PSA XI will be utilizing two registration methods – the �ixed reg-

istration centers and the other, mobile registration wherein PSA XI will visit barangays to capture individual information. The latter will be made possible through coordination with LGUs and barangay of�icials to set up.

Abaro shared that one issue that they are looking into is the upsurge of registrars once the registration begins.

In the comments section of Philippine News Agency's (PNA) Facebook account, a number of netizens said now is the time for the Comelec to take action against party-list groups creating more and unnecessary issues instead of helping the government better address the nation's problems.

Netizen Ysay Baroro commented that NPAlinked party-list groups "have no right to hold a position in the government because all they bring are troubles".

Meanwhile, Antonio del Castillo Jr., in his comment, said Comelec must have done the registration cancellation of such party-list groups a long time ago.

On Friday, Angela Aguilar, secretary general of Kababaihang Maralita, a non-government organization, �iled a petition before the Comelec against Makabayang Koalisyon ng Mamamayan (MAKABAYAN), Bayan Muna, Anakpawis, Kabataan, Alliance of Concerned Teachers (ACT), General Assembly Binding Women for Reforms, Integrity, Equality, Leadership, and Action (GABRIELA), with senatorial aspirant Neri Colmenares as the lone individual respondent.

Aguilar, in her petition docekted as SPP 19-006, said that she has personal knowledge that MAKABAYAN party-list groups and Colmenares are connected with the NPA, being a former CPP “kadre" and ACT member.

She cited the Comelec's motu propio powers under the Republic Act 7941 or Party-List System Act’s Section 6, Paragraphs 2 and 5 as reference.

The Party-list System Act, which was passed in 1995, allows the Comelec

to assist Filipinos working and living in North Borneo, particularly providing them with social services that they currently do not have due to the standing claim of the Philippines on Sabah,” he said.

The MinDA chief denied making a statement that he would leave it to “the Malaysian Foreign Ministry to convey the message that Sabah was an independent entity within Malaysia and that the Philippines should drop its claim on Sabah.”

Duterte vows to continue support for sports programs

resident Rodrigo Duterte on Sunday assured the country’s young athletes of government’s continued support to the sports programs to help them hone their potentials.

In his speech during the opening of the 62nd Palarong Pambansa (National Games) at the Davao CityUP Mindanao Sports Complex on Sunday, Duterte recognized the importance of sports as an effective avenue “to instill among the youth essential characteristics for nation-building such as discipline, teamwork, and perseverance.”

“Let me assure you that the government will continue to promote physical education and other relevant sports programs that will support our athletes in

reaching for their dreams and aspirations,” he said.

He added that the government would empower more Filipino athletes to stand out in their respective �ields and eventually bring pride to the country as they compete in international sporting events such as the Southeast Asian (SEA) Games that will be held in the country from November 30 to December 11, 2019.

Duterte also enlisted the support of the young athletes in his administration’s campaign against il-

legal drugs, criminality and corruption, for the next generation.

“This administration remains determined in pursuing [its] campaign to eradicate illegal drugs, criminality and corruption.

I need your support, our young athletes, in this endeavor if we are to ensure a safe and progressive future for the next generation of Filipinos,” he said.

He said development and progress would not prosper in the country when graft and corruption continues to linger in the government while the illegal drugs enslave their users, resulting in dysfunctional families and crimes.

Authority (MinDA) on Saturday denied he made a proposal to set up a consulate in Kota Kinabalu in Sabah, Malaysia to provide assistance to several undocumented Filipinos, including issues of statelessness of the children there.

In a statement reacting to an April 22 report citing a tweet from Foreign Affairs Secretary Teodoro Locsin, Jr. that the proposal by a senior of�icial of the Duterte administration to set up a consulate in Kota Kinabalu is “treason,” Secretary Abul Khayr Alonto, MinDA chair, said what he proposed was not a consulate but a cultural of�ice in Kota Kinabalu to implement various initiatives and programs to strengthen the cultural ties between Filipinos and Malaysians who share the same historical origins and cultural af�inity.

PRRD hails return of Palaro to Davao City after 69 years

resident Rodrigo Duterte hailed the return of the biggest multi-event national sports conclave to Davao City in 69 years and led his hometown's hospitality rollout to the 18,000 delegates on Sunday.

The President formally declared the 2019 Palarong Pambansa open after a 20-minute inspirational message on a rain-soaked afternoon at the Davao City Sports Complex in University of the Philippines Mindanao.

A visibly thrilled President Duterte came on time without showing any signs of fatigue from his recent trip to China as he addressed delegates from the 17 regions of the country by compassionately expressing his willingness to make the country a better place to live for the next generations even in exchange of his own life.

