he Department of Interior and Local Government (DILG) has directed local government units (LGUs) in the Davao Region and other parts of the country to padlock the of�ices of KAPA-Community Ministry International, Inc., a controversial religious group accepting investments without permit from the Securities and Exchange Commission.

LGUs which cannot implement the order in two weeks will be held liable for violating a lawful order.

According to DILG Region 11 Director Alex Roldan on Monday, May 6, an advisory signed by DILG secretary Eduardo Año was released last Thursday, May 2, re-emphasizing (LGU)s and particular government agencies to assist the SEC in enforcing its cease and desist order (CDO) dated February 14,

2019 against Kapa.

The DILG regional director said the SEC issued an order on March 11 deputizing LGUs, local chief executives (LCEs), the Philippine National Police (PNP) and the National Bureau of Investigation (NBI).

former security aide has �iled plunder charges against re-electionist Davao del Norte 1st District representative Pantaleon Alvarez and his chief of staff Edwin Jubahib, who is running for governor.

In his af�idavit of complaint, Jeffrey Lopez Cabigon of Carmen, Davao del Norte accused Alvarez and Jubahib of violations of Republic Act No. 7080, otherwise known as the Plunder Act, and RA 3019 or the Anti-Graft and Corrupt Practices Act. Cabigon narrated how Jubahib amassed wealth in such a short time after Alvarez became the House Speaker during a press con-

ference at the Royal Mandaya Hotel yesterday.

Despite dif�iculties and challenges in pushing for the Mindanao Railway Project, Department of Transportation Secretary Arturo Tugade announced that actual construction work will start on the fourth quarter of 2019. “ We are seeing a partial operability of three stations which are the Tagum, Digos, and Davao, by 2022,” Tugade said in a press conference in Davao City today.

Go bares back a second time, scoffs back at Bikoy

ormer Special Assistant to the President and senatorial candidate Christopher Lawrence “Bong” Go, on Monday, May 6, left the decision to the Filipino people on whether to believe in the accusations of ‘Bikoy’ against him and the Duterte family.

“Hinahamon ko na lang po ang mga Pilipino. Kung naniniwala po kayo kay Bikoy at sa mga akusasyon nya sa pamilyang Duterte at sa akin, iboto nyo po ang Ocho Diretso, sina Bam Aquino at sila Alejano,” the top-rating Senatorial aspirant from the Hugpong ng Pagbabago (HNP) said in a press conference in Calamba, Laguna. “Ngayon, kung naniniwala po kayo sa amin ni Pangulong Duterte, sa mga ipinaglalaban namin, iboto nyo ako. Maraming salamat po.”

Dumper partylist vows protection of drivers, commuters

he �irst nominee of Dumper partylist group has vowed to become a strong partner not only of public transport drivers, but also of their families, believing in their contribution to nation building.

Dumper also promised it will look into the protection and welfare of commuters.

BIR posts 96.7% collection average in 2 years of PRRD Higher than previous administration

T

he collection performance of the Bureau of Internal Revenue (BIR) averaged 96.7 percent in its �irst two full years under the Duterte administration, compared to an average of only 94.5 percent during its full �ive years in the previous government.

BIR data submitted to the Department of Finance (DOF) show that the top revenue agency’s tax effort under the previous administration did not go beyond 11 percent, but rose to 11.27 percent in 2017 and 11.26 percent in 2018 under the leadership of President Duterte.

The BIR attained 97.35 percent (P1.78 trillion of P1.83 trillion) and 96.04 percent (P1.96 trillion of P2.04 trillion) of its collection target for 2017 and 2018, respectively, compared to only 86.12 percent (P1.44 trillion of P1.67 trillion) in 2015 with a tax effort of 10.82 percent.

This 2015 goal attainment was signi�icantly lower than the previous year’s 91.65 percent (P1.33 trillion of P1.45 trillion), with the tax effort at 10.56 percent.

In 2013, the BIR performed better with a 97.05 percent (P1.22 trillion of P1.253 trillion) accomplishment of its target and a tax effort of 10.54 percent. It collected 99.23 percent (P1.06 trillion of P1.066 trillion) of its target in 2012, but with a tax effort of 10.02 percent and 98.31 percent (P924 billion of P940 billion) in 2011, with a tax effort of 9.52 percent.

