avao Oriental's housing project that is expected to bene�it more than 700 residents will soon commence after the signing of the lease agreement by relevant parties, an of�icial of the provincial government said Sunday.

Provincial Information Of�icer Karen Lou Deloso said the 746 bene�iciaries signed the lease agreement with the Socialized Housing Finance Corporation (SHFC) under its community mortgage program on Thursday (October 17).

The lease agreement between SHFC and members of the Mandaya Muslim Bisaya Homeowners Association governs the acquisition of the 15.6-hectare land in Sitio Magay, Barangay Don Martin Marundan, Mati City, where the housing project is situated.

“Prior to the signing, of�icers from the SHFC explained to the bene�iciaries the contents of the agreement,” Deloso said.

Under the agreement, each bene�iciary shall pay the monthly rental of PHP369.42 per month, payable for 25 years.

Flordeliza Tabanao, Provincial Housing Coordinator, said that following the signing of the agreement, the SHFC will pay the landowner so that the site development and project construction can begin.

Tabanao said that the provincial government hopes to start the construction next year after meeting all requirements.

Mati City Mayor Michelle Rabat said the project is “a welcome development to address the housing backlog in the city.”

The Davao Oriental delegation, composed of Provincial Governor’s Of�ice Chief of Staff Mr. Ednar Dayanghirang and Environment and Natural Resources Of�ice (ENRO) Of�icer Ms. Dolores Valdesco who both represented Governor Nelson Dayanghirang and CiENR Of�icer Eddie Cobacha who represented Mati City Mayor Michelle Rabat, presented the team’s Pujada Bay application in Toyama city, Toyama Prefecture, Japan on October 18.

With the approval, experts from the MBBW are now set to visit the province, particularly the Pujada Bay in the City of Mati, to conduct a ground

assessment and validation.

“The ground validation is the �irst of�icial act of MBBW to visit new approved members to see what we told them, prior to induction next year for the 16th World Congress in Morocco,” said Mr. Dayanghirang.

The Provincial Government headed by Governor Nelson Dayanghirang warmly welcomed the pleasant development as this is another reason to promote the City of Mati and the Province of Davao Oriental as another worthy world-class destination.

Palace respects NUPL plan T to file raps vs. PRRD in 2022

alacañang on Monday said it respects the decision of the National Union of Peoples’ Lawyers (NUPL) to �ile a series of cases against President Rodrigo Duterte once his term ends in 2022.

Presidential Spokesperson Salvador Panelo said any Filipino is free to �ile cases against anyone who has violated the law.

“It’s a free country. Everyone is entitled to �ile any case against who they think has violated the law and let the courts decide the validity of such complaint,” Panelo said in a Palace brie�ing.

Panelo said the President’s concern is how to give the Filipino people a comfortable life and not the possible cases to be �iled against him.

“The only worry that the President has is the suffering of the people that’s why he does a lot of

things to make lives comfortable for them,” Panelo said.

NUPL national chairperson Neri Colmenares said they plan to �ile a series of cases against the President including crimes against humanity, grave threats, and civil cases for damages for victims of extrajudicial killings (EJKs).

Colmenares said the NUPL will also �ile charges before international bodies such as United Nations since the Philippine justice system is unable to provide legal remedies to victims of EJK and other human rights violations.

n response to Chinese Ambassador to the Philippines Zhao Jinhua’s invitation to visit China, Representative Claudine “Dendee” Bautista together with some local of�icials from Davao Occidental and Compostela Valley �lew to Beijing for a dialogue with the National People’s Party.

The Philippine Delegation headed by the young legislator Bautista was warmly received by Mr. Hua Xiao Li, the Director of Foreign Affairs Committee of the NPC. In the said dialogue, Rep. Two strong aftershocks were felt just 9 minutes apart in the Davao region, while another strong tremor struck Cotabato.

Phivolcs said a magnitude 4.8 aftershock struck 7 kilometers southwest of the town of Sulop in Davao del Sur at 7:50 p.m.

This was felt at Intensity IV in the town of Malungon in Sarangani province.

Intensity IV, according to Phivolcs, is moderately strong, with the vibration similar to the passing of a heavy truck.

Nine minutes later, a magnitude 4.9 earthquake hit 3 kilometers southeast of Kiblawan town in Davao del Sur. Intensity IV was felt in

Kidapawan City.

The Davao aftershocks followed the magnitude 4.8 aftershock that struck the town of Tulunan, Cotabato Sunday afternoon following last Wednesday's deadly earthquake, according to Phivolcs.

