Poll shows freedom of speech very strong in PH

W

hile some sectors say that freedom of speech is not exercised in the Philippines, a survey from poll �irm Social Weather Stations (SWS) reveal that Filipinos think otherwise.

In its survey results released on Saturday, the SWS said 59 percent of Filipinos agree while 18 percent disagree that “they are free to say anything openly without fear even if it is against the administration”.

The survey, conducted from June 2226 this year, showed that 23 percent are undecided about the matter.

It also revealed that 67 percent agree, 23 percent are undecided, and 10 percent disagree.

“Mass media in the Philippines have freedom of speech, of expression and of the press," for a very strong net agreement of +57,” SWS statement said.

PRRD questions Cory’s agrarian reform legacy

resident Rodrigo Duterte on Friday questioned the agrarian reform legacy of Corazon Aquino, the country’s �irst female leader who belonged to a wealthy and landed family.

Duterte said Aquino exempted Hacienda Luisita, a vast sugar plantation estate once owned by her clan, in Tarlac from the coverage of land distribution which was the centerpiece of her social legislative agenda. The Comprehensive Agrarian Reform Law was passed in 1988, two years into Aquino’s six-year term.

“Hindi niya sinali yung kanya. She exempted her [land]. So you call her what, the one who freed, emancipated? It’s an incongruity,” the president said in a speech before land reform bene�iciaries in Davao City,

a day after the 10th death anniversary of Aquino who succumbed to colon cancer on August 1, 2009.

Hacienda Luisita used to occupy 6,435 hectares but over the years, portions of land have been sold to industrial companies.

The stock distribution plan had been in place since 1989 when the Hacienda Luisita Inc. forged an agreement with thousands of farmers to get stocks instead of land.

The issue on land distribution had reached the Supreme Court which decided in November 2011 to give the more than 4,300 hectares of land to farmer bene�iciaries.

Duterte said Aquino’s claim to fame was the death of her husband, former Senator Benigno “Ni-

ureau of Immigration (BI) Commissioner Jaime Morente said on Friday the increase in arrivals of foreigners, particularly Chinese nationals, was "just a trend" due to external factors.

"The Chinese tourism boom has brought a lot of Chinese tourists to our shores, the same can be said for other countries with popular tourist destinations," he said in a statement.

"They are everywhere, and this huge tourism market is what the Department of Tourism (DOT) wanted to tap," the BI chief added.

He noted that the rise of Chinese workers in the Philippines is due to emerging industries like the online gaming industry.

"We've seen this before when there was a sudden spike in Koreans in the Philippines during the boom of the English language institutions," Morente added.

National Security Adviser Hermogenes Esperon earlier said he saw the rise in the number of arriving Chinese nationals as a security concern.

Meanwhile, Morente assured that the issuance of visa upon arrival (VUA) to foreigners undergoes thorough assessment and scrutiny.

"BI has a careful assessment process for incoming Chinese nationals subject of VUA," Morente said, noting the VUA program was implemented by the BI following a 2017 circular from the Department of Justice (DOJ) ordering the grant of VUA to Chinese nationals.

Under the program, only visitors endorsed by a DOT-accredited travel agency may apply. Names are pre-checked for derogatory records, and they may still be excluded if found to have a doubtful purpose of

BI says uptick in Chinese arrivals in PH ‘just a trend’

Quiboloy, an international evangelist who is the founding leader and executive pastor of the Kingdom of Jesus Christ, claimed that God has chosen Mayor Sara Duterte-Carpio to take over the presidency from her father, President Rodrigo R. Duterte, but the presidential daughter said she has yet to pray for wisdom if she is meant for the position.

Addressing a question from a televiewer during Give Us This Day Program that was streamed live on YouTube Friday morning, Quiboloy believed that the mayor, like her father, “is chosen for that also” as the presidency is not a position that anyone can aspire for but it’s a God-given gift.

“It is God who determines it, you don’t aspire

for it. In our experiences, those who aspire for it, where are they now? But for those people who don’t aspire for it, God gave it to them,” he said.

Carpio, a guest during his program, did not directly address a question from another televiewer if she would join the 2022 presidential race but said: “Everything will be easier if it’s the plan of God.”

PDEA-BARMM incinerates P15M worth of illegal drugs

A

nti-narcotics operatives in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) incinerated some PHP15-million worth of prohibited drugs in a private facility in Maguindanao on Friday to ensure they are not recycled or do not land in the wrong hands.

Director Juvenal Azurin of the Philippine Drug Enforcement Agency (PDEA) - BARMM said the burning of seized illegal drugs and medicine, as well as marijuana, is a policy of PDEA. “It also shows that con�iscated illegal drugs are not recycled or brought back to the illegal market,” Azurin told reporters during a press brie�ing.