The president also encouraged the youth to avoid the dangerous drugs and warned the drug dealers that includes foreigners to kill them if they keep on destroying the country.

"Do not destroy my land. Papatayin ko talaga kayo," Duterte said. "(This is) the last thing I will do for my country. If I go to hell, and burn in eternity, so be it. If you want me hanged, or face a �iring squad, I will be happy that I die for the next generation," he added.

Davao City last hosted the national sports meet in 1950 when the Palarong Pambansa was then known as the Bureau of Public Schools Interscholastic Athletic Association meet.

"I congratulate the people of Davao for hosting this annual sports event for the second time since 1950.

I am proud that after so many years my home city, once again proudly welcome young promising athletes from all over the country," he shared. "In behalf of Davao City and the rest of the nation, I welcome you elementary and secondary students from public and private schools all over the country to participate in the 36 sports event. We also wish all the best for the participants."

Comelec releases nearly P70M for postal fees

he Commission on Elections-Of�ice for Overseas Voting (Comelec-OFOV) has released close to PHP70 million for the payment of postal fees for voters overseas in connection with the ongoing overseas voting for the May 13 mid-term polls.

Comelec-OFOV Director Elaiza David said a total of PHP69 million has been allocated for the mail stamp fees.

“For this purpose, the Comelec transferred 55M and approved an additional 14M for payment of postage fees to ensure that the mailing packets for Overseas

voters will be delivered,” she said in her Twitter account, @Atty_Lai, on Saturday.

The fund was released in response to the clamor of some Filipinos abroad that they have yet to receive their of�icial ballots due to lack of funds for the postage fees.

The ballots will be sent through mail by their diplomatic posts in the countries where they are located.

Aside from postal voting, some registered Filipino voters overseas will be casting their votes through the vote counting machine (VCM).

DA, DTI to monitor prices of sugar

he Department of Agriculture (DA) and the Department of Trade and Industry (DTI) will team up in monitoring the recent irregular increase in sugar prices in the market.

“We conduct a lot of investigations, but at the end of the day, it will always redound to participation by the stakeholders,” Agriculture Secretary Emmanuel “Manny” Piñol said on the sidelines of the launch of Pilipinas Agila Tires, held at the Crowne Plaza Hotel in Ortigas, Quezon City on Friday.

Piñol said he has spoken with Trade Secretary Ramon Lopez and they both agreed to look into what is happening in the market that led to the rise in sugar prices.

He said the product is already out of the farmers’ hands.

“It is now in the hands of traders and middlemen,”

he said, noting that some imported sugar have not yet been released into the market.

“So, Secretary Mon and I agreed that we will team up in the monitoring of prices on agri products, such as sugar,” Piñol said.

“We will base our monitoring through the Price Act,” he added.

ormer Agriculture Secretary William Dar on Saturday proposed the creation of a Department of Fisheries that will be independent of the Department of Agriculture to give more attention to and support for the sustainable development of the country's �isheries and aquatic resources.

In his presentation during the Policy Summit on the Future of Fisheries at Green Sun Hotel in Makati City, Dar said for the past �ive years, the �isheries sector recorded negative growth -- -0.15 percent in 2014, -1.96 percent in 2015, -4.18 percent in 2016, -1.73 percent in 2017, and -1.13 percent in 2018 despite having 220 million hectares of territorial waters including the sexclusive economic zone, 750,000 hectares of inland waters (lakes, rivers, reservoirs), and a coastline of

17,460 kilometers.

The Philippines is considered a highly-biodiversed country being at the center of the Coral Triangle, which has now been recognized as the global center for marine biodiversity, However, Dar said malnutrition and poverty still exist in many parts of the country particularly in coastal communties and that small �isherfolk still belong to the "poorest of the poor".

This is because the country's inland and coastal waters are degraded and over�ished, and there is "limited" fund for the development of the �ishing industry such as the putting up of post-harvest facilities like cold storage facilities, he noted.

Dar said there is also the problem with "restricted" undertaking of research and development

(R&D) by the Bureau of Fisheries and Aquatic Resources (BFAR) as in the case of the Philippine Rise (formerly called the Benham Rise), which has the potential that could make the country one of the top exporters of marine products in the world.

"Up to now, the Philippine Rise issue is usually treated from a political standpoint than scienti�ic and economic. If BFAR had enough funds to conduct more R&D on the Philippine Rise, we would have known how much potential that area has economically, and crafted programs to harness the resources there in a sustainable manner," he said.

