early 35,000 individuals, including members of national and local media, civilian state workers and uniformed personnel such as police and military troops, will be voting early as local absentee voters (LAV) in the May 13 mid-term polls.

Based on data from the Committee on Local Absentee Voting (CLAV) of the Commission on Elections (Comelec), a total of 34,693 applicants have been received as of March 23 from all the regions in the country.

The applicants consist of government personnel from the regional of�ices of the Comelec, Department of Education, National Bureau of Investigation, Bureau of Jail Management and Penology, Bureau of Fire Protection, and Department of Labor and Employment.

Forces of the Philippines, Philippine National Police, Philippine Navy, Philippine Air Force, Philippine Coast Guard also signed up for LAV. The regions where many government employees have applied to vote early are Caraga and the Bangsamoro Autonomous Region in Muslim Mindanao, including Isabela City and Cotabato city with 6,933; Central Luzon, Calabarzon, and Mimaropa, 6,851; and Davao and Soccsksargen, 6,363.

Meanwhile, the total number of applicants for the National Capital Region is 1,317.

The CLAV also revealed that a total of 5,739 applicants were not processed as they were �iled beyond the �iling deadline on March 14.

Lamosao, who was among the guests in Wednesday’s AFP-PNP Press Corps Media Briefing held at the Royal Mandaya Hotel, said retired General Carlito Galvez Jr., presidential adviser on the peace process of the Philippines hasn’t given any instructions yet on

localizing the peace talks between the government force and the CPP-NPA as far as the 10th ID’s Area of Responsibility (AOR) is concerned.

President Rodrigo Duterte recently announced the permanent termination of peace talks between the government

panel and the CPP during the Philippine Army’s 122nd Founding Anniversary rites.

Lamosao, however, said despite this, there are growing developments in terms of peace within their AOR as several NPA regular and other anti-government groups such as local party members has yielded throughout the �irst quarter of 2019.

He shared that a total of 99 NPA regulars surrendered while 73 Militia ng Bayan (MB) and 23 Sangay sa Partido Lokal (SPL) members and mass supporters also turned them-

he Supreme Court (SC) said it will act on reports about judges who are on the government's list of protectors of the illegal drug trade.

In a statement, the SC said Associate Justice Diosdado Peralta has been tasked to communicate and coordinate directly with the Philippine Drug Enforcement Agency (PDEA) for the list of judges linked to the illegal drug trade.

"This will pave the way for a formal fact-�inding and administrative investigation by the Supreme Court. The Supreme Court, like in the past, will and shall not tolerate any illegal or corrupt activities within

its ranks," the SC said.

At least 13 judges and 10 prosecutors are supposedly on the narco-list.

Two years ago, the SC initiated a probe on the �irst batch of judges on the narco-list -- Exequil Dagala of the Dapa-Socorro, Surigao Municipal Circuit Trial Court; Adriano Savillo of the Iloilo City Regional Trial Court (RTC); Domingo Casiple of the Kalibo, Aklan RTC; and Antonio Reyes of the Baguio City RTC. Dagala was cleared of allegations of involvement in the illegal drug trade, but he was ordered dismissed by the High Court in September 2017 for immoral-

issuances pertinent to the alleviation of hunger and poverty, consistent with international laws and treaty obligations; identify and ensure the institutional responsibilities of concerned government agencies.

It will also coordinate with concerned government agencies and local government units, in consultation with civil society organizations, for the conduct of objective impact assessments on relevant programs of action among other tasks.

Nograles will chair the task force with the Department of Social Development and Welfare and Department of Agriculture designated as vice chairs.

It will be composed of 36 of�icials --the Executive Secretary and the heads of national agencies, plus the Bangko Sentral ng Pilipinas governor, Of�ice of

Civil Defense administrator, Commission on Higher Education chairperson, Philippine Commission on Urban Poor chairperson, Philippine Commission on Women chairperson, Food and Drug Administration director general, Technical Education and Skills Development Authority director general, National Commission on Indigenous Peoples executive director, National Nutrition Council executive director, National Anti-Poverty Commission lead convenor, and Food and Nutrition Research Institute director.