The tremor struck at 4:55 p.m. approximately 25 kilometers southeast of Tulunan town, with a depth of 1 kilometer, Phivolcs said.

The quake was felt as Intensity V in Koronadal City.

This is classi�ied by Phivolcs as strong and is characterized by strong shaking and rocking felt throughout buildings.

The tremors follow last Wednesday's magnitude 6.3 quake, which killed 7 and left more than 60 injured.

Hundreds of aftershocks, with some as strong as magnitude 5.3 and 5.2, have followed Wednesday's quake.

The groups are considering Rice Industry Development Act (RIDA) as better alternative legislation while calling for the scrapping of Rice Tarif�ication Law as the law does not help the farmers.

Otherwise known as Republic Act No. 11203 or an act liberalizing the Importation, Exportation and Trading of Rice, the rice tariff law

is believed to have failed to address the concerns of the farmers such as the plummeting prices of rice and the law does not ensure food security.

The bill also removes quantitative restrictions on imported rice and replaces them with a 35-percent tariff for ASEAN-member nations and 50-percent tariff for non-ASEAN.

Go visits fire victims in Davao City, pushes for better health services

Davao to become Mindanao’s business center, says realtor

ith the continuing developments in retail, residential and condominium, of�ice, and commercial spaces, Davao City is now being envisioned to become a “matured” center for business in Mindanao.

Real estate consultancy �irm Prime Philippines considers the growth in land values, robust supply of condominium units and increasing supply of of�ice spaces as key factors to consider Davao City as premier center of commerce in the island.

Prime Philippines regional head Maria Luisa “Chai” R. Abaya said Davao City has earned a Central Business District (CBD) pro�ile and among the indicators are the infrastructure and availability of the workforce.

“If you are looking at Davao City, CBD na yung pro�ile niya. Indicators are the infrastructure, manpower and accessibility in terms of the workforce,” Abaya said.

In a presentation, Abaya shared that there is a stellar growth in commercial land values in Davao City with an average commercial land values per square meter in 2019: Bajada-Lanang, P100,000; Poblacion, P74,000; and Matina, P50,000. The com-

mon trend is the landlord’s motivation to lease over selling to retain ownership of prime properties.

“The city is a seller’s market. In terms of area the Bajada is de�initely full already and with the prices given by the sellers’ market here the owners have rather it leased out for long term than selling their prime properties,” Abaya said.

In the residential sector, there is a robust supply growth in residential condominium and the primary drivers of demand are the remittances of the Overseas Filipino Workers (OFW), local investors from Mindanao and reinvestment opportunities particularly in the downtown area.

The expected total additional residential condominium units from 2020 to 2024 is 13,168 units. Prime Philippines also forecasted an increase of 48 percent and 40 percent in the number of condominium units by the end of 2019 and 2020 respectively.

In the retail sector, Prime Philippines observed that malls are looking beyond JP Laurel Avenue as saturation looms.

There is a stable supply of leasable retail spaces seen since 2012, which was the peak of retail space inventory in Davao City. There is a total addition of around 50,000 sqm leasable spaces in 2018 and most upcoming mall projects are components of residential condominium projects or are integrated within township developments.

In the of�ice sector, there is a steady rise of Davao City of�ice space supply. Based on the presentation, the of�ice space supply in Davao City almost doubled within �ive years and an estimated addition of of�ice space supply of around 47,000 sqm from Robinsons Cybergate Delta Tower 2, Diamond Tower and Matina IT Park Tower 3 are expected in 2020.

“Sixty-seven percent of of�ice takers in Davao City are in the ICT-BPO industry. The average occupancy rate in 2019 is 90.9 percent,” she said.

DTI monitoring prices as Digos malls remain closed

he provincial of�ice of the Department of Trade and Industry (DTI) in Davao del Sur has started monitoring the prices of basic commodities following the closure of 15 malls and department stores in the aftermath of the 6.3 magnitude earthquake that struck this city on Wednesday (October 16).

Marivic Placer, DTI provincial consumer protection division chief, said they have received reports that some business establishments here are jacking up retail prices of prime commodities just days after the city government ordered the closure of all shopping malls and department stores for safety reasons.

Placer said after a meeting with Mayor Josef Cagas on Saturday, the price monitoring team immediately scoured all major stores in the entire province to verify the reported price increases.

“We are acting on it and we will not hesitate to initiate legal actions against business estab-

lishments who will take advantage of the situation which will be detrimental to the consumers,” Placer said.

