Isulan blast victims identities revealed

he Municipal Disaster Risk Reduction Management Of�ice (MDRMO) of Isulan, Sultan Kudarat has of�icially released the names of the 18 people injured in the blast inside Carlito’s Chicken Restaurant at exactly 3:13 pm on Wednesday, April 3.

Based on the MDRMO’s progress report, �ive minors and 13 others with legal age were injured by the bombing incident. No casualties were reported contrary to earlier postings.

They are Mansundig Montasser, Christian Casepe, Datu Joven Mamasalagat, Laika Abpet, Watselle Dela Cerna, Cyrell Dela Cerna, Ronel Carino, Rosarie Joy Teodocio, Nasser Masundig, Norhani Mamasalagat, Bai Aminah

Japitan, Bai Ali Malidas, Che-Che Malidas, Alid Datu Malidas, Johnny Garcia, Carl Laguerder, Randu Tranquillero and Jenny Pagabangan.

The MDRMO said the victims are currently con�ined at the Holy Nazarene, Doctor Specialist, SKPHO, Galinato and St. Louis hospitals.

The authorities are still investigating the motive of the blast and the people behind it.

This is the third bomb-

ing incident reported in Isulan, Sultan Kudarat since 2018 which recorded two consecutive explosions.

Meanwhile, Bai Mariam Sangki-Mangudadatu, daughter-in-law of Sultan Kudarat governor Datu Pax Mangundadatu condemned the bombing which she considers as “an act of terrorism.”

“The bombing in Isulan is very unfortunate not just for the people of Sultan Kudarat but for all of us. No religion or creed teaches or promotes the killing of innocent people, especially women and children. Terrorism has no place for humanity.” she said.

Davao LGU to install X-rays in two major checkpoints T he City Government of Davao will install walkin X-rays and baggage X-rays in the city’s two major checkpoints before the Lenten season this month, according to Col. Randolph G. Cabangbang, Task Force Davao deputy commander.

Cabangbang told a press brie�ing on Thursday that the checkpoints in Sirawan, Toril and Bunawan would have two walk-in X-rays each and one baggage X-ray each as part of the efforts to improve the

city’s security and hasten the checking of the baggage of the passengers.

Passengers of public utility vehicles like buses entering the city will be subjected to this new security protocol, he said.

Cabangbang said authorities would do “visual inspection” for passengers of a private vehicle, but the authorities will ask the passengers to alight and subject them to inspection if they see anything suspicious.

The X-rays would be installed in these

two checkpoints because authorities have seen the high volume of vehicles passing through the Sirawan and Bunawan checkpoints, he said.

The X-rays would be permanently housed there to protect the city from threats, Cabangbang added.

He estimated around 1,500 vehicles passing through each checkpoint daily.

Cabangbang said a few vehicles would pass through the Calinan checkpoint, making it doable for soldiers to do manual in-

spection.

The scanners had already arrived in the city and were tested during the Ironman70.3 Davao last March 22, he said.

“It’s the latest. It has quadrants, two upper and two lower. If you are keeping a metal, the closer quadrant will sound. If the right quadrant will sound, we will go check your right pocket,” he said, adding that the X-rays would be helpful in the inspection for guns and other contrabands. (Antonio L. he Presidential Communications Operations Of�ice (PCOO) is encouraging local government units (LGUs) to implement the Freedom of Information (FOI) program.

In the assembly of the Communication for Development Network of the Regional Development Council XI, Michelle Manza, PCOO FOI lead , challenged the information of�icers especially those from the local government units to push for the passage of an FOI ordinance.

Manza stressed that it was important for the LGUs to have their own FOI program since most of the requests in the web portal were seeking information of their local governments’ transactions and operations.

“When we conducted the review of the requests of the FOI portal, we found out that the majority of the requests being raised by the citizens are local information and not held by the central agencies,” she said.

According to the FOI program data, there are only nine provinces, cities and municipalities that have already carried out the FOI. These are the provinces of Bohol, Surigao del Norte, Masbate, Ilocos Norte and Benguet, the cities of Laoag in Ilocos Norte and Pasig in Metro Manila, and the municipalities of Pakil in Laguna and San Nicolas in Ilocos Norte.

Manza added that four local government units had pending ordinances on FOI, namely Malolos and Bali-

uag in Bulacan, Legazpi City in Albay and the province of South Cotabato.

