Boy died of meningococcemia: DOH

he Department of Health (DOH) Davao Center for Health Development on Tuesday, September 3, con�irmed the death of a 4-year old boy at a hospital in Davao City is due to meningococcemia.

DOH issued the con�irmation after the laboratory results came out on Monday approximately three days after the passing of the patient at the Brokenshire Hospital Ministry, Inc. on August 30.

Despite the con�irmed existence of the acute and potentially life-threat-

ening bacteria in Davao City, DOH regional director Dr. Annabelle Yumang reiterated that the bacteria causing meningoccocal disease is not easily transmitted contrary to alarming posts on social media.

Panigan-Tamugan watershed study to be completed in 2020

he Integrated Watershed Management Plan involving the Panigan-Tamugan section is expected to be completed sometime next year.

This was disclosed by Cirilo “Ones” Almario III, general manager of Apo Agua Infrastructura Inc., the joint venture between Aboitiz Equity Ventures (AEV) and J.V. Angeles Construction Corporation (JVACC).

In partnership with the Watershed Management Council (WMC) and the Davao City Water District (DCWD), Apo Agua crafted an integrated management watershed plan particularly to Panigan-Tamugan watershed where they are going to source water for the P12.6 billion bulk water project.

ers was identi�ied as the City’s alternative source of drinking water. In 2015, Apo Agua and DCWD signed an agreement for the development of a bulk water supply within the Panigan-Tamugan Watershed. Under the deal, Apo Agua Infrastructura will develop and supply around 300-350 million liters per day (MLD) of potable water from the Tamugan River to the pipelines of the DCWD, for distribution.

The WMC has required Apo Agua Infrastructura to come up with a watershed management plan for Panigan-Tamugan segment, where they will tap sur-

face water from Tamugan river. This project aims to address the shortage of water supply in the city as the current water source, Talomo-Lipadas watershed, needs to recover. The WMC has also approved and endorsed the project to the Davao City Council because it will provide solution to the growing concern of insuf�iciency of drinking water supply in the city.

“Right now we are �inalizing the plan and what we are doing right now is do a baseline study on what’s there in Panigan-Tamuigan Watershed.

Mati seeks to better address issue on mentally ill vagrants

he City Government of Mati is seeking to address better the problem on vagrants who are suffering from mental disorders that are seen roaming around in the city.

In a meeting by the Community Mental Health Task Force on August 29, Thursday, it was learned that there are a total of 115 patients who have availed of services of the Community Mental Health Program of the city, so far.

Of the seven identi�ied street vagrants in Mati, �ive are mentally-challenged.

Three were already sent to Southern Philippines Medical Center - Institute of Psychiatry and Behavioral Medicine in Davao City for treatment.

he government is pushing for the entry in the markets of more affordable models of modern jeepneys in a bid to fast-track the implementation of the �lagship Public Utility Vehicle Modernization Program (PUVMP).

Lawyer Martin Delgra III, chair of the Land Transportation Franchising and Regulatory Board (LTFRB), said Monday the agency and the Department of Transportation (DOTr) have been continuously talking with modern PUV suppliers for the production of “cheaper but quality” units.

He acknowledged that the current prices of modern PUVs are quite high, as seen with the prototypes being marketed by various manufacturers that reach as high as P2.5 million.

Delgra said the prevailing market prices are mainly dictated by the rising demand for modern PUVs in the country.

But he said they have been engaging with the suppliers to also consider the “social dimension” of the program in the pricing of their units.

“We’re asking them to help our transport groups by setting prices that are also reasonable for them,” he said in an interview with reporters at the sidelines of the launching at the SM Mall here on Monday of the “Modern PUV Caravan” Mindanao leg-Phase 2.

In one of their recent engagements, he said DOTr Secretary Arturo Tugade was able to convince a supplier to lower its price for a Class A modern jeepney to P900,000.

He said they are also discussing with other suppliers regarding the prices for Class B and C units, which are currently available at P1.6 to P2.5 million.

The classes of modern jeepneys are determined based on its built, design and the installed accessories as well as gadgets.

These include airconditioning, closed-circuit television or CCTV cameras, dash cameras and global

positioning system or GPS gadgets.

Aside from their negotiations with suppliers, Delgra said the Department of Trade and Industry is working on the provision of incentives to manufacturers and suppliers “to help lower down the cost of production of the units.”

Along with these efforts, Delgra said he expects the prices of modern jeepneys to go down due to the growing competition in the market.

