Lawyer Kirby Abdullah, Mangudadatu’s chief of staff, said the lawmaker believes the creation of a new province will provide economic and political empowerment to all Muslims, Christians and indigenous peoples in the 11 towns.

Mangudadatu said creating a new province could also compliment the normalization process following the full implementation of the government peace deal with Moro Islamic Liberation Front.

DOH declares nat’l dengue epidemic

epartment of Health (DOH) Secretary Francisco Duque III on Tuesday declared a National Dengue Epidemic in the wake of 146,062 cases recorded since January to July 20 this year.

The declaration took place shortly after a full council meeting at the National Disaster Risk Reduction and Management Council (NDRRMC) in Camp Aguinaldo, Quezon City.

In a press briefing at the NDRRMC, Duque said the reported cases are 98 percent higher compared to the same period in 2018.

There are also 622 dengue deaths recorded this year.

“It is important that a National Epidemic be declared to identify if a localized response is needed, and to enable the local government units to use their

Quick Response Fund to address the epidemic situation,” Duque said.

Meanwhile, Defense Secretary Delfin Lorenzana, as NDRRMC chair, issued a memorandum to all disaster response units across the country for the strict implementation of the national dengue epidemic declaration.

“In connection with today’s full NDRRMC council meeting, I, as the chairman of the NDRRMC, issued a memorandum circular subject, enjoining all member agencies to support the nationwide dengue epidemic response. Ibig sabihin nito lahat ng mga member ng NDRRMC na agencies (This means all member agencies of NDRRMC) will now support the efforts of the DOH to stop this epidemic, or eliminate this epidemic once and for all,” he said.

PA to extend security aid to Lumad leaders

he Philippine Army (PA) will extend all the necessary security assistance to the Lumad leaders, who are now being threatened by suspected New People's Army (NPA) terrorists for raising awareness on the communist rebels' exploitation and deception tactics.

This will also include the communities being headed by these Lumad leaders, said PA commander, Lt. Gen. Macairog S. Alberto, in a statement on Monday (Aug. 5).

“The PA recognizes the efforts of our IP brothers and sisters to protect their communities. We are always ready to protect every Filipino, especially the Lumad communities, from the threat of the CPP-NPA-terrorists,” he said.

Earlier, one of the Lumad leaders, Bae Christine Banugan, recalled her

experience last July when she received messages from her family that they are being threatened by the New People's Army (NPA) while they are in a speaking trip in the United States on the abuses committed against their communities by the Communist Party of the Philippines and NPA. Banugan's father was a tribal chieftain killed by the NPAs in 2016.

“We are victims of deception,” Mindanao Indigenous People Council of Elders and Leaders’ executive director Datu Bawan Jacob Lanes said.

SWS: 4 of 5 Filipinos satisfied with conduct of May 2019 polls

our out of five Filipinos are satisfied with the conduct of the May 2019 midterm elections, according to the results of the recent Social Weather Stations (SWS) survey.

Conducted from June 22 to 26, 2019 on 1,200 adults, the survey found 80% of Filipinos are "satisfied" — 38% strongly satisfied and 43% somewhat satisfied, correctly rounded — with the way the midterm elections were conducted.

The same survey showed 7% are undecided and 12% dissatisfied — 7% somewhat dissatisfied and 5% strongly dissatisfied.

This gives a net satisfaction rating of +68 (very

good) or five points below the record-high excellent +73 in June 2016.

At the same time, 79% agree, 11% are undecided, and 10% disagree with the statement, “The COMELEC (Commission on Elections) performed its job independently without favoring any candidate or group.

This gives a net agreement score of extremely strong +70, up by 9 points from the extremely strong +61 in June 2013.

The June 2019 survey also found that 86% say the May 13, 2019 election results are believable for senators, 88% for Congress Representatives, 84% for governors, and 89% for mayors.

The government in late 2017 stopped giving the world-first vaccine to schoolchildren after drug maker Sanofi disclosed that it may cause more severe symptoms among those who have not had dengue.

The French firm last month appealedthe revocation of Dengvaxia's certificate of product registration.

Authorities disagree publicly over whether Dengvaxia, the first of its kind, could have contributed to the deaths of several children.

Economists say at least 25 bps cut in BSP rates

“We welcome this decelerating trend in prices but we remain on guard against possible upside risks such as adverse weather conditions, possible entry of the African swine fever, and uncertainty in the global oil market, among others,” Socioeconomic Planning Secretary Ernesto Pernia said in a statement.

The Philippine Atmospheric, Geophysical, and Astronomical Services Administration (PAGASA) expects the Southwest monsoon or Habagat to peak in the period July to September 2019.

Moreover, the agency said six to nine tropical cyclones are expected in the third quarter, while another three to five tropical cyclones could enter the Phil-

ippine Area of Responsibility (PAR) in the last quarter of 2019.

“Government agencies such as Department of Agriculture, Department of Trade and Industry, and the National Food Authority should ensure sufficient supply of basic food commodities, in view of the expected tropical cyclones that will enter the PAR,” he said.

