20 killed, 10 hurt as truck falls into ravine

wenty people were killed while 10 others were injured after a truck fell into a ravine Tuesday morning in Tboli town in South Cotabato.

The vehicle carried family members who attended a reunion in a beach in this city.

Rolly Doane Aquino, operations and warning head of the South Cotabato Provincial Disaster Risk Reduction and Management Of�ice, said the Isuzu Forward truck was traversing a steep

portion of the road in Barangay Lamsalome, Tboli past 9 a.m. when the incident happened.

“Our authorities are still determining what really caused (the accident) but the truck driver appeared to have lost control of the vehicle while it was going down from a higher portion

of the road,” he said in a phone interview.

He said the truck fell around 80 to 100 meters from the main road.

Aquino, who rushed to the scene along with the PDRRMO rescue team, said 15 of the truck’s passengers died on-the-spot while four more were declared dead upon arrival at the Upper Valley Community Hospital (UVCH) in Surallah town.

He said another victim died while un-

dergoing treatment at the UVCH, bringing the number of casualties to 20.

The victims suffered from severe head trauma and multiple body fracture, he said.

Despite declaring that the reported cases of African swine fever (ASF) in Bulacan and Rizal have been contained, the Department of Agriculture (DA) is not letting its guard down and advised the public to help in stopping the spread of the disease in other parts of the country.

The appeal came in the wake of the dreaded ASF as having reached “outbreak level.”

Agriculture Secretary William Dar on Tuesday explained that the cases in the two provinces is “an outbreak but not an epidemic.” Based on World Health Organization (WHO) standards, there is outbreak when “the occurrence of disease cases in excess of normal expectancy.”

As such, Dar appealed to the media and the general public not to sow fears about the disease.

In the Davao Region, there has been no reported ASF cases. Nevertheless, to guard against the possible entry of pigs infected with ASF and pork products in Davao City, the ASF Task Force has been formed based on the Executive Order No. 37 signed by Vice Mayor Sebastian Duterte.

Members of the ASF Task Force include the DA regional of�ice, city council, city veterinarian and other concerned groups.

statement that unveri�ied and unvalidated reports, “could create an irreversible damage to the country’s P260-billion swine industry that provides and sustains the livelihood of millions of Filipino families.”

Most of the pigs in the country are raised in the backyards. “Around twothirds or 65% of the industry is contributed by small backyard raisers,” Dar said as he urged backyard swine raisers to be responsible as the disease will de�initely affect their livelihoods.

The appeal was made on the wake of dozens of pigs found �loating along Marikina River and a creek in Quezon City.

“It was utterly irresponsible on the part of the backyard raisers as they did not only violate current laws, but their misdoing also spread the disease pathogens much faster,” Dar said. “They violated Republic Act 8485 or the Animal Welfare Act, as they deprived their dead pigs of adequate care, maltreating them in the process."

The suspected backyard raisers also violated Republic Act 9003 or the Solid Waste Management Act “as they brazenly and irresponsibly dumped dead pigs in public places like waterways.”

he Senate conducted Tuesday its �irst ever hearing on bills instituting divorce and dissolution of marriage in the country.

Senator Risa Hontiveros, who chairs the women, children, family relations and gender equality committee, described it as a historic day as it will be the �irst time the Senate will discuss the controversial bills.

“Lahat tayong nandito ngayon ay mga kalahok at testigo sa paglikha ng kasaysayan. This is history in the making. We are in the process of making history by crafting a policy to make dissolution of marriage available to all Filipinos who want second chances in love, to rebuild their families and start all over again,” she said in her opening speech.

ASF outbreak not epidemic: DA sec

griculture Secretary William Dar on Monday said the African swine fever (ASF) episodes in several areas in Bulacan and Rizal may be considered an outbreak, but not an epidemic.

"Speci�ically, ASF was already contained in Barangay Pritil, Guiguinto, Bulacan; and in several barangays in Rodriguez, San Mateo, and Antipolo, Rizal --and not in the entire country," Dar said in a statement.

Dar earlier warned hog raisers who fail to report about their sick pigs could face jail time and �ines.