DOTr on heightened alert for ‘Semana Santa’ exodus Proposed body seeks to end hunger in PH by 2030

he Department of Transportation (DOTr) and its attached agencies will be on heightened alert status in preparation for the great volume of passengers going to the provinces during the Holy Week break.

This as the DOTr is set to implement its Oplan Biyaheng Ayos: Semana Santa 2019 from April 8 to 25 to ensure a safe and convenient commuting experience for passengers who will troop to the ports, terminals and airports across the country.

In a statement on Tuesday, Transport Secretary Arthur Tugade said the initiative aims to provide security to commuters as they spend their vacation.

“It is important for the DOTr to ensure the safety and welfare of the riding public. That is why I have instructed all attached agencies to exert all efforts to assure safe and com-

fortable travel to our countrymen as they go to the provinces or vacation spots during the Holy Week,” Tugade said.

The Land Transportation Franchising and Regulatory Board (LTFRB) has issued special permits to buses that will travel to the provinces during the Holy Week.

As of April 1, the LTFRB has received 484 special permit petitions for 1,133 bus units that will travel in Northern and Southern Luzon, Bicol, Visayas and Mindanao from April 14 to 22.

The Board will also conduct random inspections of units and franchise documents beginning April 10 with the Inter-Agency Council on Traf�ic (i-ACT), as part of ensuring the safety of the passengers in areas where i-ACT operates, and with the Land Transportation Of�ice, Highway Patrol Group, and Armed

resident Rodrigo R. Duterte has approved a proposal to draft an executive order (EO) creating a task force that seeks to eradicate hunger in the country by 2030, Malacañang said on Tuesday.

Presidential Spokesperson Salvador Panelo said the creation of the Zero Hunger Inter-Agency Task Force (IATF) was among the agendas tackled during the Cabinet meeting in Malacañan Palace on Monday night.

“In a bid to fast-track the government’s campaign to �ight hunger, Cabinet Secretary Karlo Nograles presented the proposed EO on the creation of an Inter-Agency Task Force on Zero Hunger,” Panelo said in a statement.

Nograles said the new task force will formulate a national food policy to

ensure the attainment of zero hunger and poverty eradication, consistent with the 2017-2022 Philippine Development Plan.

“It is apparent that current efforts aren’t enough, and that at this point, an inter-agency task force that can focus and align the different work being done to address the different aspects of hunger is needed,” he said in a separate statement.

Nograles emphasized that the plan is to reduce hunger by 25 percent twoand-a-half years after the EO is issued.

Eventually, the EO plans to cut hunger incidence by half in �ive years after the issuance of the EO, and by 75 percent within seven-and-a-half years.

First set is on April 5, 2019 from 9:00 AM to 4:00 PM affecting Sitio Camamara in Barangay Waan, Buhangin.

Water supply has to be temporarily shut off to give way to the tapping of the newly installed pipeline to DCWD’s existing pipeline for the mainline improvement in the said area. Once completed, this project will allow for accommodation of additional water service connections.

Second set is from 8:00 PM of April 5, 2019 until 4:00 AM of April 6, 2019 affecting these Toril areas: portion of Bayabas-Toril Road (from Bato Bridge to corner Flying V Gasoline Station), portion of Bayabas-Eden Road (from Flying V Gasoline Station to Marapangi Resettlement Area), and immediate environs. Water supply has to be temporarily shut off in the affected areas to give way to the tapping of the newly realigned pipe bridge crossing that was affected by Department of Public Works and Highways’ bridge widening project.

he Department of the Interior and Local Government (DILG) has lauded the growing number of local government units (LGUs) that have declared the Communist Party of the Philippines-National People's Army-National Democratic Front (CPP-NPA-NDF) as persona non grata and encouraged others to do the same.

DILG Secretary Eduardo M. Año said LGUs declaring CPP-NPA-NDF as persona non grata is a signi�icant victory for the government's drive to extinguish communist terrorism and the groups that work behind it.

