During the High-Level Meeting Session I of the Second Belt and Road Forum for International Cooperation, President Duterte underscored the importance of creating human connections.

“In pursuing connectiv-

n official of the Commission on Elections (Comelec) on Friday reported that they already finished the printing of over 63 million ballots for the May 13, 2019 National and Local Elections (NLE).

Teopisto Elnas, Deputy Project Director of the Project Management Office (PMO) for the upcoming polls, noted that they have started shipping the official ballots initially to far-flung areas.

He added that they expect the distribution process to be completed by May 4.

“As far as the deployment of official ballots is concerned, we are in our third day of dispatch. The priority areas like Autonomous in Region Muslim Mindanao (ARMM), Sulu,

Basilan and Tawi-Tawi and of course Batanes area. We already started deployment and it will end on May 4,” he said in a press briefing.

“It is expected that by May 4, the official ballots are already in place in the different municipality and city treasurers’ office,” he said.

He said of the 63 million ballots printed, a total of 61,843,746 are local ballots, the rest will be used in the final and testing sealing (FTS) of the vote counting machines (VCMs), for demonstrations, among others.

The figure does not include the over 1.8 million ballots for overseas voting.

Diaz said they teach people how to create solar lights that are made from materials that are inexpensive and readily available -- plastic bottles, used rechargeable batteries and

"We chose not a high patent, not a high-tech approach, but a human approach, low tech but high impact combining our culture ofbayanihan and also the women who are the ilaw ng tahanan (light of the home). To show that we can use this community-based and women cooperative-based architecture to build, maintain and to scale the lights," he said.

One of the surrenderees was identified as @ ALEM, 21 years old, a resident of Malabon City and former Political Guide of CPP-NPA Terrorist Group that is being monitored in the tri-boundary of Davao del Norte, Agusan del Sur, and Compostela Valley.

In her revelation during the press briefing, she said that she was a 3rd year BS Architecture student of Polytechnic University of the Philippines (PUP) in Sta. Mesa, Metro Manila and was an active organizer of several left-leaning youth organizations such as the League of Filipino Students (LFS) in PUP, Anakbayan in Caloocan City and Pandi, Bulacan, and Samahan ng Kabataang Demokratiko sa Asyenda Luisita (SAKDAL) in Hacienda Luisita, Tarlac City.

She further said, that together with other 24 students from Manila joined the return of the participants of Manilakbayan protest march to Mindanao on September 2017. They joined and together organized the rally of Madaum Agrarian Reform Beneficiaries Association Incorporated in Tagum City, Davao Del Norte before their immersion and eventual integration to the New People's

Army in Mindanao.

Together with her live-in partner @Jinggoy, former CO of the unit of the armed group in the tri-boundary of Compostela Valley-Davao del Norte and Agusan del Sur, whom she met in the organization, they voluntarily surrendered on April 22, 2019, to Ltc. Jaime Datuin of 75th Infantry Battalion in Bislig, Surigao del Sur after they were disillusioned on the authoritarian policy of the armed group.

Their wish to surrender was further boosted when they were encouraged by the parents of @Jinggoy.

Along with them is their 4-month baby boy.

The other seven FRs voluntarily surrendered in two batches to the troops of 39th Infantry Battalion.

The first batch composed of three (3) CNTs surrendered last April 19, 2019, followed by four (4) CNTs last April 21, 2019.

The surrender of these seven CNTs was facilitated by the different government agencies and Barangay Council of Colonsabak, Matanao, Davao del Sur. With them are their high powered firearms composed of one Bushmaster Rifle, one M203 Grenade Launcher, one Baby Armalite, one M16 Rifle, M14 Rifle, one Garand Rifle, and ammunition.

6 Mindanaoans Miss Teen Phils finalists S ix young teenagers from Northern and Southern Mindanao who made it to the national finals of the prestigious Miss Teen Philippines (MTP) 2019 search are being considered strong contingents to the finals.

“Northern and Southern Mindanao candidates comprise a strong contingent to the final. The six qualifiers were selected through a rigorous process from more than a hundred applicants.

We were also informed that they underwent training for the finals to make them all competitive,” said Marc C. Ramos, founder of MTP. Finalists from Northern Mindanao to the national level of Miss Teen Philippines 2019 are Francine Georgina Gamboa, a proud representative of the highland paradise in the heart of Mindanao – Bukidnon. Brand endorser, print ad model and beauty titlist Kamyll Migueyl Pla, a Humanities and Social Sciences senior high graduate at Corpus Christi School, where she was awarded Top 1 with highest honors; and Nikki de Moura from Cagayan de Oro who is half Brazilian but a Filipina by heart.