"They violated RA (Republic Act) 8485 or the Animal Welfare Act, as they deprived their dead pigs of adequate care, maltreating them in the process," he said.

Under the law, neglecting to provide adequate care to animals is punishable with imprisonment of six months to two years, and a �ine of PHP1,000 to PHP5,000.

Dar said hog raisers should report sick and dead pigs to their respective municipal or city veterinarians who will then coordinate with the DA-Bureau of Animal Industry (BAI) to determine the cause of sickness or death.

He noted that those who dispose of dead pigs in public places can also face �ines of PHP300 to PHP1,000 or up to 15 days of community service as they violated the Solid Waste Management Act. Dar’s warning came as dead pigs were seen and

One example was an aerosol can of dry shampoo being strapped to the laptop. A �ire immediately started, and the can exploded within 40 seconds.

Given the Pinoy traveller’s penchant for trying to be sneaky, there may still be those who will make ‘palusot’. But this won’t help. The risk one makes maybe the risk that could spell his own safety.

The bottomline is, if it’s prohibited, it is not safe. And it’s for everyone’s good.

SEAFARER AS GENDER NEUTRAL TERM IN MARITIME INDUSTRY In the recent decades, the word “seafarer” has replaced the word “seaman” in the male-dominated maritime industry. The term “seaman” was widely used to describe anyone working at sea.

This is perhaps due to the actions of the United Nations (UN) in promoting gender equality, women have been taking part in industries that once belonged to men, the maritime industry included.

The International Maritime Organization (IMO) noted that women represent only two percent of the world’s 1.2 million seafarers while 94 percent of female seafarers are working in the cruise industry.

Within this historically male dominated industry, IMO stressed that it has been making a concerted effort to help the industry move forward and support women to achieve a representation that is in keeping with twenty-�irst century expectations.

IMO Secretary General Kitack Lim earlier said that the maritime industry needs more women because of the quality work they provide. He underscored that women are a very important source of human re-

sources, which would make for safer sea travel.

In the Philippines, the Maritime Industry Authority (MARINA) has recorded 73,027 women seafarers or almost 10% of approximately one million Filipino seafarers issued with Seafarer’s Identi�ication and Record Book (SIRB) as of December 2018. SIRB used to be known as Seaman’s Book.

Describing them as “bolder and highly driven”, seafaring women have a propensity for not backing down from offers for higher positions, although some bear the social cost of their profession, according to Marissa Oca, founder and president of Gig and Amazing Sampaguita Foundation, Inc (GASFI).

In 1991, Republic Act (RA) 7192, or the Women in Development and Nation Building Act was passed that mandates the integration of women in various industries, including the military, to make them on par with men in terms of development and nation-building.

The Philippine Merchant Maritime Academy (PMMA) then started offering to women Marine Engineering (MarE),

Marine Transportation (MT) and other maritime courses in 1993. Several maritime institutions followed thereafter.

Since it started in 2011, eight female students were awarded during the annual nationwide search for the Ten Outstanding Maritime Students of the Philippines (TOMSP) of the National Seafarer’s Day (NSD).

The search gave recognition to students for being academically excellent, highly competent in practice, in good moral standing and active in their respective communities.

The chosen students are seen as the embodiment of the “ideal seafarer,” displaying “integrity, passion, assertiveness, dependability and camaraderie” that will allow them to become globally competitive Filipino seafarer.

Four female winners came from the Maritime Academy of Asia and the Paci�ic (MAAP), namely Shiela May M. Diaz ( 2014,BS.MarE), Shiela Mae R. Rosales (2015,BSMT) Nellyvette Claire B. Dela Cruz (2017,BSMT) and Loren C. Negapatan (2017,BSMT) Thaddea Pearl M. Hangad (BSMT) of University of Cebu,

More women have recently �illed of�icer positions such the ranks of chief engineers or master mariners unlike in the past decades, women on board cruise ships were con�ined to the housekeeping and food and beverage departments.

Former president Fidel V. Ramos issued on July 9, 1996 Proclamation No. 828 declaring Aug. 18 as National Seafarers’ Day aimed at giving due recognition to the vital role of Filipino seafarers towards the development of the Philippines as a maritime country.