Earlier, the Bureau of the Treasury (BTr) reported that BIR posted 13 percent year-on-year growth in the �irst quarter.

BIR’s total revenue for January to March 2019 amounted to P468.2 billion, an 11 percent

or P45.1 billion increment over last year’s Q1 achievement, the national treasury said.

Tax reform has led to the strong performance of revenue collection agencies on the Duterte watch, with total revenues growing 15.2 percent from P2.473 trillion in 2017 to P2.850 trillion in 2018, the �irst year of implementation of the Tax Reform for Acceleration and Inclusion (TRAIN) Law. Tax revenues grew 14 percent from 2017 to 2018—P2.250 trillion to P2.565 trillion. The 2018 tax effort of 14.7 percent of GDP is the highest in 20 years, according to Finance Secretary Carlos Dominguez III. The country’s debtto-GDP ratio, meanwhile, continued its downward trajectory under the Duterte administration despite its ambitious infrastructure buildup, with national government debt in relation to GDP at 42.1 percent in 2017, and falling further to 41.9 percent in 2018.

In a report released on April 30, S&P Global recognized the strengths of the Philippine economy that af�irms the country’s creditworthiness. These include the tax reform program and higher revenue collections, which has enabled the government to �inance President Duterte’s ambitious infrastructure modernization program dubbed “Build, Build, Build.”

S&P observed, “The Philippines has above-average economic growth, a healthy external position, and sustainable public �inance.” The stable outlook on the rating, “re�lects our view that the Philippine economy will maintain its momentum over the medium term, in combination with contained �iscal de�icits and stable public indebtedness.” DOF

MICP hits April 2019 revenue target

T

he largest collection district of the Bureau of Customs (BOC) reached its collection target for April 2019.

Based on preliminary data, the Manila International Container Port (MICP) collected a total of PHP13.8 billion last month against its PHP13.6-billion target.

It added the Port contributed the largest sum of duties and taxes at about 25 percent of the PHP53-billion national target for April.

(LKI), a group championing consumers' rights, urged the Department of Trade and Industry (DTI) to implement a rollback in the Suggested Retail Prices (SRPs) of basic commodities in light of the country's declining in�lation during the �irst four months of the current year, The group's president Vic Dimagiba said in a statement on Monday, "when can we expect a rollback in the prices of basic necessities and prime commodities (BNPC) from the DTI, when there have already been four months of the declining in�lation?

I believe that by now, we should already be enjoying rollbacks in SRPs of basic necessities and prime commodities because of the low in�lation.”

ply do not make sense.

In�lation has been going down and within target, but why are BNPC prices continuing to go up. Some basic goods like rice, �ish, vegetable, chicken and pork have already gone down or hardly moved, but manufactured and processed BNPC are consistently adjusted upwards.

It is questionable and �ishy that BNPC SRPs continue to go up despite this current environment in in�lation," he added.

Dimagiba, himself a former DTI undersecretary, cited the SRPs of canned sardines, which reportedly went up by between PHP0.50 to PHP1.70 per 155 gram per can despite the supposedly declining price pressures since the start of 2019.

The two Rabats are cousins. Another Rabat, incumbent Vice Mayor Glenda is running for reelection this time no longer as the runningmate of Mayor Carlo as part of the ‘brokered deal’ with the provincial HNP party leadership led by Governor Nelson Dayanghirang. dropping him like a hot potato 12 days before election day. In a twist of events, HNP adopted the former mayor Michelle now as the official candidate because of what it claimed as “betrayal of trust.”

Poor Mayor Rabat was left by his lonesome now. That’s how politics evolves. One day, you’re allies, the next day foes.

There will always be two sides of the issue and after the breakup, there had been two versions of the story swinging from one side to another.

Seriously, if this is a betrayal of trust, it should not result to another betrayal.

By analogy, we look at relationships in a different way. If a woman is betrayed by his man, it is normal for her to break up with him because of that betrayal. But the society’s norms do not expect the woman to get another man to replace him right then and there and announce it to the world.

That’s not the case in this ugly world of politics. And that is why politics can never be a family or a relationship thing.

DAVAO PROVINCE, CIRCA 1920 Changes in geographic boundaries are usually in�luenced by political decisions.

