Davao City’s 99.48% coverage tops polio immunization drive C

Davao City Health Office (CHO) technical division chief Dr. Julinda Acosta made the statement during Thursday’s I-Speak Media Forum held at the City Hall of Davao.

“The result is amazing.

We have the highest coverage rate in the country and actually ginagawa na tayong role model,” Acosta said.

The 99.48 percent cov-

erage rate is equivalent to 189,901 children 5 years old and below being vaccinated by the free OPV provided by the City Government of Davao.

The excellent result, said Acosta, was braced by the support of all sectors who joined the campaign in eradicating the virus which reemerges after more than 19 years.

behind the succeeding campaign against polio virus is fueled by the support of Davao City Mayor Sara Duterte-Carpio, Vice Mayor Sebastian Duterte, barangay officials, health volunteers, hospitals, doctors and private establishments like malls among others.

The house-to-house approach, said the official, was the most effective strategy to get children immunized.

She said if the coverage rate turned the other way and didn’t reach 95 percent, the health office will opt to hold 10 more rounds of vaccination.

But since it closely reached the 100 percent target coverage, conduct-

ing three rounds of massive simultaneous immunization is enough.

However, the challenge now for the city government is how to sustain the excellent coverage in the first round.

On November 25, CHO will hold its second round or second dose of OPV that will run until December 7.

There will also be an orientation on November 18 and 19 that will be held at The Grand Menseng Hotel and Ritz Hotel, respectively.

Despite the zero reported case of polio in Davao City, CHO said they must not be complacent.

In Mindanao, there are already four cases of polio reported.

Philippines’ call to support the implementation of EO 70 in the Municipality of Santo Tomas in a bid to defeat the local communist insurgency.

ompostela Valley Governor Jayvee Tyron Uy expressed confidence his constituents will support their “Yes to Davao de Oro” campaign in the province’s forthcoming plebiscite on December 7.

When asked how confident he is, Uy spiritedly said a hundred percent.

The governor said the campaign is ongoing and they already have reached the grassroots level of the barangay to disseminate information and education on the thrust behind the ratification.

“We are encouraging our constituents that everyone must vote ug dili kumpyansa. Dapat mu-involve tang tanan para makabahin ta sa historical event sa atoang probinsya,” the young governor said.

Despite the serious campaign, Uy didn’t discard the fact that there will

be some opposition.

“Dili man maiwasan na naay mag vote no but so far majority kay positive man,” he said.

Uy said it only needs a simple majority to win the plebiscite.

He explained that renaming Compostela Valley to Davao de Oro will open more opportunities in terms of economical growth and tourism in the province.

House leader wants vaping ban for minors

V

aping is a “new public health menace” that must be heavily regulated, a House leader said Saturday, saying she would file a bill to prohibit the sale of electronic cigarettes to minors.

The Philippines’ first vaping-related injury involving a 16-year-old girl from the Visayas “ascertains vaping as a new public health menace and merits a forceful set of responses,” House Deputy Majority Leader Rep. Bernadette Herrera-Dy said in a statement.

Under a House bill set to be filed next week, minors will be banned from buying vape products, and vape juice flavors will be limited to tobacco and menthol.

“The fruity and other flavors are there to deceive buyers, especially the young, into liking vaping

because of the flavors,” Herrera-Dy said.

A recent British study showed that chronic smokers who switched to vaping saw improvements to their cardiovascular health.

But the Department of Health warned that e-cigarettes could still cause lung-related deaths and illnesses.

Vape users are at risk of getting electronic cigarette or vaping-associated lung injury (EVALI), the DOH said, citing data from the United States.

As of November 14, around 42 people have died while 2,172 were sickened from the use of e-cigarettes in the US, it said.

DavOcc guv offers P2-M for surrendering NPA leaders

D

avao Occidental’s governor is giving top officials of the communist New People’s Army (NPA) PHP2 million cash incentive if they surrender to the authorities.

Governor Claude Bautista, who made the offer Friday, said top NPA leaders operating in Davao Occidental are qualified to avail of the incentive.

“I will give PHP2 million, house and lot, plus the opportunity to work in the province to the top brass of the NPA if he or she will surrender to authorities,” Bautista said.

The governor said rebel leaders occupying the second-highest positions in the provincial hierarchy will also receive PHP1 million, house and lot, and scholarship for their children.

“Although the provincial government has declared the communist rebels’ persona non grata, I am giving them the best chance they could get from the government as long as they will faithfully surrender,” he said.

Bautista said he takes pity on “those who have been fooled by the wrong ideology of the communist movement wherein they sacrificed themselves fighting against the government for a cause that will not be resolved unless everybody will work for it.”

“With that huge amount of money, they could start a new life with their respective families without fear of being chased by government forces. They must grab it now or lose the chance to be back in the mainstream society,” he added.

Lt. Col. Ronaldo Valdez, commander of the Army’s 73rd Infantry Battalion based in Malita town, Davao Occidental, said the military will continue to assist NPA rebels who decide to surrender.

