IPs lead demolition of Salugpungan schools

DTI-Davao warns consumers in buying Christmas lights

DTI 11 is currently monitoring the selling of Christmas Lights in Davao City and is reminding consumers to buy only those that have Philippine Standards (PS) and Import Commodity Clearance (ICC) stickers.

“In DTI Davao Field Of�ice we are conducting information dissemination with regards to Christmas lights. Dapat yung i-purchase nila na Christmas lights should have PS mark and ICC stickers,” said Alma Mariano, DTIDavao City trade-indsutry development specialist.

Mariano said consumers should look for ICC stickers with a validity from 2013 and beyond.

“Bantayan din natin na dapat ang ICC sticker is from 2013 and beyond.

Meaning kung 2012 ang stickers hindi na siya puwedeng gamitin. Ang bago ngayon ay may QR code na ang ICC stickers at meron tayong app sa cellphone na puwedeng i-downlaod and ICC stickers to check the authenticity of the sticker,” she said.

In a segment aired Oct. 24 over People’s Television Network (PTV) anchored

by Spokesperson Salvador Panelo, Rosita Camacho, who works as special operations of�icer III at the city government, said that she was told by the mayor to �ile a leave of absence for 122 days after the latter assumed of�ice in July.

Camacho alleged Mayor Treñas as saying that he will �ile a case against those who helped the previous mayor during the last elections. She said that since she works as a regular employee at the city hall, they are expected to support the administration.

After the new set of city of�icials assumed of�ice in July, she relayed that she was summoned through the city administrator (Melchor Tan) and told to �ile a leave of absence for six months (for) the “peace of mind” of Treñas.

She added that it was not only her, but other employees at the city hall were

also harassed as well and were told that they would be facing charges if they won’t go on leave.

“Mahal na Presidente, ordinaryong empleyado lang ako, natatakot ako sa buhay ko kung anuman ang mangyari sa akin. Kasi ikaw nga e hinamon ka nya noon ng suntukan (Dear President, I am just an ordinary employee. I am afraid of what’s going to happen to me. He even challenged you to a �ist�ight before,” an emotional Camacho stated when asked by Panelo to appeal to the President.

Camacho said that she already �iled a case against Treñas before the of�ice of the Ombudsman on Oct 2, 2019, but that she is seeking help from President Duterte for fair treatment.

Panelo advised the complainant to write him a letter so he will have a basis in referring her complaint to concerned government of�ices, as well as give the mayor a chance to air his side.

He also asked her to encourage her other co-employees to write down their complaints.

But in an interview Friday, Treñas said that he has not met nor talked to Camacho.

Mayor Sara cites City Hall officials over latest feat

avao City Mayor Inday Sara Duterte has credited City Hall of�icials for working hard to make city government operations better and bring honor to the city.

The mayor said this after the Department of Trade and Industry (DTI) awarded Davao City as the 3rd Highly Urbanized Cities Overall Competitiveness in the 7th edition of the Cities and Municipalities Competitiveness Index (CMCI. CMCI is DTI's program which serves as a driving

force for local government units to do better, to be more innovative, and to utilize and manage resources more effectively.

Mayor Sara said that if it is not for the initiatives of her department heads the city government will not improve and excel in its operation and services.

"I thank all the department heads because it is their passion for change that made the city government of Davao a winner and ultimately gives honor to Davao City," she said.

he Police Regional Of�ice (PRO) 11 remains on top among other Philippine National Police (PNP) of�ices nationwide in tracking down personnel doing irregularities in the respective duties.

This is backed by the data provided by the Discipline Law and Order Section (DLOS) which posted an 83% resolution ef�iciency on the administrative cases handled this year against erring police of�icers.

Newly-installed PRO 11 regional director PBGen Filmore B. Escobal disclosed this as he stressed that his supervision is anchored primarily on the “internal cleansing” following the order of President Rodrigo Duterte.

of 261 cases were �iled against erring personnel in this year alone wherein 215 of which were already resolved and the remaining variance of 46 are yet subject for resolution.

“As of now, we have 82.3% resolution ef�iciency and we have until December to resolve them,” Escobal said, adding that with these cases, there were 4 Police Commissioned Of�icers (PCO) and 43 Police Non-commissioned of�icers were penalized.

PH’s 60% share in joint oil, gas exploration with China may go up

T

he Philippines’ share in the joint oil and gas exploration deal with China could still go up from the currently proposed 60 percent, National Security Adviser Hermogenes Esperon Jr. said on Friday.

While the government considers the planned 60-40 sharing scheme between Manila and Beijing “acceptable,” it wants to get a higher percentage than the proposed 60 percent of the natural reserves, Esperon said. “[The proposed] 60-40 [deal] is a desirable sharing, but it is not �inal. It could even go up to 61 or more,” he told Palace reporters.

“One percent is always substantial when you talk about such big investments,” he added.

Presidential Spokesperson Salvador Panelo on September 13 said it is "wise and prudent" for the Philippines to enter into a joint oil and gas exploration deal with China, despite their long-standing sea disputes.

The two countries sought the joint exploitation of natural resources in the South China Sea under the proposed 60-40 sharing scheme.

Under the proposal, Manila will receive 60 percent of the oil and natural gas deposits while Beijing will get the remaining 40 percent.

