"In light of the con�irmation of localized transmission in the country and in anticipation of sustained community transmission, DOH has raised the Covid-19 alert system to code red sub-level 1," he said in a press conference.

Duque clari�ied that raising the alert level is a preemptive measure

to ensure that the public, as well as health care providers, can prepare for a possible increase in suspected and con�irmed cases of Covid-19.

"With this code red, the DOH has recommended to the Of�ice of the President for the declaration of a State of Public Health Emergency," he added.

he Ministry of Basic, Higher and Technical Education in the Bangsamoro Autonomous Region in Muslim Mindanao (MBHTE-BARMM) on Thursday presented the draft of the Bangsamoro Education Code (BEC) to get the nod of regional lawmakers and other stakeholders on the proposal.

MBHTE Minister Mohagher Iqbal presented the BEC draft to the 80-member Bangsamoro Transition Authority (BTA), the interim lawmaking body of the BARMM. “We are striving to develop an educational framework that is relevant and responsive to the needs, ideals, and aspirations of all people in the Bangsamoro,” Iqbal said in a statement.

Iqbal said the code aims to incorporate the teaching of Islamic and Arabic studies in the region’s educational system, as prescribed by the Bangsamoro Organic Law. He said the code also seeks to institutionalize

“peace education” in all levels of education across the region composed of the provinces of Maguindanao, Lanao del Sur, Basilan, Sulu, Tawi-Tawi and the cities of Cotabato, Marawi, Lamitan, and the 63 villages in North Cotabato that will eventually become a new province.

The MBHTE solicited for insights and recommendations from the members of the parliament to determine the ways forward for the code.

The output will be incorporated to enhance the draft that will be presented to the BARMM cabinet for deliberation.

“The whole regional government shall work hand in hand to create an education code that shall serve the needs of the Bangsamoro learners and educators that shall establish, maintain, and support a complete and integrated system of quality education, which shall be a subsystem of the national education system,” Iqbal said.

Dr. Marites Erispe of the CVSO said that a total of 211 pet owners joined the early morning activity held at the FGR Park and Baywalk.

About 115 pet dogs were vaccinated for free while 96 pets and their owners joined the marathon.

BFP-Davao girds for Fire Prevention Month

Major Alex Pamaybay, district �ire marshal of the BFP-Davao said they have prepared a series of activities such as conducting immersive program Oplan Ligtas na Pamayanan to raise awareness about the causes, hazards, and dangers of �ire.

March has been designated as Fire Prevention Month in the Philippines after the late Ferdinand Marcos signed Proclamation 115-A which assigned a particular aspect of safety and accident prevention to each month of the year.

According to Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA), it is in the month of March when temperature and humidity starts to reach high levels, causing “high sensible temperature” in the country making it the month with one of the most number of �ire incidents in a year.

“We are conducting

educational campaign about rescue, �ire prevention and suppression.

This �ire prevention ito yung panahon kung saan ma-aware ang mga tao by informing them and disseminate the importance of �ire safety kasi dito sa Davao majority ang cause of �ire is electrical overloading or short circuit,” Pamaybay said in an interview during the Fire Square Activity 2020 held at SM City Annex on Saturday.

The Oplan Ligtas na Pamayanan program is the BFP’s response to the ever growing demand for a more adaptive, comprehensive and immersive �ire protection program for the communities, rural and urban villages and barangays.

Asia-Pacific economies face $211 billion hit from virus: S&P

T

he coronavirus could wipe more than $200 billion off Asia Paci�ic economies this year, S&P Global ratings warned Friday, sending growth to its lowest level in more than a decade, as governments struggle to combat the disease.

In a worst-case scenario, China could see growth of less than three percent, while Japan, Australia and Hong Kong could “�lirt with recession”, it said in a report.

Fears about the impact of the outbreak, which has spread to at least 85 countries since it began in China in late December, have hammered world markets as investors fret over its economic impact.

S&P said it expected the region to grow 4.0 percent this year as supply and demand shocks blow a $211 billion hole in the economy. That compares with a 4.8 percent estimate given in December and would be the worst performance

since a contraction in 2008 caused by the global �inancial crisis.