Dar said the vision and mission of the proposed Department of Fisheries is to harness the R&D and science-based solutions to address wide-ranging poverty especially among

Creation of Dep’t of Fisheries pushed F

he Japan International Cooperation Agency (JICA) and the Philippine Government recently started the installation of the electro-mechanical system at the Light Rail Transit (LRT) Line 2 East Extension Project.

The project will boost the train’s capacity and promote seamless connectivity in Metro Manila.

The JICA assistance forms part of the Japanese bilateral aid agency’s support to the Philippine railway sector to help mitigate traf�ic congestion and reduce air pollution.

“The project is our way of contributing to a better quality of life of many Filipinos, especially the commuters who suffer from traf�ic everyday and deserve better connectivity. By supporting the Philippines’ transport infrastructure, we are also helping attract investments and create jobs in the country,” said JICA Philippines Chief Representative Yoshio Wada.

According to JICA, the electro-mechanical (EM) system is the last component of said railway extension project. The extension is within a 4-kilometer span of viaduct and two additional stations built by the government along Emerald Drive in Marikina City and Masinag in Antipolo City. Said EM system follows the government’s completion of the train’s viaduct and station.

Likewise, the EM system package for LRT Line 2 includes the power distribution system, signaling and telecommunications, operation control center, tracks, among others to meet the technology demands of an ef�icient railway system. The extension project is expected to be completed in the latter half of 2020 and transport an additional 80,000 passengers daily from the current daily ridership of 240,000.

Since the 1970s, JICA has been supporting the Philippine railway sector through detailed design studies and strategic mass rail transit development and capacity enhancement for LRT Lines 1 and 2 in Metro Manila. Recently, JICA has announced extending its continuing support to Philippine sustainable development through the Metro Manila Subway Project and the NorthSouth Commuter Railway Project meant to develop the north-south transport backbone of the country.

Tax Academy to offer courses on app-based microlearning

he Philippine Tax Academy (PTA) is now in the process of designing courses for an online application-based microlearning platform in line with its efforts to make continuing education and training for of�icers and employees in state revenue agencies readily available through smartphones and other portable communication devices.

A microlearning platform is both a cost- and time-ef�icient tool that allows learners to select online short-term courses or training modules that are most applicable to their current needs on whatever handheld device is available.

Finance Undersecretary Gil Beltran said that besides this ongoing project, the PTA, which is under the supervision of the Department of Finance (DOF), has also tied up with the University of the Philippines Law Center in designing a capacity-building and legal training program for of�icers and employees required to undergo training at the PTA. The PTA is likewise lining up a series of lec-

tures on climate �inance and on tax reform and the �iscal regime in the mining sector, said Beltran in his report to Finance Secretary Carlos Dominguez III during a recent DOF executive committee (Execom) meeting.

In his visit to Osaka in February to lead the country’s delegation to the 7thmeeting of the Philippines-Japan Joint Committee on Infrastructure Development and Economic Cooperation, Dominguez also toured the National Tax College Osaka Training Center.

The tour was designed to help visiting DOF of�icials learn from the Osaka center’s best practices and experiences and later adopt them to help transform the PTA into a premier tax education center and training hub for of�icers and employees of the Bureaus of Internal Revenue (BIR) and of Customs (BOC) along with the DOF’s Local Government Finance (BLGF) and the country’s local government unit (LGU) treasurers.

Fueling Collaborations through Innovation

I

n today’s innovation race, the ability for organizations to identify and act on digital trends as they arise can spell the difference between success and failure. The emergence of new digital tools helps companies respond swiftly to changing business demands, industry movements, and global occurrences and seize opportunities as they come.

Moreover, these innovations also fuel the creation of digital business models.

However, enterprises should consider the proper integration of innovation within their organizations to ensure rapid upward economic mobility. Collaborative environments within and beyond infrastructures also are ones of the keys to assure steady growth of organizations in the digital world, while simultaneously obtaining information about current challenges, as well as potential problems.

Innovation in Southeast Asia In Southeast Asia, for instance, technological innovations, and even digital transformation, pave the way to success for most businesses. These innovations have also played a massive role in accelerated growth of the region.[i] A report released by the ASEAN Economic Integration, Southeast Asia is now projected to be the fourth largest economy by 2030.[ii] This forecast means that the region is making a global impact as it focuses on innovation, especially with its goal of building business models that can solve economic and social challenges around the world.

Innovation in the Philippines Enterprises in the Philippines are still looking out for ways on innovating their products, services, systems, and strategies and other solutions to face the pressing challenges from the rise of Industry 4.0.

