he soft opening of Lanang Premiere Doctors Hospital, Inc. (LPDHI), the hospital component of Megaworld Corporation’s Davao Park District township project, could take place this year.

Lemuel Podador, chairman and CEO of LPDHI, told Edge Davao in a interview that from the total capacity of 250 beds, the facility will initially start with 100 beds at the lower ground.

“Probably the whole building will be completed but the operation will be partial and will be on the lower ground. We’ve just done our topping off last week and we are looking at the possibility to do the soft opening this year if God- willing,” Podador said.

The 14- storey building, which includes a helipad, is now 70% complete, according to Podador who

also revealed that they are now awaiting the arrival of medical equipment from abroad.

“We are trying to give Davaoenos the best. We want to be the best. We cannot discount that there are other hospitals that also carry best equipment but we have to adjust so that we can be at par with competitors,” he said.

He said the hospital’s line of specializations will be �inalized by Dr. Jojo Aquino, president of LPDHI. “As far as we are concerned we are into all different specializations,” he said.

Podador said they are also positioning LPDHI for medical tourism facility.

“It will cater to all walks of life. I have instructed our medical board that we will give our patients the best rate and service,” he said.

he Davao City Health Of�ice and the Department of Health (DoH) boost the delivery of health services after more doctors, dentists and nurses were deployed to the barangays under the national government’s Human Resource for Health (HRH) program.

At least 166 medical doctors, dentists, nurses, midwives, medical technicians, and others were immediately deployed to the barangays to �ill the need for health professionals, especially in rural areas.

Dr. Josephine Villafuerte, the head of the CHO, said the additional health team will be under the supervision of the CHO. The HRH program ini-

tiated by DoH is aimed to address the lack of doctors, dentists, nurses, and others in the barangays.

The program is a support to the attainment of the Universal Health Care approved under the administration of President Rodrigo Duterte.

t is time to bring industrialization to the countryside.

This is the bold statement of PHIVIDEC Industrial Authority (PIA) president Lawyer Franklin Quijano who told media during the Kapehan sa Dabaw on Monday that it’s high time local government units consider a certain area to be developed as an ecozone or freeport.

“Ecozone as a concept is sometimes focuses to developed areas already like Metro Manila,” he said.

He cited gold-rich Compostela Valley as ideal area for Ecozone because of its gold and silver resources. He said the LGU should utilize these resources by setting up an iron ore processing plant.

Quijano also mentioned the Sibutu Strait in Siboto Island in Bongao, Tawi-Tawi. He said opening a freeport or barter trade hub in the area is ideal as it is only 15 minutes away from Malaysia.

Bringing industrialization in the countryside will be among the topics to be discussed in the upcoming First Philippine Industrial Summit in Mindanao slated on November 26 to 27, 2019 at Limketkai Luxe Hotel Ballroom in Cagayan de Oro City.

The summit, which focuses on jumpstarting the Philippine Industrial Revolution 4.0, will gather champions and tycoons from various industries, as well as leaders from private and public sectors, government agencies, and policymakers. Members of the academe, the general public, and the media will also be invited to join the talks.

The summit also seeks to engage participants in relevant discussions so they can establish networks, create a cohesive vision of a modern in-

dustry, and share ideas on courses of action. Ultimately, the summit will be the gateway to revolutionizing the Philippine industrial ecosystem.

alacañang mourned on Monday the death of former Environment Secretary Gina Lopez, who succumbed to brain cancer.

Presidential Spokesperson Salvador Panelo described her as one of President Rodrigo R. Duterte’s “most passionate” Cabinet members.

Security upgrade sought in Tagum's checkpoints

n its effort to further strengthen the city's agenda for genuine peace, safety and security, the local government unit of Tagum has passed a resolution to heighten the security of the existing checkpoints in the city.

Beyond chocolates, farmers eye more by-products out of cacao

We are tablea makers and other cacao products. Under the cooperative we are cacao farmers and processors who buy beans from the cacao farmers and processed it to make either tablea or chocolate bars and

candies," she said.

Holganza said it is time for local consumers to patronize local cacao �inished products to help the environment and help drive the economy of Davao City.

"Ang ganda ganda ng quality ng products natin, gamitin natin. Lets not buy fake chocolate, lets not buy products that came from across the globe because we know the environmental impact and the carbon footprint of all these products," she said.

There is also a need to boost the production, according to Holganza, by propagating more cacao as the city is vying for the title chocolate capital of the Philippines.

"Its the challenge, kailangan palaguin pa talaga and continue promoting the propagation and the farming side of it. But in the meantime value adding is slowly catching up," she said.

Tourism office to tourists: 'Avoid unregistered tour operators'

he Davao City Tourism Operations Of�ice (CTO) reiterated its warning to tourists visiting the city for the Kadayawan Festival to avoid transacting with unlicensed travel agencies offering tour services on social media.

This after a team from CTO’s licensing unit and Business Bureau accosted on Saturday evening the operators of the Princess Adventours during an inspection at its pick-up point on Malvar Street this city.

he government will roll out a PHP1.5-billion loan program for farmers who were affected by the Rice Tarif�ication Law (RTL) due to the in�lux of cheaper imports.

At the sidelines of a forum on hybrid rice on Friday, Agriculture Secretary William D. Dar said instead of the initial conditional cash transfer to help the rice farmers, which would cost the government about PHP6 billion to provide PHP5,000 to some 1.1 million rice farmers, the Department of Agriculture (DA) changed it to a one-time loan program.

Dar said under the program, the affected rice farmers tilling one hectare of land and below may avail of a PHP15,000-loan via the Expanded Survival and Recovery Assistance Program for Rice Farmers (SURE Aid).