“People accuse us of recycling seized illegal drugs for money. That is baseless and we are hurt with these unfounded allegations,” he added.

The incinerated items

included shabu, ecstasy pills, and dried marijuana items seized by the PDEA in the provinces of Maguindanao and Lanao del Sur, as well as in the cities of Marawi and Cotabato since 2014.

Prohibited drugs packed in bottles and plastic containers were run over by a road roller.

Local of�icials and members of the judiciary were present to witness the destruction of the banned items.

Judge Kasan Abdulrakman of Regional Trial Court 12 (Soccsksargen), who was among the guests, told reporters that the judiciary fully supports the government’s drive against illegal drugs.

Who knows? Our families could become victims, too.

Quiboloy, who is a close friend of the President, said he would pray to help Carpio prepare in the coming days, claiming that God had already shown him a glimpse of what is about to happen and that there would be “drastic changes” happening in her life in the coming years.

“I cannot elaborate but I talked to her about. But in the coming days I’m praying to God na kung yung pinakita ng Diyos sa akin yun yun (If what God has shown will happen), I will be very, very glad,” he said.

The pastor did not elaborate and vowed he would talk about it in due time.

Pilipinas Shell drives long-term growth with Mindanao Retailers

hell celebrates its 105 years of operations in the Philippines by continuing to forge countless partnerships in the Philippines. With over 1,000 retails sites nationwide, Shell continues their global tradition of building mutually bene�icial collaborations that last.

As one of the biggest and most pro�itable retail networks in the country, Pilipinas Shell has continuously provided stable and lucrative investment opportunities for both seasoned and budding entrepreneurs, creating partnerships that only get stronger through the years.

One such partner is Mereane Lu Siason who, over the past 20 years, has dramatically grown her business from one Shell station on the fringe of Mindanao’s capital to multiple stations all over the Northern part of Davao City.

“Sa panahon ngayon, marami talagang mga pagbabago. Masaya kami dahil nandyan ang Shell at hindi kami pinabayaan,” Siason notes.

Coming from a diverse business background in the �ields of food franchising, security services, and real estate, Siason made the leap towards becoming a fuel retailer in the late 90s. “I started in 1999 without any knowledge about the industry,” she recalls. “It’s all about the brand’s credentials when it comes to producing quality products. It’s an international brand, that’s why we decided to partner with Shell,” she adds.

And as testament of her trust for the brand, Mereane gifted her daughter, Eden Siason-Sy, one dealership-owned site for her wedding. This was the start of a mother-daughter tandem that took their retail business to a different level.

Eden eventually helped her mother in managing all their other sites including the newly built Shell Damosa in Northern Davao City, their 9th gas

station in the Davao region.

Throughout her two decades of partnership with Shell, Siason has had nothing but good things to say about the company. In fact, Siason attributes the continuous growth of their retail business to the company’s commitment to their retailers despite the challenges and struggles of the oil industry in the world market.

“All I want to say is that I’m thankful to Shell for giving me this opportunity, not just to our family but to our forecourt champions as well,” Siason stresses. “Most of them have worked with us since 1999 and they are able to provide for their own family too.”

The mother-and-son tandem of Edna and Marc Puertas, on the other hand, started their journey in the motoring industry as a sub-dealer for premium automotive brands. When it was time to expand, they decided to venture into a retail business with Shell, also in Mindanao.

For 29 years since the start of the Shell partnership, Edna and Marc have been hands-on in building up their four company-owned sites, three of which are in Cagayan De Oro City and the other one is in Misamis Oriental near the Laguindingan airport.

Latest US tarriffs on Chinese goods to affect PH economy

E

conomic risks confronting the Philippines increased further after US President Donald Trump announced another round of retaliatory tariffs on Chinese goods, which he attributed to Chinese of�icials failure to make good on their promises.

“De�initely this action will tend to increase the economic headwinds we are already facing,” Finance Secretary Carlos Dominguez III said.

The US government slapped additional 10 percent duties on another USD300 billion worth of Chinese goods effective September 1, 2019.

Trump said Chinese of�icials have agreed to buy US agricultural products in hefty quantities but have not done it.

The additional taxes was announced after the US earlier required 25 percent duties on USD250 billion worth of Chinese imports.

Trump’s decisions are targeted to secure a trade deal with the world’s second largest economy even as extended negotiations continue to remain fruitless.

He earlier claimed that China is stealing American intellectual property and military technology, among others, with the latter has

Gov’t starts marking tax-paid fuel products

he Department of Finance (DOF) and its attached agencies Bureau of Customs (BOC) and Bureau of Internal Revenue (BIR) started implementing on Friday the fuel marking program.

The government conducted the “�irst live marking of petroleum” products at Seaoil Bulk Terminal in Mabini, Batangas, according to the Customs bureau.

