Davao City temporarily bans live pigs, pork products from ASF suspected sources

avao City is not treating African Swine Fever (ASF) lightly. On Wednesday, Mayor Inday Sara Duterte-Carpio has ordered a temporary ban on all live pigs and pork products from Luzon and other areas affected by African Swine Fever.

The order, which was for immediate implementation, also included the prohibition of feeding of

raw swill or food wastes, also known as “lamaw” in the dialect, to pigs in Davao City.

Mayor Inday Sara’s order came amidst the continued spread of ASF in many countries causing massive economic losses and social dislocation.

26 GCTA convicts still at large: DCPO

f the 36 good conduct time allowance (GCTA) recipients in Davao City, only 10 have voluntarily turned themselves to the authorities.

This was bared by Davao City Police Of�ice (DCPO) spokesperson Police Captain Nolan Tagsip, during the AFP-PNP Press Corps media brie�ing held Wednesday at the Royal Mandaya Hotel.

Tagsip said the 10 released convicts yielded in different police of�ices under the DCPO. The spokesperson, however, said the of�ice are waiting for the remaining

26 GCTA recipients to surrender since the manhunt order was currently on hold.

The Police Regional Of�ice (PRO) 11 recently revealed that 76 convicts were able to avail of the controversial law muddled up by a subsequent controversial order by the Bureau of Corrections (BuCor). 36 of these convicts needs to be rearrested are in Davao City.

Solon: No truth to alleged ‘pork’ insertions in 2020 nat’l budget

ouse leaders are up in arms over Senator Pan�ilo Lacson’s allegation that as much as P54 billion in pork barrel was inserted in the proposed national budget for next year.

Lacson had alleged that congressmen would supposedly get P700 million each while P1.5 billion would be allotted to each of the 22 deputy speakers under the proposed spending plan.

“There is none. If you will go over General Appropriations bill that was approved by House of Representatives you will �ind it is a replica of the amount requested by the President as included in the national expenditure program,” Capiz Rep. Fredenil Castro said.

“That is a downright disinformation. No truth to that and we are sad

that this thing happened.

A statement like this, irresponsible, and reckless will de�initely erode the reputation of the House of Representatives as an institution.”

Castro said he and House Minority Leader Martin Romualdez have “challenged” Lacson to present the lawmakers who “spread these lies and disinformation dahil ito ay pawang walang katotohanan.”

“Let me clarify that this is disinformation and not a lie because Sen. Lacson himself did not verify the veracity of his information. Siya mismo nagsabi na ito’y report lamang ng ilang kasapi ng mababang kapulungan,” he said.

President Rodrigo Duterte gave a 15-day ultimatum which of�icially expired last September 18 for the released convicts to surrender voluntarily before they will be considered fugitives.

A P1 million bounty was initially promised to police captors and to those who could point out the location of the released convicts.

In the entire Davao Region, 60 released convicts have been considered fugitives and will be under manhunt.

PRO 11 earlier disclosed that 16 convicts who gave themselves up volun-

tarily are now under the custody of the Davao City Police Of�ice (DCPO), Davao del Norte Provincial Police Of�ice (DNPO), Davao del Sur Provincial Police Of�ice (DSPPO), Compostela Valley Provincial Police Of�ice (CVPPO), Davao Oriental Provincial Police Of�ice (DOPPO), and Davao Occidental Provincial Police Of�ice (DOCPPO).

he City Health Of�ice (CHO) here is calling on parents to bring their kids to the nearest health centers for immunization against poliomyelitis, as the local government starts rolling out a massive anti-polio immunization starting October 14.

Dr. Josephine Villafuerte, CHO chief, underscored the importance of immunization, saying there was no “no other way to prevent the disease”.

Recently, con�irmed polio cases in Laguna and Lanao have resurfaced, prompting local governments across the country to intensify their anti-polio measures.

Last week, CHO also con�irmed that poliovirus was detected at the Davao River but assured that no infected person has been reported in the city.

Villafuerte said the city is targeting a 100 percent coverage for children ages 5-years -old and below to receive the Oral Polio Vaccine (OPV) or Inactivated Polio Vaccine (IPV).

“We don’t want an 80 percent turnout; we want it to be 100 percent,” she said, adding that they would also establish im-

munization points near gated subdivisions to encourage residents to have their children immunized.

“We will even conduct a house-to-house campaign to ensure that every child will be immunized to prevent the poliovirus from affecting them,” the CHO chief said.

Villafuerte, however, clari�ied that OPVs have been given out by the CHO even without the outbreak as a regular program to prevent polio.

