Sara calls out DoF, NEDA for city’s major projects in 3rd SOCA

ayor Sara Duterte called on the Department of Finance (DoF) and the National Economic Development Authority (NEDA) to expedite the implementation of pending major projects in her third State of the City Address (SOCA) on Monday, October 14, at the Sangguniang Panlunsod (SP).

Mayor Duterte was referring to the Davao-Samal Bridge, High Priority Bus System (HPBS) and Waste-to-energy (WTE) projects.

She disclosed that the plans for the bridge that will connect Davao City and the Island Garden City of Samal (IGACOS) are on �inal stages. However, documents of the said project are still pending at NEDA

central of�ice.

“Nanawagan po ako sa NEDA na tulungan kami dahil ang papeles ng Davao City and Samal ay nasa NEDA pa,” Duterte said as she likewise called on NEDA for the speedy implementation of HPBS with documents still pending at NEDA central of�ice.

The HPBS is expected to be implemented before the year ends or by �irst quarter of 2020. The project aims to shift from the current public utility jeepney (PUJ) transport system to a high-end bus system.

She also called DoF for the approval of the city’s WTE with docu-

ments pending at the Finance department.

In a press conference held after the SOCA, Duterte explained to media that these are the city’s major projects that need the support of the national government.

“Meron tayong tatlong malaking projects na kailangan ang tulong ng gobyerno. Yung mga documents are with national agencies. Humihingi tayo ng support sa kanila with these projects. To solicit their support to the project para mausgdan ang implementation within 3 years,” she said.

hilippine National Police (PNP) chief Gen. Oscar Albayalde relinquished his post as he goes into non-duty status (NDS) effective Monday barely more than three weeks before his mandatory retirement amid allegations dragging him into the reselling of seized illegal drugs.

He said his move aims to pave the way for President Rodrigo R. Duterte to choose the new PNP chief.

“After careful thought and deliberation, I have come to the decision to relinquish my post as Chief, PNP effective today and go on a non-duty status. I have submitted my letter of intent to Secretary Año which he accepted and favorably endorsed to the President,” Albayalde told PNP person-

nel during his speech at the �lag-raising ceremony in Camp Crame on Monday.

“Over the weekend, I had the opportunity to talk to the SILG (Secretary of Interior and Local Government) Eduardo Año, about the events that have transpired in recent days, particularly the Senate investigation on the alleged “agaw-bato” issue in which I am being implicated,” he said.

Albayalde, who is set to retire on Nov. 8, was implicated in the issue of “ninja cops” or policemen involved in reselling illegal drugs.

He was the Pampanga provincial police director when 13 of his men were involved in an anti-illegal drug operation in November 2013 which was found to be irregular.

Albayalde has been in hot water in the past weeks after he allegedly intervened with the implementation of the dismissal order against the 13 cops which was investigated by the Senate justices committee. He repeatedly denied the accusations being thrown against him.

(PhilHealth) has suspended and withdrawn the accreditation of three major private healthcare providers in Region 12 (Soccsksargen) due to alleged fraud.

Dr. Antoniette Ladio, acting regional vice president of PhilHealth-12, said on Saturday they issued a writ of execution of suspension to the General Santos Doctors Hospital Inc. (GSDHI) here.

Ladio said notices of withdrawal or revocation of accreditation were also issued against the Dr. Arturo P. Pingoy Medical Center (APPMC), and the Allah Valley Medical Specialists Center Inc. (AVMSCI), both based in Koronadal City.

Ladio said GSDHI was suspended "for violation of the pertinent provisions of Republic Act 7875 or the amended National Health Insurance Act of 2013."

The APPMC and AVMSCI, he added, are suspected for involvement "in the commission of fraudulent activities."

The suspension of GSDHI will take effect on Oct. 21 until Jan. 18, 2020 and from Jan. 19 to April 17, 2020 or about six months while the withdrawal of accreditation for APPMC and AVMSCI of�icially took effect last Oct. 10.

