alacañang on Thursday said it will leave to the National Bureau of Investigation (NBI) whether to �ile charges against the suspected uploader of videos, which implicated the family and allies of President Rodrigo Duterte to the illegal drug trade.

Presidential Spokesperson Salvador Panelo made this comment after the NBI arrested a “person of interest” in the series of videos titled “Ang Totoong Narcolist” but

the agency clari�ied that this was not ‘Bikoy’ himself, a hooded man who appeared in the videos.

Panelo said it is not necessary for the President to give the NBI

special instructions because it’s the agency’s job to �ile criminal cases against those who violate the law.

“The President doesn’t have to instruct any police agency to �ile any case. It is the duty of the police enforcement agencies to �ile cases against violators of the law,” Panelo said in a Palace brie�ing.

“We will wait for the report. The police or

Asked what charges Palace would like �iled against the uploader of the videos, Panelo refused to comment saying he would rather wait for an of�icial report from the NBI. “Wala pa nga eh (There’s no report yet).

rivate business establishments in Davao City employing ten or more employees are urged to comply with city ordinance 0506-13 or the Mandatory Drug Testing in business establishments as it will be strictly required for the acquisition and renewal of business permit starting 2020.

Guesting in the Kapihan sa PIA at NCCC Mall Buhangin, City Anti Drug Abuse Council (CADAC) focal person Concepcion Domag stressed the need of the business owners to seriously comply with the requirements under this ordinance so as not to have trouble renewing their permit next year.

Since the effectivity of the implementing rules and regulations of the said ordinance, only 20 business companies have undergone the process and were de-

clared compliant.

The CADAC is expecting an in�lux of requests for trainings and mandatory drug testing during the second half of the year to beat the deadline of business permit renewal in 2020.

Compliance to the ordinance starts off by undergoing a training facilitated by the (CADAC).

“We have very few manpower to handle training that is why we asked the help of education institutions to handle trainings of private business establishments,” Domag explained.

She cited the Ateneo de Davao University, the Holy Cross of Davao College (HCDC), the University of Mindanao (UM), and the University of Immaculate Concepcion (UIC) as the four accredited educational institutions that may cater the training needs of the business companies.

They will have the option to �ile for an additional 15 days of unpaid leave.

“It will add more bene�its to your (mothers’) present bene�its. Imagine 105

days, that means you will have more quality time with your family,” Panelo said.

“That means also your health will be protected because you will not be forced to work immediately after giving birth,” he added.

Panelo also pointed out that the law also raises the paternity leave from seven to 15 days.

“Also the husbands, meron pa silang extended (they also have an extended leave),” Panelo said.

President Rodrigo Duterte signed the Expanded Maternity Leave Law on Feb. 20 this year to ensure the best possible conditions for expectant working mothers.

Panelo earlier assured that the new law will not hurt the employability of women and warned employers who would not hire women will be held accountable. (PNA)

he Armed Forces of the Philippines (AFP) dismissed claims that it is “anti-labor” for allegedly committing human rights violations against workers.

“Your AFP is always supportive of every effort especially by our labor sector for them to assemble and (seek) redress and express their grievances,” military spokesperson, Marine Brig.

Gen. Edgard Arevalo told reporters Tuesday.

This is in response to the matrix released by the Kilusang Mayo Uno, which claimed that the government, particularly the military and police, are anti-labor.

Halal bridges peace, development: DOST

here is more to halal than just food.

“Halal is not only for Muslims; I think, it is a tool towards peace and development”, Department of Science and Technology Regional Director Anthony C. Sales stressed during a media brie�ing on Wednesday, May 1, at the TinHat Boutique and Restaurant.

Sales’ statement came on the eve of the opening of the Philippine Halal Tourism Expo 2019 which rolled out beginning Thursday until May 5, 2019 at the Abreeza Ayala Mall, The expo focuses on Halal Science and Technology on the local and international market.

This year’s expo is the fourth, since 2015, with Halal Trade and Tourism: Healthy Life: Awareness and Sustainability of Economic Growth as its theme.