Aside from immunization, Villafuerte reminded residents to also maintain proper hygiene, cook their food thoroughly, avoid swimming in rivers and other public swimming areas, wash their hands thoroughly and ensure that they have their own toilets.

Polio is an infectious disease which spreads rapidly. It can cause paralysis, and on rare occasions, can be fatal. It can be spread when a food or drink contaminated with poliovirus is ingested. The country recorded its second case of polio last week, after the World Health Organization declared the Philippines as polio-free in 1993. (PNA)

Duterte signs expanded law on protection of journalists' sources

resident Rodrigo Duterte has signed a measure which expands the coverage of the so-called Sotto Law, which allows journalists to protect the identities of their sources.

Sen. Vicente Sotto III, one of the main authors of the measure in the previous congress, provided a copy of the law signed by the president last August 30.

The amendment provides that any publisher, owner or duly recognized or accredited journalist, writer, reporter, editor, columnist and media practitioner involved in writing,

editing, production and dissemination of news for mass circulation, whether in print, broadcast or electronic mass media, cannot be compelled to reveal the source of any news item, report or information.

Under the law, divulging a journalist’s source shall only be required should the court, House of Representatives, or the Senate or any of the committees of congress �ind that such revelation is important for the security of the state.

he Commission on Elections (Comelec) in Davao City said the ongoing registration for the 2019 Barangay and SK Elections is not affected by a measure in the Senate seeking postponement of the barangay and SK Polls this coming May 2019.

Acting Comelec election of�icer lawyer Krisna Samantha Caballero said they expect the majority of registrants to �lock registration centers before the registration will of�icially end on September 30 despite the postponement bill.

“Di naman apektado ang registration. We are following kasi the existing law na sa May 2020 ang elections for SK and Barangay of�icials,” Caballero reiterated during the AFP-PNP Press Corps media brie�ing held at the Royal Mandaya Hotel Wednesday.

On Tuesday, September 24, the Senate passed on second reading Senate Bill No. 1043 seeking to postpone the barangay and SK elections to December 5,

2022.

From August 1 to present, Comelec recorded over 26,473 SK voters (15-17 years old) and a total of 115,516 regular voters in the entire Davao Region.

Of 115,516 registered voters in the region, Davao City registered a total of 38,585 applicants composed of 15,300 registrants from the �irst district, 11,908 from the second and 11,377 applications processed in the third district.

For the SK applications, Davao City has a total of 3,046 applications processed consisting of 974 from the �irst district, 1,277 from the second district and 1,195 from the third district.

On the other hand, Davao City recorded more than 130,000 deactivated voters who failed to vote for two consecutive years.

Caballero said these deactivated voters may still update their applications before the registration closes.

he Department of Agriculture (DA) in Region 12 has oriented farmers in North Cotabato province on Tuesday on its expanded Survival and Recovery Assistance Program for Rice Farmers (SURE Aid Program), the agency’s newest loan assistance intended for rice farmers.

Engr. Milagros Casis, DA-12 executive director, led the program brie�ing in Kidapawan City with over 1,000 rice farmers across the province in attendance.

Casis said DA-12 is currently embarking on a region-wide brie�ing to reach and inform a huge number of rice farmers about the SURE Aid Program.

The orientation consists of lectures given by the Agricultural Credit Policy Council (ACPC)

and the Land Bank of the Philippines (LBP). Similar orientations were also conducted in the towns of Alabel and Maitum, both in Sarangani province; Surallah in South Cotabato, and Isulan in Sultan Kudarat, Casis said.

“The DA is doing everything and is willing to extend all possible help and interventions to our rice farmers affected by the implementation of the Rice Tarif�ication Law that results in the in�lux of cheaper imported rice,” she said.

She said that under the SURE Aid Program, a farmer can avail of one-time loan assistance where rice farmers who are farming one hectare and below can avail of loan assistance of PHP15, 000 at zero interest rate payable for eight years.

griculture Secretary William Dar on Tuesday assured the availability of funds to help small backyard hog raisers affected by the African swine fever (ASF).

Dar was reacting to a report published in a national newspaper that there is not enough fund to assist backyard hog raisers affected by the dreaded disease.

“The headline of one major newspaper was malicious and misleading. It is far from the truth,” Dar said in a statement.

“It’s clear in the story that we have money, but we have to understand that paying each raiser the actual cost of culled pigs would mean bene�iting only a few hundred raisers, and leaving out others,” he noted.