Under the SURE Aid, which will start on Sept. 1, 2019, rice farmers who are farming one-hectare land and below, may avail of

a one-time, zero-interest loan amounting to PHP15,000 payable up to eight years.

The National Food Authority (NFA) will also buy the produce of rice farmers who avail of the loan assistance under the said program.

“This loan assistance is a manifestation of the strong desire of the government to help Filipino rice farmers,” Dar said.

SURE Aid aims to provide loan assistance for immediate relief to rice farmers affected by the reduction or loss of their farm income.

The program also intends to help rice farmers regain their capacity to continue their production.

“We will continue to look at measures to improve the living conditions of our rural stakeholders. Rest assured that with RCEF, farmers will increase productivity and earn more,” Dar said.

“At the end of the day, aangat lahat (everybody will prosper),” he added.

Global recession seen in the next two years

A

majority of economists expect a US recession in the next two years, but have pushed back the onset amid Federal Reserve actions, according to a survey released Monday.

The National Association for Business Economists found far fewer experts now think the next recession will start this year compared to a survey in February.

NABE conducted its policy poll as President Donald Trump put the Fed under constant attack, demanding more stimulus, but before the central bank cut the benchmark lending rate on July 31.

However, the Fed was already sending strong signals that it intended to pull back on the rate increases made in 2018 due to concerns starting to dog the economic outlook, including the trade war with China.

“Survey respondents indicate that the expansion will be extended by the shift in monetary policy,” said NABE President Constance Hunter, who is chief economist at KPMG. Only 2% of the 226 respondents now see a recession this year, compared to 10 percent in February’s survey, NABE said.

However, “the panel is split regarding whether the downturn will hit in 2020 or 2021, Hunter said in a summary of the survey, which showed 38 percent expect a contraction of growth next year, while 34 percent don’t see it until the following year.

shifted their recession prediction to 2021, narrowing the gap from the prior report, which had many more expecting the change next year.

The results show 46 percent expect at least one more rate cut this year from the Fed, while about a third see policy holding where it is now, with 2.25 percent as the top end of the policy range.

Economists are skeptical about a resolution to Trump’s trade wars, although 64 percent said a “super�icial agreement is possible,” NABE said.

But that was before Trump announced another round of tariffs of 10% on the remaining $300 billion in goods not yet hit

by US punitive duties. The new measures will take effect in two stages, on September 1 and December 15.

As Trump continues his vocal campaign criticizing the Fed, the NABE survey found economists are concerned about the impact: 55% said his remarks do not in�luence Fed decisions but do “compromise the public’s trust in the central bank.”

And over a quarter of respondents said the criticism will “cause the Fed to be more dovish than otherwise, thus threatening its independence.”

The survey also asked about �iscal policy, and a majority of economists said Trump’s tax cuts “had an overall negative impact on housing activity over the past 18 months,” due to changes in deductions allowed for mortgage interest.

NorCot to replicate DavOr’s ‘whole-of-nation’ strategies

ATI CITY, Davao Oriental – Actively responding to President Duterte’s call to end the country’s decades-long insurgency, local government units all over the country have been exploring ef�icient mechanisms and tangible steps to tackle its root causes through the Whole-of-Nation Approach.

A strong believer of the Whole-of-Nation Approach towards lasting peace, North Cotabato Governor Nancy Catamco recently led her team, composed of department chiefs and provincial heads of some national agencies, here to learn about Davao Oriental’s strategies in the implementation of President Rodrigo Duterte’s Executive Order 70 which bids to attain sustainable peace and to put an end to the CPPNPA-NDF’s protracted war against the government.

“We are so happy to see how the Whole-of-Nation approach is implemented here in Davao Oriental. We saw how effective it is,” said Governor Catamco, adding that she appreciates Davao Oriental’s adoption of a trueinclusive political process through inclusion and participation of all sectors where people’s voices are truly heard.

“It’s a paradigm shift of good governance. It’s not only a talk. It is the concrete example of what good governance should be – wherein the services of the government are seen and felt by the people,” she added,” says Gov. Catamco who personally witnessed Davao Oriental’s implementation of its �lagship programs on peace and development dubbed as Nagkakaisang Lingkod-Bayan-Barangay Outreach Caravan—one of the many components of the province’s localized implementation of the national directive that showcases convergence of all government agencies working together to offer basic services to the communities.

Seeing Davao Oriental’s peace and order initiatives wherein the government agencies are �irmly united in immersing down to the communities to address

their needs, Governor Catamco says she is also excited to implement the strategy in her province which also has its own share of challenges in terms of insurgency and armed con�lict.

Consisting of 17 municipalities and one city, North Cotabato is also home to Indigenous Peoples and Moro tribes who are often prone to exploitation by armed groups like the Communist New People’s Army.

“I think this is an eye-opener. Insurgency is not a problem of the military; it’s the problem of the entire government and the solutions of which lie in the hands of the whole of government,” Governor Catamco said, underscoring that insurgency is only a symptom of a bigger problem which is “the government’s lack of concern”.

A staunch advocate of the Indigenous Peoples’ rights and known to be outspoken against Communist recruitment of the lumads, Governor Catamco cited Davao Oriental’s Ancestral Domain and Jama’ah Strategies which promotes inclusion of these sectors to governance as effective tools in the anti-insurgency drive.

Meanwhile, thanking Davao Oriental Governor Nelson Dayanghirang for sharing his strategies, Governor Catamco emphasized the power of collaboration among Local Government Units, saying that terrorists and insurgents will have nowhere to run if the LGUs are synchronized in collectively responding to the common goal of peace.

Localized Implementation of the Whole-of-Nation Approach Davao Oriental peace and development model has now become a leading example of how possible peace can be achieved when all peace and development partners are �irmly united.

