Autism Spectrum Disorder (ASD) is a neurological and developmental disorder that begins early in childhood and lasts throughout a person's life. It affects how a person acts and interacts with others, communicates, and learns.

Febe Matthews, executive committee of Autism Society of the Philippines-Davao told media as long as the person with autism is functioning and is able to follow instructions, she/he can be employed.

“If the government can employ them kahit na utos- utosan lang nila, they are capable. This is as long as the people surrounding them can also understand them,” she said.

The ASP-Davao has a program called Autism Works career placement initiative wherein they partnered with establishments in hiring people with autism. ASP has successfully identi�ied compassionate workplaces and developed accommodated training programs for job success.

City gov’t deploys two buses to shuttle teachers in Marilog T

T

he Davao City government will deploy two buses donated by the city’s sister city Nanning of the People’s Republic of China - one to shuttle public school teachers to and from the downtown area to Marilog and the second for tourism purposes.

The deployment of one bus for teachers assigned in the Marilog District will ease their travel. The teachers had been facing dif�iculty in traveling to Marilog due to a lack of public transport plying the

area.

April Marie Dayap, the head of the Davao City Investment and Promotion Center (DCIPC), said the two buses, which arrived on Monday, are part of the good gesture of Nanning,

the capital of Guangxi Province in Southern China.

“One of the buses will be used to shuttle the teachers who are assigned in Marilog while the other one will be used for tourism and investment purposes,” she said.

Dayap said the other bus will serve as transport for visiting foreign investors who would like to explore Davao City.

She said that the buses symbolize the strong relationship and friendship between the two cities. Davao City and Nanning are sister

cities since 2007.

“This is a manifestation of the help that they want to extend to Davao City but not just buses because they also offer scholarships for Dabawenyos in Nanning,” she said.

The two buses were �irst promised by Nanning of�icials during the visit of Mayor Inday Sara Duterte in May 2017.

Davao City gets Ombudsman’s Blue Certification Level 2 Award

avao City’s Business Bureau has received a Blue Certi�ication Level 2 Award from the Of�ice of the Ombudsman for compliance to the standard on ease of doing business in the city.

Business Bureau Chief, Lawyer Marissa Torentera, said the city’s Business Permit and Licensing Of�ice (BPLO) complied 71 or 81 percent of the 87 standards of the Of�ice of the Ombudsman.

Such high compliance earned for the city the 2nd level of the award which was given during Monday’s �lag-raising ceremony.

4M new voters seen for 2022 polls

T

he Commission on Elections (Comelec) said it expects 4 million new voters as the registration period for the 2022 elections resumed on Monday.

“We expect more than 4 million new registered voters to come within the next 20 months. Remember, the registration period started today and will run until September 30, 2021,” Comelec spokesperson James Jimenez said in an interview.

Jimenez noted that based on initial reports, many applicants went to their local of�ices to apply for voter registration.

“In the meantime, medyo marami ang nagparehistro sa �irst day pa lang (there are many registrants as early as the �irst day) and we expect that this trend will continue.

Actually, this trend was observed from three or four beginnings of voter registration. It did not change,” he said.

In the past, queues of registration usually pile up on the days leading to the end of the voters' registration period.

Jimenez reported that they visited their Manila �ield of�ice in Arroceros, where applicants are lining up until the stairs to �ill up their forms.

“This is the same sort of thing that we are seeing... the other of�ice we visited was Pasay City, we were not able to take some pictures but they reported that there were also many people there who are applying for registration,” he said.

At present, the poll body has yet to receive any reports of problems in the election registration.

“So far wala pa naman naging problema (there are no problems). There are no people saying forms are in short supply. Two weeks

prior to the resumption, our of�ices are ready because we expect that many will �lock to get registered on the �irst day,” he added.

Meanwhile, a former of�icial of the citizens' arm of the Comelec urged the public to register for them to be able to participate in the May 2022 national and local polls.

“Oh yes de�initely all quali�ied voters should register. Those who have to amend their registration i.e. change of address etc. should also do so asap.

Don't wait for the last minute,” said Henrietta de Villa, former national chairperson of the Parish Pastoral Council for Responsible Voting.

Stressing that elections are a vital part of the country's democracy, de Villa said this is the time where Filipino voters can contribute to the pursuit of change.