The decision was based on PhilHealth Board Resolution No. 2406, series of 2018, on case numbers HCP-XII-08-007 and HCP-XII-08-014.

PhilHealth-12 initially issued a public advisory

regarding the accreditation status of the three hospitals on Thursday.

In the case of APPMC and AVMSCI, Ladio said their central of�ice issued a memorandum last June 13, 2019, recommending the withdrawal of their accreditation after being "suspected of engaging in fraudulent activities."

He said PhilHealth has the authority to grant health care providers or hospitals with accreditation, which confers them the privilege to participate in the National Health Care Insurance Program.

"In the same manner, the corporation has the authority to deny or withdraw the accreditation of a health care provider after an evaluation of its capability and integrity in accordance with (its) guidelines, standards and procedures," he said in a statement.

Ladio noted that as a policy, PhilHealth members and their eligible dependents are entitled to avail of bene�its under the National Health Insurance Program only in health care providers accredited with the agency.

With the suspension and withdrawal of their accreditation, he said PhilHealth will not receive, process and pay any claims of bene�its for con�inements or services rendered involving the three hospitals.

he discovery of a type 2 vaccine-derived poliovirus from the sample water taken from the Davao River last month by the Department of Environment and Natural Resources-Environmental Management Bureau (DENREMB) intensi�ied the city's vaccination drive to stop the spread of polio virus in the city.

The regional of�ice of the Department of Health (DOH) in partnership with the City Government of Davao and the City Health Of�ice (CHO)kicked off on Monday, October 14, the city's intensi�ied anti-polio vaccination drive in Barangay 5-A Gym in Bankerohan.

PH expresses sympathy with Japan over deadly typhoon

he Philippine government is sympathizing with the government and residents affected by one of the worst typhoons to hit Japan, which killed over 20 people, Malacañang said on Sunday.

Presidential Spokesperson Salvador Panelo made this remark after typhoon Hagibis triggered �loods and landslides, which led to the evacuation of millions of people in Japan.

“On behalf of the Filipino people, President Rodrigo Roa Duterte expresses his deep sympathy to the people and government of Japan for those who perished, were injured, or found themselves home-

less in the aftermath of the strongest typhoon to hit Japan in decades,” Panelo said in a statement.

Panelo said the Philippine Embassy in Tokyo is closely monitoring the situation and is coordinating with the Filipino community in typhoon-affected areas in Japan.

He noted that the Department of Foreign Affairs is also reaching out to its Japanese counterpart to provide humanitarian assistance.

DILG Undersecretary and Spokesperson Jonathan Malaya, in a statement Sunday, said the road clearing is now a continuous program of the government and the DILG will conduct quarterly validation of the operations of all LGUs this December.

He said the challenge now to LGUs is to sustain the gains they achieved all year-round and for those in the medium and low compliance category to improve on their performance.

“The President congratulated the DILG and all LGUs who actively participated in the road clearing operations and directed Secretary (Eduardo) Año to continue with the program until the end of his term,” Malaya said.

Malaya said while there was more to be done, “the President was very satis�ied and he com-

mended the DILG under Secretary Año and the LGUs with resounding applause from him and all Cabinet members during the Cabinet meeting last Friday.”

Based on the validation reports from 1,246 LGUs, he said 6,899 roads all over the country were cleared of all types of obstruction with 328 local governments that got high compliance rating while 497 and 323 received medium and low compliance ratings, respectively. Ninety-seven LGUs got failed marks.

He said the DILG will issue a new memorandum circular about the continuation of the program and the quarterly validation.

The DILG will also direct its �ield of�icers to assess the performance of their respective LGUs and advise them of how they can sustain and improve their performance.

“So, our advice to all LGUs is not to let their guard down, maintain and sustain what they have accomplished, continue with their road clearing operations, otherwise they will join the 97 LGUs that have

work in Canada, Australia, Singapore, London, Calabarzon and Mimaropa for nurses, caregiver, managers, restaurant staff, among others.