"Declaring CPP-NPANDF as persona non grata is a bold move from these LGUs and we commend them for their support to President Duterte and the national government's efforts to rid our country of these communist-terrorist groups," Año said.

The DILG chief said this is timely especially during the midterm elections because it meant that the NPA would not be able to intimidate voters in these areas to vote for their preferred candidates.

The of�icial explained that the said declaration is a big step towards the wholeof-nation-approach the government is spearheading to "once and for all end the decades-long insurgency in the Philippines. LTO to penalize vehicle owners with unclaimed license plates

Antonio said their agency has a current total of 6,435 pairs of unclaimed plates registered within July 2016 to July 2018.

In a reply to questions from the Philippines News Agency (PNA), IHS Markit Asia Paci�ic Chief Economist Rajiv Biswas explained that the law institutionalizing tariff on rice imports over the previous policy of maximum access volume (MAV) should be taken not just for its bene�its to rice consumers but in terms of the country’s WTO membership.

He explained that for the country to bene�it from global trade liberalization “it needs to comply with WTO laws”, which include removal of non-tariff barriers.

“This is a crucial consideration which has underpinned the decision of the Philippines government to legislate for rice tarri�ication,” he said.

Thus, the economist stressed that questions on whether the domestic economy will bene�it from this legislation is just a minor issue since the primary consideration is how the country will bene�it from being a WTO member.

“With almost every other country of the world being a WTO member, the answer globally seems to be a

clear YES to the membership of the WTO, so therefore the Philippines is also likely to be a winner from the trade liberalization bene�its of WTO membership,” he added.

The Rice Tarif�ication Law took effect in March this year.

Diokno-signed banknotes in circulation by June

Mindanao also enjoys the luxury of power surplus averaging 800 megawatts mostly coming from coal-�ired power plants.

As reported by Edge Davao on Wednesday, the National Grid Corporation of the Philippines said the Mindanao grid has a reserve of 569 megawatts. This is an encouraging prospect considering that the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) reported at least 17 provinces in Mindanao would be hit by a dry spell while 11 others will be affected by drought

In the summer where the temperatures could really go high in the 30s, there is an expected more water consumption than usual both in household and commercial-industrial use. Hence, despite the good news, everyone in Mindanao is still enjoined to help conserve as much water as they can.

BENEFICIARIES OF SEAFARER’S DEATH COMPENSATION The legal battle for death compensation of the deceased seafarer, in some instances, becomes a “telenovela” case due to confusion as to the rightful recipients of the death bene�its.

Under an employment contract duly approved by the Philippine Overseas Employment Administration (POEA), in the case of work-related death of the seafarer, during the term of his contract, the employer shall pay his bene�iciaries the Philippine Currency equivalent to the amount of Fifty Thousand US dollars (US$50,000) and an additional amount of Seven Thousand US dollars (US$7,000) to each child under the age of twenty-one (21) but not exceeding four (4) children, at the exchange rate prevailing during the time of payment. The amount usually is higher if the death is covered by a Collective Bargaining Agreement (CBA).

The confusion arise since the terms ‘allottee’ and ‘bene�iciary’ were unde�ined in the previous POEA employment

contracts.

Under the current contract, the ‘allottee’ is the person designated by the seafarer as the recipient of his or her salary allotment.

On the other hand, the bene�iciary is the person(s) to whom the death compensation and other bene�its are paid and is based on the Philippine law on succession.

Thus, not all allottees are automatically considered as bene�iciaries.

Simply stated, the right of the allottee, as the terms suggest, is limited to the allotment of the seafarer which is equivalent to at least 80% of his or her monthly basic salary.

Legal or intestate succession takes place if a person dies without a will. And in the absence of heirs instituted in a will, the law vests the inheritance, in the legitimate and illegitimate relatives of the deceased, in the surviving spouse, and in the State in accordance with the rules set forth in the New Civil Code (NCC), Articles 960 and 961.

or intestate succession provides that in every inheritance, the relative nearest in degree excludes the more distant ones and that the succession to property by heirs pertains �irst to the direct descending line (Articles 962 and 978).

