Weak implementation of BADAC blamed on lack of funding By MAYA M. PADILLO he Barangay Anti-Drug Abuse Council (BADAC), the country’s first line of defense against drug abuse and trafficking, is not living up to the purpose.

Reason? Funding problems. BADAC was organized in all barangays to achieve a barangay-level approach of promoting whole-of-government and participatory strategy in suppressing drug abuse and trafficking.

With BADAC, barangay captains are directed to appropriate a substantial portion of their respective annual budget to assist in or enhance the enforcement of the law, giving priority to p r e ve n t ive

or educational programs and the rehabilitation or treatment of drug dependents. However, not all established BADACs are functioning due to lack of proficiency and appropriation of funding. Donaldo Rivera, technical adviser of Davao City Anti-Drug Abuse Council (CADAC) told media in I-Speak media forum that some barangay captains have weak implementation of BADAC in their respective barangay because of lack of

proficiency on how to manage development. “The community development will identify the services in the community. The job of the barangay captain is to manage the development. Didto na part pa sila hinay,” Rivera said. Rivera added that there is also lack of understanding to the law among barangay captains particularly RA 9165, Section 51 that

states “local government units shall appropriate a substantial portion of their respective annual budgets to assist in or enhance the enforcement of this Act giving priority to preventive or educational programs and the rehabilitation or treatment of drug dependents.” “Kung nidaghan ang drug related cases dapat ang local chief executive or barangay captain will give priority in the budget for prevention and education.
