DOH exec: Dengvaxia should not be used to address dengue outbreak

he controversial vaccine Dengvaxia, manufactured by French pharmaceutical giant Sano�i Pasteur, could not be used to deal with the dengue outbreak, Department of Health (DOH) Assistant Secretary Abdullah B. Dumama Jr. said.

He told reporters on Thursday that the vaccine could not be administered to patients while they are suffering from the dengue fever and could have “a heightened risk of contracting severe dengue” when given to individuals who were not previously infected with the mosquito-borne disease.

DOH of�icials will meet this month to discuss whether it will reconsider the motion for reevaluation �iled by the vaccine manufacturer, he said.

“During the outbreak, you cannot introduce the vaccine to patients while they are suffering from

dengue. Dengvaxia is effective, according to their claim, if you suffered from it already,” Dumama said.

If the request for re-evaluation is approved, Dumama said that the Food and Drugs Administration would be the one to undertake it.

He said the result might take time because re-evaluation will not be done in haste.

“The Sano�i should be certi�ied as a manufacturer with Certi�ication of Product Registration (CPR) from the FDA,” Dumama said.

The health of�icial added that the vaccine would undergo a series of researches by experts before the re-issuance of the CPR, which was revoked in 2017, at the height of the Dengvaxia scare.

nspired by its poliomyelitis immunization effort, an initiative that gained global success, the Rotary Club of Manila has announced in Davao City last August 7 the launching of three new iconic undertakings that are sure to impact generations to come.

Joaquin ‘Jackie’ Rodriguez, �irst Davaoeño president of the Rotary Club of Manila, revealed the initiatives during the joint meeting of two Rotary clubs in Davao City at Marco Polo Hotel.

He identi�ied the projects as the Rotary Ambassadors Society, the ‘TREES’ Program, and the Rotary National Forest Park Project, which have been designed to impact, socially and economically, urban and rural communities throughout the archipelago.

‘TREES’ stands for ‘The Rotary Ecological and Environmental Strategem.’

Envoys’ union Rodriguez, grandson of Davao’s de facto and last Spanish district governor, explained that the ambassadors’ society has so far enlisted 87 envoys from various Rotary districts.

Primarily, the alliance connects Rotary organizations and promotes better appreciation of the joint

projects and fellowships undertaken between and among clubs.

In his speech, Rodriguez stressed that the society also carries the thrust to strengthen ties with other clubs, promote Rotary projects, enhance the speaker’s bureau, reinforce inter-club engagements, and spread allegiance to the four-way test.

The inter-Rotary enterprise, which has already gained the attention of Rotary International, makes the club’s emissary the face, mouthpiece, and image of the association he represents.

Tree for a cause Like the 1979 global polio program, which was also Rotary’s �irst Health, Hunger and Humanity (3H) grant project, TREES has been designed to address health-related issues attributed to pollution and the destruction of the ecological system.

Citing statistics, Rodriguez said that currently Manila is 11 percent more adulterated that at the turn of the century, and 23-24 percent more polluted than in 1980, adding the contamination of the air we breathe produces cancer, pneumonia, and other illnesses.

4Ps payout resumes in BARMM after validation P ayout activities of the Department of Social Welfare’s (DSWD) Pantawid Pamilyang Pilipino Program (4Ps) resumed Thursday under the new Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), with Malabang, Lanao del Sur as the starting point.

The expanded BARMM includes in its jurisdiction the areas of Maguindanao, Sulu, Tawi-Tawi, Basilan and Lanao del Sur; the cities of Cotabato, Lamitan and Marawi; and 63 villages in North Cotabato province.

Ministry of Social Services (MSS) – BARMM Minister Raissa Jajurie said the defunct Autonomous Region in Muslim Mindanao alone has more than

400,000 4Ps bene�iciaries, excluding Cotabato City and the 63 villages of North Cotabato, which only voted for inclusion to the BARMM set up in a plebiscite early this year.

“Lanao del Sur has the highest number of bene�iciaries at 21 percent of the total 4Ps bene�iciaries in the region,” Jajurie said.

She said a massive validation of the number of 4Ps bene�iciaries in the re-

gion had caused the delays in the scheduled payouts, as both the DSWD and MSS carefully detached the names of unquali�ied payees from the list.

“The bene�iciaries would receive their 4Ps remunerations from 2017 to 2018, depending on the number of children each family has as dependents,” Jajurie said.

The 4Ps is a conditional cash transfer (CCT) program of the government under the DSWD to help reduce poverty by making welfare programs conditional upon the receivers’ actions. The CCT criteria may include enrolling children in public schools, get-

Under the 4Ps program, the household-bene�iciaries are given basic health and educational grants for the children. Each family is handed over a health grant of PHP500 per month or a total of PHP6,000 a year, and another PHP300 monthly education grant per child for a total of PHP3,000 for 10 months.

he Philippine government vowed Friday to run after offshore gaming �irms that illegally employ Chinese nationals here after Beijing blamed such operations for increased crime and social problems in China.