Esperon noted that the joint steering committee, which was represented

by both nations, had been formed a week ago to start the �irst round of talks on the planned joint exploration deal before October ends.

He said the discussions would focus on how the two countries could make a “wealth” from the cooperation agreement on oil and gas exploration in maritime areas.

“It’s no longer academic. It’s going into an agreement on how we could make the wealth of the seabed work for us,” Esperon said.

“We have already formed the joint steering committee and shortly there will be talks with China in pursuance of the earlier memorandum of understanding that was signed in 2018 for the development of this energy �ields,” he added.

'Fair' deal for PH, China In November 2018, the Philippines and China signed a memorandum of understanding (MOU) on cooperation on oil and gas development.

The MOU is the basis for the two governments to “negotiate on an accelerated basis arrangement to facilitate oil and gas exploration and exploitation in relevant maritime areas consistent with applicable rules of international law.”

Esperon said the two countries are considering exploiting jointly the maritime areas “where there is no licensee or awardee.“

Mayor Sara to Kraft: Make better our tower of peace

ayor Inday Sara Duterte urged the newly-installed Davao City Chief of Police to "work hard" in maintaining the city's peace and order or improve it to the next level.

In her message during the turnover of command for new Davao City Police Of�ice (DCPO) Director, MAyor Sara told Police Colonel Kirby John Kraft the city would need his 110 percent effort to maintain Davao City's peace just like how former Police Colonel Alexander Tagum did. Tagum is now the Senior Executive Assistant to the Acting Chief of the Philippine National Police (PNP).

Sara said Kraft need not change what Tagum has started but to improve it to the next level.

“I told him that CD Tagum already built the foundation, he already built the �irst �loor, what he needs to do is build upon it. Meaning improve on, make better our tower of peace here in Davao City,” she said.

Sara did not ask a particular mandate for Kraft knowing the police of�icer's �ield of work. “I only asked for his dedication and integrity in serving Davao City,” she said.

Kraft vowed to do his best in maintaining what Tagum has started, noting of the DCPO as the coun-

try's Best City Police Of�ice.

He said he will maintain all the programs and activities that Tagum had implemented and will enhance where needed.

“We will build a second �loor on the foundation that Colonel Tagum has established. One of this is the Davao City Shield 911,” he said.

Kraft said the Davao City Shield 911 is a patrol concept that entails more police visibility in public areas.

Kraft said he would conduct spot checks in police stations anytime.

even members of the Moro Islamic Liberation Front (MILF) were hurt in a blast while pursuing Islamic State-linked Moro extremists in Shariff Saydona Mustapha, Maguindanao on Thursday.

“Seven of them were hurt in an improvised explosive device (IED) explosion,” said Major Arvin John Encinas, speaking for Western Mindanao Command, in a phone interview here Friday.

Yes, Davao City has a “Tower of Peace” and it has nothing to do with the video game South Park which has one. In fact, this Tower of Peace is not even a concrete structure one can touch and see. It’s intangible and yet signi�icant. It’s even institutional.

That imaginary tower was the �irst marching order Mayor Inday Sara Duterte gave to the newly-installed Davao City Chief of Police for him to “work hard” in maintaining the city’s peace and order or improve it to the next level. With her message to Kraft during the turnover of command, Mayor Sara was very clear on her instructions to Kraft--build from the Tower of Peace that Tagum built. This tower already has a �irst �loor, and Kraftcan work on adding the next �loor.

THE SAMALS OF DAVAO GULF If we take a hard look at the administrative territories of Davao region, two of the places are named after indigenous tribes, namely Talaingod, a town north of Davao City, and Samal, an island-city.

Both are part of the province of Davao del Norte.

The islanders of Samal (also known as Sama), unlike the other Islamized tribe with the same name that inhabits some parts of the Sulu archipelago, caught the attention of early foreign visitors who were captivated by their features.

Arnold Henry Savage Landor (1865-1924), an English anthropologist who visited Davao in the early part of the 20th century, had exciting comments about the tribe.

In his book, The Gems of the East Sixteen Thousand Miles of Research Travel Among Wild and Tame Tribes of Enchanting Islands (1904), they reminded him of the foreigners he met in his southeast Asian travels.

Landor described the Samals as “very handsome people, of Indonesian origin— not of Malay extraction like

the other Samals; and their features are so regular that they might be taken for Spaniards or southern Italians.”

This concurs with the observations of French anthropologist and naturalist Joseph Montano who suggested the Samals, along with the Bagobos, Giangas, Atis, Tagakaolos, Manobos, and Mandayas “are pure Indonesians whose origin cannot be explained otherwise than by supposing them to be the indigenes of all the islands included under the term Indonesia.”

Dr. Montano, who did scienti�ic survey in Davao region, explained that the Samals are a mix of Polynesian, Malay-Bisaya, and Negrito strain and trace their Bisaya element to “the increase of transverse diameter of the cranium” and the Negrito element to “the waviness of the hair, the height and prominence of the forehead, and the darker color of the skin,” adding their anatomical features have something to do with their bigger stature, muscular physiognomy, and distinctive occipital lobe that

is dissimilar to that of the Malays.

