t least 10,000 domestic and foreign visitors are expected to visit this year’s AgriTrade Fair , one of the bestselling main features of the Kadayawan Festival to be staged from August 1 to 31, this year.

Bazaar to showcase inmates’ handicrafts

he handicrafts made by inmates at the 11 jail facilities of the Bureau of Jail Management Penology (BJMP) in Davao Region will be showcased in a three-day bazaar at the SM City Davao on August 2 to 4.

Jail Inspector Helen Rose Saragena, chief of BJMP-Davao’s community relations and welfare and development, said during Kapehan sa Dabaw on Monday that various products ranging from twine bags, baskets, beads, coin banks and paintings will be displayed during the BJMP Anniversary Bazaar.

The display aims to promote the products to support the livelihood program of the inmates.

“We want to emphasize that the persons deprived of liberty deserve a second

chance. All of us can commit mistakes. It’s just that they committed that are outside the law. Our point is, they deserve an opportunity to be reintegrated as fully functioning individuals of society,” Saragena said.

She said the livelihood program was created in early 2000 to introduce a “humanistic approach,” which involves initiatives on development and reformation, into the country’s prison system to prepare the inmates for their eventual reintegration into the mainstream society as pro-

China 'will not take the first shot,' seeks to resolve sea disputes

hina is building its military for self-defense and "will not take the �irst shot" as it seeks to resolve disputes with fellow claimants in the South China Sea, its envoy to the Philippines said late Monday.

Beijing will "never seek hegemony or never establish spheres of in�luence" no matter how strong it becomes, Chinese Ambassador Zhao Jianhua said during a dinner reception for the 92nd anniversary of the People's Liberation Army.

China has built arti�icial islands over disputed reefs and outcrops in resource-rich waters, including those claimed by the Philippines, sparking international concern.

"China adopts a military strategy of active defense which adheres to the principle of defense, self-defense and post-strike response. Meaning we will

not take the �irst shot," Zhao said. His remarks were posted on the embassy's of�icial Facebook page.

Acknowledging concern over freedom of navigation and over�light, Zhao said China could suffer should it be "disrupted or even blocked by someone" since 75 percent of food traded to and from China pass through the South China Sea. "China will follow the path of peaceful development. This is a commitment to the people of China and to the world, and this has been written into the Constitution of China," he said.

She said the inmates get livelihood trainings from DTI and TESDA, which provide starter kits for their products. The trainings include bookkeeping, massage therapy, tile setting, carpentry and bread making.

She said the income from the livelihood program has enabled detained couples to provide for their children.

She added some inmates discovered they have skills in handicraft while in detention.

“If ever they get integrated to the society, they will have new source of income and knowledge,” she said.

She added the BJMP helps inmates, who are 80% drug offenders, �ind jobs once they are released through its aftercare program.

Aside from the livelihood, she said the BJMPDavao also provides inmates the opportunities to �inish education.

Advincula has standing warrants of arrest issued by Judge Annielyn Medes-Cabelis of the Regional Trial Court Branch 5 of Legaspi City dated July 11, 2019, for violation of Section 4(c) (4) of RA 10175 or Libel under Cybercrime Offenses �iled by businessman Zaldy Co, the owner of the posh Misibis Bay Resort, who he earlier tagged as involved in illegal drugs trade in the series of anti-President Rodrigo Duterte videos.

He also tagged Co as among the big-time operators of a drug den situated inside the said resort.

PNP chief Gen. Oscar Albayalde said Advincula will be detained in Camp Crame until he posted bail worth PHP10,000.

PCSO’s money enough to support charity programs until end of 2019

he Philippine Charity Sweepstakes Of�ice on Monday assured the public funds are enough for charity programs until the end of the year based on 2018 proceeds.

“Naka-program na lahat ng charity activities [The charity activities have been programmed] so this year is not a problem actually,” PCSO General Manager Royima Garma said.

“Beyond December 31, we will work on what we have raised itong taong ito [this year], that is if we still operate.”

President Rodrigo Duterte ordered Saturday a stop to all PCSO gaming operations, licenses, and franchises over supposed massive corruption in the agency.

Over half a million Filipinos bene�ited from the medical assistance provided by the PCSO in 2018, after it earned ₱63.56 billion from gaming activities. The closure order meant the

state lottery would lose a revenue stream of up to ₱50 million a day from lotto alone, in addition to losses from small town lottery, keno, and Peryahan ng Bayan.

Thirty percent of PCSO revenue goes to charity, according to the group’s charter, 55% for prize fund, and 15% for operations.

Garma had no explanation yet as to the President’s reasons behind the closure order, but she hopes operations will return once the investigation is over and the system gets �ixed.

“The President would always take good care for the best natin [of us],” she said. “ I still believe in his wisdom na beyond ‘yung mangyayari ngayon ay may magandang mangyayari na ikabubuti ng lahat [what happens today something good will come out of it.].”

the 11 tribes will be the ones performing the dances.