Presidential Spokesperson Salvador Panelo assured China that the Philippines would go after illegal recruiters as he urged Chinese nationals allegedly experiencing poor working conditions in Manila to �ile complaints.

“Anything illegal we will run after them,” Panelo told reporters Friday.

“De�initely, it can be illegal (recruitment) if they do not observe the protocols imposed by our government,” he said.

Chinese law bans its citizens from engaging in "any form of gambling" including online and those that are

based overseas but cater to Chinese nationals, China's embassy in Manila said in a statement Thursday.

Panelo maintained that “we will not allow any abuse committed by our countrymen against them (Chinese nationals).”

Chinese Ambassador to the Philippines Zhao Jianhua on Friday said Beijing had �iled “more than dozens” of cases concerning Chinese nationals allegedly “maltreated” by gambling operators.

“We have �iled more than dozens of cases involving victims, Chinese victims which are injured or maltreated by people operating the gambling businesses,” Zhao said.

Panelo said the complaints may have been �iled in China since the Philippines has yet to receive any.

he Court of Tax Appeals (CTA) has turned down a tax claim �iled by the Philippine Air Lines (PAL) for taxes it paid for cigarettes, liquor, and wines for its commissary operations in 2014.

In a 24-page decision

by Associate Justice Cielito N. Mindao-Grulla dated August 8, the CTA’s Second Division “denied for lack of merit” the petition for review �iled by the PAL seeking the refund or issuance of a tax credit certi�icate in the amount of PHP8.98 million representing excise taxes imposed it paid �ive years ago.

“Claims for tax refunds are in the nature of tax exemptions, and as such, should be construed strictissimi juris against the taxpayers and liberally in favor of the government,” the tax court said in its ruling.

PAL cited that Sec. 13 of PD 1950 provides for petitioner’s exemption from the payment of all taxes, duties and other fees and charges on all importations of commissary and catering

supplies for the use in its transport and non-transport operations.

On August 22, 2016, PAL �iled before the Commissioner of Internal Revenue a claim for a refund for excise taxes it paid on imported various cigarette and alcohol products constituting its commissary and catering supplies for use in its international �lights.

Of�icials of the Bureau of Internal Revenue (BIR), meanwhile, said PAL made the alleged payments on August 22, 2014, and that counting two years from then, the petition should have been �iled on August 11, 2016. The petition, however, was �iled only on August 22, 2016.

The BIR insists the claim for refund was �iled out of time and that PAL �iled the administrative claim for refund on August 22, 2016, with the BIR’s Regular Large Taxpayers Audit Division II, the same day it �iled the petition for review before the CTA. (PNA)

BARRM, Malaysia determined to pursue business partnership CebPac launches

he Malaysian Chamber of Commerce and Industry (MCCI) has expressed interest in bringing in big manufacturing enterprises in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), tapping the region’s vast workforce to make processed Halal (Islamic) food and rubber products, among others.

This was revealed by MCCI president Edward Ling during a visit to the BARMM compound here last Aug. 5, together with other Malaysian representatives and business leaders.

“I’m very optimistic and very con�ident about the development taking place here. We are looking forward to creating jobs like manufacturing of rubber gloves or it can be toy manufacturing.” Ling said.

Apart from Ling, other members of the Malaysian business delegation were Malaysian Embassy Charge D’Affaires Rizany Irwan Muhammad Mazlan, Assistant Trade Councilor Irvin Francis, and other MCCI of�icials.

Lawyer Wencelito Andanar, Malacañang’s special envoy to Malaysia, accompanied the Malaysian group in their two-day visit at the BARMM. On Aug. 4, the Malaysian delegation met with of�i-

cials of the BARMM Regional Board of Investments and discussed the possibility of strengthening business and development linkages between BARMM and Malaysia.

BARMM Chief Minister Ahod Ebrahim, also known as Moro Islamic Liberation Front (MILF) chair Al Haj Murad Ebrahim, welcomed the visiting business group as they discussed the possibility of strengthening development ventures between the BARMM and Malaysia.

“We hope to establish more active engagements with Malaysia and other Southeast Asian neighbors in the aspect of economics and business alliance,” Murad said in a statement.

Ministry of the Interior and Local Government Minister Naguib Sinarimbo, concurrent BARMM spokesperson, said it is encouraging to see Malaysia reaching out to BARMM

in the aspect of trade and commerce.

“It is really good for BARMM, especially that the region, still in its infancy stage, needs the investment support of both domestic and foreign businesses for it to take off to greater heights,” Sinarimbo, a lawyer, said in a separate interview Thursday.