On his visit to the island, Landor observed up close the physiognomic features of the Samals, describing them as having curly hair, with fairsized moustache, very large eyes, long eyelashes, and drooping eyelids at the outer bends which he compared to Caucasians. He wrote: “Their lips are thin and �irm, and their ears have detached lobes quite unlike most other tribes I had examined. The forehead was wide, but the back portion of the cranium lacked width.

The skull was also abnormally �lattened above. The cheekbones were very high, and the lower jawbone much enlarged but tapering into a small chin. The nose was well formed, the nostrils only slightly expanded, and the bridge of the nose quite raised. The upper lip projected over the lower.

“The skin of the Samals is of a darkish brown color.

They �ile their teeth horizontally, leaving a concave outward surface, and they blacken them. These people

seem to have an extraordinary development of chestsome men having breasts almost like women-arms, and legs. Their feet were coarse, with high instep and abnormally developed toes, and their hands suggested a brutal nature, the square topped �ingers stumpy, with heavy knuckles and short, pointed thumbs, making their hands, indeed, most repulsive to look at. But the wrists and ankles were comparatively small and well formed. Their pulse-beat was extraordinarily feeble and slow.”

In his notes, Landor also described the Samals as builders of good boats made of nipa leaves, bamboo strips, and sturdy hulls, complete with outriggers, square sail, and split-bamboo deck that serves as cooking platform.

As a separate tribe, the Sama (or Samals) were animists who believed in anito (spirits), balyan (tribal priest), and panawatawag (prayers). They also believed in bird sounds, the import of tides in relation to planting crops, and other traditions with similarities in other in-

digenous peoples.

Music is an important facet of Sama culture. They have songs of thanksgiving, the estiharo, and the pangayo, performed when the man askes for the hand of a woman in wedding. For narratives and sagas rendered in songs, they have the tuganuwan. Their musical arsenal includes instruments such as the agong and gumba for dancing; and koglong, kubing, patawali and kulintang for special occasions.

Samal dances are also allied with sounds. When the tribal priest dances, his accessories include kongkong, a small gong on the belt; kuyab, a hand fan; lampayon, a red kerchief; pawtina, a breast plate; and balyog, a necklace made of tiny seeds. He hops the sagumbata (dance of happiness), tagonggo (accompanied by a set of agong and a gimba), and lindog sayawan (warding off bad spirits).

When doing the pagbana ritual outside the house, he uses the bagaybay, a chicken with black or white feathers, and other added features strictly not aboriginal in character.

SAVING PHILIPPINE EAGLE FROM EXTINCTION Even if the number of Philippine eagles keeps increasing but if their habitat is being destroyed continuously, they may soon vanish from this part of the world, according to a top of�icial of the Philippine Eagle Foundation (PEF).

“Deforestation is terrible,” deplores Dennis I. Salvador, PEF executive director.

“The Philippine eagle has become a critically endangered species because forest destruction has made it lose its natural habitat.”

Today, around 400 pairs of Philippines eagles are left, most of them living in the untouched forests of Mount Apo, the country’s highest peak, and other parts of Mindanao. They can also be seen �lying over in the forests of Sierra Madre in Luzon and Samar and Leyte in the Visayas, but very rarely.

The Rome-based Food and Agriculture Organization (FAO) of the United Nations claims that a pair of Philippine eagle needs at least

7,000 to 13,000 hectares of forest as a nesting territory.

But habitat destruction is not the only threat that the country’s bird icon is facing.

Among those cited by various environmental groups are prey depletion, mining activities, hunting and poaching.

Low reproduction rate is another reason. An adult female eagle lays a single egg every two years. But the good thing is that these types of bird pair and mate for life.

But it’s hard for them to pair, actually. Philippine eagles are picky when it comes to partner. But once it �inds a mate, it will be forever. In fact, if one of the pair dies, the remaining partner will not �ind another lover.

Some conservationists are also pointing the �inger at climate change as another threat to the massive raptor.

“Rapid climate change also directly affects the survival rate of the remaining Philippine eagles,” say activists at Haribon, another conservation organization. “It severe-

ly strikes avifaunal diversity in the Philippines, where almost 30% of bird species are endemic.”

Because the number of Philippine eagles is fast dwindling, the Switzerland-based International Union for the Conservation of Nature (IUCN) has classi�ied the world’s second largest eagle (after Central and South America’s Harpy eagle) as “critically endangered.” In terms of rarity, it is also second to Madagascar Sea eagle.

The Philippine eagle, known in the science world as Pithecophaga jefferyi, is endemic to the Philippines, which means it is found only in this part of the world. A bird can live from 30 years up to 60 years.

An adult female Philippine eagle has a wingspan of two meters with a height of one meter. It weighs about 7.5 kilograms. In comparison, a male adult eagle is usually smaller than the female. In weight, it is only 5 kilograms.

In the past, the bird was

known as Philippine monkey-eating eagle, with the belief that it eats monkeys.

Studies, however, proved otherwise.

According to PEF, Philippine eagles are known to eat bats, cloud rats, �lying lemurs, lizards, palm civets, and snakes.

And yes, they eat monkeys, too, particularly macaque monkeys.

To save the Philippine eagles from extinction, several laws have been passed by the government. In fact, hunting, killing and poaching these types of eagles are punishable by law.

In July 1995, then President Fidel V. Ramos signed Proclamation No. 615 naming the Philippine eagle as the country’s national bird. It dislodged maya as the national bird. He said the eagle is found only in the Philippines and as such becomes a source of national pride.