"Go, Register! Be a responsible Filipino Voter,” she added.

Accepted during the period are applications for registration, transfer of registration records, change/correction of entries in the registration record, reactivation of registration record, and reinstatement of a name in the list of voters.

Applicants are advised to personally submit their applications at the Of�ice of the Election Of�icer of the city or municipality where the applicant resides, Mondays to Saturdays including holidays, from 8 a.m. to 5 p.m.

Registrants must be at least 18 years of age on or before Election Day, or on May 9, 2022.

He/she must be a resident in the Philippines for at least one year and in the place where the applicant intends to vote for at least six months on or before the day of the election. (PNA)

Sen. Go pushes ‘greater benefits’ for solo parents

senator on Monday urged the passage of proposed measures seeking to amend Republic Act (RA) 8972, or the Solo Parents’ Welfare Act of 2000, to provide solo parents with greater bene�its.

Senator Christopher Lawrence “Bong” Go said providing additional bene�its to solo parents is a way of giving proper recognition and understanding to the dif�iculties they face in single-handedly raising their families.

“I am pushing for these amendments to be included in the existing law to cater to as many solo parents as possible, to help them build a stronger family despite their situa-

tion, and to support them as productive members of society,” Go said during the Senate hearing conducted by the Senate Committee on Women, Children, Family Relations, and Gender Equality.

“Solo parents are both the breadwinners and caregivers of their families, and they should be acknowledged appropriately.

As the law now stands, the privileges and bene�its awarded to them are in-

suf�icient and show a lack of understanding for the complexity of their needs,” he said.

Go said the amendments he is pushing under Senate Bill (SB) 206 aims to provide redress for some 14 million solo parents.

These include granting solo parents amnesty or reduction in real estate and inheritance taxes, and an additional PHP50,000 to their exemption from individual income tax.

The bill will also grant them additional special discounts on purchases, such as 10 percent for clothes for babies up to two years old; 15 percent for baby’s milk and food up to two years old; and 15 percent for medicine up to

It also provides children of solo parents a 10-percent tuition fee discount from public and private schools from grade one to college and a 20-percent discount for school supplies until 21 years old.

Before solo parents could avail themselves of the privileges, however, Go said they must apply for a Solo Parent Identi�ication Card from the Local Social Welfare and Development Of�ice and present the card to the companies and establishments from whom discounted purchases are made.

resident Rodrigo Duterte has signed an executive order modifying import duty rates of certain products in line with the 2017 Association of Southeast Asian (Asean)-Hong Kong, China free trade agreement (AHKFTA).

Duterte signed Executive Order 102 on January 10, but a copy of the document was released to media on Monday.

EO 102 notes that AHKFTA will “strengthen the economic partnerships between the Asean member states and Hong Kong, China, serve as an important building block towards regional economic integration, and support sustainable economic development.”

“The commitment under the AHKFTA to reduce tariffs and eliminate Customs duties

will enhance trade and investment between the Parties to the Agreement,” the EO read.

Under the AHKFTA, the Philippines, Brunei, Malaysia, and Thailand will eliminate customs duties on 85 percent of products traded with Hong Kong within 10 years and reduce another 10 percent of tariff lines within 14 years, according to a press statement on the Asean website.

Indonesia and Vietnam will eliminate customs duties for 75 percent of their products within 10 years, and reduce another 10 percent of tariff lines within 14 years.

Nearly half billion people lack decent jobs, UN says T

Gov't sets sights on onerous deals with private entities

ore than 470 million people worldwide are currently unemployed or underemployed, the UN said on Monday, warning that a lack of access to decent jobs was contributing to social unrest.

The global unemployment rate has remained relatively stable over much of the past decade, according to the UN's International Labor Organization.

But while the rate -which stood at 5.4 percent last year -- is not expected to change much, overall jobless numbers are likely to inch up as slowing economies reduce the number of jobs available to a growing population.

This year, the number

of people registered as unemployed is expected to rise to 190.5 million up from 188 million in 2019, ILO said in its annual World Employment and Social Outlook report.

At the same time, the UN body stressed that some 285 million people worldwide are considered underemployed, meaning they either work less than they want to, have given up searching for work or otherwise lack access to the

labor market.

That amounts to nearly half a billion people and represents a full 13 percent of the global labor force, the ILO pointed out.

