SP, City Hall eyed as pilot areas for single-use plastic ban

he road to total single use plastic ban begins with the city government.

The Sangguniang Panlungsod (SP) and the City Hall of Davao City are being eyed as pilot areas for a more effective implementation of the banning of the single-use plastics in the city. As such, civil servants will be the role models to champion this good prac-

tice.

Interface Development Interventions (IDIS) Executive Director Chinkee Pelino-Golle told media in Kapehan sa Davao that they are re-booting their campaign efforts in the implementation of the banning of the single-use plastics in the

city and is eyeing the SP and the City Hall as models for such campaign.

IDIS has passed a proposal last year to the of�ices of city councilors Mabel Sung-Acosta and Diosdado Mahipus Jr. for the crafting of an ordinance banning the use of single-plastics in the city. However, their proposal didn't progress.

Golle said they are promoting the campaign now in a larger scale.

Golle disclosed that Vice Mayor Sébastian Duterte and Councilor Diosdado Mahipus Jr. expressed support and willingness to partner with IDIS for the banning of the use of plastics.

She added that Duterte has agreed to prioritize the

passing of the banning of single-use plastic ordinance in the council. She is also hopeful that the ordinance will be passed before the year ends.

Department of Agriculture (DA) bulletin dated September 9 bared the �indings of the Crisis Management Task Force (CMTF) on Swine which announced that the results of the con�irmatory Polymerase Chain Reaction (PCR) test was “positive” of African Swine Fever (ASF).

The bulletin was posted on the social media account of Agriculture Secretary William D. Dar which was a con�irmation that the dreaded African swine fever (ASF) has made its presence felt in the Philippines.

Dar, in an earlier post on his social media account, nevertheless said “pork and pork products are safe to eat.” He was seen in a photographed boodle �ight with Francisco T. Duque (Department of Health) partaking different pork dishes with DA and DOH of�icials, hog stakeholders, and members of the private sector.

Dar stressed that as long as the hogs passed through the proper process of slaughtering and preparation, the public

should not fear eating pork.

The agriculture secretary said in the post that “before slaughtering, a hog is validated and assessed by a veterinarian, who then issues a medical certi�icate. Once slaughtered, the meats are stamped with a seal from the National Meat Inspection Service, assuring that is has passed the food safety measures imposed by the government.”

Secretary Duque, for his part, declared that local meat does not impose a threat to human health, and reiterated that as long as it is prepared and cooked properly, it is safe for human consumption.

The PCR test is conducted to �ind small amounts of

DNA in a sample, using a process known as ampli�ication.

“During PCR ampli�ication,” explains the website, verywellhealth.com, “the DNA of interest is copied repeatedly until there is enough of it for analysis and detection.”

“We have yet to receive the viral isolation test from UK (United Kingdom),” the bulletin clari�ied.

It must be recalled that when reports of “abnormal swine deaths in backyard farms” occurred in small backyard farms in Rizal and Bulacan provinces, the DA immediately directed the Bureau of Animal Industry (BAI) to collect and send blood samples to the World Reference Laboratory in Pirbright, England.

Aside from being the reference laboratory for ASF, UK is also the based of the World Organization for Animal Health (OIE), an intergovernmental organization which coordinates, supports and promotes animal disease control.

Reacting to the bulletin,

Dr. Jaime A. Sison, a veterinarian who specializes in pig and chicken, said symptoms of ASF include high fever, decreased appetite, skin lesions and diarrhea.

“The tricky thing about diagnosing a potential case of AASF is that it can look a lot like other more common diseases,” said Sison. “(Symptoms of ASF) is just like those of the common porcine epidemic diarrhea virus or classical swine fever.” He urged swine farmers to report any suspected outbreaks to their local animal health of�icers, as it is much easier to test a false positive than to contain an outbreak that’s festered for days.

“ASF’s real calling card is its mortality rate: it claims almost all infected animals with 7-10 days of showing symptoms, and some drop dead much earlier – without showing any outward signs of illness,” the veterinarian reacted.

The DA bulletin assured the public that it has “successfully managed the issue.”

ublic schools in the province’s four gulf towns in Davao Oriental are now back to their rightful schools' division as the jurisdiction over them was formally turned over to the Department of Education Region 11 (DepEd 11) Davao Oriental Division.