Later, Proclamation No. 1094 was issued in 1997 by President Ramos which moved NSD to every last Sunday of September every year.

The Apostleship of the Sea (AOS) Philippines was tasked

to coordinate with the public and private sectors in activities related to the celebration of said event.

The estimated 337,502 deployed Filipino seafarers in 2018 remitted $6.14 billion or around P318.55 billion.

This year’s NSD is set on September 29, 2019 with the theme “ Marinong Filipino- Kababaihan: Palakasin sa Industriya!” in line with 2019 World Maritime Day theme ( Empowering Women in the Maritime Community) in support of Sustainable Development Goal (SDG) #5 which is to achieve gender equality and empower all women.

S.F. GACHES, MALITA PLANTATION OWNER The mere mention of Lacaron, a village of Malita, Davao Occidental, reminds us of a tragic historical incident that took place there. Over a century ago, on June 6, 1906, Mangulayon, a Tagacaulo trial ward, knifed to death Lt. Edward Bolton, American district governor of Davao Province, and his plantation administrator, Benjamin Christian.

The place, in prewar times, was also host to an agricultural estate registered as Lacaron Plantation Company, a �lourishing hemp farm formerly known as Wilson Plantation Company, Inc. Records identify its owner-directors as L. Fred Patstone, W.T. Patstone, and Samuel Francies Gaches (later president), and Henry W. Elser, secretary-treasurer.

C.D. Wilson, whose name was used as corporate title, was general manager.

Born at La Conner, Washington, USA, in September 1878, to James and Rhoda Francis, Gaches graduated from Leland Stanford, Jr. University in Palo Alto, California in 1900, earning a Bachelor

of Arts degree. After �inishing school, he moved to the Philippines and became a prominent business leader of the country until his death.

According to the prewar Rosenstock’s Directory of China and Manila, Gaches was a resident of Elks Club, a famous Manila landmark. The other plantation stockholders also lived in Manila: W.T. Patstone, at 630 A. Mabini, Ermita; L. Fred Patstone at 718 Indiana, Malate; and H.W. Elser, at 600 M.H. del Pilar, Ermita, with of�ices at 600 M.H. del Pilar, Ermita.

Organized in November 1905, the company, situated on the southwest coastline of Davao Gulf, was situated in Lacaron. In April 1906, it applied for lease, and in June 1907, the government conducted a survey of its 672-hectare farmland. Only a fourth of the entire property, with around 50,000 hemp, was under development during this period.

While Lacaron Plantation Co. was a medium-sized abaca estate, Gaches was a giant an a leading light in socio-econom-

ic circles in Manila seriously involved in generous philanthropy. In 1910, he assumed as treasurer of Heacock’s Department Store, the largest during prewar years, which was into jewelry, optics, and stationeries.

The establishment, which �lourished under Gaches’ management as president, treasurer and general manager, was founded in 1900 following the opening of a jewelry store by H.E. Heacock and B.W. Freer at the old McCullough Building near Santa Cruz Bridge, Manila.

Garches was also vice-president of Philippine American Drug Co., a wholesale and retail establishment.

Married to Elsie McCloskey, a scion of an af�luent family in Vermont, USA, on November 10, 1916, Gaches founded Gaches Village for mentally retarded children, a bene�iciary of the Rotary Club of Manila. Without an heir, the couple later donated their 17-hectare summer home at Muntinlupa City for the Welfareville Institution, a memorial hospital for crippled children.

On October 29, 1996, President Fidel V. Ramos issued Executive Order No. 376, “authorizing the Department of Social Welfare and Development to establish, manage and operate a skills training center for disabled and street children at the Elsie Gaches Village.”

The area is “a parcel of land identi�ied as Lot No. 1996 of the Muntinlupa Estate Subdivision, situated in (Muntinlupa City), consisting of sixteen (16) hectares, more or less… [that] was donated by Mr. Samuel F. Gaches to the Commonwealth of the Philippines.”

Under the deed of donation, the property was set aside “for [the] exclusive bene�it of the [Republic] of the Philippines to be used as hospital site for crippled children, and a home for the poor in their old age, or for any other purposes of the same nature as the President of the Philippines may determine.”

