olice Regional Of�ice (PRO) 11 regional director Police Brigadier General Marcelo Morales lauded the Toril Police Station of the Davao City Police Of�ice (DCPO) for arresting a big time drug pusher over the weekend.

PRO 11 spokesperson Police Major Jason Baria, said the regional director hailed the accomplishment of the troops for their successful anti-illegal drug operation.

he local government of Davao City spearhead by Vice Mayor Sebastian “Baste” Duterte opened the second day of the 34th Kadayawan Festival with a commitment to make a cleaner and greener celebration with the help of Coca-Cola Philippines.

The presidential son, who is currently acting mayor of Davao City, and Coca-Cola Beverages Philippines Inc. (CCBPI) Corporate and Regulatory Affairs Director Atty. Juan Lorenzo Tañada, led a commitment wall-signing to signify their respective organizations’ support for strengthening the polyethylene terephthalate (PET) bottle collection and recycling efforts in Davao City.

Coca-Cola of�icials also introduced a “World Without Waste” installation to the Duterte which features the beverage brand’s iconic

bottle collection bin; a bench made from 1,000 recycled PET bottles and a collection bin made from 600 plastic PET bottles from Winder Recycling Company, a Davaobased partner which gives used plastic bottles a new life by converting them into high-value products, such as school chairs and benches.

“We are excited to be part of the annual Kadayawan Festival—not only through celebrating life, health, and prosperity, but also by enriching the festivities through our activities geared toward environmental conservation,” said Tañada.

Jollibee, DepEd to open kitchen for schoolchildren in Mati City

T

he Jollibee Group Foundation and the Department of Education, along with the local government unit of the City of Mati, is set to inaugurate the Busog, Lusog, Talino School Feeding Program come August 20, 2019.

The BLT Kitchen is the �irst-ever in the province of Davao Oriental and will be located in Rabat-Rocamora Mati Central Elementary School II in the City of Mati.

The BLT Kitchen is expected to cater to around 590 students in 8 different learning institutions within the city.

Expected to attend the launching of the BLT KItchen are of�icials from the Jollibee Group Foundation, the Department of Education and City of Mati Mayor Michelle Nakpil Rabat.

Mayor Rabat expressed gratitude for JGF’s generosity and help in ensuring that no schoolchildren would go hungry while in school. She said that health and education are among her administration’s priority programs thus she will give support on

the said project.

The BLT School Feeding Program is one of the programs of Jollibee Group Foundation (JGF) which started started in 2007.

In 2016, the program modi�ied its approach to complement the Department of Education’s nationwide School-Based Feeding Program. JGF started building BLT School Feeding Kitchens to centralize preparation of meals that are distributed to elementary pupils in the surrounding schools.

This facilitates serving of meals to hundreds of pupils with less time and effort.

The BLT Kitchen in Robat-Rocamora Mati Central ES-II is one of the 33 BLT School Feeding Kitchens throughout the country.

BLT Kitchens across the country provides undernourished pupils with lunch for 120 days to help prevent drop outs due to hunger and improve their school performance.

This was the lament of Councilor Danilo C. Dayanghirang, chairman of the Davao City Council committees on �inance, appropriations and ways and means.

Dayanghirang was referring to City Treasurer Erwin Alparaque who died last Sunday of aneurysm.

“Erwin was transparent, always ready to show and discuss the �inancial status of the city, walang tinatago (nothing to hide),” said the local lawmaker who, like Alparaque, joined the city government about two decades ago.

The late treasurer will be buried on August 20 ( tentative) at the Forest Lake Memorial Park in Ma-a, a day after he shall have turned 57 years old.

He is survived by his wife Joy, and sons Earvin Jay and Arvin John.

PRRD OK with De Lima’s furlough

resident Rodrigo Duterte sees no problem with Sen. Leila de Lima’s request for furlough to visit her ailing mother, his former long-time aide Sen. Christopher Lawrence “Bong” Go said Tuesday.

“President Rodrigo Duterte said he will have no objection if the courts allow Sen. Leila de Lima to see her mother,” Go’s of�ice said in a statement.

De Lima’s lawyer Raymond Baguilat earlier said the senator’s mother, Norma Magistrado de Lima, is “critically ill” at a hospital in Iriga City, Camarines Sur and doctors said she might pass away soon.

Baguilat �iled the furlough request last Friday before the Muntinlupa Regional Trial Court Branch 205, where De Lima is facing drug-related charges.

De Lima believes she was detained on trumped up charges because of her �ierce opposition to Duterte and his policies.

Friday, De Lima appealed for prayers as her mother’s health worsens.

Muntinlupa Branch 205’s Judge Liezel Aquiatan had granted De Lima’s previous furlough requests.

Since being detained on drug charges in February 2017, De Lima has only seen her mother twice, �irst on Dec. 23, 2018 during a surprise visit at her detention cell, and last June 16 during the thanksgiving dinner of her son.

he Philippine government’s drive against illicit cigarette trade is seen to get a boost from the scheduled visit of President Rodrigo R. Duterte in China later this month.

Finance Secretary Carlos G. Dominguez III said a memorandum of understanding (MOU) between Philippines and China’s customs of�icials is scheduled to be signed during that visit as part of trade discussions.

He explained that they are of the belief that most of the cigarette-making machines con�iscated in the raids conducted by joint forces from the Bu-

reau of Internal Revenue (BIR), Bureau of Customs (BOC) and the National Bureau of Investigation (NBI) came from China.

