Some investment scam operators doing business discreetly: DCASU

T

he old scam is back in town and it's gone digital.

In this re-tooled investment scam, pay-in and pay-out transactions are done mobile according to Davao City Anti-Scam Unit (DCASU) Head Simplicio Sagarino who disclosed to Edge Davao that this new mode of transactions was introduced by the ‘old’ investment scheme companies that were shut down along with new companies that have sprung up.

Unlike the old system that was widely advertised, Sagarino said agents and investors now discreetly do transactions through mobile phones.

“Example naa kay number nako, I will text you na kung gusto nimo mag- payin, magkita ta.

Nagakita sila sa usa ka lugar. Ang uban nagpay-payin sa sakyanan.

Wala sila’y of�ice para dili sila ma-locate. Parang guerilla type para dili sila ma-monitor. Mao na ilang ginahimo karon,” Sagarino said.

In June this year, President Duterte has ordered the Philippine National Police (PNP) and the National Bureau of Investigation (NBI) to shut down investment scams like Kapa-Community Ministry International,

operating mainly in Southern Mindanao.

After Duterte’s pronouncement, the Securities and Exchange Commission ran after �ive more groups allegedly running illegal investment schemes and swooped on the of�ices of other “investment scams” operating in the Visayas and Mindanao.

A total of 24 search warrants were served to Rigen Marketing, Organico Agribusiness Ventures Corp., Ada Farm Agriventures, Ever Arm Any Marketing, and Alabel-Maasim Credit Cooperative.

Hospitality group wants more frontliners’ training

avao Hotels and Resorts Sales and Marketing Association (HRSMA) President Jennifer Romero said they are now lobbying for another batch of skills training for hotels and resorts’ frontliners with the Department of Tourism (DOT).

Recently, 20 out of 33 hotels and resorts that are members of the Davao HRSMA received certi�ication for Hotel Sales Professionals by American Hotel and Lodging Educational Institute (AHLEI) standards through the Tourism Industry Skills Program (TISP) grant.

The grant was given to DOT-accredited members of the Davao HRSMA which urged other hospitality businesses to comply for accreditation to enjoy tourism incentives.

“Part of the association’s objective is we want to be globally competitive and we are very thankful with DOT. You take the course and you take the exam then if you pass you will be certi�ied,” Romero told Edge Davao in an interview.

Romero said more than the certi�ication, the training helps recipients uplift the human resources standards in the hospitality industry.

The said training, which is a globally-recognized certi�ication program for Sales professionals, was participated in by the sales people in the hospitality industry who availed of the program to optimize their marketing and revenue management skills as they keep up with evolving sales

Committee-Cabinet Committee approved the increase in the project’s estimated cost from P35.9 billion to P82.9 billion.

In its press release, the Department of Transportation, which expected to complete the project by 2022, projected the daily ridership of the TagumDavao-Digos segment to increase to 134,060 once it becomes operational. The DOTr projects the daily ridership to further increase to 237,023 by 2032 and 375,134 by 2042.

Bomb blast rocks Maguindanao town

A

bomb, believed to have been from the terrorist group Bangsamoro Islamic Freedom Fighters (BIFF), prematurely exploded on Monday night in a town of Maguindanao, a military of�icial said on Tuesday.

Army Lt. Colonel Roberto Breboneria, 6th Infantry Division spokesperson, however said no one was hurt in the blast, which happened in Barangay Kiteb, Datu Anggal Midtimbang, Maguindanao at 7:15 p.m.

Breboneria added that authorities found another explosive device near the blast site.

No one has claimed ownership of the explosives, but Breboneria said the attempt could be by the BIFF. “The BIFF has repeatedly threatened in the past that they would set

off harmful explosive devices in civilian areas,” he said.

Several hours earlier, the Army’s 2nd Mechanized Infantry Battalion and Lambayong municipal police of�ice also prevented a bombing attempt in Lambayong town of adjacent Sultan Kudarat province.

Lt. Gino Fegarido, Lambayong police chief, said police and Army soldiers were at a checkpoint along the national highway in Barangay Tinumigues when they noticed the restiveness of two men on board an approaching motorbike.

“The men made a U-turn and dropped a sack along the road before speeding away,” Fegarido said.

Vera Files dared to prove PRRD got multi-millions worth of gifts

alacañang on Monday dared online news �irm, Vera Files, to prove its report that President Rodrigo Duterte has been receiving gifts amounting to multi-million pesos.

Presidential Spokesperson Salvador Panelo made the challenge after journalist Ellen Tordesillas claimed in the Vera Files story published on Sunday that “on March 28, 2014, seven deposits totaling PHP193,705,615.88 were credited to the joint account of then Davao City Mayor Rodrigo Roa Duterte and his daughter Sara Z. Duterte in BPI, Julia Vargas branch in Ortigas Center.”

Tordesillas alleged that the �irst was in the amount of PHP55,131,747.32,

followed by PHP41,721,035.62. Four deposits in the amount of PHP20 million each came in and the last deposit for the day was in the amount of PHP16,852,832.94, she claimed.

Sarangani remains alert vs dengue as cases drop

H

ealth personnel in Sarangani province remained alert against the deadly dengue fever even as the reported cases in the area have started to decrease these past weeks.

Dr. Arvin Alejandro, Provincial Health Of�ice (PHO) chief, said there have been fewer cases of dengue infection recorded this month in the affected communities of the province’s seven municipalities.

He said their assessment showed that the disease already reached its peak based on their experience in previous outbreaks.

But he urged residents not to be complacent with the situation and continue with the dengue prevention measures, especially the regular cleanup activities in community and household levels.

“Our dengue cases have been actually going down, though it is still high when compared to the previous year,” he said in a radio interview.

A report from the PHO’s epidemiology and surveil-

lance unit said the province’s dengue cases from Jan. 1 to Aug. 12 already reached a total of 1,267, with six deaths.

Such �igure is 192.61 percent higher when compared to the 433 cases recorded in the same period in 2018.