She also emphasized that aside from the demand, the local government units can also use the FOI as a tool for transparency and also in preparation of the passage of the FOI bill in Congress.

For now, Manza added, FOI is being utilized by the Filipino people to get to know what the government is doing in terms of programs and projects, and for social awareness.

“FOI also becomes a listening tool for us in the government,” she said.

With FOI, the government can understand what kind of information the Filipino people need to create a sound decision, Manza added.

The Freedom of Information program is a product of Executive Order No. 2 issued in 2016, which operationalized in the executive branch the people’s constitutional right to information and the state policies of full public disclosure and transparency in the public service and providing guidelines for it.

According to the FOI web portal, there are 366 government agencies, including national government agencies, government owned and controlled corporations, state universities and colleges, and a water district which are now on board the FOI. Manza hailed the Davao City Water District as the �irst water district in the country that implemented FOI program. (PIA-11)

Exercise right to vote, Pinoys overseas urged

T

he Commission on Elections (Comelec) on Wednesday urged Filipinos working or living abroad to participate in the overseas absentee voting (OAV) in connection with the May 13 elections.

With this, the poll body reminded Filipinos overseas that the OAV period will start on April 13 until May 13.

“Wherever you are in the world, you can vote and participate in the elections,” the poll body said in its Twitter account, @ COMELEC. Voters overseas will be participating in the national polls as they will only elect 12 senators and one party-list group.

There are a total of 1,822,173 overseas absentee voters, according to the data from the Comelec- Of�ice for Overseas Voting (OFOV).

Of the number, most of them are land-based workers numbering to 1,779,140 while the rest are sea-based workers at 43,033.

The Middle East and

African Region has the highest number of registered voters with 887,744; followed by the Asia Paci�ic Region with 401,390; North and Latin American Region with 345,415; and European Region with 187,624.

On the other hand, Comelec spokesman James Jimenez noted that there are various modes in casting their votes under the OAV, automated voting using the vote counting machines (VCMs), manual voting through posting and personal voting.

“It depends on the area where one is casting his/ her vote,” he said in his Twitter account, @jabjimenez.

As for sea-based workers, the Comelec of�icial added that they will be able to cast their votes wherever they may be.

A total of 41 out of the 83 countries/posts will be using the VCM and 42 countries/posts will be utilizing the manual system of voting, including 29 postal voting and 13 personal voting. (PNA)

DepEd to continue SHS voucher program

T

he Department of Education (DepEd) on Wednesday assured the public of its commitment to continue with the Senior High School Voucher Program (SHS VP) for school year (SY) 20192020 amid challenges in its implementation.

In a statement, the DepEd said its engagement of the services of private educational institutions and nonDepEd public schools offering SHS through the voucher program under the Expanded Government Assistance to Students and Teachers in Private Education will continue in compliance with section 10 of Republic Act 10533.

The law is otherwise known as "An Act Enhancing the Philippine Basic Education System by Strengthen-

ing its Curriculum and Increasing the Number of Years for Basic Education, Appropriating Funds Therefore and for Other Purposes."

"It is the mandate of the Department to uphold the right of every Filipino to quality basic education by providing access, whether through public programs or through arrangements based on the principles of public-private partnership," the statement read.

However, the application for the SHS VP for SY 2019-2020 is yet to be opened pending the issuance of the �iscal year (FY) 2019 GAA. "Pending the issuance of the 2019 General Appropriations Act (GAA), the national budget for FY 2018 is deemed reenacted.

The reenacted budget shall remain in force until such time that the GAA is passed into law by Congress. Subsequently, the Department of Budget and Management (DBM) has released Circular Letter No. 2019-01 or Release of Funds for the First Quarter of FY 2019 stating that in the absence of the 2019 GAA, the budgetary support to cover the operations of all national agencies is equivalent to the appropriations based on the FY 2018 GAA or on the FY 2019 National Expenditure Program (NEP), whichever is lower," the statement read.

The DepEd said the total appropriation for the SHS VP in private and non-DepEd schools is PHP14.4 billion under the FY 2018 GAA, while the

2019 NEP is PHP20.3 billion. As a result, the program is short of funds amounting to PHP5.9 billion.

The DepEd also clari�ied that Grade 10 completers in SY 2018-2019 are automatically eligible and need to apply for the vouchers.