“We are going to engage with them and say please you should know that the importation of any cigarette making machine needs prior government approval so if you know that this is a cigarette-making machine please don’t give it an ex-

PLDT will try to build 5G infrastructure on existing towers, Pangilinan said.

The lack of 5G compatible devices is hampering the rollout, he said.

The drive against illegal cigarette manufacturing has resulted in raids of factories in Bulacan, Nueva Ecija, and Bacolod City, among others, and con�iscation of millions-worth of cigarettes.

Aside from running after erring businessmen, the government also pushed for increase in cigarette taxes in a bid to lessen the number of people affected by diseases caused by smoking and alcohol consumption.

Data from the Philippine Statistics Authority (PSA) show that rate of price increases expanded by 2.4 percent year-onyear last July from the previous month’s 2.7 percent.

Year-ago in�lation rate is 5.7 percent while yearto-date in�lation stood at

3.3 percent, within the government’s 2 to 4 percent target band.

Core in�lation, which excludes volatile food and oil items, rose 3.2 percent from month-ago’s 3.3 percent, resulting to a 3.6 percent average. Year-ago �igure is 4.5 percent.

Beltran said big drop on food in�lation caused the slower in�lation rate last July, a turn-around from last year’s in�lation environment when food in�lation resulted to big jumps in in�lation rate, which saw its peak in September to October at 6.7 percent.

Smart to lease common towers to be built by edotco-ISOC group

mart Communications Inc. has inked an agreement to lease out common towers to be built by Malaysia-based edotco Group Sdn. Bhd. and its Philippine partner ISOC Infrastructure Inc. In a statement, Smart said it has identi�ied an initial 71 sites were edotco-ISOC will build cell towers that �it within the network roll-out plan of the company.

"Our agreement with the edotco-ISOC Group is a welcome development

that will enable us to roll out our LTE, and, soon, our 5G base stations in a quicker and more cost-effective manner,” said PLDT and Smart Chairman and CEO Manuel V. Pangilinan.

"We will thus be able to bring more advanced mobile phone services and faster internet to people in more parts of the country more expeditiously," he added.

Smart's main competitor Globe Telecom Inc. in June already signed a

memorandum of understanding (MOU) with the same group for an initial 150 towers in Cavite, Laguna, Batangas, Rizal, and Quezon.

Globe also last month inked a similar agreement with Aboitiz InfraCapital Inc. and its partner Frontier Tower Associates Philippines Inc. (FTAP).

The government's common tower initiative seeks to free telecommunications companies from costly capital expen-

ditures in building communication towers.

According to the Department of Information and Communications Technology (DICT), the draft for the common tower policy is set to be completed in two months' time.

Originally envisioned to be �inalized by the second quarter of the year, the common tower policy seeks to free telcos from costly capital expenditures in building telecommunications towers.

Trap for the corrupt

Should one receive gifts in the course of public of�ice? That is the burning question.

Ever since President Rodrigo Duterte commented in a speech that it is OK for policemen to receive gifts given out of gratitude, the debate has swung back and forth on whether or not receiving gifts in line with one’s public of�ice does not constitute bribery.

An opinion on the matter written by Public Attorney’s Of�ice chief Persida Acosta back in 2017 provides an enlightening view.

According to Acosta, it is against the law for government of�icials and employees to receive gifts because of their position and of�ice.

The following are the laws apropos on the matter: 1. Republic Act 3019, Anti-Graft and Corrupt Practices Act: Section 3. Corrupt practices of public of�icers. xxx (b) Directly or indirectly requesting or receiving any gift, present, share, percentage or bene�it, for himself or for any other person, in connection with any contract or transaction between the government and any other part, wherein the public of�icer in his of�icial capacity has to intervene under the law. (c) Directly or indirectly requesting or receiving any gift, present or other pecuniary or material bene�it, for himself or for another, from any person for whom the public of�icer, in any manner or capacity, has secured or obtained, or will secure or obtain, any government permit or license, in consideration for the help given or to be given, without prejudice to Section 13 of this Act. 2. Republic Act 6713, An Act Establishing a Code of Conduct and Ethical Standards for Public Of�icials and Employees Section 7. It is worthy to note these laws and any government employee should not rely heavily on the pronouncement of Malacanang that there is nothing wrong with government workers and of�icials accepting gifts as long as it is of nominal value.

Who knows, it could just be a trap for the corrupt.

TRIATHLON. LIFE. DEATH. It was supposed to be an event that celebrated life and physical prowess.

Fate, however, had a tragic way of showing this to us.

The 2019 Kadayawan Triathlon held last Sunday, Aug 4, at Villa Jose�ina in Toril, Davao City was very signi�icant for me and my high school friends. 25 years after high school (Yes, we’re this year’s silver jubilarians of PSHSSMC.), we decided one‘inuman’ night last May that we would do an Olympic distance triathlon relay.

Marivic would do the 1.5km swim. Geraldine would do the 20km bike

race. I would do the last leg, the 10km run. We slowly and surely got ourselves into shape. In the process, we reconnected and bonded with each other. It seemed like high school all over again, except that this time we were more battle-scarred from what life threw at us. Yet, we were still the same. We laughed a lot, inspired each other, and occasionally shed a tear or two from some remembered heartache. But instead of gushing over boys we liked, we talked about the �lawed men in our lives and how we love them anyway.