Mary sent a supposed reservation payment of P1,000 to a certain Arthur Villena who posed as a DOLE employee.

After sending the payment, the alleged employee arranged for a meetup at the DOLE headquarters in Intramuros, Manila but did not show up. The victim then reported the incident to the agency.

The DOLE said it has reported the page and coordinated with Facebook to shut down the account.

Group oppose more sugar imports, seeks audience with Duterte

showcase her talent in a bigger stage and crack the women’s national boxing team at the age of 15. Her �irst burst to glory was when she landed on the podium in the 2011 SEA Games in Jakarta where she bagged a silver in the bantamweight division. The following year, she also won her �irst bronze medal in the Asian Amateur Boxing Championships in Ulan Bataar, Mongolia. In 2013, Petecio moved up to the featherweight division where she managed to cop a silver in the SEA Games in Myanmar. She quali�ied for the 2014 Asian Games in Incheon but didn;t win a medal. She bounced back with a silver medal in the 2014 World Championships in Jeju. In 2015, she settled for yet another silver in the Singapore SEA Games. Her strong of misfortunes in featherweight forced her to return to the bantamweight division in the 2015 Asian Championships in Wulanchabu, China.

Still, she fell short of the gold.

Perhaps the biggest mosfortunes that struck her was losing a split points decision for a spot to the 2016 Rio Olympics and in the 2018 Asian Games where she lost to China’s Yin Jun Hua in a controversial 2-3 split decision.

Now, she has her eyes set again for an Olympic berth in the women’s 57kg division of the 2020 Tokyo Games.

With the world championship tucked in her belt, this Dabawenya might have the luck to become the country’s �irst ever gold medalist in the Olympics. As she would put it: “try it one more time.”

TROUBLE IN ORVAL HUGHES ESTATE American estate owner Orval Hughes may not ring a bell to most of us. But a scan of extant records shows he is the great grandfather of Sharon Garcia Magdayao, known in the entertainment world as Vina Morales. Yes, the Filipino silver screen, ramp, and tin pan alley star.

Hughes was granted a lease for twenty-�ive years in 1924 by the government over an 856-hectare agricultural land in Malalag, Davao del Sur. Overall, including an extension of three years and 10 months, the lease expired on May 25, 1952.

Hughes died during the war and was survived by �ive heirs who, prior to the expiry of the lease, �iled sales applications Nos. V-11538, V-12992, V-13837, V-14586 and V- 15003 with the Bureau of Lands covering 716 hectares of the land.

In 1949, with intent to take over the Hughes estate, a group of 133 persons opposed the application and �iled a petition with the Bureau of Lands asking of the dissolution of lease due to neglect, non-cultivation,

and allocation of the farm. In an assessment, the lands bureau found the heirs to have complied with the requirements in tilling the sprawling property.

Unfazed, the petitioners appealed their case to the Agriculture and Natural Resources secretary but were failed to get the nod. Instead, the secretary, in a ruling dated June 2, 1953, supported the continued possession of the leased property in favor the Hughes heirs, even giving them the right to acquire the estate if they wanted it purchased after the lease had expired.

Unruf�led by the rejections, the group �iled a complaint with the Of�ice of the President (OP) in November 1955, opposing the sales applications and claiming the heirs only cultivated 50 hectares of the entire estate. Once more the petition was dismissed on January 27, 1956.

The group, still persistent, �iled for a motion for reconsideration, which resulted in an order for the secretary to comment. After receipt of the answer the Executive Secretary,

in behalf of the OP, rendered an amended decision on August 20, 1957, awarding 399 hectares to the petitioners and the remaining 317 hectares divided among the heirs. In a modi�ied ruling dated October 18, 1956 that became �inal and executory, each petitioner was awarded three hectares.

