HELPING OUT Japan commits to assist Davao in resolving problems on wastes

T

he Government of Japan has committed to assist Davao City in resolving problems on wastes.

Kitakyushu City Mayor Kenji Kitahashi said it is their aim to assist Davao City in resolving its problems on wastes and that it is their ultimate goal to see Davao City succeed in resolving these issues.

“Three years ago I was in the City of Davao to bring sister cities and our aim is to assist Davao City in resolving its problems with processing of garbage and waste materials and we have been supporting each other through cooperation.

Our ultimate aim is to see Davao succeed in resolving all of these problems so that Davao City becomes the model not only for the Philippines but for the entire Southeast Asian region,” Kitahashi said in his speech during the opening of the Davao Japanese Community 100 Years Anniversary Expo held at the atrium of SM Lanang Premier on Friday.

Davao City has a sister city agreement since 2018 with Kitakyushu which would provide technical support in the construction of the Waste-to-Energy (WTE) facility in Davao.

Kitahashi also looks forward of greater cooperation between their city and Davao.

During the opening, which was highlighted with an opening of sake barrel, Japanese performers performed a drum presentation called Goheitabayashi and a Yukata show.

In a statement, Presidential Communications Secretary Martin Andar welcomed the latest inflation data.

“We are elated to hear the Philippine Statistics Authority (PSA) report that inflation is at its slowest pace in over three years,” Andanar said.

“Despite the criticisms this administration receives, economic indicators show that our government is delivering results,” he said.

Inflation or the rate of increase in the prices of goods and services hit 0.9% last month, slower than the 1.7% recorded in

August.

This is the lowest rate in 40 months since it clocked in at 1.3% in June 2016.

Last month’s inflation rate was a big improvement on the 6.7% inflation posted in September 2018.

This brought the yearto-date inflation for 2019 to 2.8%, within the government’s target of 2-4% for the entire year.

“The National Economic and Development Authority (NEDA) attributes the slow down in part to the success of the Rice Tariffication Law which has allowed consumers to enjoy lower prices of rice because of higher supply,” Andanar said.

“NEDA has assured to fast-track programs that will enhance farmers’ skill and boost their productivity,” he said.

In a statement Friday, Army spokesperson Lt. Col. Ramon Zagala said the additional recruitment aims to augment the troops who will help the government deal with security threats and expand nation-building efforts.

“Anyone who wants to serve our people is welcome to join as long as the Philippine Army’s qualifications are met. Qualified applicants will receive the same benefits during training and when they become part of the regular force,” Zagala said.

The move, he said, aims to capacitate the country’s forces against internal and external threats while promoting nationalism among Filipinos.

slots are for both aspiring officers and enlisted personnel.

The minimum requirement for a candidate soldier is that he or she must be 18 years to 30 years old, a natural-born Filipino, single, without a child, and with a height of 5 ft. to 6 ft. 4 inches.

An aspiring applicant must also pass the Armed Forces of the Philippines Service Aptitude Test, physical and medical examinations, and physical fitness test.

Those who are interested to apply may visit the Army recruitment centers in Cagayan de Oro City, Cebu City, and Taguig City.

Applicants may also visit the nearest Army base in their localities for inquiries.

Speaking before the media during the annual Aboitiz Media Party, Friday, EVP and COO of Aboitiz Power Distribution Utilities Group Jaime “Jimmy” Aboitiz said the second phase of Davao Light and Power Company’s (DLPC’s) underground distribution system (UDS) in the downtown area is ongoing in Claro M. Recto St. He said the project is almost 80 percent complete and expected to be operational in early 2020.

“We will continue the third to fourth phases af-

ter this. Our commitment is keep continuing to go underground in Davao,” he said.

The UDS project aims to convert overhead power cables to underground cabling with the first phase, covering the area around the city hall complex, was completed in 2017.

Aboitiz also highlighted their LED street lighting project for Davao City that seeks to reduce the city government’s energy consumption and is targeted to be completed within five years.

He said to date, a total of more than 3,000 LED lamps have been installed since 2018 prioritizing the barangays within Davao City proper.

