Rigor said the issuance of some permits, such as for locational applications, needed actual surveys by their personnel and this contributed to the delay.

“There are really too

many applications that we receive and it is not only limited to the zoning permits, but there are also a lot more,” he said.

He also underscored submission of incomplete sets of requirements that further slows down the process of issuing the permits.

“There are some clients whose documents have discrepancies, and that causes the delay in the issuance of the permit. Another example is when the area needs to be reclassified and that needs the approval of the city council first,” Rigor said.

Number of outbound passengers at Davao airport to be limited to 2,000 a day

hile there is no definite date yet when commercial flights will resume in Davao City, the city government is laying down protocols to be implemented when the Davao International Airport (DIA) re-opens.

Mayor Sara Duterte-Carpio said the number of outbound passengers at DIA shall be limited to 2,000 a day if the number of flights will be limited.

The limit is designed to adhere to the restrictions on social distancing.

“Nangutana mi daan sa airport kung unsa ang expected na possible number of

passengers. Ingon sila sa new normal mga 2,000 a day daw ang mugawas kung sundon ang distancing ug masunod ang pag limit sa flights para dili daghan ang magtapok sa airport,” Mayor Sara said.

According to the mayor, DIA cannot determine as of yet the number of passengers expected to be back

when flights resume.

The DIA is now gearing up for the much-anticipated resumption of commercial flights. Mayor Sara instructed the City Health Office (CHO) to prepare a 24-hour rotational scheme to be deployed at the airport.

PH Covid-19 cases breach 16,000

T

he Department of Health (DOH) on Friday reported a total of 1,046 confirmed coronavirus disease 2019 (Covid-19) cases, 46 of which are so-called fresh cases while 1,000 are newly verified backlogs. This brings the total tally to 16,634.

Fresh cases, the DOH said, are test results released to patients within the last three days while late cases are the ones released more than four days prior but were only verified by the DOH Bureau of Epidemiology on the date of reporting, or in this case, May 29.

"The increase in the number of late confirmed cases is due to the more complete and timely submission of laboratories of their line list and the recent deployment of the COVID-KAYA information system," DOH said in a post on social media.

It also noted that the total confirmed cases reported on May 29 refer to "unique" and laboratory-confirmed Covid-19 positive cases.

Of the 11,069 active cases, the agency said 751 are asymptomatic, 10,240 have mild symptoms, 54 are in severe condition, while 24 are critical.

DOH also reported a total of 942 deaths after 21 new fatalities were reported.

Meanwhile, 122 recoveries were registered, raising the total figure to 3,720.

As of May 28, the Philippines has 13,627 total bed capacity for Covid-19 patients, with 1,883 ward beds, 6,059 isolation beds, and 871 ICU beds still available.

he Department of Foreign Affairs (DFA) on Friday registered 24 new coronavirus disease 2019 (Covid-19) infections among Filipinos abroad, bringing the tally to 2,845.

The total number of recoveries also increased to 947 after 11 new recoveries were logged on May 29.

Meanwhile, six new fatalities were recorded in Europe and the Middle East, bringing the death toll to 340 – two in the Asia-Pacific region, 91 in Europe, 97 in the Middle East/Africa, and 150 in the Ameri-

cas.

Currently, 1,558 overseas Filipino Covid-19 patients are undergoing treatment.

"The DFA personnel in our foreign service posts continue to actively monitor the status of the Filipino community abroad and work to safely repatriate more of our stranded nationals home," the DFA said.

As of May 28, more than 30,000 Filipinos have returned to the Philippines amid the health crisis, 10,403 of whom are land-based workers while 20,138 are seafarers from 97 cruise ships. (PNA)

eda Abreeza has committed to continue to 'host' Business Process Outsourcing (BPOs) employees who were provided temporary accommodations by their employers.

Currently, the hotel is housing employees of two BPO firms in Davao City.

“They are due to check out this weekend. We can still accommodate if they decide to extend or add more rooms,” said Ken Kapulong, hotel manager, in a Facebook messenger.

Kapulong clarified that the rooms are not free of charge and BPO companies pay the room charges.

Apart from the BPO workers, the hotel also continues to serve guests, specif-

ically those staying long-term.

“Long- term staying guests are those guests who intend to stay for minimum 14 nights. We have long term guests who’ve been with us for two months now,” Kapulong said.

In a statement, Seda properties have had to reduce their services and facilities, in compliance with government directives and their own intensified efforts at helping keep its guests and employees safe.

During the virtual Malacanang Palace briefing Thursday, Budget and Management Secretary Wendel Avisado said there are still lots of financing requirements to address the Covid-19 response, but they “will just make do” with what the government currently has.