In an interview on Sunday, Karen Lou Deloso, Davao Oriental provincial information head, said a ceremonial turnover on Friday was held to of�icially transfer the administrative and supervisory jurisdiction of elementary and secondary schools in the municipalities of Banaybanay, Lupon, San Isidro, and Governor Generoso from the Schools Division of the City of Mati to the Schools Division of Davao Oriental.

She added the reversion took effect through a memorandum signed in August

by DepEd Secretary Leonor Briones, putting an end to the three-year contest over the jurisdiction of schools in the four towns.

Based on the documents submitted by the regional of�ice to the Of�ice of the Secretary, the previous set-up has “created serious administrative and supervisory overlaps, confusion, and inef�iciency in the monitoring and evaluation of students’ achievements in both Schools Divisions, as well as in statistical reporting, planning, investment, programming, performance assessment, and other similar undertakings.”

The documents provided clearly shows that under the Davao Oriental Division are the 10 municipalities covering the �irst and second districts of the province.

Section 50 of the Republic Act 9408 states that “DepEd shall establish and maintain a city schools division of the City of Mati whose jurisdiction will cover all the school districts

within the city.

Meanwhile, during the turnover ceremony, DepEd OIC Regional Director, Dr. Evelyn Fetalvero, congratulated the Davao Oriental Provincial Division "for getting back your sons and daughters.”

On the other hand, while the reversion of jurisdiction has signi�icantly reduced the Mati City Division’s number of personnel, the DepEd Regional Of�ice sees an opportunity for it to concentrate more on the administration and supervision of the schools within the city.

“So, this would mean better performance can be expected from the Mati City Division because of lesser personnel and lesser schools to supervise and monitor,” Fetalvero said.

She assured the city division that its status of being a medium-size category schools division of�ice will be maintained.

While there are only 751 teachers required to maintain a medium-size category schools division, she said the current 1,000-strong city division is more than enough to maintain its status even with the reduction of teachers from the four municipalities.

The city government of Mati has declared its strong support for the reversion.

Lawyer Alejandro Aquino, City of Mati Administrator, assured the city division that the city government will provide support to it in terms of facilities and �inances.

For the part of the provincial government, Governor Nelson Dayanghirang, who was represented by Technical Assistant Ma. Gracia Tiago, extended his congratulations to the Davao Oriental Division, the provincial government, and the city and municipal mayors of Davao Oriental who were involved in the reversion.

he military here has pointed to the Abu Turaife faction of the Islamic State-linked Bangsamoro Islamic Freedom Fighters as the group behind the September 7 bombing in Isulan, Sultan Kudarat that injured eight persons.

“Military investigation indicated that the group of Abu Toraife had a hand in the Isulan bombing,” Lt. Colonel Edwin Alburo, 6th Infantry Division spokesperson, said in an interview Monday.

tions operating in Central Mindanao, whose members are blamed for previous bomb attacks in Isulan last year and in April this year.

Executive Secretary Salvador C. Medialdea, in his speech during the annual commemoration of the International Humanitarian Law (IHL), said: “We continue to impress upon everyone the Philippine government’s committed adherence to the guiding principles of IHL while addressing the threats to national peace and security.”

“This commitment is summed up in this year’s theme, ‘IHL: Protecting the Defenseless in Times of Armed Con�lict’,” Medialdea said in his speech read by Senior Deputy Executive Secretary Michael Ong, during a program held at the Department of Foreign Affairs (DFA).

Medialdea expressed concern over the threat of local terrorism from communist armed groups that have been battling the Philippine government for more than �ive decades, committing countless human rights abuses against our people in the process.

“These groups are relentless in seeking the downfall of our government and the death of our democratic ideals,” he said.

He added that for the �irst part of 2019, these communist groups have perpetrated several atrocities such as: summary execution of police of�icers; planted landmines in Negros Oriental; brutally killed leaders of indigenous peoples in Oriental Mindoro, Negros Occidental, Bukidnon, and Agusan del Norte; destruction of development projects, such as the hydropower plant in

Oriental Mindoro, and the burning of the construction equipment for the Kaliwa dam project in Quezon; and attacked companies, fruit plantations and mining �irms in Mindanao whose owners resisted their extortion activities.