Aboitiz also announced that the P12.6 billion bulk water supply project of Apo Agua Infrastructura Inc (AAII) and Davao City Water District (DCWD) Davao is expected to start operations by the first half of 2021.

“That would deliver 300 milliliters per day of safe water to serve Davao City. The pipe laying works will begin within the month. Excavation works and foundation of its water treatment plant in Barangay Gumalang are currently ongoing. To date, Apo Agua now has a total of close to 500 labor-

ers and skilled workers from its host barangay in Gumalang, Wines, TawanTawan, and Tamugan,” he said.

Apo Agua is currently conducting the river diversion works to facilitate the construction of the weir along Tamugan River, the next water source of Davao City.

Other updates include the company’s 73 megawatt Manolo Fortich Bukidnon Hydro Power Plant operated by Hedcor which is now on its first year delivering renewable energy.

Host communities are now reaping the first year royalty shares due to them.

avao City Mayor Sara Duterte-Carpio turned over a total of 250 "Bag ng Pagbabago" to displaced learners of Salugpungan Ta'Tanu Igkanugon Community Learning Center Inc. (STICLCI) which was recently suspended by the Department of Education (DepEd) in Compostela Valley Province.

Compostela Valley provincial governor Jayvee Tyron Uy told Edge Davao that the Davao City mayor made good of her promise to provide the first set of backpacks consisting of school supplies for the displaced learners to usher the province's “Bayanihan para sa Paaralan” project.

It was recalled that the provincial government of Compostela Valley raised

P9-million budget through the help of the private sector partners in a bid to construct a total of 11 classrooms in far-flung areas of the province.

The facilities are currently being constructed in five sites including Barangays Panansalan in Compostela, Danawan Manurigao in New Bataan, Sitio Side 4 Mangayon in Compostela, Sitio Bongloy, Pagsabangan in New Bataan, and three in Sitio Sapanglubog, Tibagon in Pantukan town that are situated in Geographically Isolated and Disadvantaged Areas (GIDA).

The construction started last September 20 andis expected to be completed this month (October).

resident Rodrigo Duterte assured Russian businessmen that investing in the Philippines will yield gains as he urged them to get on board the country’s Build, Build, Build program, especially in transportation and railway, where the foreign nation has expertise.

Duterte said he earlier signed with Russia cooperation agreements on aerospace, automotive, infrastructure, energy and pharmaceutical industry.

He said these are mutually beneficial to the two countries.

Speaking at the Philippine-Russia Business Forum, Duterte said the attendance of Russian businessmen “is a strong vote

of confidence for the Philippine economy.”

“I invite you to participate in our massive Build, Build, Build program, especially in transportation and railway construction, where Russia has high expertise,” he said.

“Let me assure you that your investments are assured of gains and protection in my country,” Duterte said.

Duterte said his administration offers ‘competitive fiscal and non-fiscal incentives” to jumpstart qualified investment prospects “from infancy to maturity of the business operation.”

He said investors will enjoy tax holidays that would exempt the company from payment of the 30 percent corporate tax for four to six years from the start of commercial operations.

The may be extended for another three years subject to certain conditions such as expert earnings, labor generation and use of indigenous materials.

Investors may also avail of tax and duty free impor-

tation of capital equipment and raw materials. There will also be a refund of value added tax for locally-purchased materials.

Duterte said that Russia is a priority trade and investment market for the Philippines.

Total trade between the two countries reached US$1.36 billion last year, more than double than the US$568 million trade in 2017.

Philippine exports to Russia also increased to US$86 million last year, from US$70 million in 2017.

he Philippines' inflation rate further slowed to 0.9 percent in September 2019, the lowest since 1.3 percent in June 2016, due to faster deceleration of the heavily-weighted food and non-alcoholic beverages index.

This is a drop from 1.7 percent last August and lower than year-ago's 6.7 percent, the peak last year, which brought the average inflation in the first nine months this year to 2.8 percent.

In a briefing Friday, Philippines Statistics Authority (PSA) Undersecretary Claire Dennis S. Mapa said

He forecasts inflation to sustain its drop towards the end of the year.

"Our expectation is that it will go downward unless there are shocks," he added.