Overtime, with the rise of new cities and the creation of new towns, socio-economic priorities come in and by force of law borderlines are altered and adjusted. The old province of Davao was no exception.

P.J. Wester, a government agricultural advisor, described in detail Davao, as a province, in his 1922 article titled ‘Mindanao and the Sulu Archipelago: Their Natural Resources and Opportunities for Development’ that appeared in the Bulletin No. 38 of the Bureau of Agriculture as “bounded on the north by Agusan Province, on the east by the Paci�ic Ocean, on the south by the Celebes Sea and on the wet

by Cotabato and Bukidnon, and has a coast line of more than 600 kilometers.”

Territorially, the province, with an area of 7,846 square miles (1,938,865 hectares) and 101,000 inhabitants in 1918, was described as “extend[ing] from north to south, west of Davao Gulf, the Agusan Valley south of the eight parallel, and the large peninsula to the southeast, terminating at Cape San Agustin.” Its geography also in-

cluded four big islands (Samal, Talikud, Balut, and Sarangani) and a bay (Davao Gulf) that is three times as large as Manila de Bay. Record at the Bureau of Forestry in Manila showed that during this period 90.2 percent of the province’s area, or 1,749,420 hectares, was considered commercial forest, topped only by Cotabato. Land under cultivation was only 30,730 hectares, the equivalent of 1.6 percent, and only less than 30,730 hectares was classi�ied as open land and cogonal. The unexplored area was estimated at 117,54 or 6.1 percent.

Wester, who prepared the 1922 proposal for the Mindanao railway system, de�ined the countryside’s topography as varied with undulating plains, rising slopes, and steep mountains. Al around was “watered by numerous streams and rivers, which, thanks to an evenly distributed rainfall, rarely or never run dry.”

Davao Gulf, in general, is indented with several large bays, with MalalaG Bay as the best harbor. There are rivers that empty into the gulf, and there are good anchorages for steamers, motor boats, and ocean-going vessels.

The presence of a large water-

ways with varying width and depth, adds fertility and productivity to the farmlands.

In agriculture, the fertile lands were host to numerous plantations that occupied the coastal regions and extended up to the upper areas. The southern of Davao was considered “rich in timber but relatively unimportant from an agricultural point of view.” In the eastern seaboard, abaca and plantation were the dominant crops, with Cateel (as opposed to today’s Banaybanay, Davao Oriental) as “the most prominent rice district in the province.”

The 1920 record for farm crops in Davao showed rice, planted in 4,319 hectares and yielded 44,012 hectoliters (4.4 million kilos). Coconut was scattered in 5,467 hectares and produced 875 metric tons of copra.

Abaca was cultivated in 27,102 hectares and reaped 13,009 metric tons.

Corn, on the other hand, was cultured in only 896 hectares and yielded 6,611 metric tons.

Tobacco, not a key crop, was planted in only 83 hectares and produced 10 tons. Total value of the �ive crops harvested amounted to P5,616,084. But there was another side to Davao’s agricul-

ture: “Vegetables, fruits and poultry products command exorbitant prices, yet they are dif�icult, at times impossible to obtain.

Of course, the major staples are pro�itable, but it is con�idently believed that the pro�its from well conducted vegetable, fruit and poultry farms in Davao would be even greater and it cold be started with comparatively little capital.”

This observation, though, has since been addressed; as a result, the region has now become a major contributor to the vegetable, fruit, and poultry production of Mindanao.

Davao Province, moreover, had only one �irst-class road, the one that extended from Talomo, where a privately-owned dock was built, to Santa Ana wharf.

Reaching the plantations, which were chie�ly situated along coastal regions, was by boat or launch. Wester wrote about the prevailing situation of transport and communication during this period: “Three wireless stations: in Davao, the capital, one in Mati, and another in Malita, together with telephone lines that extend to all the more important municipalities even on the Paci�ic coast

as far as Kateel, serve as means of communications within the province, and with the outside world.

“The inter-island transportation facilities are con�ined to the steamers Raritan, Fernandez Hermanos, Albay, Neil MacLeod, Yazoo, Mindanao, and Tablas, of which all but the last make regular trips to Manila. These steamers not only touch at Davao and Mati, the two principal ports, but depending upon the amount of cargo to or from each place, they call at several of the plantations or municipalities n the gulf as well as on the Paci�ic coast as far as Kateel. These steamers also call at Zamboanga, Dumaguete, and Cebu on their way to and from Manila.”