After two months of training, we were ready. As fate would have it, the Kadayawan Triathlon turned into a duathlon because the sea was too turbulent for comfort. Huge waves were crashing on the shore and the Coast Guard could not give us clearance to swim. The �irst leg of the race, instead of swimming, was turned into a 4km run which our very strong swimmer hugely struggled with. As Marivic �inished the run and got into the transition area, she made a face and blurted, “Makamatay.” Little did we know that her utterance would

be prophetic.

Mario Marfori, a triathlete from the Blue Genes team and an ADDU batch mate, who entered the transition area around the same time as Marivic, suddenly keeled over.

He would eventually passaway in the ambulance on the way to the hospital.

Just like that. Vibrant life was snuffed out.

Our team, named Ferrous Femmes, composed of 42-year old women, triumphantly �inished the race. Though Marivic felt like she was dying, Ge could barely walk and properly rack her bike, and

I was trembling from the heat and exertion, all three of us crossed the �inish line with such big smiles.

It was almost silly. This milestone event is forever etched in our minds and hearts, not to mention our bodies. This was our bid against the ravages of ageing. More than wanting to be �it, perhaps we wanted to prove something we have not thoroughly identi�ied. Whatever that may be, the very sudden death of a fellow triathlete, only highlights our helplessness against the unforeseen twists of fate and the siren call of our mortality.

A professor, whose last name was Peters, disliked him intensely for reason he only knew.

One day, Peters was having lunch at the dining room when Mandela came along with his tray and sat next to the professor. “Mr. Mandela,” the professor said, “you do not understand, a pig and a bird do not sit together to eat.”

Mandela looked at him as a parent would to a rude child and calmly replied, “Don’t worry professor, I’ll �ly away” and went and transferred to another table. Peters, reddened with rage, decided to take revenge.

The following day, in a class, the professor posed the following question: “Mr. Mandela, if you were walking down the street and found a package and within was a bag of wisdom and another bag

with money, which one would you take?”

Without too much ado, Mandela responded, “The one with the money, of course.”

Peters, smiling sarcastically, said, “I, in your place, would have taken the wisdom.” Mandela shrugged and replied, “Each one takes what he doesn’t have.”

The professor, by this time, was about to throw a �it, seething with fury. So great was his anger that he wrote on Mandela’s exam sheet the word, “IDIOT” and gave it to the future Nobel Peace laureate.

Mandela took the exam sheet and sat down at his desk trying very hard to remain calm while he contemplated his next move. A few minutes later, he got up, walked up to the professor and told him in a digni�ied polite tone: “Mr. Peters, you signed your name on the sheet, but you forgot to give me my grade.”

But multiple Grammy winner and actress Madonna has different view: “We learn our lessons; we get hurt; we want revenge. Then we realize that actually, happiness and forgiving people is the best revenge.”

“Revenge is never the answer,” said Kasie West in The Fill-in Boyfriend. English cleric and writer Charles Caleb Colton also said, “Revenge is fever in our own blood, to be cured only by letting the blood of another; but the remedy too often produces a relapse, which is remorse – a malady far more dreadful than the �irst disease, because it is incurable.”

English poet Percy Bysshe Shelley agrees. “Something of vengeance I had tasted for the �irst time; as aromatic wine it seemed, on swallowing, warm and racy: its after-�lavor, metallic and corroding, gave me a sensation as if I had been poisoned.”

English author Samuel Johnson is one person who would get even with those

people who would exploit him. When he was completing his dictionary, a London journal published two anonymous “previews” of the book. The articles were favorable but super�icial. When he learned that the wealthy Earl of Chester�ield had written them, he was furious.

After all, he had applied to him repeatedly for patronage while writing the dictionary, but the earl had been cheap, giving the poverty-stricken writer no more than ten pounds. Now, Johnson felt, he was trying to take credit as a patron. In the dictionary, he de�ined patron as “commonly a wretch who supports with insolence, and is paid with �lattery.”

Irish author George Bernard Shaw had also experienced embarrassing moments. After the premiere of Arms and the Man (1898), he took the stage to make a curtain speech. When the applause subsided, there was a solitary boo from London critic Reginald Golding Bright.

A cigar smoker bought several hundred expensive cigars and had them insured against �ire.

After he’d smoked them all, he �iled a claim, pointing out that the cigars had, in fact, been destroyed by �ire.

The insurance company refused to pay, and then the man sued. The judge ruled that because the insurance company had agreed to insure the cigars against �ire, it was legally responsible.

The company had no choice but to pay the claim.

Then, when the man accepted the money, the company had him arrested for arson.

“Justice, like beauty, is in the eye of the beholder,” said the �ictional character Emily Thorne in the ABC television series aptly titled Revenge.

“Some see an innocent victim.

Others will see evil incarnate getting exactly what’s deserved.”

Municipal Ordinance No. 2018-511 Sponsored by: Hon. Myrel V. Bangcasan AN ORDINANCE PROVIDING FOR THE PREVENTION, CONTROL, REDUCTION AND MITIGATION OF THE MOSQUITO VECTOR OF DENGUE IN THE MUNICIPALITY OF COMPOSTELA, COMPOSTELA VALLEY AND PENALIZING VIOLATORS THEREOF AND FOR OTHER PURPOSES. Be it ordained by the Sangguniang Bayan of Compostela, Compostela Valley in session assembled that, Section 1. TITLE. This ordinance shall be known as the “Anti-Dengue Vector Ordinance of the Municipality of Compostela, Compostela Valley.”