Also included are all Grade 10 completers in public schools operated by DepEd; all Grade 10 completers in state and local universities and colleges; and all Grade 10 completers in private schools that are Educational Service Contracting grantees.

"These automatic voucher recipients shall be accommodated in the program upon enrollment in any SHS VP-participating school," it added. (PNA)

inancial of�icials on Wednesday urged taxpayers to settle early their tax obligations, saying the �iling of income tax returns (ITR) will now be easier due to the Tax Reform for Acceleration and Inclusion (TRAIN) law.

Department of Finance (DOF) Assistant Secretary Tony Lambino said the income tax forms for individuals and corporations have been reduced from 12 pages to only two to four pages.

“Isang pagbabago sa ating income tax �iling na dulot ng TRAIN law, ay ang pagkakaroon ng ITR na mas maikli at mas madaling i-�ill up. (One of the changes in the �iling of income tax due to TRAIN law was the shorter ITR and easier �iling),” Lambino said in a weekly economic brie�ing in Malacañang.

Lambino said the Bureau of Internal Revenue (BIR), an attached of�ice of DOF, has also established more electronic means of payment for easier and simpli�ied payment of taxes.

BIR spokesperson and Deputy Commissioner for Legal Affairs Atty. Marissa Cabreros said ITR �iling and payment of taxes can be processed online.

Cabreros said simpli�ied ITR now has six types depending on the annual income of the taxpayers.

She said individuals purely earning compensation have to use the BIR Form 1700 while individuals with their own business, self-employed, professional or mixed income earner shall �ile using the BIR Form 1701, 1701-A and corporate returns are �iled through BIR Forms 1702-RT, 1702-EX, and 1702-MX. "Lahat po ‘yan ay pupuwede pong i-�ile online gamit po iyong dalawang (All of those can be

�iled online using the two) available platforms ng (of) BIR which is either the eBIR Form Package - 7.4.1 po ang pinaka-latest, or the eFPS (Electronic Filing Payment System) facility," she said.

Cabreros said the BIR has also opened Tax Filing Assistance Centers in their regional of�ices.

"Available din po ang lahat ng e-lounges ng ating RDO [Revenue District Of�ices] para tulungan po iyong ating mga taxpayers sa pagpa-�ile online ng kanilang return (E-lounges of our Revenue District Of�ices are also available to assist taxpayers in online �iling of their returns)," she said.

She said taxpayers can still manually �ile or pay their return through banks aside from online facilities such as Globe G-Cash, Landbank Link Biz using ATM or debit cards and ‘usual facility’ e-FPS or Electronic Filing Payment System.

“So you have a lot of choices where to �ile the return,” Cabreros said.

Cabreros appealed to the public to �ile and pay their 2018 ITR on or before the April 15, 2019 deadline to avoid penalties.

"This is a friendly reminder po para po hassle-free ang pagpa-�ile nila ng return at (so that �iling of ITRs is hassle-free) and they don’t get entangled with the last-minute deadline glitches," she said.

Under the TRAIN law, workers with annual taxable income below PHP250,000 are exempted from paying personal income tax.

TRAIN is the �irst package of the Comprehensive Tax Reform Program (CTRP) which was implemented in January 2018 to improve the tax system and make it simpler, fairer, and more ef�icient. (PNA)

Comelec to reuse 2016 election ballot boxes

T

he Commission on Elections (Comelec) will be utilizing the ballot boxes that were used during the 2016 polls in the forthcoming mid-term elections.

The poll body on Wednesday ordered the city/municipal Election Of�icers (EOs) to empty the ballot boxes of their contents and properly transfer them on or before Friday.

“The proceedings shall be public and shall be held in the place, date, and time as indicated in the Notice,” read Comelec Resolution No. 10515.

The Comelec said the ballot boxes will be examined thoroughly to determine which will be reused in the May 13 polls and which will be used as storage ballot boxes.

“The ballot boxes that are more damaged and appear to be un�it to be reused shall be used as the storage ballot box,” the poll body said.

The Resolution also states that “for every four ballot boxes opened, one of them will be used as the storage ballot box,” which will hold all the contents of the four ballot boxes.

The poll body ordered that the contents of the ballot boxes must be wrapped in Kraft paper or other appropriate material.