“This local terrorism is even aiming to spread its in�luence in schools. Fifty- �ive (55) so-called Salugpungan schools in remote villages were found to be used by the terrorists to train more than a thousand children from indigenous peoples communities as child combatants,” he said.

High schools and universities, he added, have likewise become hotbeds for recruitment.

“True to the spirit of IHL, it (PH government) shall stay faithful to the law (Republic Act 11188) that ensures special protection of children in situations of armed con�lict; the national plan of action on women, peace and security (2017-2020) that embodies protection of women and girls in con�lict situations,” Medialdea said.

The government will also stay committed to the mission of the National Task Force created and chaired by no less than President Rodrigo R. Duterte, to put an end to local communist terrorism as stipulated in Executive Order No. 70, he added.

The National Task Force to End Local Communist Armed Con�lict (NTF ELCAC) is a partnership between the government and like-minded sectors of society — under the wholeof-nation approach — that shall advance and sustain all these efforts.

Medialdea also expressed his deepest gratitude to all the men and women in uniform who courageously stand on the ground to confront these threats while upholding their role as protectors of our people.

BARMM chief approves export of mature, young coconuts

amp Darapanan, Sultan Kudarat, Maguindanao - The newly-established Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) will soon be the gateway for the export of mature and green coconuts saving farmers from the region and other parts of Mindanao from the hardships brought by very low prices of copra.

BARMM Chief Minister Ahod Murad Ebrahim, the interim head of the autonomous regional government and chairman of the Moro Islamic Liberation Front (MILF), yesterday accepted proposal of the Mindanao Development Authority (MinDA) for the enactment of a legislation by the BARMM Parliament allowing the export of mature and young coconuts from the region.

“This will be a great help to our coconut farmers because the price of copra now is very low”, Chief Minister Ebrahim said during his meeting with MinDA Chairman Secretary Manny Pinol, in the main camp of the MILF in Maguindanao province.

The meeting between the two former bitter enemies was held shortly before the arrival of President Rody Duterte in Sultan Kudarat town for the decommissioning of 1,060 MILF combatants and �irearms attended by top government of�icials and foreign dignitaries.

While the export of green coconuts is now allowed by the national government, there is still prohibition on the export of mature coconuts, a move perceived as a protection in the past for local oil mills which monopolised the co-

conut industry for ages.

The glut in the supply of vegetable oil in the world market, however, brought the prices down from about P30 per kilo two years ago only P12 to P14 per kilo.

There is a huge demand for husked mature coconuts in China, the Middle East, Europe and the United States of America but attempts to lift the national government ban failed.

The acceptance by the BARMM Chief of the proposal to allow the export of mature coconuts through the Region will allow coconut farmers to earn the equivalent of about P32 to P40 per kilo.

Since they will be selling whole husked nuts, the farmers will also be saved from the arduous task of taking out the meat from the shell and drying the copra before selling it.

Chief Minister Murad said BARMM will assist importers of mature coconuts in establishing Coconut Processing Units (CPU), where the coconuts will be cleaned, packed and placed in 40-foot containers, in at least �ive areas in the region.

The proposed location of the CPUs, according to Chief Minister Murad, are Polloc Port in Maguindanao, Malabang in Lanao del Sur, Basilan, Sulu and Tawi-Tawi.

Coconut farmers from other parts of Mindanao, including Leyte and Samar could also bene�it from this development as there is a huge demand for whole husked coconuts because of its multiple uses - from shell to meat and water.

The export of mature and young coconuts will be the �irst attempt by the BARMM to help its agricultural producers.

PEZA seeks retention of incentives for exporters

T

he Philippine Economic Zone Authority (PEZA) is seeking the application of a move to rationalize tax incentives on domestic enterprises �irst, while retaining perks for export-oriented industries in the economic zones to enable them to bene�it from the trade war between the United States and China, and other global opportunities.

PEZA Director General Charito Plaza said they “feel that Corporate Income Tax and Incentives Reform Act (CITIRA) is actually a very good program” as it incentivizes companies which are performing well.

“But let us not test it on the exporters because our exporters’ incentives must be globally competitive and the PEZA incentives are already tried, tested and proven effective, so why are we changing? Unless it did not work. We continue to gain, we did not lose,” she told reporters this week on the sidelines of digital disruption forum.

