DOST 11 chief pushes for revision of Building Code I

n construction, it is important to always follow prescribed requirements of the Building Structural Code for homes and buildings to ensure structural integrity when earthquakes strike as well as to protect homeowners and occupants.

With the recent 6.3 magnitude earthquake that hit some parts of Mindanao including Davao City, revision of the building code is now being recommended by some sectors including the regional office of the Department of Science and Technology (DOST 11).

DOST 11 Regional Director Anthony Sales told media in Wednesday’s Habi at Kape that there is a need to revise the Building Code as recent earthquakes are stronger.

“Kasi lumalakas ang mga earthquakes na nagaganap. Its the Department of Public Works and Highways that is working with the building code. It can be revised. Adjust the building code according to the new findings. Kasi kung mas malakas ang intensity ng earthquakes na mangyayari in the future dapat ready tayo nito and our buildings should be compliant with those earthquakes,” Sales said.

In terms of the stability

of the buildings in Davao City following the recent earthquake, Sales said they are still awaiting for DPWH and PHIVOLCS that are going around and checking the damages of the buildings in some parts of Mindanao.

“I dont know kung umabot na sila dito sa Davao.

We asked DPWH 11 to check the buildings here and they say kailangan magpa-assess for structural integrity. Ang ginagawa ngayon ng PHIVOLCS ay nag-iikot sila. I heard last Sunday they were in North Cotabato and they went to Davao del Sur to look at the buildings to check if the structural integrity have nothing compromised based on the models that they developed,” he said.

He also mentioned that even their regional building (DOST) here in Davao also suffered some cracks after the earthquake.

“We are now requesting for additonal funds for the repair and strengthen the foundation of our building,” he said.

Sales also urged the Local Government Units (LGUs) and the people to study the Metro Davao Earthquake Models (MDEM) as they are estimating that quakes that might happen here in Davao could be bigger than the quake that will happen in NCR considering the number of fault lines in Davao City alone.

n a bid to regain the trust and confidence of the people to the police force, the Police Regional Office (PRO) 11 will focus on the internal cleansing of the office and impose a “zero tolerance” policy to personnel involved in illegal activities.

This was the directive of newly-assumed Police Regional Office (PRO) 11 director Police Brig. Gen. Filmore Escobal as he formally took office on Tuesday, October 21, replacing Brig. Gen. Marcelo Morales.

In Wednesday’s edition of the AFP-PNP Press Corps held at the Davao City Police Office (DCPO) Headquarters, PRO 11 spokesperson Police Major Jason Baria elaborated that the new regional director is eager to cleanse the police as it reflects on their campaign against criminality, terrorism and illegal drugs.

“Para ito maibalik yung

trust ng mga tao sa police at mabalik yung reputation ng mga police sa community,” Baria said.

The challenge of the PRO 11 apart from eliminating police scallawags involved in illegal drugs, is also to cleanse personnel committing abuses and crimes.

Public Safety and Security Command Center (PSSCC) chief Police Lieutenant Colonel Angel Sumagaysay, on Wednesday, October 22, said the agency already prepared a security plan for the event and opted for an advance deployment of

PRRD in ‘good condition’ despite back pain: Go

espite suffering from “unbearable” back pain after figuring in a minor motorcycle accident last week, President Rodrigo Duterte is still in “good condition”.

Duterte’s former aide, Senator Christopher “Bong” Go, made this assurance by sharing a Facebook live video of the President while inside his car.

“Kapatid nating Pilipino, pauwi na ang ating mahal na Pangulo papuntang Pilipinas. Wag kayo mag-alala (To our Filipino brothers and sisters, our dear President is now on his way back to the Philippines. Don’t worry),” Go said in a live video on his official Facebook account.

Go then moved his cellphone camera to show the President who admitted that he was in pain because of the motorcycle accident.

Palace to poor Filipinos: Affected families in Mindanao No one will be left behind earthquake now at 7,293

he number of families affected by the magnitude 6.3 earthquake that struck parts of Mindanao last Oct. 16 has reached 7,293, the National Disaster Risk Reduction and Management Council (NDRRMC) said in its update Wednesday.

This is equivalent to 35,465 persons.

The report, signed and released by NDRRMC executive director Ricardo Jalad, said these persons are residents of 127 barangays in Davao and Soccsksargen regions.

Of this number, 936 families or 4,604 persons are being aided in three evacuation centers while 407 families or around 2,035 individuals are being assisted outside of these centers.