Section 2. SCOPE AND COVERAGE. This ordinance shall apply to all households, commercial establishments, institutions, churches, schools, hospitals/clinics, funeral parlors, public and private offices, industrial establishments, transportation facilities, agri-cultural businesses and the likes operating within the territorial jurisdiction of the Municipality of Compostela, Compostela Valley.

Section 3. DEFINITION OF TERMS. As used in this ordinance, the following terms are hereby defined as follows: 3.1 Dengue- an acute infectious disease caused by a flavivirus (species Dengue virus of the genus Flavivirus), transmitted by infected female Aedes mosquitoes, and characterized by headache, severe joint pain, and a rash- also called break bone fever, dengue fever; 3.2 Vector- an organism that can carry a particular disease- causing agent (like a virus) without actually developing the disease; 3.3 Aedes larva (Kiti-kiti)- the larva, which is aquatic feeding stage of the mosquito, depends much on the aquatic nutrient for its food. This stage last for 6-8 days. The mosquito larvae from Aedes aegypti and Aedes alpopictus; 3.4 Aedes Aegypti- the primary vector of the disease which is indoor mosquito and an important factor in epidemics; 3.5 Aedes albopictus- the secondary vector which is outdoor mosquito and believe to be responsible for maintaining the virus in the environment; 3.6 Aedes pupa- the highly mobile pupa has only a duration of one to two days. This is the immediate phase from which the adult form of the mosquito emerges. The mosquito pupa from Aedes aegypti and Aedes albopictus; 3.7 Artificial Containers- are containers seen commonly in close association with man.

These are usually found indoor and contain water considered clean, clear and unpolluted such as water in flower vases, earthen jars, concrete water tanks, discarded vehicles tires, traps and other containers which can accumulate water up to seven days: 3.8 Natural Containers- are containers found outdoor. It includes tree holes, bamboo stumps, coconut shells or husks, leaf axil, ground/rock holes and even stagnant canals; 3.9 Stagnant Water- motionless water, not flowing in a stream or current. Also known as standing water; 3.10 Public Places/Establishments- hotels, motels, dormitories, commercial buildings, lodging and boarding houses, apartments, hospitals, libraries, offices, markets, movie houses, schools, colleges, and universities and other similar institutions; 3.11 Place- land, building, residence, or any means of conveyance; 3.12 Public Places- parks, plazas, picnic grounds, camps, roads, cemeteries and memorial parks, terminals, rest areas, and other open fields and enclosed areas of public assembly; 3.13 Integrated Control- controlling pests through the use of several; 3.14 Pesticides- any substance or product, or mixture intended to control, prevent, destroy, repeal or mitigate, directly or indirectly any pest; 3.15 Urban Pest Control- pets control activities in all habitable areas but not to include agricultural pest control activities; 3.16 Urban Pest Control Applicator- any individual who uses or supervises the use of pesticides or any methods or services for urban pest control or implementation of a vermin reduction and mitigation program; 3.17 Fumigation- the act of applying releasing or dispensing a toxic chemical so that it reaches the targets organism primary or wholly in gaseous state; 3.18 Misting- a fine spray of approved chemicals to control or eradicate the vector of the disease; 3.19 Urban Pest Control Operator- refers to establishments or entities engage in the application of pesticides or any other methods or services for urban pest control or implementation of a vermin reduction and mitigation program; Section 4. VECTOR BREEDING GROUNDS CONTROL. Buildings/structures under construction must not accumulate stagnant water and solid wastes. All owners, managers, administrators and/or care takers of households, school, vacant lots, abandoned houses, tire trading/merchandiser business, and all other buildings/establishments within Municipality of Compostela are mandated to get rid of vectors breeding ground, particularly stagnant water, to avoid Aedes mosquito larvae (kiti-kiti) and Aedes mosquito pupa, otherwise they are presumed to have violated this ordinance.

Section 5. MINIMUM REQUIREMENTS FOR COMPLIANCE OF THE CONSTITUENTS OF THE MUNICIPALITY. a. Water drums, pails, similar artificial containers must be covered at all times; b. Old or discarded vehicle tires should be punctured or cut; c. Unused tin cars, jars, bottles, pots, and the like should be properly structure; d. Structured/buildings must be free from all kinds of waste and stagnant waters; e. All plant vases and pots, open bamboo poles, free holes, leaf plant axils, other natural or artificial that may accumulate water, should always be checked as the potential breeding places of Aedes aegypti mosquitoes.

he Department of Education (DepEd) welcomed the possible inquiry into the alleged anomalies in the agency following the Commission on Audit’s (COA) report showing P113-million worth of unused books were stuck in warehouses.

“DepEd welcomes the inquiry that the Senate and the House of Representatives plan to conduct on this matter,” the education agency said in a statement issued on Monday.

“We will appreciate a public process to respond to the issues raised in the COA report,” it added.

Following COA’s annual audit report on DepEd, Senate committee on basic education chair Senator Sherwin Gatchalian and Alliance of Concerned Teachers (ACT-Teachers) Representative France Castroslammed the agency and said they will conduct a probe into the issue.

While over 300 million books were stuck in ware-

houses, ACT-Teachers claimed that many teaching materials needed in schools including several books under the K to 12 program have notyet been distributed.

“As part of the reforms initiated under the leadership of Secretary Leonor Magtolis Briones, the Department of Education (DepEd) is intent on further strengthening its �inancial management system,” DepEd said.

