n Army general who spent his early years with the elite Scout Rangers has assumed command of the Armed Forces of the Philippines Eastern Mindanao Command (Eastmincom) Friday.

Eastmincom spokesperson Lt. Col. Ezra Balagtey said Maj. Gen. Jose Faustino assumed the post from Brig. Gen. Alfredo Rosario, the acting commander.

Faustino commanded the 10th Infantry Division while Rosario led the Eastmincom in acting capacity after its former chief, Lt. Gen. Felimon Santos, became the AFP Chief of Staff.

Balagtey said Faustino will retain the concept of focused military opera-

tions against the communist rebels in Mindanao.

At the same time, Balagtey said Faustino would continue to push the “whole-of-nation” approach in dismantling the “shadow government” of the rebels in Mindanao towns and cities.

The 55-year-old Faustino was the former chief of the 11th Intelligence Service Unit in Davao City.

He was the former commander of the 35th Infantry Battalion and 501st Infantry Brigade based in Sulu province.

Faustino was also the former Commandant of Cadets in the Philippine Military Academy in Fort del Pilar, Baguio City.

avao del Norte Gov. Edwin Jubahibhas has declared the Communist Party of the Philippines, its armed wing the New People’s Army, and political arm National Democratic Front (CPPNPA-NDF) as persona non grata.

Jubahib signed Executive Order No. 14 Thursday declaring the CPP-NPANDF persona non grata for "sowing terror in the communities."

In a statement on Friday, Jubahib said the declaration constitutes a total ban on the communist rebel group and its allied organizations from holding "various activities" in the province.

"They are no longer welcome in Davao del Norte and the Dabaonon people will support them no more and will no longer tolerate the presence of armed rebels in the province,” he said.

During the Regional

Peace and Order Council (RPOC-11) meeting last week, Jubahib moved for the reclassification of the communist rebel movement as an organized crime group.

He also called on the members of the NPA and their mass supporters to return to the fold of the law and "join the movement for peace and progress."

He said there is no reason for anyone to support the rebel cause, as "the government is now extensively addressing the issues being used by the NPA, such as poverty, inequality, and discrimination."

In a previous interview, Jubahib noted that the government has been delivering services even in far-flung areas, "and there is no way the NPA can stop government programs."

he Mindanao Development Authority (MinDA) said it has expanded assistance to three more Indigenous People (IP) barangays in Zamboanga Sibugay.

In a statement on Friday, MinDA said the barangays of Pulidan, Kipit, and Tugop Muslim in the town of Titay will be the next recipients of the agency’s agricultural livelihood projects.

MinDA Secretary Emmanuel Piñol said the decision came following the “Serbisyo Caravan” organized by Zamboanga Sibugay’s Provincial Task Force to End Local Communist Armed Conflict (PTF-ELCAC) on Friday, during which the three ba-

rangays were identified as among the province’s conflict-affected areas.

“Genuine development can only happen in Mindanao if peace and security become our priority, allowing people to work at their farms and go home peacefully,” Piñol said.

s a former official of the Armed Forces of the Philippines, Galvez was assigned in Sulu in early 2000. His stint in the province allowed him to see the ugly face of war which brought untold suffering to the people and claimed the lives of his men.

This situation, he said, must come to an end.

“I lost many of my soldiers here. It’s about time to change the condition of Sulu through peace and progress,” Galvez said.

“And everytime the President learns about people being killed because of this so-called cycle of violence, he is hurt,” he added.

According to the peace adviser, the government, through the Peace Coordinating Committee, will carry out socio-economic programs and projects to uplift the lives not only of MNLF members in Sulu, but the Bangsamoro people as a whole.

Aside from complying with the remaining commitments contained in theTRP, he bared the government will also allocate funds to the committee which shall be used to implement initiatives which seek to bring a greater sense of normalcy to the lives of residents in MNLF communities.

In particular, Galvez said the Peace Coordinating Committee will implement skills and capacity-building training and education for MNLF members that will help them make the transition to peaceful and productive civilian life.

The members, he added, will also be given financial assistance packages which they can utilize in earning sustainable incomes for themselves and their families.

tions (GOCCs) to provide a one-stop shop for various social services needed by constituents of these barangays.

“Our government service providers are here because we want to prove that the Duterte administration is sincere. That you have a government that listens and cares for you,” Piñol added.

He said the residents of the identified barangays would be trained for egg production, vegetable farming, and goat multiplier farming.

MinDA’s Western Mindanao team will also work together with the Provincial Agriculture Office for vegetable farming, and other agricultural-based economic activities that

would uplift the quality of lives of the area’s Subanen communities, he added.

“We will develop these barangays into agricultural learning center communities with the assistance of TESDA (Technical Education and Skills Development Authority) for technical trainings and skills programs,” Piñol said.

MinDA will also engage the barangays for its water supply program through its solar-powered irrigation initiative.