Rice tariffication helps 'pull down' inflation, says Pernia

he continued deflation in rice prices for the last 5 months proves that the recently implemented rice tariffication law, which replaced import quotas with tax, helped ease inflation, an official said Friday.

The consumer price index rose 0.9 percent in September, government data showed. Rice inflation settled at -8.9 percent, the lowest since 1995.

"We see the rice tariffication law continuing to help pull down overall inflation in the near term as it continues to help improve rice stock inventory of the country," Socioeconomic Planning Secretary Ernesto Pernia said in a statement.

Access to cheaper rice is "good for Filipino con-

sumers," he said.

Rice stock rose by 40.3 percent in August due to higher importation of rice, the National Economic Development Authority (NEDA) said.

Farmers, however, said importation resulted in significant reduction in prices of rough rice or palay, with some claiming that their harvest was sold for as low as P7 per kilo.

Pernia said the government should "fast-track and prioritize" programs meant to protect farmers against the effects of the law.

The rice tariffication law mandated the creation of the Rice Competitive Enhancement Fund worth P10 billion to improve the productivity and "profitability" of local farmers.

NEDA chief calls for programs’ prioritization to help farmers

ocioeconomic Planning Secretary Ernesto Pernia on Friday raised the need to prioritize programs that will boost rice productivity as rice deflation was registered for the fifth consecutive month last September.

The Philippine Statistics Authority (PSA) earlier in the day reported that rice prices registered a growth of -8.9 percent from last August’s -5.2 percent.

This development contributed to the over-all inflation decelerating further to 0.9 percent in September 2019, slowest since the 1.3 percent in June 2016, from 1.7 percent in the previous month and 6.7 percent a year ago.

The average rate of price increases stood at 2.8 percent to date, at the lower half of the government’s two to 4 percent target band until 2021.

In a briefing, PSA Undersecretary Claire Dennis Mapa said the retail price of rice has declined by 18 percent year-on-year to date.

Authorities have attributed the slower domestic inflation rate partly to the impact of Republic Act No. 11203, or the Rice Tariffication Law (RTL), which was signed into law last February and took effect last March.

In a statement, Pernia said NEDA officials see RTL “continuing to help pull down overall inflation in the near term as it continues to help improve rice stock inventory of the country.”

He said the rice stock inventory rose by 40.3 percent last August due to higher rice importation, which RTL provided as it did not limit the importation of the basic commodity.

He said retail and wholesale

prices of rice declined by about 6 percent to 8 percent to date, or about PHP3 per kilo as a result of the RTL. “This access to cheaper rice is good for Filipino consumers,” he said.

However, Pernia, who is also the National Economic and Development Authority (NEDA) Director-General, also stressed the importance to protect Filipino rice farmers.

“While consumers enjoy lower price prices, we must at the same time protect the Filipino farmers from falling palay prices. The government must fast-track and prioritize programs and projects under the Rice Competitiveness Enhancement Fund to boost production and improve the profitability of the Filipino farmers,” he said.

The statement cited that a joint resolution that will help local farmers from declining rice prices is pending approval in Congress.

It also said an investigation on the anti-competitive practices is jointly being done by the Department of Agriculture (DA) and the Philippine Competition Commission (PCC).

“We are also on the lookout for upside risks to inflation that may emanate from the reported cases of African swine fever in the country and volatility in international oil prices poses,” Pernia added. (PNA)

Is DOH hoarding up?

Medicines are meant for the sick, not for the stockroom.

The Department of Health (DOH) better keep that in mind. The agency must expect it will be in a deep mess come budget hearing time for the 2020 National Budget. It needs to answer the issue on the P20 billion overstocked drugs and medicines.

On Saturday, the Health department said they already distributed some P3.54 billion out of P18.49 billion worth of overstocked supplies.

Last July, Sen. Sonny Angara filed a Senate resolution seeking an inquiry into the overstocking of close to P20-billion worth of drugs and medicines by the DOH saying the agency’s wastage of medicines “is becoming like dengue, it has become an annual thing.” The lawmaker lambasted the agency for wasting government resources while most ordinary Filipinos cannot even afford to buy medicines and are undermedicating themselves. Hence, the agency’s “perennial problem with undistributed expired drugs” will also be a “major point of interest” in the upcoming Senate hearings on the proposed 2020 budget of DOH. The DOH must be ready to answer the grilling questions during budget deliberations.