“Those who surrendered were given financial assistance from the provincial government, aside from the PHP50,000 capital outlay,” Valdez said, adding rebel surrenderers are also given livelihood

training and educational assistance under the Enhanced Comprehensive Local Integration Program (ECLIP).

On November 12, Valdez presented 28 various calibers of high-power firearms and handguns to Bautista during the 4th quarterly meeting of the Local Development Council (LDC), Provincial Peace and Order Council (PPOC), Provincial Risk Reduction and Management Council, and the Provincial Anti-Drug Abuse Council (PADAC).

Valdez said the firearms came from NPA surrenderers within the Davao Occidental area.

“We are expecting more NPA to surrender knowing that they are fighting a useless cause,” the Army official said.

Of the five local government units in Davao Occidental, Valdez said a few NPA units are operating within the area of Jose Abad Santos town.

Amend National Building Code: DCCCII president

T

he President of the Davao City Chamber of Commerce and Industry Inc. (DCCCII) has called for a review of the four-decade-old Presidential Decree (1096) or the National Building Code of the Philippines to provide stricter regulations and standards.

DCCCII President Arturo Milan said during Wednesday’s Habi at Kape that it is high time to amend the law, enacted on February 19,1976 during the term of late President Ferdinand Marcos Sr., to compel developers and residential owners to conform to the buildings standards.

He said there should be a new set of standards on structural design and construction methodology, particularly in the construction of houses, as most of those who lost their homes due to the powerful earthquakes last month had their homes built without proper standards.

“There is a need to amend and review the Building Code to set standards on the structural design and construction methodology because most of those that went into, mata mata lang (estimation only), these were those whose were destroyed,” he added.

SEC orders CMIC to take over collapsed stock brokerage

he Securities and Exchange Commission (SEC) has ordered Capital Markets Integrity Corp. (CMIC), the independent audit, surveillance and compliance arm of the Philippine Stock Exchange (PSE), to take over the operations of R&L Investments, Inc. to protect affected customer accounts.

The commission issued the order on November 14 following the stock brokerage’s collapse allegedly due to unauthorized transfers of proprietary and client shares worth more than PHP700 million into an account of another brokerage.

The order is in line with Section 33.1 of Republic Act 8799, or the Securities Regulation Code (SRC), providing that the Exchange shall, upon order of the commission, take over the operation of the insolvent firm and immediately proceed to settle the member firm’s liabilities to its customers.

mart policy responses and better coordination among government agencies will help curb employment losses in the agricultural sector, a National Economic and Development Authority study said.

The results of “Rural Labor Migration: An Analysis of the Loss of the Labor in the Agriculture Sector in the Philippines”, a study conducted under the NEDA research and development project, confirmed a prevalent out-migration in agriculture -- the transfer or movement of agricultural workers into the industry and services sectors, especially among the young and educated workers.

According to the Philippine Statistics Authority, net employment in the agriculture, hunting and forestry (AHF) sector has been on a downtrend since 2010, as more workers moved out of the sector than workers staying in or moving into agriculture.

The agricultural employment loss was observed in 15 out of the 17 regions in the country. Agricultural work was substituted for jobs that do not necessarily pay high wages but offer a relatively stable income stream, non-wage benefits, and better working conditions.

The NEDA said a holistic and coherent policy design for agro-industrial development and more responsive institutional setup would be needed to address agricultural employment challenges.

It said internal push factors that drive workers out of agriculture include rising production input costs (particularly labor), low farm gate prices, land conversion, limited access to credit and output markets, poor management of irrigation systems, and changing agro-climatic conditions.

The study noted the increase in the availability of non-agricultural jobs figured as a major pull factor in the out-migration of farmworkers. The cost of job search has also been declining with the advances in communication technologies and government initiatives, such as the establishment of Public Em-

ployment Service Offices.

Public investments in education and training, together with cash transfers, have enabled younger family members to finish schooling and acquire better-paying jobs outside agriculture. Unfavorable onfarm working conditions also prod workers to seek non-farm employment.

The study said an inter-agency committee for agro-industrial development should be convened to formulate region-specific and national strategies for effective design and implementation of cross-cutting programs that affect agricultural development.

“One of the immediate measures is to address coordination failures between and among government agencies, particularly those that implement cash transfer schemes,” according to the policy note.

Informants of the study said the government’s Conditional Cash Transfer (CCT) has inadvertently caused permanent and temporary migration out of agriculture. There were reports of CCT program beneficiaries opting not to work in the fields during the period of the release of cash transfers.

The study noted that the timing of the payout and the amount of cash transfers relative to the amount of income from agriculture mattered.

Many farm operators cited labor shortage when the release of CCT payout coincided with the planting and harvesting seasons.

The study said some beneficiaries invest cash transfers in non-farm activities to supplement or substitute farm income.

“The challenge of boosting farm productivity requires smart policy responses. Without these, most farming systems will remain underdeveloped,” the policy note said.

