He said his father "passed away peacefully, surrounded by his family."

Secretary Nograles, in a message to friends, said that his father's wake will be in Chapel 1 at Heritage Park, Fort Bonifacio, BGC Taguig. Viewing starts Sunday May 5 up to May 6. He said the family will �ly the remains to davao on Tuesday, May 7.

"He is �inally at peace," the younger Nograles said. He described his father as "a driven

public servant who loved his family and faithfully served his constituents."

The political track of the CAB was achieved with the passage of the Organic Law for the Bangsamoro Autonomous Region in Muslim Mindanao (OLBARMM), which was rati�ied during two plebiscites held earlier this year that led to the establishment of the new political setup.

The BARMM, which replaced the 29-year-old Autonomous Region in Muslim Mindanao, is composed of the provinces of Maguindanao, Lanao del Sur, Basi-

Compromise deal signed WMPC resumes operations to end Zamboanga blackouts

(WMPC) is running its power plant again after signing a compromise agreement with Zamboanga City Electric Cooperative (Zamcelco) that ends the rotating brownouts affecting the city.

The resumption of the WMPC’s operations provides immediate relief to residents and businesses that have been reeling from the effects of power out-

ages reaching up to six hours.

“We are glad to restore power and normalcy to Zamboanga City,” said Joseph C. Nocos, vice president for

business development of WMPC and the Alsons Power Group.

Mindanao’s �irst and most experienced power producer, the Alsons Power Group has been operating in Zamboanga City since 1997 through WMPC’s bunker C-�ired diesel power plant in barangay Sangali.

promise agreement, we reaf�irm our commitment to be Zamboanga’s partner for growth in the long term,” Nocos added.

WMPC’s disclosure of its resumption of operations comes days before the May 13 elections which will need stable and consistent power to ensure the integrity of its results.

The net income contribution of AboitizPower for the �irst quarter has decreased by 9 percent

to PHP2.8 billion from PHP3.1 billion in the same period last year.

On a stand-alone basis, and taking into account non-recurring losses of PHP440 million for the same period, net income was PHP3.6 billion or a decline of 9 percent, lower compared to the same period last year.

“Its core net income was lower primarily due to higher volume and cost of purchased power due to exceptionally high spot market prices. The company had purchased replacement power as a result of outages and over-contracting in anticipation of incoming capacities,” the statement read.

“The underlying causes of this decline have mostly been resolved,” it added.

UnionBank’s income contribution to the group has declined by 25 percent to PHP1.1 billion, from PHP1.4 billion.

UnionBank and its subsidiaries posted a net income of PHP2.2 billion in the �irst quarter of 2019, down by 26 percent

fromthe PHP2.9 billion earned in the same period of 2018.

The bank’s recurring income improved year on year as net interest income and fee income increased to PHP4.7 billion and PHP530 million, respectively, from PHP4.6 billion and PHP313 million in the �irst quarter of the previous year.

AEV’s non-listed food subsidiaries – Pilmico Foods Corp., Pilmico Animal Nutrition Corp., and Pilmico International Pte. Ltd. (which now includes Gold Coin Management Holdings Ltd.) – reported a net income of PHP137 million for the �irst quarter of 2019, a 48 percent decrease from the PHP264 million recorded in the same period in 2018.

The program aims to reach out to the relatively untapped segment of women in the Philippines, starting with women entrepreneurs who need life and health protection as well as �inancial solutions to expand businesses. An IFC report, She for Shield: Insure Women to Better Protect All, estimates that women’s market opportunity for the insurance industry will grow up to $1.7 trillion by 2030 globally, most of which will come from emerging markets such as the Philippines.

IFC and Insular Life partnered in 2017 to expand women’s access to insurance in the Philippines. With IFC’s support, Insular Life is now developing insurance solutions designed for women with speci�ic coverage, bundling of products, and customized add-on services.

Nina D. Aguas, Executive Chairman of Insular Life, said, “As a Filipino �inancial institution that has been serving the Filipinos for 108 years, we are keen to contribute to the �inancial inclusion agenda for women in our country.