EDITORIAL In thy hands President Rodrigo Duterte told athletes from the 17 regions around the country during the opening of the 2019 Palarong Pambansa on Sunday afternoon he is leaving the country in their hands in due time.

‘Due time’ means in three years when he shall have bowed out of the presidency and walk away into the sunset of an otherwise glorious political career, leaving behind a legacy in public service that is going to be hard to surpass or even duplicate.

The President spoke emphatically, even showing some signs of disgust and resignation, to the difficult task of combatting illegal drugs, corruption in government and criminality. Into the hands of the youth, he said, the country’s future will depend. The fight against the evil drugs, corruption and crime has begun but it definitely is not going to end during the term of President Duterte.

Hence, his call for the next generation of leaders to be wary of this fight and their role in this important struggle.

His plea was addressed to the children whose competitive juices and indomitable spirit are harnessed in the arenas of sporting battle. They are the right specimen to carry on the fight and lead this nation against the evils that demonize it, and against those who support these evils. It will be a long drawn out battle and the President had realized that. That is why he needs the youth to understand their roles and be ready to run the torch when their time comes.

The message should linger in the minds of these young athletes. The battlefield in sports is just their training ground for the bigger battle ahead where no medals are at stake but eternal liberty from the curse of these evils.

DAVAO’S HISTORICAL BANKS In recent decades, inspired by the business boom that has made Davao region the center of commerce in Mindanao, banks have been sprouting left and left, some bearing foreign names.

Four of these lending institutions, interestingly, carry historical signi�icance.

Founded on August 1, 1851, El Banco Español Filipino de Isabel II, later Bank of the Philippine Islands, is the country’s second and southeast Asia’s �irst bank.

Named after Isabella II, queen of Spain and daughter of King Ferdinand VII, it was the �irst Filipino bank established by the government. Rodriguez Bank, founded

by London-based Filipino Quaker Francisco Rodriguez in Manila in 1830, was the �irst. Created by virtue of a royal decree, the bank was imbued with the power to print the �irst Philippine currency known as peso fuerte, minted on May 1, 1852 and had the face value of the Mexican peso in gold or silver.

Following the successful revolt on September 3, 1869 that dethroned Isabella II, the bank, holding of�ice at the Royal Custom House in Intramuros, Manila,

was renamed Banco Español-Filipino. It was later transferred to 4 Plaza Cervantes, a prime property of the Dominican friars. Its �irst branch outside Manila was opened in Iloilo on March 15, 1897. As of 2018, BPI had twenty-four branches in Davao region, three of these are thrift banks.

A year later, �ive other branches were opened, including those in the cities of Panabo and Mati.

Fifty-�ive years after BPI’s birth, the Philippine Commission passed Act No. 1493 on May 24, 1906, establishing the Postal Savings Bank as a division of Bureau of Posts. The aim was to bring banking services to the countryside and tap funds there. It was later interrupted by the war.

The bank was closed during martial law by virtue of Presidential Decree No. 121 signed

by President Ferdinand Marcos on January 29, 1973 after it was found competing with private thrift institutions. Over two decades thereafter, it became a self-governing chartered �irm under Republic Act No. 7354, signed on April 2, 1992, this time known Philippine Postal Corp. The same edict also mandating the bank’s

reopening.

Under Executive Order No. 44 signed by President Rodrigo Duterte on September 28, 2017, the postal bank was renamed Overseas Filipino Bank and placed it under the Land Bank of the Philippines, which acquired it on January 11, 2018. It opened its Davao branch on June 20, 1997.

Acknowledged as the oldest foreign bank in the islands is the London-based Hong Kong Shanghai Banking Corp. (HSBC), founded in 1865. It is one of the world’s largest �inancial institutions and has presence in seventy-nine countries and territories.

Its signi�icance in Philippine history happened on May 23, 1886 when Paciano, Dr. Jose P. Rizal’s elder brother, wrote a letter address to his only brother who was abroad at the time.

The correspondence states: “Enclosed you will receive a draft for 188 pesos against the Hong Kong Bank, in accordance to what you told me in your preceding letter.

It turns out more costly than in another bank, for here the discount does not exceed 2 1/2% while in that bank it is six.”

HSBC opened its Davao

branch on December 18, 2006, the �irst ever in Mindanao.

Meanwhile, Philippine National Bank (PNB), a government-owned banking institution and the oldest bank in Davao region, started operation in the city in 1917, a year after it was founded, by leasing a space at the four-story Awad building, then the tallest structure in Mindanao.

The �inancial institution was created by virtue of a charter drafted for a national bank.