The municipality of Maitum posted the most number of cases with 458, Glan with 203, Maasim with 157, Malungon with 155, Alabel with 125, Kiamba with 105 and Malapatan with 64.

Malungon and Maasim recorded two deaths due to dengue complications while Malapatan and Alabel posted one each.

Alejandro reiterated that it is important for residents to observe the 4-S strategy set by the Department of Health (DOH) until the disease is effectively contained.

BSP to offer P100 billion under term deposit facility

T

he Bangko Sentral ng Pilipinas (BSP) will offer PHP100 billion under its term deposit facility (TDF) during the auction on August 22, 2019.

In an advisory, the central bank said the six-day facility, a day shorter than the regular tenor because of the holiday on Wednesday, will be offered for PHP40 billion.

Both the 13-day and 27-day facilities, also a day shorter than regular tenor, will be offered for PHP30 billion.

During the TDF auction last August 14, rate of all tenors declined which the BSP, in a statement, traced to the reduction in the central bank’s policy rates last August 8.

Toyota PH targets sales of 165K vehicles this year

DBM submits P4.1-T proposed T 2020 national budget to House

T

he Department of Budget and Management (DBM) on Tuesday submitted to the House of Representatives the National Expenditure Program (NEP) for Fiscal Year 2020, proposing to spend P4.1 trillion.

The proposed 2020 national budget is 12% higher than the P3.7-trillion appropriations for 2019.

Next year’s budget is envisioned to continue supporting the country’s inclusive growth strategies which seek to accelerate investments in public infrastructure, improve anti-poverty programs, and intensify employment generation.

Speaker Alan Peter Cayaetano and other members of the House received the NEP from DBM Acting Secretary Wendel Avisado in a ceremony at the House of Representatives.

The House is slated to review and scrutinize the P4.1-trillion proposed budget for 2020 as earlier approved by President Rodrigo Duterte and his Cabinet.

The priority programs under the 2020 budget include infrastructure development and the implementation of new and critical

government programs and policies such as the Universal Health Care Act, the Bangsamoro Organic Law, the Rice Tarif�ication Act, the Pantawid Pamilyang Pilipino Programs Act, and the Department of Human Settlements and Urban Development Act. Other priority programs under next year’s appropriations include the K-12 program, the Universal Access to Quality Tertiary Education Act, the Unconditional Cash Transfer Program, the Risk Resiliency Program, and the Coastal Resource Management Program.

Congress failed to approve the 2019 appropriations before the Christmas break in 2018 as the Senate and the House of Representatives were locked in an impasse regarding supposed insertions in the national budget.

Cayetano hopes that a similar situation would not

happen in this year’s budget deliberations.

“That’s the target. Mahirap magsalita nang tapos but the target is ef�iciency, quality, yet faster,” the Speaker earlier said.

A huge chunk of the 2020 budget will be allocated to social services at P1,525.2 billion. Provision for economic services is pegged at P1,183.7 billion, and general public services at P734.5 billion.

A total of P451 billion has been allocated to debt payment, while P195.6 billion has been reserved for the defense sector.

Among the departments, the Department of Education will receive the biggest allocation of P673 billion, followed by the Department of Public Works and Highways with P534.3 billion. The Department of the Interior and Local Government is getting P238 billion, the Department of Social Welfare and Development is to be given P195 billion, and the Department of Defense with P189 billion.

The budget hearings will commence on Thursday, August 22, with the

Development Budget Coordination Committee consisting of the DBM, National Economic Development Authority, Department of Finance, and Bangko Sentral ng Pilipinas.Immediately starting the budget deliberations would ensure that 2020 national budget will be approved on time, said House Committee on Appropriations chair Isidro Ungab.

“We will do our best to approve the budget on time and exercise our constitutional duty to scrutinize the budget to make sure that every peso that we appropriate will contribute to the overall growth and development of the country,” Ungab earlier said.

The appropriations committee is targeting to �inish the budget hearings by the second week of September and start the plenary deliberations as soon as the panel approves its committee report, Ungab said.

The House aims to approve its version of the 2020 General Appropriations Bill on October 4, before the congressional break, he added.

BARMM budgetary aid seen to spur economic activities

T

he country’s chief economist expects the increased budgetary support to newly established Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) will likely result in more economic activities, which will bene�it the people in the region.

During the First Bangsamoro Global Economic Summit on Monday, Socioeconomic Planning Secretary Ernesto Pernia said the national government will provide an annual block

grant, which is the automatic share of the Bangsamoro government in the national internal revenue tax collections.

He said the allocation is equivalent to 5 percent of the net national internal revenue tax collection, or around PHP70 billion for the �iscal year of 2019 alone.

“A special development fund amounting to a total PHP50 billion, or PHP5 billion per year for 10 years, is allocated for the rebuilding, rehabilitation, and development of con�lict-affected com-

munities. Subsidies for development and infrastructure-related expenditure are guaranteed by the national government for the next �ive years,” he added.

Pernia, also Director-General of the National Economic and Development Authority (NEDA), noted that the increased budgetary support to the BARMM is in addition to the power and authority granted over certain sectors and activities to create its own sources of revenue and advance the region’s

economic development.

To address the challenges that the BARMM is facing and other pressing socio-economic needs of the region, Pernia said the BARMM government has crafted its 12-point priority agenda for the transition period of 2020-2022.

BSP’s policy-making Monetary Board (MB) reduced the central bank’s key policy rates by 25 basis points on sustained drop in domestic in�lation rate, and outlook that growth of the domestic economy remains �irm despite the weaker output in the �irst half of the year.

oyota Motor Philippines (TMP) expects to double sales volume of its Hiace Grandia model, as it introduced to the Philippine market on Monday its new variants to hit vehicle sales of 165,000 units this year.

TMP president Satoru Suzuki told reporters they expect the launch of the All New Super Grandia to boost the Hiace, which had a 54.6-percent total market share in the utility van segment as of July.

Suzuki said the �irm targets to sell 400 units of the new models starting next month, and hopefully maintain such sales level by 2020.