“This year’s opening is based on the 11 tribes since we are working hand-in-hand with them to (make sure the events are) based on their tradition and culture,” Tecson said.

This year’s Kadayawan marks the city’s �irst in celebrating the festival the whole month of August.

Customs denies rice imports undervaluation

he Bureau of Customs (BOC) on Monday denied the allegation that rice importations are undervalued, saying that it follows an international recognized system for valuation.

Earlier, the Federation of Free Farmers (FFF) said there was an "apparent undervaluation" of rice imports following the enactment of the Rice Tarif�ication Law in March.

In statement on July 8, the farmers' group said that the Department of Finance's report on July 4 that the BOC collected P5.9 billion in tariffs from 1.43 million metric tons of imported rice in the four months since March means that, by its calculations, importers paid

he Philippine Airlines (PAL) board of directors con�irmed on Monday the appointment of Gilbert Santa Maria as the �lag carrier's new president and chief operating of�icer, following the retirement of Jaime Bautista last month.

The 15-man PAL board, in its regular meeting at the Century Park Hotel-Manila, unanimously approved Santa Maria, a handpicked nominee of PAL chairman and chief executive of�icer Lucio Tan. PAL spokesperson Cielo Villaluna told the Philippine News Agency (PNA) that Santa Maria assumed the post on Monday, while Tan's daughter, Vivienne, remains PAL executive vice president and chief administrative of�icer.

Vivienne also served as the carrier's of�icer-in-charge after Bau-

tista's retirement, while the airline was in search for his replacement.

"PAL is the airline that meets the needs of local and global travelers by showcasing our brand's main strength -- the passion for safety and service. More cases but no dengue outbreak declared in NorCot

H

ealth of�icials in North Cotabato have not declared a dengue outbreak amid the “unprecedented” increase in the number of cases in the province.

Data from the Integrated Provincial Health Of�ice (IPHO) showed dengue cases in the province from January to July this year rose by 201 percent over the 1,258 cases recorded in the same period last year.

Of those infected, 3,688 were hospitalized while 16 died, the data added.

IPHO of�icer-in-charge Dr. Joel Sungcad said the average age of those infected by the virus was 18 years old and majority were males.

But Sungcad said there was no indicator yet of a dengue outbreak.

He explained that before the Department of Health may declare an outbreak, at least two towns with the highest number of cases should af�irm that the disease has already spread.

As of Monday, the town of Midsayap registered at least 508 dengue cases; Kidapawan, 470; Makilala, 318; Libungan, 238; and Kabacan, 235.

At least 31 villages in North Cotabato have reported dengue cases, the IPHO said.

side from the development of famous beaches in Mati City, Davao Oriental, Mayor Michelle Rabat is also eyeing the development of parks and restaurants, as well as promoting agriculture, and culture and arts.

In the inaugural meeting of the revitalized Mati Tourism Council on Monday morning, the lady mayor stressed the need for other sectors of the

tourism industry to be developed.

“These sectors are in dire need of improvement and support from the city government,” Rabat said.

The tourism of�icials identi�ied the Mayo Cacao farm, Goat Farm, Menzi plantation, and coconut plantations as possible farm tourism destinations in the city.

Meanwhile, the hotel and resort owners’ association appealed for the creation of a tourism website for Mati City that will host all of the local tourism-re-

lated social media pages and websites for a centralized �low of all information for local and foreign tourists.

The City Information Of�ice (CIO) meanwhile informed the tourism industry stakeholders that it will soon be coming up with such a website and is now coordinating with the Department of Informa-

tion and Communications Technology (DICT) for the reactivation of the of�icial website www.mati.gov.ph.

The resort and hotel association also asked for the standardization of all resorts and hotels and the creation of an accrediting body that would oversee the hotel and resort industry in the city.

PDEA Regional Director Antonio Rivera challenged the barangay leaders to maintain the lofty status of being declared a “drugfree barangay” by instituting meaningful sustainable measures that are aligned with the government’s efforts against illegal drugs.

This latest feat of the city of Tagum trumpets the effectiveness of Mayor Allan L. Rellon’s agenda for

Genuine Peace, Safety and Security under the �lagship program of the City Government dubbed as EAGLE WINGS. The local chief executive reiterated the local government’s vision to be a drug-free city on or before 2025, as part of the Tagumpay Vision 2025 that he presented during his third inaugural address.

he city government has stepped up efforts to protect the area’s border for the possible entry of critical animal diseases, especially the African Swine Fever (ASF).

Dr. Antonio Marin, head of the City Veterinary Of�ice, said Tuesday they are closely coordinating with the Bureau of Animal Industry-Veterinary Quarantine Service (BAI-VQS) to strengthen the border control operations in the city.

He said the local government has provided funds to the agency for the purchase of disinfectants that are used for the footbaths at the city international airport and the Makar wharf.

They also provide manpower to help monitor the movement of cargo and wastes that could potentially carry animal diseases at the city seaport, he said.