Through Governor Dayanghirang’s Executive Order 13, which created a Provincial Task Force to End Local Communist Armed Con�lict (PTF-ELCAC), all stakeholders and key actors come together to address the main gaps in the

communities following the conduct of a Multi-sectoral and Participatory Barangay Development Workshop and Dialogue, explains PTF-ELCAC Vice Chairman Ednar Dayanghirang, who provided the EO70 brie�ing to the North Cotabato delegates.

“This new directive shifts peace-building and anti-insurgency efforts from the traditional approach which heavily relies on the military to now being civilian government-led,” he said.

This was backed by 701st Brigade Commander Brigadier General Manuel Sequitin who underlined that the positive inroads on peace and order were the result of a joint efforts between the civilian government and the military.

“There were no best practices on peace and development that the military or the government did alone,” he said. He also proudly cited the fact that Davao Oriental has no more left-leaning mayors. “The whole instrumentalities of Davao Oriental are for peace and development,” says Brig.

Meanwhile, on the part of the Philippine National Police, its provincial director Police Colonel Marcial Marciano Magistrado IV says that the government’s strategy of prioritizing anti-poverty programs as a means of peacefully combatting insurgency is an effective means to build con�lict-resilient communities.

“The antidote to insurgency is economic development,” says the police provincial director of Davao Oriental.

With the President’s directive to employ the Whole-of-Nation approach in compelling all national agencies and Local Government Units to pool efforts and resources to deliver government services up to last sitios, members of the PTF-ELCAC are full of con�idence that with the whole-hearted support being extended by all stakeholders, the trailblazing peace and development program will achieve its noble desired goals. EDITORIAL Right to pee is no toilet humor The brewing issue is that since transgender people see themselves as the opposite sex, they want to use the restrooms of the opposite sex. The question is, would anyone share a restroom with the opposite sex who see themselves as the opposite sex?

A transgender who was denied the use of a woman’s restroom in a mall has sparked this debate. There are currently no laws which explicitly protect transgender people in the Philippines.

Until the proposed Anti-Discrimination Bill or H.B. 4982 and the sexual orientation, gender identity, or expression more popularly known as the SOGIE Equality Bill (Senate Bill 1271), there is no specific law that embraces the subject matter. For now, they must rely on the sex discrimination protection principles found in other laws. However, until discrimination based on sex change is defined as sex discrimination, it is not.

The issue on allowing a man who believes he is a woman or has undergone sex change is a complex issue. It is definitely not toilet humor. But while the world is slowly adapting to the emergence

of a new class in the LGBT community, some things purely physiological and psychological never change. Like toilets, a man uses urinals and pees standing up or on a toilet bowl with the stall raised up. On the other hand, a woman sits down on the toilet with the stall down. And even when there have been ‘adaptations’ invented by medical science to change the way people pass their urine, still many people believe that a person’s physical makeup at birth determines sex, not the person’s beliefs about his or her sex. These groups of people are uncomfortable with having someone of the opposite sex in a restroom typically used by one gender only. For them, the right of privacy in a restroom must be respected.

And then there is also the danger of opening the door for the pervs to dress in a manner allowing them access to young girls and women for exposure.

Gender-specific restrooms are not monuments of discrimination but are merely reminders that people are still different sexes.

TIME IS GOLD “It’s being here now and that’s important. There’s no past and there’s no future.

Time is a very misleading thing.

All there is ever, is the now. We can gain experience from the past, but we can’t relive it; and we can hope for the future, but we don’t know is there is one.” – George Harrison *** “You can’t buy it, rent it, hoard it, multiply it, make it or save it. You can only spend it.”

That’s what Merrill Douglass, author of Success Secrets, said of time as a resource. He was damned right!

Sir Anthony van Dyck, a Flemish Baroque artist, had penned these words about time: “Too slow for those who wait, too swift for those who fear, too long for those who grieve, too short for those who rejoice. But for those love, time is not.”

As you read this piece, time passes by. “Most of us spend 58 minutes an hour living in the past with regret for lost joys, or shame for things badly done (both utterly useless and weakening) or in a future which we either long for or dread,” wrote Margret Storm Jameson, an English novelist.

“The only way to live,” she added, “is to accept each min-

ute as an unrepeatable miracle, which is exactly what is it – a miracle and unrepeatable.”

Time is too precious to be spent on nothing. But somehow, there is beauty on every second or minute of time.

“Sometimes,” Lauren Oliver wrote in Pandemonium, “I felt like if you just watch things, just sit still and let the world exist in front of you – sometimes I swear that just for a second time freezes and world pauses in its tilt. Just for a second. And if you somehow found a way to live in that second, then you would live forever.”

If we can give time a price, how much would it cost us?

“There are various methods now formulated to calculate the price or cost of time,” wrote Maria Judith L. Sabilan in an article featured in S&T Post, a publication of the Department of Science and Technology (DOST).

“However, at the end of the day, each of us has only 24 hours a day,” she noted. “The price or cost of time will mainly depend on how we manage or use time ef�iciently. The cost of the time spent on any given activity is the value to use of what we otherwise would have been doing with that particular time.”

At some point in time, I

worked at the International Institute of Rural Reconstruction in Silang, Cavite. During weekends, I went to Manila to do some leisure stuff. I had to wake up early or else I would be in the city by lunch time. The reason: heavy traf�ic.

Some studies have shown that a person loses about two hours in traf�ic jams in Metro Manila. Now multiply that with the number of people commuting on a given time, you are talking about huge �igure.

The Philippines reportedly loses billions of pesos a day due to traf�ic jam, two separate studies showed. In Metro Manila alone, the loss is pegged at P2.4 billion a day in potential income.

The losses include “lost work hours, lost business opportunities due to delays and missed deadlines and wasted fuel; as well as indirect losses such as withdrawal of potential foreign investments, missed business opportunities and reduced capital in�low.”