The program aims to plug revenue leakages from oil smuggling by placing a molecular marker on imported, manufactured, and re�ined petroleum products such as gasoline, diesel, and kerosene.

Under Section 148-A of the National Internal Revenue Code, as amended by Republic Act No. 10963 or the Tax Reform for Acceleration and Inclusion (TRAIN) and DOFBOC-BIR Joint Circular No. 001.2019, stocktaking

must be done for all tax paid gasoline, diesel, and kerosene stored in all depots and terminals.

In the next few months, the BOC, BIR and SICPA-SGS will conduct random �ield testing on depots, tank trucks, and retail stations to determine the presence and dilution level of the fuel marker on fuels that have been marked, Customs said.

Swiss-based SICPA SA and local partner SGA Philippines bagged the contract to provide fuel marking and monitoring services under the program.

Fuel marking will continue until the market is saturated with marked fuels, the BOC said.

Asked if this latest news will be grounds for a cut in the Bangko Sentral ng Pilipinas’ (BSP) key policy rates, Dominguez, who sits at the seven-man policy-making Monetary Board (MB) as Cabinet representative, said this will be among the factors they would look into.

“Latest moves of the US will be part of the analysis,”

he added.

Last May, the MB slashed the BSP’s key policy rates by 25 basis points after noting the continued deceleration of domestic in�lation and continued domestic growth despite a slow start this year. This was supposedly due to the delay in this year’s national budget.

Analysts forecast the MB to start cutting rates again after in�lation returned to its downward path last June, which it posted a slower rate of 2.7 percent after an uptick to 3.2 percent last May from the previous month’s three percent.

The BSP’s average in�lation projection for this year is 2.7 percent. (PNA)

Firstmetrosec President Gonzalo G. Ordoñez said in an interview during the opening of its branch in Abreeza Mall on Wednesday that the company saw a growing number of investors from the younger segment of Mindanao’s population going into the stock market and noted their high level of willingness to learn.

“It’s because of the growing economy. The vibrancy now… everyone says the center of the Philippines is Mindanao. It might be that vibrancy, and so many young people,” he said.

He said what Firstmetrosec has been doing recently is to cast a wide net to educate more Mindanawons and eventually get them to invest in the stock market. Firstmetrosec operates under the First Metro Investment Corp., the investment banking arm of the Metrobank Group.

Ordoñez said there were �inancial literacy workshops conducted in schools here such as the University of Mindanao and Ateneo de Davao University and in other cities like Tagum, Digos, General Santos, Cagayan de Oro, and Cotabato.

He added they also teach fundamental and technical analysis.

Ordoñez estimated that only one percent of the country’s population invest in the stock market but said they hope to eventually raise it as they reach out to more potential investors.

He said investors own a “small piece” of the company when they buy stocks and their investments can grow when the company

performs well.

“The only thing they should know about the stock market is you are buying management, you are buying the company.

When management does well, I make money,” he said.

Ordoñez said they project the growth of the stock market to go sideways through the end of the year, providing investors the opportunity to buy stocks.

Roberto Marco N. Samson, the business development section head of First Metro Davao Investment Hub, said clients are advised to buy more stocks when prices are low.

“Our advice is to sell on run, every time it goes up you can probably sell – buy low, then sell high. We expect next year to move the markets higher,” he said.

Samson said Firstmetrosec sends out daily research reports to clients to stay updated about the stock market because they condense all “relevant news in the stock market” in a one or two-page report.

Ordoñez said the company wants to intensify its �inancial literacy campaign in places around Mindanao amid issues on the Ponzilike investment companies that attracted “investors” by promising them high returns for their investments.

In June, President Rodrigo R. Duterte ordered the closures of Kapa Community Ministry International, Inc. and other similar investment �irms offering huge returns similar to Ponzi schemes and threatened to slap the people behind these companies with syndicated estafa.

MinDA joins energy coordination body

anila, Philippines – The Mindanao Development Authority (MinDA) now sits as member of the Energy Investment Coordinating Council (EICC), bringing Mindanao representation in the national inter-agency body mandated to coordinate and facilitate energy investments in the country.

At the 2nd EICC Full Council Meeting held this week at the Fort, Taguig City, council members composed of key national agencies unanimously adopted a resolution on MinDA’s inclusion into the energy investment coordinating body.

The EICC was created in 2017 under Executive Order No. 30, with mandates to streamline the regulatory procedures by establishing a sim-

pli�ied and harmonized approval processes for the development and implementation of energy projects deemed of national signi�icance.

“Having paved the way for improving the power situation in Mindanao following the supply crisis in 2012, MinDA’s membership in EICC now provides us with a larger platform to push forward our current power development agenda of providing a reliable, affordable, and sustainable energy supply for Mindanao,” said MinDA OIC Chairman Nathaniel Dalumpines.