Meanwhile, as part of the government’s continued efforts to prevent the entry of African swine fever (ASF) into the country, the Food and Drug Administration temporarily banned the importation of pork meat products from Hong Kong, North Korea, and Germany, alongside 17 other ASF-infected areas.

“The concerned authorities should intensify its market surveillance to ensure the compliance of importers and retailers with the government’s directive.

The government should also ensure that there is sufficient production of pork and other meat products locally as the threat of the epidemic is seen to continue in the near term,” Pernia added.

Meanwhile, the PSA also reported that the index of clothing and footwear, and education accelerated last month.

The rest of the commodity groups retained their previous month’s annual rates.

Inflation in the National Capital Region (NCR) declined to 2.3 percent in July 2019 from 3 percent the previous month.

That in areas outside NCR also decelerated to 2.4 percent from 2.6 percent.

The highest annual rate among the regions in areas outside NCR remained in MIMAROPA (Mindoro, Marinduque, Romblon and Palawan) at 4.9 percent in July 2019 from 5.2 percent the previous month.

“One particular reason we are seeing is because MIMAROPA consists mainly of island provinces so transportation may have an impact on goods and services. This could be validated on the ground. So perhaps the reason why we are reporting MIMAROPA is so that LGUs (local government units) can check and do something about this inflation,” Mapa added.

he Philippine Statistics Authority (PSA) on Tuesday reported that rate of price increases decelerated anew to 2.4 percent, reminiscent of the July 2017 figure, from last June’s 2.7 percent, thanks to the lower annual rate registered by the heavily-weighted food index.

Average inflation to date is 3.3 percent while inflation rate in July 2018 is higher at 5.7 percent.

Also, core inflation, which excludes volatiles food and oil items registered slower rate of 3.2 percent from month-ago’s 3.3 percent, resulting to an average of 3.6 percent to date.

Standard Chartered Bank Asia economist Chidu Narayanan, in a report, said the slowdown of domestic inflation rate provides the BSP’s policy-making Monetary Board (MB) a leeway to slash the central bank’s key policy rates when it meets on Thursday, August 8.

“Today’s lower inflation, combined with a likely lower Q2 GDP growth of 5.9 percent, may cause BSP to deliver a 25bps rate cut when it meets on Thursday. We expect another 50bps from BSP this year, following the likely 25bps cut later this week,” he said.

The Philippine Statistics Authority (PSA) is scheduled to report the domestic economy’s second quarter performance, as measured by gross domestic product (GPD), on Thursday.

In the first three months this year, the domestic economy posted a slowdown to 5.6 percent from quarter-ago’s 6.3 percent, which economic managers pointed to the impact of the delay in the approval of this year’s national budget.

Authorities said the government was not able to spend as programmed because spending was hampered by the limitations under the re-enacted budget.

Economic managers, however, assured the public that a spending catch-up plan has been put in place to lift government spending and, in turn, help boost domestic growth.

With regards to the inflation rate, Narayanan forecasts this to fall below two percent in August to

productivity and profitability, taking into account sustainability and resilience," said Dar in a press briefing on Tuesday held at the Bureau of Soils and Water Management (BSWM) in Quezon City.

For starters, Dar said there is a need to modernize agriculture through the use of modern technology that would cover all crops, including those with export potential in processed or value-added form like cof-

fee, cacao, cassava, tropical fruits, rubber, among others.

Relative to that, he said that "there is a need to diversify crop production in the Philippines as about 80 percent of the country’s farm lands are devoted to only three crops: rice, corn, and coconut."

should be treated as business undertakings or industries," he added.

Agriculture must also be treated as an industry, "with the objective of industrializing the value chain of every agricultural commodity," Dar said.

"While productivity increase is a major objective, it is equally important to produce more income by value adding, processing, manufacturing, and developing markets for both raw

and processed agricultural products," he said.

The DA chief said there is also a need to engage the private sector in investing and setting up of more agri-based industries in the countryside and developing markets for agriculture products.

NEDA sees 2019 inflation settling within gov’t target

he National Economic and Development Authority (NEDA) expects inflation to settle within the government’s target of 2 to 4 percent this year after hitting another low, but remains on the lookout for potential price pressures.

The Philippine Statistics Authority (PSA) reported Tuesday that the country’s headline inflation eased to a 31-month low of 2.4 percent in July 2019, bringing the year-to-date inflation to 3.3 percent.

The average inflation for 2018 reached 5.2 percent.

“Our expectation is, it will continue to slow down or at least stabilize in this number in the coming months,” PSA Undersecretary and National Statistician Claire Dennis Mapa said in a press briefing Tuesday.

Last month’s lower inflation was mainly attributed to slower price increases in heavily-weighted food and non-alcoholic beverages; and housing, water, electricity, gas and other fuels.

Rice deflation was observed for the third consecutive month, reaching -2.9 percent in July 2019 ow-

September and this, he said, is seen to bring average inflation this year to about 2.7 percent.