“Asia-Paci�ic’s outlook has darkened due to the global spread of the coronavirus,” it said. “This will exert domestic supply-and-demand shocks in Japan and Korea. It will mean weaker external demand from the US and Europe” The report said economies were suffering from the double-whammy of weak demand as consumers stay home for fear of catching the disease, and falling supplies as industries are rocked by shutdowns.

It saw China’s economy -- which was already stuttering before the crisis struck -- expanding 4.8 percent this year, which would be the worst in three decades.

Cabinet body OKs P5.45 billion Customs modernization project

he Investment Coordination Committee-Cabinet Committee (ICC-CabCom) on Friday gave the thumbs up for the Bureau of Customs’ (BOC) P5.45-billion modernization initiative.

“The ICC-Cabinet Committee approved the Philippine Customs Modernization Project of the Bureau of Customs,” Finance Secretary Carlos Dominguez III said.

The announcement came after the Cabinet body held a meeting to discuss the progress of ICC- and NEDA Board-approved projects and the status of pipeline projects.

“The total project cost amounts to P5.45 billion pesos, of which P4.6 billion or 84.5% of the total cost is proposed for of�icial development assistance (ODA) �inancing through one of the multilateral agencies,” Dominguez said.

The BOC, the country’s

second largest tax collector, has tapped the World Bank for a $150-million loan to �inance its modernization project aimed at upgrading its systems and processing.

The ICC consists of the secretary of Finance, as chairman; the National Economic and Development Authority director-general, as co-chairman; and the Executive Secretary, the secretaries of Agriculture, Trade and Industry, Budget and Management and the governor of the Central Bank of the Philippines, as members.

The ICC-approved Customs modernization project is a “revenue collection infrastructure project” that aims to improve the Bureau’s ef�iciency and transparency by streamlining and upgrading its systems and procedures through the use of information and communications technology, according to Dominguez.

Pregnant workers entitled to 105-days tax-free leave

A

s the nation celebrates the Women’s Month this March, Senator Risa Hontiveros has pushed for the full implementation of a landmark law for women that would bene�it all working mothers and their families.

Hontiveros reminded employers pregnant workers are entitled with 105 days of paid maternity leave as indicated in the Expanded Maternity Leave (EML) Law that was signed into law last year.

“Workplaces should be mindful of the new rights and bene�its of their pregnant employees, so that these working mommies can better take care of their families,” she said.

EML Law was sponsored and authored by Hontiveros in the Senate.

It gives pregnant workers working in both the public and private sectors 105 days of paid maternity leave, instead of the 60 days under the old law.

Likewise, this law is “100 percent tax free” as con�irmed by the Bureau of Internal Revenue (BIR).

“I hope that our employers will closely observe

this law and let their pregnant workers avail of these new bene�its, so we will have not just healthy workplaces, but healthy families as well,” she said.

Hontiveros added that after more than two decades, mothers and families can now spend more time to prepare for the rigors of pregnancy, more time to breastfeed their children, and recover from delivery. The number of maternity leave days in our country is now also at par with those of our ASEAN neighbors.

The senator added that pregnant workers who are solo parents may also receive an additional 15 days, for a total of 120 days

“As a mother of 4, I know that pregnancy is no easy matter. That is why we pushed this law to provide pregnant workers with more days where they can closely nourish their newborn children,” she said.

Hontiveros said she is working with government agencies like the Department of Labor and Employment (DOLE) to ensure that workplaces nationwide are following the provisions of the new law, and are now giving pregnant workers the bene�its due them.

Amidst the threat of coronavirus infection which was recently declared to have local incident in the Philippines, everyone must make dramatic changes in their lifestyle. Even the church.

The Philippines being the only Christian nation in Asia. with more than 86 percent of the population belonging to the Roman Catholic church, must adopt to the safety measures in order to protect its roughly 84 million members.

The Catholic congregation must take heed from the churches in Western Australia which recently made directive to all its parishes following the �irst reported coronavirus death in Perth last Sunday.

The safety measures include removal of holy water from Catholic churches and drinking from the chalice will be banned under temporary precautions aimed at stopping the spread of the coronavirus. The communion wafer will also be administered in the hand, rather than on the tongue, and the sign of peace handshakes will be omitted.

All priests and extraordinary ministers of holy communion are to wash their hands in soap and water, or are to use an alcoholbased hand sanitiser both immediately before and immediately after the distribution of holy communion. MENDICANCY AND VFA Mendicancy is begging.

