GCQ BEGINS 911, City Planning to conduct GCQ risk assessment in Covid-19 hotspots

avao City moves to an improved coronavirus control status effective today.

However, the general community quarantine doesn't mean the restrictions have been relaxed.

Dabawenyos are waking up to a GCQ today that has not much changes.

Food and Medicine (FM) passes, number coding, and essential movement purposes only will still be enforced although the clustering system will be dismantled. Public jeepneys will be back on the streets and workers will be allowed to go back to work.

Despite the minor changes, the city government is not pulling its foot on the brakes.

Davao City’s Central 911 and the City Planning and Development Office (CPDO) are conducting risk assessment in high-risk barangays in line with the lifting of clustering system under the general community quarantine (GCQ), which will be implemented at 12:01 a.m. (today) May 16 until 11:59 p.m. on May 31.

“Gitanggal na nato ang clustering kay duna na’y mga tao na galatas-latas para mu-trabaho. This will be the same people nga muadto ug grocery para mamalit para sa ilang balay,” said Mayor Sara Duterte-Carpio in an interview with Davao City Disaster Radio (DCDR) 87.5 on Friday.

Executive Order

(E.O.) No. 33 Series of 2020, which was issued by Mayor Sara on Friday, stated under Section 2 No.8 that the clustering of barangays in a district for the purposes of travel is lifted.

"However, for the protection of the public and to control the spread of the new coronavirus 2019 (COVID-19) within a specific community only, the public is advised to avoid the areas identified to be very high risk, high risk, and medium risk based on the assessment made by the abovementioned offices," the EO stated.

resident Rodrigo Duterte has directed Budget Secretary Wendel Avisado to look for more funds to expand the number of beneficiaries of the second tranche of emergency subsidies from the national government, Malacañang said on Friday.

Duterte gave the fresh order to ensure that all 23 million poor families will be included on the list of eligible beneficiaries of the Social Amelioration Program (SAP) who will receive the second wave of cash assistance, Presidential Spokesperson Harry Roque said.

“He (Duterte) has ordered Wendel Avisado, our DBM (Department of Budget and Management) Secretary, [to] try to prune down or try to really come up with the viable list of budgetary items that

can be realigned for the purpose of giving social amelioration to the people,” Roque said in a television interview.

Around 23 million SAP beneficiaries are expected to get the first tranche of emergency cash subsidies from the national government.

The original number of SAP recipients is 18 million.

Duterte, however, has wanted five million more poor families to also receive cash assistance to help them cope with the coronavirus dis-

ease 2019 (Covid-19) pandemic.

Roque said Duterte’s latest directive was to realign funds to make sure that all the 23 million beneficiaries will benefit from the second phase of SAP. “The President has ordered DBM Secretary to find ways and means to give Social Amelioration to everyone in the second tranche,” he said.

Under the SAP, low-income households are eligible to receive cash aid worth between PHP5,000 to PHP8,000 for the months of April and May. Malacañang on Thursday said only 13 million out of 23 million poor families will get the second wave of financial assistance due to limited funds.

Roque said Duterte might ask Congress to grant his adminis-

tration an additional PHP50-billion budget for the SAP implementation, in case DBM fails to reallocate funds for the distribution of emergency subsidies.

“If we cannot realign funds, ask congressional leaders to help him find the financing because this is a staggering additional PHP50 billion if we were to give social amelioration to all 23 million beneficiaries of SAP on the second tranche,” he said.

Local government units (LGUs) have to first submit a liquidation report on the distribution of the first tranche of cash aid before the second tranche of payouts can be released.

he Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-EID) is still evaluating the appeal of several provincial governments to place their respective localities under modified enhanced community quarantine (MECQ), Malacañang said on Friday.

Presidential Spokesperson Harry Roque said the IATFEID will hold a meeting on Friday afternoon to tackle the requests of some local governments to include their provinces on the list of areas where MECQ will be imposed from May 16 to 31.

“Marami pong mga probinsya na gustong [maging under modified] ECQ (There are provinces that want to be placed under MECQ) although they are now classified as GCQ (general community quarantine). Pero wala pa pong desisyon ang IATF (But the IATF has no decision yet),” Roque, spokesperson of IATF-EID, said in a television interview.

Various provincial governments have appealed to the IATF-EID to consider the reclassification of their community quarantines from GCQ to MECQ beginning May 16.