“A combination of lower food prices, lower oil prices, and a high base effect will help contain inflation,” he said.

The slowdown in inflation rate, which peaked at 6.7 percent in September and October last year, was the driving force behind the 25 basis points reduction the BSP rates last May. The MB also boosted domestic liquidity through the total of 200 basis points slash in major banks’ reserve requirement ratio (RRR) from May to July this year.

Authorities said a 100 basis points cut in RRR releases about PHP90 billion into the system.

Despite these cuts, Narayanan said “monetary conditions in the Philippines continue to remain tight.”

He said the bank’s Monetary Conditions Index (MCI) for the Philippines “indicates conditions are still at their tightest in three years on a stronger REER (real effective exchange rate), higher real interest rates and softer credit growth.”

“The likely further drop in inflation below 2 percent is likely to cause conditions to tighten much further,” he added.

Relatively, ING Bank Manila senior economist Nicholas Mapa, in a report, said deceleration of inflation last July increased expectations for a rate cut on Thursday, especially following the cut in the Federal Reserve’s key rates last week.

He cited Philippine monetary officials’ statement that they remain data-dependent vis-à-vis their policy decisions but also noted that BSP Governor Benjamin Diokno has hinted of additional 50 basis rate cut for the remaining months of the year after last May’s reduction.

“We believe we will see at least a 25 bps rate cut (with door open for 50 bps) all the more given that 2Q GDP is likely to settle below the six percent handle,” he added.

Motivation, not insult

President Rodrigo Duterte will be watching one of the games of the Gilas Pilipinas national basketball team in the 2019 FIBA World Cup in China next month.

That is indeed a first for a country that considers basketball as its national pastime.

But it wasn’t his inspiring decision that elicited reactions from some people. It was his negative remarks on the team’s chances which he said bluntly was slim ranged against teams like Italy which he considers have taller and heftier players. But he showed optimism with the country’s chances against China.

Some people in the sporting community took his remarks as insulting to the national team. Again, the narrow mindedness of some individuals are really getting into play merely for the sake of opposing.

President Duterte, many did not know, has been supportive to basketball and other sporting endeavors even during his term as Mayor of Davao City. One of the enduring legacies is the annual sports activities of the Kadayawan Festival in the month of August which he never fails to grace despite his hectic schedule.

The President also watched the Gilas’ game against France in the World Cup Qualifiers taking time out of his presidential duties to give an inspiring presence to the team. He was in Palarong Pambansa probably more than any President was.

So if he speaks his heart out, take that as no insult but a grain of salt. Take that as a motivation to win and not to sink deeper in the quagmire of defeatist attitude and of being a hard loser, whether in sports or politics.

THE LIGHTER SIDE OF MARRIAGE Marriage is one of the greatest institutions created by God in the Garden of Eden. The first marriage was initiated by God between Adam and Eve. “For this reason, a man will leave his father and mother and be united to his wife, and they will become one flesh” (Genesis 2:24).

But despite its being sacred, marriage has not been spared by people from poking fun on it.

The great Leonardo Da Vinci, for instance, said, “Marriage is like putting your hand into a bag of snakes in the hope of pulling out an eel.”

A Polish proverb states: The woman cries before the wedding and the man after. This story proves: A man placed some flowers on the grave of his dearly parted mother and started back toward his car when his attention was diverted to another man kneeling at a grave. The man seemed to be praying with profound intensity and kept repeating, “Why did you have to die? Why did you have to die?”

The first man approached him and said, “Sir, I don’t wish to interfere with your private grief, but this demonstration of pain in is more than I’ve ever seen before. For whom do you mourn so deeply? A child? A parent?”

The mourner took a closer look at the person asking and then said, “My wife’s first hus-

band.”

Marriage is between man and woman. But both species look at marriage differently.

Let’s start with the husbands.

It has been a decade since the two friends met. So, they went to a bar and tried to share what had happened after they parted ways. They found out that both of them are now married. The first one said, “My wife’s an angel!” The second guy, feeling sad, commented, “You’re lucky, mine’s still alive.”

This brings us to another anecdote. A couple came upon a wishing well. The husband leaned over, made a wish and threw in a coin. The wife decided to make a wish, too. But she leaned over too much, fell into the well, and drowned.

The husband was stunned for a while but then smiled, “It really works!”

Even famous men have something to say about the subject. “I was married by a judge,” said Hollywood comedian George Burns. “I should have asked for a jury.” Socrates advised, “By all means marry.

If you get a good wife, you’ll be happy. If you get a bad one, you’ll become a philosopher.”

Now, let’s allow the wives to talk and share their feelings and ideas. When it comes to marriage, women know what they

want. Hollywood actress Zsa Zsa Gabor, who married several times, said, “A man in love is incomplete until he is married.

Then he is finished.”

Beverley Nichols seemed to agree: “Marriage is a book of which the first chapter is written in poetry and the remaining chapters are written in prose.”