'EXTREMELY WORRYING' "For millions of working people, it is becoming increasingly dif�icult I think to build better lives through work," ILO chief Guy Ryder told reporters in Geneva.

He warned that "persisting and substantial work-related inequalities and exclusion" were preventing many from �inding decent work and thereby also creating better futures.

"I think that this is an extremely worrying �inding," he said, adding that lacking access to decent

work appeared to be part of what was spurring growing protest movements and unrest around the world.

"Labor market conditions are contributing to... this erosion of social cohesion in many of our societies," he said, referring to mass demonstrations in places like Lebanon and Chile.

According to the ILO's "social unrest index", measuring the frequency of things like demonstrations and strikes, there was an increase both at the global level and in seven out of 11 sub-regions between 2009 and 2019.

The ILO report highlighted that more than 60 percent of the global work-

According to Catubig, there are buildings that will show major damages a few months from the occurrence of a major quake.

“We will still give them time to correct what needs to be corrected. It will now

depend on the structural engineer of Toledo on how they will work on the damages before we can allow residents to go back in their units,” she said.

OCBO asks Magallanes condo residents to vacate building

Planned Euro bond issuance gets investment grade ratings

ajor credit rating agencies have given the Philippines’ planned benchmark Euro bond issuance investment grade ratings.

In a statement Monday, S&P Global Ratings said it has assigned a ‘BBB+’ rating on the country’s planned issuance.

“The notes represent direct, general, unconditional, unsecured, and unsubordinated obligations of the sovereign, and rank equally with the sovereign's other unsecured and unsubordinated debt obligations,” it said.

Fitch Ratings gave the planned issuance an expected rating of ‘BBB’.

“The expected rating is in line with the Philippines’ Long-Term Foreign Currency Issuer Default Rating (IDR) of ‘BBB’ with Stable outlook,” it said.

On Monday, National Treasurer Rosalia de Leon said they have tapped four banks - - UBS, Citi, Standard Chartered, and Credit Suisse-- for the planned bond issuance.

P150-M farm support projects completed in SouthCot town

he Department of Public Works and Highways (DPWH) has completed some PHP150.9 million worth of infrastructure projects designed to help improve access and productivity in an emerging agribusiness area in Lake Sebu town, South Cotabato province.

Engineer Khalil Sultan, chief of the South Cotabato 2nd District Engineering Of�ice, said Monday the projects consist of three road and two bridge constructions funded under the Department of Agrarian Reform’s (DAR) Mindanao Sustainable Agrarian and Agriculture Development Program (MinSAAD).

Sultan said under the

program, the DAR has approved at least six infrastructure support projects in Barangay Ned, Lake Sebu.

A report released by DPWH 12 (Soccsksargen) said the �inished projects covered a total of 13.09 km. of farm-to-market roads and combined 30 meters of bridges.

Completed were the

concreting of the Block 2-Antual-K’batang road (6.96 km.); Tinugas-Lawaan road (3.43 km.); Block 4-Seven Lakes road (2.7km.); Sitio K’batang bridge (10 m.); and Antual bridge (20 m.).

“These were completed last December and already turned over to the recipients,” Sultan said, adding that the concreting of the 9.2- km. �irst segment of the Ned ProperS’laban-K’batang road was ongoing and due for completion by the end of the month.

He said the projects would help boost the productivity of small farmers in parts of Barangay Ned, which is one of the remot-

est barangays of South Cotabato.

The area, which hosts about 35 percent of Lake Sebu’s more than 90,000 population and home to indigenous Tbolis, Tirurays, Ubos, and Manobos, has been identi�ied by the provincial government as a potential prime agribusiness zone.

“With these projects, transportation of farm products would be safer, fast, and convenient, and will result (in) fair market prices,” Sultan added.

In the past three years, DPWH-12 already completed 15 of 27 projects that were approved for implementation in the region under the MinSAAD. (PNA)

This �irst Mindanao Integrated Steel Mill includes China’s three leading companies -- Huili Fund, Baowu Steel Group Corporation Ltd (China Baowu), and China Metallurgical Group Corporation’s subsidiary, CISDI Group Co Ltd. (CISDI).

China Baowu, the new technical partner to operate the steel mill, currently ranks �irst in China and second in the world as the largest steel producer measured by crude steel output, he added.