These candidates were selected after the regional finals held at SM Downtown, Cagayan de Oro on March 10.

Candidates from Southern Mindanao who made it to the national finals are Jamyla Diane B. Ampis, an 18 year old Santa Cruzian from the province of Davao Del Sur and a proud member of the non-Muslim Indigenous People of Mind-

anao; Kayshia Joana Caliao Mondaga is from Panabo City who likes to connect to other people; and Heart Jastine Celo from Davao City who is a dancesports athlete and an illusionist’s assistant in Magic shows.

They were selected through the Miss Teen Philippines regional finals held last February 16 at SM City Davao.

The candidates will vie for the title among other finalists from Central Visayas, Calabarzon, Western Visayas, National Capital Region, and Central Luzon.

Miss Teen Philippines, which is being revived this year after its four-year hiatus, serves as a launching pad for young girls who dream of becoming beauty queens and ambassadresses for education to help the youth.

“MTP 2019 promises to be the best one yet. The candidates of Generation Z are more aware of the issues facing the Filipino youth, perhaps due to rapid advances in technology, communication, and social media. Also we are looking forward to a top-notch pageant finals and are fortunate to be telecast in ABSCBN,” Mr. Ramos told Businessworld.

The pageant, which promotes leadership, is open to teens aged 14 to 18 years old.

Inflation within target despite oil price hikes, El Niño: BSP

PH bags $12B worth of biz deals in China

P

resident Rodrigo Duterte bagged around USD12.16 billion worth of business deals in his fourth visit here.

On Friday, 19 business agreements were signed between Filipino and Chinese companies. These deals include one contract agreement, two purchase framework agreements, three cooperation agreements, and 13 memoranda of understanding and agreement (MOU/MOA).

Duterte said the Philippine government welcomes these investments from Chinese firms, adding this will help the national government.

He assured businesses that there will be no corruption during his term.

“I will not allow corruption in my country,” he said. “I guarantee you no hassles, no asking of money. If you think the permit or the process is unduly delayed, please let me know.”

“The Philippine government, guarantees good governance and enabling environment that allows business and in-

vestments to prosper,” the Chief Executive added.

Secretary Ramon Lopez, meanwhile, said these deals are expected to create some 21,165 jobs in the Philippines.

Lopez said these investment and purchase deals are in the sectors of energy, infrastructure and telecommunications, agricultural products, and economic zone and industrial park development.

Among the deals in energy sector are: the USD800-million contract agreement between Pulangi Hydro Power Corporation and China Energy Co Ltd for the 250-megawatt South Pulangi Hydroelectric Power Plant Project; the USD1.5-billion to USD2-billion framework agreement between Tranzen Group and China Power Investment Holding for thermal, hydro, and renewable power plants; and

the USD40-million MOU of Department of Energy with Shanghai Electric Group Co Ltd. and Deluxe Family Co Ltd. for the promotion of the use of indigenous, new, and renewable energy resources.

Another project signed by Tranzen Group with Chinese firms are in the sectors of infrastructure and telecommunications.

Tranzen Group signed a USD4-billion MOU with China Harbour Engineering Company Ltd. for the construction of the Light Rail Transit in Manila as well as housing and roads in Northern Luzon.

It also entered into a USD500-million deal with CITIC Guoan Information Technology to construct infrastructure for nationwide Wi-Fi Internet connectivity in various capital cities and towns in the Philippines.

The Cagayan Economic Zone Authority, on the other hand, is bringing home six business deals. These include

a USD150-million yacht club project; USD500-million green textile industrial park; USD500-million expansion project for the Cagayan North International Airport; USD100-million Fintech hub; USD500-million smart city project; and USD500-million resort theme park and lithium battery manufacturing plant.

Two local government units (LGUs) bagged deals with Chinese firms.

Davao Occidental signed a USD1.5-billion with Fengyuan Holdings for a petrochemical refinery plant complex, while Pampanga LGU had a USD1.5-billion framework agreement with Macrolink Group for the construction and development of Yatai Industrial Park.

A USD298-million deal between GFTG Property Holdings and Sanya CEDF Sino-Philippine Investment Corporation was signed to develop Grande and Chiquita Is-

With 55.6 percent contribution, Agriculture, Hunting, Forestry and Fishing (AHFF) remained to have the largest share in the region's total economic performance. It is followed by the Services sector with 38.5 percent, and Industry sector with 5.9 percent.