The number of the dead and injured remains at seven and 215, respectively, the agency added.

hile fewer Filipinos consider themselves “poor” in the past three months, Malacañang on Tuesday night vowed to “intensify” government efforts to ensure that no poor Filipino is left behind.

This after the Social Weather Stations (SWS) survey, conducted September 27 to 30, showed that 42 percent of families considered themselves poor, which is three points lower than the 45 percent in June 2019.

In a statement, Presi-

dential Spokesperson Salvador Panelo welcomed this development, noting that reducing poverty at a significant level is the overarching socioeconomic goal of the Duterte administration.

In a resolution issued on September 25, 2019, state prosecutors found probable cause to charge Kapa, its founder and president Joel A. Apolinario, trustee Margie A. Danao and corporate secretary Reyna L. Apolinario for violations of Sections 8 (8.1), 26.1, and 28 of Republic Act No. 8799, or the Securities Regulation Code (SRC).

In a press statement, the DOJ said it also indicted Marisol M. Diaz, Adelfa Fernandico, Moises Mopia and Reniones Catubigan for promoting and participating in the unlawful public offering and/or selling of

securities by Kapa.

The SEC filed a complaint against Kapa before the DOJ on June 18, 2019, after uncovering the group’s unauthorized investment-taking activities.

Kapa has enticed the public to invest at least PHP10,000 in exchange for a 30 percent monthly “blessing” or “love gift” for life, without having to do anything other than invest and wait for the payout.

The scheme involved the sale and offering for sale or distribution to the public of securities, in the form of investment contracts.

The SEC also found Kapa to have employed a Ponzi scheme, an investment program that offers impossibly high returns and pays investors using the money contributed by other investors.

he Duterte administration is stepping up efforts to address hunger and poverty in the country, Cabinet Secretary Karlo Nograles said Tuesday.

Nograles made the statement after a recent survey showed that self-rated poverty and food poverty have fallen in the third quarter of 2019.

In a Social Weather Stations survey released on Monday, the percentage of families that categorized themselves as “poor” fell to 42% in September 2019, down from 45% in June 2019.

The same survey showed that 29% of families considered their food as “poor” in September 2019, compared to 35% in June 2019. ”The data is encouraging as it tells us that government’s anti-poverty initiatives and its efforts to address food pover-

ty are making progress,” Nograles said.

“On the other hand, the statistics also tell us that we have to continue working to ensure that every Filipino family can provide for their own needs, especially food,” he added.

Nograles said the low inflation numbers in recent months and reduced prices of rice supposedly as a result of the Rice Tarrification Law may have contributed to the improved self-rated poverty and self-rated food poverty numbers.

“The net effect of the lower prices of basic commodities like rice is that families are able to purchase more with their income. Kapag mababa presyo ng bilihin, mas marami silang nabibili sa monthly budget nila,” he said.

Apo Agua’s DCBWSP construction update

A

po Agua Infrastructura, Inc. (Apo Agua) marked two milestones in September and October this year as part of the construction phase for the Davao City Bulk Water Supply Project (DCBWSP) of Davao City Water District (DCWD).

One Million Safe Manhours Last September 25, J.V. Angeles Construction Corporation (JVACC), the project’s engineering, procurement, and construction contractor, clocked in 1,000,000 safe man-hours without any lost-time incident. This is a significant event in the history of the project which now employs close to 500 laborers and skilled workers who are mostly from its host barangays Gumalang, Wines, Tawantawan, Tambobong, and Tamugan.

Tamugan River Diversion DCWD, Apo Agua, and JVACC conducted a river diversion activity last October 5 at Brgy. Tawantawan. This diversion of the river water to a temporary channel is necessary to allow for the construction of the weir which is located along Tamugan River, the project’s water source. A weir is different from the traditional dams as it allows the water to flow through without obstruction and only diverts a portion of the water to-

wards the project’s pipeline.

Under the agreement, the provincial government will no longer demolish the biosecurity facilities such as tire dip and foot bath in the junctions of Balagunan, Bugton Lubi and Tanglaw. All those who will pass the road will not be required to present a gate pass or identification card but will still subject for biosecurity protocols to avoid the possible spread of diseases to the banana plantations. Security personnel of the firm will work closely with the needed security of personnel from the Armed Forces of the Philippines and Philippine National Police at the entrance and exit points of the three subject roads at all time 27/7.