China Baowu is poised to employ its state-of-art, green and intelligent technology in this steel project.

First to signify its support to the realization of this steel plant was Rolando Torres, executive director of the Mindanao Business Council (MinBC).

Torres said MinBC supports the Oro Chamber and all other business groups in Mindanao "to make things happen for this project to accelerate the economic development of Mindanao."

On the other hand, former Secretary on the Peace Process Jesus Dureza has also expressed his backing for the steel plant, saying it will mean more progress in Mindanao.

Meanwhile, the Crusade for Clean Government (CCG), a volunteer watchdog against corruption in government, has urged Malacañang to monitor the mega project, which is seen to generate an initial 10,000 jobs.

CCG lead convenor Ruffy Magbanua sees the need to "establish safety nets to ward off corrupt local of�icials prying on the fat investments of the largest integrated steel mill ever to be built in Mindan-

ao." He did not elaborate.

“For transparency, CCG will work in alliance with the Oro Chamber and other well-meaning business organizations to see to it that corruption is completely out in all transactions. As the pet project of the President (Rodrigo Duterte) takes shape very soon, we will not allow the Hanjin experience to happen again in this biggest single investment in Mindanao," Magbanua said.

During the time of then-President Gloria Macapagal-Arroyo, it can be recalled that South Korean giant Hanjin transferred its shipbuilding facility in Subic, Zambales, from Phividec because of reported bickerings among local of�icials who had vested interests in the project.

Groundbreaking set for $4-B steel mill in MisOr

T

he groundbreaking for the USD4-billion integrated steel mill to be established in Misamis Oriental will be set in March this year, the chief of the Phividec Industrial Administration (PIA) said Monday.

Lawyer Franklin Quijano said the groundbreaking will be spearheaded by the Cagayan de Oro Chamber of Commerce and Industry (Oro Chamber) under its new president, Robertino E. Pizarro.

Quijano called on all stakeholders in Mindanao to support the project, which will be located in the Tagoloan town side of the government-own industrial estate.

Pizarro described the steel mill as the country’s biggest single investment, expected to spur economic activity in Mindanao to "an unprecedented level".

In separate advisories signed by POEA Administrator Bernard Olalia, recruitment agencies and manning companies are directed to monitor the status of their deployed workers amid the escalating tension in the region.

In an advisory dated Jan. 10, recruitment agencies were directed to monitor the condition of their workers and submit reports weekly to concerned of�icials every Tuesday.

In another advisory dated Jan. 8, POEA ordered all manning agencies that recruited seafarers transiting the Persian Gulf, Strait of Hormuz, Mediterranean Sea, Red Sea, Gulf of Aden, Arabian Sea, Gulf of Oman, and the Indian Ocean to submit a monitoring form containing the list of Filipino workers.

The report should include exact trade routes, type of vessel, contact numbers, information

about their respective employers with contact numbers and addresses, and their situation on board the vessel.

“Manning agencies are further directed to regularly coordinate with their respective principals, closely monitor the condition of their deployed seafarers on board, and ensure proper implementation of their contingency plans in case of escalation of tensions in the aforementioned areas,” the advisory read.

Records show that an estimated number of 2,174,611 Filipinos, documented and undocumented, are in the Middle East including Dubai, Qatar, Kuwait, Lebanon, Oman, and Israel.

REIT IRR revisions seen to boost PH infra program

nvestments in Real Estate Investment Trust (REIT) are expected to increase substantially following the amendments to rules and regulations which will protect small investors and boost the Duterte administration’s infrastructure program.

One of the amendments to the implementing rules and regulations (IRR) of the Republic Act (RA) 9856, or REIT Act of 2009, include the lowering of public ownership from 40 percent in the �irst year of listing with the Philippine Stock Exchange (PSE) up to 67 percent within three years, to just 33 percent of minimum public �loat of the at least 1,000 public shareholders who own at least 50 shares of any class of shares.

Companies are now also required to reinvest their REIT earnings to the local real estate sector to help the government’s infrastructure program.