Plaza noted that local government unit (LGU) hosts of economic zones and industries are

also showing continuous growth while providing jobs to more Filipinos.

Formerly called Tax Reform for Attracting Better and Higher-quality Opportunities (Trabaho) bill, CITIRA aims to reduce corporate income tax and rationalize tax incentives.

Plaza pointed out the CITIRA bill is ideal for domestic enterprises to encourage them to increase domestic production, manufacturing, and export capability of the Filipinos and thereby lessen importation-dependence of the country.

“Mas lalong ma-attract yung mga exporters (will be more attracted) because the value chain, the supply chain is complete and it will give them the lower cost of production, hindi na sila mag i-import (they don’t need to import anymore) because it’s available in the domestic enterprises,” he explained.

SKY banks on affordability to boost growth in Davao

KY Cable Corporation-Davao is eyeing a 30 percent growth in sales in the coming months by offering lower prices of internet plans, company executives said on Monday.

During the launch of Sky’s latest products SKY Fiber Super Speed Plans and SKY Fiber All-in Box at the Marco Polo Davao, Alan Supnet, SKY broadband products head, disclosed that SKY’s current market is growing around 15 percent and they want target a 20 percent to 30 percent in the coming months. Jerico Marcos, SKY Davao general manager, added that currently they have around 30,000 subscribers and the numbers continue to grow every month.

“We are fortunate enough to experience growth in the past few months. Our target growth is about 20 percent to 30 percent in the coming months. The market is

growing it is something like 15 percent,” Supnet said.

With the latest products, SKY is targeting to address the battle between price and speed.

“Oftentimes you get a plan that is fast but pricey.

Oftentimes we will be able to get affordable plans but the problem is it is slow and unreliable. Starting September 1 last Sunday we started to eliminate this with the launch of Super Speed Plans,” Supnet said.

EDITORIAL Dealing with traffic woes A netizen wrote on social media his observations on Davao City’s worsening traf�ic problems.

Among his insights: 1. Increased vehicles. Good problem.

2. More road/drainage repairs. Temporary problem.

3. Extra lane used as parking, post-widening. Crazy problem.

Very sound observations. Perhaps, the city’s of�icials are no longer stranger to this problems. Even the City Transport and Traf�ic Management Of�ice have this in mind. But what is being done? Is Davao City just content to getting beat up by these woes?

The same netizen wrote some “what-ifs.”

First, why not do re-routing system. This, he said, can be done by revising public utility routes to decongest main roads.

At the moment, the congested main routes are too easy to point out. Rerouting public transport could ease out some of the hundreds of jeepneys plying the main thoroughfares. But that also means a little sacri�ice on the part of commuters. This means, walking a distance to catch public transport, or walking extra hundred meters to get off pubic transport to work or transact businesses. If Filipinos are getting used to this situation

when travelling overseas, they probably can also adapt to the changes.

In other countries, the public transport, usually a train system or bus, is located in strategic areas so as not to cause further traf�ic congestion. If the system works with these countries and Filipinos travelling there, say Hongkong or Singapore, can adapt to it, why not apply the same here.

Second, reinforce the laws. It’s time to seriously apprehend violators for illegal parking as well as driving violations such as counter�lowing.

Third, regulate. Let’s admit it, the vehicle population is growing.

Dealerships are trying to make owning cars easier for consumers while banks are making car loans more accessible and convenient. How do we regulate this? There is a need to apply a no-nonsense law on “No private garage, no car ownership.” Roads in most villages and subdivisions are being used as parking areas of private car owners. With a law requiring private garages as a requisite to car ownership, congestion in villages with skinny roads may be addressed before the situation gets out of hand--that is, if it hasn’t been yet.

These suggested solutions are nothing new. They may have been lingering in the minds of our of�icials and traf�ic planners. The problem is, who will get these reforms going?

DALIAO, HOME OF FIRST US HEMP FARM For centuries the domain of Bagobos, Daliao, a reduction organized by Spanish missionaries in Davao, was home to the �irst American abaca plantation in the region. It got its name from a banana variety (Musa sapientum L. var.) wildly grown in the area.