As consensus, TADECO and BuCor will drop the two civil cases filed against Governor Jubahib in court while the parties also agreed to form a joint monitoring committee to see to it that the agreement is enforced and to act on complaints related to it.

It took the intercession of MinDA under the marching orders of President Rodrigo Duterte to meddle in the controversy in order to put a peaceful and win-win solution. With the parties willing to dialogue and agree to a consensus that’s best for all, the end to the controversy was swift and peacefully achieved.

BETTER NUMBERS, HIGHER HOPES In the latest forecasts of various international banks and ratings agencies, it looks like we are headed for nother year at around 6% growth.

It is an impressive number when you consider a global growth slowdown, and a technical recession in some countries to to lower global growth due to the US- China trade war.

An Asian Development Bank recently reported that Vietnam, Malaysia and the Philippines will see slight increases in their GDP as companies transfer their operations from China and other nations to escape the

effects of tarriffs.

On a similar note, the Philippines landed as the third best country in the world to invest in or do business for 2019, this according to the CEOWORLD magazine. It came after Malaysia in first place and Poland. This is from a survey of 67 countries.

We also improved our country’s ranking in a global index in the 2019 International Property Rights (IPR) index of the Property Rights Alliance rose to 67th out of 129 economies covered, from 70th out of 125 economies last year.

This index gauges the

strength of physical property rights, intellectual property rights, and the policy environments that enforce them.

A competititve economy All these point to a competitive economy, which is why policymakers, bank chiefs and other economists tend to talk a lot about such scores.

What will matter here is for us to critically examine how and why these scores were derived and what the metrics and standards are, before we judge any index.

We cannot take every score and judge the country based on score we barely

understand, or something we get from tweet or a third hand newspaper article. With online resources we can do our own fact checking, examine the backgrounds of the survey outfits and judge for ourselves.

Sustain purchasing power to keep our growth high As i have written before, our economy will remain competitive mainly if we sustain consumption demand and investment.

Keeping inflation low by keeping rice prices low will be essential to sustaining consumption by in reasing the purchasing power of the

people in an economy.

Fuel prices should also remain stable. Governments arsenal to deal with such external shocks has be beefed up by the new high in Gross International Reserves at 85 billion dollars.

This ability to sustain consumption and investment , in turn, will sustainn growth in the midterm while the US China Trade War continues and its effects will still be felt.

This will make the economy attractive and allow more investments and tourists to come in.

LIFE’S LESSONS In the past, I used to receive forwarded inspirational messages from my electronic mail. These days, however, you get those from the posts of your friends and acquaintances through your Facebook account.

There are good news and fake news. There are hilarious videos and there are some bad clips. And there are stories that don’t only give you goosebumps but inspirations as well. Some of them might true, some of them are not. But the good thing is, those stories give some lessons about life.

Take the case of the story of Colonel Sanders, the founder of Kentucky Fried Chicken (KFC) Empire. He was five when his father died. At 16, he quit going to school and at 17, he had already lost four jobs.

He was 18 when he got married. He became a father at 19 but his wife left him when he was 20 and even took their baby daughter. He failed in an attempt to kidnap his own daughter, and eventually he convinced his wife to return home.

Between ages 18 and 22, he was a railroad conductor and failed. He joined the army and washed out there.

He applied for law school but was rejected. He became an insurance sales man and failed again.

Sanders was 65 when he

retired. On his first day of retirement, he received a check amounting US$105 from the government. Such amount, he believed, couldn’t even provide for himself. So, he decided to commit suicide. Life, he thought, wasn’t worth living anymore. He had failed so much.

But before doing so, he sat under a tree writing his will. Instead of writing his final words, he wrote what he would have accomplished with his life. It was then that he realized there were so many things he had to accomplish yet. He found out that there was one thing he could do better than anyone he knew. And that was how to cook!

He made another decision in his life. He borrowed US$87 against his check and bought some fried up some chicken using his recipe. He went door to door to sell the chicken he cooked to his neighbors.

To make the long story short, Sanders became a billionaire at the age of 88. Moral of the story: It’s never too late to start all over again. Age doesn’t matter. It’s all about your attitude. Never give up – no matter how hard it gets!

Now, there’s this story about Nobel Peace laureate Nelson Mandela. I am not sure if he wrote the anecdote below in his autobiography or

in a magazine feature. But it’s an awesome story about forgiveness.