Mazlan, for his part, said they want to see BARMM as a “partner in peace and brothers of development,” that dovetails with the theme of Malaysian Prime Minister Mahathir Mohamad’s visit to the Philippines earlier this year.

“I think it is very appropriate to see Malaysia as the main partner and also the brother or ‘kapatid’, basically helping our relative.

This is part of the shared prosperity and prospers the neighbor policy of the Prime Minister of Malaysia.”

Mazlan said in a separate statement.

Moreover, Mazlan said they want to explore BARMM’s untapped potentials in tourism, a revival of the barter trade and other manufacturing industries such as Halal food.

Murad said there are three existing development plans for the region, one

is with the Moro Islamic Liberation Front’s (MILF) Bangsamoro development plan crafted years ago, before the formation of the Bangsamoro Transition Authority.

“The factions of the MNLF, who joined the BARMM, have also a development plan. Then they found out that the defunct Autonomous Region in Muslim Mindanao has also their development plan,” he said.

“We look forward to working partnership with our neighbors especially Malaysia. It is important that we can encourage investors to come in, so we can develop the economy, only then that the people will feel that something is happening, “ Murad said.

Murad added that the BARMM is planning to have an investors forum aimed at associating the three investment strategies to come up with a comprehensive plan.

BARMM Transportation and Communication Minister Dickson Hermoso, a former military of�icer, has assured the Malaysian delegates of improving peace and order situation in the region.

“We thank Malaysia for

the �irst quarter of the year.

It also cited the ban on public works during the campaign period in the run up to the mid-term elections last May. “Against the backdrop of weakening external demand, we expect economic growth to recover from the temporary slowdown precipitated by the budget delay in the �irst half of 2019,” Moody’s said in its annual credit analysis.

It was the slowest in 4 years since the GDP expanded by 5.1% in the �irst quarter of 2015.

Moody’s noted the “momentum for �iscal reform has been sustained, improving prospects for a further improvement in the Philippines’ �iscal pro�ile.”

Broad macroeconomic and �inancial stability remain intact, the credit watcher said, noting the headline in�lation has

been restored to within the central bank’s target of 2% to 4%, “while the balance of payments has remained stable despite a widening … trade de�icit.”

The Philippines’s credit pro�ile of “Baa2” with stable outlook is “supported by a large and fast-growing economy and continued gains in debt affordability, in part because of revenue reforms,” according to Moody’s.

ebu Paci�ic, led by its president Lance Gokongwei, launched on Friday its three newest destinations from Clark International Airport (CRK) - Bacolod, Iloilo, and Narita, Japan.

In his speech during the launching event held at the Marriot Hotel here, Gokongwei said Cebu Paci�ic is the �irst Philippine carrier to mount direct �lights between Clark and Tokyo, via Narita.

He noted that with the expansion of its route network in the Clark hub, Cebu Paci�ic will become the largest carrier in Clark in terms of capacity by end2019, capturing 28 percent of the total number of seats offered by all carriers operating here.

Flights from Clark to Bacolod and Iloilo run daily, while direct service to and from Narita is scheduled four times weekly --Monday, Wednesday, Friday and Sunday.

Transportation Secretary Arthur Tugade, for his part, said the three inaugural �lights “is a game changer in so far as Clark is con-

cerned”.

“Cebu Paci�ic, like other airlines, give the riding public the freedom of choice ,” Tugade said, adding that the Duterte administration is committed to provide mobility and connectivity.

“This exercise precisely adheres and gives meaning to that commitment of having mobility and connectivity because now in Clark, you connect Clark to Iloilo, Bacolod and Narita, Japan.

Happening all for the �irst time and happening all with the complement of Cebu Paci�ic,” he added.

Cebu Paci�ic earlier announced that it would begin �lying daily between Clark and Puerto Princesa City in Palawan by the fourth quarter of 2019.

Gokongwei said four new routes will boost Cebu Paci�ic’s total capacity in Clark by 40 percent in 2019 alone, following a 75-percent increase in 2018 with the launch of direct commercial air service to and from Davao and Panglao, Bohol, as well as additional frequency for the Clark-Macau route.

“Longterm economic prospects are bolstered by favorable demographics, strong human capital and the government’s current infrastructure push,” the credit watcher said.

“The stable outlook on the Philippines’ rating in-

corporates our view that strong GDP growth relative to rating peers could accelerate even further, especially if the government achieves its goal of higher infrastructure investment,” Moody’s noted.

It also expects further progress on improving government revenue to offset higher spending and help keep government debt stable.

The help came from Davao-based oil company Phoenix Petroleum Philippines and made possible by its sports-loving CEO Dennis Uy, the Dabawenyo businessman who also serves as Presidential Adviser on Sports. His unenviable job is to help develop sports in the country, serving the government without any remuneration.