She said suspected violators will be given three days to respond, warning that any violation of the pricing rules will lead to cancellation of business license.

According to Placer, retailers may not hike the prices of basic commodities beyond the allowable 10 percent margin.

“Bring of�icial receipts from the said store to the DTI provincial of�ice as your proof of purchase and rest assured it will be acted upon by our of�ice,” Placer said, adding there are 22 major stores all over Davao del Sur. DTI has also urged consumers to browse the online list of suggested retail prices of prime commodities through www. dti.gov.ph.

PH-India relations ‘face good days ahead’: President Kovind

ndian President Ram Nath Kovind on Saturday said he believes good days are ahead for the relationship between his country and the Philippines.

During his speech at the Philippines-India Business Conclave held in Makati, Kovind said both countries have common directions.

EDITORIAL Not predictable Whoever circulated the fake news of impending earthquakes is sending out a not so funny joke.

After two temblors on Wednesday and Sunday and the countless aftershocks in between and after, everyone is getting jittery these days.

Hence, the last thing people want to hear are news of more earthquakes heading our way. These fake news circulated around social media after Sunday night’s tremor and one of which was supposed to have come from no less than the National Disaster and Risk Reduction Management Council (NDRRMC). The culprits picked the right government agency to victimize but came up with a miserably written warning.

The NDRRMC quickly released a disclaimer and informed everyone that no technology on Earth has been invented to predict earthquakes.

Here are some of the essential things everyone should know: 1. Earthquakes are the result of the release of stress/strain that builds up as Earth’s tectonic plates move and grind against each other.

where or when earthquakes will occur.

3. Research is yet ongoing to monitor and map the accumulation of strain within Earth’s crust to improve understandings of the processes that cause earthquakes.

The fact remains that when a big earthquake hits, it can be devastating in terms of destruction to property and loss of human lives. Obviously this is something that anyone would like to prevent. Thus, why is it not possible to predict these events better so that people can prepare for them?

The answer is: it’s not possible. While experts can de�initely identify areas of the world where earthquakes are more likely to occur, it is actually not currently possible to predict exactly when or where an earthquake is going to happen.

And for the culprits of these fake news, it is not remote that the source of these bad jokes as well as those who shared the same can be traced.

Existing laws on cybercrime as well as relevant criminal laws can be used to full extent in order to teach these doomsayers a lesson equating to earthquake magnitudes because that is what they truly deserve.

WHEN THE CHINESE RULED DAVAO GULF The 1933 registry of Philippine vessels plying the gulf of Davao is a curious revelation, especially in the continuing debate on the issue of West Philippine Sea with China as central theme.

An appraisal of the list shows that most of the vessels intersecting the bay, namely motor launches and �ishing boats, were owned by the Chinese, followed by the Japanese, then a sprinkling of Spanish-sounding names, and, lastly, the big lighters and scows were recorded in the name of Filipino-sounding enterprises.

Among the Chinese owners re�lected in the roster include Tuan Joy So Eng So, Ang Kang, Toc Hio & Lim Juya Co, Ang Chi & Ang Wu, Te Huan Chay, Sy To Chao, Lim Sui, Tan Chinco, Ang Fao, Sy Kim, Ong Kao, Cheng Li, Kim So Lay, Lim Chuan Tao, and Wong Poy. Tuan Joy So Eng So owned the Talomo and New Shanghai watercraft; Ang Kang, the Ang Liong To and Ang Liong To No. 1; Ang Chi & Ang Wu, the Burch�ield No. 1 �irst owned by American James L. Burch�ield,

and Hoc Chiu; Te Huan Chay, the Hoc Kian No. 1; Lim Sui, the La Fortuna; Tan Chinco, the Nanking; Sy Kim, the Song Bi and Song Bi No. 2; Ong Kao, the Anhai; Cheng Li, the Chun Sing; and Kim So Lay, the Kwong Sou, to name a few.

Another Chinese merchant gave his motor launch an interesting name, Tagadinhe, while Wong Poy adopted an English name, My Own. On the other hand, the Japanese shipowners in the 1933 inventory included Sochi Furugen, Sotaro Kashiwa, K. Nakahama, Kenji Tamura, Jiro Takara, M. Wakamatsu, Heisuke Chinen, Sandakichi Hama, Osao Mizube, Jesus Sarau, and Duyoshi Toyama.