“We work in partnership with them (BAI-VQS) in bee�ing up border control to protect our livestock industry,” he told reporters.

Marin said they are not taking any chances with the ASF since it is considered as a major threat to the animal industry, being considered as a trans-boundary dis-

ease, “that’s why we have to be careful.”

He said the probable carriers are mainly humans, through the uncooked processed meat products that they might bring in to the area.

The of�icial said these could enter through the airports, with Overseas Filipino Workers and other travelers from countries with cases of ASF as carriers.

The Department of Agriculture has banned the importation of pork and other related products from at least 18 countries that have con�irmed cases of the ASF. It also imposed stricter import measures on plantbased feeds from countries that were hit by the disease.

At the community level, Marin said they are also monitoring backyard swine farms for the possible emergence of animal diseases.

He said they provide vaccines and iron shots as well as offer services for castration and deworming of animals.

“We also provide the necessary equipment and do house calls for our farmers,” he added. (PNA)

Even crimes level up The internet, particularly social media, is fast becoming as the weapon of choice for scheming businesses and individuals.

After the investment scam that swept across the region using a Ponzi-like proposition, next came a deceiving lending business offering instant loans but with exorbitant interests. It is likely that this business was also conceived to ride high on the fast-growing investment schemes where people wanting to get instant cash through payouts do everything from mortgaging property to availing of �inancial loans in order to have pay-in money.

On Sunday, no less than Mayor Sara Duterte-Carpio issued a statement denying an advertisement posted on social media which show the presidential daughter endorsing an online lending. Mayor Sara was quick to deny

she is endorsing such lending company and warned the public to be circumspect in dealing with individuals and companies using her name to sell their business.

Mayor Sara is a proven marketing tool in her few endorsements done in the past. This ‘endorsement’ of a lending business is obviously a misrepresentation created not only to increase sales but to project an image of legitimacy.

In the light of these scams on cyberspace, authorities must be vigilant in the new venue for perpetrating crimes and deceit.

Criminal minds have become more creative and unless, our laws and the authorities do not cope with these developments, there will always be a scheming mind out there thinking of a next ploy in the internet.

A MATTER OF TRANSPORT FRANCHISE Owning vehicles for public transport, then and now, has always been covered by certain limitations, especially in the matter of ownership. Under American rule, a certi�icate of public conveyance, the equivalent of a franchise, was granted to a foreigner, subject to conditions.

An interesting case involving a Japanese resident of Davao reached Supreme Court (SC).

On December 18, 1929, under Case No. 21268, the Public Service Commission, forerunner of the Land Transport Franchising and Regulatory Board, issued a franchise to Genanichi Ishi, a Japanese, allowing him to operate a single Ford automobile to be used in the transport of passengers within Davao Province. The franchise carried the following proviso: “And without authorization… this commission previously had, the applicant shall not alter the manner of operating his car as prescribed herein, increase or decrease the number thereof, substitute them with others, change the form

of the carriage with a different one, or in any case send them on a trip outside the zone of operation of the service herein authorized…

“The certi�icate of public convenience to be issued to him… shall take effect on the date the [franchise] is issued and shall continue [to be] in force until further order to the contrary [is released] from this commission.”

Prior to the effectivity of the Commonwealth charter on November 15, 1935, Genanichi �iled on October 23, 1935, an application to add another unit to his solo transport, citing as reason the lack of public utility vehicles to address the demand for transport among inhabitants.

The commission, however, denied the application on February 14, 1936, citing the constitutional provision which states that “no franchise, certi�icate, or any other form of authorization for the operation of a public utility shall be granted except to citizens of the Philippines or to corporations or other entities organized under the laws of the

Philippines, sixty per centum of the capital of which is owned by citizens of the Philippines.”

As a remedy, the Japanese �iled a petition for a writ of certiorari against the commission’s order. Given that the SC had the authority to review the PSC order, the issue was elevated to the high court where it was docketed as G. R. No. 45134.

In its decision issued on September 10, 1936, the SC said the petition did not state that the commission exceeded its authority by issuing the order under Case No. 21268. Under Act No. 3108, as amended, the allegations in the petition failed to justify the issuance of a writ, pointing out that the right remedy was to review the order based on the same statute.

Section 35 of Act No. 3108, as amended, states: “Any order made by the Commission may be reviewed on the application of any person or public utility affected thereby, by certiorari in appropriate cases, or by petition, to the Supreme Court, within thirty days from the date upon which

such order becomes effective, as herein provided; said petition shall be �iled with the clerk of that Supreme Court and a copy thereof served upon the secretary of the Commission either personally or by leaving same at the of�ice of said Commission in the City of Manila.

“The Supreme Court is hereby given jurisdiction to review said order of the Commission, and to modify or set aside such order when it clearly appears that there was no evidence before the Commission to support reasonably such order, or that the same was without the jurisdiction of the Commission.