More than 90,000 clustered precincts used one ballot box each in the 2016 polls.

On the other hand, the Comelec noted that ballots boxes involved in electoral protest cases will not be opened. (PNA)

avao-based Udenna Infrastructure Corporation has sought the endorsement of the City Council in its bid to undertake the modernization and expansion of the Francisco Bangoy International Airport, or the Davao International Airport.

Engr. Manuel Jamonir, business development manager of the Udenna Infrastructure Corporation, presented to the City Council on Tuesday the �irm’s unsolicited proposal to develop, operate and maintain the Davao Airport at PHP48.8 billion under the Public Private Partnership (PPP).

Udenna Infrastructure Corporation is a subsidiary of the Udenna Group of Companies controlled by Davao City business magnate Dennis Uy. Jamonir said the PHP48.8 billion is the nominal cost under private �i-

nancing--at no cost to the government. The project will include the land side and air side developments, recon�iguration and expansion of the passenger terminal building, parallel taxiway, and new airport technologies to enhance passenger experience.

Jamonir said Udenna already received an original proponent status from the Department of Transportation (DOTr) after it submitted the proposal last year.

“It is an unsolicited PPP proposal so it has to follow certain process under the BOT (Build Operate Transfer) law. We submitted the

full proposal last year and we received the original proponent status,” Jamonir told reporters in an interview at the sidelines of Tuesday’s regular session.

Jamonir explained that “if you have the original proponent status, the government will only talk to you and second, you have the right to match during the Swiss challenge”.

Right now, Jamonir said, the unsolicited proposal is under evaluation by the National Economic Development Authority (NEDA).

Councilor Jesus Zozobrado, chairman of the City Council Committee on Public Works and Highways, welcomed Udenna’s interest to undertake the project.

EDITORIAL Missing the point There is much more to the controversial viral sex video of singercomposer Jim Paredes and it’s not even politics. It’s about sincerity.

The admission, albeit a complete 360 from an earlier denial, by the 67year old staunch critic of President Rodrigo Duterte and his pronouncement of being truthful is not the main point of a discussion that is not seen to die soon. His supporters are blasting back with defenses of all sorts for the embattled musician from tempering the sexual act as humanly normal to claiming that it is made to silence the outspoken critic of the Duterte administration.

The issue is not about politics but it was Paredes himself who politicized it in his apology statement when he accused his political enemies of violating his privacy in an attempt to silence him especially in this period of the mid-term elections. Had he not dragged politics into the mess, it would not have blown out in massive proportions. But of course, video scandals, whether involving ordinary people or celebrities, are attention magnets. These are viral material and in its natural course, it will spread like wild�ire.

In desperate efforts to cover up the scandal, Jim’s allies treated it rather tamely compared to the sex tutorials of Duterte supporter and former Palace communications of�icial Mocha Uson. Mocha’s videos are in nowhere the same category as Paredes’ as the former made the videos for commercial purposes, hence scripted for effect. Paredes’ video is unedited, undirected, and unscripted. That’s the difference. But before the narrative goes elsewhere beyond the main point, the issue is not Jim being apologetic in his admission and asking that he be liberated for saying the truth after the fact, and wishing to come out clean after having made that.

Truth is, he addressed his apologies wrongly for he actually did not owe other people an apology. The people he owed apology to, and it’s big time, is his family--his wife most speci�ically.

The point is not about the sexual act per se, but the commission of an act of in�idelity in engaging in a �ilmed sexual act with another person not his wife. That is the point many people, Jim included, missed out. While they insist masturbating may be normal, the act revels beyond normalcy when the circumstances are as convoluted as one made in unfaithfulness.

SUCH A LONELY WORD I was riding a jeepney recently when one of the passengers turned on the music player of his phone and played the song for all us to hear. I would have complained had the music was not familiar.

Billy Joel crooned that “if you look for truthfulness, you might just as well be blind.” Because honesty, he said, “is such a lonely word” for “everyone is so untrue.” These days, “honesty is hardly ever heard.”

Yes, know the title of the song: Honesty. Joel is damned right; no one seems to be honest anymore. Honesty is doing things that are morally right. If you are honest, it means you are truthful, trustworthy, sincere, loyal, and fair. Now, think of yourself if you have such attributes?