But the Hughes heirs contested the awarding with a series of actions in court, asking for the cancellation of the judgment and to delay enforcement. It was �irst lodge with the Court of First Instance in Davao City, docketed as Civil Case No. 4685. The heirs prayed for the annulment of the August 20, 1957 OP decision and an injunction against its execution.

The Court of Appeals, on April 3, 1967, dismissed the case and was af�irmed by the same court on January 18, 1971.

In a strategy designed to further delay the application of the amended decision of the Executive Secretary, the Hughes heirs instituted four more cases that amounted to forum-shopping. The case, docketed as G.R. No. L-62664, eventually reached the Su-

preme Court and was �inally decided on November 12, 1987.

In its ruling, the high court reversed and set aside the verdict of the appellate court (CA-G.R. No. 1429) and reinstated and af�irmed the order of the trial court dated March 24, 1982, which dismissed the complaint of the Hughes heirs.

But the agrarian con�lict did not stop there. Following the enactment into law of the Indigenous Peoples’ Republic Act of 1997, or RA No 8371,

by President Gloria Macapagal-Arroyo, lands classi�ied as ancestral domains were issued titles by the National Commission on Indigenous Peoples (NCIP), including the former Hughes estate.

The issuance of certi�icate of ancestral domain title (CADT) was made following the order of then secretary Mike Defensor of the environment and natural resources department “recognizing NCIP jurisdiction over the controversial area and stopping DENR from processing the claims of the 133 lowlander-petitioners over the ancestral land of the

Egalan-Gubayan clan.” As a result, on November 12, 2004, the 856-hectare estate was given a CADT. Oral tradition says the Hughes estate, which was leased from the government in 1924, originally belonged to Datu Egalan and Princess Gubayan of the Tagakaulo clan.

In 1991, on the strength of the CADT, the Egalan-Gubayan clan entered into contract with AMS Farms “to further develop the area and protect the existing crops from deterioration.”

The new deal was inspired by the fact that Upland Banana Corp., a sister company of AMF Farms, had created a cordial relationship with the T’bolis of South Cotabato.

The original partner of the old Hughes estate was Lapanday Agricultural and Development Corp., which also �iled a separate case involving the Hughes heirs, docketed as G.R. No. 162109. It also reached the third division of the high court and was decided on January 21, 2005. The verdict af�irmed in entirety the ruling and resolution earlier issued by the Court of Appeals.

CHASING DREAMS I never thought it would happen.

When I was still a kid, I dreamed of becoming an illustrator and storyteller. I used to draw a lot of things. I also loved to tell stories crafted from my own imaginations to my friends and siblings.

But I live in a province far, far away from Metro Manila. So, I decided to follow my second choice: writing. I “discovered” this talent when my high school Pilipino teacher urged me to join an essay writing contest. Although I didn’t win, it gave me a thought of pursuing it.

To gather information, I had to go to our library, reading books, newspapers and magazines like Reader’s Digest (not knowing that in the future I would be writing for this publication). To write my pieces, I had to borrow a typewriter from a neighbor.

There were times that I had to scribble them so that by the time I could borrow a typewriter, I can immediately type them and send it to Manila by mail. Sensing that I really needed my own typewriter, my mother bought a second-hand typewriter for me.

My mother saw my talent.

In fact, she bought �ive copies of Mod magazine when my very �irst feature, “Children Tell What Doctors Do,” was published.

Since then, my articles and features also appeared in Woman’s Home Companion, Focus Philippines, Express Week, Woman Today, Mr. & Ms., Philippine Free Press, and Philippines Graphic.

Dreams are just the beginning. They give some things to pursue in life. But you don’t go to bed and sleep to literally make your dreams. You have to do something about them. “Don’t give up on your dreams, or your dreams will give up on you,” John Wooden once said.

When you dream, don’t settle for less. After all, it is free to dream. Aim high, dream for bigger things in life. Challenge yourself and do the impossible task. “Dream the impossible,” Elijah Wood pointed out, “because dreams do come true.”