Meanwhile, Zamboanga Sibugay Governor Wilter Yap Palma called on the province’s communities to be a partner of the government in attaining collective peace and development.

Damosa Land inks pact with IWG D

amosa Land Inc (DLI), the property development arm of Anflo Management and Investment Corporation (Anflocor), is looking to grow its office portfolio after closing a franchise partnership agreement with International Workplace Group (IWG).

IWG is a leading flexible workspace provider with brands such as Regus and Spaces.

Under the agreement, DLI will develop the first IWG franchised workspace in the Mindanao region.

The agreement grants DLI the exclusivity to develop and operate eight IWG centers across Mindanao in the cities of Davao, Cagayan de Oro and General Santos.

The first IWG franchise center from DLI will be located at the 17-storey Diamond Tower, which is scheduled to open in the third quarter of 2020.

DLI First Vice President Ricardo “Cary” Lagdameo disclosed that he anticipates a growing demand for office space in Davao City. One of the directions of DLI is to grow their office portfolio.

Mati City covers 84.5% polio immunization target

s of January 24, 2020, or on the 5th day of the third round of polio immunization, the City of Mati Health Office has already covered 84.5% of its target.

Mati CHO head Dr. Ben Hur Catbagan said that based on the report submitted by Immunization Program Manager Nurse Mario Lutog they have already vaccinated 14,777 out of the target 17,487 under 5-year old children in the city.

Catbagan said that the 3rd round of polio immu-

nization campaign will run until February 2, 2020 thus he is confident that they would reach their target.

In the 2nd round of polio immunization held from November 25 to December 7, 2019, they covered around 90% of the target population.

resident Rodrigo Duterte has admitted that his strenuous job as the country’s highest elected official is making him tired “a bit.”

In an exclusive interview with Russia Today aired on Friday, the 74-year-old President said there are times when he gets exhausted due to “tremendous” stress, driven by his heavy workload.

“Yes, a bit,” Duterte said when quizzed if he is getting tired of his job as the Philippine president.

“When you say bone-weary, when you are really weary of doing things, and I said because aside from the fact that you have to stay late and you have to travel, and then there’s the tremendous stress of flying where the bullets were whizzing around, and I got a hole in one of the helicopters that I was,” he added.

In November last year,

the President said that while his age and health problems are taking a toll on his health, he is still fit to work.

Duterte, in his latest remarks, said it was merely challenging to visit some areas where there are pressing issues that need to be addressed, such as Marawi, which was attacked by the Maute terror group in May 2017.

“I would say, physically there’s always a diminution in the many hours you can stay awake and the number of days you’re out in the field, inspecting public works and visiting military camps and all, and going to the fronts especially during the Marawi siege,” he recalled.

“I was there almost 10 times. I flew in there, stayed until midnight and flew out, so that’s where the things that I said, maybe the stress added to me,” the President

“In our previous missions we were able to accommodate 4,000 to 5,000 patients. But here in Davao

City we are targeting to cater 800 to 1,000 patients a day,” Basnillo said.

The association was established in 1997 in Chicago, Illinois starting with with about 500 members based in the United States.

It is the goal of the association to conduct medical mission every year in the Visayas and Mindanao aiming to help and serve the poorest of the poor.

They have conducted medical missions in some areas in Visayas that include Carcar, Minglanilla, and other areas of the province and city of Cebu.

ocalized peace talks with the communist rebel movement is among the priorities of the administration of President Rodrigo Duterte to attain the objectives of its “wholeof-nation” approach to end local communist armed conflicts (ELCAC).

Cabinet Secretary Karlo Alexei Nograles said among the approaches to effectively carry out localized peace talks is to convince New People’s Army (NPA) rebels to lay down their arms and go back to the fold of the law.

“A number of NPA rebels already heeded the call of the government to surrender by providing them the support they need through the Enhanced Comprehensive Local Integration Program or ECLIP,” Nograles in a press conference Thursday here, where he presided over the fourth regular meeting of the Regional Task Force of ELCAC in Caraga Region.

Most of those who surrendered have availed of livelihood support through the E-CLIP and other benefits provided by various agencies of the government, he said.

“With the increase of

the number of rebels and supporters who surrendered to the government, the NPA now has lost the support of the masses,” Nograles said, adding that the communist movement in the country has “lost the cause that they have been fighting for.”

“The people now benefit from the programs and services of the government. With these benefits they also realize that it is better to support the government and the administration of President Duterte,” he added.

The Armed Forces of the Philippines (AFP) in Caraga, particularly the Army’s 402nd and 401st Brigades, reported that a total of 3,424 NPA rebels have surrendered in 2019.

Of the total number, 267 were considered regular members, 528 were members of the NPA’s Milisya ng Bayan, 184 were members of the Sangay ng Partido sa Lokalidad, and 2,445 were members of underground mass organizations.

BSP: Oil, higher ‘sin’ taxes may push up inflaton rate this year

nflation would likely remain within target this year, but volatile oil prices, possible transport fare hikes, and higher sin taxes may push the prices of basic goods up, the central bank said Friday.