“That’s more than dou-

ble because of the new model,” he said, noting family and companies in various industries prefer these van variants.

Suzuki said it is banking on other models also boosting the company’s sales goal this year.

On Monday, TMP completed the Hiace lineup this August with the launch of the All New Super Grandia in three new variants-Elite, Leather, and Fabric.

For one, Elite is the �irst variant in TMP’s of�icial vehicle lineup which incorporates active safety features identifying factors that may cause accidents, and aid the driver in eliminating these factors.

COA calls out NEA over P10.4-B gov't subsidy to electric co-ops

G

overnment-run National Electri�ication Administration (NEA) has released P10.45 billion worth of subsidies to 102 electric cooperatives across the country from 2012 to 2014 even if previously released subsidies have yet to be liquidated, the Commission on Audit (COA) said.

Based on COA’s Special Audit report on electric cooperatives released this month, the P10.45 billion worth of government subsidies were processed and released multiple times to different electric cooperatives without considering unliquidated balance of their previous subsidies.

COA said this was in violation of at least two NEA rules, resulting in the accumulation of unliquidated subsidies and dif�iculty in establishing the correct receivable account from the electric cooperatives.

"The intervals between releases of funds were too close and sometimes simultaneous and apparently, without taking into consideration the liquidation of previous/prior releases as required by relevant regulations," the commission said.

"In addition, the actual cost incurred for particular project cannot be as-

certained, thus, any excess in subsidies cannot be established at this time for refund to NEA, as required under the MOA [between NEA and electric cooperatives]," it added.

In the same COA Special Audit report, the NEA responded by saying that the amount of unliquidated subsidy releases to 102 electric cooperatives is down to P403 million as of March 22, 2019.

The NEA said that this was partly due to the NEA Memorandum No. 2017009 issued April 6, 2017 addressed to all electric cooperatives which provides that the liquidation of subsidy funds released for completed projects will form part of the parameters for electric cooperatives’ overall assessment and awards.

Likewise, NEA has also required electric cooperatives to liquidate their respective government subsidies before they are granted rewards, incentives, bene�its, allowances and salary upgrading.

In addition, the electric cooperatives were required to return excess subsidy fund, NEA said, pointing out that at least P207 million of excess funds have already been

Bogus operators

With nary a doubt, Davao City’s tourism industry is on the upswing.

Along with it too, are the accompanying dangers of fraud and illegal tour operations.

Based on the data from the City Tourism of�ice, tourist arrivals for the �irst half of 2019 have reached 1.268 million or nearly halfway to the 3 million target of the local government for the entire year. Arrivals for the �irst semester likewise increased by 8.61% from 1.167% recorded in the same period a year ago.

However, behind this surging growth, the tourism sector is in constant threat to unscrupulous tour operators offering tour packages to tourists, or simply put engaging in business, without the required license and permits. There are tour operators that engage in business without the mandatory licensing prior to operations. It is the same problem as in the real estate development industry where close to 100 contractors actually operate without the required permits prior to actual construction.

transacting with unlicensed travel agencies offering tour services on social media. The warning came after CTO’s licensing unit and Business Bureau arrested operators of one unlicensed travel agency during an inspection at its pick-up point on Malvar Street this city.

The City Tourism Of�ice, through its head, Generose Tecson said the company’s operation was illegal despite its claims that the business permit allowing them to sell tour packages is being processed. It’s plain and simple. The law says you cannot operate until all the necessary permits have been accomplished.

In short, you cannot cut corners in doing business. An entity needs to satisfy legal requisites before it solicits clients.

Given the scenario, the CTO has advised all visiting guests to Davao City to make sure they are dealing with the proper entities or business establishments before making any transactions especially with the unlicensed �irms. But other than merely issuing advisories, the city government must impose sanctions on erring businesses in the tourism market. It cannot afford to wait until complaints �lood its way. It has to crack the whip early while the problem is not yet too messed up.

Sometimes, we need that – to be alone!

Today’s never generation may never heard of Greta Garbo, the Swedish-American actress who’s been described as “the most miraculous blend of personality and sheer dramatic talent” (Andre Sennwald as quoted

by The New York Times in The Films of Greta Garbo).

As the Russian ballerina Grusinskaya in 1932’s Grand Hotel, Garbo’s character has said: “I want to be alone.” These words had become associated with Garbo herself in the public imagination, who disappeared at the top of her career.

In an interview later in life, Garbo explained to John Bainbridge: “I never said, ‘I want to be alone.’ I only said, ‘I want to be left alone! There is all the difference.”

British actress and humanitarian Audrey Hepburn also had the same intention. “I don’t want to be alone,” the �ilm and

fashion icon who was active during Hollywood’s Golden Age said. “I want to be left alone.”

More often than not, people want to be with other people to mingle, to talk with, to share laughter and to enjoy life. But there are instances that some people want to be left alone.

“In today’s constantly connected world, spending time alone can actually be good you’re your health and well-being,” wrote Norbert Juma. “Being alone provides a chance for your brain to rest and replenish itself.”

Juma added: “When you spend time alone, you build your mental strength, develop more compassion, and become more creative. Besides, being alone affords you time to think deeply, discover yourself and �ind your own voice.”

Contrary to what most people believe, being along can help you conquer feeling lonely. “If you want to be happy, learn to be alone without being lonely,” American law professor Michael Josephson said. “Learn that being alone does not mean being unhappy. The world is full of plenty and interesting and enjoyable things to do and people who can enrich your life.”

“The thought of being on my own really terri�ied me,” American musician and singer Lindsey Buckingham admitted. “But then I realized being alone is really a

cleansing thing.” And remember the words of Gautama Buddha?

“No one saves us but ourselves,” he said. “No one can and no one may. We ourselves must walk the path.”

As stated earlier, being alone helps you get the best of your life. It’s easy to stand with the crowd but it takes courage to stand alone. “We need quiet time to examine our lives openly and honestly – spending quiet time alone gives your mind an opportunity to renew itself and create order,” American editor and journalist Susan L. Taylor said.