Humorist Helen Rowland has this to say: “Before marriage, a man declares that he would lay down his life to serve you; after marriage, he won’t even lay down his newspaper to talk to you.”

Even a beauty like Marilyn Monroe can’t get hold of her man. “Before marriage, a girl has to make love to a man to hold him,” she commented.

“After marriage, she has to hold him to make love to him.” No wonder, she married several times and went to bed with several men.

Who is smarter: man or woman? “Many a man owes his success to his first wife and his second wife to his success,” said Jim Backus. This statement comes to mind after reading this story shared by a friend. Don was a single guy living at home with his father and working in the family business. When he found out he was going to inherit a fortune when his sickly father died, he decided he need-

ed a wife with which to share his fortune.

One evening, at an investment meeting, he spotted the most beautiful woman he had ever seen. Her natural beauty took his breath away. “I may look like just an ordinary man,” he said to her, “but, in just a few years, my father will die, and I’ll inherit 20 million pesos.”

Impressed, the woman obtained his business card and, three days later, she became his stepmother.

Ever wonder why married men gain weight while bachelors don’t? Well, single men go to the refrigerator, see nothing they want, then go to bed. Married guys go to the bed, see nothing they want, then go to the refrigerator. That’s the difference.

Albert Einstein once said: “Men marry women with the hope they will never change.

Women marry men with the hope they will change. Invariably, they are both disappointed.”

Now it came to pass that a couple was celebrating their silver anniversary. The husband asked his wife, “Where do you want to go for our anniversary?” She said, “Somewhere I have never been!” The husband thought twice and said, “How about the kitchen?”

John Wilmot said it right:

“Before I got married, I had six theories about raising children; Now, I have six children and no theories.”

Let’s hear some conversations between a father and his son. The little boy asked, “Daddy, how much does it cost to get married?” The father replied, “I don’t know son, I’m still paying.”

On another occasion, the son inquired, “Is this true what I heard that in some parts of Africa a man doesn’t know his wife until he marries her?” The father answered even without putting the newspaper he was reading, “That happens in every country, son.”

Married for more a decade, a man disclosed to a friend, “I never knew what real happiness was until I got married; and then it was too late.” No wonder, Oscar Wilde said these words: “Bachelors should be heavily taxed. It is not fair that some men should be happier than others.”

To end, allow me to quote the words of Irish playwright Brendan Behan, “I think weddings are sadder than funerals, because they remind you of your own wedding. You can’t be reminded of your own funeral because it hasn’t happened. But weddings always make me cry.”

DAVAO’S LINK TO LUNETA HOTEL Already over a hundred years since its opening, the six-story Luneta Hotel in Manila is more than just a notable edifice honored with a historical marker by the government in 2014. It was once owned by James L. Burchfield, the first American abaca plantation owner in Davao.

Burchfield, a native of Kentucky, USA, was a serviceman assigned in Davao right after the Americans took over Manila in 1899. He was part of the troops aboard S.S. Manuence and assigned with the ‘I’ Company under Capt. Hunter Liggett with a mission to contain Moro insurgency in Davao region. He was honorably discharged from the service with a rank of captain.

Even while in the service, he already saw the potentials of Davao by acquiring 100 hectares of farmlands such that after his discharge on July 3, 1901, he developed part of his property and named it Daliao Plantation.

He later sold it to the Japanese in 1914 for a princely sum of P200,000, the equivalent of today’s P5.14 billion! It was the first transaction of its kind in Davao.

After selling some of his as-

sets, Burchfield chose to make his first visit to his birthplace since arriving in the Philippines but only to be surprised by the huge changes that made life unattractive. Unlike in Davao where life was slow and there was time to enjoy tea, life in Kentucky was in a hurry. This made him decide to return to Davao and developed his remaining land assets.

Apparently interested in acquiring Burchfield’s highly successful hemp plantation, the Japanese presented him in 1919 a tempting offer, which, given that he was already in his middle age, he accepted. As a result, he moved to Manila and acquired the 60-room Luneta Hotel from Spanish engineer-architect Salvador Farre, the hotel builder and owner who also designed the Montalban Dam in Rizal Province. To ease the burden of handling the daily affairs of the establishment, he hired F.M. Lozano as general manager.

Bored by the kind of life he had to endure in Manila, Burchfield did not last long as a hotelier. He decided to sell Luneta Hotel to Robert Lee Hobbs, an American who was managing the adjacent 44-room University

Building, built in 1929, at corner Dewey (now Roxas) Boulevard and Kalaw Street, Manila, in 1920.

When Burchfield yielded the hotel to its new owner, it was already featured in the 1920 Yearbook of the Philippine Islands as being “known to serve rich breakfasts and luncheons, exotic among foreigners at that time… [and was] the most sought-after address and lodging for city’s visitors, foreign dignitaries, the adventurers and merchants.”

On his return to Davao, Burchfield bought the 37-hectare estate of P. C. Libby, the American capitalist killed in the 1909 Philippine Constabulary mutiny in Davao, and renamed it Talomo Plantation Company, Inc. The war-time Libby Airfield at Ulas was also named after him.