“The market itself, which invites competition, will eventually help lower down the cost of the units,” he said.

Meantime, for the transport groups, Delgra said they are also providing them the capacity to acquire modern jeepneys though the “5-6-7-8” scheme.

He said they have worked with the suppliers to allow the purchase of the units at 5 percent equity.

In partnership with the Land Bank of the Philippines and the Development Bank of the Philippines, he said they were able to negotiate the offering of loans to transport cooperatives at 6 percent interest per annum and a repayment period of seven years.

“The government provides grants of up to P80,000 as equity subsidy for transport groups who will avail of the modernization program,” he said.

The “Modern PUV Caravan” here is the �irst stop in Mindanao for the program, which is spearheaded by DOTr and its attached agencies.

It is supported by the city government, the Of�ice of Transportation Cooperatives and the Technical Education and Skills Development Authority.

Sanchez clan won't pay damages to victims' kin

he wife of former Calauan Mayor Antonio Sanchez on Tuesday said they have "no intention" of paying the damages worth PHP12.671 million as ordered by the Supreme Court to the families of her husband's victims.

During a Senate inquiry into the early release of heinous crime convicts, Elvira, Sanchez' wife, said they would not pay the damages as she insisted on her husband's innocence.

"Laging paulit-ulit po naming sinasabi, bakit po kami magbabayad, wala naman pong kasalanan ang aking asawa (We have been repeatedly saying this, why should we pay

when my husband is innocent?)," she said.

The former mayor was sentenced to seven counts of reclusion perpetua (up to 40 years imprisonment) for the rape and murder of University of the Philippines Los Baños student Eileen Sarmenta and the murder of her companion, Allan Gomez in 1993.

overnment lawyers on Tuesday cautioned private complainants against Kapa Community Ministry International Inc. (Kapa) of the implication of their decision to desist from the cases they initiated against of�icials of a religious group involved in investment scams.

Assistant State Prosecutors Xerxes U. Garcia and Ma. Lourdes Uy reminded the complainants that their decision to withdraw the complaint they initiated before the National Bureau of Investigation (NBI) may, in turn, make them liable.

“Don’t you know that you may face complaints for initiating a complaint before the NBI and then withdrawing it,” Garcia told complainants Kim Ampo and Judith Lechido.

Uy added that the DOJ panel will be considering the implication of the desis-

tance by the complainants.

Last July, the NBI �iled estafa charges against the founder and of�icials of the Kapa Community Ministry International Inc. (Kapa), on behalf of the three complainants, Virginia Ampo, her son Kim, and Lechido.

The prosecutors only accepted the desistance from Kim and Lechido since the third complainant Virginia, a senior citizen from Dinagat Islands, failed to personally attend the hearing due to hypertension.

resident Rodrigo Duterte will decide on the fate of Bureau of Corrections (BuCor) chief Nicanor Faeldon and other of�icials once congressional hearings on the good conduct time allowance (GCTA) law are over, Malacañang said on Tuesday.

Presidential Spokesperson Salvador said that while hearings are ongoing, Duterte will “maintain the status quo” but will consider congressional �indings once they are concluded.

“As regards the of�icials in the Bureau of Corrections, the President will maintain the status quo until the congressional hearings are concluded,” Panelo said in a statement.

“He will be monitoring the conduct of the legislative investigation and give appropriate consideration to the �indings of Congress,” he added.

On Monday, the Senate

held its �irst hearing on the GCTA law, also known as Republic Act 10592, particularly the early release of inmates convicted of heinous crimes which was attended by Faeldon and other of�icials.

Faeldon admitted that he allowed the release of convicted rapist-murderer, former Calauan mayor Antonio Sanchez but insisted that he did not sign a release order.

he Supreme Court has dismissed a lawyer's petition for the removal of a legal barrier to same-sex marriages in the Philippines, even as it said the Constitution does not restrict marriage on the basis of sex.

Jesus Falcis III, in 2015,had sought the declaration as unconstitutional of the provisions on the Family Code limiting marriage to a union between a man and a woman.

Though the Court said the 1987 Constitution, from its "plain text," "does not de�ine, or restrict, marriage on the basis of sex, gender, sexual orientation, or gender identity or expression," the justices dismissed the petition based on Falcis' lack of standing, violation of the principle of hierarchy of courts, and failure to raise an actual, justiciable controversy.