There are some glimmers of hope. At its Philippine Eagle Center in Malagos in

Calinan District – about onehalf-and-a-hour ride from the heart of Davao City – programs to help the birds survive include �ield research, community-based initiatives, captive breeding and conservation education.

“These programs are integrated and permit a holistic approach to conservation and management of biological diversity,” says Carla Joy E. Salvacion, the conservation education administrator.

The work goes on, as numbers just about hold steady. “By using the Philippine eagle as the �lagship for conservation, we try to address a lot of host of issues associated with the conservation and management of wildlife in the Philippine rainforest,” said Salvador.

The Philippine eagle has to be saved or it may soon join the dodo into extinction.

Thus, we should do our best to save this wonderful creature because when it is gone, it is gone from the list of animals in the world.

Congratulations to all our winners at the national and regional level…indeed good deeds and efforts pay off and now we celebrate the good performance and achievements of our Local Government Units at all levels in Davao Region.

We are always faced with unending challenges as we manage our Local Nutrition Programs. These challenges are there to further hone our skills in management and test us in the most trying times.

Still, we have survived these challenges and continue to do our best to the nutrition program. Indeed, the strength of a nation lies on its people.

Thus, efforts along health and nutrition directly contribute to nation building.

This year came in with challenges on addressing stunting and wasting in the nation. We are all enjoined to work towards our vision of having a nutritionally healthy population, a highly productive citizenry and a food secure nation…and YES, it is very much possible to create this future…the ball is in our hands.

We are also proud of our National Awardees, Tagum City for garnering the 2nd CROWN Maintenance Award and for the Municipality of Maco, Compostela Valley for their CROWN Award. BNS Marietta S. Albores of Bgy New Leyre, Maco, Compostela Valley for being declared the 2018 Regional Outstanding Barangay Nutrition Scholar and one of the �inaslists in the Search for NOBNS! They were recognized on August 30 at the Philippine International Convention Center.

We are recognizing our regional performers today in our 2019 Regional Nutrition Awarding Ceremony. We are truly proud of our winners this year, our Regional Green Banner Awardees include Compostela Valley, Island Garden City of Samal and Maco, Compostela Valley.

We also have special awards such as our Kaugmaon Award, Nutritizens Award and Pag-Asa Award among others.

TAGUMpay sa pamumuno, TAGUMpay sa Nutrisyon at Serbisyo Toward the pursuit of urbanization, moving towards industrialization and agriculture modernization, improvement in public sector productivity has gained incredible momentum in Tagum City over the years. It has always been Tagum City’s mission and commitment to pursue sustainable and inclusive growth and development by establishing highly competitive industries, accessible services and opportunities, to achieve a better quality of life for its people. The City Nutrition Committee (CNC) led by Lingkod Bayan Awardee Mayor Allan L. Rellon, is certain that behind this sustainable development is a strong human capital resource, which can only be achieved if there is nutrition security.

The City of People Tagum City’s people-centered approach in a rather diverse set of population inspired the city government to be more innovative in uplifting the people’s quality of life.

From education, employment programs, cultural preservation, agricultural support and disaster resiliency to improved social services and addressing malnutrition, this Galing Pook Awardee never fails its people. Under the TAGUMpay Works Program, the local government was recognized for its innovative job generation, livelihood monitoring, and education initiative mechanisms. The local government’s creation of a brand-new department, PEESO or Public Education and Employment Services Of�ice, dubbed as a “�irst in the Philippines”, has been instrumental in effectively strengthening the link between education and employment. In 2018, the City was able to reach an all-time high 98% job placement rate. Tagum is one of the local governments which has successfully adopted Jobstart Philippines, an employment program for the youth in partnership with the Department of Labor and Employment. In 2018, among the 82 enrolled in said skills and technical training program, 81 has found employment. Likewise, communitybased skills training was conducted to target nutritionally-at -risk families and disadvantaged population groups. In 2018, 36 livelihood trainings were completed on �lower arrangement, meat processing, detergent powder, and dishwashing soap making. were conducted covering 1,190 bene�iciaries.

Putting premium on the City’s Food Source For Tagum City, it goes without saying, farmers and �isherfolks play an important role in food security. This is why the City Agriculture Of�ice (CAGRO) of Tagum is continuously improving the delivery of basic agricultural services to its own farmers and people. The City’s tribute for its farmers and �isherfolks can be summed up in one amazing event, the UGMAD Festival. This is an event where farmers, �isherfolks and even ordinary households can showcase their produce.

CAGRO, as a member of the CNC, sees this festival as an opportunity for them to deliver support and services, not only to farmers and �isherfolks but to households in need. In 2018, 8,000 hito and 112,000 bangus �ingerlings were distributed

by BFAR, while 205 bags of rice seed subsidy were distributed by CAGRO to target bene�iciaries. To further improve the delivery of agricultural services, the city government institutionalized and deployed 21 Barangay Agricultural

Workers or BAW who will serve as CAGRO’s partners in monitoring and implementing the various agri-�ishery related projects and programs at the barangay level. Among the many duties and responsibilities of these workers is the monitoring of backyard and community vegetable garden, under the Gulayan sa Pamayanan at Paaralan Program, provide technical assistance to households and the community in the proper implementation of community-based food production. In turn, these workers are supported by the city government with Php 2,500 monthly honorarium. Additional personnel was also hired by the city government to operationalize the Farmers Agriclinic, being an integral part of the Hugpong Serbisyo Para sa Tagumenyos.