In his younger days, Burchfield also owned the area at corner Bolton (now Cayetano Bangoy) and Magallanes (now A. Pichon S.) streets, where a post office and an ice factory once stood. It is now home of Magallanes Central Elementary School.

As for Luneta Hotel, it was used a brothel by the Ameri-

cans; today, it proudly stands as one of two oldest landmarks in Manila, the other being the renovated Metropolitan Theater near the old Mehan Garden in Manila. Accordingly, the hotel “is the only remaining example of French Renaissance architecture with Filipino stylized beaux arts in the Philippines to date.”

From 1935 to 1939, during the Commonwealth, future US president Gen. Dwight Eisenhower, then military aide of Gen. Douglas MacArthur, stayed in the hotel. It was also the official resident of the delegates to the 33rd Eucharistic Congress, the first congress in Asia, in 1937. The building survived the war because it accommodated non-commissioned officers of the US Army and later on became a shelter for the Red Cruz.

In 1953, the hotel ownership changed hands from Austin and Rosalia Farre to V.E. Lednicky, president of the Chamber of Mines in the Philippines. Later, it transferred management again after it was bought by Toribio Teodoro, famed as owner of the iconic Ang Tibay shoes. In 1971, the Associated Hotels of the Philippines Directory name the owners of the firm, renamed

as Luneta Park Hotel, as Cecilia Dayrit, daughter of the shoe magnate.

When Martial Law was declared, hotel management was passed to H.E. Heacock Resources, successor to the H. E. Heacock Company, and later sold to the Panlilio family, owner of the defunct Grand Air International.

Briefly, it was a costume museum. When the Marcos sway fell, it was sequestered by the state and later closed to public use— that is, abandoned—in 1987.

In 1998, during the centennial celebration of the Philippine Independence, the hotel , which was previously the shooting site for the movie Missing in Action, was declared a national historical landmark by the National Historical Institute (now Commission) under Presidential Decree No. 260, issued on August 1, 1973. Almost a decade later, it was acquired by Beaumont Holdings, owned by the Lacson family of Malabon, Metro Manila.

In 2014, after almost seven years of restoration, the retrofitted and reconfigured hotel unveiled its 27 guestrooms and suites, plus a restaurant, coffee shop, and function rooms.

Estandarte AN ORDINANCE AMENDING SECTION 4 AND 5 OF THE MUNICIPAL ORDINANCE NO. 2017 – 489 BY ADDING DEFINITION OF TERMS AND ADDITIONAL PROHIBITED ACTS Be it enacted by the Sangguniang Bayan of Compostela, Compostela Valley in session assembled that: SECTION 1. Section 4 of Municipal Ordinance No. 2017 – 489, otherwise known as the “Revised Anti – Smoking Ordinance in the Municipality of Compostela, Compostela Valley”, is hereby amended to read as follows: Section 4. DEFINITION OF TERMS. As used in this ordinance, the following terms shall mean:



Minor – refers to any person below eighteen (18) years old;



Public Conveyances – refers to modes of transportation servicing the General population such as but not limited to elevators, airplanes, ships, jeepneys, buses, taxicabs, trains, light rail transits, tricycles and other similar vehicles;



Public Places – refers to enclosed or confined areas of all hospitals, medical clinics, schools, public transportation terminals, and offices, and buildings such as private and public offices, recreational places, shopping malls, movie houses, hotels, restaurants and the likes;



Smoking – refers to the act of carrying a lighted cigarettes or other tobacco products whether or not it is being inhaled or smoked;



Tobacco – refers to agricultural components derived from tobacco plants, which are processed and use in the manufacturing of cigarettes and other tobacco products;



Tobacco Products – refers to any products that consists of loose tobacco that consists nicotine and intended for use in cigarettes, including any product containing tobacco and intended for smoking, sucking, chewing or snuffing or oral or nasal use, such as cigarettes and cigars;



Electronic Cigarettes (e-cigarettes) – refers to a device that has the shape of a cigarette, cigar or pen and does not contain tobacco. It uses a battery and contains a solution of nicotine, flavouring, and other chemicals, some of which may be harmful;



Workplace – refers to any places used by the people during their employment or work, whether done for compensation or voluntarily, including all attached or associated places commonly used by the workers in the course of their work (e.g. corridors, elevators, stairwells, toilets, lobbies, lounges);



Retailing – refers to the selling of cigarette in stick; and



Wholesale – refers to the selling of cigarette in pack (five sticks or more which is sealed).