After he became president of South Africa, he asked one day some members of his guards to stroll with him in the city to go with him for a lunch in one of the finest restaurants. They were already waiting for the food they had ordered, when he noticed a man sitting in front of their table, who was already eating his food.

Mandela told one of the soldiers: “Go and ask that person to join us with his food and eat with us.”

The soldier followed what he was told. The man brought up his food and sat

by Mandela’s side and started to eat. “His hands were trembling constantly until everyone had finished their food and the man went,” Mandela wrote. “The soldier said to me: ‘That man was apparently quite sick. His hands trembled as he ate.’”

Mandela answered negatively. “That man,” he told them, “was the guard of the prison where I was jailed.

Often, after the torture I was subject to, I used to scream and ask for a little water. The very same man used to come every time and urinate on my head instead.

“So, I found him scared, trembling, expecting me to reciprocate now, at least in the

same way, either by torturing him or imprisoning him as I am now the president of the state of South Africa. But this is not my character nor part of my ethics. The mentality of retaliation destroys states, while the mentality of tolerance builds nations.”

Stories come in threes.

So, allow me to share one more story. It also happened in a restaurant. It came to pass that a cockroach suddenly flew from somewhere and sat on a lady. She started screaming out of fear.

With a panic-stricken face and trembling voice, she started jumping, with both her hands desperately trying to get rid of the cockroach.

Her reaction was contagious, as everyone in her group also got panicky.

The lady finally managed to push the cockroach away but it landed on another lady in the group. The same thing happened.

The waiter, who saw what was happening, rushed forward to their rescue. In the relay of throwing, the cockroach next fell upon the waiter. The waiter stood firm, composed himself and observed the behavior of the cockroach on his shirt. When he was confident enough, he grabbed it with his fingers and threw it out of the restaurant.

The man at the other table, who observed what was

happening, thought to himself: “Sipping my coffee and watching the amusement, the antenna of my mind picked up a few thoughts and started wondering: was the cockroach responsible for their histrionic behavior? If so, then why was the waiter not disturbed? He handled it near to perfection, without any chaos.

“It’s not the cockroach, but the inability of those people to handle the disturbance caused by the cockroach, that disturbed the ladies. I realized that, it is not the shouting of my father or my boss or my wife that disturbs me, but it’s my inability to handle the disturbances caused by their shouting that disturbs me.

“It’s not the traffic jams on the road that disturbs me, but my inability to handle the disturbance caused by the traffic jam that disturbs me. More than the problem, it’s my reaction to the problem that creates chaos in my life.”

Moral of the story: People should not react in life but rather respond. The women reacted while the waiter responded.

I have not mentioned the authors of the three aforementioned anecdotes because there was nobody whom I could give the proper credit.

Pascua advised consumers to watch out for very cheap pricing and labels with foreign languages as among the signs of counterfeit products.

“Meron mga produkto na hindi nyo naman maintindinhan ang characters. Hindi ninyo mabasa.

Pascua said Philippines is being flooded with counterfeits because a lot of Filipinos are patronizing the said products.

“Hindi tayo nag manufacture. Dito pinagbibili at ang market. Marami sa atin bumibili dahil mura at maraming gusto bumili ng mura so we are flooded with counterfeits,” he said.

The group clarified that Philippines is not the only country being dumped with counterfeit products but other southeast asian countries as well.

“Hindi lang po Pilipinas, actually ang madalas na target ay yung southeast asian countries na ka level natin in terms of development like Cambodia, Vietnam,”

said Ann Edillon, director of IPOPHL. The two-day workshop, attended by members of PNP 11 and Public Prosecutors office, aims to promote consciousness and knowledge and deeper understanding of Intellectual Property Rights (IPR).

“We are from the National Committee on Intellectual Property Rights (NCIPR). We are here to share knowledge on prosecution on IPR as well as the enforcement that is why we have the Philippine National Police (PNP), Department of Justice (DoJ) colleagues, and Food and Drug Authority (FDA)-sila po ang nangangalaga or nakikipaglaban against counterfeit drugs,” Pascua said.

Edillon said the IPOPHL is pushing for more education and wants to make Intellectual Property (IP) part of the schooling of the PNP. She said they are also targeting the students and academes to educate about IP.