“ARMM or the now BARMM, remains as persistent and predominantly agriculture based,” said Mangelen.

In 2015, the ARMM’s economy contracted and registered a negative 0.4%

growth rate. It partially recovered in 2016 with a positive 0.3% increase. While in 2017, its growth rate peaked at 7.3% – the highest economic growth rate in the region’s history.

He ended his speech by directing all the Bangsamoro ministries to “have an in-depth study and find the factual causes in order to provide a real solution to the poverty situation in the BARMM”.

Bangsamoro region ranks 5th in economic growth in 2018

C

otabato City (April 25, 2019) - The Autonomous Region in Muslim Mindanao (ARMM), which now make up the core territory of the Bangsamoro Autonomous Region, ranked fifth among the 17 regions in the country in terms of regional economic growth for year 2018.

This was announced by Razulden Mangelen, Director of the Philippine Statistics Authority – BARMM, during a news conference held here on Thursday, April 25. He said that in 2018, the region has posted a 7.2 percent growth rate in

In a briefing Friday, Bangko Sentral ng Pilipinas (BSP) Assistant Governor Francisco Dakila Jr. said the inflation’s trajectory continues to point towards deceleration until the third quarter of the year, and then go back towards the mid-point in the latter part of the year.

“That’s driven by base effects,” he said.

In 2018, inflation surpassed the government’s 2 percent to 4 percent target band from 2018 to 2022, and peaked at 6.7 percent primarily due to supply side factors, such as lack of supply of rice and several agricultural products.

However, with the help of the total of 175 basis points increase in the BSP’s key rates, as well as non-monetary policy measures, such as the immediate release of rice stocks from the warehouses of the National Food Authority (NFA), inflation decelerated and ended at 3.3 percent last March.

In the first quarter of this year, inflation averaged at 3.8 percent, same as the first quarter of last year but lower than the 5.9 percent in the last quarter of 2018.

BSP’s policy-making Monetary Board (MB), during its rate setting meet

last March, placed the BSP’s average inflation forecast for this and next year at 3 percent.

Citing results of the BSP survey on private economists last March, BSP Department of Economic Research (DER) Director Dennis Lapid, during the same briefing, said mean inflation forecast among private economists showed a decline in their average inflation forecast for this year to 3.3 percent from 4.1 percent in the survey done last December.

For next year, the mean forecast declined to 3.4 percent from 3.8 percent previously, while initial forecast for 2021 is at an average of 3.4 percent.

Dakila said the BSP’s inflation forecast will be closely studied in the next policy meeting of the MB on May 9.

To date, monetary officials consider as upside risks to inflation the higher prices of oil in the international market and the impact of the El Niño, which is now seen to be longer-than-expected.

Dakila said they have not seen to date the impact of El Niño on prices of agricultural products, among others, while rice prices are going down as a result of the rice tariffication.

“For me, that is something that we need to watch out for,” he said, adding that balance of risks is even. (PNA)

DAR orders release of titles to beneficiaries pending amortization

ll original of the owner’s duplicate copies of land titles provided under the land reform program shall be turned over to the farmer-beneficiaries – even to those who have pending amortization.

This within a month of effectivity of the Department of Agrarian Reform’s latest administrative order.

Further, the DAR Administrative Order No. 5, Series of 2019, commands that all owner’s duplicate copies of registered certificates of landownership awards (CLOA) and emancipation patents (EP) “shall not be pledged or placed in the custody of another entity, pending the full payment of the amortizations of the land.”

Instead, these titles “shall be released immediately by the provincial agrarian reform office to the farmer-beneficiaries upon registration and receipt thereof from the Register of Deeds,” the new AO continued.

Before this new order, the original owner’s duplicate copies of the CLOAs and EPs were required to be surrendered to the

Land Bank of the Philippines (LBP) which served as the mortgagee-bank.

Lands awarded by the government shall be paid by agrarian reform beneficiaries (ARB) to the LBP in 30 annual amortization at 6% interest per annum.

However, many awardees feel that full control over their awarded lands and exercise of their rights as owners “remain illusory” because of the their non-possession of the actual and physical titles.

The AO cites the requirement of the original of the owner’s duplicate copies of land titles by some banks and financial institutions as security for loans, as one of the problems encountered by the awardees.

Holcim forum calls on future builders to support sustainability

T

o instill the importance of sustainable construction among the next generation of builders and encourage participation in its design competition, cement maker Holcim Philippines, Inc. held a symposium on these topics at the David M. Consunji Theater in the Institute of Civil Engineering, UP Diliman on February 26.