Gaches was a member of the American Chamber of Commerce (ACC) and treasurer in 1922. He became president of Denniston, Inc.,

a dealer of photographic supplies; C. Alkan and Company, Inc. (1923), a mercantile out�it selling sporting goods, musical instruments, and other commodities; Rotary Club of Manila (1930-31); and the ACC (1939-45).

He was also a member of the ACC Executive Committee, Fiber Standardization Board, B.P.O. Elks Club, Manila Lodge, Army and Navy Cub, Polo Club, Gold Club, and Spanish associations. He died on January 6, 1945 from heart attack. His remains are buried at the Manila North Cemetery, beside the tomb of his wife.

In his memory, the Natividad Building in Escolta, Manila, now known as Teoff Center, was used to be called the Gaches Building, then home of the Insurance Commission and the Philippine Education Company, erstwhile the largest book �irm in the country and the largest American company in Southeast Asia in the 1930s.

He is also remembered for his prewar elocution titled “Gangway for Destiny,” which is used in schools.

Protecting yourself from dengue-carrying mosquitoes

ith 229,736 cases in the country, including 958 deaths, from January 1 to August 17, 2019, dengue is indeed “the fastest spreading vector-borne disease in the world,” according to the Department of Health (DOH).

Based on the DOH routine surveillance system, the most affected age group among dengue cases is 5-9 years (23%). In like manner, the most affected age group among dengue deaths is 5-9 years (40%).

The majority of dengue cases are male (52%), whereas the majority of dengue deaths are female (54%).

Already, eleven out of 17 regions have exceeded either the alert or the epidemic threshold forcing the health department to declare a national dengue epidemic on August 6.

To lessen the number of cases, the health department launched the “4 o’clock habit” drive where residents are asked to clean their surroundings and drain water containers to prevent the spread of dengue-carrying mosquitoes.

For its part, the Department of Science and Technology (DOST) has been doing its best to control the proliferation of the day-biting Aedes aegypti mosquitoes. DOST is the government’s executive department responsible for the coordination of science and technology-related projects.

According to studies, each Aedes female can lay up to four batches of eggs – at least 40 eggs per batch – during its life cycles. It takes 7 to 10 days for an egg to develop into an adult. The eggs reportedly can survive for up to a year – even with their breeding

grounds go dry under natural conditions. This means that the eggs can still go on when the breeding sites become �illed with water again.

DOH said breeding sites of these carriers are those that can accumulate water.

These include tree holes, bamboo stumps, earther jars for water storage, discarded bottles and tins, old rubber tires, rain barrels for collecting rainwater, clogged roof gutters, coconut shells and husks, and bancas and small �ishing boats.

Inside the house or of�ice buildings, the potential sites for the mosquito larvae are uncovered water storage tanks, �lower vases, saucers for ornamental plants, soft drink bottles, and metal and plastic pails for water storage.

In 2011, through its Industrial Technology Development Institute (ITDI), introduced the mosquito ovicidal/larvicidal trap (OL trap) to help curb the population of the dengue-carrying mosquitoes.

The main component of OL trap is the solution made from natural active agent which is safe to humans but lethal to mosquitoes. The two other components are the black container (like a cup) and a small strip of lawanit (that looks like an ice drop stick).

“The scent of the solution invites female mosquitoes to the trap where they lay eggs on the lawanit stick and on the solution itself,” the DOST explains.

“The stick, moistened by the solution through capillary action, is highly attractive for mosquitoes to lay eggs on.

“As the eggs and the hatched larvae (also called ‘wrigglers’) get exposed to the solution, they die. The

trap does not kill the adult mosquitoes. Instead, its ovicidal and larvicidal effect prevent the next generation of mosquitoes from reaching adulthood, thus curbing the Aedes mosquito population.”

The DOST advised that each house should have at least four OL traps, two placed inside the house and the other two placed outside, particularly dark corners. “Ideally, the trap can cover a 50-meter radius, so another set of traps should be placed before the end of the covered distance.”