Thus, if a seafarer’s mother is his allottee and he dies survived by his wife and one child, the death compensation is paid to the wife and child and not to the mother, in accordance with the Philippine law on succession.

If a widow/ widower and legitimate children are left, the surviving spouse is entitled to the same share as that of each of the children.

When the widow/ widower survives with legitimate parents, the surviving spouse shall be entitled to one-half of the death bene�its, and the legitimate parents to the other half.

If a widow/widower survives with illegitimate children, she/he shall be entitled to one-half of the death bene�its, and the illegitimate children to the other half.

An illegitimate child shall receive a share equivalent to half of the legitimate child’s share.

If legitimate parents, the surviving spouse, and illegitimate children are left, the parents shall be entitled to onehalf of the death bene�its, and the other half shall be divided between the surviving spouse and the illegitimate children so that such widow shall have one-fourth of the death bene�its, and the illegitimate children the other fourth.

An adopted child is entitled in the same manner as a legitimate child.

In case of a legal separation, if the surviving spouse gave cause for the separation, he or she shall not have any of the rights granted by law.

As long as the marriage was not annulled at the time of death, the surviving legitimate spouse will enjoy the rights regardless of their years of physical separation.

The basis of the rules on intestate succession was explained by the Supreme Court in this manner: “The

law of intestacy is founded on the presumed will of the deceased. Love, it is said, �irst descends, then ascends, and �inally, spreads sideways. Thus, the law �irst calls the descendants, then the ascendants and, �inally, the collaterals, always preferring those closer in degree to those of remoter degrees, on the assumption that the deceased would have done so had he manifested his last will. GEN. WOODRUFF’S 24TH DIVISION Beyond the school textbooks, one of the chief sources of historical narratives are wartime publications. While many of the written articles may not be thorough and complete, they provide in some respect an engaging depiction of the war as viewed from the collective reports submitted to the headquarters from every theater of the con�lict.

In the case of Davao’s 1945 liberation, the wartime Manila Free Philippines, a daily paper that was published underground, is a rich source of information on the role of the U.S. 24th Division, the key unit that brought down Japanese forces in the city and annihilated the enemy forces.

The Battle of Davao, as it is called historically, commenced on April 27, 1945, when American military contingents led

by Gen. Roscoe B. Woodruff’s 24th Division reached Digos City. In a capsule, the invasion has been described as follows: “The division moved westward across Mindanao so rapidly that the Americans and Filipinos were almost on top of the Japanese around Davao before Gen. [Gyosaku] Morozumi

learned too late that the western landing was, in fact, not diversionary. By the time the division reached Digos [which was barrio of Santa Cruz town], the Americans quickly overrun the Japanese defenses who were prepared only to repel an assault from the sea westward, not from their rear to the east.

The 24th Division immediately turned north and headed toward Davao City.”

On April 29, 1945, the paper blared with a front-page story proclaiming ‘We Win Air�ield Near Davao.’ Based on the communique received from Gen. Douglas MacArthur, the 24th Division managed to secure an air�ield in Padada, Davao del Sur, and, at the time of reporting, was already operating from there.

Days later, the paper announced: ‘Americans 6 Miles from Davao And Two More Air�ields Taken.’ The 24th Division, based on an update, were on “rapid drive northward along Davao Gulf [and] has carried spearheads within six miles of the city limits of Davao.”

Moreover, the division also overran the Darong airstrip and �inally reached the Daliao

air�ield. The American forces left operating in the south continued their search-anddestroy mission, fanning seven miles south, including Malalag Bay, not too far away from Padada.

The May 5 edition of paper, distributed free, carried a bloody message: ‘House-toHouse Fight Rages in Davao.’

The 24th Division was busy ferreting out Japanese stragglers while the troopers were pushing their way to Santa Ana, the city’s main port. The other elements of the unit, meanwhile, pressed inland from the Libby Air�ield at Ulas. But, in advancing toward Mintal, they had to repulse two Japanese counterattacks.

The push to liberate Davao intensi�ied as the days went along. In its May 10 issue, the paper heralded the recovery of Samal from enemy hands. The front-page article screamed: ‘24th Units Land on Samal at Head of Davao Gulf.’