Transfer of property in exchange for shares for control in REIT has been exempted from the 12 percent value added tax (VAT) following the institution of the Tax Reform for Acceleration and Inclusion (TRAIN) Law. During the ceremonial signing ceremony for the new REIT regulations at the Department of Finance (DOF) Monday, Finance Secretary Carlos Dominguez III said these amendments will help increase �inancial inclusion of more Filipinos since this is a “sure venue” for them to invest in the real estate sector while boosting the capital market.

He said they have also

put in place a measure that would ensure that tax incentives will not be prone to abuse.

“Today, we deliver to our economy a powerful �inancial instrument to fund property development and drive the economy forward. We democratize wealth by opening access for thousands of small investors wanting to be shareholders in secure and pro�itable real estate projects,” he added.

Dominguez said the signing of the new regulations for REIT is a proof that the current government “is not only pro-poor and pro-middle class” as it aims “to provide a business-friendly environment for investors as we are aware that this will translate to more economic gains for all law-abiding Filipinos.”

“This will open up attractive investment opportunities and broaden access to the capital market. This will allow big players in the real estate business to raise more capital to further invest in our country, a win-win situation for all,” he said.

Securities and Exchange Commission (SEC) chairman Emilio Aquino, during the same brie�ing, said the new regulation allows more Filipinos to have stakes in the domestic real estate market “without owning actual property or the disadvantages of high transaction costs and illiquidity.”

The previous year’s best and brightest in sports will be feted anew by the Philippine Sportswriters Association(PSA).

It is the PSA membership which comprises the chronicler of sports in the country. Each passing year, the PSA names the top performing athletes, association and officials as a tribute for providing the country a source of pride and happiness.

For 2019, sporting heroics came like ashfall, covering the entire sporting landscape with sterling performances that put the country on top of many sporting battles, in particular the 30th edition of the biennial Southeast Asian Games held in Manila.

The country’s athletes propelled the red, white and blue to the overall championship of the Games—the first since 2005.

The 1,115-strong Philippine contingent delivered a total of 149 gold medals, 117 silvers, and 121 bronzes from the 56 sports played in the 11-day competitions, held in three major clusters within Luzon.

The numbers were the highest ever tallied by the country since it began competing in the SEA Games in 1977, and more than enough for

the Philippines to clinch the overall championship for just the second time in 42 years.

It is therefore only fitting that the PSA will hand a rare collective recognition of the entire delegation as its Athlete of the Year awardee.

The decision to do so is the best decision to make under the circumstances where you have big names like Olympics-bound Hidilyn Diaz, EJ Obiena and Carlo Yulo along with world women’s boxing champion Nesthy Petecio winning gold medals as expected.

However, there are also lesser known athletes who stamped their class in the Games and deserved to won the top recognition too.

There’s also Pinoy life-saving surfing hero Roger Casugay who is also equally deserving.

So to settle the debate, everyone in the team is just as valuable.

Now for the ‘good problem’, how would the PSA fit 1,115 in one stage?

Kidding aside, hats off to every deserving Pinoy athlete. You made this country mighty proud.

ASSERTING ONE’S RIGHT IS NOT INSUBORDINATION Asserting one’s right is not tantamount to insubordination in dismissal cases.

This was the principle used by the Supreme Court when it ruled that the seafarer was illegally dismissed in Transglobal Maritime Agency, Inc. , v. Vicente Chua, Jr. ( G.R. No. 222430, August 30, 2017).

While at the port of Mailiao, Taiwan, the seafarer and his four (4) companions left the vessel for shore leave from 7:00 p.m. to 10:00 p.m. When they returned at around 11:40 p.m., the ship captain was infuriated. Four days later , the ship captain called the seafarer and the others, and were served with a written reprimand regarding the incident.

However, they refused to sign and acknowledge receipt of the reprimand and, subsequently, the vessel’s logbook entry on the matter. Thereafter, the seafarer and the others disembarked and returned to the Philippines.

In their complaint for illegal dismissal, the seafarer stated that he and his companions returned later than

their shore leave because of a problem with their contracted vehicle. They immediately went to the ship’s office to return their passports and documents. However, the ship captain was furious and asked to explain their tardiness. The seafarer also alleged that they declined to sign the written reprimand for it contained falsehoods.

The employers argued that seafarer was dismissed for a just cause since his refusal to sign the written reprimand is a clear act of insubordination and disrespect towards superior officers.