In a statement Thursday, Diokno said FDI will be affected by the projected global contraction, disruption of world value chains, and the consequent effect on investment decisions and plans.

He said the Philippines is no exception but considers this impact to be temporary, citing “on the positive side, we see an opportunity for countries, such as the Philippines, to gain from recent experience.”

“As a result of the global demand shock —combined with the worsening US-China trade war— a positive outcome that could benefit the Philippines is the likely redirection or redistribution of FDI flows as MNCs (multinational companies) take steps to better hedge against supply chain disruptions in the future,” he added.

Diokno said FDIs could move into economies with strong macroeconomic fundamentals and commitment for reforms.

“In the Philippines, the latter will include efforts to lower corporate income tax, ratio-

nalize fiscal incentives, and ease limits on foreign ownership,” he added.

Diokno said monetary authorities are currently reviewing their balance of payment (BOP) forecast for this year given the impact of the pandemic.

“With the unprecedented coronavirus pandemic and its adverse impact on global outlook and investor confidence, we recognize that any projection on external account performance would only be tentative and would have a high level of uncertainty,” he said.

BSP’s FDI projection for this year is a net of USD8.8 billion.

Last year, it posted net inflows amounting to USD7.6 billion, 23.1 percent lower than year-ago’s USD9.9 billion, which authorities traced to uncertainties in the global economic environment.

The BOP, which is the sum of the country’s total transaction with the rest of the world, is projected to post a USD3-billion surplus this year.

Last year, the BOP surplus reached USD7.84 billion.

Last February, the country registered a USD516-million deficit, lower than the USD1.355-billion deficit in the previous month.

DOLE Secretary Silvestre Bello III lauded the companies and said their compassion and good example should inspire other enterprises whose source of wealth is the labor of their workforce.

While big companies can take some hit, it is a different story for smaller firms and this is where the government should come in. For sure, there are already some formulation to this effect being done.

For now, the best thing to do for everyone is to try to be significantly helpful instead of adding up to the problem and it all starts with following orders.

BIBLICAL PROPORTION “Biblical proportion.” That is how the Western press described the impacts of the coronavirus disease 2019 (COVID-19) pandemic on food and nutrition around the world.

In some news reports after the release of the 2020 Global Report on Food Crises, reporters said that the impact of COVID-19 on the number of people in acute hunger could increase from the current estimates of 135 million by a further 130 million to 265 million.

Hunger is the distress associated with lack of food. The United Nations Hunger Report defines it as “periods when populations are experiencing severe food insecurity – meaning they go for entire days without eating due to lack of money, lack of access to food, or other resources.”

Food security, according to the UN’s World Food Program, relates to food availability, access, and utilization. When a person has adequate availability and access to enough safe and nutritious food to maintain an active and healthy life, they are considered food secure.

“Hunger is a terrible thing,” writes Dr. Lawrence Haddad, executive director of the Global Alliance for Improved Nutrition (GAIN). “It demolishes the body; it extinguishes hope; and it strains the bonds of solidarity.”

But that’s what most people think when it comes to hunger.

There’s more to it; health experts consider it hidden hunger.

“The number of people who are not getting enough vitamins and minerals in their diet to prevent mortality and sickness is twice the number of people who are hungry,” Dr. Haddad.

The GAIN chief believed that those foods rich in vitamins and minerals are “most at risk of scarcity and food price spikes at the moment because they are perishable and most affected by supply chain distribution.”

Little is known about the Spanish governors who ruled the district of Davao after Datu Bago yielded his territory to the Don Jose Oyanguren-led invasion.

Fortunately, Teodoro Palma Gil, the illustrious presidente municipal (mayor) of the town of Davao, at the request of the American administration, prepared brief biographies of the Spanish governors of Davao. The list, chiefly composed of infantry officers, was later integrated in the 1902 congressional records under the title ‘Department of South Philippines.’

The first Spanish governor, Oyanguren (1848-52), carried the title of alcalde. He governed the province of Nueva Guipuzcoa, with a territory that extended from Sarangani to Cape Cauit, in the Surigao peninsula. Davao town then was given the name Nueva Bergara in honor of his hometown. Nueva Guipuzcoa, meanwhile, was named after the region where he came from.

Oyanguren was succeeded by Valero Navarro, a civil governor, who also held the title of alcalde. He briefly served as governor (185254). He was relieved by Jose Maria Gonzalez (1854-56), the first military governor who donned the rank of infantry captain, followed by Jose Maria Solis (1856-58), another captain of the infantry.

In 1858, Luciano Castro, another infantry captain, took over as governor. He was replaced in 1860, the year Mindanao was divided into five politico-military districts, by Jose Pinzon y Purga, who was murdered by the Moros of Tagum in a betrayal of trust in 1861.

