WONDER OF REEFBUDS Creating homes for sea life

C

oral reefs in the Island Garden City of Samal (IGaCoS) have become popular travel destinations for scuba divers and snorkelers because of the variety of fish drawn to them. Not only do coral reefs draw snorkelers and divers, but they also support the highest marine biodiversity and are vital to the people of the island who depend on them for food, jobs and recreation.

So what happens once the corals are dead? The reefs will also die and erode, destroying important marine life spawning and feeding grounds.

Out there in Barangay Balet in Babak District, a new technology called Reefbuds are being planted by the dynamic women of the Innerwheel Clubs of the Philippines Incorporated headed by national president Dr. Amelia V. Jarin to protect and preserve the marine ecosystem of the island.

Reefbuds are made of environmentally-friendly all natural organic structures and inorganic materials forming a biomass that is mixed with ordinary sand and cement to form a rough hollow pyramid structure. These are like solid sponges that absorb sea water up to 30 percent of its weight together with all the marine life suspended in it like spores, plankton, algae, and many more.

These artificial reefs were invented by Benjamin Tayag Jr. based on a concept created by an Austrian geoscientist, the late Dr. Harald Kremnitz.

of Paranaque, patented the reefbud and has gone around the world propagating these reefbuds. In May 2006, the technology won a World Bank Country Development Market place contest, one of the 60 grant awardees in a field of over 1,000 proposals on the theme “Development with Equity”.

Last Saturday, the group deployed an initial 13 of the planned 100 reefbuds at the dive site in Brgy. Balet spearheaded by the Innerwheel Club of Paranaque headed by Ann Margaret San Antonio, who is also the national secretary of the Innerwheel Clubs of the Philippines Inc. “What we promised to IGaCoS Mayor Al David Uy is 100 reefbuds but today initially we have 13 reefbuds to be deployed.

Next month we will deploy another batch. This is our first program the 100 reefbuds in the specific location in Balet infront of big Ligid Island,” San Antonio said in an interview.

One of the best features of reefbuds is the speedy growth of marine life. Algae, fishes, sea anemones, squids, sea squirts, sponges, etc. can grow as fast as 4

weeks after being dropped in a marine dead area.

“The basic idea with this, I created a turtle porous rock and when you drop it in the water since it is porous it quickly absorbs water. Kaya yung mga rooting plants grow fast,” Tayag said.

Scientific studies show over 600 percent greater survivability of coral spawn in reefbuds compared to concrete objects, sand, rocks, and coral rubble or dead corals.

“The natural growth of reefbuds during spawning season is six times more than it landed on the rocks.

Reefbud is nothing more than a scientific gardening applied on the sea,” he said.

Deploying reefbuds is similar to scientific gardening and farming but applied under the sea. Scientific farming needs continuous activities such as soil preparation, irrigation, planting of seedlings, pest control, harvesting, etc.

Reefbuds need only be deployed and the natural marine ecosystem will generate itself because in every drop of sea water there are thousands of marine creatures such as eggs, larvae, phytoplank-

When it comes to stability, reefbuds cannot be moved by strong currents during storms as they are built with an aqua dynamic shape that allows currents to simply glide around the structures instead of pushing on them. Stability allows the reefbuds to become permanent homes and spawning grounds for marine life.

To make the project sustainable, the group will monitor the deployed reefbuds through geotagging.

“We put geotag in each of the reefbud and put a nameplate of each company that sponsored the reefbuds so that any time we take a photo of the initial deployment and maybe after two and three months, we will take a photo again to what happen to the reefbuds,” she said.

The group intends to finish deploying all 100 reefbuds on June 30 this year.

“This is a sustaining project dahil kahit sinong uupo ipinagpatuloy niya ang proyekto,” Jarin said.

San Antonio said they chose Balet in particular because it is an adopted barangay of Innerwheel Paranaque since 2013.

“We’ve been supporting Balet and it so happened that last year we met Tayag and we were able to do this in Batangas. The club thought why not do this project in our adopted barangay in Balet to protect the marine life?” she added.

San Antonio said the community will not directly benefit from the project but from the outcome of the project wherein aside from the area becoming a marine sanctuary at the same time it will create another livelihood to the community since the common income of the people in the island is from fishing.