Through these additional personnel, the Agriclinic was able to extend technical assistance to 4,036 Tagumenyos and other agri-�isheries assistance to 8,066 individuals, empowering families including the nutritionally vulnerable sector of the city through agriculture and �isheries support.

Enriching lives through genuine, mother-baby friendly services Hailed as a Child Friendly City, Tagum continuously reinforced its programs to ensure the children’s well-being and enrich the lives of their families. Through the City Health Of�ice’s “Hit the Last Mile” Program, the city government was able to provide 100% of underweight preschool children with Vitamin A supplementation and 100% of infants, preschool children, pregnant and lactating women with iron supplementation. Meanwhile, through the City Social Welfare and Development Of�ice, the conversion of 10 Day Care Centers into Child Development Centers ensured quality education among toddlers and young children. To top this off, the city government has established a top of the line Child Minding Center in the heart of the City Hall compound. Parents, city employees or otherwise, leave their children to the care of the center’s quali�ied personnel as they make their errands inside the city government building. The center offers complete amenities for the comfort and learning of the children such as bedrooms, playroom and a breastfeeding room for breastfeeding mothers.

After the city’s rigorous efforts in achieving good nutrition for all Tagumenyos, the city can now breathe a sigh of relief as a marked improvement in the nutrition situation among preschool children has been noted in 2018. From 2.3% prevalence of underweight and severely underweight preschool children in 2016, it is now down to 2.0%. The prevalence of stunting showed the most improvement with 9.1% prevalence in 2016 to 3.5% in 2018; while wasting went down from 2.2% in 2016 to 1.0% in 2018. On the other hand, the prevalence of overnutrition among preschool children also showed improvement with 2.3% prevalence in 2016 to 1.1% prevalence in 2018.

In their devotion to quality public service, the city continues to report impressive accomplishments. But as Mayor Allan L. Rellon said: “The continuing challenge is to sustain it”. Having won the 2nd Year CROWN Maintenance Award, the City can once again say: Tagum, Tagumpay!

Nourishing Maco to yield fruits of good nutrition The municipality of Maco in the province of Compostela Valley, was once part of the municipalities of Tagum and Mabini before it was created as a separate entity some 50 years ago. The name Maco is derived from the word Mamacao or Maraco which means a big tree. The original settlers of Maco were said to be various tribes of the Mansakas which means �irst people to ascend the mountains or go upstream.

These people are self-suf�icient, building houses inside the forest and clearing patches of land to plant vegetables and crops mainly for home consumption.

This practice of self-suf�iciency continues today with the implementation of the municipality’s nutrition program by the Municipal Nutrition Committee (MNC) led by the abled Mayor Alvera Veronica Rimando.

Like a big tree with its roots �irmly entrenched in the ground, its branches thick with foliage and heavy with fruits, Maco’s nutrition program has equally been fruitful and manifests continued improvement of the nutrition situation.

Stunting prevalence among preschool children decreased from 7.2% in 2016 to 4.8% in 2018; overweight and obesity also decreased from 1.3% in 2016 to 0.6% in 2018. Among schoolchildren, wasting decreased from 7.7% in 2016 to 3.6% in 2018 in the same period.

Consistent with Maco’s nurturing character, the municipal government �irst resolved to improve their core foundation for the delivery of quality nutrition services. Through the MNC, the local government exhausted all possible resources and allocated funds to capacitate the barangay health workers, barangay nutrition scholars and barangay volunteer sanitary inspectors deployed in the 37 barangays of Maco. These capacitybuilding activities equipped workers with correct and new information, important skills that contributed to their con�idence as frontline workers. Among the recently held trainings was the training on Kangaroo Mother Care, which was conducted in partnership with the Davao Regional Medical Center. These workers can now con�idently assist mothers who gave birth to low birthweight babies on proper care and breastfeeding until their babies reach normal weight. Meanwhile, through the IYCF trained health workers

and BNSs, an IYCF support group was organized, which, in 2018, counselled 1,455 pregnant and lactating mothers on proper breastfeeding techniques and appropriate complementary food preparation.

With nurturing comes self-suf�iciency.

This is how the local government wants to address malnutrition in their community. While they exhaust all efforts to nourish its citizens, they also want to leave a legacy of self-suf�iciency. This is why the MNC is continuously promote household food security, especially for families with malnourished children, through establishment of home and community vegetable gardens. The local government’s agriculture department spearheads the distribution of free vegetable seeds, seedlings and organic fertilizer in order to facilitate this initiative.

At the barangay level and in schools, Gulayan sa Barangay and Gulayan sa Paaralan are evaluated during Nutrition Month to ensure sustained awareness and food production. The agriculture sector also conducted swine, livestock and poultry dispersals supported by dispersal restocking activities.

Since the chief executive is a doctor by profession, Mayor Rimando also understands that applying the clinical approach for the assessment of nutrition situation among children can be a useful approach. Hence, a Maco-wide hemoglobin determination for malnourished preschool and school children was conducted. Those who showed low hemoglobin count underwent free iron supplementation for three months before repeating the test.