Sochi Furugen owned Tatraco, Tatraco No. 2, and Tatraco No. 6; Sotaro Kashiwa, the Victoria; Sandakichi Hama, the Daliao No. 1 and Daliao; K. Nakahama, the Karasu, Namikiri No. 1, Sta. Ana Maru No. 1, and Namikiri; Kenji Tamura, the Amang; Jiro Takara, the Chikara Maru; Osao Mizube, the Juanito No. 1; Heisuke Chinen, the Davao; Jesus Sarau, the Jap

Jeng; and Duyoshi Toyama, the Mindanao.

The 1933 registry’s biggest lighter (barge), owned

by Luzon Stevedoring Co., Inc. (Lusteveco), weighed 157.26 gross tons, while the lightest, weighing 16.76 tons, was listed in the name of Tagum Trading Co., Inc. The heaviest scow (boat) weighed 156.69 gross tons and the lightest weighed only 61.05 gross tons. Both were owned by owned by Lusteveco.

Enterprising Filipinos who made it to the list with their respective watercrafts were Amadeo Matute, a Spanish mestizo who owned Luisa and Monserrat; Hilarion Denona, the Lupon; Benito Quibod, the Makalolo-oy; Pedro S. Carriedo, the Amparo and Angeles; Desiderio Gil, the Himulat; and Venancio C. de Arce, the Sugal.

Meanwhile, other companies that also operated launches were Odell Plantation, an American plantation, which owned Kwang Sou No. 1; Tibungco Lumber Co., operator of Tibungko No. 1, Tibungko No. 2, and Tibungko No.3; and

Ohta Development Co., a Japanese �irm, which bought the Kentucky from J.L. Burch�ield.

Seven years later, during the Commonwealth, several boat owners did not show up in the 1933 list. Key reasons for this could be attributed to the change in ownership, mergers, closure of companies, transfer of routes, and mothballing of old crafts. New operators showed up while some owners expanded their �leet through acquisitions.

There are also exciting details that can be gleaned from the June 30, 1940 directory.

For instance, the �ishing boat Burch�ield I, which Ang Chi & Ang Wu acquired from Burch�ield, had changed hands; it was now owned by Ang Kang, who acquired the 161.92-ton ship, the Sebastian, built in 1928 and the �irst steamer to ply the gulf. He also bought Hoc Chiu from Ang Chi & Ang Wu. Outside of the names already mentioned in the 1933 roster, six more Chinese-sounding names, some naturalized, were included in

the registry, namely Te Tan Cuy, Lim Sui, Tomas Lee, Mateo Ang Bue, Lorenzo Tan, and Uy Beng Him. The new corporate players, meanwhile, were Manila Steamship Co., Compañia Maritima, Gulf Lumber Co., and Davao Fishery, Inc. A couple of Americans, namely David M. Burch�ield and Harden Monroe Joyce, were also registered. Burch�ield owned Jimmie B while Joyce operated Re-Joyce and Re-Joyce I. On the side, new Filipino operators surfaced in the list, such as B.M. Turno, Vicente Guinoo, Lorna Mandaya, Datu Sale de Porkan, Pablo Tomada, Hilario Saavedra, Eugenio Fernando, and Marcelino Maruya (after whom the town of Don Marcelino is named). Guinoo had four registered boat in the roster, namely Guinoo I, Guinoo II, Alfonso I, and Alfonso III. New Japanese players were also logged in the 1940 list along with their motor lunches: D.N. Kamiyama, the Queen of Davao; T. Haguiwara, the Samal II; and C. Gushukuma, the Davao I.

WRITERS’ PITFALLS “The difference between the almost right word and the right word is really a large matter. ‘Tis the difference between the lightning bug and the lightning.” – Mark Twain *** During the Fourth State of the Nation Address of President Rodrigo Duterte to the Congress of the Philippines last July 22, 2019, my 10-yearold niece came to me with a list of words she never understood which the president had blurted: catharsis, �iasco, malefactor, quagmire, rapacious and self-purgation.

“What do you mean by these words?” she asked.

She’s not alone. There are many people out there who, after reading or hearing high-sounding words, have a hard time deciphering what those words really mean?

Even professionals have the same dilemma.

We use words to convey a message every now and then.

There are always two actors: the person who delivers the message and the receiver of the message. How you deliver the message matters but how the receiver understands what you mean is the main thing.

The Bible states: “Unless you

speak words easy to understand, how shall it be known what is spoken?” (I Corinthians 14:9).

Most of those who use words are called writers – although they also come in the form of a journalist, reporter, scribe, chronicler, blogger, and �ictionist. These are the people who use words as their main tools in writing and speaking.