PNB �irst held of�ice at the Masonic Temple in Escolta, Manila. It was established under Public Act 2612 passed by the Philippine Legislature on February 4, 1916 to replace the older state-owned Agricultural Bank.

(The Agricultural Bank, �irst proposed on May 19, 1908

by American Governor-General James F. Smith, was organized under Act No. 1865 of the Philippine Legislature. Under the statute, it was appropriated P1 million, given the authority to receive deposit from all sources, and provided exclusive loans to persons engaged in agricultural pursuits.)

At the time of PNB’s creation, Escolta was the ‘Wall Street of

the Philippines.’ American Henry Parker Willis was the bank’s �irst president and its �irst-ever branch was opened in Iloilo on July 24, 1916. The following year, it opened its �irst branch abroad—in New York—and another in Shanghai, China. The �inancial institution was also the de facto Central Bank and National Treasury until 1949.

Today, Davao’s �inancial landscape, largely an offshoot of industrial and residential development, is an amalgam of domestic and foreign banks that re�lect the economic health of the region. The historical banks operate alongside lending houses such as the state-owned Development Bank of the Philippines (DBP).

The other local banking leaders are Banco de Oro Unibank, Inc. (BDO), Metropolitan Bank and Trust Company (Metrobank), Security Bank Corp. (SBC), China Banking Corp. (CBC), Union Bank of the Philippines (Unionbank), United Coconut Planters Bank (UCPB), East West Banking Corp.

(EWBC), and Rizal Commercial Banking Corp. (RCBC), among others.

IS SHOPLIFTING A DISEASE? And so it came to pass that a military of�icer was caught shoplifting at a US Army commissary inside Fort Benning, Georgia a couple of years back. According to news reports, a closed-circuit camera caught him removing a 50-cent discount tag on a compact disc on sale and placing it over the $12.95 tag on another CD not on sale that he wanted to buy.

He is no Winona Ryder – the Oscar-nominated actress was once caught shoplifting more than US$5,500 worth of merchandise at the Saks Fifth Avenue in Beverly Hills – but he caught the attention of the Philippine media because he was the valedictorian of Philippine Military Academy Class.

A newspaper, Filipino Star News, published in Michigan, gives this bit of information: “Shoplifting, also known as ‘retail fraud,’ happens when a person takes or conceals something that is offered to the public for sale. You do not have to leave the store with the item, it is suf�icient that you altered, transferred, removed and replaced, concealed or otherwise misrepresents the price of an item with the intent to steal or take away an item without intention of paying it.”

There are two kinds of shoplifters: professional and amateur or casual shoplifters. The professional shoplifters are those who usually take expensive items, like clothing and jewelry that they can resell easily. Amateur or casual shoplifters make up the majority

of shoplifters. About 70% of the time, casual shoplifters don’t go into a store with the intention of stealing – they simply see the opportunity to take something and do.

Girls are more likely to do shoplifting than boys. A study in the United Kingdom – where more than two in 10 shoplifters are under 18 – showed 7,528 girls aged 13-15 were caught shoplifting. In comparison, there were only 6,370 boys of the same age doing the same thing.

In the Philippines, shoplifting is also very common. There was a report from the Philippine Daily Inquirer which said that a 32-year-old woman from Biñan, Laguna was arrested after a security guard found in her tote bag several toothbrushes worth over P5,000 she allegedly stole from a supermarket in Quezon City.

There was also the case of a woman who shoplifted a pair of shoes worth P900+ in a mall. “I was brought in the security of�ice and made me �illed-up a form writing a statement that I was invited in their of�ice and would pay the goods that I had ‘forgotten’ to pay,” she recalled.

“I was so scared and shaking while I was �illing-up the form. The investigator told me what was going to happen: he said I had to pay the amount of the shoes double and still not able to get the shoes. I beg to pay the exact amount of the shoes and not double but he said it was not

alright because that was their policy.

“I received no receipt or acknowledgement that I had paid and then I was taken a mug shot. I begged him not to do it since I had already paid and nothing else was found in my possession. But the man objected and still took a mug shot.”

There are many reasons why casual shoplifters steal, studies show. For teenagers, peer pressure can be a factor; they want to have the same expensive, stylish clothes they see their classmates wearing. Some people may also shoplift to prove that they �it in with friends who shoplift.

Unfortunately, many people who shoplift can’t explain why they do it. More often than not, they have enough money in their pockets to pay for the items that they steal. To think, shoplifters also know that it’s wrong and expect to be punished if they’re caught.