With an initial reported culled pigs of 7,416, Dar said the Department of Agriculture (DA) would spend

an initial PHP22.25 million, at an average assistance of PHP3,000 per head, regardless of weight and age.

He said the DA, through the Agricultural Credit and Policy Council (ACPC), is also giving a zero-interest, no-collateral loan worth PHP30,000 per ASF-affected hog raiser, which was also mentioned in the story, thus clearly contradicting the headline.

The DA-ACPC has allotted an initial PHP60 million to bene�it some 2,000 small backyard raisers in 11 ASF-affected barangays in Rizal, Bulacan, and Quezon City.

“With this capital to tide them over, affected swine raisers can engage in

any appropriate livelihood venture like broiler, layer and goat raising, and vegetable production,” Dar said.

“We wish to seek the support of the media to be more discerning and responsible in their reportage of this unfortunate episode, besetting our swine industry, where about twothirds come from small backyard raisers,” he said.

Dar also appealed to the local chief executives, farmers and �isherfolk, and members of the public and private sectors to cooperate with the DA in tackling urgent agricultural concerns in the country, such as the low price of palay and the threat of ASF. “Nakikiusap po kami dito sa Department of Agriculture na tayong lahat ay magtulungan para maresolba ang mga kasalukuyang problema ng sektor ng agrikultura dito sa ating bansa (The DA is appealing to all stakeholders to co-

operate in tackling issues concerning agriculture in our country),” Dar said.

“Hindi tayo dapat tumitigil na gumawa ng measures para mapaunlad ang mga magsasaka sa kabukiran (We should not stop in coming up with measures that would uplift the lives of farmers in the countryside),” he added.

Dar underscored the role of the local government units, which are on the front line in serving the agriculture and �isheries sector.

With everyone’s help, the agriculture chief said he is optimistic that by the end of his three-year term, the agriculture sector would grow by at least 3 percent to 5 percent.

“Kaya natin ito kung tayo ay tulong-tulong (We can achieve this if we cooperate with one another).

We have to do this responsibility together,” he said.

Balahay explained that the forum would cater to the speci�ic requirements of the buyers depending on how coffee beans is being processed, either wet or dry.

Saudi Arabia's oil production was down by 5.7

million barrels per day (mbpd) due to drone attacks on its two major oil facilities. Since then the kingdom has restored around three-quarters of this volume, according to the latest news reports.

Saudi Energy Minister Prince Abdulaziz bin Salman said on Sept. 17. that output from national oil company, Saudi Aramco, will be fully back online by the end of September.

The kingdom's oil production will reach 11 mbpd by the end of this month, and will continue to rise to 12 mbpd by the end of November, bin Salman said last week. (Anadolu)

PH gov't eyes A credit rating

hilippine of�icials aim to elevate the country’s investment grade credit rating to A level over the next two years given the sustained robust domestic growth and proven resiliency.

Bangko Sentral ng Pilipinas (BSP) Governor Benjamin Diokno, in his speech during the Philippines Investment Forum hosted by Euromoney in Makati City Tuesday, said "economic growth is solid and sustainable" despite the impact of negative developments here and abroad.

He attributed this to a series of reforms that resulted in manageable in�lation, strong external payments position, and stable banking system, among others.

From being dubbed as "Sick Man of Asia" Diokno said the Philippines has come a long way and is now cited as among the fastest growing economy in the world.

He said the domestic economy is projected to be an upper middle-income economy by 2040.

Since getting its investment grade ratings from the three major debt raters namely Standard & Poor's, Fitch Ratings and Moody's Investors Service in 2013 the upgrades continue to pour in and is now a notch away from A-level.

"We are keen on hitting the minimum rating within the A territory over the next two years or so," Diokno said.

The BSP chief, however, stressed that "higher credit ratings are not an end goal in themselves."

"It is also a means to generate greater bene�its for Filipinos through translating economic growth to actual poverty reduction," he said.

The death of Philippine Military Academy (PMA) Cadet 4th Class Darwin Dormitorio and reports of other hazing incidents beclouded once more the integrity of this revered military institution which is considered by many of Filipino youths as the dream destination of the brave and the patriotic.

Dormitorio’s death also in effect vili�ied its mission “To instruct, train and develop cadets so that each graduate shall possess the character, the broad and basic military skills and the education essential to the successful pursuit of a progressive military career.”

How can the PMA continue to produce honorable graduates that posses excellent qualities to lead the military and police if hazing continues in the academy victimizing hapless plebes?