PREVENTION AND CONTROL 6.1 All other interventions especially the use of chemicals other than for research purposes shall secure clearance from the Municipal Health Office (MHO) prior to its conduct; 6.2 Pest Control operators shall be Accredited by the MHO prior to the render of services within the jurisdiction of Municipality of Compostela; 6.3 All new technologies, approaches and processes that may be developed in the future which will help in the prevention and control of dengue shall be adopted in the future for the implementation, upon recommendation by the MHO. Section 7. INFORMATION EDUCATION COMMUNICATION (IEC) CAMPAIGN. The Municipal Surveillance Team with the cooperation of the Municipal Environment and Natural Resources Office (MENRO), Liga ng mga Barangay and the barangay concerned shall conduct a massive public awareness campaign- which include but not limited to, health education including the organization/coordination and lectures to promote 4 o’clock habit, Larvicidal application, manner of destroying breeding sites, and participation in the “Oplan Linis” Activities- as well as disseminate all information relative to the implementation of this ordinance.

Section 8. CREATION OF MUNICIPAL SURVEILLANCE TEAM AND DEPUTATION OF ENFORCERS. That there shall be created a Municipal Surveillance Team and shall be composed of: 1.Municipal Health Officer; 2.Sanitary Inspector; 3.Municipal Environment and Natural Resources Officer (MENRO); 4.Department of Education (DepEd) Nurse; and 5.All Barangay Health Workers (BHW); Section 9. FUNCTIONS AND RESPONSIBILITIES OF MUNICIPAL SURVEILLANCE TEAM 1. Conduct dengue cases investigations and conduct larva surveillance activities up to six (6) months in the hot spot areas and/or barangay; 2. Conduct dengue surveillance training to the newly hired BHW, Barangay Anti-Dengue Task Force and Little Dengue Brigade in both government and private schools; 3. BHW shall get sample of larva; 4. Provide recommendations to the Barangay Anti-Dengue Task Force; 5. Lead in the regular clean-up drive in coordination with MENRO for collection of wastes Section 10. RESPONSIBILITY OF THE BARANGAY. All barangays shall be required to create Barangay Anti-Dengue Task Force and Barangay Surveillance Team shall be responsible in the barangay level. The Barangay Anti-Dengue Task Force shall properly coordinate and work hand-in-hand with their municipal counterpart.

Section 11. FUNCTIONS AND RESPONSIBILITIES OF BARANGAY ANTI-DENGUE TASK FORCE 1. Issued Notice of Violations and Citation Ticket; 2. Conduct massive IEC campaign in Dengue Prevention and Control; 3. Coordinate with the NGOs and other government agencies; 4. Oversee/monitor of clean-up drive activities; 5. To conduct selective fumigation/misting in the identified hot spot areas; and 6. Furnish a copy of monthly report on surveillance and clean-up drive activities Section 12. RULES AND REGULATIONS. The Municipal Health Office shall, in coordination with the Municipal Environmental Office (MENRO) and Liga ng mga Barangay, promulgate rules and regulations necessary to prevent, control and abate the mosquito vector of dengue, subject to the approval of the Mayor. Such rules and regulations shall take effect upon publication.

Section 13. PENALTY CLAUSE. Any person/household/institutions were found positive for Aedes mosquito larva and Aedes mosquito pupa during the Larvae Surveillance conducted by the Municipal Surveillance Team shall be issued a Notice of Violation and Citation Ticket which shall be formulated by this ordinance, while, in the barangay level may adopted a similar ordinance stipulating the penalty, and issue Notice of Violation and Citation Ticket as the Barangay Anti-Dengue Task Force may deem appropriate. Fifty percent (50%) of the penalty shall accrue to the Municipal Government and another fifty percent (50%) shall accrue to the Barangay Government.

The Notice of Violation and Citation Ticket shall contain as follows, to wit; a. The name, signature, age and address of the person apprehended; b. The material facts obtaining in the commission or omission of the crime defined and penalized under this ordinance; c. The amount of fine which is payable in favor of the Municipal Government of Compostela, Compostela Valley.

The violator shall be penalized accordingly, to wit: st 1 Offense- Issuance of Notice of Violations by the Municipal Anti-Dengue Task Force and/ or Barangay Anti-Dengue Task Force and hereby advised and mandated to clean his/her place where the breeding area of mosquito is located; 2nd Offense- a fine of One Thousand Pesos (P1,000.00) and/or imprisonment of not less than three ( 3 ) days but not more than five ( 5 ) days upon the discretion of the court 3rd Offense and subsequent Offenses- a fine of Three Thousand Pesos (P3,000.00) and/or imprisonment of not less than five ( 5 ) days but not more eight ( 8 ) days upon the discretion of the court.

COMPROMISE PENALTY If the person shall voluntarily admit the violation hereof without the necessity of undergoing judicial proceedings, the Municipal Treasurer or his/her authorized representative shall be allowed to collect the following as compromise penalty: a.) First Offense – Issuance of Notice of Violations by the Municipal Anti-Dengue Task Force and/or Barangay Anti-Dengue Task Force and hereby advised and mandated to clean his/her place where the breeding area of mosquito is located; b.) Second Offense- a fine of P 500.00 and hereby advised and mandated to clean his/her place where the breeding area of mosquito is located; c.) Third and Subsequent Offense – a fine of P1,000.00 and hereby advised and mandated to clean his/her place where the breeding area of mosquito is located; Section 14. SEPARABILITY CLAUSE. If any provision or part of this ordinance is declared invalid or unconstitutional, the other parts or provisions thereof shall remain valid and effective.

Section 15. REPEALING CLAUSE. All ordinances, orders, or rules and regulations inconsistent with the provisions of this ordinance are hereby repealed or modified accordingly.