Shoplifting experts believe that these people are “acting out” by using shoplifting to relieve painful emotions, such as stress. Teenagers whose parents are going through marriage separation, for example, may turn to shoplifting because of the feelings of loss they’re going through.

Others may use stealing as a way of getting back at someone, like a parent or a friend, who has hurt them.

Shoplifters are also frequently bored or depressed. Experts at the Shoplifters Anonymous in the

United States say that teens also shoplift because they: think the stores can afford the losses; think they won’t get caught; don’t know how to handle temptation when faced with things they want; feel peer pressure to shoplift; and don’t know how to work through feelings of anger, frustration, depression, unattractiveness, or lack of acceptance.

Many people think that shoplifters have a mental disorder or that they must really need the items they are shoplifting to survive. But actually, kleptomaniacs (people who feel compelled to steal) or people who steal because they’re hungry and desperate only make up a tiny percentage of shoplifters.

Here’s something for Robert Ripley’s “Believe It Or Not.” Some recent studies have found that it’s possible for people to become addicted to shoplifting -- like they do to alcohol or drugs. In the United States, for instance, at least three million people are addicted to shoplifting. There is no such statistics available in the Philippines but we’re sure there are a number of Filipinos who are also doing this.

For these people, shoplifting means more than simply stealing items. It also robs them of their lives. Ask Sandra, a grandmother who has been shoplifting for more than 40 years. “I wasted most of my life - with an addiction that took over my life,” Sandra told Melinda Murphy, a correspondent who did a special report on the

subject for ‘The Early Show.’

Sandra �irst shoplifted when she was just barely a teen. It was her way to deal with a painful childhood. At 21, she married Tom, a happy time, yet Sandra stole on her honeymoon. “I had a wonderful husband who loved me no matter what. How could I do this to him?”

Dr. Jon Grant, an American psychiatrist who has treated hundreds for this addiction, says, “The craving is so strong, much like an alcohol craving or craving for heroin, that they really feel out of control, they feel almost like robots.”

Terry Shulman, an American attorney, author and recovering shoplifter, agrees. “I was so out of control, I scared myself.

I couldn’t believe what I was doing,” he says. “And I actually contemplated suicide.”

Among shoplifters, the inability to stop is very common. “After people become addicted to shoplifting, they will actually become agitated and anxious and won’t sleep, because they have got these cravings or these urges to shoplift and when they can’t do it, it affects them,” says Dr. Grant.

According to Dr. Grant, it is taking a long time for people to recognize it as an addiction because people don’t come forward and talk about it because of the shame and guilt associated with the behavior. Also, shoplifting is a crime and mental health professionals often don’t want to get involved in criminal behavior.

Coconut is known as the “tree of life.” And it’s not called as such for nothing.

“The amazing thing about the coconut palm is that it provides almost all the necessities of life: food, drink, oil, medicine, �iber, timber, thatch, mats, fuel, and domestic utensils, as well as serving important environmental services such as soil erosion control in coastal regions, wind protection and shade for other crops,” wrote Craig Elevitch, author of various books on tropical agriculture.

In the Philippines, coconut is one of the major pillars of the agriculture industry.

The Philippine Statistics Authority said coconut products contributed 43% in the agro-based revenue of the country in 2017 with a total of US$1.8 billion export value.

Copra or dried coconut meat is the main products of coconut. It has high oil content, as much as 64%. Coconut oil, which is the most readily digested among all fats of general use in the entire world, furnishes about 9,500 calories of energy per kilo. Its chief competitors are soya bean oil, palm oil, and palm kernel oil.

But due to the collapse of world vegetable oil prices, the farm-gate price of copra also sank – �luctuating between P13 and P15 per kilogram – thus creating an oversupply of copra all over the

country. Filipino farmers these days complained of very little income derive from their coconuts.

Now is the time for coconut farmers in the country to think of other uses than copra. “It is not enough that we plant the most number of trees or produce the highest number of nuts,” the Laguna-based Philippine Council for Agriculture, Aquatic and Natural Resources Research and Development (PCAARRD) pointed out. “It is getting the highest value and bene�its from this crop that matters most. The best way to do this is to transform the nuts and other coconuts parts into high-value products.”

The PCAARD, a line agency of the Department of Science and Technology (DOST) teamed up with the Philippine Coconut Authority (PCA) of the Department of Agriculture (DA) to come up with a compendium of Commercially-Viable Coconut Technologies.