At the height of the Mindanao power crisis in 2012, the Mindanao Power Monitoring Committee (MPMC) was created to spearhead and coordinate the efforts of the national, regional, and local governments,

and power industry stakeholders to improve the power situation in Mindanao. MinDA cochairs the MPMC with the Department of Energy (DOE).

Assistant Secretary Romeo Montenegro, MinDA deputy executive director and head of the MPMC technical working group, said efforts of the EICC will complement the Energy Virtual OneStop Shop (EVOSS) Act, which was also created to cut down lengthy energy project permitting process for power investors. Created under Republic Act 11234, the EVOSS also provide a portal where power investors and players can monitor status of their applications.

With strong push for Renewable Energy development, power development is among the

�lagship programs pursued by MinDA to realize a regime of reliable, sustainable, and affordable power in Mindanao.

In 2014, MinDA, with support from USAID’s Clean Energy (CENERGY) and Building Low Emission Alternatives to Develop Resillience and Sustainability (B-LEADERS) projects, set-up the facilitation of power development projects in Mindanao under the One-Stop Facilitation and Monitoring Center targeting small hydro, biomass and solar projects.

MinDA had also pushed for the adoption of strategies under the Mindanao Energy Plan, in partnership with DOE which projects that Mindanao needs additional 3,500MW by 2030 and over 10,000MW by 2040.#

Another dead whale was found dead on Sunday at the shoreline of Matina Aplaya where the coastal road project is being constructed at the moment. The culprit is a common enemy—plastics.

The dead whale is the �ifth recorded death in 2019. If that is not alarming, what is?

Check out these numbers. There had been 63 dead whales and dolphins in the Davao Region in the past decade alone, according to environmentalist Darrell Blatchley who has lived in Davao City long enough to count the deaths of these poor species in such a short time. Of the numbers reported, 48 of them died due to ingestion of plastics. Four of the poor animals were pregnant when found dead.

Now this leads to the question what the government is

doing about the problem of plastic wastes as these are the main culprits to deaths to animal life in the waters.

Year in and year out, kilos after kilos of wastes are �ished out of the waters of Davao by pro-environment missions. The vicious cycle of improper waste disposal continues. People continue to throw plastics everywhere which ultimately �ind their way into the oceans.

The Davao City government is not amiss in �inding ways to improve solid waste management but the problem will continue if people do not change their habits. It should start from every resident, every household of the city to develop that mindset of thinking about the ill effects of improper waste disposal.

For local legislation purposes, it is high time to push for the citiwide total ban on single use plastics, a legacy ordinance that must be passed.

THE PCSO PUZZLE Let the chips fall where they may.

I say this on account of the latest stern directive from the Chief Executive who ordered the cessation and stoppage of all gambling activities and franchises granted by the PCSO, among which are the Lotto, STL, Peryahan ng Bayan, Keno and other on-line PCSO activities.

I am in agreement with PRRD about the extent of corruption prevailing inside the premises of the agency as it seemed to have grossly deviated from its mandate of providing free hospitalization, medicines, medical attention and treatment to indigent patients and other charitable projects that had something to do with public health care.

Today, PCSO has unabashedly “blossomed’ into a thriving gambling enterprise that can parallel those in Las Vegas where the cash registers don’t stop ringing until the last penny is dropped into the slot.

The lotto idea was great at the beginning. When ex-PCSO Chair Manuel Morato broached the idea – after care-

fully studying the American model – Filipinos slowly but surely gravitated to it.

In my personal chat with Chair Morato sometime ago, (he preferred to be addressed “Tito Manoling”) he loved the noble idea that people were willing to place a small amount on Lotto although knowing that the odds to win were simply near to impossible.

“Because the public knew a ten-peso bet is not too big a deal as their resources are pooled together for a noble cause,” explained Morato.

He added that former Pres. FVR was not too ecstatic about the idea at �irst but because the American lotto model was running ef�iciently at that time (1995), the latter acquiesced.

Morato, the son of the �irst QC mayor, plodded on and in due time, the lotto proceeds grew and grew, thus enabling it to �inancially assist the indigents that perpetually formed kilometric lines seeking free medical assistance from the agency.

I am a personal witness to

the generosity of Tito Manoling. I saw many poor people lining up in his of�ice until late in the night after of�ice hours asking for alms – anything for that matter, from transportation money to simple purchases of headache and �lu pills.

Anyway.

The STL, Peryahan ng Bayan, Keno and other on-line PCSO franchises are sources of corruption, this much the President is stating.

The STL (Small Town Lottery) was designed in the previous administration to “kill” jueteng but it failed. Instead, STL became the convenient cover-up that jueteng operators used to continue peddling their nefarious activities.

The jueteng lords paid millions to the PCSO for the STL franchises per area or territory. Who bene�itted from the millions paid for the STL franchises?

So, many gambling lords conspired and connived, formed corporations to control their respective jurisdictions.