At the height of prewar abaca boom, baled �ibers from the area were marked DL for Daliaoan. Daliao was also classi�ied as a hemp district and had a port for hemp �ibers destined for Santa Ana wharf where these were loaded in steamers bound for Manila or abroad.

James L. Burch�ield, the �irst American plantation owner in Davao, saw the potential of Daliao while still in active military service. After his honorable discharge, he cultivated the raw jungle, developed it and named the property Daliao Plantation.

The plantation, scouted earlier but acquired after Burch�ield retired on July 3, 1901, was roughly 110 hectares, approximately 242 acres, and was titled. He transformed

it into a model farm that became the envy of investors.

In 1914, he sold the property to the Japanese for a princely sum of P200,000. It was the �irst deal of its kind to have been sealed in Davao district.

After the war, the plantation, through J. M. Henderson, US administrator of the Philippine Alien Property Administration (PAPA), was turned over to President Manuel A. Roxas on January 24, 1948 in behalf of the Philippine government, part of the sixty-one parcels of lands, roughly 1,600 hectares, taken over in Zamboanga, Davao, Cotabato, and Albay.

Burch�ield’s success inspired another US serviceman to try his luck in hemp business. Ralph E. McFie, who was acting governor of Davao district, acquired a property in Daliao. A volunteer in Cuba in 1898 and a native of New Mexico, he arrived in the country after serving in the military and worked in numerous posts in the Insular Civil Service. He was chief of Friar Lands Division, secretary to

the district governor, and secretary of the Davao Planters’ Association.

The operation center of Furukawa Fiber plant, owned

by Japanese investor Furukawa Yoshizo, was also situated in Daliao. In fact, its prewar administration building still exists but is now maintained by the National Development Co., a subsidiary of the Department of Trade and Industry. The plant, housed in a 27-hectare estate, used to contain manufacturing and storage facilities. Later, two hectares of the property were distributed to long-time settlers, while another �ive hectares were donated to the Girl Scouts, now known as Camp Alano.

At the back of the Furukawa Fiber Plant was a Japanese pier, one of the secondary ports in town. Bales of hemp �ibers were hauled to the Santa Ana wharf where ocean-going steamers from Manila via Zamboanga would load them for foreign markets.

(The camp is named after Leni Alano Rivera, daughter

of two-time prewar assemblyman Juan S. Alano of the lone legislative district of Zamboanga. She was instrumental in convincing her father to push for the approval of Commonwealth Act 542 that chartered the Girl Scouts of the Philippines into a national organization.)

Moreover, part of the 273-hectare Bago Iñigo Estate originally owned by Feliciano Iñigo, the �irst branch manager of Compañia Maritima in Davao, was inside Daliao. It became bank property after the owners failed to pay their debt obligations. As a result, the bank exercised its option by selling the estate to Furukawa for P60,000 with the balance paid in installments.

The ownership struggle continued until after the war after the Japanese failed to pay his bank debt. The property, which was later transferred to the United States as caretaker, was turned over to the Philippine government based on the Philippine Property Act of 1946. Under Executive Order No. 29, the estate was placed

under the National Abaca and Other Fibers Corporation for administration and disposition.

The contentious legal battle waged lasted years, ending with te heirs of Iñigo as victors.

In 1995, Davao Fish Port Complex, one of eight such projects in the country and the seventh to be operated by the Philippine Fisheries Development Authority, opened in Daliao. It exports freshy chilled tuna to California (US), Vancouver (Canada), and Fukuda and Osaka (Japan).

Fast forward, in 2018, the government publicly announced the bidding of the P1.08-billion Davao Food Exchange Complex in Daliao which would be completed in two years. According to the approved plan, the complex will house different conveniences such as food processing centers, cold storage, warehouses, trading post, technology and business incubation hub, tourism component, agri-aquaculture, water �iltration and bottling facilities.

FLOWERS AS TRIBUTE TO DECEASED FILIPINO SEAFARERS Wreathe thrown into the sea is a tradition that carry to all the deceased seafarers the message of love and gratitude as the �lowers embody life and resurrection.

The wreath’s circular shape represents eternity for it has no beginning and no end.

From a Christian religious perspective, it represents an unending circle of life or the victory of the eternal spirit over death.

A job of a seafarer is not exactly a walk in the park as his job obviously entails laborious manual tasks conducted in a moving ship.