In its fourth-quarter inflation report, the Bangko Sentral ng Pilipinas said latest estimates showed inflation will settle “firmly within” the 2-4 percent annual target in 2020, following a 2.5 percent climb in 2019.

Inflation tracks the price movements of basic goods like food and fuel.

Last year’s pace was softer compared to 2018, when a spike in rice prices pushed commodity costs to surge by 5.2 percent.

Bank economists also expect manageable inflation this year, with a BSP poll revealing an average forecast of 2.9 percent for the full year. For January-March, market analysts

see prices rising by 2.5 percent, a pickup from the 1.6 percent average increase during the preceding quarter.

Majority of these economists foresee inflation settling within the target band until 2021, with the average forecast at 3.1 percent.

The BSP added that several factors could drive faster price increases this year.

“The volatility in global crude oil prices, petitions for electricity rates and transport fare adjustments, the proposed increase in the excise taxes of alcoholic beverages, and the impact of ASF (African siwine fever) on meat prices are the

main upside risks to inflation,” it said in the report.

In particular, the central bank pointed to the re-escalation of tensions in the Middle East after the United States and Iran launched tit-for-tat attacks in Baghdad, Iraq following American troops killing of Iran’s top military general. US President Donald Trump later said that Tehran appears to be standing down, with no new reported attacks since the first week of January.

Philippine authorities have ordered a mandatory repatriation of Filipinos in Iraq for their safety.

Tensions in the oil-rich region were also among the reasons cited by transport groups as they sought an increase in minimum jeepney fares, coupled with the impact of higher duties on gasoline, diesel, and cooking gas which took effect January 1.

For food prices, the cen-

ranking official of the Bangko Sentral ng Pilipinas (BSP) said on Friday he continues to see a within-target inflation rate for 2020 and 2021 despite risks from the volatility of international oil prices and rice supply, among others.

BSP Deputy Governor Francisco Dakila Jr., in a briefing for the fourth quarter 2019 Inflation Report in Manila, said members of the policy-making Monetary Board (MB) will be looking at several data such as the fourth quarter and full-year 2019 gross domestic product (GDP) and developments of global oil prices, among others, on their first policy meeting for the year on Febru-

ary 6.

He noted that the faster domestic output in the last quarter of last year, at 6.4 percent from quarter ago's 6 percent, is “quite favorable.”

“It brings us back quite close at least to the lower end of the government target and it places us in a more comfortable position with respect to the target growth for 2020,” he said.

The government’s 2019 gross domestic product (GDP) target is a range between 6-6.5 percent while it is 6.5-7.5 percent for 2020-22.

Dakila said the MB will also be considering the December 2019 inflation figure, which rose to 2.5 percent from 1.3 percent in

the previous month.

Average inflation in 2019 stood at 2.5 percent, within the government’s 2 to 4 percent target band.

The central bank official said the latest GDP and inflation reports “will impact on the assessment of the baseline inflation path.”

“As you know the latest path that we give out to the public following the policy decision (last December) showed (an average inflation forecast of) 2.9 percent for 2020 and likewise 2.9 percent for 2021,” he said.

Dakila noted that based on current figures the baseline inflation has “ample cushion for the achievement of the inflation target for both years in the policy

he government has remained optimistic that the economic output of Davao Region will grow between 9.5 percent and 10.5 percent for 2019 despite a series of major earthquakes last year that affected the property development sector, one of its major growth drivers, an official said.

Maria Lourdes Lim, National Economic Development Authority (NEDA) Davao Region director on Friday said the expectation was based on the area’s “stable macroeconomic fundamentals”.

“We have yet to see the impact (of earthquakes) for the quarter updates but I’m still optimistic this will not really make a big dent in terms of our GRDP (gross regional domestic product),” Lim said during a press conference on the Highlights of Davao Region’s 2019 Socioeconomic Performance.

By March this year the Philippine Statistics Authority (PSA) will release a report on the economic performance of the region, which comprises 5 provinces, 6 cities, and 43 municipalities, she said.

PSA said the region’s GRDP in 2018 decelerated to 8.6 percent from 10.7 percent in 2017. Despite the slowdown, Davao’s economy had remained robust, emerging as the second strongest regional economy among the country’s 17 regions and the strongest in Mindanao.

It said real estate, renting and business activities slowed down from 6.7 percent in 2017 to 6.4 percent in 2018. Services sec-

tor grew from 6.9 percent in 2017 to 8.1 percent in 2018; trade and repair of motor vehicles, motorcycles, personal and household goods sub-sector grew by 7.4 percent, slowing down from 8.7 percent in 2017; transport, storage, and communication rose to 8.1 percent in 2018 from 7.2 percent in 2017; Financial intermediation increased to 10.4 percent in 2018 from 6.2 percent in 2017; public administration and defense/ compulsory social security nearly doubled from 6.5 percent in 2017 to 12.9 percent in 2018, and other services rose to 8.3 percent from 3.8 percent in 2017.