Health workers urged to double efforts in third round of polio vaccine

By MAYA M. PADILLO ealth workers and volunteers are being urged to really put their efforts in the implementation of the third round of Sabayang Patak Kontra Polio slated from January 20 to February 2 this year.

Polio is a highly infectious and potentially fatal disease caused by a virus.

It invades the nervous system and can cause paralysis or even death in a matter of hours. There is no cure for polio. However, it can be prevented through safe and effective vaccines.

Health workers and volunteers are among the frontliners in the implementation in the Mindanao-wide massive synchronized polio vaccination.

“Based on our experiences, the enthusiasm of the health workers who will really put on their efforts for the implementation of the Sabayang Patak Kontra Polio campaign. It would be a lot easier now because we already have the experience from the first and second rounds,” said Dr. Abdullah Dumama, assistant secretary of the Department of Health (DOH) in an interview during the general assem-

Police officer dies of heat stroke

A

police officer of Police Regional Office (PRO) 11 died due to heat stroke during a road run as prelude to their training last Friday.

The PRO 11 identified the officer as Patrolman Angelo M. Tito.

In its report released to Davao media on Saturday, it said Tito was diagnosed with Sinus Tachycardia Secondary to Severe Dehydration that caused his death on January 17.

Tito along with other police officers was having his road run at Sun City in Barangay Communal as part of Basic Internal Security Operation Course (BISOC) last January 16.

While on the road, Tito and four other officers identified as Patrolmen Dexter A. Bucaling, Juvanny E. Saydaw, Exel E. Busalla and Fraxsidicio D. Florentino II collapsed.

They were rushed to the Regional Health Service 11 at around 4:30 PM of the said date.

Saydaw was managed by the RHS 11 medical team

and was later discharged from Camp Quintin Merecido Medical Hospital. While Bucaling and Tito were referred to Metro Davao Medical and Reasearch Center (MDMRC).

Florentino and Busalia were admitted at the Southern Philippine Medical Center (SPMC) and are currently in stable condition.

PRO 11 regional director Brig. Gen. Filmore Escobal said they will provide assistance to the police officers and will look into possible lapses in the training program.

Escobal said that he reminded all police officers who will be undergoing BISOC not to be complacent but to prepare their mind and body for strenuous training.

BISOC is an enhanced training intended for counter-insurgency operations.

Go made his appeal in an interview on Friday in Davao City after his visit to fire victims in Bankerohan, saying this is now an urgent matter for the Philippines.

he Police Regional Office (PRO 11) has expressed its full support to the new Philippine National Police (PNP) chief Lt. Gen. Archie Gamboa who was appointed by President Rodrigo Duterte on Friday night.

Duterte made the announcement of the appointment of Gamboa as fullfledged PNP chief from officer-in-charge in his speech during the thanksgiving gathering of the Fraternal Order of Eagles at SMX Convention Center in Lanang, Davao City.

PRO 11 regional director Brig. Gen. Filmore Escobal said he assured the new PNP chief that PRO 11 will fully support his leadership and programs.

Escobal said PRO 11 is one with him in his commitment to intensify the campaign against criminality, il-

legal drugs and corruption, following the rule of law and with utmost respect for human rights.

“We have witnessed how Lt. Gen. Gamboa worked and we are confident that he will unite to work as one the entire PNP community to bring the organization to greater heights,” he said.

The President placed Gamboa as the new head of the PNP because he sees the sincerity of the official in his job.

Duterte previously assigned Gamboa as the PNP officer-in-charge after former police chief Oscar Albayalde resigned from his post in October 2019, weeks before his retirement.

Before his appointment as PNP OIC, Gamboa served as deputy chief for administration — the second-highest post in the police force.

OPAPP ‘exceeded’ target in decommissioning MILF

he Office of the Presidential Adviser on the Peace Process (OPAPP) has “exceeded” its target to decommission members of the Moro Islamic Liberation Front (MILF), its spokesperson said on Friday.

During the “Duterte Legacy” campaign launch, Presidential Peace Adviser chief-of-staff and spokesperson, Assistant Secretary Wilben Mayor, noted that about 8,879 out of the 12,000 MILF combatants were decommissioned from the last quarter of 2019.

Mayor added that 1,542 out of 2,000 firearms and 617 ammunition have been turned over to the government by the MILF. “We are proud to report that we have exceeded our targets in the decommis-

sioning of MILF combatants and their weapons,” he said in a speech delivered at the Philippine International Convention Center in Pasay City.