Approved on June 29, Republic Act 11053 or the Anti-Hazing Act of 2018 amended Republic Act 8049, which already provided for a prison term of reclusion perpetua—20 to 40 years in prison—for hazing rites that would result in death. The old law was passed in 1995 a few years after the fatal hazing of Aquila Legis Fraternity neophyte Lenny Villa while the new law was crafted amid the public outcry over the death of Horacio Castillo III in 2017.

The passage of the Anti-Hazing Act of 2018 was seen by many including PNP chief Oscar Albayalde to end the tradition of hazing in the Philippine Military Academy (PMA) if not minimized.

Hopes for an end to a cruel culture sprung too early and blunted too early.

Hazing, to be eliminated completely from the PMA, needs a complete overhaul of its training principles. But that may be too much to ask.

TABOO MEATS IN BAGOBO CULTURE The world over, cultures, particularly folk-related practices, de�ine the way people choose the kind of meat they eat or those that are prohibited to cook. Many of the food choices, overtime, have been altered by the changing times, chie�ly due to laws passed to protect animals from cruelty and the advocacies associated with their welfare.

Before the ‘The Animal Welfare Act,’ or Republic Act 8485 as amended by RA 10631, was enacted, serving of dog meat in eateries was not disallowed.

And when RA 9147, the law providing for the conservation and protection of wildlife resources and their habitats was passed on July 30, 2001, stricter regulations protecting animals in the wild were issued.

Among the Bagobos, there is a list of animals deemed as taboo. In Laura Watson Benedict’s A Study of Bagobo Ceremonial, Magic and Myth (1916), the roster of forbidden meats includes those from carabao, cow, civet, cat, goat, monkey and reptiles.

Calling the prohibition aesthetic, Benedict explains that this taboo “derives its force from the juxtaposition of incongruous mental images, often associated with some real or fancied resemblance,” adding that “eating the �lesh of certain animals are in nowise traceable to any totemic origin; nor… are they based on supposed hygienic grounds; nor is there any scruple against taking the life of an animal, as such; nor, is there a religious sanction involved.”

Benedict adds “the mention of eating this or that animal suggest a train of mental images that stimulates a feeling of distaste or repugnance. The tabooed animal in said to be like some other animal which is never eaten; or it resembles man in some character; or the visual or the gustatory image is unpleasant simply because it is inhibited

by Bagobo custom” While goats command a good market price and is considered a delicacy in many parts of the country, among the early Bagobos goat’s �lesh was believed

to kill if eaten. A testament to this mistaken notion is the absence of domesticated goats in yards and farms.

The most abhorred meat to the Bagobos is monkey �lesh.

Village raconteurs link the monkey to some fabled incident, including its likeness to a human being, that gives rise to the ban.

Only very few Bagobos eat monkey meat and the reason in circumventing the ban is that its �lesh, when cooked, tastes like deer or chicken. Incidentally, other tribes �ind monkey �lesh a delicacy.

“Nearly all Bagobo, young and old,” Benedict wrote, “show disgust and abhorrence at the mere suggestion of eating the �lesh of monkeys. While the story-teller accounts for this widespread feeling by reference to some mythical or other episode where the monkey �igured as a chief character, most Bagobo explain the tabu by pointing out the resemblance which an ape bears to a human being. From boys and girls, from old women and old men, one hears such re-

marks as the following, uttered with manifest signs of horror and shrinking… Doubtless, under stress of famine, which so often comes when the rice crops fail, any tabu that limits the food supply runs a risk of being broken.”

Early Bagobos also hated beef, or cow’s meat, even in canned form. The conservatives associate the cow to the carabao, also a taboo, that is employed in hauling loads, and for bareback transport of natives. Presumably, by not eating carabao meat, they honor the contributions the animals give to the Bagobo community as beasts of burden. To the Bagobo women, eating cow meat was suggestive of eating buffalo �lesh.

In India, cow is deemed sacred, which makes the import and export of beef prohibited.

Only the boneless meat of the buffalo, the equivalent of a carabao, can be exported.

Walter William Skeat (1866-1953), a British anthropologist, wrote in Pagan Races of the Malay Peninsula (1906), that

“The universal preference for the �lesh of the buffalo to that of the ox in Malay countries is evidently a prejudice bequeathed to modern times by a period when cow-beef was as much an abomination to Malays as it is to the Hindus of India at the present day.”

To early Bagobos, animals belonging to the reptile family, such as the monitor lizard, snake, and iguana, are generally not banned. Other tribes like the Tagakaulo, B’laan, and Kulaman, however, feast on their meat following their own customary practices and beliefs.