The study said the importance of schemes, such as land consolidation, cooperative farming, and machinery pooling systems that afford economies of scale and synergies to make the most out of agricultural resources while democratizing productivity gains.

Peso trades firmer on policy rates, higher sin taxes

he peso closed firmer on Friday, boosted by a wider interest rate differential against the US dollar and higher sin tax rates recently enacted by President Rodrigo Duterte.

The local currency finished the session at P50.65:$1, from P50.68:$1 on Thursday, after trading at a 22-month high of P50.55:$1 earlier on Friday.

“The peso further strengthened today to as strong as 50.55 this morning vs. the US dollar, among the strongest in 22 months, after yesterday’s 50.68,” said Michael Ricafort, chief economist at

Rizal Commercial Banking Corp.

On Thursday the BSP kept its policy rates and key overnight rates unchanged despite the 0.25Fed rate cut on October 30, 2019.

The result is a “wider interest rate differentials or premium in favor of the peso, thereby leading to a stronger peso with higher effective interest rate returns or yields vs. comparable US interest rate benchmarks,” Ricafort noted.

The local currency also gained strength “… after President Duterte signed the bill on higher sin taxes into law, which is

favorable in terms of improved government revenues, better fiscal performance, and could lead to further credit rating upgrade for the country,” he said.

“The US dollar corrected slightly lower vs. major global and Asian currencies (some Emerging Market currencies gained), after some healthy downward correction in benchmark US government bond yields from 3-month highs and after US President Trump signaled that US-China trade talks are moving very rapidly.”

Comments by US Federal Reserve Chairman Jerome Powell that the

current monetary policy is likely appropriate with ongoing risks from sluggish economic growth overseas and trade developments weighed on the US economy.

If the peso is able to stay on its current track, it should help lower import costs and overall inflation.

“Seasonal increase in remittances and conversion to pesos for Christmas-related spending favorable in terms of increased consumer spending, which accounts for about 70% of the local economy that could lead to increased economic activities and faster GDP growth,” Ricafort noted.

Trade Secretary Ramon Lopez revealed the plan on Wednesday, saying the Philippine International Trading Corporation (PITC) will do the importation.

Marcos is seriously disappointed that a government-owned corporation under the Department of Trade and Industry (DTI) would prioritize imports over local produce at a time when rice farmers nationwide have been selling their harvest at depressed prices or even at a loss.

“The announcement of Secretary Lopez is insensitive and ill-timed.

Cheaper imported rice is not worth the breakdown in the livelihood of Filipino rice farmers,” she said.

The DTI chief announced the plan on the sidelines of an international rice conference in Makati City, noting that up to 300 containers could be shipped into the country in the next few months.

“Where is our conscience and what got into the heads of these businessmen who choose foreign goods over our very own at a time of crisis?” Marcos said.

“Have pity on our rice farmers who could hardly make a living.

Just drop it!” she added.

If Robredo’s “alternative” strategy in combatting illegal drugs is driven by limiting the demand side, Tok-hang is actually the perfect weapon to minimize or eliminate the demand aspect. By communicating to the personalities in the barangays, Tok-hang actually is attacking the demand chain.

Robredo agreed that Oplan Tokhang will remain in place but stressed the campaign must undergo a “retooling.” Whatever that re-tooling she has in mind right now, Robredo has already been swayed to the viability of Tok-hang. Now, she must have understand it. Something others in the opposition refused to understand until now.

If Robredo one day will endorse Tok-hang as her strategy, it is not surprising.

Perhaps that is the wisdom behind making her the anti-drug czar.

President Duterte doesn’t visit Robredo in her office or where she lives. But for over three years of his administration and trying to convince himself that he can still get her to work with him, he must have parked his motorcycle inside Robredo’s brain.

Vice President Leni Robredo’s appointment as anti-drug czar is turning out to be a purposive move by President Rodrigo Duterte.

A week into her new function, Robredo is introduced to the government’s real concept of the anti-drug war bereft of the prejudicial and uneducated opinion she and her peers from the opposition had. Now that she is looking at things from the inside, she is getting a real education.

Robredo was given the walk-through by the Philippine National Police (PNP) officer-in-charge, Lt. Gen. Archie Gamboa of the Philippine Anti-Drug Strategy (PADS) which included the popular “Tok-hang” -- a word that falls under derogatory and dangerous in Robredo’s vocabulary before her appointment to the Inter-Agency Committee on Anti-Illegal Drugs (ICAD).

In Robredo’s mind, Tok-hang is the main culprit of the bloody drug war. In her book, it is state-sponsored killing.

After the briefing, Robredo must have cleared her mind because according to Gamboa she said “all is in order.”

That’s actually what it is, if only Robredo had opened her mind before she opened her mouth. Tok-hang is a community-based strategy basically rooted in personal communication. Tok-hang is an abbreviation rooted in Visayan dialect which is “Tok-

LOWER INFLATION, HIGHER GROWTH We cannot deny that the latest economic numbers boost investor interest in our economy.