Minus the amenities that come with mobile phones, wireless gadgets, and internet facilities, Davao Province about a century ago, especially in remote countryside regions, was better off in terms of communication given that even third-rate towns had telephone lines to speak of. While telegram and rotary phones look like Jurassic tools in today’s connectivity, their usefulness is something that is comparably undiluted in terms of purpose and importance.

MUCH ADO ABOUT FOOD STREET Next�lix’s Street Food Asia recently featured food scenes in Thailand, Japan, India, Indonesia, Taiwan, South Korea, Vietnam, Singapore and the Philippines. The one in our country was �ilmed in the oldest city, Cebu.

When �ilm director Erik Matti saw it, he had nothing but criticism. He wrote that the Cebu episode “borders on poverty porn.” According to him, “the dishes except for lechon are food that are not really a staple of Filipinos.”

In comparison, “all the other Asian countries had their classic world-renowned street food” while the ones featured in the Philippines was “bizarre” and “bad research.”

The criticism earned nothing but criticism as well from those who read Matti’s post. “Not at all times that we need the approval of the North to tell the world what our culture can showcase,” pointed out Bryl Jan Salazar Yucaran, who is from Cebu, in his open letter to Matti.

“Is it because the foods featured do not suit your taste buds, you label them as ‘poverty porn,’ ‘bizarre,’ and ‘bad research’?”

Yucaran wrote. “Well, please be reminded that the episode was not about the street foods of the Philippines but only of

Cebu. That is why this certain episode in Net�lix’s show was entitled ‘Cebu.’ The food featured (in the show) talked about our culture as Cebuanos that may not generally represent us, Filipinos.”

Jonathan Watson, an American who now settles in Davao City, made a lengthy discussion on it, too, in his social media account. “I disagree with Director Erik Matti’s remarks regarding the Cebu Philippines episode…

He complains about how the show features nilarang bakasi and lumpia, which for him doesn’t best represent Philippine street food in whole.”

Every Filipino know what lumpia is. As for nilarang bakasi, it is a sour stew made with reef eel.

In another post, Matti suggested that the show should have showcased Ilocano fried empanada. (“(It) is much more truly Filipino,” the director wrote. “I was really hoping that we at least have chosen something widely regarded by most Filipinos and Cebuanos too as the street food that can represent us.”

This suggestion earned an ire from Watson: “Why criticize lumpia then suggest empanada as ‘more Filipino?’ Is it because lumpia is from Chinese? Don’t

forget empanada was from Spain – and not only that – but from the colonial period which was forced, as opposed to consented trading between two countries from the same hemisphere (that is, China and Philippines). Neither are ‘truly Filipino’ if your standard is based on that which is without major in�luence.”

On nilarang bakasi, Watson had this to say: “Is it because nilarang bakasi is unheard of? I’ve lived almost 10 years here in Mindanao, and am a bigtime foodie, yet have never heard of Ilocano fried empanada. And if you look at the episode title, it’s �ixated on Cebu, not the Ilocos Region. Neither nilarang bakasi nor Ilocano fried empanada �it your standard of ‘quintessential Filipino street food’ if your standard is based on what’s more heard of.”

Matti again wrote: “Di ko pinapaglaban na Manila food ang i-showcase. Ilonggo ako. Kahit saan galling ok lang yan. Cebu lechon is one of the best in the country. But I don’t think it would hurt to choose a generally regarded Filipino street food to best represent our country to the rest of the world.”

So, what is truly more Filipino when it comes to food in general or street food in particular? “In my opinion,” Watson

said, “it’s what’s there by description of what already exists in local cuisine, not by what is by prescribed (and framed via �ilm) based on aversion to foreign in�luenced foods (that is, lumpia, empanada, afritada, pansit, Pinoy spaghetti, etc.) or foods popular due to Manila-centric power (that is, those popular in Luzon or the National Capital Region).

Yucaran subscribed to the same idea. “We may be under one nation but we have diverse cultures. Every place has its own distinct culture and that is beautiful. There is beauty in diversity when it is acknowledged and respected.”

