideas in running the show.

The ways of the old ma�ia have not worked. It is time for new leaders, new policies, new ideas to come and make things work. And if President Vargas does nothing about this, we will hold him accountable as well, for ultimately he is responsible for what his POC does or fails to do.

But what exactly must be done now?

One, there should be an immediate reinstatement of all illegally disenfranchised NSAs, and the suspension of the bogus NSAs. Remove Robert Bachmann from the Membership Committee.

He has been doing the POC a great disservice by sitting on the cases for more than a year. Resolve the division in the different sports. There has to be a sincere effort to �ind a middle ground acceptable to all concerned.

PSC funding for the national teams of the sports concerned should be suspended, unless a joint coaching staff is created under the supervision of both the POC/ PSC. Two, there should be a review of all non-performing NSAs. There should be a policy that in sports where no positive developments are demonstrated in 2-3 years, leaders will have to step down so that a new di-

Three, there is a need for constitutional reforms soonest. Remove Peping Cojuangco from the Constitutional Reforms Committee to hasten the introduction of new systems. His protectionist stand will stymie the process of genuine constitutional reform.

Four, get all the members of the POC Board to submit their courtesy resignations. Their election came hand-in-hand with the discredited POC Presidential election which the court voided. Have the GA rule on this and conduct a new election for a board that will work together with the President, and not to undermine him. This will provide the POC a new face, and a truly fresh mandate.

Five, ask the IOC to have Mikee Cojuangco-Jaworski replaced as IOC member.

Mikee is undoubtedly a quali�ied and well-respected sports personality. But the fact that she is clearly attached to a controversial �igure in Philippine sports will render her views on matters concerning Philippine sports biased. To remove any strain in the IOC – POC line, IOC will have to pick a new Philippine entity.

Finally, get a timeline for all the items mentioned.

With the SEA Games upon us, certain tasks will need to be prioritized. POC will have to make its move now. There can never be unity and reconciliation without justice.

We ask POC now, stand and be an administrator of good governance in sports.

Philippine sports has suffered enough. It is time to erase the years of misery and humiliation. It is time to correct the malpractices and corruption, and ease out the decadence and favoritism of the old society. Our children need new heroes, new inspiration, and new ways of doing things. ames Harden paired a game-high 38 points with 10 rebounds while Eric Gordon and P.J. Tucker provided ample support as the Houston Rockets squared their Western Conference semi�inal series against the visiting Golden State Warriors with a 112-108 victory in Game 4 on Monday.

The best-of-seven series is tied at two games apiece ahead of Game 5 on Wednesday in Oakland, Calif.

Gordon chipped in 20 points, and Tucker �inished with 17 points and 10 rebounds.

While Houston shot just 17 of 50 from behind the arc, the volume of

3-pointers made a significant difference.

The Warriors wound up just 8 of 33 from deep, including misses from Kevin Durant and Stephen Curry in the waning moments with the Rockets leading by three after Harden missed the second of two free throws.

Chris Paul (13 points) sank one of two foul shots with 2.9 seconds to go, sealing the Rockets' win.

Houston led by as many as 17 points, claimed a 50-43 rebounding edge and allowed just 11 second-chance points.

etired MGen Charly Holganza, an active �igure in sports, sent us this piece from his blog via Edge Davao editor in chief sir Tony Ajero.

The particular blog by Gen. Holganza posted on May 1, 2019 contains the document entitled “Joint Statement from Representatives of Different Sports Associations in the Philippines.”

I am giving way to this enlightening story which seeks everyone’s support to reform Philippine Sports.

Here is the statement: “In 2008, Peping Cojuangco was re-elected to a second term as Philippine Olympic Committee (POC) President. He won the election by the skin of his teeth, nipping his rival Art Macapagal by only 2 votes, 2 –19.

In 2011, Cojuangco removed the Philippine Dragon Boat Federation (PDBF) as the National Sports Association (NSA) for dragon boating.

Control of dragon boating was transferred from the PDBF to the Philippine Canoe Kayak Federation (PCKF).

In 2015, Cojuangco dropped the Philippine Volleyball Federation (PVF) and formed a new organization as the NSA for Philippine volleyball, the Larong Volleyball ng Pilipinas Inc (LVPI).

In 2016, Cojuangco stripped the Table Tennis Association of the Philippines (TATAP) of its NSA status and formed the Philippine Table Tennis Federation (PTTF).

Also in 2016, Cojuangco ousted the Philippine Bowling Congress (PBC) as the bowling NSA and created a Philippine Bowling Federation (PBF).

In all, there were four NSAs unjustly disenfranchised by Cojuangco from 2011 to 2016. All four disenfranchised NSAs have certain things in common. One, all these NSAs did not support Cojuangco during the

2009 POC Presidential Election. Two, all the personalities who formed the new NSAs were handpicked by Cojuangco and not independently elected, thereby putting in place pro-Cojuangco puppets. Three, the removal of the NSAs concerned did not go through the POC’s General Assembly (GA). The POC by-laws require that a 3/4 vote is needed in the GA in order to expel a sitting NSA. The removal of the 4 NSAs without the GA vote is therefore in gross violation of the POC By-laws under ‘Grounds for Expulsion’. Four, all four disenfranchised NSAs have the support of their respective International Federations (IFs) which the POC refuses to honor.

Five, all four replacement NSAs have performed miserably in the recent Asian Games, clearly demonstrating how dirty sports politics and the old ‘bata-bata’ system can ruin a sport, and Philippine sports in general.

In the case of dragon boating, Cojuangco claimed that there was an IOC directive to put the sport under the Philippine Canoe Kayak Federation. This blatant lie was uncovered when the IOC denied the existence of such a directive, citing that ‘it does not involve itself in sports outside of the Olympic Program.’ In fact, no other country in the world received such a directive. Despite this, the POC still continues to recognize the anomalous decision placing dragon boating under the PCKF. In the case of volleyball, Cojuangco pounced on a leadership struggle in the PVF to insert a new entity that would be manned by his own appointees. Instead of allowing the volleyball community to resolve their problem internally, Cojuangco hastily took control of the sport by tapping 4 POC of�icials to lead the LVPI, in an arrogant display of abuse of authority and con�lict of interest.