Close to 200 students from various engineering and architecture schools in Metro Manila participated in the symposium, where experts discussed the importance of sustainability and encouraged participation in the Young Builders Challenge (YBC), Holcim’s design competition that emphasizes the positive social and environmental impact of proposals.

Edmond Maceda, Co-chairman of the Department of Sustainability and Environmental Studies at Enderun Colleges, provided an overview of the United Nation’s Sustainable Development Goals and discussed how aspiring construction industry professionals can contribute to its attainment. He called on the forum’s participants to make themselves more knowledgeable about sustainability issues and said their generation can make significantdifference

in this area.

Carmelito Tatlonghari, a professional who evaluates the environmental impact of buildings using the standards of the US and Philippines Green Building Councils, talked about features that can be included in structures to make these eco-friendly.

Edward Reyes, Head of Infrastucture at Holcim Philippines, shared pointers on properly managing project so proposals are realistic and feasible.

Aaron Julius Lecciones, an assistant professor at the University of Philippines, Los Banos College of Human Ecology, shared his experience in being the Asia Pacific region winner in the first LafargeHolcim Awards for Sustainable Construction in 2005. The LafargeHolcim Foundation’s Sustainable Construction Awards, the leading global competition in this field. Since its launch in 2003, this competition has led to numerous ideas from building industry professionals worldwide to address some of society’s most pressing sustainability challenges.

In sum, the signed deals are composed of one contract agreement, two purchase framework agreements, three cooperation agreements, and 13 memoranda of understanding and agreement (MOU/MOA).

Translated further, these deals are expected to generate some 21,165 jobs for Filipinos at home.

A bright spot among provincial delegates is Davao Occidental which was among two local government units (LGUs) which bagged deals with Chinese firms. The province signed a USD1.5-billion with Fengyuan Holdings for a petrochemical refinery plant complex. The other LGU was Pampanga which had a USD1.5-billion framework agreement with Macrolink Group for the construction and development of Yatai Industrial Park.

The President is in Beijing for the Belt and Road Forum for International Cooperation but he made full use of the travel to ensure the Philippine contingent comes home with done deals.

FR. TROPA AND SPACESHIP 2000 ET Decades ago, at the corner of Anda and Bonifacio streets, Davao City, in a location that now hosts a Victory Chapel, the place was leasedas a transient lodge to Eleuterio J. Tropa, fondly called Fr. Tropa, familiar to locals as the itinerant, long-haired, discalced founder-president of an organization known as the Lamplighter World Peace Mission.

Founded in Long Beach, California, USA, 1947, the Lamplighter, which still survives in some parts of the country with its main headquarters in Sanglan, Negros Oriental, was later renamed by its founder to Spaceship 2000 E.T. (after Tropa’s initials).

Born in Negros Oriental, Fr. Tropa, accounts claim, was a former Catholic priest turned conservationist and environmentalist. Others called him scientist and modern philosopher, with his sayings compiled in a small book. For two decades, he served as first director of the Cebu Zoo in Barangay Kalunasan, Cebu City, a stint that earned him the moniker of ‘Zoo Man.’ He was appointed on August 8, 1964, when the mayor of Cebu City was Car-

los J. Cuizon.

One of Fr. Tropa’s original sayings is the ‘The Universal Creed,’ which goes: I am a MAN. The world is MY HOME, the world is MY SCHOOL, the world is MY CHURCH, and the world is MY COUNTRY. I am a WORLD CITIZEN and HUMANITY is my True Family. EVERYONE is my Brother and Sister. My mission: TO LOVE AND SERVE THE WORLD!” Fr. Tropa, who always carried a python around his neck, first managed a small menagerie in Zamboangita, Negros Oriental, before transferring to Cebu.

There he opened and managed another zoo in Talisay City, Cebu but this was later transferred to Fort San Pedro. He also put up a mini zoo in 1971 at the public market square in Poblacion, Barili. When he died in 1993, the zoo’s management was entrusted to the Philippine Wetlands and Wildlife Foundation Inc. but its supervision remains with his surviving relatives.

As a zoo keeper, Fr. Tropa managed the Cebu menagerie hands-on, introducing children

to the animals inside, and telling guests of random minutiae about the denizens kept in the zoo. He called the snakes “gentle creatures” and he believed in the healing properties of herbs.