The 3-day expo, according to Universal Islamic Center Foundation (UICF) President and Davao City Chamber of Commerce and Industry Inc. (DCCCII) trustee Marilou Ampuan, aims to gather more domestic and international buyers and sellers to encourage businesses and entrepreneurs to introduce Muslim-friendly products, services and establishments in the city.

With the upsurge of Muslim visitors and investors in the city, Ampuan sees this as a challenge in furthering the city’s halal industry promotion.

Davao City is acknowledged by the Department of Tourism as a halal/Muslim friendly destination in the country.

Department of Trade and Industry (DTI) XI Regional Director Ma. Belena Q. Ambi, who was also present during the media briefing, said that their agency is looking into the development and promotion of locally made halal products and services for exportation. “We encourage the promotion and branding of our msme’s to acquire Halal

certi�ication and accreditation to showcase in the international market”, Ambi shared.

Also present during the brie�ing was Department of Agriculture (DA) XI Enterprise Development Section Chief Agnes Cecilia S. Roble, who represented DA Usec for Special Concern Waldo R. Carpio, who emphasized the importance of proper information dissemination, in so far as what is considered halal (permissible) and non-permissible products, are concerned. Roble gave a brief summary on food production, livestock growing and promotional standards in the international market.

DOST XI, for their part, strengthened its support on the city’s halal industry. “As of today, we already have four Halal veri�ication laboratories all over the country.

We have one located at the DOST XI regional of�ice.”

Through this, according to RD Sales, the agency is able to provide testing services for halal assurance.

“To be certi�ied, one should be assured”, he added.

“A product or service cannot be of�icially declared Halal if there is no Sharia aspect,” stressed Ampuan.

The expo’s activities included an extensive Halal conference (2 May 2019, Seda Hotel) and a 3-day exhibit at the Abreeza Ayala Mall (3-5 May 2019), signing of a Memorandum of Understanding between the Philippine Halal Tourism and Trade Expo (PHTTE), Kementerian Pembangunan Usahawan (Ministry of Entrepreneur Development) and HM Mega Holding SDN BHD (Malaysia).

There will also be a presentation of halal delicacies of the six (6) Muslim tribes, showcase of Regional halal programs, Indonesian Consulate Halal Trade & Tourism program and in-depth understanding on Islamic banking will also be highlighted.

Piñol urges rice traders: Have ‘social conscience’

W

hile importing rice is now liberalized with the enactment of Republic Act No. 11203, Agriculture Secretary Emmanuel Piñol is urging rice traders and importers to be conscious of the supply situation in the market so that there will be no oversupply of the staple food.

In his speech, which was read by Agriculture Undersecretary Ariel Cunanan during the Rice Traders Forum held Monday at the Ayuntamiento de Manila in Intramuros, Manila, the DA chief said oversupply will result in “depressed prices of rice in the market which will hurt our local farmers whose lives our government is concerned with now”.

He noted that a poor farming sector “could give this country serious problems as the farmers could be vulnerable to the en-

ticement of radical groups who would like to destabilize (the) government”.

Piñol stressed that rice importers play a vital role in attaining rice suf�iciency in the country.

While efforts and progress have been made in increasing rice production in the country, the DA chief said “we will have a shortfall of about 1.6 to 2.0 million metric tons (MT) every year to suf�iciently feed our country”.

“This is where the rice importers and traders come in so that the gap could be �illed up,” he added.

For 2019, the DA is targeting 20 million MT rice production, which is equivalent to 93-percent rice suf�iciency despite the occurrence of the El Niño phenomenon that affected rice-producing provinces.

DOLE issues 3 new policies over protection of workers

T

he Department of Labor and Employment (DOLE) on Wednesday issued three new policies for the protection of Filipino workers.