Lower inflation due to lower rice prices have taken effect, and this in part boosts consumption that has kept our growth strong at 6.2%.

Our strong consumption is what will keep our growth humming, while other countries have lowered their forecasts. This strong consumption will attract more investors, since having fewer options in other weaker markets, they will flock to the one where they can generate good returns.

Businesses will therefore go

where consumption is high, because thats where business is good.

As wise people always say, a big population is good when they all have moneythat makes a good economy.

Does it seem this way for us? Looks like it.

Local consumption is one of the key elements for continuous growth amid the global economy hurting from a slowdown. You will have to raise your spending capacities to consume what you produce. This is what will drive our growth and employment and attract investors.

But we also need to be blunt about the fact that

there are those who still believe that the economy, which includes you and me, needs to fail to justify their political ends.

That exactly, is an elitist way if looking at our growth... if it is not politically ours then it should be allowed.

This elitist behavior has persisted throughout history from the the Katipunan to the post EDSA era, elite prescriptions have always had the final say on what is good, right and true, at the expense of, and the detriment of others.

This elitism has allowed unequal economic growth to persist despite

good topline numbers. We have had high growth that was not inclusive. Just look at our GDP figures across the regions. The areas surrounding the capital have per capita incomes equal to Thailand, while the Visayas and Mindanao residents earn about half, even less, on average every year.

Even so called alternative views espoused by some quarters are actually rehashed western centric ideals repackaged to suit the audience in the developing world.

Its time to assert our growth.

Grassroots organizations should take advantage

of reforms such as the Innovation Law and the Start up act, reforms to the corporation code allowing one person corporations. These are measures to allow better organization of capital.

Local business groups, especially in regions with high growth rates should also push for direct trade ties with foreign counterparts. The better we are at this, the more our own growth is sustained. With technology available to assist constant communication, there are great deals to be made, and businesses to grow.

ANG MAHUNIT, A THRIFT STORE One of the earliest postwar publications to carry local ads was The Republic Magazine. In the August-September 1947 edition, a special issue that doubled as a directory, it carried the name of Ang Mahunit, a Davao establishment. The store got its name from an Ilonggo term which loosely translates ‘to stretch or maximize (a budget).’ It was deemed as the forerunner of the present-day convenience stores in the city.

The department street, originally in the name of Amigleo brothers, was founded before the war as a shoe-making store but later branched out to importing, wholesale, and retail; it was also a major distributor of National Marketing Corp. (Namarco), a government-owned and controlled firm created under Republic Act 1345. Its first home was a leased building along San Pedro street, near the junction of City Hall Drive, owned by the Francisco family.

For decades, the store, known for its thrift goods, was a favorite shopping destination of provincial customers. Years later, its proprietorship changed hands. Jose R. Amigleo, a migrant from Kalibo, Aklan,

and one of the original owners, and his wife Magdalena Gomez Quimpo, half-sister of Davao City founder Gov. Romualdo Cauilan Quimpo, took over.

Magdalena, born on March 4, 1922, was a student of Zamboanga School of Nursing when war broke out. Her marriage was blessed with eight children, four boys and four girls.

One of her sons, Jose Jr., was a pioneer in the geopolitical initiative known as BIMP-EAGA, launched in 1994. The Amigleo ancestral home still stands at Tomas Claudio (now Elpidio Quirino) Street.

The store’s popularity grew despite stiff rivalry from Indian and Syrian Lebanese merchants along the same business strip.

Given the generosity shown by the new owners to their patrons, it did not take long for the shop to gain many clients and, by word of mouth, became the favorite destination of out-of-town buyers. Jose, the family patriarch, was known to give away goods to customers who fell short of money.

The iconic shop’s successful run was noticeable in the way the couple’s business interests had progressed along the years.

They went on to acquire

real estate properties and built commercial and residential buildings in many parts of the city. Some of the later structures they erected still exist today under the management of surviving children.

In 1964, Ang Mahunit was razed to the down after a huge conflagration burned two blocks of the city’s central business district. Important institutions like the Brokenshire Memorial Hospital did not escape the tragedy, the biggest to hit the city’s commercial borough after the war. Many of the businesses affected by the blaze permanently closed shop; others with ready resources promptly rebuilt their enterprises. An article, ‘A city on fire,’ that appeared in Edge Davao on August 19, 2014, described the catastrophe: “The morning flames [which started at Davao Superette along Anda Street] ate up Lyric Theater, Universal Theater, and Liberty Barber Shop, and later all the stores along Anda and San Pedro streets, including the Vera Cruz Hotel. Miraculously spared were the houses of the Magallanes, Monfort and Oboza families. The fire moved westward, consuming a second block that mercifully left

intact the homes of the Dizon, Sasin, Pineda, and Panganiban families, situated across the present Phil-Am building.

“Embers from the burning blocks were fanned by strong winds that helped start another fire on the third block, which was to the left of the first block.