Again, the Bible states: “In the beginning was the Word…”

It may sound obvious but before you write a word, think of what you want to say. Most people �ind writing a herculean task because they are confused with what they want to convey in the �irst place.

Putting all your thoughts into words comes next. When you start scribbling those words, write them as you were speaking out loud. As much as possible, use everyday words that sound natural and familiar. Avoids words and phrases that sound pompous or stiff.

Avoid long, complicated sentences.

When I was still in college, our professor told us: “Write the way you talk.” That statement becomes my motto when it comes to writing. Doing so will not only help you write

plain English but also give your writing vigor and personality.

“Have something to say and say it as clearly as you can,” advices Matthew Arnold, an English poet and cultural critics who worked as an inspector of schools. On how to do this, Russian playwright Anton Chekhov illustrates: “Don’t tell me the moon is shining; show me the glint of light on broken glass.”

Oftentimes, writers come across some blunders. In some instances, they commit faux pas. “To err is human,” Alexander Pope urged us to believe.

But still, writers have their pitfalls, according to Australia Post (AP).

The mixed metaphor is one of these pitfalls. “We use metaphors all the time, often without realizing it. They cannot only be mixed, but unsustained, overdone, and overused,” AP stated. “(But) they can give life and sense to your writing.”

President Duterte oftentimes uses metaphors. As he himself admitted in his recent speech: “I use similes, metaphors, hyperboles, and other �igures of speech every now and then, to prove or stress a point.”

Next is the cliché. “A popular phrase which tends to used indiscriminately, and so becomes worn out and meaningless,” AP says. “Sometimes, a cliché might suit your needs perfectly, but many clichés are just boring.” Examples: play second �iddle, leave no stone unturned.

Jargon – these are specialist words and technical terms from science, art, trade or profession. When used out of context, they are a common source of misunderstanding.

Feedback, interface, parameters, compounding; “whatever the jargon, it is usually ugly sounding and hard to understand,” AP says.

If you don’t know what verbiage is, these are tempting words and phrases that sound important but are just padding. Examples include unduly, respectively, considerable, in connection with, in the �irst instance. “Cut this kind of language from your writing,” AP advices.

Tete a tete, vice versa, apropos, hoi polloi, bete noire, pro rata, al fresco – all these are foreign words which have become part of English language.

“These are often misused, misunderstood, and misspelt,” AP

notes. “Can you replace these with plain English?”

What about punctuation?

“Rely on common sense, and put in stops to make the reader’s task easier,” AP points out.

“Readers will always struggle on to the full stop before they pause to absorb the material.”

Finally, poor grammar.

“Using the correct grammar will become second nature if you read widely; you know something is right because it sounds right, not just because you know the rule,” AP says.

Would-be writers must read. It is only through reading that you compound your vocabulary by encountering new words. American bestselling author Stephen King has this to say: “If you want to be a writer, you must do two things above all others: read a lot and write a lot.”

Nobel laureate and American writer William Faulkner also advises: “Read, read, read.

Read everything – trash, classics, good and bad, and see how they do it. Just like a carpenter who works as an apprentice and studies the master. Read! You’ll absorb it. Then write. If it’s good, you’ll �ind out. If it’s not, throw it out of the window.”

ftershocks continue to rattle Southern Mindanao and other nearby regions four days after 6.3-magnitude quake hit Cotabato and Davao del Sur on Wednesday, October 16.

At 7:50 on Sunday evening (October 20), a 4.8 magnitude aftershock was felt at Sulop, Davao del Sur, which was followed by another strong aftershock 10 minutes later with Kiblawan, also in Davao del Sur, as its epicenter. That’s according to the Philippine Institute of Volcanology and Seismology (Philvolcs) of the Department of Science and Technology (DOST).

“I know that between 7 to 8 pm, another aftershock will be felt,” said Meryl Louise Lapinig, a resident of Bansalan, Davao del Sur. “We had an early dinner because I felt something unusual will again happen.

True enough, it did.”

She had to carry her sixmonth-old baby and 6-yearold son at the nearby house of her grandparents. “I stay in a two-story house and the �irst time we had that earthquake last week; I had already lived in fear. I don’t get enough sleep and each time there’s a tremor, I panicked.”

She’s not alone. Most residents in the area have the same experience.

“When will this aftershocks end?” they chorused.