Let’s take a closer look at some of these technologies which farmers can adapt and/or adopt: Coco sugar “The production of sugar, a high-value product from coconut sap/ toddy, paved the way for alternative livelihood for the coconut growers particularly in the rural areas of the country,” wrote Oscar G. Garin, former PCA

administrator, in his introduction to Pro�itability Analysis: Coconut Sap Sugar Production Module, also published by PCAARRD. “The coconut sap sugar is an emerging high-value product that captured the functional food market,” Garin continued. “It is known as a natural sweetener for diabetics due to its low Glycemic Index (GI) at 35, which is far from the 54 GI considered by nutritionists to be good for sugar-starved people. The phenomenal demand for this product has made a signi�icant impact in the marketplace as well as in the livelihood of coconut farmers in the rural areas.”

Currently, coco sugar is exported to the United States, Japan, and the Middle East. It is already available in Indonesia and Thailand but they are used primarily as confectionery sugar for making sweets and desserts.

Interest in the product by health enthusiasts and diabetics around the world is growing. The International Diabetes Federation projects that by 2030, the number of people with diabetes will double the number of the 194 million people reported in 2003.

Health experts claim that about 50% of people worldwide have diabetes but are unaware of it while 85% of them have Type 2 diabetes (which is attributed to bad eating habits and lack of physi-

cal activities. According to WebMd.com, this type of diabetes reportedly develops if the body does not respond properly to insulin, which makes it dif�icult for the cells to get sugar from the blood to convert into energy or if the pancreas does not make enough insulin.

Right now, the Philippines ranks 10 among the countries with the highest incidences of diabetes in the world. In 2000, about 2.7 Filipinos were diabetics. The Geneva-based World Health Organization (WHO) predicts that by 2030, the number of diabetics in the country will surge to 7.7 million.

Studies have shown the in�lorescence of coconut trees in good stand can yield an average of 2 liters of sap per tree per day. In addition, an average of 1 kilogram of sugar can be produced from 4 coconut trees per day.

Coco sugar, as it is now called, is rich in phosphorus, potassium, calcium, and chlorine. As an “invert sugar,” it also can be a valuable sweetener in food and pharmaceutical preparations and can be used as substitute for honey and sweetener for infant foods.

Coconut water An American health magazine hails coco water as “America’s healthiest beverage” for providing enhanced hydration, essential nutrition and all �ive essential electrolytes (calcium, potassium, magnesium, phospho-

rous and sodium).

When compared with a popular sports drink per 100 milligrams, coco water has more potassium (294 milligrams versus 11.7 milligrams), less sodium (25 milligrams versus 41 milligrams), more chloride (118 milligrams versus 39 milligrams), more magnesium (10 milligrams versus 7 milligrams), and less sugars (�ive milligrams versus six milligrams).

“Fresh coconut water is already highly valued in tropical countries,” Morton Satin, Chief of AG’s Agricultural Industries and Post-harvest Management Service Satin said. “A young coconut between six and nine

months contains about 750 milliliters of water really, its juice that eventually becomes the �lesh.”

A regular triathlete and a gym junkie took home the first ever Indoor Triathlon Challenge held in Davao City.

Marc Maningo, a veteran triathlete, and Angela Faye dela Pena ruled the Arcadia Fitness Gym Indoor Triathlon held from March 26 to April 12.

Maningo topped the Men’s Division besting Joseph Solero and Gil Ciudadano while Dela Pena reigned supreme in the Women’s Division over Judith Munda and Amelie Parinas.

A journey back to Malagos Garden IT HAD BEEN AGES since I last visited the Malagos Garden Resort. Although I was able to visit it last year, I was there for an event and as such, I was not able to explore the resort’s vast grounds and attractions.

Earlier this month, my aunt Helen hosted a family get-together at the said resort and I could say that I was among the ones who were really excited to be there.

After a short 45-minute ride, we arrived at the Malagos Garden Resort. The reception area was still the way I remembered it but everything beyond that was different for the better. From the reception, we made rode on the resort’s shutter to the amphitheatre where everyone enjoyed and exciting and informative bird show.

The Malagos Bird Show, features many of the resorts resident avian friends showing off their flying skills as well as intelligence to communicate the importance of protecting the environment as well as teach kids about the different kinds of birds in the wild.

After the show our group had a quick lunch which was part of the resort’s package. The air-conditioned buffet area was nice and cool which was a welcome respite from the warm summer heat. On the menu were fresh salads with greens and vegetables grown within the resort as well as dishes featuring Malagos Cheese and Malagos Chocolate. I particularly liked the Pork Adobo with Malagos

Dark Chocolate. The richness of the dish was accented with earthy notes and a slightly acidic finish of the chocolate.