Stores like Gift Mart, Three Sisters, Tung Chong Grocery, and Farmacia Pascual were reduced to ashes as the conflagration sped in the direction of the City Hall. Similarly, the flying embers from the second block crossed to the nearby chunk, gobbling up Liberty Theater. Only the Carriedo residence was spared.

“From the third block, the fire jumped to another, burning the iconic Brokenshire Hospital where Grand Men Seng Hotel now stands. From the first block, the conflagration crossed Ponciano Reyes Extension, a.k.a. Crooked Road, in the direction of San Pedro Church, swallowing on its way to Gems Theater at corner San Pedro and Bolton streets, Loleng’s Refreshment Parlor, and the pre-war residence of the Lizada family.”

Unfazed by the tragic experience, Magdalena, now widowed, decided,

with the concurrence of her maturing brood, to transfer the business to another location by erecting a three-story structure on a lot her husband had bought.

The real estate was situated on the same block where the original shop was renting. The asset, now owned by another party, is where a branch of the Queen City Development Bank, owned by the Florete family of Iloilo City, is operating.

The new Amigleo building, erected by Rolando Quimpo, son of Gov. Quimpo, also hosted the old Davao Executive Lodge, owned by Marianito, one of Amigleo’s sons. Rolando also built the ‘haunted’ Marfori House, known to passersby as Palasyo, at Marfori Heights.

The popular store was closed in the 1970s after the family matriarch, due to old age, decided it was time to take a rest. With grownup children dispersed to complete their studies in Manila and elsewhere, there was no more helping hands to assist her tend the store, especially in loading bulky merchandises set for delivery. Still, the memory of the iconic shop remains in the memories of old timers who experienced firsthand the munificence of its owners.

WHERE HAVE ALL OUR FISH GONE?

Jeannyline T. Arriaga, from Bansalan, Davao del Sur, is a doting mother.

She usually wakes up early in the morning to prepare breakfast for her two children, who are going to school. Generally, she cooks rice and fish.

Lately, however, she observes that the fish she usually buys at the public market has become scarcer.

In fact, there are days when she could not find any that she buys another kind of fish. Her children complain because they don’t like the new fish she serves to them.

Jeannyline also notices that if the fish she likes is available, they are becoming smaller. “They are not only getting scarcer but they are becoming expensive, too,” she points out.

She may not be aware of it but it is not the only fish she likes that is becoming rarer and pricey but the same is true with other varieties of fish. The reason: there are too few fish available now in the open seas.

This has been going on since the late 1990s. In fact, 11 of the world’s 15 major fishing grounds were “seriously depleted,” according to the United Nations Food and Agriculture Organization (FAO).

The Philippines is not spared from such problem.

Fish production has dipped spirally in recent years. Last year, for instance, the total volume of fisheries production went down by 1.04% compared to the previous year’s level, the Philippine Statistics Authority reports.

Atty. Gloria Estenzo Ramos, vice-president of Oceana Philippines – an organization working exclusively to protect and restore the world’s oceans – says the fish in the market has become more expensive due to the downtrend in fish catch and their size has become smaller as fish populations

become less productive due to overfishing.

A survey by the Social Weather Stations commissioned by Oceana in 2017 found that 82% of Filipinos believe fish sold in the markets are more expensive now compared to 10 years ago. Meanwhile, 54% of respondents said the size of fish has become smaller and 55% said they found less varieties of fish in local markets compared to a decade ago.

“We are running out of fish and running out of time.

For a country known for marine biodiversity, there are very few fish left to catch,” Vince Cinches, Oceans Campaigner for Greenpeace Southeast Asia, told a national publication.

“Like the other vital resources such as forests, Philippine fisheries are about to collapse,” deplored Jethro P. Adang, the new director of Mindanao Baptist Rural Life Center (MBRLC), a non-government organization based in Davao del Sur. The country claims some 220 million hectares as its territorial waters: 193.4 million hectares of which are part of the oceans and the remaining 26.6 million hectares that belong to what is called as Exclusive Economic Zone (EEZ) or those waters surrounding the country up to 200 nautical miles from the shore.

The Philippines has also the Verde Island Passage – situated halfway in the provinces of Batangas and Mindoro – which has “the highest concentration of marine species in the planet,” according to the Southeast Asian Fisheries Development Center (SEAFDEC).

Based on studies, its reefs are home to nearly 60% of the world’s known fishes as well as over 300 species of corals.

Poor Fishermen But despite such huge

areas and distinction, the fishermen and those who rely on the oceans and other bodies of water are still grappling with poverty. In fact, most of them belong to the “poorest of the poor” in the society.

“Poverty in coastal communities, the progressive decline of fish population and catch, the pervasive encroachment of commercial fishing vessels in municipal waters are just some of the issues in fisheries that may not be grabbing the national headlines… but they heavily impact in real ways the national economy, food security, the health of our oceans, employment, and our response to the climate crisis,” deplored Ramos.

Fish is considered the “poor man’s source of protein.” Dr. Veravat Hongskul, former regional fishery officer of the UN Food and Agriculture Organization, said: “Fish protein is generally recognized as a valuable ingredient in a balanced diet.