Lim said the series of powerful earthquakes in 2019 should give a signal to the players in real property sector “to really observe strict implementation of National Building Code”.

“As we have seen particularly in urban areas of the region, most affected were some condo units.

Those contractors that have not observed the National Building Code were the ones who suffered. In fact, they have to compensate their tenants because of this destruction,” she said.

She said the latest earthquake that occurred on December 15, 2019 had caused significant damages in the municipalities of Matanao, Magsaysay, Bansalan, Hagonoy and Digos City in Davao del Sur. Diokno says FDIs in PH could reach record highs this year

F

oreign direct investments (FDI) into the Philippines could revisit record highs in 2020, according to the country's central bank governor Benjamin Diokno on Friday.

At the sidelines of the Bangko Sentral ng Pilipinas' Annual Reception for Bankers, Diokno said FDIs inflows could reach over $10 billion this year once crucial measures like the Corporate Income Tax and Incentives and Rationalization Act (CITIRA) are implemented.

But even without that, he said they're expecting FDIs to reach at least $8 billion with the Philippines among the few attractive investment destinations in Asia.

He also downplayed worries over the slowing economic growth in the Philippines which hit an 8-year low in 2019.

On the contrary, Diokno said the country's economic growth is not slowing down as shown by the two straight quarters of accelerating expansion in 2019.

He added the government is now at the inflection point for its massive infrastructure program which would help link the whole Philippine archipelago and enable faster economic growth, adding the quality of growth of the Philippines is better now with the country seeing a reduction in poverty incidence and an improvement in employment figures.

Foreign visitors hit nearly 7.48M in Nov. 2019, up 21%, says DOT

T

he Department of Tourism (DOT) said Friday the number of international visitor arrivals in the Philippines from January to November of 2019 reached 7.48 million, 15.58 percent higher compared to the same period in 2018.

The DOT recorded 684,063 international visitors in November 2019, a

21.25 percent rise increase from the same month of the previous year.

“We are just happy that our collected efforts paid off with the yearend projections indicating an outstanding performance of the tourism industry,” DOT Secretary Bernadette Romulo-Puyat said in a statement.

he Province of Davao Oriental has donated P1 million financial aid to the Province of Davao del Sur which was devastated by a series of earthquakes late last year.

No less than Davao Oriental Governor Nelson Dayanghirang handed over the check to Davao del Sur Governor Douglas Cagas in a simple ceremony held at the lobby of Davao del Sur Provincial Capitol on Tuesday, January 21.

Governor Cagas, who warmly welcomed the group from Davao Oriental, said he is overwhelmed by the outpour

of support to his province.

He expressed his thanks to Governor Dayanghirang and to the people of Davao Oriental for the benevolence they have shown to his constituents.

He said that the donation will greatly help in the recovery and rehabilitation of the earthquake-affected communities in his province.

Attended by all the provincial and regional focal persons and Field Office Heads, the activity aims to evaluate and assess the strategies and effectiveness of the project implementation. The year-end review for EEP/ TUPAD implementers is the best venue for sharing best practices, identifying gaps and the facilitating factors in implementation of the program. A consolidated output will be presented to the respective field offices for guidance in its upcoming implementations.

In his welcome message, DOLE XI Regional Director Raymundo G. Agravante lauded the TUPAD Implementers and said, “I am congratulating you for a job well done. Davao Region is Top 2 in terms of EEP/ TUPAD allocation

with P630,094,443.65 and you were able to manage the implementation well throughout the region. I really acknowledge your dedication, loyalty and selfless sacrifices to perform your job. otabato City (January 22, 2020)—The Bangsamoro Government, led by Interim Chief Minister Ahod ‘Al Haj Murad’ Ebrahim, has sent off a team dubbed as “Tabang for Taal from Bangsamoro” to aid the Taal volcano victims in Batangas on Tuesday, January 21.

The team is composed of some members of the Bangsamoro Rapid Emergency Action on Disaster Incidence (BARMM-READI) and some ‘Bantay Tulay’ volunteers, who are former members of the Moro Islamic Liberation Front (MILF) combatants.

The team departed Cotabato City on Tuesday, and is expected to arrive in Manila on Friday, January 24.

The relief assistance includes 1,500 packs each containing 10 kilos of rice, canned goods, coffee, malong, hijab, prayer mats, blue water jug, medicines, and a hygiene kit.

Chief Minister Ebrahim said a portion of the relief assistance will be delivered directly by the team to the Muslim constituents affected by the volcano eruption.

More than 130 Muslim families, Ebrahim said, are among those internally displaced persons (IDPs).

“Ito ay in line sa Moral Governance advocacy natin. Yung pag-abot natin ng tulong does not limit dun sa area lang natin,” Ebrahim said.