The evidence presented to the Commission, together with the �inding of the Commission and any order issued thereon, shall be certi�ied by the secretary of the Commission to the Supreme Court. The procedure for review, except as herein provided, shall be prescribed by rules of the Supreme Court.”

On the matter of constitutional question raised, the SC ruled that Genanichi’s application for an increase in equip-

ment falls within the prohibition of Article XIII, Section 8, of the 1935 Constitution despite that the franchise was issued before the same charter took effect.

The court also made it clear that the petitioner is not a Filipino or a corporation with 60% of its capital owned by citizens of the Philippines, adding there was no need to issue a new franchise but an authorization limited to Filipinos or corporations held in majority by Filipinos.

“The Constitution,” the high court argued, “provides for the nationalization not only of the natural resources and of all forces of potential energy, but also of all public services or utilities, except only those rights that might have been acquired prior to [its] adoption…

This court cannot agree to the suggestion that, as the petitioner is the lawful holder of a certi�icate of public convenience… he has a vested right to be authorized to increase his equipment by the addition of one or more cars thereto.”

In short, Genanichi’s new application was denied.

MURDER (ENGLISH), THEY WROTE Last Sunday, while riding a jeepney, I saw this signage screaming in front of me: “Before pay, please tell where the get on before get the off.”

I have to re-read the signage twice in order for me to understand. What it really means was: “Before paying, please tell where you get on before you get off.”

Yes, even if Filipinos have a hard time speaking and writing English, we try as much as possible to speak and write it. We use English in all our communications in businesses, in schools, and even during meetings.

“Once, Filipinos liked to say theirs was the third-largest English-speaking country in the world, after the United States and Britain. I do not know if it was ever true, but any claim to English dominance would have to be prefaced with ‘sort of,’” wrote Alan C. Robles in his column in South China Morning Post.

Among Asian countries, the Philippines has an edge when it comes to speaking and writing English. As Honesto General wrote in an article published in a national daily: “We are way ahead of everybody. Ever since the American colonizers sent over a shipload of teachers on the transport Thomas a hundred years ago, we have been grappling

with the nuances of the English language.”

Perhaps, one reason is that English is very hard to learn.

An unknown poet pointed this out: “We’ll begin with box; the plural is boxes, but the plural of ox is oxen, not oxes. One fowl is a goose, and two are called geese, yet the plural for moose is never called meese.

“You may �ind a lone mouse or a house full of mice; but the plural of house is houses, not hice. The plural of man is always men, but the plural of pan is never pen. If I speak of a foot, and you show me two feet, and I give you a book, would a pair be a beek?

“If one is a tooth and a whole set are teeth, why shouldn’t two booths be called beeth? If the singular’s this and the plural is these, should the plural of kiss be ever called keese? We speak of a brother and also of brethren, but though we say mother, we never say methren. Then the masculine pronouns are he, his and him; but imagine the feminine: she, shis, and shim!”

Now, you know why English is very hard? However, if you think Filipinos these days don’t have good command of English anymore, think twice.

A few years ago, a newspaper in New York printed quotes from student-evaluation reports written by public

school teachers. One teacher wrote that her student “does not take to many things serious.” Another reported that one student in his class had a “studdering” (the spelling should have been “stuttering”) problem.

Then, there was one teacher who was wondering about a boy. “Why is he not learning or learning so but so little,” she wrote. “How comes his past teachers have been passing him from grade to grade without he advancing or progressing academicly. I will like to know what is causing the mental blockage.”

I also want to know! But on second thought, Filipinos and Americans are not the only people in the world who have committed in “murdering” the English language.

Consider these signs spotted from all over the world: A Bangkok dry cleaner in Thailand asks its customers to: “Drop your trousers here for best results.” A laundry in Rome, Italy proves it knows la dolce vita: “Ladies, leave your clothes here and spend the afternoon having a good time.”

That’s great!

A Norwegian cocktail lounge isn’t asking for much: “Ladies are requested not to have children in the bar.” In the window of a Barcelona travel agency in Spain that may not

last long: “Go away.” What a way to advertise!

Hotels are good sources of humorous signs. In Mexico, Hotel de Paseo pleads: “We sorry to advise you that by a electric desperfect in the generator master of the elevator, we have the necessity that don’t give service at our distinguishable guests.”

In Bucharest, a hotel posted this notice: “The lift is being �ixed for the next four days.

During this time, you will be unbearable.” In Hotel Deustschland, Leipzig: “Do not enter the lift backwards and only when lit up.” In China, a hotel posted this sign in an elevator: “Push up to go up, push down to go down.” Okay, I get that.

A Tokyo hotel has this notice on its elevator doors: “Do Not Open Door Until Door Opens First.” Another Tokyo hotel placed this elevator sign: “Keep your hands away from unnecessary buttons for you.”

Still another Tokyo hotel posted this sign inside the room: “Is forbidden to steal towels, please. If you are not person to do such, please not to read notice.”

Restaurants have their own share of hilarious signs.