It is of high biological value and contains essential amino acids not normally found in staple food.”

About 56% of Filipinos’ animal protein comes from fish, and 91% of fish caught in-country are consumed domestically, Oceana pointed out in a recent press statement. “Not only is fish a vital food source, it also provides livelihood for millions of Filipinos,” it said.

“The fisheries sector is one of the most important sources of food and livelihood in the country,” said Dr. Reynaldo V. Ebora in his presentation during the 12th Annual Meeting and Scientific Convention of Outstanding Young Scientists.

“Fish is the country’s second staple food next to rice.”

“Although its share to the gross domestic product is a mere 2%, the gross value added at constant prices of the industry amounted

to P123 billion,” he said.

“The Philippines ranked 8th among the top fish producing countries in the word in 2014 with its total production of 4.7 million metric tons or about 2.4% of the total world fisheries production.”

Production Is Decreasing But the production is waning. Majority of the fishing grounds in the country are overfished. “Overfishing is the main issue, with today’s fishers ranging farther and trying harder to catch more – but there are more fishers and too few fish,” observes Gregg Yan, director for Communications for Ocean Philippines.

Davao Gulf, one of the country’s fishing grounds, is a case in point. In his study, “Assessment of the pelagic fisheries in Davao Gulf,” Jose Villanueva of the Bureau of Fisheries and Aquatic Resources (BFAR) found that 45 to 50 percent of the total fish caught daily by most of the fishermen in the gulf are juvenile – too young, not marketable and, therefore, wasted. “If this will continue, there will come a time that we can no longer catch fish here,” he warned.

Villanueva’s findings confirmed the results of a 10-year study entitled “Strengthening Governance and Sustainability of Smallscale Fisheries Management in the Philippines: An Ecosystem-based Fisheries Management Approach in Davao Region.” It was a collaborative effort of the BFAR, local government units and the Department of Science and Technology (DOST) Region 11.

The volume and quality of the fish in the Davao Gulf have been in constant decline at least since the year 2000, according to the study, which involved at least 265 fishermen and was undertaken with the Kuala Lumpur-based World Fish Center.

The study looked at the volume and quality of the harvests of 10 commonly fished species in the gulf: matambaka, tamban, moro-moro, caraballas, bilong-bilong, lapu-lapu, danggit, molmol, talakitok, and maya-maya.

Except for maya-maya, the harvest numbers for the species have been falling. At the current rate of decline, the caraballas, bilong-bilong, molmol, and danggit may all disappear completely from Davao Gulf within a decade. The matambaka, tamban and moro-moro are more resilient, but even they may disappear within a generation.

Degradation of marine ecosystems Aside from overfishing,

there’s the degradation of the country’s marine ecosystems: mangroves, coral reefs and seagrasses.

Mangroves are very important to marine life, according to fishery expert Dr. Rafael D. Guerrero III. They serve as sanctuaries and feeding grounds for fish that nibble on detritus (fallen and decaying leaves) trapped in the vegetation, and on the bark and leaves of living trees. “(Mangroves) are important feeding sites for many commercially important fish species (mullet, tilapia, eel, and especially milkfish), shrimps, prawns, mollusks, crabs, and sea cucumbers,” says a World Bank report. “Fry that gather in mangrove areas are very important for aquaculture.”

Over the past century, the islands that make up the Philippines have lost nearly three-quarters of their mangrove forests. Panay Island in the Western Visayas is a classic example. It used to be home to over 12,400 hectares of lush mangrove forests. In 1988, only 300 hectares remained.

Recent studies show that only 6% of the country’s coral reefs are in excellent condition. Seventy percent are in various stages of deterioration. A document from the Cebu-based Coastal Resource Management Project (CRMP) said a good to excellent coral reefs can produce 20 tons or more of fish and other edible products per square kilometer annually.

The destruction of these reefs can greatly reduce fish production, marine scientists said. “Once destroyed, they produce less than four tons per square kilometer per year,” the CRMP disclosed.

Seagrasses, which covers an area of 27,282 square kilometers, are also fast disappearing. A science report stated: “One hectare of seagrass absorbs 1.2 kilograms of nutrients each year, equivalent to the treated effluent of 200 people. Now, “if seagrass beds continue to disappear, there will be serious economic and ecological consequences,” warns the BFAR regional office in Davao City.

The Blue Revolution Fishery experts from all over the world contend that one possible solution to the dwindling fish catch in the open seas is by adopting the so-called “blue revolution.”

The Economist explained it in this manner: “On land, the green revolu-

tion allowed dramatic increases in crop production, with increased mechanization, and improved pest control and soil fertility through the addition of herbicides, pesticides and nitrogen-based fertilizers.”

If green is to crops, then blue is to fisheries. “The blue revolution has seen companies breeding fish to improve traits such as their growth rate, conversion of feed into flesh, resistance to disease, tolerance of cold and poor water, and fertility,” the London-based magazine said.

Blue revolution actually refers to aquaculture, the farming of marine animals.