Instead, his company comes to the aid of athletes like Hidilyn and even spearheads a charity for Filipino athletes.

Hidilyn should be grateful there are kind souls out there willing to join her in her journey.

CURTAILING DRUG MENACE If he had his way, Philippine National Police (PNP) Chief General Oscar Albayalde wants lethal injection for drug traf�ickers. Although he said he still would follow what the law states when it comes to death penalty that will be meted to those criminals involved in illegal drugs and other heinous crimes.

“That depends on what the law will say,” Albayalde was quoted as saying in a television interview. “We are civilized people here so probably lethal injection would suf�ice.”

The PNP head strongly supports President Rodrigo R. Duterte’s war against illegal drugs.

“I don’t like people involved in drugs,” said Duterte when he was still the mayor of Davao City.

“I don’t care if they are soldiers or policemen. I tell them that drug dealers and criminals in my city have only two destinations – the jail or the funeral parlors.”

The war on drugs is for real. Statistics gathered by the PNP, Philippine Drug Enforcement Agency (PDEA), National Bureau of Investigation (NBI) and Bureau of Customs (BOC) painted a haunting picture.

From July 1, 2016 to January 17, 2018, about 81,919 anti-drug operations were conducted

from which 119,361 personalities were arrested.

Some 3,987 drug personalities died in these anti-drug operations.

Some of those arrested were government workers themselves.

PDEA reported that in the span of time, 213 government employees, 189 elected of�icials and 44 uniformed personnel were arrested in anti-drug operations.

Drug addiction is a social problem that begets a host of other social problems – smuggling, prostitution, killing, gunrunning. This columnist has no current data but a Narcotics Command report in 1996 showed that illegal drugs cause a rape to happen every 19 hours, the loss of 22 lives daily through murder and homicide; and the commission of 50 crimes against property each day.

“Majority of crimes which occur are basically in�luenced by drug addiction,” said the late Senator Ernesto F. Herrera, who was then the chairman of the National Citizens Drug Watch Movement.

A drug is de�ined as “any substance intended for use in the diagnosis, cure, relief, treatment or prevention of disease or intended to affect the structure or function of the body.” A simpler but

workable de�inition of a drug is “any chemical substance that affects the body and its processes.”

“By law, drugs are divided into two categories: prescription drugs and non-prescription drugs,” explains The Merck Manual of Medical Information. “Prescription drugs – those considered safe for use only under medical supervision – may be dispensed only with a prescription from a licensed professional with governmental privileges to prescribe.”

N o n - p re s c r i p t i o n drugs, on the other hand, are those considered safe for use without any medical supervision (like aspirin, for instance). Oftentimes, these drugs are sold over-the counter.

To some people, the word “drug” means a substance that alters the brain’s function in ways considered pleasurable – a mind-altering substance. These are what the Dangerous Drug Board (DDB) as “dangerous drugs” or “illegal drugs.”

“Drug abuse exists when a person continually uses a drug other than its intended purpose,” the DDB explains in its website. “This continued use can lead to drug dependence, a state of physical and psychological dependence or both on a dangerous drug.”

Can this drug menace be curtailed? Some experts believe it can be done – if only parents will do something about it. Charity, after all, begins at home. In the United States, William Bennett – a former drug czar – said that parents can do some things to prevent children from ever experimenting with drugs.

Bennett, who was quoted by Zig Ziglar in his book, Something to Smile About, said that children who have good lines of communication with their parents, who attend church regularly and engage in extracurricular activities (sports, band, debating team, etc.), seldom try drugs.

“I encourage parents to keep their children busy and to remind them that they are moral and spiritual beings,” Bennett said. “Parents have to tell them that drug abuse is a degradation of character and the spirit, something not worthy of them.”

Some people say that the root cause of drug addiction is poverty. But I have seen a lot of poor families who are never involved in drugs. It is something to do with how responsible the parents are towards their children.

Dr. Forest Tennant, a drug authority mentioned in Ziglar’s book,

said that an order in a person’s life is most helpful. He recommends structure and a schedule centered on positive activities for young people. These activities include eating meals with the family, having regular time to go to bed and to get up, and setting aside a de�inite time to study.

There is a saying that goes, “Practice what I say not what I do.” This won’t help children. Dr. Tennant told parents: “If you experiment with drugs, chances are much higher that your children with experiment with drugs and perhaps become addicts.”

According to Dr. Tennant, if the children see their parents drinking beer or cocktails, for instance, as far as the children are concerned, they will think otherwise.

“The children will view that as desirable, and the concept of drug use becomes acceptable to them,” he said.

Dr. Tennant said that tobacco and alcohol are “invariably the entrance drugs to illegal drugs.”