Watson approved. “What’s truly Filipino is the beautiful diversity in food that goes beyond adobo,” he wrote. “If you leave Filipino identity only to the cuisine known in Manila (and elsewhere due to power relations), then you marginalize other local identi�ies categorized under the Filipino identity as a whole.”

Watson, who’s a fan of Matti �ilms but not his opinion on food, also made this suggestion: “We need more spotlight on what’s unheard of, because things like halo-halo, kwekkwek, etc. are all to redundant as opposed to main dishes, snacks, and street foods that are

found in places that Manila hogs the spotlight from. This is why you’ll see me strongly endorsing Mindanaoan street foods, like pastil and palagsing, as such remains snubbed from mainstream focus.”

One word that struck Yucaran was the word “bizarre.” He wrote: “You may �ind (the food featured in the show) bizarre. But in another perspective, if you use the neutral lens in viewing a culture or even a subculture, you can see that every culture is unique. Street foods of every place talk about the diversity of culture. They are symbols that speak about the past, daily struggles, dreams, and aspirations of its people.”

Interaksyon, the website of TV5, gave some ideas on how the food mentioned earlier were chosen to be featured in the Net�lix show.

“The food scene in Cebu got handpicked for the Street Food Asia after the production team ran a quick Google search of the key word ‘street food,’”Interaksyon quoted food writer Jude Bacalso.

Net�lix reportedly contacted her after they stumbled upon her article on bakasi. She was asked to curate a list of Cebuano street food. And the rest was history.

HUNGOVER BANGKOK WITH ITS UNIQUE CULTURE, great shopping, and even greater food landscape, it is no wonder that Bangkok, Thailand constantly ranks among the best places to visit for Filipinos. It is a wonder why I did not get myself to visit the “City of Angels” until just last year and it was just in passing on the way to Pattaya.

Last April, all the stars finally aligned and I was finally off to Bangkok thanks to Philippine Airlines via the Mactan Cebu International Airport. After an easy transfer from Terminal 1 to Terminal 2, I was ready to enjoy my Bangkok adventure with the resort-like feel of MCIA’s international terminal giving me a preview of what is to come.

I touched down in Bangkok’s Suvarnabhumi International Airport at 12:30 in the morning and after immigration and customs, I was finally on my way to the Prathumwan Princess Hotel.

SMART BANGKOK For those who might want to find a break from hectic Bangkok, the area also has museums, galleries and even an aquarium to wile away time away from Bangkok’s humid tropical heat.

One place I would highly recommend visiting is the Bangkok Art and Culture Centre (BACC).

Located just across MBK, the Bangkok Art and Culture Centre is a contemporary arts space and is the hub of Bangkok’s thriving art scene. Inside are galleries and art exhibits which are open to the public as well as a theatre and an art library. The centre

also hosts cafes, commercial art galleries, bookshops, and craft stores where you can buy locally made products and souvenirs.

For a cooler time, visit SeaLife Bangkok. One of the largest aquariums in the world, SeaLife Bangkok is located at the lower level of Siam Paragon Mall and hosts thousands of unique aquatic life from all over the globe. This is also one of the rare aquariums where one can have a glass bottom boat experience, go on an ocean walk, or even dive with sharks. For the more inquisitive mind, you can also book a behind-the-scenes experience where you will have an opportunity to check out the “Aquatic Quarantine and Nursery Centre” as well as the water quality monitoring laboratory.

There is truly something for everyone in Bangkok and I am glad to have finally arrived. Stay tuned for more of my Bangkok adventures in the coming weeks.

SilkAir Davao’s hail and farew

By KENNETH IRVING ONG THE WORLD is a much smaller place thanks to air travel provided by airlines. What once were journeys that took weeks or even months to complete now took hours. This “shrinking” of the world means we can make friends across vast distances and explore places we only read in books or magazines.

One airline that has committed itself in keeping Davao City connected to the world is SilkAir. With its direct flights to Singapore and connecting flights to hundreds of destinations world-wide though Singapore Airlines, the airline is indeed a bridge for Dabawenyos and the international community.

Making these air connections happen rests on the shoulders of the management team and their station manager, and if there is a station manager who made his mark in Durianburg it is SilkAir’s ever-jovial Ravindran “Ravin” L. Ending his tour of duty, SilkAir Davao held a Hail and Farewell party for Ravin last May 3 at Seda Abreeza. Invited were travel and tour agents, partners from Macroasia, friends from the Bureau of Immigration and media friends.