Engineer Hermie Daquipa, head of the Philvolcs station in Kidapawan City, told Manila Bulletin “the aftershocks could continue from three months to one year.” He asked residents of those affected areas to “brace themselves” as aftershock with a 5.9-magnitude may happen in the coming days.

“Large aftershocks not only rattle nerves, they can also cause new destruction and injuries by further damaging structures hit by the initial earthquake,” wrote Becky Oskin for Livescience.com.

Aftershocks, by de�inition, “are smaller than the main earthquake and must occur within one fault-rupture length of the initial shock,” Oskin wrote. “The fault-rupture is the area of the fault that is torn apart during the earthquake.”

Philvolcs executive director Renato Solidum says hundreds of aftershocks after an earthquake are “not unusual.” In an interview with ABS-CBN, he explained that when a fault moves, it will not totally stop moving.

“The ground around it will still adjust,” he said. “That’s why we have aftershocks.”

EARTHQUAKES shocks,” said the website, scecinfo.usc.edu. “The bigger the mainshock, the bigger the largest aftershock, on average, though there are more small aftershocks than large ones. Also, just as smaller earthquakes can continue to occur a year or more after a mainshock, there is still a chance for a large aftershock long after an earthquake.”

Dr. Solidum urged people not to panic should aftershocks happen. “Be calm during an event,” suggested the man who was recently appointed undersecretary for Disaster Risk Reduction and Climate Change Affairs at DOST. “What is important is understand the scenario.”

An earthquake happens when two blocks of the earth suddenly slips past one another. “The surface where they slip is called the fault or fault plane,” explains Lisa Wald in an article that appeared in the website of the United States Geological Survey (USGS). “The location below the earth’s surface where the earthquake starts is called the hypocenter, and the location directly above it on the surface of the earth is called the epicenter.”

The largest, main earthquake is called the mainshock. “Mainshocks always have aftershocks that follow,” Wald writes. “These are smaller earthquakes that occur afterwards in the same place as the mainshock. Depending on the size of the mainshock, aftershocks can continue for weeks, months, and even years after the mainshock.”

In time, frequency and magnitude of aftershocks will be going down with time. But there are some geologists who talk about foreshocks, which are infrequent compared with aftershocks. “Foreshocks are smaller earthquakes that happen in the same place as the larger earthquake that follows,” Wald says.

“Scientists can’t tell that an earthquake is a foreshock until the larger earthquake happens.”

But there are instances where a major earthquake is followed by an even more powerful one. This was what happened in the sequences of earthquakes that took place in Central Italy in 2016 and Ridgecrest, California in the United States in July 2019.

“In this case, geologists rename the �irst earthquake, calling it a foreshock, and the aftershock becomes the primary earthquake,” Oskin explained. “Also, there are usually other faults nearby that have built up strain over the years. These

events are not considered aftershocks, however, because the added stress from the earthquake was just the tipping point that triggered the fault to release its pentup energy, resulting in a new earthquake.”

Aside from aftershocks, there are other things that people may feel. “Anyone caught up in the disaster may also experience the uncanny sensation of ‘phantom quakes,’ where it feels as if the earth is shaking when in fact it is perfectly still,” writes Dr. Daniel Glaser, director of Science Gallery at King’s College London, in The Guardian. “This happens for the same reason as ‘sea legs’ – the swaying feeling you sometimes get when you walk on dry land after time on a boat.”

Here’s what happens with ‘phantom quakes’: “The brain’s balance system keeps us upright by analyzing signals sent by the ears, eyes, legs and feet and uses this data to predict which way is up. Normally, if you make an unpredictable movement, like stepping on something that’s lower than you think, your motor cortex quickly adapts as it knows what the real world is like. But experiencing an earthquake temporarily shakes these assumptions, so a misstep can possibly trigger a mini ‘earthquake’ that is all in your mind.”

Another health problem that may emerge is the ‘earthquake sickness.’

Julian Ryall, writing for The Telegraph, notes: “Also known as post-earthquake dizziness syndrome, the complaint is linked to a loss of balance and can cause a sufferer to feel that they are experiencing earthquake.

As well as dizziness and disrupted equilibrium, the ailment can trigger bouts of nausea and panic that another earthquake is underway. Some say it is similar to an unpleasant bout of motion sickness, while some doctors suggest it is a manifestation of earthquake phobia.”

But what worried most people in Mindanao is that the recent series of aftershocks might be a precursor of a worst calamity – that of volcano eruption. In an article published by Davao Today, John Rizle L. Saligumba quoted Joel Peeters that the series of aftershocks might be an indication “that an inactive (volcano) is activating again, or forming, or that underground something is brewing.”