DOLE Secretary Silvestre Bello III, together with other stakeholders, signed the Implementing Rules and Regulations (IRR) of Republic Act No. 11210 or the Expanded Maternity Leave Law; DOLE-Department of Justice (DOJ)-Bureau of Immigration (BI) Guidelines on the Issuance of Work and Employment Permits to foreign nationals; and memorandum of agreement (MOA) and Certi�ication for Returning OFWs. The joint guidelines aim to clarify and harmonize existing regulations on the issuance of appropriate permits to all foreigners who intend to work, perform speci�ic activities, and/ or render services in the Philippines, whether in the context of an employment arrangement or otherwise.

It noted that the government agencies have identi�ied 14 categories for the issuance of Special Work Permit (SWP), which include athletes, artists, journalists, chefs, among others.

“A Special Work Permit (SWP) shall be issued by the BI to foreign nationals who intend to work, engage in speci�ic activities, or render services outside of an employment arrangement” it said.

“An SWP shall be granted in favor of an applicant who shall thereby be entitled to work in the Philippines for a maximum period of six months, nonrenewable,” the joint guidelines added.

The BI will issue the SWP to non-resident aliens, who will be employed in the Philippines for a period not exceeding six months.

In contrast, a 9(g) visa is a working visa for aliens employed in the country, with contracts usually lasting for one to three years.

On the other hand, the DOLE shall issue the Alien Employment Permit (AEP) to foreigners who will work in the Philippines for more than six months.

“The DOLE is mandated to regulate the employment of aliens through the issuance of AEP to non-resident foreign nationals or to the applicant employer after a determination of the non-availability of a person in the Philippines who is competent, able and willing at the time of application to perform the services for which the alien is desired,” it added.

Foreign applicants are required to submit his/ her Taxpayer Identi�ication Number (TIN) when applying for the permits.

“All applications for permits covered by this Joint Guidelines shall require TIN of the foreign national from the Bureau of Internal Revenue (BIR),” the guidelines added.

In 2018, the BI issued a total of 83,760 SWPs, while the DOLE reported issuing a total of 54,241 AEPs, the primary requirement for securing the 9(g) visa.

Meanwhile, the DOLE, the Social Security System (SSS) and the Civil Service Commission also signed the IRR of the 105-Day Expanded Maternity Leave Law. Covered by the law are female workers in the public and private sectors, in the informal economy, female members who are voluntary contributors to the SSS, and female national athletes.

“Government of�icials must look to safeguard this growth momentum going forward,” he said.

In the last quarter of 2018, growth, as measured by gross domestic product (GDP), expanded by 6.3 percent, driven by construction, trade and repair of motor vehicles, motorcycles, personal and household goods; and oth-

er services. For the whole of 2018, the GDP grew by 6.2 percent.

Among the major economic sectors, Industry registered the fastest growth at 6.9 percent and was followed by Services, 6.3 percent, and Agriculture, 1.7 percent.

As of end-March, SSS pension loan releases reached P788.664 million to more than 32,872 retiree pensioners. Among the 166 branches receiving PLP applications, Bacolod branch approved the most number of PLP applications at 2,240 and released more than P47.16 million. Diliman branch, on the other, re-

leased the highest amount of pension loans amounting to P48.08 million to more than 1,861 pensioners for the said period.

The top three branches with the most number of approved PLP applications were Victorias branch in Bacolod; Cebu branch; and Bago branch.

PLP was launched in September last year in celebration of the 61st anniversary of the pension fund and was intended to be offered to retiree pensioners for a period of one year only. But now, PLP has become a permanent loan facility of SSS under Republic Act 11199 or the Social Security Act of 2019 which took effect last March 2019.

With only 10 percent interest per annum, PLP offers lower interest rate compared with high-interest loan offerings of some �inancial institutions.

n early March, SSS relaxed its guidelines for more than 1.2 million retiree pensioners so that those who are receiving their monthly pension even for just a month, is already quali�ied to avail of the SSS pension loan. In the old rule, a retiree-pensioner must be receiving his monthly pension for at least six months to qualify for the pension loan.

Tagum inaugurates meditation center

AGUM CITY—The Meditation House located inside the premises of the government center of Tagum City was �inally opened to the public last April 28, 2019 upon the conduct of a dedication service.