“Sweeping across Davao gulf in a shore-to-shore movement, units of the American 24th division landed [May 8] on Samal island, at the head of Davao gulf, without opposition

and captured unmanned Japanese defense positions.

“A spokesman at Gen. MacArthur’s headquarters today said the Samal island landing served the double purpose of protecting the �lank of American forces advancing along the gulf and also out�lanked the Japanese at Sassa (sic) airdrome, east of Davao.

“South of Davao, the Americans, according to today’s communique, were meeting the only strong Japanese opposition on Mindanao. The Japanese held a wedge-shaped position between the Talomo and Davao rivers. The Americans destroyed 39 pill boxes in that sector [on May 7]” Two days later, the paper reported that ‘American Make New Landing on Mindanao’ in the southeast sector of Davao, cutting off the Japanese garrison. The 24th Division and the guerrilla units also attacked the enemy forces along the coastal areas of the gulf. By May 20, the of�icial count of Japanese losses in the entire campaign had reached 369,818.

On May 25, the underground paper informed: ‘Mindanao Battle Nearly Over as

Yank Forces Join.’ A communique from Gen. MacArthur declared that “the Mindanao campaign has reached the mopping-up stage.”

Based on intelligence reports, only three principal enemy garrisons, all of them isolated, were left at this time. These encampments between Talomo and Davao rivers, south of the city, were the largest; in the mountains of Bukidnon, east of Sayre Highway, and south of Butuan Bay. Adding laurels to the campaign was the takeover of six Japanese airdromes in the Davao area. A communique dated May 23 issued by Gen. MacArthur announced that “units of the American 24th Division took Licanan air�ield 15 miles north of Davao city and pressed rapidly inland.”

The �ighting to reclaim Davao continued until the middle of June 1945. It was an expensive mission that cost the 24th Infantry Division around 350 deaths and 1,615 wounded. The losses on the part of the enemy were far greater but the number of civilians, both Filipinos and foreigners, killed in the con�lict was more horrendous.

MARINE TURTLES

t’s not just tawilis, lapu-lapu, sharks, and giant clams that are fast vanishing in the country’s waters. The Switzerland-based International Union for the Conservation of Nature (IUCN) has also included marine or sea turtles in its red list classi�ication.

Of the seven marine turtle species known to man, �ive of them are found in the Philippines and all of them are considered “threatened species,” according to IUCN. This means they are vulnerable, endangered or critically endangered.

IUCN, the leading organization in determining if a species can be considered threatened or not, uses the following criteria for a threatened species: population size decline, number of mature individuals, geographic range, and statistical analysis.

The identi�ied �ive species found in the country are green sea turtle (known in the science world as Chelonia mydas), hawksbill turtle (Eretmochelys imbricate), olive ridley turtle (Lepidochelys olivacea), leatherback turtle (Dermocheyls coriacea), loggerhead turtle (Caretta caretta).

The �ive species are listed under the Appendix I of the Convention on International Trade of Endangered Species of Wild Fauna and Flora (CITES), which means the trade of these marine turtles and its and subspecies is strictly “prohibited except for educational, scienti�ic or research and study purposes.”

“All of the species found in our country are endangered except for the hawksbill turtle, which is critically endangered,”

said Dr. Arnel “AA” Yaptinchay, founder and director of the Marine Wildlife Watch of the Philippines (MWWP), a non-government organization advocating for the conservation and protection of marine wildlife and their habitats. “The only sure thing is that marine turtle populations are under tremendous threats. If these are not stopped, extinction is imminent.”

Haribon Foundation for the Conservation of Natural Resources, a pioneer of the environmental movement in the country, believes so, too. “Unless Filipinos seriously take on the task of protecting the much-endangered marine turtles, these ancient creatures will soon be gone (from our waters),” it said in a statement.

According to MWWP, threats – whether man-made or not – impact marine turtles at all life-stages from eggs to adults. “It is impossible to prevent natural predation, mortalities due to natural causes, or changes to the environment brought about by climate change,” it said. “But reducing or even eliminating human-caused threats is possible.”