Peeters, described as “a Belgian who has lived in Davao City and has been checking the earthquakes in the country using European

Mediterranean Seismological Center and US Geological Survey,” is no expert but just an observer, thinks the unusual number of aftershocks in the area not far from a Mount Apo, is somewhat eerie.

“Maybe the Philvolcs could check if the sleeping giant is showing signs of waking up?” he believed.

Mount Apo, with an altitude of 2,954 meters (9,692 feet), is the country’s highest. It is a �lat-topped mountain with three peaks, the highest of which is known as Davao volcano which has a 500-meter wide crater with a small lake.

“A potentially-active volcano” is how some experts called Mount Apo. The date of its most recent eruption is unknown, and none are veri�ied in historical times.

However, in 1641, the eruption of Parker volcano was incorrectly attributed to Apo volcano.

Earthquakes is as old as the planet itself. “The Earth’s outermost solid layer consists of a thin crust of rock,” explains the book, Fragile Earth: Views of a Changing World. “Dense rock, approximately 5 kilometers thick, lies beneath the ocean basins. Lighter rock forms the continents, projecting above the ocean surface.

“Although the crust covers the entire planet, it is not in the form of a single, unbroken skin. Crustal rocks are in sections of varying size, called plates.

Individual plates can move, as though jostling with their neighbors, and the boundaries where plates meet are the locations of seismic activity – earthquakes and volcanic eruptions.”

The Philippines is frequently rocked by tremors, owing to its location on the seismically active Paci�ic Ring of Fire. The Philippine Archipelago lies between two major tectonic plates: the Philippine Sea Plate and the Eurasian Plate. “Philippine Sea Plate is moving towards the Philippine Archipelago at the rate of about 7 centimeters every year,” Philvolcs explains.

“The Eurasian Plate is being subducted along western side of Luzon and Mindoro at the rate of 3 centimeters per year except on Mindoro and northwest of Zamboanga where collision is taking place.”

At the intersection of the two aforementioned plates is the Philippine Fault Zone, “which decouples the northwestward motion of the Paci�ic with the southwestward motion of the Eurasian Plate.” Movements along other active faults are

reportedly responsible for the present-day high seismicity of the Philippine archipelago.

Historical records showed that since the 1600s, there have been 106 earthquakes in the country with a magnitude of more than 6.0. In Mindanao, the worst earthquake happened on August 17, 1976 when a magnitude 8.0 earthquake hit the Moro Gulf.

“A few minutes after the last stroke of midnight, a violent earthquake occurred in the island of Mindanao spawning a tsunami that devastated more than 700 kilometers of coastline bordering Moro Gulf in the North Celebes Sea,” the Philvolcs reports. “This offshore event generated

by Cotabato trench, a less prominent trench system in the Philippines.”

According to the surveys during the event, “the tsunami was responsible for 85% of deaths, 65% of injuries and 95% of those missing,” the Philvolcs reports. “After the sea spent its fury and rolled back to its natural �low, thousands of people were left dead, others homeless or missing and millions of pesos lost with the damages of properties.”

On March 5, 2002, a magnitude 7.5 earthquake hit Central and Southern Mindanao, leaving 15 people dead and injuring around a hundred more. A report was quoted: “The said quake originated in the Cotabato trench that was followed by a tsunami. But it was the �lood that was generated by landslides and falling debris that caused damage to an estimated 800 buildings.”

Until now, despite the advance of science and breakthroughs, there is still no way of predicting whether a powerful earthquake is likely to be followed by one of even greater magnitude.

However, some studies show that “200 years is the return period for another major earthquake in the same area,” said Philvolcs’ Dr. Arturo Daag when asked by online publication, Rappler.

According to Philvolcs, at least 5 earthquakes per day occur in the country.

For almost four decades now, the country had been affected by 10 earthquakes with magnitude greater than 7.0. As such, the possibility of destructive earthquakes occurring again in the future “is very strong.”

“It’s in our mandate to support sports projects, as many as our funds can allow,” Ramirez said. “And baseball, which had produced great Filipino athletes in the past, is among the sports where we are hoping to see a revival.”

Loyzaga assumed the sport's presidency only in June of last year but in such a short time, the team was able to focus on its immediate task, which was to prepare for the SEA Games by forming two baseball tournaments before and after the University Athletic Association of the Philippines to give the players actual game-time experience. The PABA has also formed its �irst-ever women's baseball team.