The 8 million-peso building which began construction last March 8, 2018, and ended last April 26, 2019, is divided into two spaces to cater to the Christian and Islam believers and will serve as

a peaceful area to contemplate and pray.

The meditation house is constructed in accordance to the EAGLE WINGS agenda of the current administration which aims to promote the holistic development of Tagumenyos where they can exercise their faith and belief.

“The goal of this project is to promote God-centeredness in the lives of the citizenry for we envision empowered Tagumenyos enjoying a better quality of

life in the liveable society through good governance under the guidance of the Divine Providence,” Mayor Allan Rellon said in his speech.

The religious service which was headed by Rev. Renato P. Combatir was immediately followed by a wedding ceremony which was the �irst event to be ever conducted in the building.

The building is expected to cater to more or less 3,057 employees and of-

�icials of the city government and an average of 153 couples availing the Kasalan ng Bayan every year.

The activity was also attended by city councilors, department and division heads, and other employees.

238 pawikan hatchlings freed in April at the Cleanergy Park

T

he year 2019 has got off to a good start as Davao Light and Power Co., Inc welcomed a total of 238 pawikan hatchlings at the Cleanergy Park in Sitio Punta Dumalag, Matina Aplaya.

Last April 3, 92 pawikan hatchlings were released out to the sea. The next day, 10 more hatchlings were released after being found trapped in the nest. These hatchlings came from pawikan nest number 1, which was found laid at the Cleanergy Park last February 3.

Meanwhile, in April 18, another set of pawikan eggs were hatched. The hatchlings came out from nest number 2 discovered at the park last February 19. A total of 94 hatchlings were found and released the same day. The following day, 42 additional hatchlings were released. These

were also found trapped inside the nest.

“We must double our conservation efforts in preventing the trash from reaching the ocean especially that sea turtles and other marine creatures mistake plastics and other garbage as food. In this way, we are not just helping save the pawikans but we are also helping sustain the environment. Thus, advancing business and communities,” said Davao Light Director and President and COO Rodger S. Velasco.

The releasing of the second batch of pawikan hatchlings that happens to be a Maundy Thursday was attended by around 200 visitors. Adult and children alike were happy to witness little pawikan hatchlings as they start their journey to the sea.

EDITORIAL Moral obligation Agriculture Secretary Emmanuel Piñol gave a simple yet straightforward message to rice traders: “Do your business with a conscience.”

Secretary Piñol is referring to the liberalization of rice importation via the enactment of Republic Act No. 11203. While the measure is intended to arrest the rice shortage in the country, there is also the danger of overimportation which could result to imbalance in the supply market. The end result is depression of rice prices in the market which, in the long run, will affect the local farmers. The latter will be at the losing end of the oversupply which is something the government does not wish to happen. However, it could be inevitable. The Agriculture chief further warned that the toll on local farmers would create a big dent which could result to them being vulnerable to what he calls as “the enticement of radical groups who would like to destabilize (the) government.”

But that is going further.

Looking closely at the rice situation in �igures, there is an anticipated shortfall of about 1.6 to 2.0 million metric tons (MT) every year in order to reach food suf�iciency despite intensi�ied local production. For 2019, the DA is targeting 20 million MT rice production or 93-percent rice suf�iciency.

This, amidst the El Niño that affected the country’s rice-producing provinces. Hence, RA 11203 which grants traders permit to import rice by simply procuring a sanitary and phytosanitary permit from the Bureau of Plant Industry (BPI) and pay the tariff rate.

The caveat, nevertheless, is to manage the importation without abuse.

While pro�it is the motivation for businessmen to engage in rice importation, there is also the moral obligation to keep the supply within absorptive levels.

What the DA could possibly suf�ice to add, more than the plea, is to issue a similar warning to those who violate the provisions of import liberalization that the law will fully be implemented in the interest of protecting consumers and local farmers. Some big, stubborn businesses don’t heed pleas when allowed by law to do something they are not used to doing.