While the STL was de-

signed to earn taxes for the government, STL companies owned by jueteng bosses submitted receipts grossly less than what they ideally should be declaring.

Sources and keen observers say STL operators are short-changing the government by about P4 billion a year in their collections.

In effect, jueteng lords were still soliciting bets for their jueteng operations, the bulk of which goes to their treasury chests while the remaining pittance was the one submitted to the government for tax purposes.

Pres. Erap once expressed that the only way to control jueteng is to legalize it. After all, the STL implements the same betting practices. STL is a redundancy. I think I recall PRRD saying the same thing sometime back.

But I would suggest that the President spare the lotto games. All other PCSO franchises that encourages plain gambling addiction – Keno, STL, Peryahan ng Bayan, online bingo games, etc. - should be disposed of, much like a

spoiled hamburger that is no longer edible.

Still, a deep probe of PCSO shenanigans, which are being swept under the rug, should be forthcoming.

Just as PRRD dismissed of�icials of PhilHealth who allowed the illegal dissipation of funds, the President is expected to kick out negligent and corrupt PCSO of�icials.

Tito Manoling was ruing the transfer of the PCSO from its old Quezon Institute of�ices along E. Rodriguez avenue during ex-Pres. Noynoy’s term because it was paying no rent.

“Apart from that, it was very accessible to the poor patients…everybody in fact can easily go to the PCSO, just ride the jeepney,” Morato lamented.

Compassion is a trait that seems to be too uncommon among us these days.

AMERICAN GUNS OF COLONIZATION Guns play a vital role in con�lict, especially in colonization when the new masters have to deal with the vanquished people. The weapons are not just used to harm enemies; they are employed to secure population from unwanted threats. When the Americans arrived in Davao in 1899 and later opened hemp plantations after their discharge from the military service, guns were also used for hunting game and warding off tribal and Moro incursions.

For instance, Rev. Robert F. Black, the �irst Protestant pastor to arrive in Davao in 1903, took a photo of a native hunter carrying straw-mat backpack and armed with a Winchester carbine, instead of the usual bolo and spear.

This appeared in the April 1918 issue of Envelope Series.

Marketed as ‘The Gun that Won the West,’ the Winchester ri�le, named after Oliver Winchester and built by the Winchester Repeating Arms Co. of New Haven, Connecticut, was developed in 1848 by Walter Hunt of New

York and in 1860 improved

by Benjamin Tyler Henry ri�le. Remodeled versions later surface with more effectiveness. Through a series of acquisitions, the gun’s patent ended with Horace Smith and Daniel Wesson of the famed Smith & Wesson.

In the upkeep of peace, the American government also organized police forces to maintain peace in the district of Davao, which at the time had only �ive towns. The 1907 Report of the Governor General of the Philippine Islands described the guns the cops used: “The town of Davao has 3 policemen armed with Remington shotguns, who are employed mainly to guard prisoners doing night work; otherwise they are useless.

Lieut. J. R. Youngblood has recently been appointed chief of police of Davao, and the force is shortly to be increased to a strength of 1 lieutenant and 6 men. In addition, however, there is a district police force of 25 men, who have proved themselves really valuable in running criminals to earth.”

In its 48-year control

of the country, the Americans introduced numerous calibers of handguns, shotguns, and ri�les. Aside from the M1911 pistol that was brought in to deal with Moro juramentados, they also introduced Spring�ield M1884 Trapdoor ri�le, Colt-Browning M1895 Machine Gun, Krag-Jorgenson Bolt Action Ri�le, and Winchester Model 1897 Slide Action Shotgun.

The Spring�ield M1884 was an improvement of the 1893 model. Certain improvements were adopted the highlight of which was the new rear sight designed

by Lt. Col. Adelbert R. Buffington of the U.S. Army. It also had a carbine version. Later, in the 1890 model, a rear barrel band and rear sight protector were added.

The Krag-Jorgenson Bolt Action Ri�le, meanwhile, was designed in the nineteenth century by Ole Herman Johannes Krag and Erik Jorgensen, both Norwegians; it was later adopted by Denmark, Norway, and the US as standard arm. Its characteristic feature is the magazine, which is an integral of the

gun’s receiver, that part of the ri�le housing the operating parts.

Several Colt models, i.e., M1873 Single Action Army, M1878 Double Action Army, M1889, and M1892 Double Action Revolver, were also introduced during the American period. The M1903 Spring�ield, on the other hand, was the main ri�le of the Philippine Scouts; it was also used by Filipino and American guerrillas during World War II. Two other guns that also �igured in the American colonization of Mindanao, particularly in regions populated by the Moros, were Hotchkiss and Gatling.