Hunter S. Thompson, author of The Proud Highway: Saga or a Desperate Southern Gentleman, wrote: “We are all alone, born alone, die alone, and – in spite of True Romance magazines – we shall all someday look back on our lives and see that, in spite of our company, we were alone the whole way. I do not say lonely – at least, not all the time – but essentially, and �inally, alone. This is what makes your self-respect so important, and I don’t see how you can respect yourself if you must look in the heart and minds of others for your happiness.”

Being alone inspires selflove as in “I love me.” As Karl Lagerfeld puts it: “People who do a job that claims to be creative have to be alone to recharge their batteries. You can’t live 24

hours a day in the spotlight and remain creative. For people like me, solitude is a victory.”

Famous Brazilian lyricist and novelist Paulo Coelho agrees. “If you are never alone,” he said, “you cannot know yourself.”

To be alone and far from the madding crow can help you live your best life. “Loneliness is the human condition,” said Janet Fitch, the woman behind White Oleander.

“Cultivate it. The way it tunnels into you allows your soul room to grow. Never expect to outgrow loneliness.

Never hope to �ind people who will understand you, someone to �ill that space. If you expect to �ind people who will understand you, you will grow murderous with disappointment.”

Here’s the opinion of American writer Jonathan Tropper: “The thing about living alone is that it gives you a lot of time to think. You don’t necessarily reach any conclusions, because wisdom is largely a function of intelligence and self-awareness, not time on your hands. But you do become very good at thinking yourself into endless loops of desperation in half the time it would take a normal person.”

Speaking of intelligence, being alone means you’re smarter than those who love to mingle with people. A study has proven this. “A team of American psychologists conducted two stud-

ies using data from a massive national review of over 15,000 people between the ages of 18 and 28,” Brooke Nelson reported in an article published by Reader’s Digest.

The �irst study examined the link between subjects’ scores on an intelligence test, the population density in the area where the subjects lived, and how satis�ied subjects reported feeling with their lives. The second study evaluated how subjects’ intelligence quotient (IQ) scores compared to their life satisfaction and how often they socialized with friends.

Now the result of the study: Participants who lived in less populated areas reported feeling happier, whereas those with high IQ scores who lived in the same areas felt less satis�ied.

“Most people were also happier the more often they socialized, the results found. But on the �lip side, intelligent people reported feeling less satis�ied with their lives the more the spent with friends.”

The study found out that smarter people want to be left alone. “Some scientists believe that intelligent brains are simply more adaptable to what would otherwise be unusual environments, such as being alone or living in crowded communities,” Nelson wrote.

GENDER BIAS OR CONFUSED EGO? we?

Let’s talk straight, shall

The brouhaha caused by the refusal of a janitress to allow a gay (a transwoman?) to use a ladies CR at a Cubao, Quezon City mall has, once more, lent focus on a nagging issue that borders on discrimination and bias against gays.

For brevity, I will be using this general term for those who say they belong to the neutral gender grouping or LBTQ++.

For starters, humankind only had two genders because God, in His amazing omniscience and omnipotence, created only a man and a woman.

Even among all other species, even in the animal kingdom for example, God likewise created only a male and a female.

There was nothing in between.

Besides, God in His in�inite omniscience endowed man with re-productive genitals starkly different from the woman. The man was to carry

the “seed” (sperm) that would fertilize the egg in the womb of the woman so that mankind can re-generate and multiply.

This is God’s purpose for creating mankind: To populate the earth, conquer it and take care of the bounty.

A “third” sex was never in God’s original plan.

The neutral gender that is now being waged by the gays for society to recognize its existence is a demonic aberration.

Aberration is de�ined in the dictionary as: “Something that is unwelcome; a departure from the normal state; something abnormal; a deviation; an anomaly; a divergence; a freak; or digression.”

In biology, it is a characteristic that deviates from the normal type.

Thus, if you are a fan of the X-Men genre, those mutants are an aberration.

To be civil about it, proposed bills to rectify the situation are now being discussed in both houses of Congress,

more as a remedy and not to cure what the gays describe as “injustice” to their group.

Don’t straight men and women have their privacy rights to protect also?

Why should the “rights” of gays as a “third” sex be given more prominence in treatment and value when their straight counterparts are also asking for the same protection?

Do you think God is pleased with the current state of affairs?

If, in the very beginning of creation, God intended a man to man and a woman to woman relationship, why did he not partner Adam with Albert and Eve with Julia?

I don’t need to cite the long and the short of it but any Juan, Pedro and Jose would know the correct answer.

The gays may be asking for legal consideration and that is not too much to ask. If our legislators see �it that they should have a CR for the gays’ exclusive use without offend-

ing building owners who will be �inancially affected, then so be it.

(But then, they would have to answer to God when the reckoning comes.)

As far as I am concerned with malice toward none - a male person who is gay with his genitals intact remains a male (a man) in the same manner that a lesbian who still has her genitals remains a woman.

Now as to the term “aberration,” doesn’t a man (or woman) changing his (her) original gender (genitalia) abnormal or freak?

In the days of Sodom and Gomorrah, this aberration dominated the lives of the people. Their sexual immorality and grievous sinful ways forced the Lord to burn these cities and kill them all.

Now, as to my using the term “demonic” to describe this aberration, is it not that everything that God created, Satan contradicted?

There was peace in Eden when Lucifer the serpent dis-

turbed it, resulting in God’s kicking out Adam and Eve from paradise.

From then on, as Adam and Eve multiplied their kind, man has become disobedient and immoral until God could no longer tolerate the sins of men, he �looded the earth and saved only Noah and his family.

To this day, Satan continues to deceive and lure men and women with his lies that a “third” sex is viable and that same sex relationships are just as enjoyable as opposite sex partnerships.

Satan has alarmingly poisoned the mindset of lost, unsuspecting and unrighteous millions.