On the other hand, the civet cat, known in Cebuano as milo, is also taboo for no reason at all other than the proscription in the ethnic custom.

Interestingly, the Bagobos do not include in their menu of tabooed animals like the limokun (turtledove), which is associated with religious omens.

They are not prohibited, however, from eating deer (binaw or usa) and wild boar (baboy ihalas) meats.

There is no other book that teaches patience like the Holy Bible. It is replete with stories who believed in patience. Take the case of Abraham. At age 75, God told him that he would be given a son. Ten years later, he was still waiting. Fifteen years passed, then 20, and still no son in sight.

Finally, when Abraham was 100, a quarter-century after God had made the promise, Isaac was born. “Surely Abraham had times of doubt during those 25 years,” commented Dr. Charles Stanley, an inspirational author. “Yet, he continued to trust God and kept watching for the ful�illment of His promise.”

There are more examples

from the Bible when it comes to patience. As a young man, Jacob met the girl of his dreams, but he worked many years before making her his bride. Joseph had a God-given vision of blessing at age 17 but languished 13 years in slavery and prison before receiving the reward. David was anointed King of Israel as a teenager but spent the next 14 years or so running for his life before taking the throne.

Those stories, which I heard when I was still a little boy attending a church, came to my mind. But these stories may not be apt for today’s generation. As Scottish politician Paul Sweeney puts it: “How can a society that exists on instant mashed potatoes, packaged cake mixes, frozen dinners, and instant cameras teach patience to its young?”

But those millennials need to learn from the past. “The two most powerful warriors are patience and time,” reminded Egyptian novelist Leo Tolstoy.

“Patience,” said a Turkish proverb, “is the key to paradise.”

And Mahatma Gandhi reiterated, “To lose patience is to lose the battle.”

Men of science themselves value patience. Thomas A. Edison said, “Everything comes to him who hustles while he waits.” And Albert Einstein once admitted, “I think and think for months and years, ninety-nine

times, the conclusion is false.

The hundredth time I am right.”

“He that can have patience can have what he will,” American statesman Benjamin Franklin said. With that, allow me to share a tale straight from the pen of Brian Cavanaugh: A young man presented himself to the local expert on gems and said he wanted to become a gemologist. The expert brushed him off because he feared that the youth would not have the patience to learn.

The young man pleaded for a chance. Finally, the expert consented and told the youth, “Be here tomorrow.”

The next morning, the expert put a jade stone in the boy’s hand and told him to hold it. The expert then went about his work: cutting, weighing, and setting gems. The boy sat quietly and waited.

The following morning, the expert again placed the jade stone in the youth’s hand and told him to hold it. On the third, fourth, and �ifth day, the expert repeated the exercise and the instructions.

On the sixth day, the youth held the jade stone, but could no longer stand the silence.

“Sir,” he asked, “when am I going to learn something?” The expert answered, “You’ll learn.”

More days passed by and the youth’s frustration mounted. One morning, as the expert

approached and beckoned for him to hold out his hand, he was about to blurt out that he could go on no longer. But as the expert placed the stone in the youth’s hand, the young man exclaimed without looking at his hand, “This is not the same jade stone!”

“Now, you have begun to learn,” the expert told him.

“A waiting person is a patient person,” Henri J.M. Nouwen said. “The word patience means the willingness to stay where we are and live the situation out to the full in the belief that something hidden there will manifest itself to us.”

But “patience can’t be acquired overnight,” Eknath Easwaran believed. “It is just like building up a muscle. Every day you need to work on it.” The description of Epictetus was even more picturesque: “No greater thing is created suddenly, any more than a bunch of grapes or a �ig. If you tell me that you desire a �ig, I answer you that there must be time. Let it �irst blossom, then bear fruit, then ripen.”

Haruki Murakami has the same opinion. In his book, Norwegian Wood, he wrote: “This is one more piece of advice I have for you: don’t get impatient.

Even if things are so tangled up you can’t do anything, don’t get desperate or blow a fuse and start yanking on one particular

thread before it’s ready to come undone. You have to realize it’s going to be long process and that you’ll work on things slowly, one at a time.”

“The key to everything is patience,” reminded American author Arnold H. Glasgow. “You get the chicken by hatching the egg, not by smashing it.”

But on second thought, “We smile at the ignorance of the savage who cuts down the tree in order to reach its fruit; but the same blunder is made by every person who is over eager and impatient in the pursuit of pleasure.” Those words come from the pen of American preacher William Channing.