The tribunal, through Associate Justice Marvic Leonen, the ponente, "recognized the protracted history of discrimination and marginalization faced by the lesbian, gay, bisexual, transgender, queer, intersex and other gender and sexual minorities (LGBTQI+) community, along with their still ongoing struggle for equality," according to a press statement from the Court's Public Information Of�ice (PIO).

They also "acknowledged that same-sex couples may morally claim that they have a right against discrimination for their choice of relationships" and said "of�icial recognition of their partnerships may, for now, be a matter that should be addressed to Congress."

The Court ruled that judicial adjudication entails ruling on issues "propelled by actual controversies," adding that it

can fully weigh the consequences of its decisions "only through the existence of actual facts and real adversarial presentations."

Legislation, on the other hand, "ideally allows public democratic liberation on the various ways to assure these fundamental rights," the Court said, as quoted by the PIO. "Often public reason needs to be �irst shaped through the crucible of campaigns and advocacies within our political forums before it is sharpened for judicial �iat," it added.

The Court also held Falcis and his fellow lawyers, Darwin Angeles, Keisha Trina Guangko, and Christopher Ryan Maranan, liable for indirect contempt.

The tribunal explained that "to forget [the bare rudiments of court procedure and decorum] — or worse, to purport to know them, but really, only to exploit them by way of propaganda — and then, to jump headlong into the taxing endeavor of constitutional litigation is a contemptuous betrayal of the high standards of the legal profession."

The ruling came with a reminder against "premature" petitions, stating that actions done in the name of public interest "should be the result of collective decision coming from well-thought-out strategies of the movement in whose name we bring a case before this Court."

"Otherwise, premature petitions �iled by those who seek to see their names in our jurisprudential records may only do more harm than good," the Court said.

On a monthly basis, net in�lows were registered last January, February, and July; while net out�lows were posted in March, April, May, and June.

Union Bank of the Philippines (UnionBank) chief economist Ruben Carlo Asuncion told the Philippine News Agency (PNA) that hot money in�lows may get a lift from the lower in�lation rate, which in turn, will boost domestic consumption.

In the �irst seven months this year, rate of price increases averaged at 3.3 percent, within the government’s two to four-percent target band.

Last July alone, in�lation eased further to 2.4 percent from 2.7 percent in the previous month.

Additional factor boosting hot money is the expected recovery of the domestic economy, which in the �irst half of the year, posted an average of 5.5 percent, lower than the government’s six to seven-percent target band due to the impact of the delay in the approval of this year’s national budget.

The delay in budget approval hampered the government to spend based on its program for the year and this affected domestic output.

However, economists forecast a recovery in the second half of the year, which Asuncion said “may buoy hot money towards the end of the year.”

“Although, it must be clear that in�lows and out�lows of “hot money” are largely dependent on external sentiment,” he added.

Relatively, Rizal Commercial Banking Corporation (RCBC) chief economist Michael Ricafort cited that the USD15-million net in�lows last July was an improvement from the net out�lows since last March, but was lower than the USD53.29 million net in�lows same period last year.

“The latest �igure is, also better vs. the net foreign selling for the previous four months as local �inancial markets posted gains,” he said in a reply to an e-mail from PNA. On the external front, the RCBC chief economist said continued drop of US and global bond yields “to new record lows near zero or deeper into negative interest rates for some developed countries could still support net foreign portfolio investment in�lows/hot money into the country.”

These external factors are also seen to “support the gains in the local �inancial markets, as some global investor search for higher yields/returns in emerging markets with better economic and credit fundamentals such as the Philippines,” he added. (PNA)

BSP Deputy Governor Francisco Dakila Jr. said the below-offered bids last week “indicated lower liquidity in the �inancial system to be siphoned due to higher deposits of the national government with the BSP.” “At the same time, the undersubscription may be attributed to banks funding requirements for scheduled loan releases, client withdrawals, as well as month-end requirements,” he said.

Dakila, however, pointed out that bids in last week’s TDF auction “was within the BSP's liquidity forecast for the week.”

PRRD reduces 2016, 2017 dividend rates of state-owned LBP and DBP P

On August 28, Duterte signed Executive Order No. 89 reducing the dividend rate of LandBank from 50% to 0% for 2016 and 10% for 2017. DBP’s dividend rate was reduced to 0% for 2017.

“To support the viability and mandate of the LBP and DBP, their liquidity, capital position, medium-term plans and programs were considered in the determination of their respective reasonable dividend rates on net earnings for selected years,” the EO stated.