It is the state of “being poor” and “living in poverty.”

A mendicant, therefore, is a beggar.

Wikipedia describes it as coming from the Latin word “mendicans,” meaning “one who practices mendicancy and relies chie�ly on alms to survive.”

Wikipedia says mendicancy evolved from the practices of four religious orders that were recognized by the Second Council of Lyon in 1274. These are the Dominicans, Franciscans, Augustinians (Augustinian Hermits) and Carmelites as well as Trinitarians, Minims, Servites, Hospitallers of St. John of God and the Teutonic Order.

From this brief history, we are able to glean that “mendicancy” during those ancient times was a “laudable’ practice because it had something to do with the Christian religion akin to a

lifestyle of poverty.

Today, there is a �lip side to its meaning.

Since mendicancy is literally “begging for alms,” a mendicant is thus looked upon as a beggar. A panhandler. A tramp, a vagrant, a scrounger.

I cannot help but relate this to the on-going contentious issue of the country’s withdrawal from the VFA (Visiting Forces Agreement) which Pres. Duterte just recently did.

Several of our legislators – notably Sens. Lacson and Gordon – were among those small voices who registered their protest. Ostensibly pro-Americans – I am inclined to say - in a knee-jerk reaction, did not like the government’s action, saying so much assistance and so forth were going to be lost.

They also said the VFA prevents the Chinese from aggressively pushing its hegemonic tendency in as far

as the freedom of navigation in the South China is concerned.

The VFA, they argued, gives the Philippines a semblance of military muscle because of the huge military equipment and technical assistance the Americans are freely giving to the Philippine defense establishment.

However, the Chief Executive stood �irm in his decision and thus the of�icial message to cut off the VFA agreement has been of�icially relayed to the US authorities.

US Pres. Donald Trump said, with a cold shrug on his shoulder, said the American government could save some money from the incident.

Pres. Duterte wants us to stand on our own two feet.

This much I can glean from his actions and to refrain from relying on foreign aid because this makes us look like we are beggars.

The Filipinos did not

suffer when the US military bases were kicked out after the abrogation of the Parity Rights. In fact, I believe we all learned a hard lesson. We are a resilient proud race and we ought to maintain this self-reliant attitude.

WE ARE NOT MENDICANTS. This is an emphatic statement I want to share with our readers.

We have lived and survived four centuries of Spanish colonization, more than forty years of American methodical domestication and �ive years of brutal occupation from the Japanese.

Here we are, alive and kicking.

We are now an independent people. We are no longer toddlers who need a hand to make our walk steady.

Why are they still re-creating the sad past in our minds when we can live in total freedom?

Why do these senators want us to continue being

pushed around? Are they stooges of the Americans and the CIA? Our sovereignty has long been interfered with. So much is at stake now. Many of our past presidents have clung to American assistance and this is the result of their past mistakes.

Our people were taught to think like mendicants.

Until today, when the time is now ripe to get over this un-edifying tag, some people (maybe they have dreams of becoming president of the republic) are echoing sentiments that are better off buried in the grave of oblivion.

But there are some anecdotes about this great physicist who was honored by Time magazine as the Man of the Century, which most people don’t know. Here’s one: He was once traveling from Princeton on a train when the conductor came down the aisle, punching the tickets of every passenger.

When he came to Einstein, the famous scientist reached in his vest pocket. He couldn’t �ind his ticket, so he reached in his trouser pockets. It wasn’t there, so he looked in his briefcase but couldn’t �ind it. Then he looked in the seat beside him. He still couldn’t �ind it.

“Dr. Einstein, I know who you are,” the conductor told him. “We all know who you are.

I’m sure you bought a ticket.

Don’t worry about it.”

Einstein nodded appreciatively. The conductor continued

down the aisle punching tickets.

As he was ready to move to the next car, he turned around and saw the great physicist down on his hands and knees looking under his seat for his ticket.

The conductor rushed back and said, “Dr. Einstein, Dr. Einstein, don’t worry, I know who you are. No problem. You don’t need a ticket. I’m sure you bought one.”

Einstein looked at him and said, “Young man, I too, know who I am. What I don’t know is where I’m going.”