Here, read this advice from Mother Teresa; “We need to �ind God, and He cannot be found in noise and restlessness. God is the friend of silence. See how nature – trees, �lowers, grass grows in silence; see the star, the moon and the ssun, how they move in silence.

(b) Upon registration of animal possessions, a process of vaccination shall follow immediately. A pet tag shall be assigned to every domesticated pet that bears its respective serial number to serve as its corresponding identification tab for reference of their health and record of vaccination. (c) A fee of One Hundred Pesos (P100.00) shall be collected from the animal-keeper/ owner for every pet tag issued; and in case of lost, the same amount shall be paid for the replacement thereof. The owner or possessor of the registered animal shall ensure that the pet tag is worn by their respective pets at all times. (d) It shall be unlawful for any person or institution to keep an unregistered, unvaccinated and unsecured dog within their territorial domain. All dogs owned three (3) months old and above shall be registered and vaccinated. Dog registration and vaccination shall be undertaken by the Office of the Municipal Agriculturist in each manner that it will be feasible, convenient and safe to all concerned. After vaccination, owners will be provided with certificates of vaccination which will serve as proof of compliance. Owners should present their dog for registration and vaccination every two years. (e) Any person or institution is allowed only to own not more than four (4) registered and vaccinated dogs. However, a person or institution may be allowed to own more than four (4) dogs provided, they will pay an “excess dog tax” of Fifty Pesos (P50.00) for each excess dog and provided further, that they can provide and appropriate care and management to the animal. (f) The owner or possessor of a dog and/or cat who shall fail to register his dog and/or cat within the period prescribe in Section 1 hereof shall be penalized by a fine of Five Hundred Pesos (P500.00) payable within five (5) calendar days from notice thereof; failure to comply therewith shall subject the dog and/or cat to impounding and disposition in accordance with Sections 3 and 4, likewise the corresponding penalty in accordance with Section 8 hereof.

SECTION 2. LEASHING AND PROPER KEEPING OF ANIMALS. (a) Dogs, cats and other domesticated animals shall be kept and nurtured within the premises of the residence or establishment. In addition thereto, owners of potentially vicious dogs or wild cats shall signify the presence of such animal through visible printed words written and prominently displayed immediately outside the said premises. (b) Potentially vicious dogs or cats can be brought for a walk outside the premises of the residence or establishment, provided; that a protective muzzle shall cover its mouth and the said animal shall be held securely on a leash to be accompanied by the owner, keeper or possessor. The leash shall not exceed two (2) meters in length. (c) All dogs must be properly kept on leash within the premises of the owner. Dogs that are brought outside the owner’s premises shall at all times be leashed and muzzled appropriately; otherwise the dog will be considered a stray animal. (d) Any person or institution who owns or desire to own a dog shall be able to provide proper care and keeping to the animal. Any dog owner who can no longer provide appropriate care and management of the dog, that is to comply for its food, safety and shelter including its registration and vaccination, is encourage to donate, sell or dispose to another person who is capable and willing to comply the responsibilities of a dog owner. (e) An animal that attacks and/or bites a person within the territorial jurisdiction of the Barangay shall constitute conclusive presumption that the said animal is dangerous or vicious, and the same shall be summarily removed from the barangay and disposed in an appropriate manner by the Punong Barangay, barangay official or employee designated for the purpose and the Barangay is hereby rendered free and harmless from any liability therefor.

SECTION 3. IMPOUNDING, ADOPTION AND DISPOSAL OF STRAY ANIMALS. a) Dogs or cats found outside the premises of the owner are considered stray dogs/ animals. Stray dogs are immediately secured for impounding at the dog pound. (b) An impounding fee of P20.00 per day per animal shall be collected from the owner/s claiming the pet. c) Unregistered animal/s confined within three (3) days in the impounding area can be adopted by any person provided that he/she will pay for the registration and impounding fee of the animal and provided further, that the adoptive owner can provide proper and appropriate care and management to the animal. (d) Impounded stray animal/s which are not claimed after three (3) days shall be considered abandoned by its owners and shall subsequently be disposed by whichever legally and morally acceptable manner.

The Animal Control Department under the Office of the Municipal Agriculturist shall be held responsible for investigating incidents of human contact with both wild and domestic animals, such as bites. The office may work with local health department, police department, or respective barangay offices.

The role of the Animal Control Officer focuses more on educating the public on proper animal care, and rescuing animals from dangerous or abusive situations. They also pick up dead or injured wildlife and stray animals for disposal or treatment. The position can either be held through the Office of the Municipal Agriculturist, or contracted to the local animal welfare advocate group. (d) The Punong Barangay, barangay official, employee or representative concerned shall not be held liable or responsible for whatever may happen to the animal/s caught outside the premises of a residence or establishment within the territorial jurisdiction of this Barangay; provided, that the penalties imposed under this Ordinance shall be without prejudice to the institution of any criminal and/or civil action by the aggrieved party/ies arising from death or physical injury and/or damage to property.

SECTION 5. AGENCIES/OFFICES TO ENFORCE AND IMPLEMENT THIS ORDINANCE. There shall be an agencies/offices of the Local Government Unit of Compostela, Compostela Valley are hereby tasked and enjoined to provide assistance and utilize all its available resources that are necessary for the implementation and enforcement of this ordinance, to wit: Lead Agency : Municipal Agriculture Office Coordinating Agencies and Offices Philippine National Police Rural Health Unit / MHO Barangay Officials SECTION 6. BARANGAY SHARE ON PROCEEDS OF FEES AND FINES. The Barangay is hereby entitled to fifty percent (50%) share on all fees and fines collected within their jurisdiction.