In the last one year, IFC and Insular Life have collaborated on data collection and holding workshops on gender sensitivity, among others. The �indings reveal a large number of women in Philippines lack knowledge of proper

saving, investing, and risk protection. It is, therefore, essential to bridge the knowledge gap through �inancial literacy programs and address women’s limited access to business and social networks.

Henriette Kolb, Manager of IFC’s Gender Secretariat, said, “There is both a clear business and social case for mainstreaming gender and targeting women in inclusive insurance. To forgo this untapped market segment will be a lost opportunity to drive economic growth.”

She added, “The InLife Sheroes program, through expanded �inancial protection, will help ensure economic well-being of women, thereby bolstering Philippines’ growth trajectory We are pleased to support Insular Life in its efforts to strengthen every Filipina’s role in nation-building through solutions that increase their ability to cope with �inancial challenges and protect their assets.”

The InLife Sheroes program is part of Insular Life’s broader strategy to empower Filipino women to achieve a better life. Insular has also started implementing a gender sensitive distribution model, training both women and men advisors to have an increased awareness of their women customers’ speci�ic needs. The company is also working towards becoming a women’s employer of choice and is working towards obtaining an EDGE certi�ication, a global business certi�ication standard for gender equality.

Since 2016, IFC has been working with insurers to develop speci�ic approaches to address the needs of women at various stages of their lives as well as for women-owned SMEs—while creating income generating opportunities for women as insurance employees, advisors, and distributors.

SSS chief vows to work for OFWs' pension coverage

ocial Security System (SSS) President and Chief Executive Of�icer (CEO) Aurora C. Ignacio assured Overseas Filipino Workers (OFWs) that her of�ice continues to work with other government agencies help to bring about the compulsory coverage of the migrant worker sector, assuring their pension bene�its in the future.

This, as the amended Migrant Workers and Overseas Filipino Act makes it compulsory for all land-based and seabased OFWs to be SSS members, which was further reinforced by the Social Security Act of 2018.

In an interview after the OFW forum on the Social Security Act of 2018 at

the SSS’ main of�ice along East Avenue in Quezon City Friday, Ignacio said some guidelines have been established with the Philippine Overseas Employment Administration (POEA) and the Overseas Workers Welfare Administration (OWWA).

She said POEA of�icials have yet to determine how they can collect the initial SSS contribution from OFWs without giving the workers additional burden on top of the fees they need to pay before they can work abroad.

She said the workers cannot object to this payment “but we would like to think that the bene�its or whatever bene�its that they will get from those

Rotary clubs gear for El Niño R

otary clubs in the city geared their preparedness for the possible effects of El Niño to Davao City’s water supply. In the joint meeting between Rotary Club of Waling-Waling Davao (RCWWD) and Rotary Club of Central Davao (RCCD) on April 29, 2019, Davao City Water District presented to six rotaries in the city its mitigation program to ensure water supply availability even in the occurrence of El Niño.

Aside from RCWWD and RCCD, also in attendance were members of Rotary Club of PAG-ASA, Rotary Club of South Davao, Rotary Club of Sta. Ana, and Rotary Club of West Davao.

Presenting from DCWD was deputy spokesperson Jovana Cresta T. Duhaylungsod who emphasized the four-point objective of the water utility’s mitigation program which are to guarantee water supply availability, to enhance system ef�iciency, to manage water demand, and to strengthen inter-agency collaboration.

According to her whilst DCWD works on ef�iciently providing water service by ensuring the constant replenishment of the major wa-

ter recharge zones of DCWD’s water sources, increasing its water production capacity, and converting water losses to additional water supply for the customers, DCWD calls for the support of in�luential groups in the city such as the Rotaries to help emphasize water conservation by consciously managing water usage to practical levels and to tap alternative water sources for non-potable use such as rain.

EDITORIAL Palaro missing the bigger picture The Palarong Pambansa is over. We wonder, where are the dramatic images?

As we close another chapter of the country’s biggest talent search in sports, there is no hiding the fact that there are still a lot of things that need to be improved. One of that is the handling of results by the Department of Education (Deped) who manages the Palarong Pambansa.