There was this issue of U.S. News and World Report which reinforced the statement of the doctor. It said that “there is seldom, if ever, a case of a person getting involved in illegal drugs who did not start with tobacco and/or alcohol.”

TITLE. This Ordinance shall be known as “ the Annual Conduct of Kasalan ng Bayan in the Municipality of Compostela, Compostela Valley”.

Section 2. GUIDELINES IN THE CONDUCT OF KASALAN NG BAYAN. To carry out the conduct of the Annual Mass Marriage Ceremony for the would–be couples the following guidelines are hereby adopted, to wit: a. The Municipal Civil Registrar’s Office shall undertake in formulating the rules and program among the marriage applicants; b. The Municipal Social Welfare Office and Municipal Health Office shall provide the marriage applicants with complete and accurate information on marriage and relationship, maternal and child health, responsible parenthood, home management, Violence against Women and Children (VAWC) Law and policies on family relations; c. The would-be couple shall undergo the Pre-Marriage Counselling; and d. The would-be couple must fill in the Individual Voluntary Statement Form, a document duly signed by the marriage applicants, and attested to by the Barangay Captain or In-Charge of the barangay declaring their free will to marry each other.

ARTICLE II QUALIFIED APPLICANTS Section 3. Qualified applicants refer to the indigent would-be married couple who cannot afford to pay the processing fees required by the Municipal Civil Registrar’s Office.

Section 4. Those applicants compliant to the requirements specified by Municipal Civil Registrar other than fees.

Section 5. The couple who would like to avail the program requires to coordinate with their respective Punong Barangay to obtain the certification that would make them qualified for its application.

Section 6. Those applicants coming from marginalized areas of the Municipality of Compostela should be prioritized to avail the Mass Marriage Ceremony.

ARTICLE III PAYMENTS, FEES AND DUES Section 7. All fees to be collected due for the processing of Marriage License and other fees required shall be waived in favor of the would-be couple.

Section 8. Only the payment for Certificate of No Marriage (CENOMAR) shall be borne by the would-be couple to be assisted by the Local Civil Registrar’s Office.

ARTICLE IV APPLICATION FOR MARRIAGE REQUIREMENTS Section 9. The following requirements shall be submitted before the Municipal Civil Registrar’s Office: · Certificate of No Marriage from PSA for both contracting parties; · If 18-20 years old, there must be parents’ consent; · If 21-24 years old, there must be parent’s advice; · Family Planning Seminar; · Pre-Marriage Counselling; and · Cedula of the contracting parties.

Section 9.1. For marriage under Art. 34 of the Family Code: · Contracting parties must be 23years old and above, and has been living together as husband and wife for 5 years; · Certificate of No Marriage (CENOMAR) from the PSA for both contracting parties; · Affidavit of the contracting parties; · Affidavit of Two (2) disinterested persons; and · Cedula of the contracting parties.

Section 9.2. ADDENDUM. Birth Certificate of the contracting parties needed for the application of marriage license.

ARTICLE V SOLEMNIZING OFFICER Section 10. The Local Chief Executive shall be the solemnizing officer of the Mass Marriage Ceremony.

ARTICLE VI FINAL PROVISIONS Section 11. APPLICABILITY CLAUSE. Mass marriage ceremony/Kasalan ng Bayan shall commence/ be conducted on February 2020, and on the same month of the succeeding years in the Municipality of Compostela, Compostela Valley.

Section 12. ADMINISTRATIVE PENALTY CLAUSE. All government employee/s who fail to comply with the provisions of this Ordinance shall be penalized in accordance with the Civil Service Rules and Regulations Section 13. REPEALING CLAUSE. All other ordinances, resolutions, memoranda, orders, and other issuances inconsistent with the provision of this Ordinance are hereby repealed.

Section 14. SEPARABILITY CLAUSE. If for certain reasons some provision of this Ordinance are found to be invalid or unconstitutional, all other provisions hereof not affected shall remain in full force and effect.

Section 15. EFFECTIVITY CLAUSE. This Ordinance shall take effect upon approval, and after due compliance with publication requirements.

Section 1. TITLE. An ordinance creating the Local Governance Performance Management System – Seal of Good Local Governance (LGPMS –SGLG) Technical Working Group and Designating the Composition Thereof for the Municipality of Compostela, Compostela Valley.

Section 2. RATIONALE. a. Local Governance Performance Management System and Seal of Good Local Governance(SGLG) are components of the Performance Oversight, Incentives, Recognition and Awards program of the Department of Interior and Local Government (DILG) for the local governments; b. DILG has scaled up the Seal of Good Housekeeping (SGH) into SGLG to increase readiness of local governments to take on greater challenges in their pursuit of excellence in local governance; c. SGLG is a means of recognizing good performance of the provincial, city, municipal governments, not only in financial housekeeping but also other areas that directly benefit the people such as disaster preparedness, social protection, business friendliness and competitiveness, peace and order and environmental management; d. SGLG Regional Assessment Team (RAT) shall conduct on-site assessment such as the inspection, documents review and interview and thereafter certify data validity after documenting the assessment process; and e. A Technical Working Group shall be created to spearhead the preparation for the SGLG Assessment, ensuring that the Local Government Unit will be able to comply with the requirements needed to be conferred such recognition.