The Gatling gun, invented

by American inventor Richard Gatling in 1861, is a rapid-�ire spring-loaded, handcranked weapon deemed as the precursor of the machine gun and rotary cannon. On the other hand, the Hotchkiss gun, developed by Benjamin B. Hotchkiss in 1872, is a rotating-barrel armament with only a single �iring pin.

Interestingly, Filipinos who fought the Americans

resorted to creativity in battling the enemies by inventing crude guns, or the hand cannon. The weapon, �irst seen in 1900, “was muzzle-loaded and the charge was set off by applying �ire to a touchhole in the side of the barrel.”

Later, with the legalization of gun ownership in the country, stores started to import weapons for personal security. On an annual basis, depending on the number of guns imported and based on the 1921 tariff, dealers were required to pay between P120 and P200 as tax, and between P100 and P150 per annum for selling ammunition.

For dealers and manufacturers of explosives, they were taxed P200 annually, while shotgun licenses cost P10 each. Licenses for air guns cost P20 each; ri�le license, P100; and revolver license, P50. The annual hunting permit was pegged at P5, while a forfeiture was imposed on dealers who failed to renew their licenses within thirty days after expiry of licenses.

SPMC INAUGURATES ORTHOPEDIC AND REHABILITATION INSTITUTE

SOUTHERN PHILIPPINES MEDICAL CENTER (SPMC) has inaugurated on July 15 its Orthopedic and Rehabilitation Institute, the first orthopedic institute outside Manila.

Gracing the inauguration, highlighted by the unveiling of marker, were Cabinet Secretary Karlo Nograles, Davao City Vice Mayor Sebastian Duterte and Department of Health Undersecretary Roger Tong-an.

“Our bottom line really here is not the income that we earn at the end of the day but rather on the social obligation that we are able to meet for the poor and indigent Filipinos who need quality health services,” SPMC Medical Center Chief II Dr. Leopoldo Vega said.

The new facility guarantees better access for specialised services for Visayas and Mindanao patients.

During the inauguration rites, Vega said the facility also covers rehabilitation of orthopedic patients.

“We wanted to come up with breakthrough results that will impact healthcare for the Mindanaons,” Vega said.

The center also provide services for congenital deformities, specialised services for oncology cases in orthopedics and as well as spine cases.

Also, specialised regional anesthesia services will be provided by the institute.

“Construction for the facility began in January 12, 2018 and was completed in June 2019,” Chief Training Officer

Ma. Elinore Alba-Concha said during a recent ocular visit.

The 200-bed facility, according to Concha, has its own emergency room, two

X-Ray rooms, operating rooms inside the emergency room and an outpatient room for consultations for the different specialties in the orthopedics.

“Whether it be general, spine, hand or cancer ortho, we have them here,” Concha added.

At present, there are more than 30 doctors excluding con-

sultants catering to an average volume of 80-100 patients.

The facility also has dedicated wards for the patient’s needs.

Vega added that it also has operating rooms on top of the first floor to give access to more elective surgeries.

“At the top of this institute is a helipad tried and tested by the Philippine Air Force, making it easier to transport patients,” Vega said.

The project is worth P181 million sourced through the General Appropriations Act of 2016 worth P50M, P16M from hospital income and P151M from the Department of Health-Health Facilities Enhancement Program (DOH-HEEP) contingent fund endorsed by the Office of the President.

ORDINANCE NO. 0703-19 Series of 2019 Be it ordained by the Sangguniang Panlungsod of Davao City in session assembled that: SECTION 1. SHORT TITLE – This Ordinance shall be known as the “PUBLIC SAFETY AND SECURITY ANNOUNCEMENT ORDINANCE OF DAVAO CITY”.

SECTION 2. PURPOSE – The purpose of this Ordinance is to ensure public safety by raising awareness on disaster prevention protocols in order to take a more proactive stance on the matter.

SECTION 3. COVERAGE – This Ordinance shall cover all establishments with a total floor area of the building of at least 2,790 square meters which are:

Medical establishments such as hospitals; laboratories; clinics; nursing homes; birth centers; and residential custodial care centers such as nurseries, home for the aged and the like.

Commercial establishments such as malls; supermarkets; department stores; shopping centers; hardware/construction supplies; showrooms; auction rooms; and the like.

SECTION 4. MANDATORY PUBLIC SAFETY AND SECURITY ANNOUNCEMENT All establishments covered under this Ordinance shall announce in an audible and persuasive manner, through public address systems, speakers, or other audiovisual means, the emergency safety and security protocol of the establishment.

The safety and security protocol shall be announced three (3) times throughout the operational hours of the establishment.

SECTION 5. PENALTY CLAUSE – Owners of establishments who do not comply with the above Ordinance shall be penalized as such:

• 1st Offense – A fine of ₱3,000.00 • 2nd Offense – A fine of ₱5,000.00 and/or imprisonment of three months at the discretion of the court

• 3rd Offense – A fine of ₱5,000.00 and/or imprisonment of six months at the discretion of the court and revocation of business permit.