They made the appeals amid concerns that the sudden relaxation of quarantine protocols in their provinces could further increase the transmission of coronavirus disease 2019 (Covid-19) infections within their respective jurisdictions.

The Regional Inter-Agency Task Force (RIATF) on Covid-19 in Central Luzon, in its Resolution 1 dated May 13, recommended that Angeles City and the provinces of Bataan, Bulacan, Nueva Ecija, Pampanga, and Zambales will instead be placed under MECQ from May 16 to 31.

Roque confirmed that there was a recommendation from the RIATF on Covid-19 to impose MECQ instead of GCQ in the provinces. ?IATF-EID, P10

conomic activities that would help the government in its fight against the coronavirus disease 2019 (Covid-19) pandemic and the ‘Balik Probinsya’ program are included in the proposed 2020 Investment Priorities Plan (IPP) of the Board of Investments (BOI), Trade Secretary Ramon Lopez said Thursday.

The document was already signed by Lopez, who is also the BOI chairman.

The Trade chief said his office already submitted the proposed 2020 IPP to the Office of the President for President Rodrigo Duterte’s signature.

In a webinar of the Nordic Chamber of Commerce of the Philippines, Lopez cited

“all qualified activities relating to the fight against the Covid-19 pandemic” as priority areas in the 2020 IPP. These include the manufacturing of essential products such as medicines, medical equipment and devices, personal protective equipment, medical supplies, and consumables such as alcohol and sanitiz-

ers, including production of raw materials, semi-finished or intermediate goods and machinery and equipment.

Repurposing of manufacturing activities to produce these products are also entitled to tax perks in the proposed IPP. The document also listed the provision of services such as, but not limited to, crematoriums, health waste treatment and disposal, laboratories, test facilities, hospitals, and quarantine facilities.

Lopez added that investment activities that support the creation of new opportunities in provinces outside urban areas are included in the proposed investment priority list for this year.

Last month, Senator Christopher Lawrence “Bong” Go proposed to Duterte the ‘Balik Probinsya’ program that aims to bring back individuals living and working in Metro Manila to their provinces by creating more economic activities outside the National Capital Region.

Lopez expressed support in the proposal as activities related to the ‘Balik Probinsya’ program are recommended in the new IPP. He said investments in line with this program may be provided with an income tax holiday for up to six years.

The IPP is the government’s blueprint of priority economic activities that qualify for fiscal incentives.

“On the monetary side, easing inflationary pressures and the peso exchange rate’s stability offers further scope for easing and we forecast a minimum of an additional 50 bps of cuts to the key policy rate by year-end, which would take the key policy rate to 2.25 percent,” the unit of Fitch Group said in a report.

To date, the central bank’s overnight reverse repurchase (RRP) rate is at 2.75 percent, the overnight lending rate is at 3.25 percent, and the overnight deposit rate is at 2.25 percent.

Since the start of the year, the BSP’s policy-making Monetary

Board (MB) has cut the central bank’s key rates by a total of 1.25 basis points as inflation continues to decelerate and the need to help buoy the economy increases amid the coronavirus disease 2019 (Covid-19).

The rate reduction is expected following a total of 175-basis-point hike from May 2018 until August 2019 due to the rise of domestic inflation rate brought about by supply-side factors, but the speed of the cuts is unexpected.

BSP Governor Benjamin Diokno has repeatedly indicated openness to implement more rate cuts or the use of other options in the central bank’s toolkit to help address the impact of the pandemic.

he country’s fastest-growing oil company, in partnership with US-based Mesa Natural Gas Solutions, LLC, is expected to bring the first batch of its gas-powered genset units in the Philippines next month.

Signed late last year between Mesa and Phoenix Pilipinas Gas and Power, Inc. (Phoenix Gas), a wholly-owned subsidiary of Phoenix, the agreement designates Mesa to manufacture the gensets, while Phoenix will be in charge of the business in the country.

The generator sets are compact-designed, mobile, and custom-engineered to help businesses continue their operations, especially those that are in remote areas and those struggling to get a reliable power supply due

to the consequences of the ongoing pandemic. The units will also use propane rich LPG, a clean, reliable, and more sustainable power source, to function, which will be supplied by Phoenix LPG Philippines, Inc. For its pilot run,

Phoenix Gas and Mesa produced three genset units, each with a maximum capacity of 350 kilowatts.