AN ORDINANCE PROHIBITING THE AMBULANT VENDORS IN SELLING OF JUNK FOODS AND SUGARY DRINKS TO PREPARATORY, ELEMENTARY AND HIGH SCHOOL STUDENTS INSIDE AND WITHIN ONE (100) HUNDRED METERS RADIUS FROM THE PERIMETER OF PUBLIC AND PRIVATE SCHOOLS IN THE MUNICIPALITY OF COMPOSTELA, COMPOSTELA VALLEY AND PROVIDING PENALTIES FOR VIOLATIONS THEREOF WHEREAS, the Municipality of Compostela, Compostela Valley recognizes the promotion of health and welfare of our children as one of the primary concerns of the Municipality; WHEREAS, children who eats junk food on a regular basis can lead to an increased risk of obesity and chronic diseases later in their adult life, thus, control and limitation of its consumption should start at an early age; WHEREAS, other than merely monitoring, there is an urgent and paramount need to penalize vendors within one hundred (100) meters radius from the perimeter of the school premises who sells junk foods and sugary drinks.

Enacted by the Sangguniang Bayan of Compostela, Compostela Valley this 21st day of January, 2019.

NOW THEREFORE: Be it ordained by the Sangguniang Bayan of Compostela, Compostela Valley in session assembled that; Section 1. TITLE - This ordinance shall be known as the “MUNICIPALITY OF COMPOSTELA, COMPOSTELA VALLEY ANTI JUNK FOODS AND SUGARY DRINKS ORDINANCE OF 2018”.

Section 2. SCOPE – This ordinance shall cover all private and public preparatory, elementary and high schools in the Municipality of Compostela, Compostela Valley inside and within the one hundred (100) meters radius from its perimeter.

Section 3. DEFINITION OF TERMS – As used in this ordinance, the following terms shall be defined as: a. PREMISES – includes inside and outside of the school within the one hundred (100) meter radius from its perimeter; b. PERIMETER – shall be measured from the fence and/or boundary of the school; c. PREPARATORY SCHOOL – shall include day care, kindergarten, nursery and similar school level; d. JUNK FOODS – foods that are not made of indigenous, natural, and fortified food products which are low in nutritional content and high in calories, salts and fats such as but not limited to “Sitsirya”, instant noodles and those that shall be determined by the Joint Task Force; e. SUGARY DRINKS / BEVERAGES – any liquid substance made for drinking that are carbon – base or with carbon dioxide gas and/or categorized as soft drink, sugar based, synthetic or artificial flavored juices with high sugar content and also include drinks such as but not limited to “palamig”, soda, energy drinks, fruit punches with certified sugars, and those that shall be determined by the Joint Task Force; and f. PROMOTION – any act of giving junk foods and sugary drinks as a mode of promoting, publicity, encouraging the buying of, giving samples, marketing, advertising, sponsoring, and any other of similar nature.

Section 4. PROHIBITED ACT – It is unlawful for any person engaged in selling and promoting any junk food and sugary drinks within one hundred (100) meters radius from the perimeter of public and private schools to all students covered by this ordinance.

Thirty (30) days grace period shall be given to concerned canteen and/or store owners and operators as well as establishment owners engaged in selling food within school premises to prepare and to completely comply with this ordinance.

Section 5. JOINT TASK FORCE – A Joint Task Force is hereby created which shall be composed of the following, to wit: 1. Municipal Health Office as the Lead agency; 2. Philippine National Police – Compostela; 3. Local Economic Enterprises Development and Management Office; 4. Department of Education District Supervisor; 5. Chairperson of the Committee on Health of every barangay; and 6. Chairperson of the Committee on Health, Sangguniang Bayan of Compostela.

Section 6. FUNCTIONS OF THE JOINT TASK FORCE a. They shall be responsible for the monitoring and implementation of this ordinance. b. They shall identify the list of the prohibited junk foods and sugary drinks.

Section 7. IMPLEMENTING RULES AND REGULATIONS – Within sixty (60) days from its approval, the Joint Task Force shall formulate the Implementing Rules and Regulation of this ordinance.

Section 8. PENALTY CLAUSE – Any person found violating the provisions of this ordinance shall be imposed of the following penalty, to wit; a. First Offense – fine of PhP 1,000.00 b. Second Offense – fine of PhP 2,000.00 c. Third Offense – fine of PhP 3,000.00 and shall be a ground for revocation of their existing Business Permit and/or an imprisonment of not less than five (5) days but not than thirty (30) days upon the discretion of the court.

COMPROMISE PENALTY. If the violator voluntarily admits the violation hereof without need for a judicial proceeding, he/she may be collected immediately a fine as compromise penalty, to wit; a) First Offence.........................................A fine of P500.00; b) Second Offence……………………………..A fine of P1,000.00; c) Third and Subsequent Offence………….A fine of P1,500.00 and shall be a ground for revocation of their existing Business Permit or whichever is applicable.

Section 9. REPEALING CLAUSE – All previous ordinance, rules and regulation, or parts thereof which are inconsistent with the foregoing are hereby modified, amended, or repealed accordingly.

Section 10. SEPARABILITY CLAUSE – If any part of the provisions of this ordinance is held unconstitutional or invalid, other parts or provisions thereof which are not affected shall continue to remain in full and effect.

Section 11. EFFECTIVITY CLAUSE – This ordinance shall become effective ten (10) days following the completion of its publication in the local newspaper of General circulation within the Municipality.