Enrique G. Carrillo (1861-84), an infantry major, succeeded him.

As governor, he transferred the naval station to Davao and stationed a detachment in Digos as base of operations for the opening of a road linking it to Lake Buluan. He was “a zealous official and it may be said

that to him was due the submission of all the tribes, for he punished severely the Moros who attempted to dominate Davao and opposed the advent of civilization.”

Carrillo was succeeded by another infantry major as military governor, Pedro Ybañez de la

Unfortunately, this fragility of food supply chains is “being cruelly exposed by the lockdown.” “We have to find ways now to keep them moving – and work hard to make them more resilient,” he suggested.

Finally, the world needs to do whatever possible to shore up incomes and food demand – the driver of food systems. “High income countries are spending trillions to do this, via support to furloughed workers, mortgage and rent ‘holiday,’ small (and large) business support, unemployment benefits, and lunch vouchers for millions of school children,” Dr. Haddad wrote.

The world needs to do something now – even if it is fighting the dreaded COVID-19. Dr. Haddad’s suggestions are a good start.

“Remember, malnutrition kills over 2 million infants every year,” he pointed out. “At the moment, global COVID-19 deaths are a tenth of that, at 200,000.”

Domingo Gijou y Moragrega (1890-92), an infantry major, was an incompetent governor who yielded his authority to his subalterns, resulting in disagreement in the town. It was during his watch that the infantry detachment was suspended and other the contingents withdrawn. In lieu, the tercio civil de policia was formed, which was of no benefit to the government; instead, it provoked conflict from the people due to the abuses committed.

Cesareo Ruiz Capella’s arrival in 1892 gave relief to the people; he served only three months as governor and left office at his own request. He was an infantry lieutenant-colonel. That same year, Silverio Ros y Sausa, an infantry major, assumed office briefly; he was called the hunter because he spent more time hunting deer than attending to his duties. He was succeeded by Jose Tomasetti y Beltran (1893-96), an infantry major described as effeminate and cowardly, who was dependent on the people around him. His timidity led him to commit abuses.

The last Spanish governor was Bartolome Garcia Sanchez (189799), an infantry major. He left Davao district in January 1899 after the Americans took over as the new colonial administrator of the archipelago following the defeat of Spain in the mock-up Battle of Manila Bay.

The battle against cervical cancer F

ilipino women are afraid of breast cancer because they think it is a death sentence once they are diagnosed with it. But what they don’t know is that the second most common form of cancer that strikes them, which is cervical cancer, is preventable as there is already a vaccine against it.

There is nothing more tragic than suffering and dying from a disease that is preventable through vaccination. The World Health Organization (WHO) is recommending vaccination to those between the ages of 9 and 14.

Prevention of cervical cancer should start early – before girls are exposed to human papillomavirus (HPV).

“The vaccine provides up to 95% coverage against cervical cancer,” Dr. Chia Yin Nin, a gynecologic oncologist practicing at Gleneagles Hospital in Singapore, told Business World.

Cervical cancer is the second leading cancer site among women, the Department of Health (DOH) reports.

Every year, an estimated 7,277 new cases are reported with 3,087 deaths. In recent years, however, more cases and more deaths are being reported.

The cervix is part of the female reproductive system located at the junction of the vagina and the uterus (womb).

It is often called the neck of the womb.

“Generally, all women who have had sexual intercourse are at risk of cervical cancer,” DOH states. “However, rare types of cervical cancer can occur even in women who never had any sexual intercourse in their life.”

In recent years, however, there had been overwhelming evidence that HPV causes can-

cer of the cervix. HPV takes several forms, which are referred to by number. “There are about 100 types of HPV that generally infect people in various parts of the body but there are only 13 types that can cause cancer in the cervix,” wrote Dr. Cecilia Ladines-Llave in a paper presented at the Global Conference on Low-Resource Setting Cervical Cancer Prevention held at the Johns Hopkins University.

The most common causes of cervical cancer are HPV Types 16 and 18. These two types are responsible for 70 percent of cervical cancer around the world.

HPV Type 16 also causes oropharyngeal cancer. Condoms do not fully protect against infection because the virus can exist throughout the genital area and around the anus.

“We realize that, although HPV is sexually transmitted, it is not a sexually transmitted disease,” Dr. Nin explained. “It can be acquired through personal contact like fondling, petting and sexual intercourse.”

The following had been established as possible causes of cervical cancer: have had multiple sexual partners, have had sexual partners (regular or casual) who themselves had several sexual partners, have had sexual partner who is infected with HPV, and had first sexual intercourse at a

very early age, possibly 15 or 16 years old.