The Supreme Court ruled in favor of the seafarer as it noted that the seafarer’s arguing and misbehaving when he returned after his shore leave was not sufficiently established.

Insubordination or willful disobedience, as a just cause for the dismissal of a seafarer, necessitates the concurrence of at least two requisites: (1) the seafarer’s assailed conduct must have been willful, that is, characterized by a wrongful

and perverse attitude; and (2) the order violated must have been reasonable, lawful, made known to the seafarer, and must pertain to the duties which he had been engaged to discharge.

A willful or intentional disobedience of such rule, order or instruction justifies dismissal only where such rule, order or instruction is (1) reasonable and lawful, (2) sufficiently known to the seafarer, and (3) connected with the duties which the employee has been engaged to discharge.

By virtue of the POEA contract, the seafarer is indeed bound to obey the lawful commands of the captain of the ship, but only as long as these pertain to his duties.

The Supreme Court opined that there is no relevance to the order to sign the documents in the seafarer’s performance of his duty as a seafarer.

The pieces of evidence presented are insufficient to establish that the seafarer’s refusal was characterized by a wrongful and perverse mental

attitude rendering his act inconsistent with proper subordination.

The seafarer had explained that he refused to sign the written reprimand for he maintained that the same contained falsehoods for he maintained that he had an explanation for his late arrival.

In termination cases, the employer bears the burden of proving that the dismissal of the employee is for a just or an authorized cause. Failure to dispose of the burden would imply that the dismissal is not lawful.

In order to discharge this burden, the employer must present substantial evidence, which is defined as that amount of relevant evidence which a reasonable mind might accept as adequate to justify a conclusion, and not based on mere surmises or conjectures.

Under the “two-notice rule,” an erring seafarer is given a written notice of the charge against him and is afforded an opportunity to explain or defend himself.

Should sanctions be imposed, then a written notice of penalty and the reasons for it shall be furnished the erring seafarer.

It is only in the exceptional case of clear and existing danger to the safety of the crew or vessel that the required notices are dispensed with; but just the same, a complete report should be sent to the manning agency, supported by substantial evidence of the findings.

In case of an illegal dismissal, either there is no valid ground or he was not afforded due process under the “two-notice” rule, a seafarer is entitled to receive from his employers his salaries for the unexpired portion of his employment contract not merely his salaries for three (3) months for every year of the unexpired term Atty. GOV. DUTERTE’S WATERWORKS DREAM As secretary of the Department of General Services, Gov. Vicente G. Duterte’s principal plan was to improve and extend the waterworks system of Davao City, enough to supply a burgeoning population by 1986. He first conceived the idea while governor of Davao Province.

This was contained in the September 1966 report of the Overseas Technical Cooperation Agency of Japan which sent a survey team that year to study the water sources of the Davao Metropolitan Waterworks System (DMWS), now Davao City Waterworks District.

The survey team gathered data of the Sibulan and Davao River water systems from April 19 through April 30, 1966, and was composed of Shinichi Matsushita, Haruji Makita and Tsukasa Hirabayashi of Kubota Waterworks Construction, Ltd., Shoichi Inagaki of Overseas Technical Cooperation Agency, and Takayuki Tange of Nihon Suido Consultants Co., Ltd. The team visited the Provincial Capital on April 18 but failed to meet Gov. Paciano Bangoy. Instead, acting Gov. Crescencio P.

Lascuña and waterworks superintendent Vicente Franco welcomed the visitors. The Japanese also met with vice mayor Manuel C. Sotto, city engineer Samuel Dumlao and fire department chief Isidro L. Palacio. On May 1, the team showed the result of the study and survey to provincial officials.

The study team reported that by 1986, with the city having reached a projected population of 500,000, the daily maximum water supply requisite of 63,600 cubic meters. As it was, there was a shortage of supply even if the P45-million Sibulan Water System, started in 1958 and still undergoing construction, was completed.

The project delay was due to pipes and fittings from Germany that did not comply with specifications.

The report also suggested that a separate construction program was “most urgently necessary” to meet the water demand. The Japanese concluded: “[W]e recommend construction of an independent system to take water from the Davao River… which holds no advantage of geographical position, the con-

struction work will be finished within such a short period as two years. The greatest possible attention should be paid by everyone concerned to the actualization of this Davao River plan that would be the key to solve future water problems of the city.”