There is money in time. So much so that the government signed Republic Act 10535, better known as the Philippine Standard Time (PhST). The law requires all national and local government of�ice to observe

the PhST in all its activities and use it as the of�icial time reference in all of�icial time devices.

The synchronize time is based on the DOST’s Philippine Atmospheric, Geophysical, and Astronomical Services Administration network time protocol (NTP). RA 10535 Implementing Rules and Regulations de�ine NTP as an internet standard protocol that assures accurate synchronization to the milliseconds of computer clock in a network computer.

I am not sure if we are following PhST. Or, are we still observing the so-called Filipino time, the habit of coming late or arriving at a party or event later than the scheduled time?

“It’s something that is perfectly normal in the country but drives foreigners, especially Westerners, crazy,” wrote Framelia V. Anonas, S&T Post’s editor-in-chief. “But while they are in the country, they have no choice but to accept it without, of course, consenting to it.”

In her article, Anonas said that Filipinos picked the habit of tardiness from the Spaniards.

Dr. Jose Rizal, in his novel, Noli Me Tangere, highlighted this habit. Important persons, it was believed, must come late.

Filipino copied it and so

when the Americans came, they were particularly aghast with how the Filipinos treated time. The Americans tried to introduced the “American time,” which was “always on time,” but it didn’t take off. It was at this time that “Filipino time” was born.

Filipinos in the past has no sense of time. Quoting historians, Anonas said that “ancient Filipino’s concept of time was measured by seasons or by events. There was hunting time, planting time, harvest time, or time for merry-making.”

Despite the era of computers and mobile phones, there are still Filipinos who follow Filipino time. As Anonas puts it: “Filipino time is known all over the country and is still practiced. But the good thing is that more and more Filipinos are getting educated on respecting the time and other people’s time.”

Most of us who work in of�ices or establishments hated our alarm clocks at one time or another. But what is peculiar is that when someone retires and could not care less about time, the management often gives him or her a gold watch as a present. How ironic, isn’t it?

But that’s life. – ###

DUTERTE’S DAVAO POLITICAL LINEAGE Tracing one’s genealogy is always a fascinating journey. Along the way, because of twists and surprises, new discoveries about a person’s roots opens link that sooner or later expand the coverage of what we call in genetics as the family tree.

An interesting lineage that’s only sketchily touched is President Rodrigo R. Duterte’s extensive political bloodline in Davao region. But to track this ancestry, one has to retrace the line back to Danao where the af�inal connection started.

It all commenced with Ramon ‘Manoy Amon’ Durano, patriarch of the Danao political clan, who married Beatriz Duterte, second-degree cousin of Vicente Duterte, future Davao Province governor, secretary of the Department of General Services, and father of the president.

Beatriz, daughter of Severo (who is the brother of Fcundo, father of Vicente) also became mayor of Danao, then a budding town. One of her children and namesake, Beatriz Calderon Durano, was married to Celestino N. Sybico, Jr., former legislator of the 7th

congressional distrct of Cebu (1969-72), which comprised the towns of Asturias, Balamban, Bantayan, Daanbantayan, Medellin, San Remegio, Tuburan, Santa Fe, and Madridejos.

Ramon Durano’s sister, Elisea, later married Paulo Almendras, father of the future senator. Alejandro ‘Landring’ D. Almendras, Sr. Landring’s sister, Cecilia became the �irst lady mayor of Monkayo, Compostela Valley Province by succession and was later appointed OIC-governor of Davao del Norte in 1986 before he was replaced by Engr. Prospero Sybico Amatong.

After the war, Vicente Duterte was appointed Danao mayor by President Sergio Osmeña. After this brief political stint, he left for Davao and became a rising political star of Almendras. Landing, as he was fondly called, was then staying with his aunt, Matea, in Santa Cruz, Davao del Sur, with her partner years after her husband, Cosme Ralota, con�ined in the Culion Leper Colony, failed to communicate with his family.

After Matea separated from her lover, she married

Amancio Bendigo, Sr., grandfather of Rhodora Bendigo, who later married House Speaker Prospero Nograles. Rhodora’s father was Amancio, Jr., who, along with brother Dominador served as mayors of the town of Santa Cruz.

Interestingly, Matea’s marriage with Amancio Sr. was not valid given that it was solemnized when Cosme was still alive in the leper colony.

Matea’s fourth-generation scions, Nograles brothers Karlo Alexei and Jericho Jonas joined Congress. Karlo was three-term lawmaker and later Cabinet secretary under the Duterte administration, while Jericho has been two-term congressman representing the PBA party-list.

Landing’s political lineage, meanwhile, extended to his sons and grandchildren. Alexis Almendras, one of two sons indulged in politics, became city councilor of Davao, and vice mayor and mayor of Santa Cruz. Alejandro Jr., on the other hand, became one-term congressman of the �irst district of Davao del Sur. Two of Alexis’ children, Alvin Rey and Aileen, became three-term

councilor of Santa Cruz and vice-governor of Davao del Sur, respectively.

On the Ralota side, Matea’s son, Jesus Ralota, became town mayor of Santa Cruz, while her grandchild, Douglas Ra. Cagas, was elected Batasang Pambansa assemblyman, congressman, and governor of Davao del Sur. In the 2019 polls, Douglas’ only child, Mark Douglas, a three-time congressman, snared the post of vice-governor while his mother, Mercedes, won a third term as lawmaker.

In the same elections, Gary Cagas, elder brother of the governor, was reelected, landing as frontrunner in Digos City legislature, while his son, Josef Fortich, won as Digos City mayor.