Section 16. EFFECTIVITY. This ordinance shall take effect 15 days after its publication in any local newspaper of general circulation within Municipality of Compostela, Compostela Valley.

b. The drinking of beer, liquor or alcoholic beverages of any kind, within the premises of, or around the sari-sari store or similar establishment not licensed as restaurant, panciteria, carinderia, hotel or bar is also PROHIBITED; c. Sari-sari store or other similar establishment and restaurant, panciteria, hotel or bar selling beer liquor or alcoholic beverages of any kind to a minor/s is also PROHIBITED; and d. The drinking of beer, liquor or alcoholic beverages of any kind in the street, by the sidewalk, in an alley, whether public or private in a park or plaza and other places considered to be a public place is officially declared by the Local Government Unit of Compostela as open for commercial activities such as allowing or permitting therein the selling, serving and/or drinking of beer, liquor or alcoholic beverage of any kind in the said place.

SECTION 5. EXEMPTION a. In an occasions such as Christmas Eve, Christmas Day, New Year’s Eve, New Year’s Day, Town Fiesta and other Public Holiday officially declared as such, whenever a certain area/portion considered to be a public place be availed of, or used for the purpose of drinking beer, liquor or alcoholic beverages of any kind, PROVIDED, however, that the Punong Barangay or the Senior Kagawad, having jurisdiction over the place, shall be notified in writing one (1) week before the celebration of the said occasion stating the purpose/s thereof for such availment and, the Punong Barangay or the Senior Kagawad gives consent or permission to such request; and b. Public places officially declared by the Local Government of Compostela, Compostela Valley to be open for commercial activities during town fiesta, thereby allowing / permitting the selling serving and/or drinking of beer, liquor, or alcoholic beverages of any kind in the said place.

SECTION 6. PENALTIES AND FINES. Any person violating the provisions of this Ordinance upon proper judicial proceedings shall be subject to the following penalties, to wit; a) FIRST OFFENSE- A fine of not less than One Thousand Pesos (P 1,000.00) or imprisonment of not less than five (5) days, upon the discretion of the court; b) SECOND OFFENSE- Fine of not less than Two Thousand Pesos (P 2,000.00) or imprisonment of not less than ten (10) days, upon the discretion of the court; c) THIRD AND ANY SUCCEEDING OFFENSES- Fine of not less than Three Thousand Pesos (P 3,000.00) and/or imprisonment of thirty (30) days, upon the discretion of the court; d) HOWEVER, in the case of sari-sari store or similar establishment, the owner, proprietor, manager and/or person in charge thereof, shall be liable therefore. In addition to the above penalty, there shall be an automatic closure/revocation of the license for the said Sari-sari store or similar establishment.

COMPROMISE PENALTY. If the person/vendor shall voluntarily admit the violation hereof without necessarily undergoing judicial proceedings, the Municipal Treasurer or his/her authorized representative shall be allowed to collect the following as compromise penalty: a) First Offense – a fine of P 500.00; b) Second Offense- a fine of P1,000.00; c) Third & Subsequent Offense – a fine of P2,000.00 and/or cancellation of his/her business rights to display/sell.

SECTION 7. POLICY IMPLEMENTORS. 1. Compostela Police Force; 2. Office of the Municipal Mayor; 3. Municipality of Compostela Barangay Officials; 4. Municipality of Compostela Barangay Tanod within their respective Barangay; and 5. Municipality of Compostela Barangay Lupon within their respective Barangay; SECTION 8. POLICY IMPLEMENTATION PROCEDURES. a. Due process of law, at all times, shall always be observed by all policy implementation. b. Human rights and human dignity of violators shall be observed by the policy enforcers. c. Apprehending officials must have proper identification when executing an arrest. d. Arbitrary detention or solitary confinement shall never be practiced or imposed on the violator. e. Immediately after the arrest, the violator/s shall be turned over the apprehending officer/s to the Punong Barangay, or to the Barangay Kagawad on duty at the Barangay Hall, of the place where the violator/s of this Ordinance was arrested. f. The personal circumstances of the violator/s and the surrounding circumstances of the arrest shall be entered in the Police Blotter or Book of Entry of Barangay Blotter/Journal of the Barangay concerned.

SECTION 9. PUBLIC INFORMATION POLICY a. Upon enactment of this Ordinance, an extensive public information drive shall be conducted by all implementing agencies of the policy for its observance and proper implementation. b. This Ordinance shall be posted in every barangay, police headquarters, courts and all public places in addition to the posting of its copy in at least three (3) conspicuous places in the Municipality of Compostela, Compostela Valley.

SECTION 10. REPEALING CLAUSE. All Ordinances, resolutions, local executive orders and/or administrative regulations which are/is inconsistent with or contrary to any of the provision/s of this Ordinance are/is hereby repealed or modified accordingly.

SECTION 11. SEPARABILITY CLAUSE. In event or for any reason/s, any part/s, section/s or provision/s of this Ordinance shall be held or declared by unconstitutional or invalid, the remaining part/s thereof which are not affected thereby, shall continue to be effective and in full force.

SECTION 12. EFFECTIVELY CLAUSE. This ordinance shall be published for in a newspaper of local circulation and shall take effect after its publication.