Sports journalists covering the event rued ordeal of getting of�icial results of completed events as they claimed that Deped of�icials handling the results are holding them from media saying it has go through channels.

The results, as explained to the media, are to be forwarded to the secretariat for veri�ication and the �inal results will be published on the website. Only then through the website can the media obtain the of�icial results. This normally takes overnight. So, the wait is that long if reporters rely on of�icial results. Hence, media had to be creative as to source the results themselves from the �ield of action in order to get �irst hand results.

This is nothing new. For decades, the problem has been the same no matter the age of modernization where the Palaro evolved from mere written

results, to computerized results and now, electronically transmittable results. Why Deped cannot come up with a more ef�icient system--one that is swift, accurate and easily veri�ied and accessible--is mind-boggling.

Any sporting event’s success rely heavily on the media coverage it is getting. While other sports event organizers have to literally drag the media to cover their event in order to get the needed publicity mileage, Deped seems not keen on giving the athletes what they deserve as an incentive to their accomplishments which is a documentation of their feats in the media.

Photographers were also barred from areas near the action and were allowed to take snaps only from the bleachers. Those without telephoto lenses struggled to get better images. Hence, obviously there were not as many great-looking mages of the competitions. Even Deped’s Palarong Pambansa social media page is �illed only with mugshots and boring photographs. And yes, even the way the medal tally should be made--which is in the order of the most number of golds to the least--is not even observed.

It’s a pity that without a working system that results to better media coverage in place, the Palarong Pambansa will continue to stagnate.

POIGNANT ISLAMIC TRAGEDY Amid the much-publicized hatred sowed by terrorists in many parts of the world, including Mindanao, there are authentic facts in history that need to be highlighted because of the bond it has created between Christians and Muslims since early Islamic history.

It is a little-known fact, con�ined almost exclusively to scholars’ circles, that today’s terrorists identi�ied with the Islamic State of Iraq and Syria (ISIS) draw inspiration from the �irst Islamic caliphs who were among the most vicious tyrants in history.

One of the despots’ victims was Imam Hussain, grandson of Prophet Muhammad by Fatima and one of the saintly �igures in Islam. On October 10, 680 CE, in Karbala, Iraq, Yazid the tyrant, second caliph of the Umayyad Islamic Caliphate, blocked and ambushed Hussain and his seventy-one entourage. All the men in the group was murdered and beheaded.

Epic of Imam al Hussain’ (2005).

Hussain, who, like his grandfather, preached reform, peace and justice and abhorred violence, strongly defended women and embraced interfaith alliance.

During the Karbala massacre, one of those who joined the Hussain caravan was Abdullah Ibn Omayr Abu Wahab al Kalbi, a Christian, who witnessed how Yazid mercilessly slapped Ruqayyah, the innocent �ive-year-old daughter of the imam. Unfazed, Wahab approached the tyrant and his army, saying: “You evil dark-hearted people, you do not know what you are doing? You have blocked the road of the grandson of your own Prophet Mohammad! Has Hussain oppressed you in any way? Or has he taken away any of your rights? Or has he shed any blood, that you need to take revenge for, that you want to kill him?

“I vow in the name of Jesus! That if you don’t leave Hussain alone, you shall never see the light of day, until the day of judgment!

Misery and disaster will be fall of you, and you will neve receive God’s mercy nor his blessing.”

Shimr, one of Yazid’s generals, asked Wahab who he was. The Christian answered back: “I am Wahab the Christian man. I swear

by God; Jesus Christ is eager and waiting to meet Hussain in paradise. I swear by the creator of the Moon, Sun, Stars, Earth, and the great Seas; and I vow by God who brings rains, I have come to support the grandson of Mohammad, and to give my life for him.”

Shimr mocked Wahab and the verbal exchange became heated: Shirm: “Is there no Muslim to help Hussain, that he is being helped by Christians? Goa ay Christians, we do not �ight Christians.”