Meanwhile, the Philippine Textile Research Institute (PTRI) has developed mosquito repellant textiles that can be used against Aedes mosquitoes. It’s called mosquito re-coil, a modern take on the traditional mosquito coil (“katol”).

“Commercially available topical repellents using essential oils as active ingredient last only for a few hours when applied on skin,” wrote Rodolfo P. de Guzman in an article published by S&T Post. “In some instances, these may even have harmful effects particularly to persons with sensitive skin.”

Research studies headed by Evangeline Flor P. Manalang used natural essential oils as active ingredients. “The application of controlled-release system on natural textiles through surface modi�ication technology can provide protection from mosquitoes up to six days per activation,” the PTRI senior science research specialist reported.

One of the bene�its of this technology is that it can easily be adopted to existing textile �inishing mills because it requires machineries already existing in the mills, Guzman wrote.

It is made from natural ac-

tive ingredients and natural textile thus it is safe to be used and reused.

“It can be replenished with the active ingredient easily and provides longer protection against mosquitoes,” Guzman added.

This is good news indeed. “With the development of mosquito-repellant �inishing technologies, local �inishing companies can adopt this technology to add functionality and premium to textile which in turn can be converted to various end uses that are of value to people,” Manalang said.

Another medical breakthrough is the development of what will perhaps take over from the controversial Dengvaxia. DOST said it has already developed a “possible” cure for dengue.

Called Irtadevir, it can be given for two days with the treatment bene�it immediately seen thereafter.

“Irtadevir is a combination of herbal drugs, the �irst in the market,” explained Dr. Rita Grace Y. Alvero, a pharmacologist from the College of Medicine at the De La Salle Medical and Health Sciences Institute in Dasmarinas, Cavite. “It addresses the root cause of the problem by reducing the replication and infectivity of the four serotypes of the virus.”

There are four viruses of dengue: DEN 1, DEN 2,

DEN 3 and DEN 4. This means a person can develop four infections in a lifetime. Often, infection with a subsequent strain results in more serious illness, though experts are unsure why this happens.

According to Dr. Alvero, Irtadevir works by decreasing the viral load and reducing the ability of the virus to produce infection, thus it is recommended that the drug be given to patients before the virus increases rapidly.”

Irtadevir will be used and marketed as an antiviral drug. “We can give it when the patient has a mild symptom and the doctor is thinking it could be dengue, so that it will not progress to the severe form of the disease,” Dr. Alvero told S&T Post.

She added the drug can also be given and will still have a positive effect on treatment in patients who are already in the severe stage of the disease.

“This is the �irst de�initive treatment for dengue,” said Dr. Alvero, who is the founding president of RGA BioPharma Solutions, Inc. “It �ills the gap because there are no other treatment options.”

Dengue fever usually starts suddenly with a high fever, rash, severe headache, pain behind the eyes, and muscle and joint pain, says the World Health Or-

ganization (WHO). The severity of the joint pain has given dengue its other name.

Nausea, vomiting, and loss of appetite are common, the WHO says. A rash usually appears 3-4 days after the start of the fever.

The illness can last up to 10 days, but complete recovery can take as long as a month. Older children and adults are usually sicker than young children.

Most dengue infections result in relatively mild illness, but some can progress to the deadlier dengue hemorrhagic fever (DHF).

With DHF, the WHO states, the blood vessels start to leak and cause bleeding from the nose, mouth, and gums. Bruising can be a sign of bleeding inside the body.

Without prompt treatment, the blood vessels can collapse, causing shock.

This is what experts call as dengue shock syndrome.

DHF is said to be fatal in about 5% of cases, mostly among children and young adults.

“Children are much more likely to get DHF than adults,” Dr. Allan Schapira, then an of�icial of the WHO Regional Of�ice in Manila, told EDGE Davao. “This is the reason why children are much more at risk of dying. In adults, dengue fever usually does not develop to the severe form.”

A report released by the Tboli municipal police station said the truck, with license plate WNN 207, was traversing an alternate road via Barangay Koronadal Proper in Polomolok town when it “fell down at the mountainous highway” upon reaching the boundary of Barangays Lambangan and Lamsalome in Tboli.