Ensure that an accurate information is provided for the accomplishment of the LGU Profile before the RAT’s onsite assessment in the Local Government Unit of Compostela; d.

Facilitate the presentation of available documents relative to each assessment area and gather data required as it’s a means of verification; e.

Affix signature on the certification page of the Assessment Forms to substantiate the accuracy of the data provided; f.

Meet as often as necessary to discuss the issues and concerns encountered during the preparation of the assessment and provide recommendations to address such; g.

All Chairpersons shall submit to the Team Leader for Consolidation of recommendations and shall report the same to the Local Chief Executive; and h.

Other tasks shall be performed as required by the Local Chief Executive in order to produce the desired outputs.

Section 5. ADMINISTRATIVE AND OPERATIONAL SUPPORT. Upon the effectivity of this Ordinance, the SGLG Technical Working Group shall be provided with funds for its operational and budgetary requirements.

Section 6. SEPARABILITY CLAUSE. If for any reason, any provision or part of this Ordinance shall be declared not valid, such shall not affect or impair the remaining provisions, sections or parts which shall continue to be in full force and effect.

Section 7. EFFECTIVITY. This Ordinance shall take effect after publication in a newspaper of general circulation.

DEFINITION OF TERMS. As used in this ordinance, the following terms shall mean: Minor – refers to any person below eighteen (18) years old; Public Conveyances – refers to modes of transportation servicing the General population such as but not limited to elevators, airplanes, ships, jeepneys, buses, taxicabs, trains, light rail transits, tricycles and other similar vehicles;

WHEREAS, the Municipality of Compostela, Compostela Valley recognizes the promotion of health and welfare of our children as one of the primary concerns of the Municipality; WHEREAS, children who eats junk food on a regular basis can lead to an increased risk of obesity and chronic diseases later in their adult life, thus, control and limitation of its consumption should start at an early age; WHEREAS, other than merely monitoring, there is an urgent and paramount need to penalize vendors within one hundred (100) meters radius from the perimeter of the school premises who sells junk foods and sugary drinks.

PREMISES – includes inside and outside of the school within the one hundred (100) meter radius from its perimeter; b. PERIMETER – shall be measured from the fence and/or boundary of the school; c. PREPARATORY SCHOOL – shall include day care, kindergarten, nursery and similar school level; d. JUNK FOODS – foods that are not made of indigenous, natural, and fortified food products which are low in nutritional content and high in calories, salts and fats such as but not limited to “Sitsirya”, instant noodles and those that shall be determined by the Joint Task Force; e. SUGARY DRINKS / BEVERAGES – any liquid substance made for drinking that are carbon – base or with carbon dioxide gas and/or categorized as soft drink, sugar based, synthetic or artificial flavored juices with high sugar content and also include drinks such as but not limited to “palamig”, soda, energy drinks, fruit punches with certified sugars, and those that shall be determined by the Joint Task Force; and f.

PROMOTION – any act of giving junk foods and sugary drinks as a mode of promoting, publicity, encouraging the buying of, giving samples, marketing, advertising, sponsoring, and any other of similar nature.

Section 4. PROHIBITED ACT – It is unlawful for any person engaged in selling and promoting any junk food and sugary drinks within one hundred (100) meters radius from the perimeter of public and private schools to all students covered by this ordinance.

Thirty (30) days grace period shall be given to concerned canteen and/or store owners and operators as well as establishment owners engaged in selling food within school premises to prepare and to completely comply with this ordinance.

Section 5. JOINT TASK FORCE – A Joint Task Force is hereby created which shall be composed of the following, to wit: 1. Municipal Health Office as the Lead agency; 2. Philippine National Police – Compostela; 3. Local Economic Enterprises Development and Management Office; 4. Department of Education District Supervisor; 5. Chairperson of the Committee on Health of every barangay; and 6. Chairperson of the Committee on Health, Sangguniang Bayan of Compostela.

Section 6. FUNCTIONS OF THE JOINT TASK FORCE a. They shall be responsible for the monitoring and implementation of this ordinance. b. They shall identify the list of the prohibited junk foods and sugary drinks.

Section 7. IMPLEMENTING RULES AND REGULATIONS – Within sixty (60) days from its approval, the Joint Task Force shall formulate the Implementing Rules and Regulation of this ordinance.