From a little restaurant in Mexico City: “U.S. Hots Dog.” Some like it hots! And don’t worry about not getting tea drinks anytime at the Restau-

rant des Artistes, Montmartre: “We serve �ive o’clock tea at all hours.” Five o’clock tea, anytime.

When a friend went to Nepal a couple of months ago, he sent me an email reporting that there was this restaurant which place a notice on every table in the dining room. The notice reads: “All vegetables in this establishment have been washed in water especially passed by the management.”

Some entrepreneurs have their own way of promoting their own line of businesses. A butcher in Nahariya, Israel boasted: “I slaughter myself twice daily.” Go �igure! A dentist in Hong Kong claimed: “Teeth extracted by latest Methodists.” Very religious, indeed! A barber in Zanzibar advertised: “Gentlemen’s throats cut with nice sharp razors.” But a barber in Tokyo topped them all when he publicized: “All customers promptly executed.” Please, come in!

Funny, funny! Now, what about this announcement posted on a city bus in Columbus, Ohio: “When you exit this vehicle, please be sure to lower your head and watch your step. If you fail to do so, please lower your voice and watch your language.”

ife begins at 40, so goes a popular saying. But to some, life starts at 30. Sylvester Stallone was 30 when Rocky, the �ilm which he wrote and starred in, was released. Andrea Bocelli didn’t get his break until he was 34. Harrison Ford was 37 when he came to the Philippines to appear in Apocalypse Now under the direction of Francis Ford Coppola.

Jayvee Tyron L. Uy was only 31 years old when he was elected governor of Compostela Valley (soon to be known as Davao de Oro).

He made a record as the youngest governor ever of Mindanao.

“Compostela Valley is known for a lot of things,” he said in his message of the coffee table book, Pyagsugpatan. “For miners and the industrialists, it is the valley of gold, the origin of the most valuable metal on earth. For the biologists, it is the home of the two protected areas in the country. For anthropologists and historians, it is the ancestral land of six indigenous groups whose relationship with each other may not necessarily be always congenial and harmonious. And for us who lived and spent most of our lives in this splendid province, it is simply our home.”

That’s the kind of province “Kuya Gov,” as he is fondly called by his constituents, is leading. He is young, indeed, an embodiment of what Dr. Jose P. Rizal, the

country’s national hero, as “the hope of fatherland.”

Gov. Uy may not have the experience of the old folks when he started, but he has full of ideas which most younger generations have. “With his young age comes the natural inclination to innovation and his knack to try new approaches to address old and perennial problems,” said a report which this author obtained.

“While others settle for the ‘old goody’ solution, Kuya Gov is unafraid to seek new ideas, try new technologies, and test new possibilities,” the report added.

Gov. Uy is one leader who takes responsibility with too much enthusiasm and vigor. He accepts challenges and tries to learn the nitty-gritty of them to come up with win-win solutions.

His accomplishments as governor speak for themselves. “His innovative approaches to governance had brought the province to greater heights of fame and distinction,” the report said.

Last year, ComVal – as the province is called by some – was hailed as the second richest province in the Philippines “in terms of assets.” It is also the second most competitive province of Davao Region, and with the lowest incidence of child hunger and malnutrition among the provinces of Davao Region.

“Tourism arrivals doubled, business investments are entering in an unprec-

edented scale and the pace and security situation is getting more stable,” the report stated.

Gov. Uy has accomplished more during his �irst term. “He pushed the long controversial mining industry in the province to be more responsible through his Green Mining Agenda and promoted a more humane and effective solution to the illegal drugs problem through the Oplan Liwanag Program,” the report said.

But that’s not all. He was personally chosen by President Rodrigo R. Duterte to head Davao Region’s new Regional Peace and Order Council, which Duterte himself held when he was still the mayor of Davao City. He was handpicked because of “his youthful dynamism and innovative approach to governance.”

Now, that’s what “millennial leadership” is all about – “innovative, technology-savvy, mission-driven, forward-looking, inspiring, and collaborative.”

Kuya Gov has gone a long, long way. He was born to a prominent family engaged in business and politics. But then he carved a name for himself without using the in�luence and af�luence of his family. He worked hard in order for him to be recognized for what he is and not because of the surname he is carrying.

In 2013, he entered politics and was elected as

His thirst for knowledge and credibility paved him to pursue his master’s degree on public administration, “juggling through hectic public service duties on weekdays and schooling on weekends.”

Gov. Uy believes that his heart is to serve his people. To do this, he must be prepared for the task. After earning his Masters in Public Administration, he took short-term leadership courses in the Leadership Academy of Ateneo School of Government, National Movement of Young Legislators, Kaya Natin Movement for Good Governance and Ethical Leadership and the Asian Institute of Management.

“Education is the most powerful weapon which you can use to change the world,” Nobel Peace Prize winner Nelson Mandela said. Gov. Uy seems to believe in that, too. So much so that he launched several programs for the children, including those coming from indigenous people’s communities.