Elevators and stairwells; c. Location in which fire hazards are present, including gas stations and storage areas for flammable liquids, gas, explosive, and combustible materials; d. Within the buildings and premises of public and private hospitals, medical, dental and optical clinics, health centers, nursing homes, dispensaries and laboratories; e. Public conveyances and public facilities including terminals and bus stations, restaurant and conference halls, except for separate smoking areas; f. Food preparation areas; g. Retailing of tobacco products in a school, public playgrounds or other facility frequented by minors or within one hundred (100) meters radius from any point in the perimeter of the enumerated places; h. Selling or distributing tobacco products to minors and purchasing tobacco products from minors; and i. Caught on the act lighting a cigarette (pagsindi).

SECTION 3. SEPARABILITY CLAUSE. If, for any reason, any section or provision of this ordinance or any part thereof, or the application of such section, provision or portion is declared invalid or unconstitutional, the remainder thereof shall not be affected by such declaration.

SECTION 4. REPEALING CLAUSE. All ordinances, resolutions, orders, issuances or other pertinent laws contradicting this ordinance is hereby repealed or superseded accordingly.

SECTION 5. EFFECTIVITY. This ordinance shall take effect immediately upon its approval.

Bangcasan AN ORDINANCE ENACTING THE ANNUAL CONDUCT OF KASALAN NG BAYAN/MASS MARRIAGE CEREMONY EVERY MONTH OF FEBRUARY IN THE MUNICIPALITY OF COMPOSTELA, COMPOSTELA VALLEY WHEREAS, the 1987 Constitution recognizes the Filipino family as the foundation of the nation and all that the State shall protect and strengthen the family as the basic autonomous social institution; WHEREAS, the Local Government of Compostela, Compostela Valley acknowledges the family as the basic unit of society and plays an important role in development, it recognizes the roles of couple and future parents in shaping the future of the family and it undertakes to uphold that parenting, as a basic responsibility of parents, should be strengthened as well as to reaffirm its commitment to promote the value of family, it shall pursue and implement programs, projects and activities that are responsive to the needs of its constituents especially the couples; WHEREAS, a significant number of unmarried couple in the Municipality of Compostela cohabiting as husband and wife begets children that are considered illegitimate; WHEREAS, to address the long-standing problem of legalizing the union of unmarried couple and legitimizing their children in consideration to their rights, it is necessary for the Local Government Unit of Compostela to enact an ordinance for the Annual Conduct of Kasalan ng Bayan to promote the Family Welfare Program of the Municipality; NOW THEREFORE; Be it ordained by the Sangguniang Bayan of Compostela, Compostela Valley in session assembled that; ARTICLE 1 GENERAL PROVISIONS Section 1. TITLE. This Ordinance shall be known as “ the Annual Conduct of Kasalan ng Bayan in the Municipality of Compostela, Compostela Valley”.

Section 2. GUIDELINES IN THE CONDUCT OF KASALAN NG BAYAN. To carry out the conduct of the Annual Mass Marriage Ceremony for the would–be couples the following guidelines are hereby adopted, to wit: a. The Municipal Civil Registrar’s Office shall undertake in formulating the rules and program among the marriage applicants; b. The Municipal Social Welfare Office and Municipal Health Office shall provide the marriage applicants with complete and accurate information on marriage and relationship, maternal and child health, responsible parenthood, home management, Violence against Women and Children (VAWC) Law and policies on family relations; c. The would-be couple shall undergo the Pre-Marriage Counselling; and d. The would-be couple must fill in the Individual Voluntary Statement Form, a document duly signed by the marriage applicants, and attested to by the Barangay Captain or In-Charge of the barangay declaring their free will to marry each other.

ARTICLE II QUALIFIED APPLICANTS Section 3. Qualified applicants refer to the indigent would-be married couple who cannot afford to pay the processing fees required by the Municipal Civil Registrar’s Office.

Section 4. Those applicants compliant to the requirements specified by Municipal Civil Registrar other than fees.

Section 5. The couple who would like to avail the program requires to coordinate with their respective Punong Barangay to obtain the certification that would make them qualified for its application.

Section 6. Those applicants coming from marginalized areas of the Municipality of Compostela should be prioritized to avail the Mass Marriage Ceremony.

ARTICLE III PAYMENTS, FEES AND DUES Section 7. All fees to be collected due for the processing of Marriage License and other fees required shall be waived in favor of the would-be couple.

Section 8. Only the payment for Certificate of No Marriage (CENOMAR) shall be borne by the would-be couple to be assisted by the Local Civil Registrar’s Office.

ARTICLE IV APPLICATION FOR MARRIAGE REQUIREMENTS Section 9. The following requirements shall be submitted before the Municipal Civil Registrar’s Office: · Certificate of No Marriage from PSA for both contracting parties; · If 18-20 years old, there must be parents’ consent; · If 21-24 years old, there must be parent’s advice; · Family Planning Seminar; · Pre-Marriage Counselling; and · Cedula of the contracting parties.