“We achieved milestone after milestone, which demonstrates the commitment and resolve of the Duterte administration for peace process.”

The decommissioning of Moro combatants is under the normalization track of the Comprehensive Agreement on the Bangsamoro (CAB) inked between the national government and the MILF in 2014.

Mayor said the decommissioned MILF combatants have been trained to be part of the joint peace and security teams.

He said they would serve as “peacekeeping

MinDA to ship halal food via PAL's Zambo-KK maiden flight

he Mindanao Development Authority (MinDA) said it will ship halal products during the inaugural flight of Philippine Airlines' (PAL) Zamboanga–Kota Kinabalu air route on March 31.

In a statement on Friday, MinDA Secretary Emmanuel Piñol said among the Mindanao-produced halal food products the agency intends to send include chevon, beef, and

mango.

“MinDA is now coordinating with the Philippine Airlines Express (PAL Express) management for the inaugural flight through its Corporate Commu-

angko Sentral ng Pilipinas (BSP) Governor Benjamin Diokno said he had expected that the eruption of the Taal Volcano will have a limited impact on the domestic economy’s growth this year.

In a briefing Friday, the central bank chief said while the National Capital Region (NCR); Cavite, Laguna, Batangas, Rizal and Quezon (Calabarzon); and Central Luzon account for a big chunk of the country’s expansion, only Batangas is most affected.

“I think NEDA (National Economic and Devel-

opment Authority) has already made an assessment and so with the absence of any assessment on our part, we’ll go along with NEDA and it’s not going to affect too much both the inflation and the growth path,” he said.

Taal Volcano erupted on January 12 and generated ashfall that reached as

far as some parts of Laguna, Cavite, and Metro Manila.

Alert Level 4 is still raised over Taal Volcano but Diokno said the government is planning to downgrade this to Alert Level 3 after the volcano quieted for some days now.

“When I was asked about this, three days ago, I said it’s too premature for their speculation. So let’s not give some numbers because we don’t know.

In terms of inflation rate, monetary officials have forecast that the rate of price increases would normalize this year from the low rates last year.

In an advisory on its official Facebook page and website, PAL said opening the site where the spurious ad appears places personal data of those accessing it at risk.

The airline company described the fake ad as showing a PAL logo with the phrase 'Home in the Sky' and lures "netizens to reply to several questions in exchange for a chance to win plane tickets."

"We urge everyone NOT TO open the site as doing so will compromise your personal data," the

PAL advisory reads.

"Our Information Systems Department has classified it as a phishing site designed to capture personal information," it added.

PAL said it is coordinating with authorities regarding the incident, and warned those behind it "to desist from carrying out this illegal act."

It reiterated that all official advertisements of the company are posted on its official website, and Facebook page.

Banks and even government agencies have also issued warnings in the past against phishing activities which have spiked amid the growing digital transformation across many sectors globally.

SEC gives businessmen option to register as one-person corp

he Securities and Exchange Commission-Legazpi Extension Office (SEC-LEO) has presented options to businessmen to register as a one-person corporation.

Lawyer Norma A. Tan-Olaya, SEC-LEO Officer-in-Charge, in an interview on Thursday said under the guidelines prescribed by SEC Memorandum Circular No. 7 Series of 2019, limited liability may be enjoyed by the corporation as a separate personality distinct from the owner/stockholder.

"This means that in case of bankruptcy or inability to pay debts, the creditors of the corporation may only go after the assets of the corporation, thus, the assets of the owner/stockholder registered in his/her name and not considered as assets of the corporation are protected while this limited liability is not enjoyed by a sole

proprietorship wherein creditors may go after the assets of the business owner/sole proprietor," she said.

The SEC-LEO recently issued a Certificate of Incorporation to Star Events and Exhibits, the first one-person corporation in Bicol Region with Celina B. Arabaca as sole incorporator and stockholder.

"If you don't have a partner and you want to have a corporation, it is now possible under the one-person corporation," Olaya said.

Mindanao products find market in US

indanao products will now have the opportunity to penetrate the US market, particularly the Filipino-American communities in Los Angeles, California, the Mindanao Development Authority (MinDA) said on Friday.