He also introduced the parent mentoring system because he adheres to the belief that children should not only be taught in schools but also at homes. Aside from basic education, he also invested a great amount

Marian Wright Edelman once said: “Hunger and malnutrition have devastating consequences for children and have been linked to low birth weight and birth defects, obesity, mental and physical health problems, and poorer educational outcomes.”

It is for this reason why Gov. Uy considers hunger as “a silent terrorist.” To end hunger, he launched Kusina ng Kalinga, an approach that involves a central kitchen where lunch meals for all children are cooked and prepared for distribution.

“Addressing malnutrition is surely no joke,” the report pointed out. “It calls for an iron will and stubborn determination.” But with his innovative approach and enthusiasm, Gov. Uy believes hunger can be terminated.

“I hate drugs,” said President Duterte. Because of this, the young governor initiated the Oplan Liwanag, a community-based drug rehabilitation program. “In reforming the drug addicts, he does not need to build an expensive rehabilitation facility but only harnessed the power of the community,” the report stated.

When one hears ComVal, people think of gold. It was for this reason that Gov. Uy pioneered green mining technology in the province in partnership with the Department of Science and Technology. Instead of using cyanide or mercury to extract gold and copper,

he introduced an environment-friendly, high yielding alternative process using �lotation/gravity concentration technologies.

“Win peace through the ways of peace.” That’s his formula for ending the long-standing insurgency in the province. He did this by introducing Oplan Pagbabago, a program that infuses socio-economic reforms, consensus-building, reconciliation of former rebels to the mainstream society, and creating a conducive climate for peace.

All these could not be accomplished without the economic prosperity of the province. “He put a great deal of effort in enhancing the ease of doing business, construction of roads and other infrastructures, and strengthening the tourism and investment promotions,” the report said.

Gov. Uy also holds the Provincial Business and Investment Conference, an annual gathering of entrepreneurs, small and large industry players, and other potential investors where he delivers his business report and where he pitches in different investment opportunities that people can explore.

With his second term as governor, ComVal – or Davao de Oro – is on its way to become one of the most successful provinces in Mindanao if not the whole country.

A

city has many hidden stories, from tiny thoughts to silent daydreams.

These hidden reveries are what artist friends, Robin Castillo, Nina Sta Ana Custodio, Mean Tan - Guinoo and Mi Yen tackled in their group exhibit “Untold Reveries.”

The exhibit at the Morning Light Art Gallery & Shop is a peek into the thoughts of the artists and feelings that affect their art, either consciously or subconsciously. Given the freedom to explore, each artist was free to explore and choose their own subject and themes.

For young artist Robin Castillo, his paintings serve as a visual diary of his day to day life. “For this exhibit I deviate from my usual street scene sketches and chose pieces which expose works that are caught in a state between pleasant and melancholy, much like a tranquil dream where one’s body just floats and everything happens spontaneously.”

“Where my mind drifts, my brush follows,” he adds.

For Mi Yen, her untold reverie is a secret place she goes to, alone. “It is a place that is entirely mine where I dream endlessly about love, transcendence, communion of all things, death and rebirth. I share these stories but not with words. I paint them.“ Mean Tan-Guinoo’s collection features scenes from her recent trip to Norway to visit her family.

“Norway is my second home and I miss it. I miss my family. A part of me will always be with them but the distance between has enveloped me in sadness,” Mean shared. “My paintings bering me to them and for one moment I am with them and that puts a smile on my face and warmth in my heart.”

Sharing her untold reveries, Nina Custodio reveals her moody contemplative side. “The secrets I share are hardly ever pleasant, but i embrace them fully. I have much respect for pain and sadness because they teach me well about life, love and what matters most. I acknowledge all the dark corners and crevices in my life because from it I rise and choose to see the world for its beauty. Words will never be enough to express how i feel, so i paint them.”

ORDINANCE NO. 0610-18 Series of 2018 AN ORDINANCE REQUIRING ESTABLISHMENTS TO INSTALL PHOTO-LUMINESCENT SAFETY AND DIRECTIONAL MARKINGS LEADING TO ALL AVAILABLE MEANS OF EGRESS AND EMEREGENCY EXITS. Be it ordained by the Honorable Sangguniang Panlungsod of Davao City in session assembled, that: SECTION 1. SHORT TITLE – This Ordinance shall be known as “THE PHOTO-LUMINESCENT SAFETY AND DIRECTIONAL MARKINGS ORDINANCE OF DAVAO CITY”.

SECTION 2. DEFINITION OF TERMS – As used in this Ordinance the following terms shall mean: 1. Assembly- Assembly occupancies include, but are not limited to, all buildings or portions of building used for gathering together fifty (50) or more persons for such purposes as deliberation, worship, entertainment, eating, drinking, amusement, awaiting transportation, or similar uses; 2. Building Administrator- Any person who acts as agent of the owner and manages the use of a building for the latter; 3. Directional Markings- signs that give directional information within a building/structure or establishment.