“This post-season game was really intended to prepare the team to the recent international game. At least masanay sila, more games. Though being champion is not in our radar, ang objective talaga namin was to perform well. And one of our objectives also na sana matalo natin ang China,” said Loyzaga, whose wards comprise mostly of players from the UAAP.

Art is subjective and may mean many things for different people. For some it is decorative, something to adorn a space or wall. For some art is an expression of the artist’s conscious thought and creativity, while for others, art is an asset, something desirable and is of value.

GLOBE FIRES UP THREE CELL SITES IN SIARGAO TO ENHANCE CONNECTIVITY GLOBE enhances connectivity at the tourist paradise of Siargao in Surigao del Norte as it fires up three cell sites in the municipalities of General Luna, Pilar, and Dapa.

The move paves the way for more tourists from different parts of the country and the world to learn about Siargao as well as promotes financial inclusion and business growth in the island.

Siargao, known for its unique island vibe, has drawn foreign and local tourists in the past years and has contributed to the boom of tourism-related establishments such as hotels, restaurants and travel operators, among others.

“We know that a lot of people in Siargao are looking for better connectivity. The topography of Siargao is quite challenging -- a large area, quite hilly, and the population is spread out so its very expensive to put up a cell site in Siargao. However we also know its potential given the beauty of the place and its commitment to sustainable tourism,” said Ernest Cu, Globe President and CEO. He added: “With these three new cell sites, we bring data services to the island so that tourists can share their Siargao experience to the rest of the world. We are laying down fiber so that businesses can have better internet connection to aid them in the digitalization of their operations. Globe spends about 45 percent of its annual income on telco infrastructure, with the belief that providing data services is the first step towards true progress. Thus, Cu implored local government officials in Siargao to help expedite the release of permits for site acquisition and establishment of cell sites if Siargao is to become an important player in the Philippine tourism industry.

“The local government units are a major component of our efforts to bring connectivity to the communities. Let us make Siargao an example so that all of these impediments to building infrastructure in this country will go away. We will bring our services to the people because we believe Globe can change people’s lives. We are already doing that through connectivity and financial inclusion, among others,” he said.

Cu pointed out the perennial problem being encountered by Globe in the deployment of cell sites in the country. From negotiations and documentation of prospective cell site location to securing structural permits and approvals, Globe estimates an average of eight months and over 25 permits before it can build one cellular tower.

Based on initial reports from the Tupi Municipal DRMMO, two houses were damaged in Purok 9 and 10 of Barangay Poblacion due to the onslaught of the strong winds.

Several other structures were also affected in Purok 14 due to fallen trees, which partially covered some roads.

Aquino said personnel from the MDRRMO and barangay volunteers already cleared the affected roads and structures of the fallen trees.

He said Tupi Mayor Romeo Tamayo directed the MDRRMO head Emil Sumagaysay to assess the other damages and determine possible assistance to the affected residents.

he Philippine U22 team for the upcoming Southeast Asian Games will get a quick acid test as they join no less than reigning Philippines Football League champion Ceres Negros in the same group during the draw for the Copa Paulino Alcantara on Sunday at the headquarters of the Philippine Football Federation in Pasig City.

The U22 Azkals and Ceres Negros will headline Group A along with Mendiola and Green Archers United (GAU).

Meanwhile, Group B consists of Copa Paulino Alcantara defending champion Kaya Iloilo, Stal-

lion Laguna, and Air Force.

Global Makati opted to beg off from the tournament.

The “Copa” will begin on Saturday with a doubleheader at a venue to be disclosed later.

Ceres Negros will take on Mendiola in the �irst match, and Kaya Iloilo will battle Air Force in the second game.

The U22 Azkals will make their Copa debut next Sunday against GAU. Stallion Laguna, due to Global Makati’s backing out, will only make its Copa debut on Oct. 30 against Air Force in one of three matches scheduled on that day.

The top two teams from each group after the single round-robin eliminations will qualify for the knockout crossover semi�inals on Nov. 10, where the winners will contend for the cup title on November 16.

The Biñan Football Stadium, according to Stallion Laguna president and head coach Ernie Nierras, is being eyed as the venue of the cup playoffs in hopes of possibly making it a test event for the SEA Games.

Provincial sports coordinator Leo Manisan said six teams were invited to see action in a oneday slugfest. The participants will come from Davao City, Panabo City, Compostela Valley Province, Davao del Sur, Sto. Tomas, Davao del Norte, and Davao Occidental.