Section 8. PENALTY CLAUSE – Any person found violating the provisions of this ordinance shall be imposed of the following penalty, to wit; a. First Offense – fine of PhP 1,000.00 b. Second Offense – fine of PhP 2,000.00 c. Third Offense – fine of PhP 3,000.00 and shall be a ground for revocation of their existing Business Permit and/or an imprisonment of not less than five (5) days but not than thirty (30) days upon the discretion of the court.

COMPROMISE PENALTY. If the violator voluntarily admits the violation hereof without need for a judicial proceeding, he/she may be collected immediately a fine as compromise penalty, to wit; a) First Offence.........................................A fine of P500.00; b) Second Offence……………………………..A fine of P1,000.00; c) Third and Subsequent Offence………….A fine of P1,500.00 and shall be a ground for revocation of their existing Business Permit or whichever is applicable.

Section 9. REPEALING CLAUSE – All previous ordinance, rules and regulation, or parts thereof which are inconsistent with the foregoing are hereby modified, amended, or repealed accordingly.

Section 10. SEPARABILITY CLAUSE – If any part of the provisions of this ordinance is held unconstitutional or invalid, other parts or provisions thereof which are not affected shall continue to remain in full and effect.

Section 11. EFFECTIVITY CLAUSE – This ordinance shall become effective ten (10) days following the completion of its publication in the local newspaper of General circulation within the Municipality.

SECTION 2. Section 5 of the same ordinance is hereby amended to read as follows: Section 5. PROHIBITED ACTS AND AREAS. The following acts and areas are declared unlawful and prohibited by this ordinance: Smoking in enclosed or partially enclosed public places, workplaces, public conveyances, or other public places, as defined in Section 4 such as: a. Centers of youth activity such as playschools, preparatory schools, elementary schools, secondary schools, colleges and universities, youth hostels and recreational facilities for person under eighteen (18) years old; b. Elevators and stairwells; c. Location in which fire hazards are present, including gas stations and storage areas for flammable liquids, gas, explosive, and combustible materials; d. Within the buildings and premises of public and private hospitals, medical, dental and optical clinics, health centers, nursing homes, dispensaries and laboratories; e. Public conveyances and public facilities including terminals and bus stations, restaurant and conference halls, except for separate smoking areas; f. Food preparation areas; g. Retailing of tobacco products in a school, public playgrounds or other facility frequented by minors or within one hundred (100) meters radius from any point in the perimeter of the enumerated places; h. Selling or distributing tobacco products to minors and purchasing tobacco products from minors; and i. Caught on the act lighting a cigarette (pagsindi).

SECTION 3. SEPARABILITY CLAUSE. If, for any reason, any section or provision of this ordinance or any part thereof, or the application of such section, provision or portion is declared invalid or unconstitutional, the remainder thereof shall not be affected by such declaration.

SECTION 4. REPEALING CLAUSE. All ordinances, resolutions, orders, issuances or other pertinent laws contradicting this ordinance is hereby repealed or superseded accordingly.

SECTION 5. EFFECTIVITY. This ordinance shall take effect immediately upon its approval.

Finding the petition to be sufficient in form and substance, the same is hereby given due course and set for hearing on DECEMBER 2, 2019 at 2:00 in the afternoon, at which date and time any interested party may appear and show cause, if any, why said petition should not be granted.

Let this Order be published at expense of the petitioner, once a week for three (3) consecutive weeks in a newspaper of general circulation in the Philippines, as determined by raffle in accordance with law.

Petitioner is directed to submit the Judicial Affidavits of his witnesses five (5) days before the scheduled hearing. The Branch Clerk of Court is hereby commissioned to hear and receive the evidence of the parties.

wo months after taking to social media to solicit �inancial support for her Olympic bid, Filipina weightlifting star Hidilyn Diaz cornered on Thursday a PHP2-million sponsorship to boost her preparation for the 2020 Tokyo Olympic Games.

This, after Senator Christopher ‘Bong’ Go initiated a project that resulted in the signing of memoran-

dum of agreement between the Philippine Sports Commission (PSC) and Phoenix Petroleum Philippines to support Diaz’s Olympic bid.

PSC chairman William ‘Butch’ Ramirez and Phoenix Vice President Raymond Zorilla signed the agreement in front of Diaz and other government of�icials in Malacañan Palace on Thursday afternoon.

Ramirez said Diaz, a

silver medalist in the 2016 Rio de Janeiro Olympics, will be getting an initial package amounting to PHP2 million.

He said Diaz is also receiving PHP48,000-month allowance, housing and food, coach and foreign training allowance.

“For me, this is a big help because it’s dif�icult to prepare for Olympic Games.

I’m so grateful for the help,”

Diaz told the reporters.

Diaz, a silver medalist in the last year’s Asian Games, is hoping to win the country’s �irst Olympic gold medal in Tokyo.