Within their respective territorial jurisdictions, local government units shall ensure and support, among other things, the preservation and enrichment of culture, promote health and safety, enhance the right of the people to a balanced ecology, encourage and support the development of appropriate and self-reliant scientific and technological capabilities, improve public morals, enhance economic prosperity and social justice, promote full employment among their residents, maintain peace and order, and preserve the comfort and convenience of their inhabitants; WHEREAS, Section 458 paragraph (a), sub-paragraph (1) (v) of Republic Act 7160 provides that, “the Sanguniang Bayan, being the legislative body of the Municipality, shall enact ordinances intended to prevent, suppress and impose penalties for habitual drunkenness in public places and such other activities inimical to the welfare and morals of the inhabitants of the Municipality; WHEREAS, it is absolutely necessary for the Local Government Unit of Compostela, Compostela Valley to initiate policies to curb alcohol consumption especially among the minors by prohibiting the access to alcohol and regulates the establishments that sell them; WHEREAS, the general welfare of the citizenry, being of primordial interest, in pushing for a municipal-wide regulation on selling and/or drinking of beer, liquor or alcoholic beverage of any kind in designated places within the territorial jurisdiction of Municipality of Compostela, Compostela Valley cannot be ignored and disregarded.

NOW THEREFORE: Be it ordained by the Sangguniang Bayan of Compostela, Compostela Valley in session assembled that; SECTION 1. DECLARATION POLICY. It is the policy of the Local Government of Compostela to protect its citizenry from activities inimical to their welfare and morals and to safeguard their rights by the maintenance of peace and order in every barangay within the Municipality.

SECTION 2. SCOPE OF POLICY. This Ordinance shall be legal and effective within the territorial jurisdiction of Municipality of Compostela, Compostela Valley.

SECTION 3. DEFINITION OF TERMS. For purposes of this Ordinance, the term: a. Alcohol shall refer to ethyl alcohol, ethanol, or spirits of wine including all dilutions, purifications and mixtures thereof, from whatever source by whatever process produced and shall include whisky, brandy, rum, gin, tequila, and vodka and other similar products o mixtures. It shall include malt, beverages, mixed or fermented liquors, including tuba, tapuy, and lambanog; b. Alcoholic beverages shall refer to liquor or brew containing alcohol as the active agent; c. Public place shall refer to all places accessible to the public such as parks, public playgrounds, waiting sheds, sidewalk, public road, alley, other open space outside of residential perimeter fences and other places considered to be a public place under the law; d. Sari-sari store or similar establishment shall refer to establishment offers to sell any kind of goods, whether with or without permits/license, to the public; and e. Serve shall refer to offer, dispense o distribute liquor for consumption within the business premises.

SECTION 4. PROHIBITED ACTS. The following shall be prohibited under this Ordinance: a. The selling and/or serving of beer, liquor or alcoholic beverages of any kind by sari-sari store or similar establishment, or by a restaurant, panciteria, hotel or bar, whether licensed or not, to a minor/s is hereby PROHIBITED unless the owner, proprietor, manager and/or person-in-charge thereof can prove/justify to the fact that said minor/s is under instruction by his/her parents, guardian or person exercising parental authority or supervision over the minor/s, to buy or purchase beer, liquor or alcoholic beverages for the satisfaction of the parents, guardians, or person concerned and the allegation/s is corroborated by the minor/s;

AILEEN CALDERON, 57, is a cancer survivor and president of the PGH Cancer Survivors Organiza- tion.

Gina Balino, 45, a stay-athome mom from Bulacan, is undergoing treatment for Stage 3 breast cancer.

Emma Anas is a midwife who has been working at the UP-PGH Cancer Institute since 1982.

Three women from different walks of life share their close encounters with the Big C, and their transformation into fearless breast cancer warriors.

They were among the close to 40 charity patients served at the first medical mission of the Alagang Breastfriend Mobile Diagnostic Clinic, the first of its kind in the country.

How did you discover that you had cancer?

Aileen: At first, wala akong naramdaman. Nakita lang ng anak ko na lumalaki ang tiyan ko. That was 2013. Nasa Dubai ako noon (as) an OFW. Wala akong symptoms, wala akong bleeding. At 54, hindi ka naman siguro magbubuntis.

Sabi ko sa anak ko, “Ok, magpapa-checkup ako.” Sa Dubai, napakamahal ang magpacheckup, so hinintay ko yung health card ko na ma-release.

(Nagpa-lab test ako), nagpapregnancy test pa nga ako. Sabi nila, seven months pregnant ako. Then, at the last minute, sabi nila, “You are at Stage 4 cancer, ovarian. Go home and have an operation immediately.” I went home in 2016.

Gina: Nakita ko kasi na may bukol. Kinapa ko at may bukol nga. Nagpa-ultrasound ako. Sabi naman nung nagbasa na duktor na wala daw dapat alalahanin. Binigyan niya ako ng tabletas para matunaw. Nagtaka ako kasi lumalaki, kaya lumipat ako sa PGH. Nagpa-mammogram ako at yun na nga, sabi ng duktor cancerous--Stage 2.

Nung pumasok ako sa PGH, sa private ako, pero lumipat ako kasi mahal. Medyo tumagal ang proseso kaya nung nakita na (uli), nag-Stage 3 na. Nagpabiopsy ako. Sabi, hindi daw pwedeng operahan kasi malaki daw yung bukol, so uunahin ang eight cycle chemotherapy.

Gina: Ok naman ang medical staff sa pag-assist sa amin.

Emma: Sa ngayon talaga, ang daming gumagaling basta nasa early stages. May mga duktor, marami na ring modernong gamot. Basta sumunod ka lang. Marami na pong access. Konti na lang ang requirements, lalo na dito sa PGH. Ang daming pasyente dito kasi ang alam nila, nandito na ang lahat.