“Fish farming is more efficient,” said Hal Kane, a staff researcher of the Worldwatch Institute, based in Washington, D.C. Growing a kilogram of beef in the feedlot typically takes seven kilograms of feed. And although chicken is the most efficient of the land-raised meats, it still takes an estimated 2.2 kilograms of feed to yield a kilogram of chicken.

In comparison, fish need two kilograms of less feed per kilogram of live-weight gain. Fish, suspended in the water, do not have to burn calories trying to heat their bodies, Kane explained.

Mariculture park – similar to an industrial or science park on land – is one best example of aquaculture. In Davao Region, the city government established the Panabo City Mariculture Park (PCMP) in 2006 in partnership with the Department of Agriculture, particularly BFAR. According to Dr. Guerrero, the city government unit provides local governance and regulations while BFAR provides technical and advisory services. To attract private investors, infrastructure facilities and support services were provided.

The total investment cost (from 2006-2013) was reportedly P467.6 million with P35.5 million coming from BFAR seed money, P21.5 million from the city government, and P72 million from the Land Bank of the Philippines in Davao.

The bulk of the amount (P340 million) came from private entities.

Today, PCMP has been identified as one of the most developed mariculture parks in the country. It has an area of 1,075 hectares covering 3 out of 4 coastal barangays of Panabo City.

Within those areas, 60 hectares are allocated for marine fish cage and 20 hectares for seaweed production.

Army engineers to construct 2 suspected ‘Reds’ nabbed in Valencia shelters in quake-hit NorCot P

ngineers from the Army’s 901st Infantry Brigade of the 10th Infantry Division presented two prototypes of temporary shelters that the provincial government of North Cotabato is set to build ior residents who lost their homes due to the series of powerful quakes.

The prototypes were presented on Thursday to Acting North Cotabato Governor Emmylou Talino-Mendoza who told engineers the provincial government is set to include as banner program, “Adopt-A-House,” The cost of the temporary shelter is 50,000 pesos, according to the Army enginners.

Mendoza said a number of businessmen, pri-

vate establishments and companies, local government units from other areas, and peoples’ organizations have also expressed willingness to build homes for the quake victims.

The engineers told Mendoza the proposed temporary shelter is earthquake-proof and could withstand flooding.

The model houses have bolts, making them

collapsible. They can also be transferred easily to another location. The ceiling and the walls are made of HardiFlex board and has a dimension of four by five meters.

The construction crew performed on Thursday simulation activities that tested the houses’ durability and dependability.

“They tried to use water from fire trucks to really determine, if indeed, these houses are strong and safe,” said Mendoza.

These temporary shelters will be built in the towns of Makilala, Magpet, Tulunan, and M’lang, which are hardest hit by the October quakes.

“There are quake victims who decide to build temporary shelters near

the city with 8,389.59 metric tons of fisheries with a value of P830 million. In addition, it has provided 514 jobs to the community.

Actually, aquaculture is not a new thing; the Philippines has already been practicing it. The BFAR reports that aquaculture sector shared 52.95% of the total fisheries production last

year.

“We value and believe in the capacity and potential of aquaculture industry to help in ensuring the country’s fish sufficiency and food security,” BFAR Director Eduardo Gongona told Marid Agribusiness, adding that the country has five aquaculture potentials “which we continue to develop and

promote not just locally, but globally.”

Gongona was referring to bangus, seaweeds, shrimp, shellfish and tilapia. “Development plans and programs are already in place for these commodities,” he said.

or long stretches of the game, it appeared Luke Walton would get revenge over his former organization. Then, for some reason, he went with Corey Joseph as the matchup of LeBron James and, well, it didn’t go well.

The Lakers would look significantly better in the second half and beat “rival” Sacrament 99-97.

This obviously wasn’t the only factor, but it was certainly funny to watch Walton overthink the game from this point of view.

Before the game, the Lakers found out they

would be without their starting point guard this year, Avery Bradley, for potentially the next couple weeks.

Kentavious Caldwell-Pope started in his place and, well, let’s just say his burner account has some work to do. Alex Caruso would start the second half and things looked considerably more fluid... for a while. In complete fairness, though, KCP would go on to score 12 points in the fourth, and given the way the Lakers played with their food all night, each bucket felt huge.

os Angeles Lakers forward LeBron James on Friday said he is a long way from hanging up his high tops and likened himself to veteran New England Patriots quarterback Tom Brady, who is still going strong at age 42.

Asked by reporters whether retirement had crossed his mind, the 34-year-old James shook his head.

“I’m not at the end of my story,” James said prior to a game between his first place Lakers and the visiting Sacramento Kings at Staples Center.

“So no, not the way I feel right now.”

“Me and Tom Brady are one and the same. We’re going to keep playing until we can’t walk no more,” he said with a smile.

“As long as I still feel great and as long as I can still play at a high level... I will play this game until I physically can’t or... mentally I’m a little checked out,” he said.

“Then you could start looking at that. I have no

idea when that happens but I’m not there.”