It’s not enough to follow your dreams, as some people urge. Instead, chase your dreams. That’s the unsolicited advice of Atty. Nicholas Caraquel, an immigration lawyer now based in New York. He has received several awards and recognitions for his work and some people are telling him that he is lucky.

“No, I am not lucky,” the boyish-looking lawyer who grew up in Davao Oriental clari�ies. “I work hard to reach my dreams.”

When he was still a high school student, he was one of

the four students in the province who quali�ied for the National School Press Conference (NSPC) in Baguio City. “We were asked to raise P5,000 for our trip,” he recalled. “The other three students were �inancially ready three weeks before the trip.”

His parents (his father was a barber while his mother was a dressmaker) couldn’t afford it. “So, I solicited from our local politicians but they said there was ‘no funds.’ So, I solicited from our local businesses. P5, P10, etc. came a long way but it wasn’t enough. I wrote a letter to our congressman and luckily, I received P1,000.”

All in all, he was able to raise the much-needed P6,000 (to include his allowance) and successfully attended the NSPC. But it was not the end of his struggles.

“Graduating top 4 in high school and be told by my parents on graduation day that I can’t go to college was devastating,” Atty. Caraquel said. “Unknown to them, I applied for all scholarships available to me and passed all of them. I waited and was lucky to be chosen as the lone state scholarship awardee for Region XI – my ticket to my industrial engineering degree in Ateneo de Davao University.”

How he became a lawyer and ended up an immigration

lawyer in New York is another interesting story. Perhaps that’s for another feature. What we want to point out here is that you don’t stop in chasing your dreams when the world says, “No!” It is only in the dictionary where success comes �irst before work.

But what really triggered me to write this piece was when I read the story of Olympics-bound gymnast Carlos Edriel Yulo who, at the age of 19, became the toast of Philippine sports last Saturday in Stuttgart, Germany.

Yulo, the youngest contender, ruled the �loor exercise �inal and that gave the Philippines its �irst-ever gold medal in the FIG Artistic Gymnastics World Championship. Last year, he settled for bronze medal, which was already a historic win.

Last year, he made an impressive record by being a consistent World Cup series podium �inisher for winning medals in Melbourne, Baku, Doha, and Cottbus editions.

The recent gold medal he won, however, won’t be his �irst nor it will be his last. Next year, the 4-foot-9 dynamo will be competing in the 2020 Tokyo Olympics since he secured his own ticket last September. Who knows, he may just bring the elu-

sive Olympic gold medal for the country.

Actually, he started training at the age of 7. The bubbly kid, who was already winning medals at the Palarong Pambansa, had only dreams of winning a gold in the Southeast Asian Games. There are already talks that he will win not just one but several gold medals in the forthcoming SEA Games which will be held in Manila this coming December.

It was hard work and determination that earned him those medals. In fact, Yulo has been training in Tokyo, Japan for three years now. He is under the tutelage of Japanese coach Munehiro Kugimiya.

Rappler’s Beatrice Go has this report: “The Filipino progidy met Kugimiya when the latter was dispatched by the Japanese Gymnastic Association to help coach the Philippine team in a gesture of sporting goodwill.

Kugimiya saw Yulo’s potential and believed his new ward needed to �ind better training conditions.”

The rest is history.

Yulo dreamed. He did not stop from there. He chased his dreams to make it happen. As Hollywood �ilmmaker Walt Disney said: “All our dreams can come true, if we have the courage to pursue them.”

A WORLD WITHOUT WASTE: IT’S TIME TO STOP POINTING FINGERS

CLOSING the loop and making the Philippines sustainable one community at a time.

There’s a longstanding rift between being sustainable and development. At one point or another, we’d have to admit that development is inevitable, and it is a good thing for the economy. Choosing to make progress sustainable, on the other hand, is a choice.

It’s something we decide on every day. For example, do we choose to buy water in a plastic bottle or instead, find a way to drink water more sustainably? For instance, think about how many times you order coffee to go in a week? If you brought your reusable coffee container, imagine how many disposable single-use plastic cups (and lids) you’re saving from the dumps!