At the time, the DMWS, renamed as such in 1933, was getting its water supply from Malagos, roughly 28 kilometers from the city proper, had an elevation of over 370 meters, and covered a range of around 350 hectares. Estimates placed the amount of water supplied by the source reached only 504,000 gallons per day and supplemented by five artesian wells. Still, the addon reached only 3,000 cubic meters daily.

The troubled state of the water supply was reflective of Duterte’s ambition to provide the city with an efficient and reliable waterworks program. Given the status quo, water sourced from Malagos was good, but the supply produced by the wells had high iron content.

Time-worn six-inch pipelines used as distribution lines also reduced the flow of

water to 370 gallons per day.

Even if the waters from the two sources were mixed, the result was not fit for drinking.

Consequently, “most of the houses are equipped with water tanks, made of tin plates, which collect rainwater from roofs for drinking uses and such big consumers of water as factories, hotels, offices, etc. are pumping water from their own artesian wells.” During this time peddlers were already selling good water to consumer they sourced from Dumoy, Toril district.

To help address the water shortage, the National Waterworks Sewerage Authority (NWSA), based on the Japanese survey team report, also undertook several initiatives.

First, it obtained water from an eight-meter-high dam, completed in 1959, about 12 kilometers away from the mouth of Sibulan River. The source had a minimum discharge of 55,000 gallons per minute at the intake, producing satisfactory water.

Second, in Catalunan, a sedimentation basin constructed in 1965 at an el-

evation of over 85 meters above sea level with a 1.3 million gallons in capacity.

This was linked to the Malagos pipeline but was sadly abandoned. Third, NWSA mapped out a water conveyance pipeline covering a distance of 35.7 kilometers from the Sibulan dam using an 18-inch diameter tube that passed through Catalunan to the city proper. About 19.7 kilometers of the undertaking had yet to be executed.

Fourth, in 1962 a pumping station was installed alongside the Talomo River near the Catalunan sedimentation basis; it had a pumping capacity of 1,000 gallons per minute but, sadly, it was left idle. And, fifth, at Madapo Hills, a 350,000-gallon reservoir was built; it was situated on the northwest sector of the city. To augment this, the NWSA had broached the plan to construct another tank with a capacity of 1,000,000 million gallons.

Overall, if the facilities were connected to Sibulan Water System, the expected volume of water conveyed to the city would be 7,300 gallons daily or 27,600 cubic meters per day.

Pujada Bay soon to be declared ‘world’s most beautiful bay’

very bright prospect awaits the highly ambitious bid of Davao Oriental Governor Nelson Dayanghirang to have the highly majestic crown jewel, Pujada Bay, in the City of Mati as among the World’s Most Beautiful Bays.

Two top of�icials of the Club of the Most Beautiful Bays in the World from France and Canada has arrived just recently in this capital city of Davao Oriental to conduct a fourday “grand validation and visit” in connection with the Governor’s application to have Pujada Bay be declared among the world’s most bays.

“Pujada Bay is almost a virgin paradise!” says Bruno Bodard, general manager of the Club of the Most Beautiful Bays in the World. “It is nicer. It is much more beautiful than we expected. The Philippines is a very nice country. You have the jewel in Pujada Bay,” adds Bodard who hails from France.

Pujada Bay is a picturesque site of 20,887-hectare U-shaped bay located in the idyllic City of Mati, the provincial capital of Davao Oriental. The bay is part of the Philippine Sea fronting the Paci�ic Ocean.

The bay is bounded in the east by the Guang-Guang Peninsula and by the Pujada Peninsula in the west, with Pujada Island standing in the bay’s mouth like a loyal guard. Because it is protected from both sides from the waves of the open sea, the bay offers shelter for seafarers and �ishers during storms.

With mountain ranges in the backdrop, white sand beaches in the shorelines and with its calm, blue waters, the bay offers a stunning view to anybody who happens to take a look at the landscape and seascape and to those adventurous who dare to �ly with a light craft offering services in the area.

Bodard, who met Governor Dayanghirang and City of Mati Mayor Mi-

chelle Nakpil Rabat, says that to be a member of the Most Beautiful Bays in the World Club “is to commit yourself to saving the natural heritage of your bay. You have to preserve the identity of your bay and respect the way of life and the traditions of those that inhabit the area while ensuring economic development compatible with these commitments.”