“We were also targeting students, schools because admittedly yung consumers kung hindi nila alam aside from prce which is a common indicators like sa sabon, piso at P2 lang ang difference sa mga personal care products unlike sa sapatos na malaki. We set up to give trainings on PNP, NBI and local government areas to identify counterfeit products,” she said.

The activity also invited brand owners to educate the participants how to detect fake products.

“Awareness is the number one way to protect the consumers. Hindi automatic na sidewalk vendors ang tinatarget actually ang preference ng mga brand owners ay hanapin ang source.

Ang mga small time vendors ay hindi nila alam na peke ang kanilang tinitinda.

Kung hindi mapigilan ang source kahit pa hulihin ang lahat ng small vendors, in a few weeks babalik din ang mga ito,” Edillon said.

Piñol said the parties came up with the solution after a series of dialogues with the provincial government headed by Governor Jubahib, BuCor officials and TADECO management after the second demolition attempt last October 9.

“I am happy… expected sa uban, madugo daw, pero di man. Dali lang man na-areglo (It was expected to be bloody but it was easily settled). Of course there were contentious issues which were discussed but at the end of the day, all parties realized that what we are doing is for the good of our people,” he said.

The MinDA secretary said he intervened after getting an order coming from President Rodrigo Duterte and Senator Bong Go to look for a win-win solution of the conflict.

Reading the details of the document, Pinol said the province agreed not to demolish the biosecurity facilities such as tire dip and foot bath in the junctions of Balagunan, Bugton Lubi and Tanglaw.

It stated that the people will not be required to present a gate pass or identification card passing by the roads but still subject for biosecurity protocols to avoid the possible spread of diseases to the banana plantations.

“To ensure unimpeded access of persons and vehicles, enlist its own security personnel who will work closely with the needed security of personnel from the Armed Forces of the Philippines and Philippine National Police at the entrance and exit points of the three subject roads at all time 27/7,” the MOA said.

In return, TADECO and BuCor will drop the two civil cases filed against Governor Jubahib in court, Pinol said.

The parties also agreed to form a joint monitoring committee to see to it ttat the agreement is enforced and to act on complaints related to it.

Jubahib in an interview said he is elated that they came up with a resolution on the goal of the province to reopen the roads for easy access of the residents in the three areas.

He said the residents will not need to pay P100 fare per trip just to reach their area since they can now use the said roads going to their homes.

Jubahib said he will send heavy equipment in the said areas to start the construction of concrete roads there. He said there will be ceremonial opening on October 24 at 7:00 a.m.

For Vadil, he is happy that Jubahib agreed not to destroy the biosecurity facilities since it is important for the protection of bananas in the area.

SECTION 1. TITLE – This Ordinance shall be known as “AN ORDINANCE PRESCRIBING THE RATES AND CHARGES TO BE IMPOSED AT THE DAVAO FOOD TERMINAL COMPLEX”.

SECTION 3. TIME FOR PAYMENT/PENALTIES FOR DELINQUENCY – All rental fees for the stalls and spaces shall become due and demandable within the first twenty (20) days of the month. Failure to pay the rental fee within the period required herein shall subject the lessee/ occupant to a surcharge of twenty-five percent (25%) of the amount of the rental fee plus an interest of two percent (2%) per month not to exceed thirty-six (36) months.

SECTION 4. COLLECTION – Collection of the abovementioned fees and charges shall be the responsibility of the City Treasurer. To ensure that such responsibilty is properly and effectively discharged, all collectors, including other personnel involved in the collection function at the Davao Food Terminal Complex shall directly be under the control and supervision of the City Treasurer for collection performance and accountability.

SECTION 5. SEPARABILITY CLAUSE – If, for any reason, any section or provision of this Ordinance is declared unconstitutional or invalid, other section or provisions hereof not affected by such declaration shall continue to be in full force and effect.

SECTION 6. REPEALING CLAUSE – All other city ordinances, Executive Orders and rules and regulations, which are inconsistent with this Ordinance are hereby deemed amended, repealed or modified accordingly.

SECTION 7: EFFECTIVITY – This Ordinance shall take effect immediately upon approval and publication in a newspaper of general circulation in the city of Davao.

ENACTED, on the 26th day of February, 2019, by a unanimous vote of all the Members of the Sanggunian, there being a quorum.

came up with such a strategy to keep the people confident that law enforcers are around which somehow minimize the potential of crime. The drive was backed by Davao City Mayor Sara Duterte-Carpio who, according to Tagum, promptly responded on his requests to strengthen the security of the city.