On the other hand, incumbent Digos City councilor Johari Baña, whose wife is the daughter of Rio, another brother of the governor, snared the position of vice mayor. Another Rio son-in-law, Dominic Fernandez, also made it to the city legislature.

Rounding up the impressive Ralota success was the

victory of John Tracy Cagas, a nephew of the governor who topped the winner’s list of the provincial board.

Meanwhile, two of Vicente Duterte’s son joined politics.

Rodrigo was former assistant prosecutor, one-time city vice mayor, city mayor, and onetime congressman, before becoming 16th president of the republic. Benjamin, meanwhile, was one-time Davao City councilor.

To their credit, three of Rodrigo’s children successfully joined the political bandwagon. In 2010, Sara Duterte-Carpio won her �irst term as Davao City mayor while Paolo won as city vice mayor. In 2019, Paolo won his �irst term as congressman of the �irst district of Davao City while younger brother, Sebastian, ran unopposed as city vice mayor.

Paolo’s second wife, January, meanwhile, was elected barangay captain in 2016 and went on to become ex-o�icio member of the Sangguniang Panglunsod after she was elected president of the association of village chiefs in the city.

(b) Upon registration of animal possessions, a process of vaccination shall follow immediately. A pet tag shall be assigned to every domesticated pet that bears its respective serial number to serve as its corresponding identification tab for reference of their health and record of vaccination. (c) A fee of One Hundred Pesos (P100.00) shall be collected from the animal-keeper/ owner for every pet tag issued; and in case of lost, the same amount shall be paid for the replacement thereof. The owner or possessor of the registered animal shall ensure that the pet tag is worn by their respective pets at all times. (d) It shall be unlawful for any person or institution to keep an unregistered, unvaccinated and unsecured dog within their territorial domain. All dogs owned three (3) months old and above shall be registered and vaccinated. Dog registration and vaccination shall be undertaken by the Office of the Municipal Agriculturist in each manner that it will be feasible, convenient and safe to all concerned. After vaccination, owners will be provided with certificates of vaccination which will serve as proof of compliance. Owners should present their dog for registration and vaccination every two years. (e) Any person or institution is allowed only to own not more than four (4) registered and vaccinated dogs. However, a person or institution may be allowed to own more than four (4) dogs provided, they will pay an “excess dog tax” of Fifty Pesos (P50.00) for each excess dog and provided further, that they can provide and appropriate care and management to the animal. (f) The owner or possessor of a dog and/or cat who shall fail to register his dog and/or cat within the period prescribe in Section 1 hereof shall be penalized by a fine of Five Hundred Pesos (P500.00) payable within five (5) calendar days from notice thereof; failure to comply therewith shall subject the dog and/or cat to impounding and disposition in accordance with Sections 3 and 4, likewise the corresponding penalty in accordance with Section 8 hereof.

SECTION 2. LEASHING AND PROPER KEEPING OF ANIMALS. (a) Dogs, cats and other domesticated animals shall be kept and nurtured within the premises of the residence or establishment. In addition thereto, owners of potentially vicious dogs or wild cats shall signify the presence of such animal through visible printed words written and prominently displayed immediately outside the said premises. (b) Potentially vicious dogs or cats can be brought for a walk outside the premises of the residence or establishment, provided; that a protective muzzle shall cover its mouth and the said animal shall be held securely on a leash to be accompanied by the owner, keeper or possessor. The leash shall not exceed two (2) meters in length. (c) All dogs must be properly kept on leash within the premises of the owner. Dogs that are brought outside the owner’s premises shall at all times be leashed and muzzled appropriately; otherwise the dog will be considered a stray animal. (d) Any person or institution who owns or desire to own a dog shall be able to provide proper care and keeping to the animal. Any dog owner who can no longer provide appropriate care and management of the dog, that is to comply for its food, safety and shelter including its registration and vaccination, is encourage to donate, sell or dispose to another person who is capable and willing to comply the responsibilities of a dog owner. (e) An animal that attacks and/or bites a person within the territorial jurisdiction of the Barangay shall constitute conclusive presumption that the said animal is dangerous or vicious, and the same shall be summarily removed from the barangay and disposed in an appropriate manner by the Punong Barangay, barangay official or employee designated for the purpose and the Barangay is hereby rendered free and harmless from any liability therefor.

SECTION 3. IMPOUNDING, ADOPTION AND DISPOSAL OF STRAY ANIMALS. a) Dogs or cats found outside the premises of the owner are considered stray dogs/ animals. Stray dogs are immediately secured for impounding at the dog pound. (b) An impounding fee of P20.00 per day per animal shall be collected from the owner/s claiming the pet. c) Unregistered animal/s confined within three (3) days in the impounding area can be adopted by any person provided that he/she will pay for the registration and impounding fee of the animal and provided further, that the adoptive owner can provide proper and appropriate care and management to the animal. (d) Impounded stray animal/s which are not claimed after three (3) days shall be considered abandoned by its owners and shall subsequently be disposed by whichever legally and morally acceptable manner.

The Animal Control Department under the Office of the Municipal Agriculturist shall be held responsible for investigating incidents of human contact with both wild and domestic animals, such as bites. The office may work with local health department, police department, or respective barangay offices.

The role of the Animal Control Officer focuses more on educating the public on proper animal care, and rescuing animals from dangerous or abusive situations. They also pick up dead or injured wildlife and stray animals for disposal or treatment. The position can either be held through the Office of the Municipal Agriculturist, or contracted to the local animal welfare advocate group. (d) The Punong Barangay, barangay official, employee or representative concerned shall not be held liable or responsible for whatever may happen to the animal/s caught outside the premises of a residence or establishment within the territorial jurisdiction of this Barangay; provided, that the penalties imposed under this Ordinance shall be without prejudice to the institution of any criminal and/or civil action by the aggrieved party/ies arising from death or physical injury and/or damage to property.