He is mentally, physically and emotionally stressed sailing non-stop for weeks or months aside from exposure to �luctuating extreme temperatures as the ships cross ocean boundaries.

In some instances, a seafarer unfortunately dies due to illness or injury. The seafaring profession is not without incident or peril since there are maritime disasters that result in the loss of life of and injury to Filipino seafarers.

Under a Standard Employ-

ment Contract duly approved by the Philippine Overseas Employment Administration (POEA-SEC) ), in the case of work-related death of the seafarer, during the term of his contract, the employer shall pay his bene�iciaries the Philippine currency equivalent to the amount of US$50,000 and an additional amount of US$7,000 to each child under the age of 21 but not exceeding four children.

The amount usually is higher if the death is covered by a Collective Bargaining Agreement (CBA).

Under the 1996 SEC, for disability or death to be compensable, it was suf�icient that the seafarer suffered injury or illness during the term of his employment. The cause of illness or death is immaterial.

However, through the lobbying of the principals and their manning agencies, the restrictive clause “work-related” was added under Section 20(B) of the 2000 POEA SEC to limit their liabilities., which again appeared in the 2010 contract.

The current POEA SEC de�ined “work-related injury” as

“injury(ies) resulting in disability or death arising out of and in the course of employment” and “work-related illness” as “any sickness resulting to disability or death as a result of an occupational disease listed under Section 32-A of the contract.”

This led to the �iling of numerous cases by the bene�iciaries due to the denials of the claims for death bene�its.

The bene�iciary is the person to whom the death compensation and other bene�its are paid based on the Philippine law on succession.

Not all designated allottee is automatically considered as bene�iciary as the right of the allottee is limited to the allotment of the seafarer, which is equivalent to at least 80 percent of his or her monthly basic salary.

In deciding these cases, the Supreme Court stressed that the perilous nature of the Filipino seafarer’s work must be considered in determining the proper bene�its to be awarded. The Court added that these bene�its, at the very least, should approximate the risks

they brave on board the vessel every single day.

The annual Ecumenical Memorial at Sea of the National Seafarers Day (NSD) is a reminder that there is no distance of time or oceans but a mutual waiting for eternal reunion in peace.

Prayers are offered and �lowers are thrown to the open seas as homage to deceased seafarers and are the expression of the fragrance and beauty of love given and received.

Former president Fidel V. Ramos issued on July 9, 1996 Proclamation No. 828 declaring August 18 as National Seafarers’ Day aimed to give due recognition to the vital role of Filipino seafarers towards the development of the Philippines as a maritime country. Later, Proclamation No. 1094 was issued in 1997 by President Ramos which moved NSD to every last Sunday of September every year.

The Apostleship of the Sea (AOS) Philippines was tasked to coordinate with the public and private sector in activities related to the celebration of said event.

The Sunday masses all over the country are offered to the Filipino seafarers.

This year’s 24th NSD is set on September 29, 2019 with the theme “Marinong Filipino- Kababaihan: Palakasin sa Industriya!”

Other weeklong NSD activities nationwide led by AOS include the novenas, oratorical/ art/photo contest, boodle�ight, Harana by the Bay,karaoke challenge, and the Search for Ten Outstanding Maritime Students, and the Grand Parade participated in by stakeholders.

TITLE. This Ordinance shall be known as “ the Annual Conduct of Kasalan ng Bayan in the Municipality of Compostela, Compostela Valley”.

Section 2. GUIDELINES IN THE CONDUCT OF KASALAN NG BAYAN. To carry out the conduct of the Annual Mass Marriage Ceremony for the would–be couples the following guidelines are hereby adopted, to wit: a. The Municipal Civil Registrar’s Office shall undertake in formulating the rules and program among the marriage applicants; b. The Municipal Social Welfare Office and Municipal Health Office shall provide the marriage applicants with complete and accurate information on marriage and relationship, maternal and child health, responsible parenthood, home management, Violence against Women and Children (VAWC) Law and policies on family relations; c. The would-be couple shall undergo the Pre-Marriage Counselling; and d. The would-be couple must fill in the Individual Voluntary Statement Form, a document duly signed by the marriage applicants, and attested to by the Barangay Captain or In-Charge of the barangay declaring their free will to marry each other.