“Iyong mga Bangsamoro, who are outside our territory, ay kasama sa mga mag a-avail ng

social services ng Bangsamoro Government,” he added.

Ebrahim also stressed that the Bangsamoro Government is “helping not only those Muslim IDPs, but also the entire affected communities”.

He said 1,000 of the relief packs will be turned over to the incident command post of the Batangas provincial government.

Meanwhile, Bangsamoro Spokesperson Atty. Naguib Sinarimbo said during the ‘Kapihan sa Bangsamoro’ session on Tuesday that “the Muslim constituents specifically requested assistance from us, because some of their needs are not addressed because of the peculiarity of these needs of these communities.”

“Our staff from the Bangsamoro READi are already in touch with their counterparts in Batangas,” Sinarimbo said.

Sinarimbo is also expected to join the team on Friday. “Hopefully, we will have a conversation with the incident command post or the operation center in Batangas.”

Taal volcano started to spew ashes on Sunday, January 12, which resulted to the Philippine Institute of Volcanology and Seismology (PHIVOLCS) to increase its alert status to Level 2 in the afternoon and Level 4 in the evening.

Match them bullies

President Rodrigo Duterte is noy backing down from the bullying of the United States. If US officials can cancel the visa of a Philippine official, so can the country cancel a visiting agreement that grants exemption of passport and visa regulations of US forces.

It’s a you-scratch-my-back-I’ll-scratch-yours situation.

With that, President Duterte has ordered to start the process of termination of the Visiting Forces Agreement after the cancellation of the US visa of retired Philippine National Police chief and now Senator Ronald “Bato” dela Rosa.

The lawmaker used to be one of those who implemented the government’s anti-drug campaign.

After Dela Rosa’s visa was cancelled, President Duterte warned the US government that he will scrap the agreement if the visa cancelation is not rectified within a month.

The VFA was inked by the Philippines and the US in 1998 and acts as an executive agreement that stipulates how visiting American troops should be treated in the Philippines.

Aside from exempting US forces from passport and visa regulations, the agreement also states that their permits and licenses are also deemed valid in the Philippines. In the same breath, the policy also applies to Filipino troops in US military installations.

In essence, that puts both forces on equal footing.

Which brings to the point where a US ‘sanction’ by way of cancellation of visa can be done by one party, what is the use of having bilateral agreements?

There is no way any agreement with the US will go one way. And the President’s plan to cancel this agreement is just fair.

JAPAN’S HIDDEN WAR AGENDA Historically, Japan’s military started making maps as early as 1870, and most of these were detailed graphs of neighboring countries with key importance to Japanese interests, particularly Korea and China. This was part of the intention to be recognized as a military power and with the clout to control lands or create colonies within reach or adjacent to her territory.

Japan’s economic foothold in Davao following its successful control of the hemp industry in the first half of the 20th century became an incentive to pursue her country’s military agenda.

Though disputed, the influx of Japanese nationals to Davao disguised as plantation workers was not lost among Filipino intelligence eavesdroppers.

The breakout of war, as expected, eviscerated some of Japan’s military secrets that were covertly known to member-countries in the Allied circle. Some of the information were subject to confirmation. A report (’20,000 Japanese at Davao for Fifth Column, Ranks‘) in The Courier-Mail (Brisbane, Australia) on Decem-

ber 27, 1941, was interesting: In and around this [Davao] port. which the Japanese now claim to have captured, live 20,000 Japanese. Mindanao is one of the richest of the Philippine Islands. Although the Americans have an aerodrome and naval base in Davao, the Japanese have their own schools and hospitals, and police the outlying districts… They even have their own Consul…

Several years ago, it was rumoured that the Japanese had fortified Mount Apo and that they were smuggling in arms and ammunition. - It also was believed that they had a tunnel five miles long under the hemp plantations leading to a secret arsenal where, ammunition was manufactured.

Considerable fifth column activity at Davao since the war begun seems to bear out these reports of intense Japanese preparation. (Italics mine.)

The same report claimed that in prewar times “large deposits of chromium, invaluable to armament makers, were found” but did not specifically identify the location in the country. Ac-

cordingly, the “iron ore [was] the best in the East and [was] needed desperately by Japan.” Nothing concrete came out of this account, which was sourced from raw data.

But the most interesting account (‘Japs Stole Davao Before War‘) came out in the January 4, 1942, issue of The Sun, published in Sydney, Australia, which reported: Americans discovered maps and specifications of Davao’s defences hidden in a corpse being shipped back to Japan.

Japan’s undisguised peacetime stealing of Philippine areas is illustrated by this incident told by a young American now in Sydney after living most of his life in the Philippines.

A Japanese at Davao had died. Instead of cremating the body and returning the ashes to the homeland (the universal custom), the Japs were to send the body back untouched.

A suspicious American arranged an autopsy, which revealed maps and specifications of the town’s defences concealed in the corpse…

As the Jap colony grew, more arms were smuggled in —machine-guns, Tommy guns, grenades, small arms, and ammunition coming in coffins. Japanese warehouses became arsenals.