SECTION 5. AGENCIES/OFFICES TO ENFORCE AND IMPLEMENT THIS ORDINANCE. There shall be an agencies/offices of the Local Government Unit of Compostela, Compostela Valley are hereby tasked and enjoined to provide assistance and utilize all its available resources that are necessary for the implementation and enforcement of this ordinance, to wit: Lead Agency : Municipal Agriculture Office Coordinating Agencies and Offices Philippine National Police Rural Health Unit / MHO Barangay Officials SECTION 6. BARANGAY SHARE ON PROCEEDS OF FEES AND FINES. The Barangay is hereby entitled to fifty percent (50%) share on all fees and fines collected within their jurisdiction.

SECTION 7. LIABILITY OF DOG-OWNER/S OR OF PERSON/S IN POSSESSION OF POTENTIALLY VICIOUS ANIMALS. – (a) Dog-owners or any person or entity in possession of dog/s shall be civilly liable for any injury or damage that the dog may cause to another person, after having been lost or escaped from leash, shelter or property yard. (b) Dog-owner/s shall not be held liable to any case whatsoever where the injury was caused by person/s in violation of domicile and/or illegal trespass to dwelling. (c) If there are dogs and/or animals which are proven to be nuisance or constitutes a danger to the community, the owner or possessor thereof shall be requested in writing by the Animal Control Officer through the Punong Barangay or any barangay official concerned to undertake appropriate remedial measures to prevent any harm or injury to any person or property or in the alternative, to remove such animal from the barangay area to the Municipal Animal Shelter, within ten (10) calendar days from receipt of said notice. Should the owner or possessor fail to comply therewith, such animal shall be subject to immediate impounding and disposition exclusive of the maximum imposable fine in accordance with Section 8 of this Ordinance. (d) The owner or the possessor of duly registered dogs or animal shall be responsible for the cleanliness and sanitation prescribed to proper handling of respective pets, and shall remove feces and other forms of waste matters emanating from their pets that tend to litter the streets corners of the barangay. Failure of the owner or possessor to remove such defecated waste matters shall constitute the corresponding penalty prescribed in Section 8 of this ordinance. (e) Commercial Breeding and Animal Training. Breeding of kennels (dogs) and felines (cats) for commercial purposes shall not be allowed within the territorial jurisdiction of the Municipality of Compostela; while training of dogs and/or other animals shall be confined within the premises of a residence or establishment. Failure to comply therewith shall subject the animals herein mentioned to impounding and disposition exclusive of the maximum imposable fine and penalty to the owner or possessor in accordance with Section 8 hereof.

Breeding of kennels and felines shall be considered commercial in nature if any audible or printed advertisement in connection therewith is undertaken.

SECTION 8. PENALTIES. Any person or entity found guilty of violating any of the provision of this Ordinance shall be penalized as follows, to wit: (a) First Offense - - - - - - - - - - - - - - - - - a fine of P1,000.00; (b) Second Offense - - - - - - - - - - - - - - - - a fine of P1,500.00; (c) Third & Subsequent Offense - - - - - - - a fine of P3,000.00 and/or an imprisonment of not less than five (5) days but not more than thirty (30) days upon the discretion of the court.

COMPROMISE PENALTY. If the person shall voluntarily admits the violation hereof without necessarily undergoing judicial proceedings, the Municipal Treasurer or his/her authorized representative shall be allowed to collect the following as compromise penalty: a.) First Offense - - - - - - - - - - - - - - - a fine of P 500.00; b.) Second Offense - - - - - - - - - - - - - a fine of P1,000.00; c.) Third & Subsequent Offense - - - - a fine of P2, 000.00 SECTION 9. SEPARABILITY CLAUSE. In the event that a provision of this Ordinance is found or decreed to be invalid or unconstitutional, all other provisions hereof not affected by such pronouncement or decree shall remain to be in full and effect.

SECTION 10. REPEALING CLAUSE. Ordinances, Resolutions, and other issuances inconsistent with this Ordinance are hereby repealed or modified accordingly.

SECTION 11. EFFECTIVITY. This Ordinance shall take effect ten (10) days following the completion of its full publication in any local newspaper of general circulation within the Municipality of Compostela, Compostela Valley.

MY POKEMON ADVENTURE:

EVERYONE has a hobby or two, for some it may be collecting stamps or for some it may be trekking the boondoks. There are others who like to keep pets, while even others see learning a new skill such as cooking or baking a thing. Me, I play Pokemon Go.

Now, unless you have been living under a rock, Pokemon (or Pocket Monsters) started out as a game in the 90’s on Nintendo’s Game Boy where you travel the Pokemon World to battle, collect, and train Pokemon.

Fast forward to 2016 and Pokemon Go, a smartphone game developed by Niantic, takes the adventure into the real world where Pokemon can be seen and caught in the real world. Pokemon Go proved to be a smash hit, with many players all over the world, including Durianburg, putting their travel shoes on to explore the world and catch Pokemon.

Just recently, me and a few friends decided to take our Pokemon Adventure to the next level by attending the Pokemon Go

Fest in Yokohama City, Japan from August 6 to 11. It was my first time to attend a Go Fest, and I was excited to explore a new city and to catch the unique Pokemon appearing at the event.

BEYOND TOKYO Just a short 40-minute train ride from Tokyo, Yokohama was once an industrial city but has since refocused itself for tourism with the development of a vibrant port and cruise terminal, as well as the hosting of many events, one of which is the Pokemon Go Fest and the Pikachu Outbreak which is also held on the same days as the Go Fest.

Competing teams did not matter at the festival as everyone worked together sharing and trading unique Pokemon from all over the world.