“We at Phoenix Gas have always been an advocate of the use of cleaner energy sources in the country. For years, we have been actively promoting LPG and LNG as viable options to broaden and diversify the Philippines’ energy mix,” Phoenix Gas President Henry Albert Fadullon said. “We are happy to share that amid the ongoing crisis, Phoenix Gas and Mesa have finished developing our gas-powered gensets, which are now en route to the Philippines for utilization.

We are optimistic about the future of these types of gensets in the country, and we hope that this will signal the revolution towards a cleaner and

more reliable power source.”

Primarily targeting to serve companies in the hospitality and manufacturing businesses, the Phoenix Gas-Mesa gensets are designed to enable remote performance monitoring on a real-time basis. Its technology also includes an on-site troubleshooting feature, if the need arises.

In December 2019, the two companies signed a partnership to promote the use of gas in the country, and to contribute to the Department of Environment and Natural Resources’ initiatives on Clean Development Mechanism. The agreement includes making genset units available in the Philippines with the corresponding commissioning, training, and technical support from the USA.

he Securities and Exchange Commission (SEC) has extended the deadlines for the submission of annual reports and/or audited financial statements of companies with fiscal years ending amid the coronavirus disease 2019 (Covid-19) pandemic.

In an en banc meeting through videoconferencing on May 7, the Commission resolved to allow companies with fiscal years ending between Jan. 31, 2020 and Mar. 31, 2020 to submit their annual reports and/or audited financial statements within 60 calendar days from the regular filing deadlines.

For instance, a publicly-listed company or an issuer of registered securities whose fiscal year ended Jan. 31, 2020 may file its annual report and audited financial statements until July 14, or 60 days from the original May 15,

2020 deadline.

Meanwhile, a corporation other than a publicly listed company and an issuer of registered securities with the same fiscal year may submit its audited financial statements until July 29, or 60 days from the original May 30, 2020 deadline.

The SEC also granted companies with fiscal years ending April 30 an extension of 45 calendar days from the regular filing deadline.

A publicly-listed company or an issuer of registered securities will have until September 27 to comply with the reportorial requirement. All other corporations may submit their audited financial statements until Oct. 12, 2020.

With the situation the Philippines is facing amidst the coronavirus threat, it takes everyone’s utmost patience, understanding and compassion to get the country through the hill.

Hence, businesses must first take consideration of their workers rather than their profits or losses. The reason why the community quarantine is not working 100 percent is that the lowly workers are forced to report to work under fear of losing their jobs and not earning their keep. The spectre of having no mey to feed their families is a far bigger threat than dying because of the virus.

In the minds of the ordinary folks: “We will die just the same.”

Only those who have enough food in their pantry, those who can afford to panic shop, and those who can afford to order online for deliveries will survive. But for the bigger chunk of the society, the equation remains “no work, no food.”

Thus, it is a welcome relief that there are initially 10 companies made the supreme sacrifice of to compensate their workers during the Luzon-wide enhanced community quarantine period. This will greatly help those in Metro Manila where people still go to work

despite the order.

The 10 firms reported by the Department of Labor to have made the compensation package are Aboitiz, Asian Terminal/Solaire Resort Hotel, Ayala Group of Companies, JG Summit, Jollibee, Lucio Tan Group, Manny V. Pangilinan Group, San Miguel Corporation, SM and Udenna Group.These firms answered the call of President Rodrigo Duterte to take care of their workers and employees during this time of national emergency.

DOLE Secretary Silvestre Bello III lauded the companies and said their compassion and good example should inspire other enterprises whose source of wealth is the labor of their workforce.

While big companies can take some hit, it is a different story for smaller firms and this is where the government should come in. For sure, there are already some formulation to this effect being done.

For now, the best thing to do for everyone is to try to be significantly helpful instead of adding up to the problem and it all starts with following orders.

THE MANOBOS OF DAVAO Manobos are popularly linked to the natives with the same name that populate Agusan region. Early American accounts also point out that Manobos, far from the territory where they are now associated with, live in some areas of Davao.

John M. Garvan, in The Manobos of Mindanao (1931), identified the Manobos of Davao as those living in Liboganon, in Tagum City, and those residing in the lower half of the peninsula of Cape San Agustin, which is also home to the Moros, Tagacaolo, and B’laans.