This followed after MinDA Secretary Emmanuel Piñol met with the officials and representatives of the Davao Association USA (DAUSA) and Filipino-American Communities in Los Angeles (FACLA) on Thursday.

"We have to take advan-

tage of this huge market in LA to promote and sell our Mindanao products," Piñol said in a statement.

He then instructed his International Relations and Investment Promotions team to prepare for this initiative.

"We have to identify po-

colleagues in the Senate to hasten the passage of the bill creating the Department of Disaster Resilience in the country. According to Sen. Bong, the Senate cannot afford to wait for another earthquake, volcanic eruption and typhoons before it will act.

The bill’s status is yet on the committee level, particularly the Committee on National Defense and Security chaired by Sen. Panfilo Lacson.

The idea of creating an agency clothed with cabinet level existence and functionality is to keep it at par with other departments and can immediately act on the situation by coordinating with the different departments and offices for monitoring and action.

Given that the agency will be dealing with lives and property, there is no reason for Sen. Bong’s colleagues to defer or slacken.

ADVERSITY UNITES A NATION The groundswell of sympathetic gestures from all people of all walks of life re the Taal volcano eruption indicated, without any iota of doubt, that the proverbial declaration that adversity unites a nation was truthfully proven.

Although in the latest dispatch there was just a single mortality during the hysterical and frenzied mass evacuation of residents in the affected areas around the island, the ‘bayanihan’ spirit and compassion the Filipino is famous for resurfaced to somewhat ease the pain, difficulties and trying times.

Pres. Duterte’s visit, along with some government officials, helped assuaged the helplessness of hundreds of thousands of victims of the volcanic eruption; his physical presence as well as his comforting remarks were like a calming balm that soothed a burning pain.

I wonder if it is politically correct for some legislators to even insinuate or express dissatisfaction with the work of Phivolcs in the wake of the volcanic explosion. A lawmaker has suggested to have the government agency investigated for its slowness and sluggishness in promptly relaying warnings of the impending disaster.

At this point, as I myself fully monitored the situation and Phivolcs pronouncements on the matter, I would strongly suggest that this agency be provided with more funds, state of the art equipment and qualified personnel in the light of this sad experience.

Instead of the usually boring rhetoric that permeates every congressional probes and hearings, both houses of Congress should intelligently look at the mess with a positive eye with the end in view of putting to an end the reactionary mindset of govern-

ment institutions.

Untold misery is now gripping four areas due to the Taal emergency – regions 4, 4A and 3 and parts of Metro Manila where children and senior citizens are trying to cope with the dire situation.

Dep-Ed Sec. Leonor Briones has expressed fears that the schooling of elementary and secondary students in these areas could be hampered and their educational development.

She said Dep-Ed funds for the rehab of more than a hundred school buildings and classrooms heavily damaged by the ashfall will have to be utilized as soon as effectively possible.

School buildings and classrooms, in the absence of evacuation centers, are now being used to accommodate thousands of evacuees.

I wonder why LGUs need to be prompted by the national government to erect evac-

uation centers on their own volition? Even barangay councils themselves can pass resolutions for the construction of barangay evacuation centers which will make them readily prepared to meet exigencies of this kind.

This is the weakness I see in the leadership of many LGUs who depend too much assistance from the national government and line agencies.

They become helpless, inutile and lazy to a point.

Simply defined, governance is the application of practical wisdom to benefit the constituency. Even an elementary school graduate who becomes head of an LGU will agree to this.

Today, because of the frequency of calamities hitting our country, practical wisdom dictates that everybody, every citizen, every resident must be well-advised and informed of things happening around

him.

I wonder how applicable this Plato quote is to our situation today. He said: “This city is what it is because our citizens are what they are.”

Of course, the resiliency of the Filipinos has proven its good merits.

We have survived four hundred years of cruel Spanish colonization, more than forty years of American exploitation, nearly five years of brutal Japanese occupation and decades of tyrannical Filipino administrations.

What else?

I guess Filipinos are predisposed already to this type of life and living.

OSCAR DERBY 2020 Every year, the Hollywood – the film capital of the world – gives out the prestigious Oscar to those people who are involved in filmmaking.

It is given by the Academy of Motion Picture Arts and Sciences as a way of recognizing those who excel “in cinematic achievements as assessed by the Academy’s voting membership.”