MAKING THE MOST OUT OF RAMADHAN Ramadhan is just around the corner and for us here in the Philippines, it is a blessing that it is during the summer months. Despite the longer fasting hours, it is a good thing for us because many Muslims particular those from the younger generations are on vacation and may perform fasting and many good deeds during Ramadhan without being added the burden of going to school, doing projects and other extra-curricular activities. So here is how you make the best out of Ramadhan.

Make the best out of this Ramadhan by knowing its virtues. Most Islamic centers and mosques offer free lectures on the subject. Islamic audio-visual presentations are being shared on social media as well about Ramadhan.

Knowing about the virtues of Ramadhan make us appreciate it even more and strive in the performance of good deeds in the limited number of its blessed days. Ramadhan is the month when Allah began the revelation of the Quran to Prophet Muhammad, therefore, one should strive in reading the book of Allah as much as possible. Allah said in the Quran, “The month of Ramadhan is when the Quran was sent down, as guidance

to mankind and as teachings from the guidance and the criterion between right and wrong.”

Ramadhan is also a virtuous month as it is a month that Allah has made special by making fasting obligation in all of its days. Among the virtues of fasting is for people to attain piety. Allah said in the Quran, “O you who believed, fasting has been made obligatory upon you the same way it has been made an obligation to those before you so that you may attain piety.” Ramadhan is a special act of worship that only Him knows who are the people who truly fast and He shall be the only one to reward it.

It is also important to know that good deeds done during Ramadhan are better rewarded in this month.

Sheikh Bin Baz said, “Because Ramadan is of such a high status, acts of obedience during the month are of immense virtue and earn a greatly multiplied reward, and the sin of acts of disobedience during this month is greater and more serious than sins at other times. So the Muslim should make the most of this blessed month by doing acts of worship and righteous deeds, and giving

up bad deeds, in the hope that Allah, may He be glori�ied and exalted, will bless him by accepting those deeds and will enable him to adhere to the truth. But the bad deed always incurs an equal burden of sin, and is never multiplied, either in Ramadan or at other times, whereas a good deed receives multiple rewards, tenfold up to many times more than that.”

The scholars also said, “Both good deeds and bad deeds are multiplied at special times and in special places, but there is a difference between the multiplication of the reward of good deeds and the multiplication of the punishment of bad deeds. The multiplication of good deeds is in both quantity and quality. What is meant by quantity is number, so a good deed is multiplied by ten times the like thereof, and what is meant by quality is that the reward is great and vast. With regards to bad deeds, it is multiplied in terms of quality only, which means that the sin is greater and the punishment is more severe. With regard to quantity, a bad deed receives one sin, and it cannot be more than one.

cial place such as Makkah, Madeenah and Bayt al-Maqdis (Jerusalem), and in the mosques; and at special times such as on Fridays, during the sacred months and in Ramadhan.” Because of this, Muslims should try to avoid sins in this month as he should do his best to perform good deeds as much as he could.

Other good deeds that Muslims may perform during Ramadhan is the I’tikaf or the residence in a mosque for a period of time to devote one’s self in performing acts of worship such as reading the Quran, prayers, and others. Charity, feeding the poor and other good deeds are recommended also.

Another important thing to do to ensure that you have proper knowledge on how to perform the good deeds in Ramadhan especially fasting during the day and offering voluntary prayers during the night. Fasting is done by avoiding everything that shall invalidate the fast from the beginning of the sunrise at dawn until sunset. Actions that invalidate the fast are eating, drinking, sexual intercourse, ejaculation, blood-letting, intravenous �luids, and intentional vomiting. However, if one eats or drinks during the

day and he is fasting, then his fasting is still valid due to what Prophet Muhammad said, “Whoever eats and drinks due to forgetfulness that he was fasting should continue his fast because it was Allah who fed him and made him drink.”