SECTION 7. LIABILITY OF DOG-OWNER/S OR OF PERSON/S IN POSSESSION OF POTENTIALLY VICIOUS ANIMALS. – (a) Dog-owners or any person or entity in possession of dog/s shall be civilly liable for any injury or damage that the dog may cause to another person, after having been lost or escaped from leash, shelter or property yard. (b) Dog-owner/s shall not be held liable to any case whatsoever where the injury was caused by person/s in violation of domicile and/or illegal trespass to dwelling. (c) If there are dogs and/or animals which are proven to be nuisance or constitutes a danger to the community, the owner or possessor thereof shall be requested in writing by the Animal Control Officer through the Punong Barangay or any barangay official concerned to undertake appropriate remedial measures to prevent any harm or injury to any person or property or in the alternative, to remove such animal from the barangay area to the Municipal Animal Shelter, within ten (10) calendar days from receipt of said notice. Should the owner or possessor fail to comply therewith, such animal shall be subject to immediate impounding and disposition exclusive of the maximum imposable fine in accordance with Section 8 of this Ordinance. (d) The owner or the possessor of duly registered dogs or animal shall be responsible for the cleanliness and sanitation prescribed to proper handling of respective pets, and shall remove feces and other forms of waste matters emanating from their pets that tend to litter the streets corners of the barangay. Failure of the owner or possessor to remove such defecated waste matters shall constitute the corresponding penalty prescribed in Section 8 of this ordinance. (e) Commercial Breeding and Animal Training. Breeding of kennels (dogs) and felines (cats) for commercial purposes shall not be allowed within the territorial jurisdiction of the Municipality of Compostela; while training of dogs and/or other animals shall be confined within the premises of a residence or establishment. Failure to comply therewith shall subject the animals herein mentioned to impounding and disposition exclusive of the maximum imposable fine and penalty to the owner or possessor in accordance with Section 8 hereof.

Breeding of kennels and felines shall be considered commercial in nature if any audible or printed advertisement in connection therewith is undertaken.

SECTION 8. PENALTIES. Any person or entity found guilty of violating any of the provision of this Ordinance shall be penalized as follows, to wit: (a) First Offense - - - - - - - - - - - - - - - - - a fine of P1,000.00; (b) Second Offense - - - - - - - - - - - - - - - - a fine of P1,500.00; (c) Third & Subsequent Offense - - - - - - - a fine of P3,000.00 and/or an imprisonment of not less than five (5) days but not more than thirty (30) days upon the discretion of the court.

COMPROMISE PENALTY. If the person shall voluntarily admits the violation hereof without necessarily undergoing judicial proceedings, the Municipal Treasurer or his/her authorized representative shall be allowed to collect the following as compromise penalty: a.) First Offense - - - - - - - - - - - - - - - a fine of P 500.00; b.) Second Offense - - - - - - - - - - - - - a fine of P1,000.00; c.) Third & Subsequent Offense - - - - a fine of P2, 000.00 SECTION 9. SEPARABILITY CLAUSE. In the event that a provision of this Ordinance is found or decreed to be invalid or unconstitutional, all other provisions hereof not affected by such pronouncement or decree shall remain to be in full and effect.

SECTION 10. REPEALING CLAUSE. Ordinances, Resolutions, and other issuances inconsistent with this Ordinance are hereby repealed or modified accordingly.

SECTION 11. EFFECTIVITY. This Ordinance shall take effect ten (10) days following the completion of its full publication in any local newspaper of general circulation within the Municipality of Compostela, Compostela Valley.

TANYA RABAT-TAN ON SUSTAINABLE TOURISM

TANYA RABAT-TAN advocates sustainability, and practices what she preaches at home and at work. She carries a refillable water bottle, recycles, segregates disposables. In fact, she’s the woman behind Mati City’s Solid Waste Integrated Management (SWIM).

The breakthrough project was implemented long before the Boracay rehabilitation was announced.

“SWIM aims to address coastal degradation of the Pujada Bay and the Dahican stretch caused by irresponsible solid waste disposal practices and illegal structures in the areas. These areas are major sources of livelihood for many and major tourism attractions of Mati. Dahican is a famous skim and surf site and home to the dugongs, dolphins, pawikans, whale sharks, while the Philippine Eagle soars the skies of Pujada Bay and nests at Mt. Hamiguitan Natural Heritage Park,” she shared.

Coincidentally, Department of Tourism’s thrust is sustainable tourism. As fate would have it, she was appointed the the DOT Director for Region XI. Tanya gained a bigger platform to promote an advocacy.

tainability in the workplace and taking its sustainable tourism campaign to all sectors of the region. Through constant information drive and application, the campaign will be imbedded into everyone’s consciousness.

“The regional office has initiated several training programs and workshops for tourism enterprise, LGUs and other tourism and hospitality organizations to advocate and embrace sustainability and resilience.

We have engaged them in sustainability projects and we take part in it. We want to instill awareness by spearheading programs and being involved.”

The practice of recycling, reusing and reduction of single-use plastic alone is a big step forward for the campaign. Green projects, like tree planting and coastal clean ups, are good initiatives but DOT encourages the private sectors to hold it more frequently.

Sustainability is also about the preservation and promotion of local culture.

BONGAO ISLAND LEARNERS RECEIVE SCHOOL-IN-A-BAG, INFOCAST FROM PLDT-SMART, PAYMAYA PHILIPPINES

THE coastal municipality of Bongao of the island province of Tawi-Tawi received School-in-a-Bag portable digital classrooms, as well as an Infocast SMS solution, as incentives for bagging the prestigious Seal of Good Education Governance presented by Synergeia Foundation and USAID Philippines.

During a turnover ceremony held in Zamboanga City last August 1, 2019, Bongao Mayor Jimuel Que emphasized how their local government recognizes education’s crucial role in their community, which is why they uphold good governance in education.

“We hope for continuous sustainable partnerships to strengthen more educational programs in our area,” Mayor Que said.

For Bongao, one School-in-a-Bag unit was jointly donated by digital services provider PLDT and its wireless subsidiary Smart Communications (Smart). A second learning package was funded by PayMaya Philippines through their #PayMayaItForward corporate social responsibility initiative.

The municipality also received an Infocast web-based SMS solution for sending out important announcements.

Intended for remote schools and communities such as Bongao and other islands in Tawi-Tawi, specifically areas with limited electricity and internet connection, a School-in-a-Bag comes in a waterresistant backpack that generally contains a solar panel and battery, teacher’s laptop and tablet, Smart pocket WiFi, projector, DVD player, TV, and student tablets.