Recently, a friend posted the anecdote below. I laughed out loud after reading it but on second thought, it had me thinking: A taxi driver picked up a nun. She got into the taxi and noticed that the very handsome taxi driver wouldn’t stop staring at her. The nun asked him why he was staring. “I have a question to ask, but I don’t want to offend you,” he replied.

“My son,” the nun answered, “you cannot offend me. When

you’re as old as I am and have been a nun for a long as I have, you get a chance to see and hear just about everything. I’m sure that there’s nothing you could say or ask that I would �ind offensive.”

“Well, I’ve always had a fantasy to have a nun kiss me,” he replied tamely.

“Well, let’s see what we can do about that: No. 1, you have to be single, and No. 2, you must be Catholic,” she responded gamely.

The taxi driver, very excited, said, “Yes, I’m single and Catholic!”

“Okay,” the nun said. “Pull in to the next alley.”

The nun ful�illed the taxi driver’s fantasy with a kiss that would make a hooker blush. But when they got back on the road, the taxi driver started crying. “My dear child,” the nun asked, “why are you crying?”

“Forgive me but I’ve sinned,” he replied. “I lied and I must confess; I’m married and I’m Jewish.”

Hearing the confession, the nun said, “That’s alright. My name is Kevin and I’m going to a costume party.”

Did you laugh after reading the story? I’m sure you did. But beyond being funny, it tells us that both characters were not honest. They lied. “Whoever is

careless with the truth in small matters,” Albert Einstein once said, “cannot be trusted with important matters.”

As if echoing American singer Billy Joel, American motivational speaker and author Les Brown said, “True honesty is hard. Throughout my career, I’ve faced moments where I’ve needed to take an honest look at myself and face some very uncomfortable realities.”

Scottish author and government reformer Samuel Smiles seems to agree. “Simple honesty of purpose in a man goes a long way in life,” he said. “If founded on a just estimate of himself and a steady obedience to the rule he knows and feels to be right.”

In a relationship, honesty is still the best policy. Alexander Mejia said, “The establishment of any relationship, both individual and expert is honesty.” British businessperson Amanda Thompson likewise said, “Honesty is one of the most important parts of any marriage.”

To tell the truth and nothing but the truth. “Honesty is more than not lying,” American religious leader and politician James E. Faust explained. “It is truth telling, truth speaking, truth liv-

ing, and truth loving.” Joseph Sugarman, author of the bestselling Success Forces, says it more clearly: “Each time you are honest and conduct yourself with honesty, a success force will drive you toward greater success. Each time you lie, even with a little white lie, there are strong forces pushing you toward failure.”

Honesty, they say, is variable. It changes from situation to situation, from one person to another, and from issue to another. In other words, we all have our own de�inition of honesty. “I admire honesty more than any other trait,” Jerry Reinsdorf, owner of the NBA’s Chicago Bulls, pointed out.

Let me end this piece with another anecdote.

Three years ago, a pastor from another city accepted a call to a church in Davao. A week after he arrived, he decided to roam around the city. He rode a jeepney and gave the driver a crispy twenty-peso bill. There were so many passengers and it took the driver two minutes before he was able to give the pastor his change.

The pastor counted the change and he discovered that the driver had accidentally given him a peso more than what he

was to receive. As he considered what to do, he thought to himself, “You’d better give the peso back.

It would be wrong to keep it.”

Then he thought, “Oh, forget it, it’s only a peso. Who would worry about this little amount?

Anyway, the driver gets too much fare; he will never miss it. Accept it as a ‘gift from God’ and keep quiet.”

Then he was almost at his destination, he went near to the driver and handed the peso.

“Here, you gave me too much change,” he said.

The driver, with a smile, replied, “Aren’t you the new pastor near our area? I have been thinking a lot lately about going somewhere to worship.

I just wanted to see what you would do if I gave you too much change. I’ll see you at church on Sunday.”

“There is no well-de�ined boundary between honesty and dishonesty,” American author O. Henry pointed out. “The frontiers of one blend with the outside limits of the other, and he who attempts to tread this dangerous ground may be sometimes in one domain and sometimes in the other.”

Again, honesty is such lonely word!

CHARITY IN ISLAM Man is a social being whose existence is fully dependent upon others. Our own physical, psychological and spiritual being is affected by others negatively of positively when we communicate, cooperate and even at some point compete against our fellow human beings. Allah designed us in such a way that we ful�ill each other’s need, no man is an island, so to speak.