The DOH has accumulated some P18.49 billion worth of overstocked drugs and medicines in 2018 as discovered by the Commission on Audit. Drugs and medicines amounting to P367.15 million were also found to be nearing expiration dates, according to COA in its annual audit report. To think that the near-expiry medicines were no ordinary drugs but are those of mental health drugs, cancer drugs and

DOH’s explanation was that the overstocked supplies was due to a shortage in specialized warehouses.

This explanation sounds very lame. Common sense dictates that if you do not have space to store property, you don’t carry more than the load capacity. Anything more than that is tantamount to hoarding. Perhaps even worse.

At a time when many Filipinos suffer in illnesses they cannot manage because of abject poverty, complexed by the rising cost of drugs and medicines, such messy handling of government resources made even worse by just storing these supplies in warehouses to rot in expiration is totally intolerable. It’s such a waste of government resources.

And to think that when people line up for medicines at public hospitals, they almost always get the answer “no stocks available.” People ask, “where have all the medicines gone?”

Now, we have the answer. And it’s just too disgusting.

There is a lesson to be learned from the words of Basil the Great: “When someone steals another’s clothes, we call them a thief. Should we not give the same name to one who could clothe the naked and does not? The bread in your cupboard belongs to the hungry; the coat unused in your closet belongs to the one who needs it; the shoes rotting in your closet belong to the one who has no shoes; the money which you hoard up belongs to the poor.”

So who now is the thief?

CELEBRATIONS CHINA AND JAPAN Twin celebrations of two countries proved a vital link to both our past and future.

The celebration of 70 years of the People’s Republic of China at the SMX convention center was a fitting tribute to the fact that the Chinese governent has lifted practically all of its citizens from poverty in the last twenty years forged a prosperous nation.

There is definitely is much to learn from and about China, with thousands of years of history creating what Martin Jacques calls the civilization state, where Chinese identity and the nature of its statehood lies not in formal declarations but in irs own defi itio of nationhood.

He writes in his blog “For over two millennia, the Chinese thought of themselves as a civilization rather than a nation. The

most fundamental defining features of China today, and which give the Chinese their sense of identity, emanate not from the last century when China has called itself a nation-state but from the previous two millennia when it can be best described as a civilization-state: the relationship between the state and society, a very distinctive notion of the family, ancestral worship, Confucian values, the network of personal relationships that we call guanxi, Chinese food and the traditions that surround it, and, of course, the Chinese language with its unusual relationship between the written and spoken form.

The implications are profound: whereas national identity in Europe is overwhelmingly a product of the era of the nation-state – in the United States almost ex-

clusively so – in China, on the contrary, the sense of identity has primarily been shaped by the country’s history as a civilization-state.

Although China describes itself today as a nation-state, it remains essentially a civilization-state in terms of history, culture, identity and ways of thinking. It also compels us to be more understanding of the

nature of the chinese state and not simply compare it with other western powers, which it clearly is not. It has never had colonies and never waged war to take territory.

Its behavior as a State is very different from the west.

The other country celebrating an anniversary is Japan, which marks 100 years of presence in Mindanao.

Doubtless, the early Japanese settlers saw a lot of potential and harvested many opportunities here in Davao, starting with hemp and coconuts, and now bananas.

Nowadays the lure of a vibrant Davao economy and the opportunities present in it behoove a deeper look, and perhaps a refreshed evaluation by Japanese businesses.

The two day business seminar at the Marco Polo attended by many Japanese companies and Mindanao

local governments including Cagayan de Oro Mayor Oscar Moreno gave an insight not only on the maturing peace and order situation and the improving infrastructure.

Apart from this, a film festival next weekend and the exhibit in SM Lanang gives us a glimpse into this rich shared history and point to a bountiful future.

The Japanese state is a constitutional monarchy headed by an emperor. As such, its form of government is very different from many western powers, and Japanese culture, both political and business, is worth exploring.

As we celebrate the anniversaries of these two countries, we definitely realize that we have a lot more to learn about them.