The biggest threat comes from harvesting of eggs, juveniles and adults. “Adults and juveniles are taken for their meat and their carapace for decorations,” MWWP pointed out.

In Davao City, it is common sight in barangay Daliao in Toril to see pawikan, as marine turtles are locally known, being sold in the public market. That’s according to Truman Phillip Calipes, then a journalism student who conducted an investigative report for a school project.

“Although local �ishermen are very much aware that selling the endangered marine creatures is illegal and prohibited by the government, they are still doing it,” Calipes wrote. “They would walk around, selling the pawikan they caught from one house to another.”

According to the report, most of these �ishermen caught the marine turtles by accident. When they are pulling out their �ishnets out of the water, there are instances where the endangered species are included together with the �ishes.

“But instead of returning these marine turtles back into the water,” Calipes wrote, “the �ishermen would just put them in a different barrel and hide them in their �ishing boats to elude detection from the local authorities when they arrive at the �ish port for inspection.”

As for egg collection, MWWP says it is particularly prevalent in unmanaged turtle nesting beaches. “Even in areas where there are conservation programs, poaching still persists in the community,” it says.

It is even happening in Turtle Islands, a group of seven islets between the Philippines and Malaysia’s Sandakan, in Tawi-Tawi. In an article published by Vera Files, Vincent Go wrote: “Endangered sea turtle eggs are being harvested in Tawi-Tawi seas. Sea turtle eggs are harvested mostly by the Bajdaos or Samals.”

But Filipinos are not the only perpetrators. In an article published in Reptile Magazine, John B. Virata wrote: “China’s demand for sea turtle soup, turtle eggs, shells, and turtle bones ground up for use in medicine has caused Chinese �ishermen to travel up to 700 miles off mainland China to hunt sea turtles in Philippine waters.”

The degradation of their habitat has also contributed to the decimation of marine turtles in the country. The ruin of the

If LGUs declare them as persona non grata, they cannot continue growing their numbers and territory making it easy for the long arm of the law to corner them," he said.

also not welcome in the town of Jose Abad Santos under Mayor Jason John A. Joyce in Davao Occidental for their "continued acts of violence, terrorism, violent extremism and other forms of lawlessness, oppression, and harassment of the communist insurgents to the people."

territories results from increased ef�luent and contamination from coastal development, construction of marinas, increased boat traf�ic, and harvest of near-shore marine algae resources.

Unknowingly, tourism may also play a signi�icant role. “Tourism in natural places that does not take into account the effect they have to the environment is the threat,” Dr. Yaptinchay explained. “In the Philippines, where it seems that every inch of our beaches will soon be developed for tourism, this will become a big threat for marine turtles.”

According to Dr. Yaptinchay, development of the coast where buildings are to be constructed will displace marine turtles from one of their most important life cycle habitats, referring to the nesting beach.

“Lights, infrastructure, noise, domestic animals, and pollution will not only disturb those nesting females but also their hatchlings,” he said. “Marine turtles will not nest when disturbed.”

Studies have shown that marine turtles spend most of their life in the sea and get all the things they need there. They even mate in the sea. But when the time comes to lay their eggs, the females return to shore, usually in the same place where they were hatched.

“If you imagine a �irst-time nester approaching its place of birth, how much do you think of its birth place or nesting beach remains over the last 35-50 years?” asked Dr. Yaptinchay. “I would guess there would be very little space left for it to nest and enough disturbance developed to shoo it away. We are preventing them from ful�illing their life purpose. For me this is very tragic.”

In some instances, some tourism facilities view marine turtles as attractions. “This is �ine if you view marine turtles from a distance, but most (beach owners) are greedy and would take

a turtle and put it in a tank for secured viewing for their guests,” Dr. Yaptinchay said.

But what he considered as worrisome is when beach owners would tie the turtle to a tree.

“This has happened and is still happening,” deplored Dr. Yaptinchay.

Some resorts located in some islands sometimes think they are helping marine turtles by keeping hatchlings in containers and allow them to grow for a few months before releasing them into the open sea.