The Lamplighter was not just a cohesive group; it also had its own preamble, which members recite during assemblies, thus: “For Humanity and World we bind ourselves for the ultimate Salvation of Mankind in preparing a better and peaceful; life for our children; to devote our life through service and sacrifice in propagating the messages of Goodwill, Unity, and Peace for all men regardless of Religion, Creed, Race or Nationality; and to uphold natural and simple life; to reawaken and enlighten the morals of men towards spiritual and human brotherhood; that the real love to God is to Love Humanity through service, that such love not only belongs to one but belongs to all, to uphold the world as our true home, the earth our Mother and all men being the children are brothers; that HARMONY is the LAW of life; and all

things and life looks toward the same sublime life of light, truth and peace; to act in the example of good and righteous; that we do to ourselves what we do to the others; to forgive those who have done anything wrong for they know not what they do and the last Hope of Humanity lies in this:” UNITED WE SURVIVE, DIVIDED WE PERISH.” The Lamplighters believed that the world would end in 2000. To prepare for this eventuality, they built hut which the members claimed would transform into rocket ships that would bring them to another planet ifn the end-times materialized. When the year 2000 passed and the tragic ending did not occur, many Lamplighters left the group. Others, though, remained and founded another facility in Zamboanguita, called the Zoo Paradise of the World where Fr. Tropa’s collection of stuffed animals can still be found.

Aside from its main headquarters, the Lamplighters continue to survive in the tiny communities in Dumalneg, Ilocos Norte, where a museum and

Dumalneg Spaceship Center are found.

As leader of his cult-like organization, Fr. Tropa, who always wore a smile and sported a Fu Manchu-type moustache, once required his members to wear black shirts and red and green striped pants and prohibited the cutting of hair. His followers were without shoes, an obvious emulation of earlier unshod Catholic monks in western monasteries.

Fr. Tropa’s occasional stay in Davao City was not without query. His fondness for children was misinterpreted and his sexual orientation was in question given the numerous anecdotes that claimed he was sensuously coddling teens in his lodge.

All told, his life, though inarguably simple, was full of lost details: who were his parents, when he was born, his childhood years, what Catholic seminary he studied (if indeed he was a priest), and if he had any offspring. Only his persona as a nice guy and a single person.

He even hosted a television program hepredictably titled Spaceship 2000 E.T.

LOOK, WHO’S AFRAID OF TB? “I’m 74 years old. I do not want to die of TB (tuberculosis).

I do not want to die of lung cancer.”

That was what President Rodrigo R. Duterte said in a speech delivered before TB experts during the 7th Union Asia Pacific Regional Conference.

TB kills 75 Filipinos each day. “TB is the number six leading cause of death in the Philippines,” wrote Dr. Willie T. Ong in his “Philippine Star” column, “Mind Your Body.”

All over the world, the Philippines has the ninth-highest burden of TB. According to the Department of Health (DOH), 60% of those who die of TB occur among the productive age group of 15-64 years old. Some P8 billion is lost annually from sickness and deaths due to TB. Currently, an estimated 200,000 to 600,000 Filipinos have active TB. “This is alarming since each person with active TB can spread the disease to 10 other Filipinos each year,” deplored Dr. Ong, who is an internist-cardiologist and author of several health books.

Multiply the number of Filipinos with active TB by 10, and you get the idea. “Just imagine how much TB is being spread yearly,” Dr. Ong pointed

out. “Hence, if someone in the household has been diagnosed with TB, all the other members of the household should get tested for TB, too.”

Once almost conquered, TB has returned with a vengeance. “The disease, preventable and treatable, has been grossly neglected, and no country is immune to it,” reminds the Geneva-based World Health Organization (WHO).

“Tuberculosis rose slowly, silently, seeping into the homes of millions, like an ageless miasma,” writes Dr. Frank Ryan, author of Tuberculosis: The Greatest Story Never Told. “Once arrived, TB stayed – a stealthy predator.”

TB is a disease that is transmitted almost entirely by the aerial route. “When infected individual coughs, sneezes, or spits, infectious particles are released into the air,” wrote Dr. Maya Santos in her medical column.

“Anyone who inhales these particles is at risk of contracting TB. Transmission is enhanced in overcrowded and poorly ventilated places.”

This is the reason why TB is more prevalent among those living in squatter communities and correctional institutions. Based on a recent study of seven deten-

tion facilities in the Philippines, the prevalence of this disease inside jails and prisons is up to five times higher than among the general population.

Mycobacterium tuberculosis, the microorganism that causes TB, divides every 16 to 20 hours, an extremely slow rate compared with other bacteria, which usually divide in less than an hour.