The people who are obliged to fast are Muslims, those who attained the age of puberty, those who are not traveling or sick, and those who do not have menstruation or post-partum bleeding among the women. Children below the age of puberty are not obliged to fast but they are told to do so in order to get them accustomed to it. Traveling and sick Muslims are allowed not to fast for their convenience and speedy recovery respectively. Allah said in the Quran, “Whoever is sick or is traveling should fast the days that he has not fasted in other days.” Special consideration is also being given to those who may need to break their fast in order for them to perform arduous tasks such as rescue workers in order for them to have enough strength in performing their duties.

With all these said, it is important to be reminded that Muslims must avoid evil actions and speech during the Holy month of Ramadhan.

TELEVISION AND TOILET HUMOR We are a Third World country where majority of the people are glued to the TV set day in, day out.

The national leadership is trying its’ best to get our country out of the deep ignorance it is in today.

Millions of our people are stinking poor while only one percent of the population - or even less – belongs to the pro�ligate rich.

There is a school of thought that tells us that people of Third World countries - try as they might – are unable to overcome poverty because of a mindset that seem to deter them from exerting their very best efforts to reach a higher level of existence.

I am referring to a complacent attitude brought about by the great inclination of the majority of Filipinos who spend much of their precious time watching

local television programs that are purely about showbiz chatter, gag shows of the toilet humor and slapstick genre, telenovelas (foreign and domestically produced) that emphasizes more family con�lict than unity, action movies with predictable endings, tearjerkers, and so forth.

I strongly advise my readers to stop watching TV. Grab a book instead and read more.

For the life of me, I cannot understand why there is no strong move from the Dep-Ed to publicly make a denunciation of the kind of TV programming the mainstream media are producing for the Filipino audiences.

From sunrise to midnight, Filipinos have become willing targets of the unstoppable �low of “garbage” dished out by two of the top-rated TV channels, an

outlandish bombardment of the mind that keeps it from being literate and learned.

Know this.

Education – the kind that improves the mindset and total consciousness of a person – is the primordial responsibility and constitutional duty of our government to its people.

Historically, the Filipinos were subjugated by the Spaniards to become domestically tamed and timid so that they will remain slaves of their own ignorance.

For nearly four hundred years, our European colonizers were successful.

The mental emasculation continues and the poor millions of our countrymen don’t even recognize what is hitting them.

Yes, because as someone said: “The aim of education is the knowledge, not of facts, but of values.”

Toilet humor has helped in the degeneration of the national psyche such that the choices the people make don’t even bother them to think whether these lead to the improvement of their socio-economic status in life or not.

Dep-Ed authorities should lead a movement to prevent young, schoolaged children from the toxic fumes emanating from inane and very stupidly-produced television programs.

I place the blame and the burden squarely on DepEd people because they are in the forefront of shaping the minds and consciousness of the young whose usual formative years are shared with the “idiot box” at home.

I believe these children deserve more than just the casual attention they are getting because cheap entertainment is usually pur-

chased free of charge.

What kind of values, therefore, is the entire Filipino family being subjected to by the daily parade of low-quality TV programs, not to mention the precious time wasted that should otherwise have been diverted to worthwhile activities?

No wonder the political terrain continues to see the same faces of shrewd and tricky politicians running for public of�ice because the Filipino mindset has not improved through the years.

In whatever way experts look at poverty, there are some good news. In recent years, poverty level in the country has declined, with 21.6% of Filipinos living the poverty line in 2015, compared to 26.6% in 2006.

A report from the Asian Development Bank entitled, Poverty in the Philippines: Causes, Constraints and Opportunities, gave some clearer views on what causes poverty in the country. Although released in 2009 yet, the key findings are still relevant as ever.

Poverty, for one, remains a mainly rural phenomenon though urban poverty is on the rise. For another, governance and institutional constraints remain in the poverty response. “There is weak local government capacity for implementing poverty reduction programs,” it said.

Agriculture Secretary Emmanuel F. Piñol knew this. This was the reason why he initiated an agri-related anti-poverty program called Special Area for Agricultural Development (SAAD) in his province when he was governor of North Cotabato (1998-2007).