“The adjusted dividend rates set forth are only applicable to the concerned GOCCs and the years stated,” it added.

Republic Act No. 7656 required government-owned or -controlled corporations (GOCCs) to declare and remit at least half of the annual

net income as dividends in favor of the national government.

The law also empowers the President, upon the recommendation of the Secretary of Finance, to adjust the dividend rate in the interest of the national economy and general welfare.

Dividends remitted

by GOCCs grew to a record high P61.3 billion as of July this year, according to the Department of Finance.

The latest �igure compares with P51.2 billion recorded in 2018, which was 41% higher than the P36.5 billion collected in 2017.

“They will go a long way in helping us hold down de�icits and continue funding the infrastructure and social programs of President Duterte,” Finance Secretary Carlos Dominguez III said in July.

President Rodrigo Duterte better kick the butt of Bureau of Corrections chief Nicanor Faeldon. It is imminent, he is not meant for government service, much less hold a key administrative position where one’s judgment is critical.

After a controversial stint with Bureau of Customs where his name was dragged into corruption issues, Faeldon was kicked sideways to another agency, the Bureau of Corrections.

Despite that, he seems to be incorrigible. Another mess and Faeldon is back in a Senate probe again this time to answer for the order paving the way for a possible release of convicted rapist and murderer Antonio Sanchez. The same order also made way for the release of nearly 2,000 convicts – including those who had been serving jail terms for illegal drugs trade and other heinous crimes.

While he admitted signing the “memorandum of release” of convicted rapist and murderer Antonio Sanchez, Faeldon has insisted before the Senate inquiry that he had put it on hold.

Putting it into context, it’s like saying “I stole, but I returned the stolen items.”

that would start the process of release of any Person Deprived of Liberty (PDL), Faeldon explained: “I signed that document, the memorandum of release but that’s not the release order because after my of�ice, it goes to several of�ices and �inally it will go to the superintendent who issues the �inal release order of the PDL.” Faeldon maintained he stopped Sanchez’s release.

Obviously, the �lagging came after the public got wind of the impending release and a storm of reaction reverberated across all fora and platforms.

Faeldon’s mishaps at the bureaucracy only meant one thing-he is not �it for this job. Faeldon is a mis�it in an administration that regards ef�iciency as its premium standards and corruption as its number one enemy. Ineptitude also has no place in the Duterte administration and no matter what role Faeldon played in during the 2016 campaign should not give him a Torrens title to his position in government.

Recalling the words of President Duterte himself, nobody in his administration is inexpendible.

So go ahead, Mr. President. Give the guy the boot.

DESPITE SLOWER GLOBAL GROWTH, WE CAN PREVAIL The Trump China Trade war has created enough consequences.

Already, major economies are forecasting slower growth as a result of lower trade volumes between the US and China due to raised tariffs that hamper free trade. This forces companies, especially those invested in China and the US to rethink their options and cut their own growth forecasts.

Singapore, Taiwan, the European Union all have slower growth prospects due to lower global trade.

In a latest announcement by the European Union, the

forecast for the European area for 2019 is at 1.2% and for 2020 it is at 1.4% Will this impact our Overseas Filipino Workers?

Perhaps. Lower growth in these countries means less hiring for foreign workers, less money for tips and possibly, less over time pay for the employees. Note that when global economic growth is high, our remittances are also higher. Remittances are seen as direct cash infusion into our economy.

Despite this slowdown, analysts still predict a 6% growth for the country in 2019, on the back of much

lower in�lation. Security Bank says so in a statement: (http://www.resurgent .ph/articles.aspx?id=948) Likewise others note accelerated infrastructure spending and investment growth that may catch up after the slower spending resulting from a delayed budget.

What it means for the Philippines is that we will need to boost our local economy by spending while keeping in�lation or costs low.

High in�lation that catches up with the growth, such as the kind we expe-

rienced last year at 5-6%, eats into growth and hinders it, rendering it incapable of supporting. With these lowered down to around 2% in recent onths, and forecasted to about 1.8% by end of the year, we can expect positive growth and an increase in family incomes since expenses will be lower. When this happens, the economy keeps expanding.

A good sign is that last year’s current account de�icit has swung into a surplus in the �irst half of the year and that our gross international reserves have hit the record high 85 Billion dol-

lars. This gives enough con�idence to weather coming storms despite, possibly, lower remittances from OFWs. Likewise, our ability to expand asian trade with China, Japan and Korea is tthe kind that does not cost as much to do and allows a wide range of products to be traded.