“Mycobacterium tuberculosis is a wily foe,” said Dr. Ann Ginsberg, acting medical chief officer of Aeras, a non-profit product development organization dedicated to the development of effective tuberculosis vaccine. “A third of the world is already infected with this bug and some 10 percent will get sick and pass it on to others.”

Unknowingly, the TB bacteria can live only in human beings.

“It cannot be carried by animals, insects, soil, or other non-living objects,” said The Merck Manual of Medical Information. “A person can be infected with TB only from another person who has active disease. Touching someone who has the disease does not spread it, because the bacteria are transmitted only through the air.”

The bacteria usually attack the lungs, but it can also attack

any part of the body such as the kidney, spine, and brain. A person with TB may demonstrate some or all of the following: persistent cough for at least two weeks; significant weight loss, with or without loss of appetite; fever and night sweats (persistent low-grade fever of more than a month); chest pains (breathlessness) or back pains; and, hemoptysis (blood-tinged sputum).

“Symptoms depend on the organ affected,” said Dr. Ong. “TB of the spine causes severe back pain, while TB of the kidneys can cause bloody urine.

Hence, TB should be checked and treated as early as possible.

“Never self-medicate,” Dr. Ong urged. “This is the worst thing you can do. It will only strengthen the bacteria inside you and make you resistant in one tablet.”

For the six-month treatment, 3 to 4 drugs are required, usually Isoniazid, Rifampicin, Ethambutol and Pyrazinamide. There are some preparations that have the 3 or 4 drugs combined in one tablet.

“The usual TB treatment regimen is to take the four-drug combination (such as Myrin P forte) for 2 months, then followed by 2 or 3 drug combi-

nation (such as Myrin P) for 4 months,” said Dr. Ong. Approximately, 3-5 tablets of the medicines are taken every day – depending on the person’s body weight.

Dr. Ong suggested that those who are undergoing treatment to stay at home during the first 3 weeks of treatment. “Don’t go to school, work or come in close contact with people,” he said.

“Your saliva and phlegm can infect others.”

He also recommended that they wear a face mask during the first 3 weeks of treatment. “Cover your mouth with a tissue when you cough, sneeze or laugh too hard,” Dr. Ong urged. “Then throw the tissue away in a sealed container.”

It is recommended that all TB medications be taken one hour before meals. “It is ideal not to break the dose of the drug,” Dr. Ong reminded. The patient needs to see his doctor to undergo blood tests to check for possible liver side effects of the drugs taken.

In the Philippines, TB treatment is coordinated through the National TB Program of the health department. Medications are said to be available at government health services and public hospitals around the country.

According to President Duterte, it is our shared responsibility to protect the rights and promote the welfare of migrant workers, adding that “these are the essence of people-centered cooperation.”

“The Philippines is one with every responsible member of the international community in building a future that would be the envy of history – one that promotes global cooperation yet upholds and respects national sovereignty; where national honor is married with the interest of humanity; and where the great challenges that transcend national borders are collectively addressed,” he said.

During his speech, the President also reaffirmed the Philippines’ commitment to the collective vision of common prosperity through cooperation on the basis of mutual respect and as equal sovereign states.

In the past, President Duterte said belts and roads established lines of commerce, contact, and connections. “Humanity’s experience, however, has been mixed. Some networks spurred progress; other networks ushered decline,” he said.

“While some societies benefitted, others paid a heavy toll. We should learn from the lessons of history,” the President said.

President Duterte also acknowledged how multilateralism allowed “us to undertake global governance through cooperation,” from building a global free trade regime to laying down the rules that govern the use of oceans.

“We built the current rules-based order because nobody wins in a zero-sum game. This brought us sustained peace and [unparalleled] prosperity,” the President said.

“This part of the model is truly to transform our world for the better. Yet even before multilateralism and the new globalization matured, we in Southeast Asia already envisioned a community that promotes shared prosperity and mutual respect,” he said.

“Through ASEAN, we have achieved regional peace and common development. We have become the fulcrum of the regional architecture, respected by

all powers for the leadership that only we – nations with no strategic design but that only of peace – can provide,” he added.

ASEAN centrality, according to the President, has been a positive force in Asia’s rise and continue to be so as the region’s architecture evolves.

“This is the premise of the Philippines’ engagement with the world. In pursuit of our independent foreign policy, we will uphold and defend the open and rules-based international order,” he said.