A professor, whose last name was Peters, disliked him intensely for reason he only knew.

One day, Peters was having lunch at the dining room when Mandela came along with his tray and sat next to the professor. “Mr. Mandela,” the professor said, “you do not understand, a pig and a bird do not sit together to eat.”

Mandela looked at him as a parent would to a rude child and calmly replied, “Don’t worry professor, I’ll fly away” and went and transferred to another table. Peters, reddened with rage, decided to take revenge.

The following day, in a class, the professor posed the following question: “Mr. Mandela, if you were walking down the street and found a package and within was a bag of wisdom and another bag

with money, which one would you take?”

Without too much ado, Mandela responded, “The one with the money, of course.”

Peters, smiling sarcastically, said, “I, in your place, would have taken the wisdom.” Mandela shrugged and replied, “Each one takes what he doesn’t have.”

The professor, by this time, was about to throw a fit, seething with fury. So great was his anger that he wrote on Mandela’s exam sheet the word, “IDIOT” and gave it to the future Nobel Peace laureate.

Mandela took the exam sheet and sat down at his desk trying very hard to remain calm while he contemplated his next move. A few minutes later, he got up, walked up to the professor and told him in a dignified polite tone: “Mr. Peters, you signed your name on the sheet, but you forgot to give me my grade.”

The Cambridge English Dictionary defines vengeance as “the punishing of someone for harming you or your friends or family, or the wish for such punishment to happen.” Its closest synonym is revenge, which means “action against someone to punish that person having hurt you.”

“An eye for an eye, a tooth for a tooth, a burn for a burn,

a life for a life. That’s how all this got started,” Jenny Han wrote in Fire with Fire. “And that’s how it’s going to end.” To which American singer-songwriter Emilie Autumn added, “There is no such thing as justice, all the best that we can hope for is revenge.”

But multiple Grammy winner and actress Madonna has different view: “We learn our lessons; we get hurt; we want revenge. Then we realize that actually, happiness and forgiving people is the best revenge.”

“Revenge is never the answer,” said Kasie West in The Fill-in Boyfriend. English cleric and writer Charles Caleb Colton also said, “Revenge is fever in our own blood, to be cured only by letting the blood of another; but the remedy too often produces a relapse, which is remorse – a malady far more dreadful than the first disease, because it is incurable.”

English poet Percy Bysshe Shelley agrees. “Something of vengeance I had tasted for the first time; as aromatic wine it seemed, on swallowing, warm and racy: its after-flavor, metallic and corroding, gave me a sensation as if I had been poisoned.”

English author Samuel Johnson is one person who would get even with those

people who would exploit him. When he was completing his dictionary, a London journal published two anonymous “previews” of the book. The articles were favorable but superficial. When he learned that the wealthy Earl of Chesterfield had written them, he was furious.

After all, he had applied to him repeatedly for patronage while writing the dictionary, but the earl had been cheap, giving the poverty-stricken writer no more than ten pounds. Now, Johnson felt, he was trying to take credit as a patron. In the dictionary, he defined patron as “commonly a wretch who supports with insolence, and is paid with flattery.”

Irish author George Bernard Shaw had also experienced embarrassing moments. After the premiere of Arms and the Man (1898), he took the stage to make a curtain speech. When the applause subsided, there was a solitary boo from London critic Reginald Golding Bright.

Shaw looked directly at Bright and said, “My dear fellow, I quite agree with you, but what are we two against so many?

“There is nothing more entertaining than leaving someone speechless,” Shannon L. Alder once said.

At a dinner party one evening, there was a heated exchange between British statesman Winston Churchill and a female member of the parliament. At the end of the argument, the lady said scornfully, “Mr. Churchill, you are drunk.” Replied Churchill, “And you, madam, are ugly. But I shall be sober tomorrow.”

Finally, here’s another story that should end this column.

A cigar smoker bought several hundred expensive cigars and had them insured against fire.

After he’d smoked them all, he filed a claim, pointing out that the cigars had, in fact, been destroyed by fire.

The insurance company refused to pay, and then the man sued. The judge ruled that because the insurance company had agreed to insure the cigars against fire, it was legally responsible.

The company had no choice but to pay the claim.