Section 9.1. For marriage under Art. 34 of the Family Code: · Contracting parties must be 23years old and above, and has been living together as husband and wife for 5 years; · Certificate of No Marriage (CENOMAR) from the PSA for both contracting parties; · Affidavit of the contracting parties; · Affidavit of Two (2) disinterested persons; and · Cedula of the contracting parties.

Section 9.2. ADDENDUM. Birth Certificate of the contracting parties needed for the application of marriage license.

ARTICLE V SOLEMNIZING OFFICER Section 10. The Local Chief Executive shall be the solemnizing officer of the Mass Marriage Ceremony.

ARTICLE VI FINAL PROVISIONS Section 11. APPLICABILITY CLAUSE. Mass marriage ceremony/Kasalan ng Bayan shall commence/ be conducted on February 2020, and on the same month of the succeeding years in the Municipality of Compostela, Compostela Valley.

Section 12. ADMINISTRATIVE PENALTY CLAUSE. All government employee/s who fail to comply with the provisions of this Ordinance shall be penalized in accordance with the Civil Service Rules and Regulations Section 13. REPEALING CLAUSE. All other ordinances, resolutions, memoranda, orders, and other issuances inconsistent with the provision of this Ordinance are hereby repealed.

Section 14. SEPARABILITY CLAUSE. If for certain reasons some provision of this Ordinance are found to be invalid or unconstitutional, all other provisions hereof not affected shall remain in full force and effect.

Section 15. EFFECTIVITY CLAUSE. This Ordinance shall take effect upon approval, and after due compliance with publication requirements.

Section 1. TITLE. An ordinance creating the Local Governance Performance Management System – Seal of Good Local Governance (LGPMS –SGLG) Technical Working Group and Designating the Composition Thereof for the Municipality of Compostela, Compostela Valley.

Section 2. RATIONALE. a. Local Governance Performance Management System and Seal of Good Local Governance(SGLG) are components of the Performance Oversight, Incentives, Recognition and Awards program of the Department of Interior and Local Government (DILG) for the local governments; b. DILG has scaled up the Seal of Good Housekeeping (SGH) into SGLG to increase readiness of local governments to take on greater challenges in their pursuit of excellence in local governance; c. SGLG is a means of recognizing good performance of the provincial, city, municipal governments, not only in financial housekeeping but also other areas that directly benefit the people such as disaster preparedness, social protection, business friendliness and competitiveness, peace and order and environmental management; d. SGLG Regional Assessment Team (RAT) shall conduct on-site assessment such as the inspection, documents review and interview and thereafter certify data validity after documenting the assessment process; and e. A Technical Working Group shall be created to spearhead the preparation for the SGLG Assessment, ensuring that the Local Government Unit will be able to comply with the requirements needed to be conferred such recognition.

The LGPMS-SGLG Technical Working Group shall have the following functions: a. Prepare an Action Plan that lays down the strategies in order to assist the Local Government Unit of Compostela to meet the requirements for the conferment of the SGLG; b. Integrate coordination for the activities of the staff, consultant, and other local government offices to ensure working relationship; c. Ensure that an accurate information is provided for the accomplishment of the LGU Profile before the RAT’s onsite assessment in the Local Government Unit of Compostela; d. Facilitate the presentation of available documents relative to each assessment area and gather data required as it’s a means of verification; e. Affix signature on the certification page of the Assessment Forms to substantiate the accuracy of the data provided; f.

Meet as often as necessary to discuss the issues and concerns encountered during the preparation of the assessment and provide recommendations to address such; g. All Chairpersons shall submit to the Team Leader for Consolidation of recommendations and shall report the same to the Local Chief Executive; and h. Other tasks shall be performed as required by the Local Chief Executive in order to produce the desired outputs.

Section 5. ADMINISTRATIVE AND OPERATIONAL SUPPORT. Upon the effectivity of this Ordinance, the SGLG Technical Working Group shall be provided with funds for its operational and budgetary requirements.

Section 6. SEPARABILITY CLAUSE. If for any reason, any provision or part of this Ordinance shall be declared not valid, such shall not affect or impair the remaining provisions, sections or parts which shall continue to be in full force and effect.

Section 7. EFFECTIVITY. This Ordinance shall take effect after publication in a newspaper of general circulation.

he Philippines hopes to make history by winning its first-ever gold medal in table tennis in the 30th Southeast Asian Games in Manila on Nov. 30-Dec. 11.

With the proper motivation and extensive training here and abroad, Philippine Table Tennis Federation, Inc. (PTTFI) President Ting Ledesma believes it can be done.

And judging from the recent success of the national team mainly due to the all-out support by the Philippine Sports Commission (PSC), Ledesma has every reason to feel optimistic.

“We will be very happy to win a silver or even a bronze medal in the coming SEA Games, but we are definitely going for the gold,” said Ledesma during the 33rd “Usapang Sports” by the Tabloids Organization