With the persistent and consistent delivery of quality nutrition and related services by the MNC, it was not long after that Maco’s pursuit for excellence was noticed. Maco received a recognition for “Excellence in Financial Management of Supplementary Feeding Program Cycle IV and V” at the municipal level and as a “Model LGU for 4Ps and Sustainable Livelihood Program” implementation at the regional level. The municipality of Maco also produced the 2018 National Outstanding BNS. Just as the Mamacaos �lourish and bear fruit, the municipality of Maco bears fruits of self-reliance, self-suf�iciency and good nutrition.

Adopt-a-Child program is also a program that addresses the problem in malnutrition among school children.

During the program the children were given additional commodities like coloring books, grocery items and vitamins during culmination.

In line with this, various of�ices of the provincial government sponsored identi�ied malnourished children in public elementary schools in Maco. Key persons were assigned per of�ice to visit and ensure the success of the program through regular monitoring of the children and their families.

Lastly, the ComVal iRice, this is a joint project between the department od Science and Technology XI, Food and Nutrition Council and the Provincial Governement of Compostela Valley.

This program won the Pag-Asa award from Civil Service Commission.

The program was created to address the problem in iron de�iciency anemia among the school children in Compostela Valley.

The Comval iRice taskforce further promote the consumption of the rice through strong promotion system, consistent information dissemination, giving of incentives through loan and credit assistance to ccoperatives as promised by DOST-FNRI. The government also said that success of the project only proves that there is indeed a need to become innovative in approaching problem in the community.

Undeniably, Provincial Government of Compostela Valley continues to foster its people development. Expert the lines from panunumpa ng lingkod bayan; “katungkulan ko ang makatulong sa katatagan at kaunlaran ng aking bayan”, the government tirelessly commits to this thought through nutrition programs.

Island Garden City of Samal: BRINGING NUTRITION Program in Greater Heights!

Situated at the heart of Davao Gulf, the Island Garden City of Samal (IGCS) consists of a main island and seven islets with a long stretch of coastline.

A fourth class component City of Davao del Norte with a total land area of 30,130 hectares with an extensive 118 kilometres at coastline. It is a home to the 108,362 Samaleños. It is known to be one of the Key Biodiversity areas in the country and has become a premier tourist destination.

Endowed with fertile land, this island city’s vision is to “Improve the health condition of the people in the Island Garden City of Samal” and is committed to promote good nutrition and improve access to quality health care and active participation of the LGU. With his renewed commitment to good nutrition, Mayor and Chairperson of the IGACOS and City Nutrition Committee Al David T. Uy, and the CNC members enacted resolutions and ordinances in support to the Local Nutrition Action Plan in particular, the provision of income opportunities and to improved and address quality health and nutrition services.

Committed to promote human development, a multi-dimensional approach to health and nutrition challenge have been emphasized throughout the years, together with the City Nutrition Committee and nongovernment organizations along with the workforce that implements the City Nutrition Program composed of 49 Barangays Nutrition Scholars, Barangay Nutrition Action Of�icers, Nutrition Coordinators assigned in the three (3) island districts.

A healthy community is a key to a healthy city. This propels the City Government to annually provide funds which is increasing every year for the realization of the interrelated programs relative to food security and health and nutrition.

Recognizing that the vision of a healthy and a well-nourished city, it started with the establishment of the lying in clinic in Kaputian District sometime in 2014 to cater pregnant women during childbirth. A Philhealth accredited birthing facility with a 24/7 health personnel to cater and attend to the needs of its residents speci�ically from Talicud Island. Sea ambulance is on standby to ferry patients to mainland during emergency situations. A satellite health facility has been established in Barangay Sta. Cruz to cater the needs of the residents who seek medical treatment.

Breastfeeding support groups organized were 18 barangays to promote exclusive breastfeeding and assist pregnant women especially teenaged, �irst-time mothers to have positive experiences as well.

Toward ensuring availability and accessibility to food of families, undernourished, wasted and stunted children food production activities and livelihood programs were implemented.

Seeds, seedlings and cuttings were distributed to 161 families with under nourished preschool children and more than 1,213 families with enrolled school children. Large animals like cattle had been dispersed together with goats and swine. Livelihood program was also extended in the form of loanable amount every time the original amount is paid.

Gulayan sa Paaralan in the 19 elementary schools and 5 secondary schools of the 3 districts has provided fresh vegetables for the school supplementary feeding bene�ited 911 malnourished school children.

Financial assistance has provided for

the establishment and maintenance of school gardens under Gulayan sa Paaralan (GPP for SY 2018-2019 in the amount of P 250,000.00). Funds in the amount of P 3,153,600.00 was allotted to School Based Feeding Program for FY 2018. The said budget has a big impact on the reduction of malnutrition among school children from 9.3% to 8.6%.

For the preschool feeding program, the City Nutrition Committee and Barangay Nutrition Committee has provided 120 days feeding program to preschool and 90 day feeding to nutritionally at risk pregnant women along with the ECCD budget from the City Social Welfare and Development Of�ice (CSWDO), has contributed to the decline in the prevalence rate of malnutrition every year. The City Nutrition Committee also tapped private and non-government organization for the feeding program to include Kiwanis Club, Rotary, PNP, Samal Island Multipurpose Coop (SIMC).