Noteworthy is the higher levels of banana exports we have recently seen, and the possibility that other commodities such as young coconut, durian and other fruits may see exports.

RANDOM THOUGHTS There are so many things going on in Davao City and in other parts of the country today, including a comfort room for those who are not identi�ied as males or females and homework for children on weekends. No, I won’t writing those because there are many other important issues to be written.

In fact, there are too many that writing them in just one setting is not enough. The best thing I can do is to give some bits and pieces.

One of the reasons why dengue-carrying mosquitoes have proliferate these days (thus causing deaths, especially among children) is the low population of frogs in canals, open areas and irrigations. The ponds, the waterways, and waterlogged areas – where mosquitoes abound – are now part of history; they have been built with edi�ices, condominiums and malls.

Mosquitoes – locally called “lamok” – can live in vases, some remaining canals, discarded tires, and anything that has water in them. Frogs cease to exist because they have no home to stay and where the females could lay their eggs. The result: more mosquitoes.

During rainy season, population of mosquitoes continues to grow. But there are few frogs which could have eaten the mosquito larvae, called kiti-kiti. The bal-

ance of nature is impeded.

Limited frogs, more mosquitoes. Your conclusion is as good as mine.

When I posted the above thought in my Facebook account, veteran journalist Sera�in Ledesma, Jr. commented: “This (referring to frogs) and the dragon �lies have disappeared, too.”

According to Science Times, “dragon�lies are some of the best predators to keep mosquito populations low.

Not only do they scavenge the skies in adulthood, but they eat large numbers of mosquito larvae in their larval form – which happens in the water.”

Adult dragon�lies – locally known as “alindanaw” – reportedly can eat up to 100, if not more, mosquitoes per day.

Most people in the lowlands don’t raise their concerns about the continuous deforestation in the uplands, except for those who work for some non-government organizations and a few media personalities. Lowlanders, it seems, don’t care at all.

Unknowingly, what they don’t know is that they are the people who suffer the most when it comes to �looding. Without forest cover, rainwater brings topsoil as it rushes towards the low-lying areas. The result: �loods become more disastrous.

It’s high time for the low-

landers to help those living in the uplands. By raising their standard of living, they may stop cutting those trees (if there are still trees at all).

The �looding that happened in Davao City and in other parts of the region recently won’t be last time. It’s just a “dry run” of more disastrous �loods in the future.

What triggered me to write this random thought is the post of Raymund Javellana, the man who raise The Ruins from oblivion. In his social media account, he posted a comment from a psychologist regarding the state of the Philippines these days. At the end of the comment, the author (whoever he or she is) asked those who read it and love this country to “try and circulate this so that many people can re�lect on it.”

I am sharing it here (with a little editing). Read it and ponder: The difference between the poor and rich nations is not the age of the nation.

This can be demonstrated by countries like India and Egypt, which are more than 2000 years old and are still poor countries. On the other hand, Canada, Australia and New Zealand, which 150 years back were insigni�icant, today are developed and rich countries.

The difference between the poor and rich nation does not also depend on the

available natural resources.

Japan has limited territory, 80% mountainous, unsuitable for agriculture or farming, but is the second in world’s economy. The country is like an immense �loating factory, importing raw material from the whole world and exporting manufactured products.

Second example is Switzerland; it does not grow cacao but produces the best chocolates in the world. In her small territory, she rears animals and cultivates the land only for four months in a year, nevertheless manufactures the best milk products. A small country which is an image of security which has made it the strongest world bank.

Executives from rich countries who interact with their counterparts from poor countries show no signi�icant intellectual differences.

The racial or color factors also do not evince importance: migrants heavy in laziness in their country of origin are forcefully productive in rich European countries.

What then is the difference?

The difference is the attitude of the people, molded for many years by education and culture.

When we analyze the conduct of the people from the rich and developed countries, it is observed that a ma-

jority abide by the following principles of life: 1) ethics, as basic principles; 2) integrity; 3) responsibility; 4) the respect for laws and regulations; 5) the respect from majority of citizens by right; 6) the love for work; 7) the effort to save and invest; 8) the will to be productive; and 9) punctuality.

In the poor countries, a small minority follow these basic principles in their daily life.

We are not poor because we lack natural resources or because nature was cruel towards us. We are poor because we lack attitude. We lack the will to follow and teach these principles of working of rich and developed societies.

We are in this state because we want to take advantage over everything and everyone.