Saad is actually a Visayan word for “promise.” “Though his good will and dedication, the program took place and was able to provide aid in his home province,” the website of the program stated. “Part of its impact was the alleviation of poverty in the province thus lifting it out of the top 10 poorest countries in the country in 2007 with reduced poverty incidence rate (from 52% down to 29%, based on the Philippine Statistics Authority data).”

The SAAD program is part of the thrust of the Duterte administration to be the lead agricultural development program by 2020 that would help increase food production and reduce poverty in the country. It is composed of two major components: the social preparation and the livelihood interventions.

Social preparation “encompasses the series of training (including needs assessments) in order to ensure readiness and empowerment of the SAAD bene�iciaries in accepting and managing the interventions being provided by the program,” the website explained.

The livelihood interventions, on the other hand, “entail livelihood projects to be given based on the assessed needs of the recipients.” Examples include backyard chicken raising, native pig raising, egg production, duck raising and �inancial assistance in income-earning projects.

“As of this year, 30 provinces have been included in the SAAD program with 30 more to be identi�ied in the remaining three years of the

The �irst 10 provinces enrolled into the SAAD program were Apayao, Negros Oriental, Northern and Eastern Samar, Zamboanga del Norte, Lanao del Sur, Maguindanao, North Cotabato, and Sarangani.

Last year, the following provinces were enrolled: Catanduanes, Sorsogon, Masbate, Siquijor, Southern Leyte, Sulu, Bukidnon, Compostela Valley and Sultan Kudarat.

This year, the enrollees are Kalinga, Mountain Province, Occidental Mindoro, Negros Occidental, Antique, Bohol, Misamis Oriental, Lanao del Norte, Agusan del Sur and Surigao del Sur. “When we implement the SAAD project in the provinces, my instruction was to make sure that there would be a poverty reduction in two years,” Piñol said, adding that provinces enrolled in the program would be covered for two years with 10 new provinces enrolled in the program every year.

The good news is: at least 10 provinces included in the SAAD program have dropped its poverty rate, ac-

cording to the latest poverty incidence report released by PSA. “Ten provinces saw huge cuts in poverty incidence in the �irst half of 2018,” the Business Mirror reported. “Siquijor topped the list, with the rate falling by 39.71 percentage points to 10 percent, followed by Ifugao, falling by 28.38 percentage points to 15.5 percent; Northern Samar, 23.78 percentage points to 30 percent; and Apayao, 23.56 percentage points to 23.3 percent.”

The news report went on: “Other areas where poverty incidence declined are Sorsogon, down by 22.22 percentage points to 24.5 percent; Bukidnon, 22.08 percentage points to 32.1 percent; Catanduanes, 17.93 percentage points to 19.4 percent; Mt. Province, 17.35 percentage points to 24.4 percent; and North Cotabato, 16.75 percentage points to 25.6 percent.”

“While there is no of�icial study yet to determine whether the special programs of the DA directly contributed to the reduction of poverty in these areas,” Piñol reiterated, “this report comes as a great relief to the department.”

avao Region’s little cagers are bound for the semi�inals at 9:00am on Friday after pulling off a 78-62 over Region 1 in the quarter �inals of the 2019 Palarong Pambansa elementary boys basketball tournament held on Thursday morning at the RMC PETRA GAZZ Arena in the Rizal Memorial Colleges.

Villanueva handed the region’s second silver medal during the �irst day

of the competition on Tuesday after placing second in the secondary girls 400m freestyle event with 4:43.29.

Meanwhile, Liaa Margarette Amoguis swam to her �irst individual Palarong Pambansa gold medal after dominating the elementary girls 400m freestyle Thursday morning.

Amoguis checked in at 4:52.35 to beat Calabarzon’s Renavive Rontessa Subida (5:04.81) and Aliah Hannah Lopez of Western Vi-

sayas (5:06.79), who placed second and third, respectively.

“I’m really happy because Davao didn’t get enough gold and I think I was the �irst one who give the individual gold,” Amoguis said Amoguis earlier captured a silver medal in the 200m individual medley and a bronze in the 200m freestyle.