Directional markings are identified by an arrow, multiple chevrons, or a line with chevrons at one end to show the direction of exits; 4. Final Exit Door- any door leading directly to the exterior or a street level lobby; 5. Means of Egress- continuous and unobstructed route of exit from one point in a building, structure or facility to a public way; 6. Photo-luminescent Material- emits light that continues for a length of time after excitation by visible or invisible light after the light source has been removed; 7. Safety Signs- illuminated signs which contain information or instruction regarding safety on a signboard; SECTION 3. COVERAGE- This Ordinance shall cover, but is not limited to, the following types of establishments: 1. Place of assembly 2. Business Institutions 3. Educational Institutions 4. Storage Facilities 5. All structures with 300 or more persons 6. All building that are within 2,790 sq. m. floor area 7. All buildings with 3 or more storeys 8. All health care facilities with 4 or more admitted patients 9. All industrial facilities categorized as high hazard SECTION 4. LOCATION OF MARKINGS – All establishments covered by this Ordinance shall ensure that photoluminescent safety markings are placed on: 1. Doors and doorframes: a. Doorframes of final exit doors or doors leading to means of egress; b. Door handles, knobs, latches, panic devices or opening devices of final exit doors or doors leading to means of egress; 2. Stairways, handrails, ramps and steps a. Landings, mid-landings, passageways or corridors within the stairway; b. Floor number and stairway name; c. All handrails and handrails extensions; d. Leading edge of each step and the perimeter of ramps; 3. Means of Egress a. The Floors of means of egress shall be illuminated at all points by directional markings including angles and intersections of corridors and passageways; b. All safety signs leading to means of egress and final exit doors; i. principal routes providing access to exit in open floor areas and in service rooms; ii. underground walkways, basements; iii. floor areas or parts thereof where the public may congregate; 4. Obstacles- all obstructions along the means of egress, stairwells, ramps, no-exit doors, etc.

5. Safety Equipment- Fire-fighting and emergency equipment such as fire extinguishers, fire hose, first aid kit, etc.

SECTION 5. INSTALLATION OF PHOTO-LUMINESCENT MARKINGS – All owners or building administrators, in case of buildings with multiple occupants, of establishments covered by this Ordinance shall be required to install photoluminescent safety and directional markings prior to the issuance of the Building Occupancy Permit. Occupancy of an establishment prior to compliance with the required installations shall constitute a violation of this Ordinance.

The Office of the City Building Official, in cooperation with the Bureau of Fire Protection, shall be the agency tasked with the implementation of the provisions of this Ordinance and is empowered to conduct the inspection of the Photo-luminescent markings of each establishment at least once every 3 years.

The Photo-luminescent markings must continue to be present and visible in the establishment for as long as it is operational.

SECTION 6. PERIOD OF COMPLIANCE FOR EXISTING STRUCTURES– Establishments already occupied prior to the enactment of this Ordinance shall be given six (6) months to comply with the required installation of photoluminescent safety and directional markings.

SECTION 7. PENALTY CLAUSE– The owner or building administrator of any establishment covered by this Ordinance who fails to comply shall be liable for: First Offense Second Offense Third Offense

SECTION 10. SEPARABILITY CLAUSE– If for any reason any section or provision of this Ordinance is declared unconstitutional or invalid, the other sections or provisions hereof which are not affected thereby, shall continue to be in full force and effect.

SECTION 11. EFFECTIVITY– This Ordinance shall take effect 15 days upon approval, posting and publication in a newspaper of local circulation in the City of Davao.

COMPETITIVE EDGE CARD MRI founder launches book on Microfinance story

ith the goal to share the story of CARD Mutually Reinforcing Institutions (CARD MRI), its Founder and Chairman Emeritus Dr. Jaime Aristotle B. Alip launched a book entitled Micro�inance and Beyond. The launching was held on July 25, 2019 during the 20th anniversary of the Micro�inance Council of the Philippines, Inc. at the Manila Prince Hotel.

The book launch was attended by the board directors of the Micro�inance Council of the Philippines, Inc. (MCPI), partner institutions and government agencies, and key players in the micro�inance industry.

A book signing was held after the event, which Dr. Alip facilitated.

Beyond micro�inance “After 30 years of dedicating my full commitment to CARD MRI, I came to the point where I asked myself: What should I do next?” shared Dr. Alip in his

speech during the book launch.

This nagging question pushed him to write his book. “I realized that I need to share how CARD MRI was established from scratch and how it has become what it is today,” re�lected Dr. Alip. “I want to inspire everyone that simple beginnings can lead to something greater.”

Micro�inance and Beyond recounts the history of CARD MRI told through the lenses of its founder. It chronicles the founding years of CARD and how it has grown into 22 mutually reinforcing institutions working together to bring �inancial services and development programs to the poor.

Aside from CARD MRI’s history, the book is also a retelling of its founder’s personal experiences. From these narratives, the readers can have a glimpse on how CARD MRI works toward the realization of its goal of ending poverty in the country.