“Gusto ko manalo (I want to win). I can’t do it alone. I need help from government. I need help from other people specialists. I just need prayers from Filipino people,” she added.

HIDILYN NEEDS TO DUMP BF When I saw the FB post of PSC Commissioner Charles Maxey of a photo of Senator Bong Go and 2016 Rio Olympics silver medalist Hidilyn Diaz, I was reminded of the controversy that �looded the news.

No, not Senator Bong Go, the Navy frigate controversy is over and he won a Senate spot and eventually, chairmanship of the Senate’s sports committee, thanks to the generosity of Senator Manny Pacquiao for offering the chairmanship to another sportsman.

I’m referring to Hidilyn Diaz, the weightlifter from far away Zamboanga.

While it is true that national athletes are not that really well

paid compared to other national athletes in well-developed countries, I cannot blame Hidilyn for seeking private sponsors as she prepares for the 2020 Tokyo Olympics.

There’s nothing wrong with that. The more money intended for your training should be welcomed with open arms because that would mean more food, more vitamins, more tournament exposures.

The Philippine Sports Commission’s Board has not been remiss of their obligation to the national athletes. PSC chairman William Ramirez, the poor boy from Padada, Davao del Sur, knows how to be hungry and that’s the reason

why he and the Commissioners care for our national athletes.

The only effect of Hidilyn Diaz’s rant on social media was, it caused a bad impression that the PSC has been remiss of its duty.

The truth is she is the highest paid national athlete.

What it made controversial was the revelation of former PSC chairman Perry Mequi that Diaz has many requests for PSC funding, including to hire his boyfriend as Strength and Conditioning (SC) Coach that would cost taxpayers, $1,900 a month. Yes, in dollars mga Tiyo ug Tiya.

Since that revelation, Hidilyn was criticized on social media.

Stay away from posting rants on social media. Don’t say “Hirap na hirap” because that is not true as a national athlete. If you are the highest paid national athlete in the country, live within your means. What “Hirap na hirap” are you talking about?

Focus on your training and your training only if you want to be a gold medal in the Tokyo Olympics. Nuway boypren boypren anay mi hermana. Don’t you know that nine-time Olympic gold medalist Usain Bolt broke up with his girlfriend to focus on his Olympic gold medal target? Tell your boyfriend to �ind that $1,900 a month himself! Dump him!

Don’t forget that the PSC is always around to help you. In fact, Chairman Ramirez lives at the PSC Dormitory to be close with the national athletes.

If you don’t like your weightlifting association president, put it aside for now. You may someday retire from weightlifting and lead the national sports association and implement the needed reforms.

Other than Manny Pacquiao, the Senator and our Pambansang Kamao, you are the country’s sports darling and we would really look forward to your gold medal victory in the 2020 Tokyo Olympics.

TRMH Hunat Davao 7 to raise funds for Paquibato bridge

By ATHENA JILLIAN BRAVO The Royal Mandaya Hotel will celebrate its 21st anniversary with with the staging of Hunat Davao 7: Bubble Run "Takbo Para sa Tulay ng Pagbabago sa Paquibato" on Sept 8.

For the third straight year, TRMH is partnering with GMA Kapuso Foundation this time for the construction of Bridge of Hope in Barangay Mapula, Paquibato, Davao City that would signi�icantly bene�it Indigenous People, most especially the children in this area.

"It is our duty in the private sector to support the government plans and most especially the people in Paquibato who needs help through this Bridge of Hope project,"TRMH General Manager Benjamen Banzon said in the event's press conference on Saturday, August 9.

Reports have it that there some fatal accidents that happened in the bridge which poses danger to schoolchildren using it to go to school.

"Our project is to build bridges in remote communities in Mindanao and we have chosen Barangay

Mapula at Paquibato as the chosen area for this �irst project," GMA Kapuso Foundation Executive VP and COO Rikki Escudero-Catibog said.

The project consists of a 50-meter wide and 7-meter high steel and concrete heavily forti�ied hanging bridge that can bene�it one barangay and 2 sitios in the area with an estimated population of 2,500 individuals. The width of the bridge is per the people's request that will be useful for their modes of transportation.

The Royal Mandaya Hotel will donate as much as P500,000 to support this P3-million project of the GMA Kapuso Foundation.

"We are glad to choose The Royal Mandaya Hotel as one of our partners in this project because they are not only a business with exemplary service but also a business with a heart," Catibog added.

Now on its seventh year, Hunat Dabaw is the longest consistently organized fun run in Davao City with a fun bubble run that stakes P250,000 worth of

"There will be three categories for this run. We have a 3K run with a registration of Php 470, 5K rin with Php 520 and 10K run with Php 570," Hunat Dabaw 7 Chairperson Megzyl Jolejole said.