Allah has distributed a vast amount of blessings to humans but he did not give every kind of blessings to any single person. Allah created humans that if one is strong in something then he should be weak in something else. If he has an abundance of something then he is lacking also in some other things. This truth makes humans complementary to each other making us mutually in need of each other. Allah has favored some of us materially more than others and has made sure that social justice is established by an act that is praised universally across many different cultures and languages – charity. Not because the rich are superior to the poor but because Allah wishes to test us through each other.

TYPES OF CHARITY Allah said in the Quran,

“Believe in Allah and His Messenger and spend of that which He has made you trustees.

Whoever among you spends in Allah’s way, theirs will be a great reward” Quran 57:7. Allah mentioned here that whatever material possessions we have is only entrusted upon us and Allah, therefore, has more rights to it than any of us. Therefore, if Allah orders that we pay charity from our wealth, we have no choice but to comply with obedience despite our own love for material possessions.

There are two types of charity in Islam according to its obligation. One is obligatory, which is called Zakah, and the other is voluntary charity.

Zakah is the third pillar of Islam which is a yearly obligation for anyone whose net worth costs more than the price of 85 grams of gold in any given time. This amount should have been kept by him for more than a year and other �inancial obligations such as debt, mortgage and bills, and other expenses should have been deducted already before he could identify whether he should pay Zakah or not. Zakah is obligatory to be paid yearly for those who shall qualify and they shall pay the 2.5 percent of this net

worth to those made eligible by the Quran such as the poor, the beggars, those in debt and others.

The voluntary charity could be paid whenever the Muslim wishes to in whatever amount to whomever he likes.

It may be in the form of cash or material items.

BAD ETIQUETTES WHEN GIVING CHARITY Another form of charity is known as Sadaqah Jariyah, the charity that is continually being bene�itted from. It is the charity that is used in the construction, purchase or utilization of things that will bene�it the people in the long run. Building mosques, water pumps, and roads are forms of Sadaqah Jariyah. The concept of Sadaqah Jariyah is simple if you wish you may want to make an agreement with any Muslim organization to use your donation for Islamic projects. If you build a mosque, for example, you shall be rewarded the same reward as those who prayed inside the mosque, every time, as long as the mosque is being prayed on. If the mosque is open until Judgment Day, then you could only imagine how much reward there must be waiting for you for this simple act of building a

mosque.

Prophet Muhammad said, ‘When the son of Adam dies, all his actions are cut off except for three: a good child that prays for him, sadaqah jariyah that is continually being bene�itted from and knowledge that was shared and is continually being bene�itted from.’

For a Muslim, it is important to note that any act of giving charity is done only for the purpose of pleasing Allah.

It should not be done for the purpose of building connections with people so that you may bene�it from them in the future or expecting something in return. Any charity or any act of worship that is done for showing off or any ulterior motives shall not be accepted and is considered a form of idolatry in Islam as the donor is not doing it to please Allah but rather to please his fellow humans or himself therefore making other humans and himself as rivals of Allah in his intentions.

Even the act of reminding people of one’s charity or causing harm to anyone whom we have given charity is a big sin too. Allah said in the Quran, “O you who have believed, do not invalidate your charities with reminders or injury.” Quran 2:264 Even if you end up

not being in good terms with the people you gave charity to, Allah said in the Quran, ‘Good speech and forgiveness is better than charity that is followed by insult and injury.’ Quran 263.

BENEFITS OF CHARITY Other than the expected rewards of charity, charity fosters a spirit of cooperation and social justice wherever charity is being practiced. The poor feel that they are being taken good care of by the rich while the rich do not feel any sort of entitlement over the poor.

Charity in Islam ultimately bene�its the giver more than the recipient. Giving charity is a mark of piety, Allah said in the Quran, “O you who believed, you shall never attain piety unless you spend from what you love.” Quran 3: 92.

Despite being connected to material possessions, the poor are not deprived of the rewards of giving charity as they may still give charity according to their means. In essence, every good deed that Muslims do is charity, including the food that you feed to your family, is charity in and of itself. Prophet Muhammad said, ‘Do not belittle any good deed, even meeting your brother in faith with a smile is charity.’

Together with them was the mother of all mothers, Didet Danguilan, who represents the Philip Morris Fortune Tobacco Company, Inc. (PMFTC).