Wahab: “May your mouth be destroyed, you cursed individual. You have used your own sword [in killing the family of Muhammad] against your own book of God [Qu’ran].”

The dialogue ended tragically after Wahab took down one of Shimr’s soldiers. He was hit with poi-

soned arrows and Shimr ordered his men: “Crucify him like Christians are cruci�ied!”

In the end, Hussain and his companions, including son Ali, all suffered an appalling fate. The women and children in his family were taken hostage to Damascus, Syria; they were forced to walk barefoot, assaulted physically, and made to bear the painful sight of the imam’s head being raised on a spear.

Eventually, the tyrannical Yazid decided to pass by Egypt to celebrate their farcical victory. There, Yazid’s contingent stopped outside a monastery where he leaned on its wall Hussain’s staked head. By midnight, the Christian archbishop who was prior of the abbey saw the gore-stained head and asked the army who owns it. They replied: “It is of Hussain, the son of Ali and Lady Fatima, the daughter of the Prophet of Allah.”

Stunned, the archbishop asked: “You mean your own Prophet?” Hearing the army’s response in the af�irmative, he said: “You are

among the worst of men. If Jesus would have had a son, we would have placed him in our eyes, and we would have honored him greatly.”

Obviously concerned with Hussain’s head, the abbot made a concession: “I have ten thousand dinars with me. You may take it and give me the head of Hussain. Let it remain with me until the dawn, and when you proceed further, take it back from me in the morning.”

Quoting erudite sources, Imam Mohammad Tawhidi, in ‘The Tragedy of Islam: Admissions of a Muslim Imam’ (2018), said that after the army agreed to the abbot’s request, “they handed the head over to him and he gave them the ten thousand dinars in return.

The archbishop washed the head of Hussain, perfumed it, and kept it upon his thigh. He wept profusely until dawn.”

Upon reaching Syria, Hussain’s head was placed in a bucket and manhandled by the genocidal Yazid with a stick. The whole episode was done in front of and witnessed by Ruqayyah.

CANADA SHOULD HAVE TAKEN THAT TRASH BACK YEARS AGO The hullaballoo over the 103 or so containers of assorted hazardous waste that �irst landed in 2013 at the Manila International Container Terminal caused a stir among environmentalists, yet was left muted after the then Aquino government reportedly did little to compel its counterparts in Canada to do more to take the waste back.

To call a spade a spade, the entire incident is a slap in Canada’s face, given its image as a clean and environmentally responsible country. That it cleared the shipment of wastes to a developing country may itself be a violation of the Basel Convention on the transboundary movement of hazardous waste, which

Canada rati�ied in 1992, which we as a Philippines also rati�ied and for which our own Republic Act 6969 was enacted. ing hazardous waste up.

Shipping these wastes to poorer countries was seen as a cheaper, yet obviously improper solution.

The convention puts onus of responsibility in treating and disposing of such material on the country of origin. Exports of waste can only be done to countries that have a capability to treat such wastes.

If you read the Basel Convention,you will realize that he situation is much simpler than it seems.

What is complicated is when a rich country wants to protect its reputation and forces a poorer one to relent from pursuing legal action to compel it to follow rules.

ticle by Jodesz Gavilan says that as early as 2014, the Canadian embassy was making representations to the Philippine government to allow local treatment of the waste rather than taking them back. (https:// www.rappler.com/newsbreak/iq/188654-timeline-canada-garbage-philippines) Thus, Canada’s act to allow and not take back the garbage can be a test case of the Basel convention, whether its provisions can, force a rich country to take back waste it allowed to be shipped outside its borders. The convention was speci�ically created to prevent developed countries from dumping toxic materials on less developed

ones.

The big question is why did it take so long to commit to take it back? What considerations needed to be clari�ied? Did Canada cooperate with the Philippine authorities to help prosecute the offenders in this case? Surely, the Canadian government knew who shipped it from Canada in the �irst place.

The fallout for Canada in this case is clear. It risks destroying its credibility and in�luence in a world where acts of countries are judged harshly. That its citizens are reportedly furious about what happened six years ago should force it to clean up its act, or risk more dirt on its international reputation.