ARTICLE II QUALIFIED APPLICANTS Section 3. Qualified applicants refer to the indigent would-be married couple who cannot afford to pay the processing fees required by the Municipal Civil Registrar’s Office.

Section 4. Those applicants compliant to the requirements specified by Municipal Civil Registrar other than fees.

Section 5. The couple who would like to avail the program requires to coordinate with their respective Punong Barangay to obtain the certification that would make them qualified for its application.

Section 6. Those applicants coming from marginalized areas of the Municipality of Compostela should be prioritized to avail the Mass Marriage Ceremony.

ARTICLE III PAYMENTS, FEES AND DUES Section 7. All fees to be collected due for the processing of Marriage License and other fees required shall be waived in favor of the would-be couple.

Section 8. Only the payment for Certificate of No Marriage (CENOMAR) shall be borne by the would-be couple to be assisted by the Local Civil Registrar’s Office.

ARTICLE IV APPLICATION FOR MARRIAGE REQUIREMENTS Section 9. The following requirements shall be submitted before the Municipal Civil Registrar’s Office: · Certificate of No Marriage from PSA for both contracting parties; · If 18-20 years old, there must be parents’ consent; · If 21-24 years old, there must be parent’s advice; · Family Planning Seminar; · Pre-Marriage Counselling; and · Cedula of the contracting parties.

Section 9.1. For marriage under Art. 34 of the Family Code: · Contracting parties must be 23years old and above, and has been living together as husband and wife for 5 years; · Certificate of No Marriage (CENOMAR) from the PSA for both contracting parties; · Affidavit of the contracting parties; · Affidavit of Two (2) disinterested persons; and · Cedula of the contracting parties.

Section 9.2. ADDENDUM. Birth Certificate of the contracting parties needed for the application of marriage license.

ARTICLE V SOLEMNIZING OFFICER Section 10. The Local Chief Executive shall be the solemnizing officer of the Mass Marriage Ceremony.

ARTICLE VI FINAL PROVISIONS Section 11. APPLICABILITY CLAUSE. Mass marriage ceremony/Kasalan ng Bayan shall commence/ be conducted on February 2020, and on the same month of the succeeding years in the Municipality of Compostela, Compostela Valley.

Section 12. ADMINISTRATIVE PENALTY CLAUSE. All government employee/s who fail to comply with the provisions of this Ordinance shall be penalized in accordance with the Civil Service Rules and Regulations Section 13. REPEALING CLAUSE. All other ordinances, resolutions, memoranda, orders, and other issuances inconsistent with the provision of this Ordinance are hereby repealed.

Section 14. SEPARABILITY CLAUSE. If for certain reasons some provision of this Ordinance are found to be invalid or unconstitutional, all other provisions hereof not affected shall remain in full force and effect.

Section 15. EFFECTIVITY CLAUSE. This Ordinance shall take effect upon approval, and after due compliance with publication requirements.

Gilas denied of Olympic slot in 75-95 loss to Iran

G

ilas Pilipinas Men's campaign in the FIBA World Cup ended on a sour note as they fell to Iran, 75-95, at the Wukesong Sports Center in Beijing on Sunday night.

However, the win was a big push to the Iranians as China lost to Nigeria, 73-86, in Guangzhou, meaning Iran, due to a better point differential, will qualify outright for the Olympics as part of Asia.

After exploding for 30 points in the �irst quarter, Iran held Gilas Men to just 10 points in the second quarter to set up the blowout.

Hamed Haddadi showed that he still has something left as a national team player, leading Iran with 19 points, seven rebounds, two assists, two blocks, and one steal.

Nikkhah Bahrami added 17 points, two rebounds, and four assists.

Robert Bolick put up 15 points and two rebounds for Gilas Men, who will go home winless after �ive games.

Meantime, Gilas Pilipinas coach Yeng Guiao offered his apologies on Sunday night after the Philippines failed to win even a single game in the 2019 FIBA Basketball World Cup. A 95-75 rout at the hands of old Asian rival Iran completed a brutal World Cup stint for the

Filipinos, which saw them lose their games by an average margin of 29.4 points. They were truly competitive only against Angola, losing to the African nation, 84-81, in overtime.