With most of the things can be obtained in an instant these days, do people still wait? But just like in the past, there is no sudden results. Listen to the words of American-Danish journalist Jacob Riis: “When nothing seems to help, I go and look at a stonecutter hammering away at his rock, perhaps a hundred times without as much as a crack showing in it. Yet at a hundredth and �irst blow, it will split in two, and I know it was not that last blow that did it – but all that had gone before.”

Now, I am reminded with the words of Criss Jami. In Killosophy, she wrote: “Persistence. Perfection. Patience.

Power. Prioritize your passion.

It keeps you sane.”

“There is a possibility that the African Swine Fever may reach the city in such proportions that would affect the food safety and food security of the city,” the mayor said.

There is a need, she said, to protect the city’s hog industry from the potential threat of ASF and from any possible economic loss.

The Food and Drug Administration (FDA) issued FDA Order No. 045 as early as May 27 this year on the “Temporary Ban of Entry of Pork Meat Products from countries affected with the ASF. This was in effect a warning to all food business operators against importation, distribution and sale of the banned products from affected countries.

“The swine industry stakeholders should be vigilant in their areas of responsibilities. All are hereby alerted and directed to prepare protective measures to prevent the spread of the swine disease into our city,” she said.

Among the measures recommended by the EO are and the strict biosecurity and good animal

husbandry practices in the farms for swine raisers; prohibition on the feeding of raw swill/food wastes ("Lamaw") to pigs.

The EO also urged swine raisers to use commercially available feeds or self formulated feeds using conventional or non-conventional feed ingredients sourced from areas that are not affected with ASF. Any suspicious incidence of mortality in pigs should be reported to the City Veterinarian's Of�ice.

Hotel and restaurant operators and other food establishments and food wastes collectors should ensure the proper disposal of table left-overs or food wastes/swill. In no case should the food wastes be distributed to hog raisers.

Livestock dealers, on the other hand, are urged to ensure that all animals for transport and slaughter are accompanied by necessary documents such as Veterinary Health Certi�icate or Animal inspection Certi�icate and Shipping Permits.

Meat vendors/suppliers and meat processors are also strictly discouraged from selling meat and processed meat that are clandestinely or illegally slaughtered, undocumented or sourced from illegal markets.CIO

This classy resto within the Arcadia Active Lifestyle Center continues to sizzle with palettes of flavors. It’s Asian Fusion like no other and more.

Whilst it’s easy to get caught up in today’s hype around fusion cuisine, let’s bypass Republique for a minute and take a look back to where it all began and where it has taken this artform into.

Let’s face it, the term “fusion cuisine” is relatively new, but the art of creating hybrid dishes has been around since the beginning of trade. By tradition, fusion happens where neighbouring cultures overlap and share dishes, cooking styles and ingredients to create new concepts and flavours. Spaghetti, for example, wouldn’t exist if the Chinese hadn’t created the noodle first. Popular history says that it the spaghetti noodle was invented in China, and that Marco Polo brought the knowledge of this food to Venice. Even the popular Indian curry dish Vindaloo was created through the blending of Portuguese and Goan cuisine.

When food cultures mix like a match made in heaven, it’s fusion done right. It’s like Tex-Mex (Texan-Mexican).

However, it takes kitchen virtuosos to make different food cultures marry. If done wrong, it results in fusion confusion. Fusion confusion happens when random ingredients

are tossed together, resulting in a culinary disaster.

Last September 23, I was able to have a sampling of the dishes that Patrick will be serving at the event and it was an interesting interpreta-

tion of some of Davao’s iconic ingredients such as durian and chocolate, new ingredients such as adlai and local flavours such as carabao tapa. The Durian Turon was a sweet and salty melange of durian fruit and cheese. Frying the durian created a milder aroma mak-

ing it friendlier for non-durian eaters to experience.

My favourite dish however were the Adlai Champorado, which was sticky and sweet with a hint of bitterness from the dark Malagos Chocolate.

The dish was elevated by a sweet and salty finish thanks to candied dilis with a sprinkling of Himalayan pink salt.

Desert came in the form of Dark Chocolate Truffles filled with Durian. Biting into the truffle’s thin shell, I was instantly assaulted by rich and creamy durian complete with its glorious assertive smell, a dessert that is unapologetically Davao through-and-through.

“It is no doubt that travel experience is never complete without tasting the local dishes and delicacies, for Davao, tourists should always check durian and other fruits in their bucket list and course try our local homegrown restaurants in the city,” Chef Co added.