Among the uniquely beautiful features of the Pujada Bay is a promontory locally known as “Sleeping Dinosaur Island” because of its form like a reclining T. Rex. The background in the horizon shows Mount Bandera on the left in the village of Lawigan, the endpoint of the eastern side of the bay, and the Pujada Island on the right, which is at the mouth of the bay. Between Pujada Island and Mount Bandera lies a four-hectare Waniban Island. Behind Pujada Island are two “vanishing islets” depending on the tide -- the Oak

and Ivy sandbars. These islands and islets, all with white powdery sands, are located at the mouth of the bay, as if positioning themselves like faithful sentinels, guarding the area against intruders of any kind. Indeed, there are many mystic and folkloric accounts of the native communities in the area regarding these islands.

MORE than swabs and cotton buds, cotton is loved for its versatility and comfort. It is woven to make all kinds of clothes, hotel sheets, and even school and army uniforms.

Young Dabawenyo designer Wilson Niñofranco Limon, the person behind NiñOFRANCO, a homegrown clothing brand in Davao City, has something in mind.

He wants to produce clothing from weaving and incorporating cotton into the indigenous Dagmay textile to promote the culture of the Mandaya tribe of Davao Oriental.

Dagmay is a Mandaya cloth made from abaca fiber and its colors from barks, seeds, fruits, and other natural dyes.

However, the course to incorporate cotton Dagmay into contemporary clothing and

their embroidery is not that easy as it needs permission from the tribal leaders and immersion in the Mandaya community to really understand and appreciate the culture.

Last November 7, 2019, Limon and representatives of the Mindanao Trade Expo (MTE) and Department of Trade and Industry 11 (DTI 11) had an immersion with the Mandaya community in Sitio Sangab, Barangay Pichon, Caraga, Davao Oriental.

It is also the goal of Limon to provide market linkages for the Mandaya weavers.

Pero ang ingon sa mga weavers daghan man daw sila wala lang sila’y market. If Dagmay kay iincorporate with cotton we can help them market like sa mga designers and social entrepreneurs. Also sa mga clients who are into contemporary ethnic clothing,” Limon said.

The cotton Dagmay will be incorporated to shirts, blouses, and jackets. Momentarily, Limon has produced jackets made of cotton Dagmay.

JANUARY 16 is the day of the Feast of Sto. Niño and that date was also chosen foe the opening of the first “Kristo” exhibit in Davao at the Art de Triomphe Art Gallery, a small private art gallery along Tulip Drive.

The brainchild of multi-awarded artist Salvador “Buddy” Ching of Bulcan, the Kristo exhibit can trace its start back in 2001 when Buddy gathered his artist friends from Malolos to stage an exhibit as a “panata” or promise to God. It was at some art competitions in Manila when Buddy met Davao artist Rodney Yap and both agreed on the idea of bringing the Jesus Christ-themed show to Davao.

“Five years na itong napag-usapan namin na gawin dito (sa Davao) pero walang pagkakataon na mangyari. Pero sabi ko na may panahon din na mangyayari din ito,” shared Rodney Yap, the curator for the Kristo exhibit in Davao.

(We have been discussing to do it here for five years but there’s no chance to happen. But I said that there’s time for it.)

Phoenix Fuelmasters land Mercado in trade

T

hree more players will begin the new Philippine Basketball Association (PBA) season with new teams as Phoenix and NorthPort consummated a one-for-two trade.

In the trade, which the league's commissioner's of�ice approved on

Monday, the Batang Pier sent Sol Mercado to the Fuel Masters in exchange of LA Revilla and Rey Guevarra.

After his shortlived third stint with NorthPort, Mercado will be playing for his seventh PBA franchise in Phoenix, although he already played for the club's

predecessor, Barako Bull, in 2015.

Aside from NorthPort, Mercado also previously played for Rain or Shine, Meralco, San Miguel Beer, and Barangay Ginebra teams.

Meanwhile, Revilla and Guevarra are heading back to the Batang Pier after seven years.

Revilla was NorthPort's thirdround pick in the 2013 draft and played the entire 2013-2014 season with the team.

Guevarra, on the other hand, was absorbed by the team after it bought the franchise previously owned by Powerade.