We are in this state because when we see something done wrong, we just say, “Let it be.” In fact, we should have a spirited memory and attitude.

Only then, we will be able to change our present state.

If you do not share this message nothing is going to happen to you. Your prized animal is not going to die, you won’t be sacked from your job, you won’t be having bad luck for seven years, nor are you going to get sick.

I am doing it. Hope you do, too!

Despite the panic and fear caused by the tragic incident, DOH urged the public to help raise awareness not just with Meningococcemia but also with the different pressing issues like dengue, measles, and leptospirosis.

The department also assured that the situation is under control.

SALOMON XTRAIL 2019 BLAZES NEW TRAILS

OVER 330 competitors experienced of 15KM and 30KM distances 70 degree elevations, a knee-high stream traverse, a downhill rappel, and muddy trails at the recently concluded Salomon Xtrail 2019 at the Riverfront Corporate City. These obstacles were the some of the highlights of the event which makes it one of the toughest trail race in Davao region.

Despite the high level of difficulty, the champions still broke records, making it to the finish line in the shortest times ever.

The problem with dengue is: people respond only if there are already deaths. Most Filipinos know that when rainy season starts, that’s the time also when dengue-carrying mosquitoes proliferate.

An ounce of prevention is a pound of cure, so goes a saying. An ounce of prevention is better than a pound of cure, so goes a popular saying. “Prevention is crucial,” Dr. Bravo said. “Unless we take concerted action to educate our people now, dengue will continue to take its toll in the country.”

The best way to beat dengue fever is not to be bitten by dengue-carrying mosquitoes.

When going out, people are advised to wear long-sleeved shirts and long pants. When indoors, it is advisable to stay in air-conditioned or screened areas. All windows and doors must have screens to avoid mosquitoes from getting in.

Children must not play near still water.

Eliminating breeding sites for mosquitoes is another way.

“While government has an important role in dengue control, families and communities have a greater responsibility,” says Dr. Eric Tayag, one of the country’s foremost experts on dengue. “Mosquitoes breed in our homes. While government reminds, the people should mind.”

But there are other ways of beating the day-biting mosquitoes that carry the dengue virus. This is through biological control or “the introduction of organisms that prey upon, parasitize, compete with or otherwise reduce populations of the target species,” to quote the explanation of Geneva-based World Health Organization (WHO).

Some larvivorous species and predatory small freshwater crustaceans are effective against the immature larval stages of the dengue-carrying Aedes mosquitoes. “The biological control organisms are bred and distributed into water-storage containers or wells,” the WHO says.

In Dagupan City, about 6,000 mosquito �ish have been released in the stagnant waters in some barangays “as part of the city’s dengue prevention measures,” the staterun Philippine News Agency reported.

“Mosquito �ish is classi�ied as lavivorous �ish,” explained Dr. Westly Rosario, director of the National Integrated Fisheries Technology Development Center (NIFTDC). “It thrives even in hospitable areas like shallow waters, freshwater, brackishwater or even in areas that have doubled salinity.”

According to Rosario, the mosquito �ish stocks are propagated and distributed by the center, which is a line agency of the Bureau of Fisheries and Aquatic Resources (BFAR).

The Gambusia af�inis was �irst introduced into the country in 1905 and was instituted again during the World War II in more than 30 countries to prevent malaria, another con-

tagion spread by mosquitoes.

Some years back, the Manila-based Asian Development Bank also promoted the use of the larvae-eating guppy �ish as “a low-cost, year-round, safe way of reducing the spread of dengue in which the whole community can participate.”

Gerard Servais, then ADB’s health specialist said: “(The guppy �ish) offers a viable alternative to using chemicals and can reduce the scale of costly emergency response activities to contain epidemics.”

The 25 to 60 millimeter-long guppy �ish (scienti�ic name: Poecilia reticulata) is also known as million �ish. It is considered as one of the most popular freshwater aquarium �ish species in the world because of its colorful, mermaid-like tail.

But beyond its being cute, the �ish can eat up to 102 mosquito larvae a day, according to one study. Servais said one or two guppy �ish can keep a tank of water larvae-free for three to four months.

“It offers a viable alternative to using chemicals and can reduce the scale of costly emergency response activities to contain epidemics,” Servais said in a press statement. “The study we’ve made has shown that the guppy �ish don’t have an impact on the biological quality of the water. It’s safe, even for drinking water.”