Aside from Patrick Co, the Davao Region delegation to Kain Na! 2019 will also be composed of Malagos Garden Resort & Malagos Agriventures for the showcase of chocolates, Belviz Farms for the Durian, and Hijo Resorts Davao as a culinary tourism destination.

THE stars of the hit teleserye “The General’s Daughter” proved that a packed schedule is not a problem as they squeezed in time to bond with Kapamilyas in General Santos to join in the city’s celebration of the annual Tuna Festival for the abundant harvest of fish in Sarangani Bay. Ronnie Alonte and Loisa Andalio’s magnetic chemistry made over 2,000 Kapamilyas go wild in the Kapamilya Karavan event held at the KCC Mall Events Center, while the dashing duo of Arjo Atayde and JC De Vera made hearts flutter as they serenaded the audience.

Kapamilya heartthrob Paulo Avelino also sent a tidal wave of ‘kilig’ among Kapamilyas during his performance on stage.

Other types of protected cultivation include using trellises, adopting windbreaks, geo�ibers (these are strands of coconut �ibers woven into rope and made into a sort of net or bundled together to form a geo�iber log), container growing, and using grow bags.

According to those who practiced protected cultivation, there’s money in growing vegetables using the aforementioned various systems. “When crops are harvested during the

season when they are not in season, then high pro�it is undoubtedly feasible,” the PCAARRD publication claims.

Another economic contribution of protected cultivation to the community is increased labor utilization and employment. Labor requirement, studies show, is 5-10 times higher than the requirement for open �ield production. “This will redound to greater family or community labor utilization,” the publication contends.

Protected cultivation is environment-friendly as it reduces pesticide use. “The

covering materials in protective structures, if �ixed properly, prevent or resist entry of insects,” the publication says. “Diseases are also better controlled and prevented.”

More importantly, a farmer can grow vegetables even during extreme environmental conditions.

“Protective cultivation enables the out-of-season production of high-value crops,” the PCAARRD publication says. “Crops could be grown even when there’s unfavorable climatic conditions, which would not be possible under open �ield conditions.”

PROTECTED FARMING

T

he rise of temperature in the atmosphere is one of the pressing issues the world is now facing. Global emissions of greenhouse gases – carbon dioxide, methane and chloro�luorocarbons, to mention a few – continue to rise, despite rhetorical commitments by international community to reduce them.

“Climate change is a pervasive concern of the current as well as the future generation,” pointed out Dr. Percy E. Sajise in his paper, “Moving Ahead with Climate Change Adaptation in Southeast Asia.” “It threatens the very survival of what life stands for, including that of the human species.”

One of climate change’s consequences is its effects on food production. This is very alarming as the Philippines is an agricultural country. As Dr. David Street of the US Argonne National Laboratory puts it: “Global warming is more disastrous to the agricultural industry of the Philippines and its neighboring countries than in other parts of the world.”

As such, there is a need “to develop climate-smart

commodities and technologies in agriculture that would lessen the impact of the extreme weather events brought by climate change,” to quote the words of Dr. William Dar, president of the InangLupa Movement, Inc. The good thing is there are already technologies available even before climate change became a buzzword in the international community.

“Long before concerns on the effects of climate change on agricultural production �lared up, farmers already applied measure to protect their crops from detrimental conditions,” reports the Laguna-based Philippine Council for Agriculture, Aquatic and Natural Resources Research and Development (PCAARRD).

This happened about 2000 years ago when the Romans planted gherkins and melons in movable beds to easily move them in caves during cold nights.

In the 18th century, leanto greenhouses were built to grow or protect crops.

“Since then, the greenhouse has evolved into larger units such as the even-span or ridge and furrow multi-span hous-

es,” the PCAARRD points out. “At present, greenhouses are built and equipped to produce the most bene�icial climatic conditions for certain crops. Simple structures such as tunnels, mesh fabric, and cheap greenhouses are also becoming popular.”

Agricultural experts call this type of farming as protected cultivation since it applies management practices to protect crops against extreme environmental conditions.

Technically speaking, protected cultivation encompasses “a whole range of practices that promote a condition of safety for both the crop and the consumer of the crop’s edible part.” This practice is in contrast to unprotected or open �ield condition where crops are allowed to natural resist the in�luence of “both biotic and abiotic growth factors.”

By adopting protected cultivation, a farmer can grow crops such as vegetables in soilless culture and in raised bed, apply mulch, and put up trellises and wind breaks.

In the Philippines, protected cultivation is an emerging industry. Stud-

ies have shown that this kind of farming is a mixture of small, family-run operations (110 square meters) and commercial farms (10,000 to 50,000 square meters).