Ethnologically, other tribes, especially the breakaway factions, carry the suffix obo in their tribal name, i.e., Bagobo, Clatta-Obo, etc., implying strong ethnic affiliation and relation with the Manobos.

Garvan explains the derivation of Manobo and tribe-names of the indigenous societies in eastern Davao region: ‘In Bagobo, a dialect that shows very close resemblance to Manobo, the word Manobo means “man,” and in Magindanao Moro it means “mountain people,” and is applied by the Moros to all the mountain people of Mindanao. It might be maintained, therefore, with some semblance of reason that the word Manobo means simply “people.” Some of the early historians use the words Manobo, Mansuba, Manubo. These three forms indicate the derivation to be from a prefix man, signifying “people” or “dweller,” and suba, a river. From the form Manubo, however, we might conclude that the word is made up of man (“people”), and hubo (“naked”), therefore

meaning the “naked people.”

The former derivation, however, appears to be more consonant with the principles upon which Mindanao tribal names, both general and local, are formed. Thus Mansaka, Mandaya, Mangguangan are derived, the first part of each, from man (“people” or “dwell-

Schools help students transition to online classes

W

hen the coronavirus disease was declared a global pandemic, Ateneo de Davao University immediately responded by preparing to hold classes online.

For several weeks, university officials, professors, and programmers met online to discuss and develop tools that would be needed by both students and teachers so that learning could continue while schools were closed. Teachers prepared instructional content in digital and video format, while student government officials helped in the dissemination of details to their schoolmates.

The university’s experience since 2013 of using the digital platform as one of its learning modes also helped students and teachers readily shift to online instruction for their summer classes on April 22, following the implementation of enhanced community quarantine in the region.

The students and their teachers met via Google Classroom and Moodle, and used social media, videoconferencing, and chat apps to communicate with each other. At home, their laptops, tablets, and mobile

devices were connected to a reliable internet source.

“With the Covid-19 pandemic, people have to get used to a different way of interacting with one another. Through the internet, students have more freedom to think deeply about the learning material and do the tasks needed to accomplish their learning goals,” said AdDU executive vice president Jeremy S. Eliab.

Davao Christian High School encountered the same difficulty when it had to stop its classes six weeks before the end of its academic year. Like Ateneo, DCHS had also planned ahead.

Teachers were trained on the use of Google Classroom, and accounts for students were set up. The school had also been using the Dynamic Learning Program, where students answer questions on worksheets based on discussed lessons, helping them continue their classes even with minimal teacher inter-

vention.

“Our online classes are far from perfect but I am very much encouraged with the discipline, hard work, and understanding our students and teachers have shown. The parents have also been very helpful in supporting the kids’ learning from home,” said Desi Dario Magnaye, junior high school principal of DCHS V. Mapa Campus.

To further support learning, AdDU provided their students and teachers with PLDT Home Prepaid Wi-Fi units, which could help them connect online and ensure uninterrupted learning. Ateneo also distributed 155 tablets and digital pencils to its scholars and financially challenged students.

With classes being accessed at home, studying has become easier for their children, according to Dr. Francis Ho and Phany Castillo-Ho. Their brood of three is all enrolled at DCHS. Despite the lockdown, the couple remain busy at work, with Dr. Ho specializing in internal medicine and endocrinology and his wife running a hospice, palliative care and nursing home, and a small hotel. oxing fans really have something to look forward to in the fall, at least according to speculation. Behind the scenes, it is said to be a duel between the champions of the welterweight, Terence Crawford (36-0, 27 KO) and Manny Pacquiao (62-7-2, 39 KO).

It was so easy three years ago. Both opponents were under contract at Top Rank Boxing, so Bob Arum could just snap his finger and the match would be a reality. Especially when Crawford longed for him and Pacquiao probably wouldn’t re-

sist him either.

But the promoter veteran had other intentions. He officially claimed to have protected the Filipino legend, but the truth was elsewhere. Arum needed a hero for the eastern market. “Pacman” was a perfect option, but he was

not expected to lose to his opponents with his hometown Jeff Horn. With the same Horn, which was then definitely cracked by Crawford.

He simply wasn’t attractive enough to clash with Pacquiao on American soil, and Arum somehow knew it was the last year of their collaboration.

Whether in the summer of 2017 he wanted to sink his favorite (a controversial loss) or force him to retire and protect his health, only he knows.

However, the truth is that he was wrong (and not only him) with the Philippine senator - as he has done several