Tboli Mayor Dibu Tuan said in a radio interview the truck was reportedly carrying around 30 people who came from a family reunion in this city on Monday and were on their way home to Surallah using the alternate route.

He said the driver reportedly lost control of the vehicle after its brakes malfunctioned while going down the steep portion of the road.

He said they will study the possibility of banning

heavy vehicles from using the route because some segments of the road are steep and winding.

The route passing Barangays Lambangan and Lamsalome cuts travel time from the towns of Surallah and T’boli to General Santos City, via Polomolok town, South Cotabato, by at least an hour. That route bypasses Koronadal City, the capital of South Cotabato.

Be it ordained by the Sangguniang Panlungsod of Davao City in session assembled that: SECTION 1. TITLE – This Ordinance shall be known as the “Flying Balloon and Lighted Sky Lantern Ordinance of Davao City”.

SECTION 2. DECLARATION OF POLICY – The General Welfare Clause of the Local Government Code states that “Every local government unit shall exercise the powers expressly granted, those necessarily implied therefrom, as well as powers necessary, appropriate, or incidental for its efficient and effective governance, and those which are essential to the promotion of the general welfare. Within their respective territorial jurisdictions, local government units shall ensure and support, among other things, the preservation and enrichment of culture, promote health and safety, enhance the right of the people to a balanced ecology, encourage and support the development of appropriate and self-reliant scientific and technological capabilities, improve public morals, enhance economic prosperity and social justice, promote full employment among their residents, maintain peace and order, and preserve the comfort and convenience of their inhabitants”.

SECTION 3. DEFINITION OF TERMS – As used in this Ordinance, the following terms shall mean: a. b.

Flying Balloon – a nonporous bag of light material that can be inflated especially with air or gas; such as a bag that is filled with heated air or gas lighter than air so as to rise and float in the atmosphere; Sky lantern – a lantern designed to float up into the air when lit, typically consisting of a rice paper shell over a bamboo, wire frame, or other materials, illuminated by a small candle or other naked flame at its open base which also causes the lantern to rise by heating the air inside the shell.

SECTION 4. COVERAGE – This Ordinance shall cover all flying balloons and sky lanterns within the territorial jurisdiction and airspace of Davao City with the exemption of those used for research purposes in the field of science and technology and hot air balloons intended for transportation and recreation.

SECTION 5. PROHIBITED ACT – Any act of intentionally releasing flying balloons and lighted sky lanterns is prohibited.

SECTION 6. PENALTY CLAUSE – Any violation of the provisions of this Ordinance shall be punished as follows, without prejudice to the prosecution of other criminal actions: • 1st Offense - P3,000.00 fine • 2nd Offense - P3,500.00 fine • 3rd Offense - P5,000.00 fine SECTION 7. REPEALING CLAUSE – Any Ordinance, local issuances or rules inconsistent with the provisions of this Ordinance are hereby repealed or modified, accordingly.

SECTION 8. SEPARABILITY CLAUSE – If, for any reason, any section of this Ordinance is declared unconstitutional or invalid, other sections or provisions hereof which are not affected therby, shall continue to be in full force and effect.

SECTION 9. EFFECTIVITY – This Ordinance shall take effect fifteen (15) days upon approval, posting and publication in a newspaper of local circulation.

SPAIN’S WC WIN SHOULD IMPACT ON GILAS Never mind if the Espanoles almost ran roughshod over the gritty Argentines in the recently concluded World Cup in China.

Never mind if the 20-point victory margin was so large that it looked like the battle was between a real Goliath versus an innocent teen-ager learning the more sophisticated level of basketball.

Never mind, really.

The question that looms large over those who still entertain thoughts that the Pinoy basketeer can make it to the Big League is: Can we really matched up with our Western counterparts in the international arena?

If the answer is a “no” – whether muted or a shout out – why aren’t our sports leaders and decision makers taking the bull by its horns now?

Is it because it is too hard for

them to tell the Filipinos that indeed Gilas CANNOT expect to beat Spain, Serbia, France, Italy, Greece or even the lowly Angolan squad? (I haven’t mentioned Australia and Iran yet.)

Is it because they don’t want to tell a lie and better for them to keep their mouths shut instead?