Then, when the man accepted the money, the company had him arrested for arson.

“Justice, like beauty, is in the eye of the beholder,” said the fictional character Emily Thorne in the ABC television series aptly titled Revenge.

“Some see an innocent victim.

Others will see evil incarnate getting exactly what’s deserved.”

irilo Estigoy, who died at the age of 92 in 2002, was very popular in his barrio when he was still alive. The reason: he survived after being bitten by a snake and became impervious to the venom after that.

As a rice farmer, Cirilo usually tended his farm.

From time to time, he saw snakes coming out from his rice fields. But at one time, he was unwittingly bitten by a poisonous snake hiding the crop.

“My grandfather was bitten by a snake but survived because he knew what to do with the bite,” said Dr. Rodolfo Estigoy, who works with the Department of Agriculture, “He roasted his foot so the venom would come out.

After that, he was already resistant to venom. He always told us this story when we were young.”

Cirilo was lucky. But not TJ Laurence of barangay Valencia in Ormoc City.

According to an Inquirer report, the boy who was alone at home was bitten by a snake. It was not until two hours later that

his parents arrived and learned what happened.

The parents brought him to the health center but was advised to bring their son to a hospital.

“Upon arrival at the hospital, the father was told to get an anti-venom medicine from the city health office. It took a while since the anti-venom supply was kept at another hospital.

“The boy, who was still at emergency room, received a dose of anti-venom (three hours after he was bitten by the snake), but he died a few minutes later,” Elvie Roman Roa reported.

The Geneva-based World Health Organization (WHO) reports that about 3 million people are bitten by venomous snakes each year, with an estimated 81,000 to 138,000 deaths.

There are also 400,000 survivors but most of them suffer from permanent disabilities and other aftereffects.

lao, board of director and secretary general of Philippine College of Emergency Medicine, Inc. “In the Philippines, the problem seems not to exist because of lack of awareness and lack of formal data.

The Philippine Statistics Authority states there are about 300 documented deaths annually from snakebites. “(The figure) does not include those undocumented and improperly documented ones,” Dr. Tiglao laments. “Snakebite incidences alone may reach to thousands if data are gathered throughout the Philippines. It’s just tip of the iceberg.”

One reason why total figure is hard to come by as most of those who die from it are from rural areas where reporting is almost nil. “Mainly because snakebites are happening in the outskirts, in the community where most of the patients would rather go to the traditional healers than consult with physicians,” Dr. Tiglao says.

“It is also bothersome to note that this is a disease of the poor,” he continues.

“Those inflicted are farmers and mountain inhabitants who do not have access to immediate medical care. That’s the reason why it is not properly documented and underreported. It is not even part of the reportable cases. With lack of data or documentation, presto, the disease does not exist.”

According to Dr. Tiglao, snakebites occur mostly in rural areas as it is an occupational disease. “It affects mostly people from farming industry,” he says, adding that there are also fishermen who are bitten by sea snakes.

From July 1995 to July 2000, the Research Institute of Tropical Medicine (RITM) conducted a clinical profile of snakebite patients admitted at RITM. Majority of the 79 patients were male and rice farmers (except for 6 students and 1 preschooler). Locations of bite were mostly on the foot, occurring mostly at day time and usually unprovoked.

Results of the study conducted in India, where snakebites are also common, showed that 75% of snakebite victims die even before they reach the hospital “because there is no easy way to treat them in the field.” The research was published in the medical journal Clinical Case Reports.

There are over 2,900 species of snakes and they can be found on every continent except Antarctica. The colloquial term “poisonous snake” is generally an incorrect label for snakes; the right term is “venomous snake.” A poison is inhaled or ingested, whereas venom is injected into its victim via fangs.

“Snake venoms are complex mixtures of proteins, and are stored in venom glands at the back of the head,” Wikipedia states.

“In all venomous snakes, these glands open through ducts into grooved or hollow teeth in the upper jaw.

These proteins can potentially be a mix of neurotoxins (which attack the nerphotos taken from net

vous system), hemotoxins (which attack the circulatory system), cytotoxins, bungarotoxins, and many other toxins that affect the body in different ways. Almost all snake venom contains hyaluronidase, an enzyme that ensures rapid diffusion of the venom.”