SECTION 6. REPEALING CLAUSE – Any Ordinance, local issuances or rules inconsistent with the provisions of this Ordinance are hereby repealed or modified, accordingly.

SECTION 7. SEPARABILITY CLAUSE – If, for any reason, any section of this Ordinance is declared unconstitutional or invalid, other sections or provisions hereof which are not affected thereby, shall continue to be in full force and effect.

SECTION 8. EFFECTIVITY CLAUSE – This Ordinance shall take effect fifteen (15) days upon approval, posting and publication in a newspaper of local circulation.

en. Bong Go said Saturday he believes Davao City Mayor Sara Duterte-Carpio can follow in her father's footsteps amid speculations that the president's daughter will run in the 2022 elections.

Combatants of the Moro Islamic Liberation Front (MILF) are still in disbelief as they started military training starting Aug. 1 inside Camp Lucero, home of the Army’s 602nd Infantry Brigade here.

“The feeling is great, the feeling is exciting. I never thought coming in here without being shot at,” said Abdul Nur, one of the 225 MILF combatants undergoing a month-long Joint Peacekeeping and Security Team (JPST) Basic Military Training along with government forces.

The training is part of the normalization process while implementing the GPH and MILF peace agreement.

Under the agreement, 3,000 MILF members will undergo training under the JPST for them to serve as community police in

their respective areas. If they qualify, they can be absorbed either in the Armed Forces or in the Philippine National Police.

The government also has to train 1,600 policemen and 1,400 military personnel from outside the MILF to compose a 6,000-strong combined security forces.

Primarily, they will be tasked to secure of�icials performing the decommissioning process of other MILF �ighters, particularly the International Decommissioning Body (IDB).

Their task also covers the transport of MILF members set to be decommissioned who will deposit their �irearms in a designated site. The former combatants will then be brought to a processing area where they will be interviewed and pro�iled until they are brought back to their respective communities.

Presidential Peace Adviser Carlito Galvez said members of JPST will also help the police and the military in the �ight against

terrorism and illegal drugs in their respective communities.

Galvez told the trainees that once they complete the training, they will form part of the legal security and peacekeepers in their respective communities.

Abdulraof Macacua, chief of the Bangsamoro Islamic Armed Forces (BIAF) of the MILF, said he too never thought his subordinates will set foot inside an Army camp and be given training by government soldiers, their erstwhile enemies.

The next season promises to be full of excitement, with new storylines and new alliances arising from an outrageously-rich free agent market; from a super-talented draft which produced exciting new faces; and from the evolution of new tactics and techniques that brought in a slew of hybrid players. Imagine the likes of Kawhi Leonard, Kevin Durant, Paul George, Anthony Davis, Russell Westbrook, Kyrie Irving, Al Horford, D’Angelo Russell – All-Stars all – transferring teams. Bring in Zion Williamson, Ja Morant, RJ Barrett and more coming from the draft. Wow!!!

This is gonna be wild, folks!

There are no dominant teams in the league right now, unlike in previous seasons when the Warriors were clearly head-andshoulders above the rest. And the wheeling and dealing ain’t over yet! I counted no less than 11 teams worth mentioning, and if their chemistry kicks in, if the right breaks are there, if they emerge lucky and injury-free come the crucial playoffs, then one of these teams could be the next cinderella Raptors.

I �igured that in order for a

team to get ahead in the race for the coveted NBA ring, the following factors need to be considered (not necessarily by order of importance): owner pockets, coaching experience, team culture, bench depth, shooting ability, court leadership, defensive intensity, age, youth, speed, maturity, team chemistry. The stats that matter most to me are: total rebounds, �ield goal percentage and assists. To my mind, the team that dominates the rebounds, produces the better overall shooting, and collects more assists will produce the most number of wins to bring it to the playoffs. That said, here are the teams that have a chance at the NBA trophy next season.

The LA Clippers are considered a top contender for the crown next year. With Playoff MVP Kawhi Leonard, season MVP contender Paul George, plus Patrick Beverley manning the defense, opponents will �ind a hard time getting to the basket. Having a bench depth which will include Lou Williams, Montrezl Harrell; plus a grizzled coach in Doc Rivers makes this team one of the top favorites. This could be the year the Clippers �inally erase the Laker dominance over El-ay.

But the LA Lakers are no patsies either. The Lebron JamesAnthony Davis duo looks formidable. Imagine them on the court with Demarcus Cousins, Javale McGee and Kyle Kuzma, and you have an audacious lineup of bulked-up behemoths. this will be the perfect anathema to golden state’s small-ball philoso-

phy. The questions that will arise from this Laker starting �ive, however, will be: Lebron’s suitability as point guard, their team chemistry, the player-coach relations and age issues. This will be the year El-Ay becomes the mecca of NBA Basketball.