Gina: Think positive. Palaging mag-pray para tulungan tayo ni God. Nilalakasan ko ang loob ko na maka-survive kasi tatlo ang anak ko. Kailangan nila akong mabuhay.

ORDINANCE NO. 0629-18 Series of 2018 AN ORDINANCE REQUIRING ALL PRIMARY AND SECONDARY SCHOOLS IN DAVAO CITY TO INCLUDE TRAFFIC REGULATIONS AND PUBLIC SAFETY IN THEIR CURRICULUM SECTION 1. TITLE. This Ordinance shall be known as the “Traffic Regulations and Public Safety Module Ordinance of Davao City”.

SECTION 2. DECLARATION OF POLICY. The City Government of Davao conforms with Section 16, Chapter 2, Title One, Book I of the Local Government Code or the General Welfare Clause which states that “Every local government unit shall exercise the powers expressly granted, those necessarily implied therefrom, as well as powers necessary, appropriate, or incidental for its efficient and effective governance, and those which are essential to the promotion of the general welfare. Within their respective territorial jurisdictions, local government units shall ensure and support, among other things, the preservation and enrichment of culture, promote health and safety, enhance the right of the people to a balanced ecology, encourage and support the development of appropriate and self-reliant scientific and technological capabilities, improve public morals, enhance economic prosperity and social justice, promote full employment among their residents, maintain peace and order, and preserve the comfort and convenience of their inhabitants”.

SECTION 3. PURPOSE. The Ordinance seeks to educate the students in all primary and secondary schools in Davao City on traffic regulations and public safety, primarily for the following reasons: a. To reach all levels of learners in the K to 12 Basic Education Program in understanding Traffic Regulations and Public Safety while addressing the K to 12 learning competencies; b.To cater to the learner’s multiple intelligence and learning styles accordingly; and c. To strengthen and raise the awareness of students regarding traffic regulations and public safety measures which will serve as their foundation in dealing with future circumstances.

SECTION 4. SCOPE. This Ordinance shall cover all Public and Private Primary and Secondary Schools within the territorial jurisdiction of Davao City.

SECTION 5. IMPLEMENTATION. The creation of the modules shall be spearheaded by the Department of Education-Davao City Division, in coordination with the City Government of Davao, the Land Transportation Office , the Davao City Police Office, Public Safety and Security Command Center, Disaster Risk Reduction and Management Council, Central 911, and the Bureau of Fire Protection.

The Schools shall be guided according to the modules made by the Department of Education-Davao City Division, without prejudice to any supplemental modules thereafter.

SECTION 6. REPEALING CLAUSE. Any Ordinance, local issuances or rules inconsistent with the provisions of this Ordinance are hereby repealed or modified accordingly.

SECTION 7. SEPARABILITY CLAUSE. If, for any reason, any section of this Ordinance is declared unconstitutional or invalid, other sections or provisions hereof which are not affected thereby shall continue to be in full force and effect.

SECTION 8. EFFECTIVITY CLAUSE. This Ordinance shall take effect immediately upon approval.

SolGen reminds defense lawyers: 'Watch your words’

he Of�ice of the Solicitor General (OSG) on Monday urged counsels representing respondents in criminal cases to keep talk clean during litigation.

This came after former senator Rene Saguisag called OSG lawyers “puppies” for representing the Philippine National Police-Criminal Investigation and Detection Group (PNP-CIDG) in the sedition charges it initiated against 36 public personalities behind a well-organized effort to undermine the administration shortly before the recent mid-term elections.

"Firstly, former Senator Rene Saguisag's statement spills beyond the walls of decency and propriety," Solicitor General Jose Calida said in a press statement.

He chided the former lawmaker, whom he said "should know better than resort to gutter talk against his colleagues with whom he has the duty to treat with courtesy, fairness and candor".

"Next it appears that Mr. Saguisag has a distorted understanding of the OSG's powers and functions. Indeed, the mandate of the OSG is broad in scope," Calida said, adding that "there are only a few recognized limitations to its authority in special laws and jurisprudence".

Standing laws, he said, including the Administrative Code bounds it to serve its clients in any matter, which, in its opinion, affects the welfare of the State and the Filipino people”.

He cited that under the Administrative Code, it is bound to among other things "act and represent the Republic and/or the people before any court, tribunal, body or commission in any matter, action or proceeding which, in his opinion, affects the welfare of the people as the ends of justice may require."

He added that it is within the bounds of law in rendering legal assistance sought by the PNP as its client agency.

During the hearing on August 9, Saguisag, who represents respondent Senator Risa Hontiveros, said the top government counsel’s of�ice was engaged in being a "puppy".

While the term literally translates to a young dog, it has been long adopted by communist front groups to describe subservience to a duly-elected government.

enator Christopher “Bong” Go showed no signs of let down in the hardcourt on Sunday with his remarkable performance in leading the Team Go Duterte past IBP, 85-83, in their exhibition game at the Davao City Recreation Center.

Despite the long inactivity due to his hectic schedule, Sen. Go racked up 31 points, accounting nine triples, to lift Team Go Duterte once again on his shoulders for a nail-biting

victory.

The sweet-shooting former Special Assistant to President Rodrigo Duterte made his last two shots from beyond the arc, including a right corner one that gave Team Go Duterte an 84-80 lead with 30.8 seconds remaining.