“When I assumed office, there were less than 1,500 personnel before and I told the mayor that the city is too big to only have this number of police personnel,” Tagum narrated.

In less than a week, the mayor approved the fund for training and recruitment for a permanent augmentation of police personnel.

Another reason why Tagum accomplished his mission was the augmentation of personnel mobility through the vehicle

donation by the Japanese and Korean government, strengthening the city’s Mobile Patrol Group.

“This boosted the confidence of the people that there are law enforcers around. Yan po ang deployment naming in to keep the city secured all the time,” he said. He also lauded the strong partnership with their security counterpart including the Task Force Davao and Public Safety and Security Command Center (PSSCC), among others.

Tagum also takes pride of the “Oplan Kalinaw” which enabled the police to saturate rural and urban communities to avoid the infiltration of terrorists.

“Dinagdagan din naming ng community outreach and community empowerment which was designed to further raise the trust and confidence

of the people towards the police,” he said. Under the community outreach and community empowerment includes “Pamaskong Handog” which encouraged the police office to raise fund to provide a free Christmas party for not less than 10,000 children.

“This is my challenge to the next city director to continue this program,” Tagum said.

He described the city director post an opportunity for redemption recalling that he was the ground commander during the infamous Kidapawan incident in 2016 that left several farmers and police wounded.

“I thank maam Sara (Davao City Mayor) for giving me a chance to redeem myself as a police,” he shared.

He even described being the city director of

Davao City an “impossible dream” and an opportunity rarer than becoming a General. Tagum overrated the position that he told himself upon assuming office to render an immediate resignation if he failed.

Thus, he gave a friendly advice to the incoming city director to give the best.

“Kung ginalingan mo sa Luzon, dito mas doblehin mo pa. Parang nung pinakanta ka, dagdagan mo ng sayaw,” joked Tagum.

Tagum, however, is confident that Kraft will deliver.

“I know him personally and based on his personality and background, he will be able to deliver,” the outgoing city director said.

These figures add up to 42 percent of families who consider themselves poor in September 2019.

Last month, Panelo said the Duterte administration will work “tirelessly” until all Filipinos are lifted out of poverty and live comfortable lives.

This after a Social Weather Stations (SWS) survey showed that 86 percent of Filipinos rated their lives positively in the last quarter of 2018.

awhi Leonard scored 30 points, leading the host Los Angeles Clippers to a 112-102 victory over the Los Angeles Lakers in the season-opener on Tuesday night at the Staples Center.

Lou Williams added 21 points and Montrezl Harrell delivered 17 points and seven rebounds off the bench for the Clippers.

They helped the Clippers’ bench outscore the Lakers’ reserves, 60-19.

Danny Green led the Lakers with 28 points by hitting 10 of his 14 fieldgoal attempts, including 7

Toronto's Pascal Siakam also scored 34 points and grabbed 18 rebounds before fouling out with 50.1 seconds left in regulation.

The Raptors, who were presented with their championship rings in a ceremony before the game, tied the game at 117 on Kyle Lowry's two free throws with 29.2 seconds remaining in the fourth quarter, forcing overtime.

Lowry added 22 points, Serge Ibaka had 13 points and OG Anunoby 11 for Toronto.

Brandon Ingram led the Pelicans with 22 points. JJ Redick added 16 points,

and Josh Hart had 15 points and 10 rebounds. Nicolo Melli had 14 points and Jrue Holiday 13 for New Orleans, which is without first overall draft pick Zion Williams (knee surgery).

he first Mindanao Cup tournament for grassroots football players kicked off at the Tionko Football Field here Tuesday.

The event, which lasts until Friday, was organized by the Negros Occidental Football Association (NOFA) and the Davao Regional Football Association (DRFA).

Lyca Jochico, NOFA administrator, said during Monday's press briefing here that they decided to organize the tournament because of emerging grassroots players and to encourage football associations to develop more players for national com-

petitions.

Jochico pointed out that Mindanao has the smallest number of football organizations in the country. She expressed hope that the event would encourage more players to enter the sports.

She said the competition follows a 9-a side format and is a spin-off of the NOFA Invitational Cup that has already completed four editions since 2015.

RUNNING AWAY FROM POVERTY

The journey of Milo champion Arlan Arbois

he sun is setting, the clouds turning from blue to gray and the rock-strewn earth pierce through a pair of tattered rubber outsoles. Arlan Estobo Arbois Jr. is running home from school. His schoolbag swaying, his shirt drenched in sweat.