Aside from �ish, frogs can also help control the population of mosquitoes. A toad reportedly can consume up to 100 mosquito larvae per night. In the past, frogs were common; they could be found in canals, creeks, irrigations, vacant lots, and rice �ields. But these days, they are nowhere to be found. Their population has dwindled due to the �ilthy waters in canals; those in rice �ields are harvested for food.

Bats are another predator of mosquitoes. “A single bat can eat up to a thousand mosquitoes in just one hour,” said a fact sheet published by the Philippine Bat Conservation, Inc. “A single large bat colony can eat up to half a million pounds of insect pests in one night.”

Meanwhile, the Department of Science and Technology (DOST) is promoting dengue prevention kits called Ovidical Larvicidal Traps (OL Traps). OL Trap is composed of a black canister, a lawanit paddle, and pellets (which can be made into a larvicidal solution that can kill the mosquito larvae).

“The scent of the solution invites female mosquitoes to the trap where they lay eggs on the stick and on the solution itself,” the DOST explained. “The stick, moistened by the solution through capillary action, is highly attractive for mosquitoes to lay eggs on.

As the eggs and the hatched larvae get exposed to the solution, they die.

“The trap does not kill the adult mosquitoes,” it added. “Instead, its ovicidal and larvicidal effect prevent the next generation of mosquitoes from reaching adulthood, thus

curbing the population of Aedes mosquitoes.”

Dengue is a water-vector disease and so the antidote may also be the water itself.

According to Dr. Richard Mata, dengue is one of the most misunderstood diseases in this planet. Most people are terri�ied of dengue because when the blood platelets decrease, it causes severe bleeding and ultimately death. This thinking, he says, is very wrong.

Dr. Mata, a consultant with WHO, says that what really kills a person with dengue is not due to low platelet counts but dehydration. It occurs when a person loses more �luid and his body doesn’t have enough water and other �luids to carry out its normal functions.

Dehydration causes intestinal ulcer that causes bleeding. “And because the platelets are low, the bleeding becomes severe. But if there was no dehydration, there will be no ulcer and thus no bleeding – even if the platelets are low,” he explains. “So, it still boils down to dehydration.”

Dehydration also causes kidney failure, which result from the decrease in urine output. “This causes the water to be retained in the lungs thereby creating congestion that can kill the patients,” he says.

Many people believe congestion is caused by over hydration. “But the truth is, it is caused by kidney failure due to dehydration,” he says.

“That’s ironic, right?”

According to Dr. Mata, Thailand and Sri Lanka has zero casualties when it comes to dengue (compared to 1,000 deaths annually in the Philippines). “These countries never said they got a drug from herbs or something; they said its about correct �luid management,” he says.

Research in the aforementioned countries are focused more on �luid management.

In comparison, most Filipino researchers “focused on herbs which are actually or are already being used by many but still the deaths are high,” Dr. Mata laments.

“In severe dengue, the blood vessels leak of �luids until the blood pressure drops,” says Dr. Mata, a pediatrician who has a clinic in Panabo City in Davao del Norte. “Dehydration is the killer; low platelet is only secondary.”

Thus, he advises to hydrate the patient with oral rehydrating solution or other �luids like coconut water, fruit juices and water. “Monitor urine output and record the amount and the time.

Once the patient is no longer urinating regularly, it is already a red �lag. “A clear urine with good amount and less than four to six hours in intervals is a good sign of hydration,” he explains.

Not all cases of dengue are the same. “Some can be managed by oral hydration, some need intravenous hydration,” Dr. Mata points out. “Let the doctor decide during early consultation.”

BY THE CITY PRICING COMMIT TEE, OFFICE OF THE CITY MAYOR, AS THE MOST APPROPRIATE AND RESPONSIVE TO THE BENEFICIARIES OF MARAPANGI HOMES RESET TLEMENT PROJECT, THROUGH ITS RESOLUTION NO. 2, SERIES OF 2017 AS AMENDED BY RESOLUTION NO. 3, SERIES OF 2018 Be it ordained by the Honorable Sangguniang Panlungsod of Davao City in session assembled that: SECTION 1. TITLE – This Ordinance shall be known as “AN ORDINANCE APPROVING THE PRICING SCHEME OF MARAPANGI HOMES RESETTLEMENT PROJECT AS ENDORSED BY THE CITY PRICING COMMITTEE, OFFICE OF THE CITY MAYOR, AS THE MOST APPROPRIATE AND RESPONSIVE TO THE BENEFICIARIES OF MARAPANGI HOMES RESETTLEMENT PROJECT, THROUGH ITS RESOLUTION NO. 2, SERIES OF 2017 AS AMENDED BY RESOLUTION NO. 3, SERIES OF 2018”.