The devices carried in every Schoolin-a-Bag backpack are pre-installed with educational content that include award-winning Learn Smart literacy apps developed by Smart in partnership with the Department of Education (DepEd) and academic institutions nationwide.

To-date, Smart has launched nine #LearnSmart literacy applications: Bahay Kubo (Filipino), Kaalam (Cebuano), Ta’allam and Tahderiyyah (Arabic), Matisalug (Matigsalug indigenous peoples Tribe of Davao and Bukidnon), Kaaram (Waray), Katao (Inabaknon), Singsing (Kapampangan), and Sanut (Ilokano).

Since the program’s launch in 2016, over 160 School-in-a-Bag packages have been donated to various learning institutions nationwide. To date, the Program has benefitted more than thirty thousand students and over a thousand teachers in communities all over the Philippines.

NOW THEREFORE: Be it ordained by the Sangguniang Bayan of Compostela, Compostela Valley in session assembled that; Section 1. TITLE. This ordinance shall be known as “REGULATING THE OPERATION OF VIDEO-KARAOKE BARS, BEERHOUSES, NIGHT SPOTS, MUSIC BARS, EATERIES AND RESTAURANTS WITH KARAOKES AND VIDEOKES, OTHER SIMILAR NIGHTSPOT AND ESTABLISHMENT IN THE MUNICIPALITY OF COMPOSTELA, COMPOSTELA VALLEY AND PROVIDING PENALTIES FOR VIOLATION THEREOF.” Section 2. SCOPE AND COVERAGE. This ordinance shall cover all business establishments operating as videoke and karaoke bars, beerhouses, night spots, music bars, eateries and restaurants with videokes and karaokes and other similar establishments in the Municipality of Compostela, Compostela Valley.

Section 3. DEFINITION OF TERMS. As used in this ordinance, the following terms are hereby defined as follows: a. ESTABLISHMENTS – a place of business with its possessions and staffs/personnel; b. VIDEO AND KARAOKE BARS – a place where the audio-visual systems are set for musical accompaniment to a song performed by following the words displayed in a video screen. It is also a place where foods, beverages and other intoxicating substances are being offered to customers; c. BEER HOUSES – a place where beer is mainly served, although other forms of intoxicating substance, wine and liquor are also available for customers; d. NIGHT SPOTS – those establishments that are open late at night and provide music entertainers, foods, drinks, liquor, entertainment and music for dancing; e. MUSIC BARS – a place where entertainers like singers with back up bands playing with instruments, dancers are performing to costumers while serving alcoholic drinks, wine, and liquors and other form of intoxicating substance; f. ENTERTAINERS – include group of band singers with instruments, singers and guest relations officers (GRO) of videoke and karaoke bars, beerhouses, eateries and restaurants with videoke and karaoke bars, similar nightspots and establishments who entertain patrons or customers by sitting and conversing, dancing, singing, eating or drinking with them; g. EGRESS – an arrangement of facilities to assure a safe means of exit from the establishment; and h. MUNICIPAL MONITORING COMMITTEE - The Committee duly constituted to monitor the implementation of this Ordinance.

Section 4 – PROHIBITIONS a. No person, natural or juridical, shall operate videoke and karaoke bars, beerhouses, music bars, eateries and restaurants with videokes and karaokes similar night spots and establishments for commercial purposes without first securing a Sanitary Permit issued by the Municipal Health Officer, Mayor’s Permit, Barangay Clearance and paying for other related corresponding fees provided under Municipal Ordinance No. 2014-398 otherwise known as the 2015 Revised Omnibus Revenue Code or any rules and laws that may hereinafter promulgated by the Sangguniang Bayan of Compostela. b. For purposes of this Ordinance, no videoke and karaoke bars, beer houses, music bars, eateries and restaurants with videoke and karaoke, similar night spots and establishments shall be established within one hundred (100) meters radius from any educational, religious or public institutions such as schools, colleges, universities, hospitals or clinics, churches or chapels. c. The following requirement shall be strictly observed in the establishments: ► Operation of karaoke and videoke music, beer houses, music bars, similar night spots and establishments shall be allowed from 7:00 AM to 10:00 PM ONLY, however, establishments with TOTAL ENCLOSURE of the premises to prevent the sound to escape may operate beyond 10:00 PM UP TO 2:00 AM. The establishments shall provide and post in conspicuous places the opening and the closing time.

The posting of placards indicating “ALL FORMS OF DEADLY WEAPONS ARE NOT ALLOWED INSIDE” shall be strictly complied. ► Adequate spaces and lighting, proper ventilation shall be maintained at all times under satisfactory sanitary conditions. ► Adequate parking spaces for vehicles, dressing rooms for ladies, clean kitchen, regularly sanitized and separate lavatories for male and female, emergency lights, medical kits and adequate sound proofing shall be provided by the owner/ operator. ► The establishment shall be properly enclosed or fenced, provided with a single ingress or egress and shall have no direct or indirect communications whatsoever with any dwelling place, house or building except the single ingress or egress. ► Ban prostitution and showing of lewd shows. ► Ban the use and selling of prohibited drugs.