Rina Jimenez-David, a recognized advocate in reproductive health, assures: “It doesn’t necessarily mean that you’ve been sexually promiscuous (or a prostitute!) if you should develop cervical cancer. Even if you’ve been monogamous, your partner may not have been, and even just a single encounter with an infected partner could end up infecting him with HPV which he in turn could pass on to you. Remember, while HPV does not generally affect the health of a man, it can lead to cervical cancer in a woman.”

The risk of developing cervical cancer is increased by the following: smoking, longterm use of oral contraceptives, a weakened immune system, and a family history of cancer, especially cervical cancer.

HPV is so prevalent in the community, almost all women can have it. However, there are many forms of HPV, and many do not cause problems.

“HPV infections usually clear up without any intervention within a few months after acquisition, and about 90% clear within 2 years,” the United Nations health agency says. A small proportion of infections with certain types of HPV can persist and progress to cervical cancer.

Dr. Llave, who is the director of Cervical Cancer Prevention Network, was quoted as saying by Philippine News Agency (PNA) that 99.7% of the cervical cancer are caused by HPV. It takes 10 to 30 years of incubation be-

“There are no signs and symptoms about 18% of the time,” Dr. Llave stated. “Most women don’t go to the health centers unless they’re bleeding profusely and they experience too much pain.

For about 20% of the women who are infected with HPV, cervical cancer may develop.

“It is only when the cancer develops that you experience the signs like bleeding during intercourse, bleeding between menstrual periods, or bleeding after menopause,” Dr. Nin said. “The patient can also experience other symptoms like back pain, cough and swelling in the abdomen or limbs if the cancer has spread.”

According to Dr. Llave, women diagnosed with stage 1 cervical cancer have 90 percent chance of survival while those diagnosed with stage 3 cervical cancer have 60 percent chance of survival. “Even those at stage 4 still have 20 percent chance of survival,” she said.

When detected early, cervical cancer,

however, is curable. At present, the most reliable and practical way to diagnose cervical cancer early is through Pap smear. Also called Papanicolaou test, it involves collecting cells from the cervix, which are examined under a microscope.

“A woman’s first Pap smear should be done three years after the first vaginal intercourse,” the DOH says.

“After that, it should be done every year for 3 years. If the Pap smear test is negative for the consecutive 3 years, then it can be done every two or three years.

In unmarried women who never had sexual activity in their life, Pap smear should be done at age 35.”

Aside from Pap smear, there is also the HPV test kit. “It is a swab test similar to the Pap smear,” Dr. Nin said. “The accuracy is so much better than the Pap smear. It is so accurate that you can space out your screening to 3-5 years. For Pap smear, it is recommended that you test once every year because it is quite prone to interpretation error.”

vention is better than a pound of cure, so goes a saying. Currently, there are 3 vaccines protecting against both HPV 16 and 18, which are known to cause at least 70% of cervical cancers.

The third vaccine protects against three additional HPV types, which cause a further 20% of cervical cancers.

The WHO reports that clinical trials and post-marketing surveillance have shown that these HPV vaccines are very safe and very effective in preventing infections with HPV. The vaccines, however, cannot treat HPV infection or HPV-associated disease, such as cancer.

HPV vaccines work best if administered prior to exposure to HPV. As such, the WHO recommends to vaccinate girls, aged between 9 and 14 years, when most have not started sexual activity yet.

In the Philippines, the health department has been implementing a school-based HPV immunization program.

In addition, the country observes May as Cervical Cancer Consciousness Month by virtue of Proclamation No. 368 series of 2003.

Davao City's golf clubs re-opened on Thursday as golfers were introduced to new golfing rules that were perhaps never thought of by the rulesmen who wrote the games handbook of the Royal and Ancient Golf Club of St. Andrews or The R&A. The three golf clubs -- Apo Golf and Country Club, Rancho Palos Verdes and South Pacific Golf Club -- got their tee off slips from the city government of Davao after Mayor Sara Duterte-Carpio formally lifted the 70-day lockdown on Thursday, 28 May. However, Davao's golfing community will have to contend with more 'handicaps' than their own and more hazards than bunkers, roughs and lakes.

There's no bag-toting caddie to hand out the irons and woods, mark the ball, or show the line of putt. They can't touch the flagstick too.

Golfers will be driv-

ing their carts by themselves and stay away from interacting with other players, so you practically take out the 'good walk, good talk' element of golf.

The luxuries usually offered by clubs from the comforts of locker rooms to the food and drinks at the clubhouse restaurant are also gone.

And the umbrella girls? Kiss 'em goodbye.

According to Rancho Palos Verdes general manager Tommy Iñigo, golfers have been informed of the new golf protocols. The three clubs posted information for their members on their respective social media page prior to the first return tee off.

Apo Golf and Country Club, for one, limits the number of players to play per day to 38 members.