As the event started in earnest, players went around the park and explored its many spaces catching various hard-tofind Pokemon all while fulfilling various tasks and quests the game’s Professor Willow throws at them.

By noontime, it was already clear that many players were able to encounter and catch the Go Fest exclusive Pokemon Jirachi.

By mid-afternoon, people were sitting on the park’s massive lawn to trade Pokemon, take snapshots with their Pokemon and exchange stories on their adventure that day.

PIKACHU INVASION By 5 in the afternoon, that day’s Go Fest finally ended but

It was a fun feeling seeing one dozen Pikachu dressed and lit up dancing the a backdrop of fountains. Wanting to see more, our group made its way to Minato Mirai to see a Pikachu dance number which lit up Yokohama’s iconic skyline.

We would have wanted to proceed further to Rinko Park to see the biggest parade of Pikachu for the event but decided to have a break instead because we have been out since morning, playing Pokemon Go and making new friends along the way. BEATING the tourist trap is my main goal every time I travel, whether domestic or international.

There are a few instances the tourist attractions are really worth visiting.

Kelingking Beach in Bali and Nusa Penida’s Broken Beach are those that come to mind—it’s touristy, but the views are too spectacular not see.

Sometimes, it’s worth the distance and the time spent just to witness these breathtaking spots. Other times, for me, the other attractions are just a waste of money and time. True they could look great on Instagram, but it feels incredibly superficial to me.

So, how does one travel off the beaten track without succumbing to failed exploits or misadventures? It’s a harsh world

out there, especially with social media making our world smaller. There seems to be less and less secrecy with places yet to be discovered.

“Life is either a daring adventure or nothing.” says the famous Helen Keller. I agree. It can get intimidating to get out of your comfort zone and befriend locals. Language is the most significant barrier I see, even on domestic trips. I’ve learned that with a humble heart that you could try to speak it with a little background research. If not, ask them basic translations, and they’ll gladly teach you!

The quintessential tip that I never forget to apply even to my own travels is to travel like a local. The best way to go local is to befriend locals themselves and get to know their country and culture through them.

It’s the best way for me to get around. Not only do they know where the best local hangs are, they usually know where the cheap yet quality ones are. From watering holes to pop-up restaurants to getting market-value souvenirs, getting tips from locals just beats any blog post or TripAdvisor review.

This ordinance shall be known as “REGULATING THE OPERATION OF VIDEO-KARAOKE BARS, BEERHOUSES, NIGHT SPOTS, MUSIC BARS, EATERIES AND RESTAURANTS WITH KARAOKES AND VIDEOKES, OTHER SIMILAR NIGHTSPOT AND ESTABLISHMENT IN THE MUNICIPALITY OF COMPOSTELA, COMPOSTELA VALLEY AND PROVIDING PENALTIES FOR VIOLATION THEREOF.” Section 2. SCOPE AND COVERAGE. This ordinance shall cover all business establishments operating as videoke and karaoke bars, beerhouses, night spots, music bars, eateries and restaurants with videokes and karaokes and other similar establishments in the Municipality of Compostela, Compostela Valley.

Section 3. DEFINITION OF TERMS. As used in this ordinance, the following terms are hereby defined as follows: a. ESTABLISHMENTS – a place of business with its possessions and staffs/personnel; b. VIDEO AND KARAOKE BARS – a place where the audio-visual systems are set for musical accompaniment to a song performed by following the words displayed in a video screen. It is also a place where foods, beverages and other intoxicating substances are being offered to customers; c. BEER HOUSES – a place where beer is mainly served, although other forms of intoxicating substance, wine and liquor are also available for customers; d. NIGHT SPOTS – those establishments that are open late at night and provide music entertainers, foods, drinks, liquor, entertainment and music for dancing; e. MUSIC BARS – a place where entertainers like singers with back up bands playing with instruments, dancers are performing to costumers while serving alcoholic drinks, wine, and liquors and other form of intoxicating substance; f. ENTERTAINERS – include group of band singers with instruments, singers and guest relations officers (GRO) of videoke and karaoke bars, beerhouses, eateries and restaurants with videoke and karaoke bars, similar nightspots and establishments who entertain patrons or customers by sitting and conversing, dancing, singing, eating or drinking with them; g. EGRESS – an arrangement of facilities to assure a safe means of exit from the establishment; and h. MUNICIPAL MONITORING COMMITTEE - The Committee duly constituted to monitor the implementation of this Ordinance.

Section 4 – PROHIBITIONS a. No person, natural or juridical, shall operate videoke and karaoke bars, beerhouses, music bars, eateries and restaurants with videokes and karaokes similar night spots and establishments for commercial purposes without first securing a Sanitary Permit issued by the Municipal Health Officer, Mayor’s Permit, Barangay Clearance and paying for other related corresponding fees provided under Municipal Ordinance No. 2014-398 otherwise known as the 2015 Revised Omnibus Revenue Code or any rules and laws that may hereinafter promulgated by the Sangguniang Bayan of Compostela. b. For purposes of this Ordinance, no videoke and karaoke bars, beer houses, music bars, eateries and restaurants with videoke and karaoke, similar night spots and establishments shall be established within one hundred (100) meters radius from any educational, religious or public institutions such as schools, colleges, universities, hospitals or clinics, churches or chapels. c. The following requirement shall be strictly observed in the establishments: ► Operation of karaoke and videoke music, beer houses, music bars, similar night spots and establishments shall be allowed from 7:00 AM to 10:00 PM ONLY, however, establishments with TOTAL ENCLOSURE of the premises to prevent the sound to escape may operate beyond 10:00 PM UP TO 2:00 AM. The establishments shall provide and post in conspicuous places the opening and the closing time.