He likewise stated that the Philippines shall continue to participate, contribute, and cooperate to the extent the Belt and Road Forum complements ASEAN and our national development initiatives, including the Master Plan for ASEAN Connectivity, and creates an environment conducive to productive bilateral undertakings.

“The belts and roads of the past facilitated cross-[civilizational] exchange. The belts and roads that we now seek to build must fuse our ideas towards a common objective. Our destination must be the fulfillment of our peoples’ aspirations,” he said.

With regards to development assistance, the President said this should be based on reciprocal benefits, motivated by keen interest in partner states to bring about real progress.

“This should be the new normal. And it is in our interest to work together to make this a reality,” he said.

He further noted that this should build on capacities of nations and should never foster dependence.

“We must remember: Development assistance must be used as a genuine tool to bring about positive change in the lives of our peoples. And it must be a purposive decision of partner-states, taking into account mutual respect and mutual interests,” he said.

President Duterte also expressed gratitude to President Xi Jinping for hosting the forum.

He said the forum is an opportunity to redefine international cooperation.

“This is the key to sustained growth,” he added.

Meanwhile, Elnas said they will be using 85,000 VCMS in the same number of clustered precincts nationwide in the May polls.

The number of VCMs is lower than the 92,000 used in the 2016 presidential polls.

“We only have 85,000 clustered precincts and of course we are 1,000 maximum number of registered voters per clustered precinct. In 2016, our maximum number was only 800, that’s why we reached 92,000,” he said.

He reported that they already finished the deployment of all VCMs to regional and local hubs, which are strategically located for purposes of deploying them before the FTS. The FTS is set to be held from May 6 until May 10.

The process is to test the VCMs before they are transferred to the voting centers on election day.

Elnas added that they have some 7,000 VCMs as contingency which will be deployed to provincial election supervisors. (PNA)

SAVING DAVAO GULF’S

CORAL REEFS FROM BRINK

“We are the stewards of our nation’s resources. We should take care of our national heritage so that future generations can enjoy them. Let’s do our best to save our coral reefs. Our children’s children will thank us for the effort.” – Dr. Rafael D. Guerrero III, academician at National Academy of Science and Technology On land, the ecosystem that supports the greatest number of plant and animal species is the tropical rainforest. In the sea, it’s the coral reefs.

“One of the greatest natural treasures, (coral reefs) are habitats for rare species, including some 488 species of corals, 971 species of benthic algae, and 2,000 species of fish,” explains Dr. Miguel D. Fortes, a professor at the Marine Science Institute of the University of the Philippines. “A single reef may contain 3,000 species of corals, fish, and shellfish.”

One-square kilometer of healthy coral reef, studies show, can generate about US$50,000 annually from fishing and tourism. The Philippines, with more than 7,000 islands, has 27,000 square kilometers of coral reef area within a 15- to 30-meter depth, one of the world’s largest in the world.

Unfortunately, they are on the brink of extinction. Nowhere else in the world are coral reefs abused as much as the reefs in the country. In 2002, some of the top leading marine scientists ranked the country as the number one (according to the degree of threat) among the world’s top ten coral reef hotspots.

This is indeed bad news for Filipinos, which consider fish – along with rice – as its staple food. “Almost 55 percent of the fish consumed by Filipinos depends on coral reefs; 10 to 15 percent of the total marine fisheries production comes from the coral reefs,” reports Dr. Fortes. A Filipino consumes almost 30 kilograms of seafood per year.

Vanishing fish catch is

more apparent in Davao Gulf, one of major fishing grounds in the country. Since 2000, the volume and quality of the fish in the Davao Gulf have been found to be in constant decline, according to a study conducted by the World Fish Center.

A collaborative effort of the Bureau of Fisheries and Aquatic Resources (BFAR), local government units (LGUs) and the regional office of the Department of Science and Technology (DOST), the decade-study looked at the volume and quality of the harvests of 10 commonly fished species in the gulf: “matambaka,” “tamban,” “moro-moro,” “caraballas,” “bilong-bilong,” “lapu-lapu,” “danggit,” “molmol,” “talakitok,” and “maya-maya.”

Except for “maya-maya,” the harvest numbers for the species have been falling.

At the current rate of decline, the “caraballas,” “bilong-bilong,” “molmol,” and “danggit” may all disappear completely from Davao Gulf within a decade. The “matambaka,” “tamban,” and “moro-moro” ore resilient, but even they may disappear within a generation.

Dr. Anthony Sales, DOST regional director in Davao, attributed the dwindling fish catch in Davao Gulf to the destruction of coral reefs and other fish habitats.