"Well, of course, una, we're very sorry that we were not able to perform up to 'yung siguro level na ine-expect nila," Guiao said after their loss to Iran.

Tunisia also outclassed them, 86-67, last Friday, and while they gave Iran a tough challenge in the �irst quarter, the Asian powerhouse eventually pulled away from the Philippines as well.

Nadal wins 19th Slam

EW YORK - Rafa Nadal survived a heroic Daniil Medvedev �ightback to claim an epic 7-5 6-3 5-7 4-6 6-4 win and a fourth U.S. Open title on Sunday, moving within one Grand Slam crown of matching Roger Federer’s all-time record.

A routine end to the Flushing Meadows fortnight looked on the cards when Nadal went up two sets and a break up but it turned into a near �ivehour thriller as Medvedev staged a comeback that left the Spaniard shaken and Arthur Ashe Stadium buzzing.

Not once since 1949 had a player come back from two sets down to win the U.S. Open �inal but the tall Russian, cheered loudly by a crowd that booed him mercilessly earlier in the week, came mighty close.

On the ropes with Medvedev looking to deliver the knockout blow, though, Nadal showed once again why he is the game’s greatest �ighter and he lifted himself off the canvas to scrap his way to a 19th Grand Slam title.

he Children's Games series in Davao region got underway with the recent edition held in Malita, Davao Occidental on September 6 and 7, catering to 250 Muslim, Christian and Lumad participants.

The Ate-Kuya leadership training was held on the �irst day while the Larong Pinoy and alternative games were conducted the following day.

Philippine Sports Commission (PSC) Commissioner Charles Raymond A. Maxey, on behalf of the national sports agency led by Chairman William "Butch" Ramirez in his message, thanked the Holy Cross of Malita for hosting the Children's Games.

"Our Chairman loves the children and he wants the children to play. We are determined to continue this program, which went full blast all over the country back in 2017," he said.

Holy Cross of Malita administrator Sister Elizabeth Garrote also thanked the PSC for granting them the hosting of the event, which is a major component of the PSC's Sports for Peace program.

A total of 20 indigenous peoples (IP) children also joined the games.

PSC Mindanao cluster head Ed R. Fernandez said, "It's so heartwarm-

ing to see them play with each other in the spirit of fun and respect. The work of peace-building starts among the children."

In Davao City, PSC Mindanao and Holy Cross of Davao College, led by its president Dr. Ma. Iris A. Melliza, joined efforts to put up the Sports for Peace Children's Games held at Lower Tamugan Elementary School. Some 200 children participated in the games.

A leadership training for Ate-Kuya volunteers was also held. Activities included the bodots dance, Maria went to town, baloon relay, hula hoops and kadang-kadang.

Over in New Bataan, 200 kids had a fun-�illed day playing sack race, tug of peace, futbol race, pass the message and bring me on August 23.

Compostela Valley Governor Jayvee Tyron L. Uy and Mayor Geraldford Balbin were present during the opening ceremonies.

PSC-Mindanao's Melchor Anzures also spearheaded a futsal clinic to about 60 kids in the afternoon.

Similar Children's Games is set in Agdao, Davao City (September 20 and 21) and in Maragusan, Compostela Valley (September 27 and 28).

Arbios, Organiza lead Hunat Dabaw 7 Run winners

rlan Arbios and Easter Organiza topped the premier 10-kilometer division of the well-attended Hunat Dabaw 7 Run of The Royal Mandaya Hotel on Sunday.

In a race �illed with bubbly fun and some tough competition too, Arbios and Organiza led the podium �inishers as close to 2,500 runners answered the starting gun �ired at dusk in front of the hotel by TRMH president-CEO Glenn Escandor and children Inna and Irra.

The race, where part of the proceeds will be used to build the Tulay ng Pagbabago in Barangay Mapula, Paquibato district, commemorates Davao’s premier hotel’s 21st anniversary.

Finishing runners-up to Arbios are Agustin Ychon (second) and Jeorge Andrade (3rd) while Organiza was joined in the podium by second placer Diana Mae Rasay (2nd) and Miki Tinol (3rd).

The other division win-

ners in the footrace backed up by GMA Kapuso Foundation are: 3K- Daryl Mark Daban and Angelica Papna, 5K- Frits Lantako and Clebel Guinayon.