Section 5. ADMINISTRATIVE PROVISIONS. The following administrative provisions of this ordinance shall be observed for its effective implementation: a. Any person/s who are interested to establish business covered by this ordinance shall only be allowed after complying all requirements provide by Municipal Ordinance No. 2014-398 also known as the 2015 Revised Omnibus Revenue Code of the Municipality of Compostela, Compostela Valley. b. The business as herein indicated shall be established only in an area/zone declared as commercial area, pursuant to the provisions of the Comprehensive Zoning Ordinance of the Municipality of Compostela, Compostela Valley. c. Personnel such as waitress/waiter, food handlers, servers, guest relation workers, etc. shall undergo quarterly examinations and shall secure Medical Certificates duly signed by the Municipal Health Officer. Payments of Medical Examination and Certificates shall be in accordance with the provisions provided in the 2015 Revised Omnibus Revenue Code of the Municipality of Compostela. Failure of the above-cited personnel shall not be allowed to work and the manager or operator/owners are liable to answer any penalties under this Ordinance. All personnel of such business are strictly required to secure their working permit and birth certificates. Minors found working in the establishments covered by this Ordinance shall be immediately referred to the Municipal Social Welfare and Development Office, for appropriate legal actions against the owner or operator. d. Structural design of the building shall be enclosed, to prevent unnecessary noise/nuisance during night time and other materials that can minimize noise/ nuisance shall be used. The operation of business shall be confined only inside the building. In case the owner/operator shall construct a building for business covered by this ordinance, he/she shall first submit to the Office of the Municipal Engineer a copy of architectural design or its blue print and shall secure building permit, electrical permit and zoning clearance. e. Operators/owners shall by all means cooperate in upholding peace and order and shall report to the Compostela Police Station whenever circumstances so warrant. f. All operators and owners are required to comply all rules and regulations under any existing national laws, Municipal Ordinances or any Ordinances that are hereinafter be promulgated by the Sangguniang Bayan of Compostela.

Section 6. MUNICIPAL MONITORING COMMITTEE. For the purpose of this ordinance, a Municipal Monitoring Committee is hereby constituted and authorized to conduct inspection and investigation whenever there are complaints or petitions from concerned parties. It shall be the duty and functions of the Committee to endorse results and recommendations to the Local Chief Executive, copy furnished the Sangguniang Bayan for appropriate actions, as follows: Chief of Police Chairman Municipal Treasurer or his/her representatives Member Municipal Engineer or his/her representatives Member MSWDO or his/her representatives Member MHO or the Sanitary Inspector Member MPDO or his/her representative Member Joint Inspection Team Member Secretary to the Sangguniang Bayan Member DILG Officer Member Representative from NGO Member Section 7. PENALTIES. Owners/operators, including personnel working of the business establishments found guilty of violating any provisions of this Ordinance shall be issued a Notice of Violation and Citation Ticket are subject to the following penalties; a. First Offense – a fine of Php 1,000.00 b. Second Offense – a fine of Php 2,000.00 c. Third Offense & Subsequent – a fine of Php 2,500.00 COMPROMISE PENALTY. If the violator voluntarily admits the violation hereof without need for a judicial proceeding, he/she shall be penalized as compromise penalty, to wit; a) First Offense.........................................A fine of P500.00; b) Second Offense……………………………..A fine of P1,000.00; c) Third and Subsequent Offense………….A fine of P1,500.00 and or shall be a ground for revocation of their existing Business Permit or whichever is applicable.

Section 8. EXEMPTION. That one ( 1 ) week before Christmas Day (December 25), New Year’s Day and the day of the Town Fiesta video-karaoke machine operator/s may operate until 12:00 o’clock midnight.

During birthday celebration, wedding day, baptismal day and barangay fiesta day, the use of video-karaoke machine/s may also be allowed to operate until 12:00 o’clock midnight at their own residence or private place where the occasion will be held.

Section 8. SEPARABILITY CLAUSE. If for any reason or reasons, any part or provision of this Ordinance is declared invalid, null and void, the other parts or provisions hereof which are not effected thereby shall continue to be in full force and effect.

Section 9. TRANSITORY PERIOD. All existing establishments prior to the enactment of this Ordinance not in accordance with Section 4(b) and Section 5(b) shall be given three (3) months to relocate their business.

Section 10. REPEALING CLAUSE. All existing ordinance, rules and regulations or parts thereof in conflict with or inconsistent with any provisions of this ordinance are hereby repealed, amended or modified accordingly.

Section 11. EFFECTIVITY. This Ordinance shall take effect upon approval.

COA then recommended that NEA strictly comply with the prescribed guidelines for the release of subsidy and if possible, initiate "no liquidation, no subsidy" policy to safeguard the funds.

In addition, state auditors also called for the revising of NEA Memorandum Nos. 2010-016 and 2013-008 that require the succeeding Request for the Release of Construction Funds for projects with the same classi�ication to be processed only if the �irst/ previous projects funded by subsidy were completed/closed-out and corresponding �inal accounting of funds is submitted.

orld Cup-bound Gilas Pilipinas will take on the Adelaide 36ers in a pair of friendly matches to be played behind closed doors on August 23 and 25.

It will be the �irst basketball interaction between the two countries since July 2, 2018. The 36ers are a topnotch team in the Australian professional loop National Basketball League (NBL). The 36ers have won the NBL title four times.

“At the end of the day, we’re all men,” forward Gabe Norwood started as he talked about facing the Australians again.

Norwood was one of

the three players for Gilas not ejected during the brawl. He wasn’t suspended either.

“We have to look at ourselves in the mirror.

Whether we’re out there or not, new to the team or not, we have a country to carry and present ourselves to the entire world. This is a great opportunity for both countries to come together, compete at a high level, put everything they can on the court and show respect at the same time,” Norwood added.

The 36ers are naturally not the same Boomers team Gilas played before but the thought counts.

Regardless, Adelaide should give Gilas a great challenge. The 36ers �inished on the top 5 in Australia the previous season.

“I don’t know much about the club that’s coming in in terms of who they’ll have, who’s with the national team, if they’ll be at full strength as well,” Norwood said.

“But at the end of the day we just gotta �ind a way to get two wins and get better in getting ready for China,” he added.

On July 2, 2018 in Bulacan, the Philippine national team engaged �ive members of the Australian national team in a vicious

brawl seen around the world.

It was ugly and it was unfortunate.

In the immediate aftermath of the brawl, nine Gilas players were ejected, leaving only three to continue playing. Two fouled out and the Philippines lost by forfeiture.

A few weeks later, the FIBA dropped the hammer on the Philippine national team, suspending 10 Gilas players.

But time heals all wounds and over a year since the Gilas-Boomers brawl, the Philippines and Australia are ready to play basketball again.