After lunch we decided to cool down some more by exploring the Malagos Chocolate Museum. A treasure trove of information on cacao and cacao processing, the museum is a playground for kids and adults alike with informative and interactive exhibits featuring the much-loved bean and how it is graded and eventually turned into chocolate.

Exploring the resort some more, me made it just in time for the resort’s Animal Encounter show which featured various birds and farm

animals. It was nice to see kids being able to interact with the farm animals and learning what the animals do and how the farm animals live.

Another attraction we enjoyed was the Bird Feeding Dome, were we got to interact with hundreds of the resort’s friendly resident lovebirds who are more than willing to land on your head or hand to get a treat. We found a local with a big machete and through sign language we convinced him to open coconuts for us. The woman with the cataracts got splashed in one eye by the coconut juice, and it burned a bit.

“We were all digging through everything we had for something to relieve her eye ‘injury.’ All we came up with was one moist washcloth.

Her husband wiped her eye and placed the washcloth over it. About 10 minutes later she announced we should head back to the ship. We did.

“The next morning at breakfast she said that her eye was much better and that she could see very well. We examined her eye closely and could not see any signs of the cataract, which was quite obvious the day before.

She said she wished she had gotten splashed in both eyes. Then the idea dawned on us to ‘splash’ her other eye.

“We did that very day

as soon as we got ashore and also repeated the other eye too. This time we were prepared. We went to the local market, grabbed a coconut, opened it, and strained it through a washcloth into a plastic cup, dribbled the juice into both eyes, placed a warm washcloth over both eyes, waited 10 minutes, and the rest is history.”

No more cataracts and there was no surgery done. “Coconut water contains antioxidants as well as magnesium, potassium and other minerals and enzymes which may un-denature or relax the lens proteins, allowing them to realign and become transparent again,” Fife wrote.

Arcadia swim lessons batch 2 set May 6-10

rcadia Active Lifestyle Center will stage the second batch of its Summer Swim School on May 6-10.

The program, open to kids 5 to 12 years old, will be comprised of modules in basic swimming techniques, personal survival, water safety and basic rescue skills. It is an ideal children's activity during the summer break.

The program promises some fun and informative swimming lessons organized by the Arcadia Active Lifestyle Center in partnership with the Philippine Life Saving Organization.

Veteran swimming coach Ope Aliño heads the coaching staff.

"Swimming is the best cardio exercise for you and your kids.

eslie Delima woke up to Davao’s glorious sunrise and by the time she had her morning breakfast, a gold medal is already hanging on her neck.

The Bicol Region Athletic Association (BRAA) long distance ace captured the �irst gold medal of the 2019 edition of the Palarong Pambansa on Monday morning at the University of Mindanao track oval.

Delima, a 14-year old Grade 9 student of Baao National High School in Bicol, not only won the gold but also defended her crown in the secondary girls 3,000 meter with a clocking of 10 minutes, 22.42 seconds. The gold medal run gave the Baao native her backto-back gold in the same event she ruled last year in Vigan.

Delima won hadily over Northern Mindanao Regional Athletic Association (NMRAA) bet Camilla Tubiano (10:32:32) and Lovely Cordivilla of Central Luzon Regional Athletic Association (CLRAA) (10:38:82), who captured second and third, respectively.

She said she was inspired

to give her best for her parents.

Top favorite Algin Gomez of Cagayan Valley (CAVRAA) nevertheless took the gold medal to achieve a back-toback feat.

The 18-year old fresh graduate of Aparri East National High School in Cagayan Valley leaped 7.55 meters in his last secondary long jump stint of the national conclave devoted for secondary and elementary school-based athletes

in the country.

“Sobrang happy ko po kasi na break ko yung record, kasi last ko na din po kaya kinailangan ko na ibigay ang lahat,” Gomez told Edge Davao.

Apart from beating the existing 7.26 Palaro record of Julian Reem Fuentes also from the Cagayan Valley Region Athletic Association in 2012, Gomez also defended his title in the event where he �irst won in Vigan, Ilocos Norte in 2018 with a record of 6.91 meters.

Gomez had John Mike Lera of Bicol Region Athletic Association (BRAA) and Patrick Botabara of Calabarzon Region Athletic Association (CRAA) trailing behind.

Lera registered a convincing 7:39 meters but a tiny margin short of Gomez. Botabara, however, marked 6.96 meters, enough for a bronze �inish.

“Binigay ko lang po ang lahat kasi inspirasyon ko maging isang national team para matulungan ko ang pamilya ko maiahon sa hirap,” Gomez, child of a tricycle driver and a housewife from Cagayan Valley, narrated.