The said anecdote was forwarded to me by a friend through electronic mail. It was shared by Dr. William Franklin Graham, Jr. – more popularly known as Billy Graham – when he was invited by leaders in Charlotte, North Carolina (where he was born) to a luncheon in his honor.

It was in January 2000 and Dr. Graham was 86 years old at that time. Initially, the wellknown Christian evangelist hesitated to accept the invitation because he struggles with Parkinson’s disease, a disorder that affects nerve cells, or neurons, in a part of the brain that controls muscle movement.

“We don’t expect a major address,” the leaders assured him.

“Just come and let us honor you.”

So, he agreed.

Dr. Graham came and after

those wonderful things were said about him, he stepped to the rostrum, looked at the crowd, and shared the story of Albert Einstein.

Then, he continued, “See the suit I’m wearing? It’s a brand-new suit. My wife, my children, and my grandchildren are telling me I’ve gotten a little slovenly in my old age. I used to be a bit more fastidious. So, I went out and bought a new suit for this luncheon and one more occasion.

“You know what that occasion is? This is the suit in which I’ll be buried. But when you hear I’m dead, I don’t want you to immediately remember the suit I’m wearing. I want you to remember this: I not only know who I am, I also know where I’m going.”

But what about you: Do you know where you’re going?

In other words, what is your purpose in life and why are you where?

I was reminded of the 1975 movie entitled, Mahogany. It tells the story of a poor African-American girl (played by Diana Ross, who received an Oscar nomination for her performance) who becomes a successful Paris fashion designer.

Remembering the success she had in the past, she faces the reality of a loveless future and decisions that brought her to this point in her career.

In a song written by Michael Masser and Gerald Gof�in, Ross sang these famous lines: “Do you know where you’re going to? Do you like the things that life is showing you? Where are you going to? Do you know?

Do you get what you’re hoping for? When you look behind you there’s no open door. What are you hoping for? Do you know?”

“Your �irst purpose is to �ind a purpose for yourself,” Mehmet Murat Ildan wrote.

“And your second purpose must not immediately be trying to reach that purpose you found but to investigate thoroughly whether that purpose is really necessary for yourself or whether it is worth at all to struggle for it! Because millions are �ighting for a purpose which will in no way make them happy at the end!”

If, until this very moment, you don’t have any idea of what is the objective of your life, then you’re lost. If you are riding a train just like Einstein at the beginning of this feature, you will never get to where you are going.

“To forget one’s purpose is the commonest form of stupidity,” Friedrich Nietzsche once said. Seneca also said, “When a man does not know what harbor he is making for, no wind is the right wind.”

If you know where you’re going, then you have sense of

direction. British playwright George Bernard Shaw reiterated, “This is the true joy in life, the being used for a purpose recognized by yourself as a mighty one; the being thoroughly worn out before you are thrown on the scrap heap; the being a force of nature instead of a feverish sel�ish little clod of ailments and grievances complaining that the world will not devote itself to making you happy.”

Our life here on earth is precious and so little. Be yourself. Know what you want in life. Let your dreams be your source of inspiration and power. Don’t be intimidated. Don’t wait for tomorrow to do what you can do now.

Don’t be a copycat and insist on living just like your idol or someone else. “Your time is limited, so don’t waste it living someone else’s life,” Steve Jobs advised. “Don’t be trapped by dogma — which is living with the results of other people’s thinking. Don’t let the noise of others’ opinions drown out your own inner voice. And the most important, have the courage to follow your heart and intuition. They somehow already know what you truly want to become. Everything else is secondary.”

Now, at this present stage of your life, do you know where you’re going to?

Underemployment rate drops to new record low in 10 years

T

he Philippine labor market continued to record positive gains as underemployment rate fell to its lowest in a decade on top of an increased employment rate, the National Economic and Development Authority (NEDA) said.

The January round of the Labor Force Survey (LFS) of the Philippine Statistics Authority showed that the country’s underemployment rate – the proportion of those already employed but still wanting more work – dropped further to 14.8 percent, from 15.6 percent in January 2019.

This is the lowest underemployment rate recorded for all January rounds in the last 10 years.

“While the results of the latest Labor Force Survey showed remarkable improvements in the Philippine labor market, the government should continually improve its ef-

forts towards providing an environment conducive to the creation of more and better employment opportunities,” Socioeconomic Planning Secretary Ernesto Pernia said.