Provision of Micronutrient Supplements is a big factor where budget has increased each year for the purchase of iron tablets and syrup/ drops, multivitamins supplements and zinc. With an additional budget from the ECCD program of the CSWDO and Gender and Development (GAD).

Best practices of the city has greatly contributed to the decline in the prevalence rate of malnutrition from 3.8% in 2017 to 2.6% in 2018 in weightfor-age, 7.9% in 2017 to 5.8% in 2018 in height-for-age and from 2.1% in 2017 and 1.2% in 2018 for the weight-forlength/height.

Notable best practice of the Department of Education is the Summer School Based Feeding Program with three (3) implementing schools of the 3 island districts were piloted which started in May – June 2018 with a budget of P 10,000.00 per school with a 49 malnourished school children as bene�iciaries.

In addition, linkage with NGO partner, the Humanity & Inclusion (formerly Handicap International) in coordination with the Department of Health (DOH) and LGU-IGACOS, helped a lot in the Non-Communicable Disease Program implementation of the city and also with an increase of budget allocation per year. Elderly Program has also been implemented with a budget for each year aside from the annual vaccination of senior citizens. Annual search for the Pinakamaanyag nga Gulayan sa Tugkaran in support to the ordinance approved by Sangguniang Panglunsod and providing funds thereof. This is a contest participated in by quali�ied employees will serve as role models to Samaleños who will be encouraged to plant vegetables within their respective backyard. On its 3rd year of implementation, it promotes the well-being of its of�icials and employees and most of all foster industry in a friendly, productive, health and nutrition oriented competition.

The results of initiative have made headway in improving the island’s nutrition situation. The prevalence of underweight/severely underweight, stunting and wasting has gone down from 2.6%, 5.8% and 1.2% respectively among the three (3) indices. For the last three years, prevalence of school children who are wasted from 9.3% to 8.6%.

Certainly, IGACOS City Nutrition Committee under the leadership of Mayor Al David T. Uy has proven that NUTRITION HAS SOARED IN GREATER HEIGHTS!

2018 Regional Outstanding Barangay Nutrition Scholar BNS Marietta S. Albores Brgy. New Leyte, Maco, Compostela Valley

Age doesn’t matter in terms of Public Service “Age doesn’t matter in terms of Public Service”, that saying �it well to Ms. Marietta S. Albores, Barangay Nutrition Scholar of Barangay New Leyte, Maco, Compostela Valley Province, 60 years old and has been in service for more than 20 years. Despite of her being a senior citizen, age is not a hindrance in her will of giving her best in terms of providing basic nutrition services to her constituents in Barangay New Leyte. Her barangay belongs to Geographically Isolated Disadvantage Area (GIDA) of the municipality of Maco with eight (8) puroks. It is located more or less 50 kilometers from Tagum City. Their mode of transportation is habal – habal (motorcycle). She is the implementer of various programs which give priorities to malnourished children, pregnant and lactating mothers, senior citizens and all constituents of her Barangay.

One of the programs she manages is the Hyacinth Tsinelas Making wherein

one of the bene�iciaries is the parents of the malnourished children in Barangay New Leyte.

This program is designed to help the bene�iciaries gain extra income by way of getting raw materials which is the hyacinth which is used to make Tsinelas (slippers). She also conducted house to house visit to malnourished children, pregnant and lactating mothers and monthly monitoring of the implementation of various nutrition programs and projects of Barangay New Leyte. She is also a member of various organizations such as NELLAFA, NEW KINPAN, etc. She is also an active member of the Catholic Church and also active in school activities in her Barangay. BNS Albores has generated support from various sectors such as government, NGOs and private/business sectors for the barangay nutrition program through her good networking skills. Indeed, BNS Albores is a true asset of Barangay New Leyte.

Dar orders stricter biosecurity, quarantine measures vs. ASF

griculture Secretary William Dar on Friday ordered the stricter implementation of the 1-7-10 protocol, biosecurity and quarantine measures to contain and prevent the spread of African swine fever (ASF).

In the latest bulletin on ASF, Dar has called on all local government unit (LGU) of�icials and swine industry stakeholders to “continuously sustain efforts to manage, contain and control ASF, and strictly enforce the 1-7-10 protocol and biosecurity and quarantine measures.”

This comes in the wake of the apprehension of a traveler carrying several packets of processed pork products that tested positive for ASF at a Mindoro port.

Under the 1-7-10 protocol, the government culls all pigs within the one-kilometer radius of the affected farm, while the movement of pork and pork products within seven kilometers is limited. It also conducts surveillance

and monitoring within the 10-kilometer radius.

The DA earlier con�irmed that samples taken from processed pork products, such as hotdog, longganisa, and tocino, coming from a Manila-based company tested positive for the ASF virus.

“We received reports that the team of Mindoro quarantine personnel, along with NMIS (National Meat Inspection Service) and BAI (Bureau of Animal Industry), were able to apprehend hand-carried few items of tocino, hotdog, and other meat products at the Calapan, Mindoro port, “ DA spokesman, Assistant Secretary Noel Reyes, told reporters.