“What they do not realize is that they have just disrupted the whole life cycle of the turtles,” Dr. Yaptinchay said. “Hatchlings are supposed to be in open pelagic waters for the �irst decade of their lives. Again, an important phase in their lives is affected.”

Marine turtles are also affected by plastics. A study published in the journal Scienti�ic Reports suggests that ingesting even a single piece of plastic can be deadly for these marine animals.

Three years ago, on October 23, some �ishermen found off the coast of barangay 78 in Davao City a dying green sea turtle, which was brought to a non-government organization for treatment. Hours later, it died and American marine biologist Darrell Blatchley found plastic bags which were extracted from the turtle’s stomach.

A report from the Ocean Conservancy ranked the Philippines third (after China and Indonesia) among the countries with the highest source of plastic ocean pollution, generating 1.88 metric tons of mismanaged plastic garbage annually.

The journal Endangered Species Research also reported that marine turtles “being tangled up in lost �ishing nets, plastic twine and nylon �ishing line, as well as six-pack rings from canned drinks, plastic packaging straps, plastic balloon string, kite string,

plastic packaging and discarded anchor line and seismic cable.”

Dr. Brendan Godley, professor of Conservation Science at the University of Exeter and leader of the study, commented: “Plastic rubbish in the oceans… is a major threat to marine turtles. We found, based on beach strandings, that more than 1,000 turtles are dying a year after becoming entangled up, but this is almost certainly a gross underestimate. Young turtles and hatchlings are particularly vulnerable to entanglement.”

Last February 27, a dead leatherback turtle was recovered after it drowned from entanglement in a �ishing gear called bubu in Gumaca, Quezon, MWWP reported.

Marine turtles are also being threatened by climate change. “Potential impacts of global warming, such as projected sea level rise, can lead to shoreline erosion of small, low-lying tropical islands,” MWWP says. “Waves running up the shore during storms will wet the nests and increase egg mortalities at rookeries in these small islands, possibly decreasing the overall reproductive success of the marine turtle population.”

Cebu Pacific to launch direct Cebu-Shanghai commercial service

THE PHILIPPINES’ leading carrier, Cebu Pacific (PSE: CEB) boosts its route network to and from its hub in Cebu as it is set to commence operation of its direct service between Cebu and Shanghai, China. The new route is in line with plans to expand capacity in Cebu to meet increasing demand.

To mark the launch of the new route, seats on CEB’s Cebu-Shanghai flights will be sold for as low as PHP1 base fare from March 22 to 30, 2019. Travel period is from April 15 to September 30, 2019.

Flights between Cebu and Shanghai will run six times weekly (Monday to Saturday), beginning April 15, 2019. The evening departure of the flights from Cebu to Shanghai will enable travelers from neighboring areas such as Davao, Cagayan de Oro, Dumaguete and Iloilo to connect seamlessly and fly to the biggest city in China.

At just under four hours’ flying time, Shanghai is also a popular destination for Filipinos. Attractions include an evening cruise along the Huangpu River to take in the skyscrapers in one of world’s financial hubs; a unique Disneyland theme park; and the historical Yuyuan Garden.

A tribute to Sir Efren

IA Davao of�ice has become what it is now because of Director Efren.

Long before the growth of social media, he has already been a community in�luencer who lays down his advocacies, convinces community leaders to support activities related to those, and utilizes communication platforms to forward these advocacies. Boss Efren was a staunch believer of community work and grassroots communication thus he initiated the creation of development communication networks such as the Information Of�icers Network in Davao Oriental and Davao del Norte. At work, he drives people to action; leaves the of�ice last; uses sarcasm to change people’s behavior; and gains respect and honor from his superiors, colleagues, and staff.

His experience in government service made him the reliable of�icial who leads and joins various community groups like the Association of Regional Executives of National Agencies (ARENA XI) where he gave birth to the idea of “Serbisyo Caravan”, a government approach consolidating various government services and bringing those to far-�lung communities.

This approach has been embraced by the ARENA XI for several years and is being replicated in other regions.

Sir Efren also poured his time and energy serving as member of the Rotary and the Philippine Coast Guard Auxilliary.