Notably, the employment rate rose to 94.7 percent, which brings the total number of employed Filipinos to 42.7 million in January 2020.

The employment growth rate is up by 4.0 percent or an estimated 1.6 million additional employment from the same period in 2019. This is on account of stronger employment in agriculture (9.2 percent growth) and services (4.0 percent growth) sectors.

The unemployment rate also remained consistently low, maintaining its 5.3-percent mark from January 2018 up to the present.

Labor force participation improved to 61.7 percent, re�lecting con�idence in the economy with an improved labor market situation. The labor market attracted 1.7 million labor entrants, which largely came from the younger working-age group (15-24 years old).

The LFS for January 2020 showed a decline in the number of females who opted out of the labor force due to household family duties (131,000 in absolute terms).

NEDA attributed this to the reforms that enabled workplace �lexibility (such as the Expanded Maternity Leave Act and the Telecommuting Act), as well as employment facilitation programs and easier access to modern family planning services.

Also on Friday, the Asian Development Bank said it saw China taking a $103 billion hit, or 0.8 percentage point hit to GDP, while losses could hit $22 billion -- or 0.2 percentage points -- for other developing economies in the region.

“The magnitude of the economic losses will depend on how the outbreak evolves, which remains highly uncertain,” the bank said in a statement.

The UNICEF research found that drowning rates were highest among boys and girls less than �ive years old compared to other age groups and higher among females than males for all age groups.

In addition, the drowning rates were higher among males under �ive years and among those under 15 years compared to females of the same ages. This gender difference is largest for male toddlers whose relative risk for drowning death is 1.5 times higher than female toddlers, the research pointed out.

All over the world, drowning is the third leading cause of unintentional injury death, accounting for 7% of all injury-related deaths, according to the World Health Organization (WHO). “There are an estimated 372,000 annual drowning deaths worldwide,” it says.

Despite limited data, several studies reveal information on the cost impact of drowning. In the United States, for instance, 45% of drowning deaths are among the most economically active segment of the population. Coastal drowning accounts for $273 million each year in direct and indirect costs. In Australia and Canada, the total annual cost of drowning injury is $85.5 million and $173 million, respectively.

The United Nations health agency says increased access to water is one risk factor for drowning. “Individuals with occupations such as commercial �ishing or �ishing for subsistence, using small boats in low-income countries are more prone to drowning,” the WHO explains. “Children who live near open water sources, such as ditches, ponds, irrigation channels, or pools are especially at risk.”

In �lood disasters, which is common in the country, drowning accounts for 75% of deaths, according to WHO. “Flood disasters are becoming more frequent and this trend is expected to continue,” it says.

“Drowning risks increase with �loods particularly in low- and middle-income

countries where people live in �lood-prone areas and the ability to warn, evacuate, or protect communities from �loods is weak or only just developing.”

Other factors that are associated with an increased risk of drowning are as follows: lower socio-economic status; infants left unsupervised or alone with another child around water; alcohol use, near or in the water; medical conditions, such as epilepsy; and tourists unfamiliar with local water risk and features.

Drowning and near drowning are two different terms. Near drowning is “severe oxygen deprivation” (suffocation) caused by submersion in water but not resulting in death; when death occurs, the event is called drowning.

“When a person is submerged under water, water enters the lungs,” explains The Merck Manual of Medical Information. “The vocal cords may go into severe spasm, temporarily preventing water from reaching the lungs. When �illed with water, the lungs cannot ef�iciently transfer oxygen to the blood. The decrease in the level of oxygen in the blood that results may lead to brain damage and death.”

The WHO de�ines drowning as “the process of experiencing respiratory impairment from submersion/immersion in liquid.”

Outcomes are classi�ied as death, morbidity, and no morbidity.

Drowning itself is quick and silent, although it may be preceded by distress, which is more visible. “People who are drowning and struggling to breathe are usually unable to call for help,” the Merck manual reminds. “Children who are unable to swim may become submerged in less than one minute compared with adults, who may struggle longer.”

What happens during the drowning event? Dr. Ben Wedro, who practices emergency medicine at Gundersen Clinic, a regional trauma center in La Crosse, Wisconsin, shared this sequence: First, the person panics or struggles, followed by submersion with breath-holding.