A survey conducted by the Regional Fishermen’s Training Center in Panabo, Davao del Norte some years back at the Davao Gulf showed that most of the shallow or inshore coral reefs “were totally damaged because they are exposed to greater pressure.”

The Department of En-

vironment and Natural Resources (DENR) said there are several factors which have contributed to the current state of coral reefs in the gulf. Dynamite and cyanide fishing and other destructive fishing methods, siltation, pollution and coral reefs gathering.

“Human activities are the major causes of coral reef degradation,” said a document released during the International Coral Reef Initiative workshop some years back.

Aside from human activities, natural causes of destruction among coral reefs also occur. These include extremely low tide, high temperature of surface water, predation and the mechanical action of currents and waves.

The Davao Gulf has several protected areas in place but some of them are not seriously protected.

“We need more efforts to implement these,” said a government official based in Davao City. “Not only Davao City has to protect Davao Gulf. Fishermen from the islands of Samal, Davao del Norte, Davao del Sur and Davao Oriental and even neighboring provinces are using the resources of the Davao Gulf. So, we are appealing to our local government officials from the region to help us protect and develop our marine resources.”

Some officials have responded to the call. In Tagum City, the local government has allocated over P10-million budget for its marine conservation project. In a statement, Mayor Allan L. Rellon said its artificial reef has expanded from 2 hectares to 3 hectares to

boost its positive impact in sustaining marine life in the area.

“Like many other cities and municipalities in the Davao Gulf, the limited marine ecosystem of Tagum City is under considerable pressure from industrial development, growing population and pollution,” Rellon said. “We see the need to prioritize marine-conservation initiatives in order to reduce the threats of our marine ecosystem.”

Also in Tagum City, British-Filipino marine biologist Harry D. Morris is initiating the Trinity Project in collaboration with the Hijo Resources Corporation. Started in November 2016, he initially thought of covering only 200 square meters of the area near the corporation’s Banana Beach Resort.

Today, the project has expanded to about 120 hectares: 20 hectares of mangrove forest, 80 hectares of seagrass meadows and 20 hectares of coral reef habitat.

“The coral reefs are the optimum environment in the tropical coastal ecosystem, allowing a huge diversity of aquatic life to live and breed in,” Morris pointed out.

Marine scientists claim the lifespan of a coral reef can reach up to 100 years but once destroyed, it takes decades before it can regenerate.

“The only way to save coral reefs from extinction,” says Dr. Edgardo D. Gomez, one of the country’s top coral reef experts, “is to limit access to them. This is no mean task. But it seems it is the only means we can save our coral reefs from disappearing in this part of the world.”

Dr. Allan Farnazo, Department of Education (DepEd) 12 (Soccsksargen) director, said Friday the region's athletes are ready to compete and challenge top powerhouses in the country for the gold medals in various individual and team events.

Farnazo said the region's 750-strong delegation underwent a 35-day intensive training at the Calumpang National High School here in preparation for the Palaro.

Also known as the Soccksargen Warrriors, he said the team has already settled at the Crossing Bayabas National High School in Toril, Davao City.

17 gold medals at stake in athletics in Day 1

A total of 17 gold medals will be at stake on Monday as action in athletics go full throttle in the first day competitions of the 2019 Palarong Pambansa at the spanking new Davao City-UP Mindanao Sports Complex.

The earliest finals will be coming right off Davao’s sunrise at 6:00 am in the 3,000 meter run for girls in the secondary level to set off the hostilities at the oval. At about the same time in the field, the finals of the boys secondary long jump and girls secondary discus throw will also get going.

The 17 delegations taking part will vie for the early break of glory which traditionally becomes one of the major highlights of the week-long sports spectacle for the country’s finest schoolbased athletes in elementary and high school.

The other finals will

be in the elementary boys long jump and elementary girls discus throw at 7:00 am.

In the afternoon beginning at 3:00 pm, gold medals are up for grabs in the secondary girls long jump, secondary boys discus throw, 400 meter hurdles secondary and elementary boys and girls, girls elementary long jump, and the boys elementary discus throw.

The centerpiece event for athletics--the century dash--will be held beginning at 4:00 p.m. starting with the secondary boys and girls followed by the elementary boys and girls. The winners will be crowned the meet’s Sprint Royalties.

In football games played in advance on Saturday, Region 10 defeated MIMAROPA 2-0, CAR turned back Caraga Region 2-1 and host Davao Region played to a scoreless draw with Central Visayas.