He is the go-to man of the Davao media. He opened the PIA of�ice to budding and veteran media. When

the media needed a statement from a government of�ice, they’d always call him to arrange for a press briefing or an interview. He is the government man they trusted because he understands the media.

Never satis�ied on his weekday duties, Sir Efren offered his Saturdays practicing as an educator.

Communication work was taught best by this man who practices in the real communication �ield. He has found a more signi�icant niche by in�luencing the minds and learnings of students taking Master in Development Communication and in Public Administration.

When he �inally exited government service in February 2018, it took him some time to gather his things from his of�ice. It was his small space witness to the decades of hard work.

It was his second home.

When I asked him for his plans after retirement, he mentioned a bunch: go farming, continue teaching, work as a private media, or even do consultancy work.

But God had other plans for him. Those 44 fruitful working years were more than enough for a man to in�luence a community; for a man to become a pillar of a government agency; for a man to gain respect of people from all walks of life. After retirement, Boss Efren had enough time for his wife Ma’am Patty who also retired from government service that same year, he had the time to listen to the superb piano recital of her daughter Aprille, and watch the violin recital of his grandkids. He had enough

time to play his favorite “majong”, and actively engage in social media platforms like Facebook and Twitter.

Like a father to her own child, Boss Efren allowed me to leave PIA Davao of�ice in April 2012 and transfer to the Central Of�ice in Manila so I can �inally settle with my husband who resides and works in the metro. I know it was dif�icult for him to see me leave but like a father to her own child, he permitted but with a stern warning. He doesn’t want me to come back crying because of a failed marriage.

Despite the distance, he never got tired reminding me to work on and �inish my post graduate degree. I can clearly hear him repeatedly say “ later, you will thank me for always reminding you to �inish your masters”.

He might have grown tired convincing me to return to Davao until that night in November 2017 when he personally called and asked for the last time if I can come back and continue his work.

I sensed the urgency of his request. I sensed how serious he was and concerned about the welfare of the of�ice. I sensed the longing of a father for a daughter to come home. Then I decided to come home. For that, I thank him for the trust. I thank him for getting the best people for the job, for training us the “Efren way” and setting an example for which we in the PIA Davao still hold on until now.

Davao has lost a great man. PIA has lost a pillar; but Boss Efren has ensured that his works and the values he taught to everyone will be remembered.

aya Iloilo stunned the Pakansari Stadium in Bogor, West Java, Indonesia after drawing with PSM Makassar, 1-1, in their AFC Cup match on Tuesday.

Makassar thought it would get the full three points at home after Finnish reinforcement Eero Markkanen delivered a 56th minute penalty to put the club up.

However, Marwin Angeles received a great feed from Jovin Bedic off a free kick in the third minute of stoppage time and slotted the closerange shot in for the tie.

Both Iloilo and Makassar are tied in �irst place in Group H with �ive points after the

�irst round of the group stages, but Iloilo holds the tiebreaker on away goals, thanks to Angeles’ late equalizer.

Both sides will face off again on April 17 at the Panaad Stadium in Bacolod.

FUTSAL FEVER 3rd Allianz National Youth Futsal Invitational in Davao

he 3rd Allianz National Youth Futsal Invitational (ANYFI) will be staged in Davao City this month, organizers announced on Wednesday pending further details on exact dates.

The tournament, organized by Allianz PNB Life, in partnership with the

Philippine Football Federation (PFF) and the Henry V. Moran Foundation (THVMF) will be played for the �irst time in the city and is expected to draw the �inest futsal squads of the country.

Davao City, for one, is an emerging futsal force in recent times with its ster-

ling performances in regional and national tournaments.

According to organizers, this annual sporting initiative encourages aspiring football payers to pursue their dreams, to not just excel in their hometowns, but to try and test their skills in inter-

national competitions as well.

The event will kick off with an of�icial press launch this coming April 6 at the Marco Polo Hotel where the tournament’s �inal details will be announced.

In this year’s ANYFI, the organizers are �inally

launching the campaign in Davao City to boost the sports’ presence in Mindanao even further.