Loss of consciousness can begin within three minutes of be-

ing under water. The brain may suffer damage if it is deprived of oxygen for more than six minutes. The heart may go into an irregular rhythm that doesn’t allow the heart to pump blood, if it too is deprived of oxygen for more than a few minutes.

People who survived drowning may have symptoms ranging from anxiety to near death. “They may be alert, drowsy, or comatose,” the Merck manual informs.

“Some may not be breathing. People who are breathing may gasp for breath or vomit, cough or wheeze.

The skin may appear blue (cyanosis), indicating insuf�icient oxygen in the blood.

In some cases, respiratory problems may not become evident for several hours after near drowning.”

Drowning doesn’t just happen in lakes, rivers and oceans. A person can get drowned in a bathtub – or even a wading pool. Sometimes, drowning occurs because of another injury, a heart attack or stroke that causes unconsciousness.

Sometimes, it can happen from a head injury caused by diving into shallow water. Cramps, too, can cause panic, which in turn may lead to drowning.

Drowning is an emergency situation. Just in case you spot someone drowning far out in the water and you are on land, what should you do? “Get help as fast as you can,” suggested Dr. Stephen J. Rosenberg and Karla Dougherty, authors of The Complete Idiot’s Guide to First Aid Basics. “As frustrating as it can be, the odds are against you. If you are not someone equipped to handle crashing waves, you are likely to become a victim instead of a hero.”

For those who want to be a hero, here’s a tip from the Wikipedia: “Rescue involves bringing the person’s mouth and nose above the water surface. A drowning person may cling to the rescuer and try to pull himself out of the water, submerging the rescuer in the process. Thus, it is advised that the rescuer approach with a buoyant object, or from behind, twisting the person’s arm on the back to restrict movement. If the rescuer does get pushed under water, they should dive downwards to escape the person.”

woke up gasping for air,” Nini Andrada-Sacro remembered vividly.

“Water was exiting by body from everywhere. I vomited green stuff out of my mouth and my head was throbbing with pain.”

She was completely lost.

“Where am I,” she asked.

Nini was on a stretcher, cold and soaking wet. She smelled like seawater. A nurse told her that they were transferring her to the intensive care unit (ICU).

She saw a doctor was arguing with another doctor.

Everyone, it seemed, was in a hurry. Then the voices faded.

Earlier that day, on April 16, 2010, they were on their way to a popular diving resort in Anilao, Batangas.

Nini was with her husband, John Adams, and two children (Katha and Rajah), nephew, nieces and some friends. All of them were excited to learn how to scuba dive with Janet Belarmino, one of the �irst Filipino women to climb Mount Everest, as diving coach.

Everything seemed to work according to plan.

The diving resort was awesome. The crystal blue water looked perfect for snorkelling and diving. After a light breakfast, those who want to dive gathered in one room for a lecture before they could actually dive in the pool, then have an open water session.

Since Nini had already undergone an intro dive before, she decided to leave the room tagging along her two children. They opted to have a swim instead at the diving pool. “We all changed into our swimwear and headed for the pool,” Nini said. “Katha and Rajah were screaming with excitement.

Everything was perfect.”

Nini was 40 years old and stood only 4 feet and 11 inches in height. Katha, her 8-year-old daughter, was already 5 feet and one inch tall. Her daughter cautiously felt with her feet how deep the pool was. Noticing that it was only four feet deep, she felt safe already.

While Nini was helping Rajah to get down from the steps of the pool, Katha immediately set herself in the middle part of the pool only to realize that it was much deeper than four feet. “Mama, Mama!” she screamed.

“Help me!”

Nini looked around and saw her daughter sinking, her head bobbing on the water surface.

She quickly came to her and grabbed her.

Panic was eating her up and she started pulling her mother down as she struggled to breathe.

The mother became her sort of ladder, stepping on her so she could catch some air. Katha was crying while saying, “Sorry, Mama…”

Nini �inally was able to lift both their bodies up in the water again only to sink once more. “That short moment that I was able to see the surface of the pool, I was able to shout at Rajah to stay put and not to move closer to the water because I can sense that he is bothered by the commotion,” Nini recalled.