Factories were built, many with 6 ft. reinforced concrete walls— admirable fortresses.

While the story sounded fantastic, this has never been officially confirmed. There’s a strong possibility, though, the report has basis. Dispatching dead bodies in tightly sealed aluminum casket was a preferred way of bringing home cadavers to loved ones in a foreign land. This was the case of Lt. Edward Bolton, American district governor of Davao who was killed in 1906.

Japan’s hidden war agenda, though continuously debated by scholars, has been extensively discussed in articles published in prestigious publications. In the July 2016 issue of National Geographic, Greg Miller wrote (‘Secret Japanese Military Maps Could Open a New Window on Asia’s Past ‘) about the maps recovered by the United States after the war.

The secret military diagrams and plates, numbering in the thousands, were confiscated by the American soldiers, and covered nearly all of Asia. Miller wrote: [The maps] went far beyond the local topography. They included detailed notes on climate, transportation systems, and the local people. It’s the kind of information that could be used to plan an invasion or an occupation, and some of it was gathered by spies operating behind enemy lines.

To the Japanese, these maps are known as gaihōzu—maps of outer lands.”

To the Americans, they were a valuable source of intelligence, not just on a recently defeated foe, but also on a newly emerging one—the Soviet Union.

Though some of the maps are still hidden, kept for decades for safekeeping and almost forgotten, are now in the hands of scholars for further studies. Their existence undeniably confirms the long-term plan of Japan to include the Philippines, particularly Davao, as future colonies of the land of the Rising Sun.

SOMETHING TO SMILE ABOUT “A beautiful smile without any reason is the smile of the existence.” – Mehmet Murat Ildan *** If you want to have peace with someone, smile. As Nobel Peace laureate Mother Teresa said, “Peace begins with a smile.”

There is something about smile, indeed. Tessa Dare, author of A Lady of Persuasion, penned: “Oh, no. Don’t smile.

You’ll kill me. I stop breathing when you smile.”

So, why frown when you can smile. In Quote Me Everyday, Santosh Kalwar wrote: “I was smiling yesterday, I am smiling today, and I will smile tomorrow.

Simply because life is too short to cry for anything.”

Roy T. Bennet, author of The Light in the Heart, shares the same view: “A smile puts you on the right track. A smile makes the world a beautiful place.

When you lose your smile, you lose your way in the chaos of life.”

Internationally bestselling American author Dale Carnegie said that if you want to impress someone for the first time, you don’t have to spend much money on clothes and other material things.

In his book, How to Win Friends and Influence People, Carnegie shared this story: “At a dinner party in New York, one

of the guests, a woman who had inherited money, was eager to make a pleasing impression on everyone. She had squandered a modest fortune on sables, diamonds and pearls.

“But she hadn’t done anything whatever about her face.

It radiated sourness and selfishness. She didn’t realize what everyone knows: namely, that the expression one wears on one’s face is far more important than the clothes one wears on one’s back.”

Carnegie was talking about smile. American steel magnate Charles Schwab thinks so, too. “(He) told me his smile had been worth a million dollars,” Carnegie wrote. “And he was probably understating the truth. For Schwab’s personality, his charm, his ability to make people like him, were almost wholly responsible for his extraordinary success; and one of the most delightful factors in his personality was his captivating smile.”

Perhaps Schwab heard of Iwan Goll’s thought. “The smile is civilization’s finest adornment,” the author of Dreamweed said. “It signifies the willpower and duty to fashion mankind’s coexistence as quietly and agreeably as possible so that it will always appear friendly. For it is all a matter of appearance.

The smile is culture’s diploma: it

is the diplomat’s badge.”

Kathleen J. Edgar was right.

“Smile awhile and while you smile – another smiles, and soon there are miles and miles of smiles and life’s worthwhile because you smile.”

One reason why smile is important is that it has the ability end fights. “He smiled, and suddenly she knew that his words were true,” Julia Quinn wrote.

“Everything would be all right.

Maybe not today and maybe not tomorrow, but soon. Tragedy couldn’t coexist in a world with one of his smiles.”

Another example was that of what Jodi Lynn Anderson wrote in Tiger Lily: “(She) made an attempt at a smile. After having felt the need to glower at other children for most of her life, smiles never came easily to her face. But this one was half all right.”

Smile even your heart is aching.

As Lauren Graham pointed out in Someday, Someday, Maybe, “Anyone can smile on their best day. I like to meet a man who can smile on his worst.”

If you want to become a successful businessman, you have to smile a lot. As one Chinese saying puts it: “A man without a smiling face must not open a shop.”

Carnegie puts an emphasis

on that, too, in his book. “Your smile is a messenger of your goodwill. Your smile brightens the lives of all who see it. To someone who has seen a dozen people frown, scowl or turn their faces away, your smile is like the sun breaking through the clouds. Especially when that someone is under pressure from his bosses, his customers, his teachers or parents or children, a smile can help him realise that all is not hopeless – that there is joy in the world.”