There is no direct flight from Manila to Chiang Mai. And so, we had to fly first to Bangkok, the country’s capital, via Thai Airways. Flying time was almost three hours. After an almost two hours stop over, we flew to Chiang Mai for an hour.

Our guide fetched us at the

airport and brought us to Movenpick Suriwongse Hotel, where the group was billeted for the whole duration. We left all our luggage at the hotel’s lobby and headed immediately to the hotel’s buffet restaurant.

The good thing about the hotel where we stayed was the night market which was located at the back of the hotel. I didn’t go out that night because I was so tired.

The following day, I learned that most of my companions did some shopping!

We had an early breakfast as we were to leave the hotel at 8 in the morning. Two vans brought us to Bhubing Royal Palace, the winter residence of the Royal Thai family. The palace is built in the mountains overlooking Chiang Mai and the temperature is a little bit cooler compared to the city.

What made the palace appealing to us were the flowers and ornamentals that were planted all over the place. Although some of them were grown in the Philippines, there were those that were really new to our eyes.

A few kilometers below the palace was the Wat Phra That Doi Suthep, a Theravada Buddhist temple. The day before our tour, our guide said that we “must be dressed appropriately” as the temple is a sacred site to many Thais. When getting in-

Chiang Mai is overflowing with temples. In the afternoon, we visited temples located in the heart of the Old City. Just outside the old walled city is Wat Lok Molee, which holds one of the largest and most impressive chedis in Chiang Mai. This chedi (also called stupa or sometimes pagoda) was built in 1527 (although this is under question as no one really knew when it was constructed).

Next was the Wat Phra Singh, which houses an important Buddha statue: the Phra Buddha Sihing, which gives the temple its name. No one knows where the statue originated but according to our guide, it was supposed to have been brought via Ceylon (now known as Sri Lanka), to Ligor (present day Nakhon Si Thammarat) and, from there, via Ayutthaya, to Chiang Mai. Wat Chedi Luang (translated as “Temple of Big Stupa”) may not be as grand Wat Phra Singh but it has a towering chedi. In the past, the famed Phra Kaew (Emerald Buddha) can be seen here, but today only a jade replica is present (the original one is now in Bangkok’s Wat Phra Kaew).

was founded. This temple holds several very old and important Buddha images. According to some stories, when King Mengrai decided to build a new city and make it the new capital of the Lanna Kingdom, he built this temple. (To be concluded)

A BRIEF CHIANG MAI SOJOURN

EVERY YEAR, winners of the Bright Leaf Agriculture Journalism Awards are given an allexpense paid trip somewhere in Southeast Asia.

This year, all the winners were given such privilege to Thailand.

When I heard about it, I was not really that excited. After all, I had been to Thailand several times. In fact, my trip abroad was in Bangkok when I attended a seminar on food security in the region, which was convened by the UN Food Agriculture Organization and the Press Foundation of Asia.

Since then, I had been to Thailand various times. At first, I wasn’t that much interested to go back to Thailand but when I learned that our destination would be Chiang Mai, I changed my mind.

At one time, I was supposed to go the said city some years back where I would be one of the facilitators and participants on a regional workshop on coastal ecosystem. But a week before the event, I decided to

forego the trip for some reasons I could no longer recall.

From Davao, I had to stay in Manila for a night before our flight going to Chiang Mai. At the Terminal 1 at Ninoy Aquino International Airport, I had

finally met all the winners. (I wasn’t able to attend the awarding ceremony since I was in the United States at that time.

Instead, I asked our editorin-chief, Antonio M. Ajero, to attend in my behalf.)

“We have all experienced the congestion in the passenger terminal building and have seen trucks queuing towards the cargo terminal. We have raged at the poor air conditioning, the malfunctioning toilets, the frequent breakdown of security equipment, and the lack of retail options in the airport,” Zozobrado said.

According to Zozobrado, the Davao airport was among the major airports that were put up for PPP three years ago but the initiative was shelved.

“And rightly so because us, the local stakeholders, were not given ample opportunity to participate in the project’s development,” the councilor said.

Zozobrado said the City Council will have to review and endorse the project to the DOTr, the Civil Aviation Authority of the Philippines (CAAP), and the Regional Development Council (RDC). (PNA)