Here are some of records you need to know in this year’s Oscar derby: Of the nominees for Best Actor Oscar, only Leonardo DiCaprio has won – for The Revenant in 2016. He was also nominated for the same category in 2005’s The Aviator, 2007’s Blood Diamond, 2014’s The Wolf of Wall Street, and this year’s Once Upon a Time in Hollywood.

DiCaprio’s first Oscar nomination was for Best Supporting Actor for his role in What’s Eating Gilbert Grape. He also has a nomination Best Picture for The Wolf of Wall Street as he was the film’s producer.

Before Joker, Joaquin Phoenix has three Oscar nominations to his credit. He was nominated for his supporting role in Gladiator. He received two Oscar nominations for Best Actor for Walk the Line (2006) and The Master (2013).

The three remaining Best Actor nominees are newcomer

to the Oscar history: Antonio Banderas for Pain and Glory, Adam Driver for Marriage Story, and Jonathan Pryce for The Two Popes.

Al Pacino’s performance in The Irishman earned him his ninth nomination from the Academy. Actually, it is his fourth nomination for Best Supporting Actor. Previously, he was nominated for The Godfather (1973), Dick Tracy (1991), and Glengarry Glen Ross (1993).

Nineteen ninety-three, however, was his year as he also got a nomination for Best Actor for his performance in

Scent of a Woman. Although he lost the supporting role award (it went to Gene Hackman for his performance in Clint Eastwood’s The Unforgiven), he settled for the Best Actor Oscar.

Pacino was also nominated for Best Actor for his leading roles in Serpico (1974), The Godfather II (1975), Dog Day Afternoon (1976), … And Justice for All (1980). It was in the 1975 flick that he delivered one of the most memorable lines in cinema: “Keep your friends close, but your enemies closer.”

PAL warns against 'phishing site' luring public 'to win plane tickets'

hilippine Airlines warned the public on Friday against a phishing site that it said is circulating a "fake advertisement" supposedly offering a chance to win plane tickets.

In an advisory on its official Facebook page and website, PAL said opening the site where the spurious ad appears places personal data of those accessing it at risk.

The airline company described the fake ad as showing a PAL logo with the phrase 'Home in the Sky' and lures "netizens to reply to several questions in exchange for a chance to win plane tickets."

"We urge everyone NOT TO open the site as doing so will compromise your personal

Dabawenya athlete named to Int’l Sambo commission

A

sian sambo champion Sydney Sy Tancontian of Pilipinas Sambo national team marked another milestone after being elected as one of the representatives of the International Sambo Federation (FIAS) Athletes’ Commission.

The decorated athlete who hails from Davao City was officially elected last December 17, 2019 but was only informed the second week of January 2020.

She was nominated to become an Athletes’ Commission representative after showing exemplary sportsmanship and determination during the 43rd World Sambo Championships held in Cheongju, South Korea last November, where she finished with a

bronze medal.

Sydney will be joining Bradreddine Diani of Morocco, Kaure Fournier of France, and Ivana Jandric of Serbia, who will serve as sambo ambassadors from 2020 to 2024.

The 20 year-old martial arts practitioner is tasked to propagate the sport across the globe and incorporate it with mental health preservation like fighting depression among others.

“I will be an advocate for mental health awareness kasi po in the field of sports isa po ito sa mga key factors sa growth ng athletes,” the 30th Southeast Asian Games women’s kurash bronze medalist said.

She also considered the recognition a once in a life-

time opportunity, thus, she vowed to perform her new responsibilty with passion and dedication.

“I will be asking people na dumaan po sa ganung situation and also myself na magshare ng experiences sakanila and paano na-overcome yun. Isa po sa mga programs is symposiums para informative and mashare rin po ng mga speakers yung kung paano sila nag cope up in the field of sports,” she added.

Her father Paolo Tancontian, who serves as the secretary-general of Pilipinas Sambo, said Sydney’s election came in very timely as the thrust of the organization for 2020 is to focus on grassroots development.

“She will make a good

inspiration and motivation for the young ones and it will be favorable for us to propagate the sport in the Philippines with Sydney leading the campaign,” Tancontian said.

According to FIAS, the Athletes’ Commission’s mission is to represent athletes within the Olympic Movement and support them to succeed in their sporting and non-sporting careers.