Although it has been practiced in China, Egypt, Israel, Greece, Italy and the Netherlands, protected cultivation only started in the Philippines in the late 1980s when Fred Amman, a Swiss-American national invested on net houses to produce vegetables.

“Amman introduced in 1987 the earliest protective structures made mostly of nets for vegetable production in Silang, Cavite,” notes the PCAARRD publication, Protected Cultivation of High-Value Vegetable Crops in the Philippines. “Similar structures were established in the highlands particularly Baguio and Benguet.

“Protective structures made of bamboo and plastic cover were used to protect cut�lowers and crucifers from cold temperature,” it continues. “These protective structures enabled the early production of crops since farmers did not have to wait for a milder climate to plant.”

ed cultivation developed rapidly in the country due to the progress in science and techniques and also due to the application of industrial technology to agriculture.

According to the PCAARRD book, there are several types of protected cultivation system that Filipinos are adapting in their farms.

Like those in developed countries, there are farmers who adopt the commercial-scale greenhouses or plastic houses.

Among the most popular ones are the Israel-type greenhouse, the Korean-type greenhouse, and the African-type greenhouse. Aside from the structural materials, the covering materials also differed among these greenhouses.

Some farmers are also doing close-ground cover.

“This is a Quonset type of structure, with metal or bamboo frames, which are covered with clear plastic sheet or non-woven fabric or nylon nets,” the publication explains. “Polyethylene sheets protect rows of crops against excessive rains and strong winds that occurring during the rainy season.”

Mulching is another form of protected cultivation. “The mulch offers protection against erosive rainfall, thus keeping the produce free of soil particles,” the publication states. “It also conserves soil moisture and signi�icantly reduces highly laborious weeding activities and their costs.”

Among the recommended mulching materials are agricultural by-products such as rice straw, coco coir �iber/dust, rice hulls, sugarcane bagasse, and paper. Synthetic mulch materials – made of polyethylene plastic �ilm, which is black o one side and silver on the other side – may also be used.

Planting of vegetables on top of raised beds is also considered another form of protected cultivation. Commonly practiced during the rainy season as excessive rain causes waterlogging or �looding.

“Even if the �ield remains �looded for a while, the root zone is above the water level,” the publication says.

ilipino triathletes were crowned champions in the past two editions of the Southeast Asian Games.

They don’t intend to relinquish the throne, especially now that the Philippines is hosting the 11-nation sportsfest on Nov.30Dec.11.

Cebuano teenager Andrew Kim Remolino and John Chicano will represent the country in the men’s individual race while Kim Mangrobang and Kim Kilgroe are the bets of the local triathlon association in the women’s division. ``They had gone through several qualifying events. The best two per-

Go, Chairperson of the Senate Committee on Sports, assured the full support of President Rodrigo Duterte in promoting the welfare of athletes and upholding the status of professional sports.

"Makakaasa po kayo na sa huling tatlong taon ni Pangulong Duterte, kasama na kami sa Senado, ay patuloy na maisusulong ang ating mga programa sa ikauunlad ng sports at ikabubuti ng atletang Pilipino (You can be assured that in the last three years of President Duterte, including us in the Senate, will continue to push programs that will improve sports and for the Filipino athletes’ welfare),” Go told a big crowd that included Games and Amusement Board (GAB) Chairman Abraham "Baham" Mitra and Commissioners Mar Masanguid and Eduard Trinidad.

The 47-year-old lawmaker from Aurora Province, who also chairs the Samahang Basketbol ng Pilipinas (SBP), said he will also push the establishment of more world-class sports facilities all over the country.

t's all systems go for the 2019 Relampagos Basketball League (RBL) Board Members Cup which tips off on Saturday, September 28, at the Panabo Gym in Davao del Norte.

This was bared by RBL commissioner Jek Melendres in an interview with Edge Davao on Wednesday.

"Medyo nagkaroon ng konting aberya sa venue but all systems are go this coming Saturday." Melendres said.

Right after the ceremonial tip off that will be presided over by RBL founders Davao Del Norte District 2 Board Member lawyer Jigs Relampagos and lawyer Arvin Laguindam, action begins for the eight participating teams.

"We will be having a quadrupleheader to start our season," Melendres said. "We will start with a motorcade from Panabo Park near the old city hall all the way to Salvacion Gym." Melendres, meanwhile, reiterated Laguindam's call for the team owners, challenging them to cooperate and practice the highest form of sportsmanship and discipline to make the league successful.

Davao fitness buffs are getting into Yoga aerobics