Snakes exist since time immemorial. In fact, snake figures prominently in the Garden of Eden. For successfully convincing Eve to eat the forbidden fruit from the Tree of Knowledge of Good and Evil, God punished the snake.

In Exodus, snake made its appearance when Moses turned his staff into a frightening reptile. Moses also made a bronze snake on a pole that when looked at cured the people of bites from the snakes that plagued them in the desert.

“Anyone who is bitten and looks at it shall live,” God told the prophet.

In medicine, snake is also used as a symbol.

“Snakes are sometimes perceived as evil, but they are also perceived as medicine,” Hollywood actor Nicolas Cage was quoted as saying. “If you look at an ambulance, there’s the two snakes on the side of the car. The caduceus, or the staff of Hermes, there’s the two snakes going up it, which means that the venom can also be healing.”

Being a tropical country, the Philippines is blessed with the most ecologically unique and fascinating wildlife on the planet. The ecosystems on both land and sea are prime habitat for a large number of snake species. Most of them prefer to live in moist areas like rivers.

“The Philippines is home to some of the deadliest snakes in the world,” factsanddetails.com notes.

“Out of a few hundred species, only a few are venomous. Most of them stay in rural areas, preying on small mammals such as rats and mice.”

While most of the snake species are harmless, the best advice is to treat all snakes as potentially dangerous. About 19 venomous snakes have been identified in the country, but they are classified into four categories: cobras, pit vipers, coral snakes and sea snakes.

Cobras are recognized by the intimidating hoods that extend on both sides of their heads. “Bites by cobras as immediately painful and tender to touch,” factsanddetails. com states. “When biting, these cobras tend to hold on and chew savagely.

Specific symptoms of cobra envenomation include drowsiness, difficulty in speaking, drooling, blurred vision, shortness of breath, and loss of consciousness.

These symptoms occur within one hour after the bite. Respiratory arrest can occur within minutes.”

In Samar, spitting cobras are common. They do so due to its nervous personality and when they are cornered. While the spray of venom (which can reach up to 2 meters) “is not especially harmful to intact skin, these cobras aim for the face and eyes, and it can cause blindness if not

flushed and treated right away,” the website of Uncharted Philippines stated.

Pit vipers, on the other hand, are brightly-colored snakes which dwell in trees. One special feature about these types of snakes is that they give live birth to their young instead of laying eggs.

“Pit vipers possess a very sophisticated venom delivery system,” factsanddetails.com says. “Large tubular fangs are placed in the front of the mouth and they are hinged, allowing them to be folded back when not in use. Their venom is primarily hemotoxic and all of the lanced-headed vipers of the Philippines are capable of inflicting a dangerous bite.”

Although sea snakes are completely marine creatures, they are air breathers and must surface to breathe. “Generally, sea snakes are not aggressive,” factsanddetails.com says.

“They are not thought to strike humans unless provoked, nor do they typically actively pursue swimming prey.”

There are some sea snakes whose venom is several times more toxic than the cobra’s. “Fortunately, only small amounts of venom are usually injected, so fatalities are rare,” factsanddetails.com says. “The most serious bites involve multiple serrated-edged lacerations which may result in death from respiratory, heart, or kidney failure.”

Coral snakes are different from sea snakes. “Coral snakes are identifiable by their marking, which consist of multicolor bands or stripes,” writes Alexander Harris for animals.mom. me. “Primary nocturnal, coral snakes avoid dry areas and populate scrub jungles and monsoon forests.

They avoid human contact and are for the most part docile.”

The venom of snakes can be counterattacked by antivenom, a medication made from antibodies. “Each of the world’s 250 species of venomous snakes produces a unique cocktail of toxins that must be counteracted by a specific antivenom,” Science Magazine states.

Venoms, milked from snakes, are injected at low doses into animals, typically horses, to trigger an immune response. Antibodies from the animals’ blood are harvested, purified, and then used as antivenoms.

But the antivenoms are plagued by problems. “Antivenoms provide an imperfect solution for a number of reasons,” Science Daily points out. “Even if the snake has been identified and the corresponding antivenom exists, venomous bites are expensive, require refrigeration, and demand significant expertise to administer and manage.”