After that shout, the two were at the bottom of the pool again. Katha saying sorry was deeply hurting her. “No, my child, I cannot lose you,” Nini told herself.

Nini tried to pull Katha

up again and with the last ounce of her strength, she kicked her to the pool’s shallow side. “The last image I had was that of Katha, back at the four feet marker.

Then, I drifted to the deep part of the pool again. And it went deeper and deeper.

I though the water ate me up. I thought I was dreaming a very bad d r e a m ,” s h e re-

“I cannot fathom how Katha could have taken me and brought me to the edge of the pool,” she wondered.

“She cannot swim. I eventually learned that she somehow was able to keep herself

“Where am I?” she inquired. “You are in the hospital Ma’am,” the nurse replied.

Nini was having hard time breathing. Every single breath was an effort. It was as if a child was sitting on top of her chest. Then, she remembered Katha.

“Where’s my daughter? Is she okay?” she asked.

The nurse said that her daughter was safe and that

Then Katha cried for help. But nobody could hear her and there was no lifeguard patrolling the area at that time. Luckily, Nini’s brother-in-law, Ariel, got tired of the lecture and walked off to the diving area. He thought of taking a picture of Nini and her two kids while swimming.

Going down to the pool area, he saw that Katha was hugging her mother, who

was “�loating.” Ariel thought the mother and daughter were just being sweet. The he heard Katha whimpering and saw that Nini was turning blue-violet.

Nini never knew what happened next.

Janet Belarmino took over when Nini was lifted out of the water. Dr. Teofredo Esguerra, the only doctor who joined the First Philippine Everest Expedition Team in 2006, was giving Janet instructions over the phone.

Janet was beginning to cry and so Dr. Esguerra told her to calm down and stay focused. Nini was immediately put on oxygen. Fifteen more minutes and Nini could already be brain-dead or dead.

She was immediately transferred to a banca (outrigger) that brought her from Anilao to a hospital with an ICU in Lemery, Batangas.

Then, she was saved from death. Today, Nini has so many “what if” questions which still send shivers to her soul.

“I still have nightmares about that accident,” she admits. “I can still smell the ocean even when I climb up a mountain. Two years and I have never truly and fully recovered.”

Nini and her daughter were lucky. A study conducted in the Philippines from 2006 to 2013 showed some 3,276 people die each year of drowning and submersion. It is the second-leading cause of death among children aged 14 years and below.

A research done by the United Nations Children’s Fund (UNICEF) list-

ed drowning, with 12%, as the fourth-leading cause of death from injury in the Philippines. Road traf�ic accidents (20%), gun shots (17%) and stabbings (14%) were the top three causes, while electrocution and falls (4% each) was ranked �ifth (4% each).

The Philippine Statistics Authority (PSA) singled out the month of April as having the highest average number of deaths (355) caused by drowning and submersion from 2006 to 2013. The month of May trailed with 316 reported deaths.

The months of April, August, and September had also higher number of casualties: 291, 286 and 281, respectively. February had the least number, with 205 deaths. Less number of deaths were also reported during January (226), December (264) and November (267).

Sunday, with 606 deaths, had the highest average number of deaths caused by drowning and submersion.

Saturday settled for second with 576 deaths. Wednesday had the least number of deaths: 400.

Most of those who die of drowning are children and teenagers. According to the �indings of a study conducted by Safe Kids Philippines, the Philippine Life Saving Society and the Department of Health, almost 2,000 children die yearly from drowning.

The result of the study – “Child drowning in the Philippines: The silent killer speaks” – ranked drowning as the second leading cause of death among children aged one to 14 years old, outnumbering deaths from serious diseases such as

PSC's Children’s Games return to Limasawa Island

n celebration of the 499th anniversary of the �irst mass on Philippine soil, the Philippine Sports Commission (PSC) will return to the island-municipality of Limasawa for the Children’s Games on March 28 and 29.

Around 500 kids from six barangays of Limasawa and close municipalities will take part in the event that will feature beach games, triangular and sprint swimming, and modern pentathlon events.

“We are thankful for the go signal given by the regional of�ices of the Department of Health and Department of Interior and Local Government to proceed with the games,” said PSC Commissioner Ramon Fernandez, following the recent postponement of PSC-related programs amid the Corona Virus Disease (COVID-19) last month.