Presidential Peace Adviser Carlito Galvez, Jr. said that Duterte’s approval of EO 79 “marks another milestone in the decades-long Bangsamoro peace process and signals the full implementation of the normalization track.”

The month-long celebration in Davao Region culminated last April 30

in a food event at the Garden Tent of the Waterfront Insular Hotel Davao.

The event featured various dishes, ingredients and cooking techniques of the region. “This is our way of appreciating our culinary traditions and treasures, as well as in preserving and protecting our culinary traditions while supporting local industries and our farmers,” said DOT Xl regional director Tanya Rabat Tan. It is amazing to see how one small region of the Philippines already has so many different dishes that are unique or whom they made their own as represented by 13 exhibitors from hotels, resorts, restaurants, and local governments.

Also present for the event was Department of Agriculture secretary Emmanuel F. Pinol and DA Xl regional director Ricardo Onate, Jr along with members of the diplomatic corps.

HUMAN RIGHTS FIGHTER The late Nograles was born in Davao City, and �inished his primary and secondary education at the Ateneo de Davao University. He earned his his Bachelor of Arts Degree major in Political Science in 1967 at the Ateneo de Manila University, and his Bachelor of Laws degree from the Ateneo de Manila Law School in 1971.

As a lawyer, he represented victims of human rights violations during the regime of the late strongman Ferdinand Marcos, and then supported the campaign of the late President Corazon Aquino in the 1986 snap elections.

After Aquino assumed the presidency, Nograles sought a seat in the House of Representatives, representing the 1st district of Davao City. He was catapulted to the House seat in 1989 after getting a favorable decision from the House Electoral Tribunal in a protest over rival Jesus Dureza, who was was initially proclaimed as winner.

He gave up his House seat in 1992 to make an unsuccessful challenge to the re-election of Davao

City Mayor Rodrigo Duterte, but regained the seat in the 1995 election. In 1998, Nograles again gave up his House seat to make another unsuccessful bid for election as Davao City mayor against Duterte-backed Benjamin de Guzman and lost in his bid. He again won election to the House in 2001. In the 2004 and 2007 elections, Nograles ran unopposed for two consecutive terms.

In 2010, he lost to then Vice-Mayor Sara Duterte in another failed Mayoralty bid.

LEGISLATIVE RECORD In his stay in Congress, Nograles was able to author 17 House bills and co-authored 85. He chaired the Special Committee on Law Enforcement and its subcommittee on Gambling, Committee on Housing and Urban Development, and the Committee on Rules. He was the Majority Floor Leader during the 13th Congress of the Philippines. Before his election as Speaker, he was the head of the House contingent to the Commission on Appointments.

SPEAKERSHIP In early 2008, several members of Congress elected Nograles as the new Speaker after expressing their dissatisfaction over the leadership of then Speaker Jose de Venecia, who nominated Nograles to be his replacement.

Tonyboy vows incentives for boxers

avao del Norte second district Congressman Antonio “Tonyboy” Floirendo promised to give cash incentives to Davao Region boxers who won medals in the 2019 Palarong Pambansa boxing tournament which formally closed on Friday evening at the Davao City Recreation Center in Davao City.

Floirendo will be giving P25,000 to the gold medalists while the bronze medalist will receive P15,000.

CDO pug wins Arafura Games boxing gold

ARWIN, Australia – John Ignatius Macas clinched a gold medal in the men’s boxing competitions of the 2019 Arafura Games Saturday after beating Ivan Pavich of New Zealand via referee stopped contest at the Darwin Convention Centre.

The 19-year-old �lyweight from Cagayan De Oro City won after the referee stopped the �ight in the second round, giving the Philippines its lone gold in boxing here in the country’s campaign in the multisports competition supported by the Philippine Sports Commission and Standard Insurance.

Following Macas’ win, the Philippines totaled 31 gold medals in the �inal day of competitions with the men’s basketball, sepak takraw and badminton teams still playing as of press time.

Jhon Christian Noces lost to Tom Hanns of New Zealand in the semi�inals, but won a bronze medal for reaching the �inal four of the men’s welterweight

division.