For Arlan, this was just another ordinary day.

Each day from elementary to high school, this farmer's son wakes up at the break of dawn, runs a total of eight kilometers to attend school in Miasong Elementary School and later at Jose D. Escobillo National High School. He runs the same stretch of footpath late in the afternoon t be home before sunset.

This is life in Barangay Miasong in Tupi, South Cotabato.

Few have heard of this remote village which sits at the foot of Mt. Matutum. Without cellular sites and decent roads up to this day, Miasong is connected to the nearest 'bagsakan' (trading center) through dilapidated road.

Arlan's father is one of the vegetable farmers of the village that is considered as South Cotabato's "vegetable bowl." Most of its 4,244 population survive by vegetable farming and those who finish high school eventually find livelihood with the rich soil. Without enough income to go to college, most of Miasong's children never get to run away from poverty. Arlan's eldest brother went to college but eventually dropped out as the family cannot put up with the cost of education.

Arlan confessed, his greatest fear then was suffering the same fate as his brother. Each day that Arlan spent running on Miasong's hills, his resolve to run away from poverty became stronger and stronger.

"Nakita nako nga pigado kaayo mi nga dili ko kaya pa skwelahon

sa akung ginikanan ug college. Mao tung naningkamot jud kug maayo na mo kusog kay para daghan mag apas nga skwelahan para ma scholarship ko (I saw that we are really poor and my parents cannot afford to send me to college. That is why I strived hard to get better in running so that I can attract scholarships)," Arlan told this writer.

Miasong is 4,375.3 feet above mean sea level. Legends have been told of people coming down from their mountain homes to perform superhuman feats of strength and athleticism. Athletes who acclimate to high altitude acquire more red blood cells which allows their blood to carry more oxygen. When they compete at lower altitudes, they get a natural boost to the muscles when additional oxygen is available.

Arlan did not know this until he began winning in school competitions in South Cotabato.

Oh, he was a natural.

Running became Arlan's ticket away from the farms and into the

tracks.

In 2012, Arlan won the gold medal in the 5,000 meter run in the Socsksargen Regional Athletic Association (SRAA) meet. He repeated the following year and earned a ticket to the Palarong Pambansa where he eventually placed 8th. He may not have won a medal but he caught the eyes of coach Charlie Hifarva of the Rizal Memorial Colleges in Davao City.

In 2018, Arlan finally 'arrived' in the long distance running landscape after winning the gold medal in the Private Schools Athletic Association (PRISAA) National Championships.

Last Sunday, Arlan's biggest moment came at the 2019 Milo National Marathon Davao leg, the country's most revered footrace that has served as the factory mill of champions.

Arlan's long cherished dream was to be in the same list of runners who have been crowned as a Milo champion. He had achieved this last year after winning the General Santos City leg of the 2018 edition.

He did not do all too well in his first shot at the full marathon distance as he logged 2 hours and 44 minutes and was nowhere in the top 10.

Thus, his mindset was to set the best qualifying time this year to test himself if he is ready for the challenge.

He laced on his green Nike ZoomX Vaporfly Next Percent shoes. The dawn is breaking, a sea of green has filled the vast SM Lanang Premier grounds. The gun barked. He was out of the gate like a jaguar.

Running along his buddy Elmer Bartolo who provided him the pace, Arlan shot in front of the field until he was practically out of reach. His only rival was time.

He wanted to break 1 hour and 12 minutes over the 21-kilometer distance.

When he crossed the arc, he looked up to the digital clock which read: 1:11:52. He had broken his personal record and submitted the second best qualifying time by far this year.

Now used to winning. This was just another day.

Arlan has made a living out of running. It has been his ticket to a college scholarship and his source of income to cover the cost of his boarding house, food and clothing. It has also been his ticket away from poverty. From being locked in the soil that produce South Cotabato's corn and vegetables.

"Naka tabang sa akoa, Sir, kay tungod naa nakoy pang allowance ug pang bayad sa akung boarding house every month ug wala nako ga pangayo sa akung ginikanan ug pang bayad ug pang allowance nako (It has helped me a lot because I now have my own allowance for my boarding house every month. I no longer ask from my parents for my allowance and for paying my expenses)," he said.

This boy from the village of Miasong can only look back.