Never underestimate the power of smile. At one time, I was mad as hell when someone took the book I bought. I left it on top of my table before I left for work. When I returned home, it was gone. I really don’t have any problem with it if the person who took it just left a note that he was borrowing it.

At least, with a note I can always ask the person if he is already done with the book.

But what really got my nerve this time was the fact that I had some scribbled notes on the said book which I inserted.

I was afraid that whoever took the book might just throw away the notes I had written.

I was about to give up when my niece came to my room. “I am very much sorry, uncle,” she said. I was surprised; what had she done to me, I asked myself.

She took something from her bag and with a big smile, “Here’s your book which I took without your knowledge. I forgot to leave a note.”

It didn’t matter if the book was lost. What mattered most was the fact that here was my niece and with a broad smile eased all those worries. “A smile is central to our evolution and one of the most powerful tools of human behavior,” explains Dr. Cacher Keltner, a professor of psychology at the University of California, Berkeley, who has studied the importance of facial expression – including the variety and impact of smiles.

In 1872, Charles Darwin proposed in his book, The Expression of Emotion in Man and Animals that facial expressions are biologically based and universal among humans. However, the celebrated anthropologist Margaret Mead thought the smile was a cultural behavior that varied between societies.

“Smile and others will smile back,” Jean Baudrillard thinks.

“Smile to show how transparent, how candid you are. Smile if you have nothing to say. Most of all, do not hide the fact you have nothing to say nor your total indifference to others. Let this emptiness, this profound indifference shines out spontaneously in your smile.”

In his acceptance speech he posted in Facebook , Lim shared the story of NCCC as a testament that Mindanao is indeed a land of promise with still lots of potential waiting to be actualized.

“As CEO of the company, I had a front-row seat in witnessing how we need to radically adapt to the fast-changing needs and demands of a disruptive market in a Mindanaoan setting. We know from the start that our company had to ditch a survival mindset, that we need to have a trailblazing philosophy that is aware and responsive to the real pulse of the emerging market in Mindanao,” Lim said.

Just like famous reticent leaders like Moses, who didn’t believe he was a worthy messenger for God’s commandments, Lim didn’t consider himself an ideal choice for the job and hesitantly took on the role of Chief Executive Officer of the NCCC Group of Companies almost five years ago.

“It was never ever in my bucket list to become a CEO, and yet there I was thrust into where I was most needed at that time,” he said.

Last year during the Navigate Mindanao marketing conference organized by IPG Mediabrands, he admitted being absolutely petrified to be onstage, yet, he had to put his money where his mouth is, because on an earlier occasion he mentioned that Mindanao needs a better marketing approach different from Manila-centric marketing strategies and that was what inspired the research that culminated with the event.

Inspired by the story

he shared during the said event, he found himself nominated for the Agora Award.

“Thank you for believing we have a story worth telling, one that can hopefully speak to many and can lift spirits. However, although I was deeply honored, and utterly shocked, by the nomination, I would not have given it a second thought to not even consider entering, because personally, and I believe as a family, we have always wanted to remain low key.

I actually didn’t ask their permission to submit our entry. Sorry, Mom, siblings, but, hey, we won! And so I decided to go ahead with it for the love of Mindanao and my city, Davao, and as an opportunity to share our story, and to honor the legacy of our founders and the amazing work of everyone who were with us from the start,” he said.

Lim said the award was not single-handedly achieved by any individual, but it’s a cumulative effort and a true testament of grit and excellence by amazing people in their organization.

“That is why I honor them with this award,” he said.

He said being a recipient of the award gives him an opportunity to share the company’s story and to honor the legacy of the company’s founders specially mentioning three generations of his family – his grandfather, father, and older brother.

Lim’s late grandfather, he fondly called Akong, Lim Tian Siu, came to the Philippines from Jìnjiāng, Fújiàn, China when he was 14, worked hard for a living and sent money back to his parents. After World War 2, he moved out of war-devastated Manila and moved to Cotabato, where he set up business and eventually got married.

In 1952, together with his wife, Ko Giok Loo, he

started the company, New City Commercial Corporation, in Davao City primarily selling textile. They overcame many challenges while sowing the seeds of integrity, humility, and hard work that have continued to be part of our culture and the foundations of our success.

“He never stopped working up to his last days, and he never stopped reminding us that despite all the hardships, he never lost his integrity,” Lim said.

Lim also mentioned his Dad, the late Henry Lim, who jumpstarted the family’s accelerated growth in the retail business when they opened their very first supermarket and department store in 1978, which celebrated its 40 years last December 1, 2018.

With entrepreneurial boldness and vision, his father opened new stores in still unfamiliar areas like Tagum and Palawan. He added the seeds of excellence, care, and fun, instituting into their company a culture of not only being a leader, but a leader who cares.