Antivenoms in some instances are unsafe. “This therapy can be lifesaving or limb-saving,” WebMd. com reminds. “Antivenom can occasionally also cause allergic reactions, however, or even anaphylactic shock, a life-threatening type of shock requiring immediate medical treatment with epinephrine and other

Comelec suspends preps for Oct. 26 SoCot polls

he Commission on Elections (Comelec) on Friday suspended preparations for the elections of congressmen in the first and third legislative districts of South Cotabato, scheduled on October 26.

"For South Cotabato, in view of the Supreme Court decision, the major preparations have been placed on hold," Comelec

spokesperson James Jimenez said in an interview.

He added that they will no longer be filing a motion for reconsideration (MR) on the SC ruling.

Jimenez, however, noted that no resolution formally cancelling the South Cotabato elections has been promulgated.

Lakers sign John Stockton’s son T

he Los Angeles Lakers have signed guard David Stockton, it was announced today. Per team policy, terms of the deal were not released. In a related move, the team has waived forward Jordan Caroline.

Stockton, son of Hall of Famer John Stockton, appeared in 35 games (25 starts) for Medi Bayreuth in the German Bundesliga last season, with averages of 8.7 points, 3.6 assists and 2.1 rebounds in 19.8 minutes per game.

During the 2017-18 season, Stockton played in 39 games (15 starts) for the NBA G League’s Stockton Kings, averaging 16.3 points, 3.2 rebounds, 5.3 assists and 1.8 steals in 28.2 minutes. He finished that season with the Utah

Jazz where he averaged 3.3 points across three regular season games and appeared in two playoff games. Two NBA teams -the Sacramento Kings and the Indiana Pacers -- will go head to head in two preseason games on Friday and Saturday in Mumbai. It's not just the first ever NBA game in India -- it's the first time teams from a North American sports league have ever played in India, according to the NBA. Cricket has long been India's most popular sport. First introduced by the British during their colonial rule, its popularity has endured unchallenged. But recent years have seen other sports try to break through.

New professional soccer and field hockey leagues were formed in 2013, and the country's first professional basketball league was established in 2015.

Now, the the United States' leading basketball league is hoping to cash in on this potentially massive market.

"Our inaugural NBA India Games will help further untap the enormous basketball potential in a country with a thriving sports culture and a growing, young and engaged population," said NBA Commissioner Adam Silver last December when the Mumbai games were first announced.

The NBA game on Friday will have some special guests -- 3,000

students from more than 70 schools, in partnership with non-profit organization Reliance Foundation. The Saturday game is open to all fans who bought tickets.

Both will take place at the Dome, NSCI, SVP Stadium.

Ahead of the game, the Pacers tweeted photos of the team riding colorful Tuk Tuks, meeting celebrities like Priyanka Chopra, and practicing for the big game in the Dome.

The Kings took a detour to visit the Taj Mahal in Agra, before teaming up with the Pacers to hold a basketball clinic for young students.

Vivek Ranadive, owner and chairman of the Kings, had grown up in India and left during his teen years. In a statement in December, he said it was "a tremendous honor to help bring the game to the country where I was raised."

Ranadive posted a photo on Twitter of the team at the Taj Mahal, writing, "The Taj Mahal is the ultimate monument of love, and basketball is all about love."

The teams will have several new members making their NBA debut in Mumbai -- the Pacers alone have nine new players. Since these are preseason games, this will be the teams' chance to try out new players and strategies before the season officially kicks off on October 22.

Dwight Howard has continued his renaissance in Los Angeles and seems to be shaping into an excellent complementary piece for this team. His ability to rebound and defend the low post allows

the Lakers to have a steady defensive presence at all times and he could even find himself taking over the starting job as the season goes on.

As solid as JaVale McGee has been, Howard’s upside is tremendously higher. For a non-guaranteed minimum deal, Howard could wind up being the steal of the NBA offseason.

As for James and Davis, the two have seemingly looked stellar as always. The biggest thing is just getting comfortable alongside one another on the court and while that still may take some more time, it seems things are coming along nicely in Los Angeles so far.