SHINJUKU ON A SHOESTRING

TOKYO is a traveller’s delight with an energetic urban vibe, vibrant culture, and diverse culinary experiences. But at times, going around and exploring Tokyo can get to be an expensive thing for travellers. Taxis in Tokyo are some of the most expensive in the world and even though trains, metros and busses can get you to your destination in an easy and costefficient manner, the fares for many trips zipping around the world’s largest metropolitan area can add up.

But not everything is as expensive as it may seem in Tokyo as there are some things one can enjoy without breaking the bank. This week, we go to Shinjuku on a shoestring.

Shinjuku is one of the largest cities making up the Tokyo Metropolitan area and is where many of Tokyo’s attractions and tourist destinations are located.

Shinjuku buzzes from day to night with the hum of Tokyoites and tourists filling up its normally busy streets. Although Shinjuku can be notorious for its many tourists traps, look beyond the usual guide books and the city offers much more even on a budget.

Million-dollar views for free The Tokyo Metropolitan Gov-

ernment Building is located just west of Shinjuku Station and provide good panoramic views of Tokyo and beyond. The 243 meter tall building has two towers, and each houses an observatory at a height of 202 meters. It had been the tallest building in Tokyo until it was overtaken by the Midtown Tower in 2007.

After a short queue, famous landmarks such as Mount Fuji, the Tokyo Skytree, Tokyo Tower, Meiji Shrine and the Tokyo Dome can be seen from the observatories. Each observatory has a cafe and a souvenir shop.

The North Observatory remains open later at night, making it a popular spot to catch night views of the city.

While more famous observation decks in Tokyo have a fee, access to the observation decks of the Tokyo Metropolitan Government Building is free.

There is also a free gallery on the building’s ground floor hyping up the upcoming 2020 Tokyo Olympics.

Free tours around the Tokyo Metropolitan Government Building can be booked at the building’s second floor.

A breath of fresh air One of Tokyo’s largest and most popular parks, Shinjuku Gyoen is just a short walk from Shinjuku Station. Although it is a paid park with an entrance fee of ¥500 (Php234) its spacious lawns, meandering walking paths and tranquil scenery provide a relaxing escape from the busy urban center around it. In spring Shinjuku Gyoen becomes one of the best places in the city to see cherry blossoms while autumn brings beautiful shades of red and gold.

The park features three different types of gardens. A traditional Japanese landscape garden featuring large ponds dotted with islands and bridges.

Well-manicured shrubs and

trees surround the water together with several pavilions and the Kyu Goryotei (also called the Taiwan Pavilion) which was built on the occasion of the wedding of the Showa Emperor.

The other main gardens include a symmetrically arranged formal French garden, and an English landscape garden featuring wide, open lawns surrounded by flowering cherry trees. The rest of the park consists of forested areas, lawns and several structures including a restaurant, an information centre and an art gallery. There is also a beautiful greenhouse with many tropical and subtropical flowers.

Found on the 42nd floor of the Sompo Japan Nipponkoa Headquarters Building in Shinjuku, The Seiji Togo Memorial Sompo Japan Nipponkoa Museum of Art was founded to showcase the work of Westernstyle Japanese painter Seiji Togo, the gallery has since expanded to include pieces by other iconic names like Gauguin, Cezanne, and Van Gogh.

The museum hosts around five different exhibits a year, showcasing a selection of both Japanese and international work, classic and contemporary.

Once you’re done wandering through the display, head to the observation gallery, which offers a view almost as stunning as the works on the walls.

Although entry to the gallery is not free, it is just a small price to pay to appreciate iconic works by art masters and is worth the visit.

Lakers get first win LeBron James had 32 points, 10 assists and seven rebounds as host Los Angeles Lakers rolled to a 95-86 victory over the Utah Jazz on Friday night in their home opener at Staples Center.

Anthony Davis added 21 points, �ive blocks and seven rebounds, while guard Troy Daniels came off the bench to score 15 points for the Lakers, who bounced back following their season-opening loss to the L.A. Clippers on Tuesday.

he 16 teams joining the inaugural Mindanao Cup got a sweet incentive after the organizer and patron Ricky Yanson Jr. announced that the champion team will get an all-expense paid ticket to the Luzon Cup set late November in Tarlac City.

“I did not announce this last night but now I am announcing it to all of you that the champion team in this competition will earn a ticket to the Luzon Cup, which is set in Tarlac in November,” he said during the opening ceremony Wednesday morning at the Tionko pitches in Barangay Matina here.

The Negros Occidental Football Association (NOFA) president added that he is now �inalizing the schedule of the tournament and the venue with the Tarlac Football Association.

Yanson, in his speech before the players, coaches, organizers, FA of�icials from all over Mindanao and football parents, stressed his commitment to the "grassroots development" of the sports.

The news dropped less than 24 hours after the Suns opened their season with a dominant 124-95 win over the Sacramento Kings in which Ayton started, tallying 18 points and 11 rebounds.

Suns General Manager, James Jones, responded with the following comments in a statement released by the team: “On behalf of the Phoenix Suns organization, Monty Williams and I are disappointed in the actions by Deandre Ayton that led to his testing positive for a banned diuretic and subsequent suspension by the NBA. This does not uphold the standards and principles we have set for the team.”

“Deandre has expressed his deepest remorse. While he is suspended we remain committed to his growth and development on and off the court. His actions are not taken lightly, and we are committed to ensuring that Deandre understands the profound impact it has had on the team, organization, and Suns community.”