Little decisions that lead to small changes in habits still create an impact, especially when compounded over a more extended time. If at least one person decides to use a reusable water bottle instead of buying single-use plastic bottles and using takeaway cups each day— how much of the earth can we save?

“We believe that sustainability, tourism, and business can go hand-in-hand when all parties from the private sector like Coca-Cola, us – your local public servants, and equally-passionate

organizations and individuals work together toward a common vision. We all want to live in a World Without Waste, and I hope that that is a shared end goal that we can all help contribute towards reaching,” Mayor Cecilia Rusillon of the municipality of General Luna said during the commitment wall signing that took place during the opening ceremony of the 25th Annual Siargao Cloud 9 Surfing Cup. Under the World Without Waste vision, Coca-Cola aims to collect and recycle every single bottle or can they sell by 2030. They also aim to make packaging 100% recycle so that none of these ends up in landfills or oceans.

It seems still a long way to go knowing that it’s going to be around ten years from now, but it doesn’t mean we can’t do something about it.

As individuals, we can always have a say over our own decisions and help influence others towards a more sustainable and responsible way of living.

Part of their mission is helping the local kids of their community earn their education while learning how to surf and develop sustainable practices like regular coastal cleanups and waste segregation, to name a few.

“Like every municipality, we want to progress but not at a cost to the environment and the community” adds Sun Crew’s Jerome Cubillan. Development should never come at a cost as high as the future of the next generations. As early as today, we all need to do our part in ensuring the world doesn’t come to a grim and polluted end as our nightmares show us. Echon said the withdrawal has not only affected patients from South Cotabato and Koronadal City but also those from the neighboring provinces and cities.

"Despite our situation, rest assured that we will continue to serve and not abandon our patients. We discussed some strategies and came up some options that can help them in the process," he added.

“This is to ensure that we adopt their directions that would suit the higher education institutions (HEIs). The vision of CHED is for all HEIs to have a safety and healthy plan so it includes the prevention of armed con�lict, crimes within and outside the campuses,” Jaro said.

esthy Petecio became the second Filipino athlete to win a world championship in two consecutive days as she bagged a gold medal in the AIBA Women’s World Boxing Championship in UlanUde, Russia on Sunday.

Petecio defeated home country favorite Liudmila Vorontsova via a 3-2 split decision in the featherweight division �inal to bring home the bacon.

Petecio came alive in

the third round, landing solid punches to Vorontsova to �inish the bout strong.

Two judges gave Petecio identical 30-27 scores, while a third judge gave her a 29-28 lead.

Vorontsova got the nod from the other two judges with both having it 30-27 and 29-28 to her favor.

Petecio’s victory came at the heels of Caloy Yulo’s gold medal conquest in the FIG Artistic Gymnastics World Championships in

Tour of Mindanao will usher the Mindanao-Sulu-Palawan (MinSuPala) Games 2020 as decided by co-organizers Mindanao Development Authority (MinDA) and Philippine Sports Commission (PSC) during a second meeting with other stakeholders held on October 12 at The Pinnacle Hotel and Suites here.

Secretary Emmanuel Piñol, who chairs MinDA, reminisced when the annual Marlboro Tour is held during summertime and it used to be a highly-anticipated event not just for cyclists but for sportswriters like him as well.

He came up with the idea as Malaysia, a BIMP-Eaga partner of MinDA, also holds a regular multiple stage cycling race known as

Tour de Langkawi.

Thus, he proposed to PSC Chairman William I. Ramirez that reviving the Tour of Mindanao will further boost MinSuPala Games.

"We can discover cycling talents, discover the beauty of Mindanao. We can have the last stage or the awarding of the champion and the rest of the winners during the opening ceremonies. We can show to the world that there is peace in Mindanao because cyclists can freely ride around it safely," Piñol said, adding that the Tour of Mindanao could change the image and landscape of the island.