The men’s beach volleyball team defeated Australia 7, 21-10, 21-12, Saturday to also claim a bronze medal in �inal day of competitions of the 2019 Arafura Games at the Darwin Waterfront.

The duo of Johnrel Amora and Hachaliah Gilbuena bounced back after their semi�inal defeat against Samoa, 23-25, 21-15, 15-11, to salvage a bronze medal in an impressive campaign for the Filipino spikers.

On their way to the bronze, the Philippines went undefeated after two games in pool play, before beating Vanuatu and Tuvalu to reach the semi�inals.

The 2019 Arafura Games drew to a close Saturday night with an elaborate closing ceremony that included a tribute to the Arafura Sea where the name of the Games was derived as well as the more than 1,500 athletes from 40 countries in the Asia Paci�ic and other parts of the world who competed.

NCR rules 2019 Palarong Pambansa, Davao falls to 11th

Powerhouse National Capital Region (NCR) dominated the 2019 Palarong Pambansa for yet another time as the curtains �inally fall on the country’s biggest sports talent search in Davao City on Saturday.

After the smoke of battle cleared, NCR had a total of 86 gold, 71 silver and 56 bronze medals capped by its conquest in boys secondary basketball over rival Central Luzon. The NCR Jammers started slow on Day 1 falling behind perennial rival Western Visayas but when its gold machine started chugging on Day 2, it was all downhill from there.

But while it was a rather easy route to the title for the many-time champions, the hosts from Davao Region had a rather tough journey the entire week.

The Eagles struggled in the face of stiff competitions and laid a big fat egg in the �irst three days of hostilities.

Not until its boys quarter in swimming ended the drought on Thursday that Davao �inally broke into the gold column.

While the Eagles managed to strike golds in swimming, their 13-22-37 gold-silverbronze effort was just good for 11th place this time, a far cry from its �ifth place target.

Calabarzon was a distant second with 66 golds, 49 silvers, 73 bronzes while Western Visayas wound up third with 49 golds, 40 silvers, 58 bronzes. Soccsksargen was the best placed delegation from Mindanao with 26 golds, 43 silvers, 40 bronzes for fourth place while Bicol (23 golds, 22 silvers, 30 bronzes) completed the top �ive.

Central Visayas (24 golds, 22 silvers, 33 bronzes) was sixth; Central Luzon (23 golds, 29 silvers, 33 bronzes) seventh; Northern Mindanao (17

golds, 27 silvers, 26 bronzes) 8th; Ilocos region (16 golds, 13 silvers, 21 bronzes) 9th; Cordillera Region (14 golds, 13 silvers, 24 bronzes) 10th; and Caraga (13 golds, 10 silvers, 14 bronzes) 12th.

Completing the 14th to 17th places are Eastern Visayas (11 golds, 8 silvers, 19 bronzes); Cagayan Valley (6 golds, 6 silvers, 8 bronzes); Mimaropa (4 golds, 7 silvers, 12 bronzes); Bangsamoro Autonomous Region in Muslim Mindanao (3 golds, 10 silvers, 6 bronzes); and Zamboanga Peninsula (2 golds, 4 silvers, 21 bronzes).

This year’s Palaro also saw 31 record breakers in swimming; 24 in athletics; and nine in archery.

Cesar Abalon, chief of the Schools Sports Division and chairman of the Technical Management and Administration of the Department of Education (DepEd), told reporters at the Davao City University of the Philippines - Mindanao Sports Complex media center on Friday that this Palaro saw several record breakers and the improvement in the performance of such regions as Bicol, Soccsksargen, and BARMM. Although the NCR took the biggest gold medal haul, Abalon noted that it usually pulls away with 100 golds during the national games.

This time, though, the region did not break its record, he said.

Education Undersecretary Revsee Escobedo earlier said all the regions were really competitive and performing well because local governments are constructing sports facilities.

Escobedo expressed optimism that the Davao region would improve in the future with the construction of additional sports facilities and more support in terms of good training. (With a report from PNA)