“His memory lives on with the success of the NCCC brand, and the love of everyone inside and outside the company who benefited from his caring leadership, which inspires and guides us to this day.

Every year, several times a year, I continue to meet the hundreds of retirees of our company especially during their yearly outing, and they always express their gratitude for the love my Dad has given them. Every year we continue to acknowledge many who have worked for us for 20, 25, 30, and even 35 years. I believe that from his eternal retirement, he is watching over us with pride,” he said.

He also remembers his elder brother, the late Javey Lim, whose innovative and enigmatic leadership accelerated their supermarket business growth through

his multiple store format development and elevating retail shopping experience to become nationally competitive.

“Our supermarket ranks number 1 for many of our national suppliers not only in Southern Mindanao but also, for some, in the whole of Mindanao and even the VisMin area,” he said.

He lauded the passion, enthusiasm, and energy of their employees in whatever task is in front of them.

“Truly, our family has been blessed with highly empowered employees or associates, as we refer to them. As we connect and involve them to be a real stakeholder in our company, we ensure that we return the goodness of their service by being a channel where we can fulfill their ultimate aspirations. As we give, so our associates are delivering more,” he said.

Towards the end of his speech, he expressed his gratitude to PMA for being cognizant of the unique and distinct character Mindanao has to offer in the field of marketing and is assured of its commitment to continue to pursue and recognize Mindanao’s contribution in defining what truly makes a Filipino brand.

“That is why I invite all of you to take another hard look at Mindanao. Mindanao needs marketing experts who can see Mindanao not only for its tapestry of culture, but can breakdown and analyze each segment so that we can formulate a playbook on what Mindanao really needs marketing-wise. I am excited to see what we can do and achieve together in the marketing community about this,” Lim said.

When it comes to mango, Philippine mangoes are the number one. In fact, former Agriculture Secretary Leonardo Q. Montemayor said the variety has found its way in the Guinness Book of World Records as “the sweetest of its kind in the world.”

After banana and pineapple, mango is the third most important fruit in terms of volume of production. In fact, the Philippines is one of the world’s leading mango producers and exporters. “The Philippines holds a relatively significant position in the mango global value chain,” Karina Fernandez-Stark, Vivian Couto and Gary Gereffi, authors of “The Philippines in the Mango Global Value Chain,” pointed out.

The Rome-based Food and Agriculture Organization (FAO) of the United Nations said the Philippines accounts for an average of 10% of the world fresh and dried mango exports. The major export destinations were the United States, Hong Kong, South Korea, and Japan.

Although mango is the country’s fruit icon, it is not endemic in the Philippines.

History records showed that mangoes originated from the Myanmar region, where it was known to have been cultivated 4,000 years ago.

There are several varieties of mango grown in the Philippines. But when people talk about the fruit, they are actually referring to mango carabao. The fruit is elongated and kidney-shaped, weighs about 240 grams, with thin, yellow pulp, very tender taste and slight aroma.

Nicola Shubrook, writing for BBC Good Food, said that just 80 grams of mango (2 x 2-inch slices) are enough to provide a person 53 calories, 11 grams of naturally-occurring sugar and just over 2 grams of fiber.

Vitamin A can also be found in such food as carrot, sweet potato, liver and eggs, but none is considered as healthy as those packed in mangoes.

“Mangoes are a safe source of vitamin A and beta carotene,” says Ennata Avena, a research specialist in the food analytical service laboratory of the Food and Nutrition Research Institute in the Philippines. As it ripens, the amount of beta carotene also increases.

When the fruit is still green, the amount of vitamin C found in mango is higher. Vitamin C, along with other vitamins found in fruits and vegetables, seems to protect people against cancers of the mouth, larynx, esophagus, stomach, colon, and breast.

One study has shown that taking an extra 60 milligrams of vitamin C each day can help lower heart disease.

Mangoes are also high in fiber content. A study which appeared in the Journal of Nutrition found that mice who had a highfat, diet-induced obesity had improved gut microflora after adding mango to their diet. “This was in part due to the high fiber content of mango,” Shubrook reported.

THREE DECADES PSC celebrates 30 years “T

he employees are the heart and soul of this anniversary celebration,” declared Philippine Sports Commission Chairman William Ramirez as he addressed the employees at the Rizal Memorial Coliseum this Friday.

The PSC is donating its anniversary budget to the victims of Mt. Taal's eruption. The celebration, simple as it seems was filled with heartfelt gratitude and melancholic remembrances of the past thirty years of the sports agency.

In his speech, Ramirez said “I humbly acknowledge those who have stood as chairman before me, all who steered the PSC ship in the direction that they know and believed in the hearts to be the best of the Philippine Sports. I am privileged to be in their ranks. Marami pong salamat sa inyong lahat.”

Among the ten chairmen of the commission, Ramirez has the special perspective of different times and situations being the only PSC chief who has served the agency twice and led the country's two overall championships at the Southeast Asian Games in 2005 and 2019 as the Chef de Mission.