The evening started with tributes and travel agents sharing fond memories of Ravin throughout his stint in Davao. I can fondly recall having coffee with him discussing the potential of Davao’s tourism and how SilkAir can fit into that.

After the tributes, SilkAir Davao introduced their new station manager, Mr. Chun Kiat “CK” Ong, who promises to keep the level of service at SilkAir. He also announced the addition of flights between Davao and Singapore from 5-times weekly to daily starting June to October. The additional flights will allow travellers more flexibility going to and from Singapore and beyond.

A glorious farewell game

It was indeed a glorious farewell appearance for coach Domingo Subo, who is touted as a ‘legendary’ football coach from Barotac Nuevo, after capturing his 5th championship trophy in 11 appearances in Palarong Pambansa.

For the squad, it was also a night to remember after giving all their best knowing that it was the �inal opportunity for many of them to earn the most coveted gold medal in the Palarong Pambansa.

Of the 11 appearances he had, I believe that Coach Subo would agree that the battle for gold medal on Friday night (May 3, 2019) was perhaps one of the most memorable moments in his three decades of coaching.

Aside from �ive championships, the Western Visayas Regional Athletic Association (WVRAA) secondary football squad also earned two silvers, two bronzes and two quarter�inals under Coach Subo’s watch. A very illustrious stint as coach that may take another generation to surpass.

Like a well-oiled machine, the Ilonggo squad showed a different level of

football against their opponents during the Palarong Pambansa in Davao City.

It was during our vacation in Iloilo in April 2011 when my wife Ruby and I met Coach Subo in Barotac Nuevo. In our casual conversation, he shared some insights as to how football had become a way of life among the people in Barotac Nuevo. From then on, we maintained our communication through Facebook.

When I learned that Coach Subo and his team are coming in the city for the Palarong Pambansa 2019, I’ve already set myself to follow their games.

Of the seven games they played, I only missed their game against the CARAGA Region. I brought with me my four-year old daughter Jordi to cheer for the squad in their semi-�inals match against Calabarzon squad. However, we went home after the �irst half because it was getting late. Later on, I learned that game scorer Lorent John Jayaon updated me that they won the game 1-0 to advance to the �inals.

I never knew that it would be Coach Subo’s �inal stint until team’s for-

The core of the WVRAA Secondary squad was composed of 12 players from BNNCHS, Negros (2), St. Pauls of Barotac (2) and one each from Central Philippines University-Iloilo and ICS Barotac.

Coach Subo says only �ive of them may likely qualify to play next year as the rest could no longer make it due to the age limit.

But I believe Barotac Nuevo will never ran out of quality footballers. As Coach Subo says: “Damu pa man to bilin, may mga under training pa man to.”

This only goes to show how Barotac Nuevo is well-prepared in producing the next generation of quality players.

Asked if what’s his secret to success, the seasoned coach said: “Hard training, discipline among players… focus in every game. Above all, trust in each other, trust in God.” As a proud Full Blooded Ilonggo (FBI), it was indeed a great honor to have known one of the most in�luential persons in the football community of the country.

Casintahan, Amador top 14th Pomelo Tee

outhful EJ Casintahan bagged the overall gross trophy of the 14th Pomelo Tee at the Rancho Palos Verdes Golf and Country Club which on Sunday.

Casintahan added the Pomelo Tee trophy to his growing collection although he had to earn it by the skin of his teeth in a countback win by a score of gross three over par 75. Jomari Amador joined him in the winner's circle after taking the over-

Gemma Bokawachi reigned supreme in the Ladies division after taking the gross title with a 50 while Ok Hee Park was net champion with an 82.

Veteran Karloz Alba took home the Class A gross trophy with a 74 while Albert Cainghug ran away with the net title with an 87. In Class B, Bong Hee Lee copped the gross tro-

phy with a 72 while Stephen Sandoval took the net crown with a 91 scorecard.

The Class C gross title went to Don Zamora with a 57 while the net plum went to Boyet Sonico with a 92.

Roudnding up the winners were Class D gross champ Martain Sara with a 49 and net winner Rico Rebigan with a 95.

The Pomelo Tee, played from May 1-4, is the of�icial annual club tournament of Rancho Palos Verdes.