The book, said Dr. Alip, was dedicated to his �irst grandchild, Maxine. “She inspires me to simplify things at CARD MRI,” shared Dr. Alip. “When we were starting, we had to work beyond of�ice hours. I felt guilty that our dedicated staff had to spend most of their time doing paperwork rather than spending time with their family.

When our �irst grandchild came into our lives, I decided to �ind innovative ways on how we can improve the way we do things,” he continued. Now, CARD MRI is journeying towards digitization.

he Philippines' Olympic dream is still within reach.

In an update released by the FIBA 3x3 last Sunday, the country rose to no. 24 in the world rankings, fortifying its bid to at least earn an invite to the Olympic Qualifying Tournament (OQT).

"This is a surprising development even for us," said Chooks-toGo Pilipinas 3x3 league owner Ronald Mascariñas. "We started the year at 60 and many said that making it to an Olympic Qualifying Tournament was improbable, but with the people who believed in the dream, we were able to crack the top 24."

Before the Grand Finals of the 2019 Chooks Pilipinas 3x3 Patriot's Cup presented by Coca-Cola, the country was ranked no. 28 with 6,257,888 points.

The Grand Finals, a level-eight tourney according to FIBA, garnered for the Philippines 434,452 points in the men's rankings to lift the country four spots higher - ahead of Dominican Republic, Canada, Indonesia, and Switzerland.

Being in the top 24 by the end of the FIBA-imposed cutoff - set on November 1, 2019 - will give the

country an automatic berth in the OQT come March 2020.

There, three slots are at stake for the 2020 Tokyo Olympics.

Currently, four of the eight Olympic seats will be given to host Japan and three of the highest-ranked teams by the end of the deadline.

The last slot will be awarded to the winner of the Universality-driven OQT set on April 2020.

That is why the goal now is to maintain the country's standing and that can only happen by hosting more tournaments and joining international meets.

"We are truly headed towards the right direction and the SBP is overwhelmed by the support of private organizers who have signi�icantly contributed in SBP’s mission to continuously improve in our world ranking to enable us to qualify to the 2020 Tokyo Olympics," said Panlilio.

"The �ight is not yet over. Yes, we are happy that we made it to the top 24 but the challenge now is to maintain our standing or go even higher," shared Mascariñas.

If worse comes to worst and the Philippines does not �inish in the top 24, the SBP and Mascariñas disclosed that they plan on bidding to host the OQT.

I was interested of the photo because just recently, Congressman Bambol Tolentino, who is the Philcycling president, was elected as the new president of the troubled Philippine Olympic Committee (POC), the victory con�irmed by our

Here’s my feelings about the photo posted by Cong.Ungab and how I look at it.

If Bambol has good relations with Ungab and Duterte, then the POC as an organization has found strong allies in sports.

Ungab has been credited for his hard work in the various stages of building the UP Mindanao-Davao

City Sports Complex in order for Davao City to host the Palarong Pambansa with the help of his friends.

Cong.Ungab even as a City Councilor of Davao has been a very amiable gentleman, easy to work with and has been sympathetic to sports development efforts.

Cong.Duterte, on the other hand, has been backing sports events in the city for years even at

the time when he was still Barangay Captain.

Cong.Bambol’s association with the two Davao congressmen could be a sign of brighter things to come in the POC because he can ask “a little from his friends” if needed.

The POC is a troubled organization because of the in�ighting (it’s all about power and money, my friends, ayaw na mog deny deny diha) and it needs a total clean up.

If the Congressmen start talking about how to help Philippine sports, I have a feeling that there will be a plan to help revitalize sports in the country.

There will be a lot of bumps along the way, for sure, however, if this group of lawmakers can start �inding solutions to the ills of Philippine sports, the shenanigans in sports in Manila will start backing away.

Is Floyd hinting at rematch with Manny?

loyd Mayweather offered a telling response over the weekend when asked about returning to the ring amid talk of facing Manny Pacquiao again.

Floyd Mayweather Jr has seemingly opened the door to a rematch with Manny Pacquiao after refusing to rule out an in-ring return.

Mayweather retired from professional boxing with a 49-0 record after beating Andre Berto in September 2015, although he was tempted back into the ring for a money-spinning win over UFC star Conor McGregor in 2017 and an exhibition match with Japanese kickboxer Tenshin Nakamura in December.

He has previously ruled out the chance of

returning to the ring, with advisor Leonard Ellerbe claiming as recently as last week he has “zero interest” amid talk of a rematch with Pacquaio.

But the long-standing feud between the Filipino legend and unbeaten American has reignited after Pacquiao’s win over Keith Thurman earlier this month.

Mayweather was interviewed in the ring after watching protege Gervonta Davis demolish Ricardo Nunez in Baltimore on Saturday night and asked if he plans to shine in the ring again.

“We don’t know … only time will tell,” he declared, with his cryptic response refusing the close the door entirely on a comeback.