The posting of placards indicating “ALL FORMS OF DEADLY WEAPONS ARE NOT ALLOWED INSIDE” shall be strictly complied. ► Adequate spaces and lighting, proper ventilation shall be maintained at all times under satisfactory sanitary conditions. ► Adequate parking spaces for vehicles, dressing rooms for ladies, clean kitchen, regularly sanitized and separate lavatories for male and female, emergency lights, medical kits and adequate sound proofing shall be provided by the owner/ operator. ► The establishment shall be properly enclosed or fenced, provided with a single ingress or egress and shall have no direct or indirect communications whatsoever with any dwelling place, house or building except the single ingress or egress. ► Ban prostitution and showing of lewd shows. ► Ban the use and selling of prohibited drugs.

Section 5. ADMINISTRATIVE PROVISIONS. The following administrative provisions of this ordinance shall be observed for its effective implementation: a. Any person/s who are interested to establish business covered by this ordinance shall only be allowed after complying all requirements provide by Municipal Ordinance No. 2014-398 also known as the 2015 Revised Omnibus Revenue Code of the Municipality of Compostela, Compostela Valley. b. The business as herein indicated shall be established only in an area/zone declared as commercial area, pursuant to the provisions of the Comprehensive Zoning Ordinance of the Municipality of Compostela, Compostela Valley. c. Personnel such as waitress/waiter, food handlers, servers, guest relation workers, etc. shall undergo quarterly examinations and shall secure Medical Certificates duly signed by the Municipal Health Officer. Payments of Medical Examination and Certificates shall be in accordance with the provisions provided in the 2015 Revised Omnibus Revenue Code of the Municipality of Compostela. Failure of the above-cited personnel shall not be allowed to work and the manager or operator/owners are liable to answer any penalties under this Ordinance. All personnel of such business are strictly required to secure their working permit and birth certificates. Minors found working in the establishments covered by this Ordinance shall be immediately referred to the Municipal Social Welfare and Development Office, for appropriate legal actions against the owner or operator. d. Structural design of the building shall be enclosed, to prevent unnecessary noise/nuisance during night time and other materials that can minimize noise/ nuisance shall be used. The operation of business shall be confined only inside the building. In case the owner/operator shall construct a building for business covered by this ordinance, he/she shall first submit to the Office of the Municipal Engineer a copy of architectural design or its blue print and shall secure building permit, electrical permit and zoning clearance. e. Operators/owners shall by all means cooperate in upholding peace and order and shall report to the Compostela Police Station whenever circumstances so warrant. f. All operators and owners are required to comply all rules and regulations under any existing national laws, Municipal Ordinances or any Ordinances that are hereinafter be promulgated by the Sangguniang Bayan of Compostela.

Section 6. MUNICIPAL MONITORING COMMITTEE. For the purpose of this ordinance, a Municipal Monitoring Committee is hereby constituted and authorized to conduct inspection and investigation whenever there are complaints or petitions from concerned parties. It shall be the duty and functions of the Committee to endorse results and recommendations to the Local Chief Executive, copy furnished the Sangguniang Bayan for appropriate actions, as follows: Chief of Police Chairman Municipal Treasurer or his/her representatives Member Municipal Engineer or his/her representatives Member MSWDO or his/her representatives Member MHO or the Sanitary Inspector Member MPDO or his/her representative Member Joint Inspection Team Member Secretary to the Sangguniang Bayan Member DILG Officer Member Representative from NGO Member Section 7. PENALTIES. Owners/operators, including personnel working of the business establishments found guilty of violating any provisions of this Ordinance shall be issued a Notice of Violation and Citation Ticket are subject to the following penalties; a. First Offense – a fine of Php 1,000.00 b. Second Offense – a fine of Php 2,000.00 c. Third Offense & Subsequent – a fine of Php 2,500.00 COMPROMISE PENALTY. If the violator voluntarily admits the violation hereof without need for a judicial proceeding, he/she shall be penalized as compromise penalty, to wit; a) First Offense.........................................A fine of P500.00; b) Second Offense……………………………..A fine of P1,000.00; c) Third and Subsequent Offense………….A fine of P1,500.00 and or shall be a ground for revocation of their existing Business Permit or whichever is applicable.

Section 8. EXEMPTION. That one ( 1 ) week before Christmas Day (December 25), New Year’s Day and the day of the Town Fiesta video-karaoke machine operator/s may operate until 12:00 o’clock midnight.

During birthday celebration, wedding day, baptismal day and barangay fiesta day, the use of video-karaoke machine/s may also be allowed to operate until 12:00 o’clock midnight at their own residence or private place where the occasion will be held.

Section 8. SEPARABILITY CLAUSE. If for any reason or reasons, any part or provision of this Ordinance is declared invalid, null and void, the other parts or provisions hereof which are not effected thereby shall continue to be in full force and effect.

Section 9. TRANSITORY PERIOD. All existing establishments prior to the enactment of this Ordinance not in accordance with Section 4(b) and Section 5(b) shall be given three (3) months to relocate their business.

Section 10. REPEALING CLAUSE. All existing ordinance, rules and regulations or parts thereof in conflict with or inconsistent with any provisions of this ordinance are hereby repealed, amended or modified accordingly.

Section 11. EFFECTIVITY. This Ordinance shall take effect upon approval.

Whether Jordan Clarkson is permitted to suit up or not, Gilas cannot match up against their Western counterparts, particularly in its group with Serbia, Italy and Angola.

AGCC president Joseph Ng, in a post on AGCC’s social media page, thanked the corporate backers of the tournament on behalf of the Board of Directors, organizing committee, tournament staff and members of the club, “would like to extend our heartfelt gratitude to our sponsors and guests for participating in the 30th Durian Tee Invitational.”

“We would also like to sincerely apologize for the inconvenience brought about by the power outage during the awarding ceremony,” Ng said.