SECTION 2. DECLARATION OF POLICY – Section 2 of Executive Order No. 45, Series of 2013, entitled “Reconstituting the Membership of Pricing Committee for the Slum Improvement and Resettlement (SIR) Project and Urban Land Reform Program (ULRP) of the City”, states that the committee shall have the power to determine the fair market value/cost, interest and surcharges, payment scheme of residential and commercial lots under the housing program of the City of Davao such as, but not limited to, Slum Improvement and Resettlement Program, Urban Land Reform Program, Relocation Sites, for sale and resale to the awardees/qualified buyers”, as amended.

SECTION 3. COVERAGE – This Ordinance shall cover the approval of the Pricing Scheme for the Marapangi Homes Resettlement Project.

SECTION 4. PRICING SCHEME – The Pricing Scheme for Marapangi Homes Resettlement Project shall be implemented based on the following computation, viz.: Pricing/Lot No. of Years Price P67,554.40 P67,554.40

SECTION 5. SEPARABILITY CLAUSE – If, for any reason, any section or provision of this Ordinance is declared unconstitutional or invalid, other sections or provisions hereof not affected by such declaration shall continue to be in full force and effect.

SECTION 6. EFFECTIVITY- This Ordinance shall take effect immediately upon approval.

Three weeks ago, I was catapulted from my deep sleep when I heard my phone ringing. It was already 10 o’clock at night and I was so tired since I had been busy for the past two days. But it was my sister Jean talking and she seemed to be crying. “What’s the problem?”

I inquired.

“Ashley has dengue fever,” Jean explained. “The doctor said her blood platelet has gone down dramatically. I went panic so we decided to bring her to a hospital in Digos City, just in case something will go wrong with her.”

Before I left for Davao City to attend a �ive-day live-in seminar, I learned that 5-year-old Ashley had an off-and-on fever. Her parents brought her to a hospital in our small town because they thought it was just an ordinary fever.

But it wasn’t; it was dengue fever, the most widespread mosquito viral disease in the world which infects up to 51 million people a year.

Recalling an assignment I wrote for Reader’s Digest a couple of years back, I wrote: “Symptoms vary according to the age and health of the patient. Generally, the sickness starts with a high temperature, rash, agonizing headache, and muscle and joint pain. Nausea,

vomiting and loss of appetite are common, and a rash usually appears three or four days after the fever starts. The worst symptoms can last up to ten days, and complete recovery can take a month.”

But the deadly form of the infection, called dengue hemorrhagic fever (DHF), is another story. In this variant, cells release chemicals that trigger leakage of plasma from blood vessels.

Dr. Lulu Bravo, a professor at the University of the Philippines College of Medicine, told me this bit of information as what would happen when DHF attacks: “Fluids accumulate in body cavities, causing profound shock. Death often results from bleeding in the brain, intestines or other organs.”

“After a dengue patient has gone into shock, it’s usually a matter of time before multi-organ failure occurs and death becomes inevitable,” pointed out Professor Zulki�li Ismail, a pediatrician at the Hospital Universiti Kebangsaan Malaysia in Kuala Lumpur.

China suffers OT loss to Poland

EIJING (AP) — China’s World Cup took a big hit on Monday, and Poland got a giant boost.

In the �irst tough test of the young tournament for both teams, China fell to a better organized and more resilient Poland 79-76 in overtime.

The win guaranteed Poland a berth in the next round, which meant under FIBA rules it automatically advanced to an Olympic qualifying tournament with a chance to reach Tokyo next year.

Poland last played in the Olympics in 1980.

“After tonight the world is going to know who Poland players are,” Poland’s American coach, Mike Taylor, said.

Taylor said this was the core of his motivation speech before the game — respect.

“A lot of other European countries and teams are respected because of their performance and tradition,” said Taylor, who took over an up-and-down Poland six years ago and has built a solid foundation. “We are in the beginning of building our tradition here in Poland.”

Poland’s two names to remember in the Group A game were Mateusz Ponitka and American-born A.J. Slaughter.

Ponitka led all scorers with 25 and Slaughter added 22.

“The clock was running down and we had some turnovers. They hit some shots and they had the lead, but Mateusz came up with the big steal and changed the game,” Taylor said. “The ball bounced our way.”