After missing time with injuries in a disappointing first season with Los Angeles, it appeared the league’s grueling schedule might finally be catching up to the 3-time NBA champion, who reached the finals in 8 consecutive seasons.

But James has been his dominant self in the early going of this campaign, leading a retooled Lakers roster to a 9-2 record to sit atop the loaded Western Conference.

James, who joined the NBA out of high school as the first overall draft pick by the Cleveland Cavaliers in 2003, made his comments the day after it was reported that 10-time All-Star Carmelo Anthony would be making his return to the league.

The sharpshooting 35-year-old Anthony, who was also drafted in 2003, hasn’t played in more than a year, and many thought his playing days may be done. But he is now ex-

To this point, the Lakers have mostly taken care of business against inferior opponents. As annoying as Friday night was against a Kings team missing De’Aaron Fox and Marvin Bagley, a win is still a win. What will be interesting to watch is whether Frank Vogel tweaks the starting lineup after such an uninspiring effort.

The Lakers have a day off Saturday but resume action Sunday night at home against the Atlanta Hawks.

Philippine Judo Federation President Dave Carter said they are confident to win at least four gold medals, especially now that Kiyomi Watanabe and the rest of the team are all in great fighting condition.

The 23-year-old Watanabe is a bright gold medal potential.

She has won the mint in the women’s -63kg class in the Naypyitaw, Singapore and Kuala Lumpur editions of the meet and is all primed to clinch a spot in the Tokyo Olympics next year.

In fact, she is already at No. 23 in the world ranking and just needs to figure prominently in various international competitions to maintain her status inside the top 26 until the cut-off in May next year.

Aside from Watanabe, Carter is also pinning his hopes on Mariya Takahashi, Heisi Nakano, Shugen Nakano,Shin Matsumura and Riyoko Salinas.

“The national judo team is ready – not just for the SEA Games, but also for the Olympics,” Carter said, adding that the Phil-

ippine Sports Commission (PSC) has been generous in providing everything they need.

“The Philippine Sports Commission has been helping us get quality trainings and exposures because they know that we’re not just preparing for the SEA Games, but for the Olympics as well.”

The production of the Filipino judokas in the previous biennial meets was hardly felt.

In the Naypyitaw and Singapore SEA Games, only Watanabe emerged with a gold before Takahashi joined her on top of the medal podium in the previous biennial meet in Kuala Lumpur.

This time, Carter is optimistic.

With the PSC as the sponsor, Carter sent the squad to various Grand Slam, Word Championships and Grand Prix tourneys around the world with the latest being held in Osaka from 22 to 24 November.

“We’re thankful to the PSC for providing everything we need,” Carter said.

“The Osaka Grand Slam is just perfect because it would be held one week before the SEA Games. The top athletes from Thailand and Indonesia would also be there so it’s going to be a good tournament for us,” he added.

PARENTS IN SPORTS P arents will always have a crazy role in the life of a child athlete. I have seen parents practically assuming the coaching chores of their child's team. They turn out to be instant sports geniuses and game-after analysts.

That explains why parents and coaches have a relationship that's more quirky than most couples.

It's a love-hate relationship.

Between parents and child, their journey in sports is also one that's as exciting as a rollercoaster ride.

I have recently become a sports dad to my son Magnus who has taken up BMX racing as a 4-year old miniwheeler. He has by far two races across his name including one with the BMX West Australia Super Series where he brought home his first trophy.

In deciding to get Magnus into this sport, it was a breeze with him. Not with the wifey whom I had to convince by bringing her to the race track during the State Finals. From there, she had been a fan.

with your child in sports.

The car rides home from racing have been a bit of a chat analyzing how things went right and how it could get better the next time. I know those car rides home can also be dreadful for some kids. Many young athletes dread that time after the game when they are practically held captive in the family car with no immediate escape and they’re forced to listen to their parent’s analysis of the game and their performance. They get the mouthful of critiques of not only of how they played, but also of their teammates and coaches.

To be honest, these are the things that zaps out the fun in the life of young athletes.

That is why the parent-player relationship is important. It is the duty of parents to keep that interest high for their children to develop in sports.

This brings us to the question on how parents can increase the fun factor in sports.

I came through five suggestions from experts.

First. Create traditions.

Get the game face on. Whether it’s having "carbo loading" or pasta feeds the night before big games or playing the same pump-up song from your car’s stereo in route to the game, kids thrive on traditions. Traditions can get players in the right mindset and can go a long way to creating lasting, positive memories about the experience.

Second. Understand your role during games.

If you’re a new parent to youth sports, here’s some advice for your game time behavior: Let coaches coach, referees ref, players play and parents parent. Coaches will sometimes try to ref and it doesn’t work out well.

Parents will sometime try to jump roles to coach or ref, or both. That doesn’t work well either.

What do players want from parents at games?

The answer: a quiet presence. Be there, but don’t stand out from the crowd.

Be supportive.

Demonstrate poise. Don’t shout player instructions or ride the refs. Get