The Golden State Warriors, starring Steph Curry, Klay Thompson and Draymond Green, come back this season as heavy playoff favorites. However, the absence of Kevin Durant will make them more vulnerable than ever. With the cerebral coach Steve Kerr, plus new All-Star addition D’Angelo Russell, you have an exciting and wily team still ready to compete at the highest levels.

The Milwaukee Bucks almost made the Finals if they didn’t meet a catastrophe named Kawhi. This team has current regular season MVP Giannis Antetokounmpo, Kris Middleton and Eric Bledsoe, but returns minus Malcolm Brogdon. It is still talented enough to make a strong run for the top.

The Philadelphia 76ers will always trust the process. This team is young, tall and talented, with Joel Embiid, Ben Simmons, Tobias Harris and new arrival Al Horford. Signi�icantly absent though are Jimmy Butler and JJ Redick, both proli�ic scorers. This team should be second only to the LA Lakers in terms of talent.

The Denver Nuggets are led by the dynamic duo of Nikola Jokic and Jamaal Murray. However, they may need a 3rd star to

make it to the next level. They are young, talented, exciting and full of potential.

The Utah Jazz made some solid moves to address their shortcomings last season. Mike Conley joins forces with Donovan Mitchell and Rudy Gobert to form a strong triumvirate. With ample help from Bogdan Bogdanovic and Joe Ingles, I wouldn’t be surprised if Utah gives the big guys a run for their money.

The Portland Trailblazers have cold-blooded shooters in Damian Lillard and CJ McCollum.

With the comebacking big man Jusuf Nurkic, plus transferees Hassan Whiteside and Pau Gasol patrolling the middle, the Blazers have a good chance of improving on their past performance.

The Boston Celtics may have lost Kyrie Irving, Al Horford, Terry Rozier, and Marcus Morris, but in return, they got Kemba Walker and Enes Kanter. The trades are a clear attempt to achieve better chemistry for the team. With Kemba, Gordon Hayward, Jaylen Brown and Jayson Tatum, the team still has enough �irepower to move north in the playoffs, if the right chemistry kicks in.

The Houston Rockets made a shock trade recently, bringing in Russell Westbrook for Chris Paul. Personally, I feel this is a bad idea, with both James Harden and Westbrook being ball-dominant MVP types. However, if their team chemistry clicks, it could go all the way to the Finals.

Finally, the Brooklyn Nets.

I know that Kevin Durant is ex-

pected not to force himself into action till next season. Still, this team deserves special mention for the potential threat it poses.

And if the Nets reach the playoffs, I foresee Durant itching to get back in the fray. Teaming up with Kyrie Irving and DeAndre Jordan, we have a great trio combo that could give the other contenders a run for their money.

As for the titleholders, despite losing Kawhi and Danny Green, Toronto’s championship line-up will still compete. With the invaluable playoff experience, the Raptors are now far better players than they were at the start of last season. With Kyle Lowry, emerging star Paskal Siakam (watch out for this guy), plus the likes of OG Anunoby, veterans Fred Van Fleet, Serge Ibaka and Marc Gasol, the drive for positionless ball moves forward.

There you have it, folks. New sets of Dynamic Duos and Triple Threats emerging after 3 years of the Warriors’ close-to-disrespectful Fantastic Four. There is more parity in the NBA now, thanks to a strong player involvement in the free agent market.

This, plus the arrival of new talents from the draft which aims to strengthen the lower echelon teams, will make our adventure with the NBA a most interesting one. Kadayawan cagefest dangles P240K in prizes

A

w h o p p i n g P240,000 total prize pot is at stake in the 2019 Kadayawan Invitational basketball tournament which gets going on August 11-14.

The annual cagefest is the city’s biggest basketball event held each year as one of the major sports featured events

of the Kadayawan Festival.

This year’s four-team hoopfest features four of the country’s top varsity squads in the UAAP (Universities Athletic Association of the Philippines) and the CESAFI (Cebu Schools Athletic Foundation, Inc.).

Bannering the UAAP side are defending

Kadayawan champion De La Salle University Green Archers and the National University (NU) Bulldogs.

At stake are P100,000 for the champion, P60,000for the �irst runner-up, P40,000 for the second runner-up and P30,000 for the third runner-up.

Tournament commissioner Miggy Solitaria said the participating teams are expected on August 11 in time for a tournament brie�ing at 12:00 pm at The Royal Mandaya Hotel.

Games are set at 5pm for the �irst game

and 7pm for the featured game.

The Opening Ceremonies is set at 4:30 pm on August 11.

“Of�iciating will be done by the Samahang Basketball ng Pilipinas (SBP) with one Manika-based referee and two locals of�iciating the games,” said Solitaria.
